Sports day to combat crime TAURIQ HASSEN

ANG VIOLENCE has been the topic of discussion for many people living in and around Lavender Hill, but this could all change, thanks to a Sports Day Against Crime taking place tomorrow (Wednesday 14 December). This initiative has come from the office of the Provincial Commissioners of the Western Cape, but role-players are urgently needed to make the day a success. According to Warrant Officer Hermanus van Dyk, spokesperson for the Steenberg Police Station, the station will be joining up with five cluster stations, Diep River, Wynberg, Kirstenhof and Grassy Park, along with the City of Cape Town and Social Development. “As you well know, the community of Lavender Hill has been inundated with sporadic incidents of gang violence and therefore we need the support of various role-players who want to

bring the message of hope,” says Van Dyk. For the past few weeks, People’s Post has been reporting on gang flare-ups in the community, which saw the army being called in. Last week, two Lavender Hill men were gunned down in St Bernard Crescent, “Death Toll rises in Lavender Hill” (Tuesday 6 December). Teenager Daveron de Wee was shot in the head and taken to hospital in a critical condition. His friend, Christopher Harris, 22, died after being shot five time in the back, hand and the side. The aim of the event is to take youth off the streets and encourage them to become involved in positive activities such as sports. However, role-players within the community and organisations are required, as the message of “sports against crime” needs to be brought across to the youth. “Dreams create desire, desire creates drive and drive will create the platform to complete tasks even when those tasks are difficult,” says Van Dyk. Clive Jacobs, community leader, was inspired

by the thought of Sports Day Against Crime as he felt the initiative was desperately needed in Lavender Hill. “There is so much happening in this community, so many things are negative and led by violence and gang activities, so the youth are in need of this event. I hope something like this is maintained and expanded to all the affected areas,” he said. The event takes place on the field behind the New World Foundation in Grindal Avenue and is set to start at 09:00 until 16:00. Teaching and learning in the underclass: Retreat (II) DR FRANCOIS CLEOPHAS

ANY Heathfield and Retreat residents do their shopping at the Pick ’n Pay Centre in Main Road, Tokai. Just over the road, where the mini shopping complex is today, was a wetland with reeds. One of the last remaining milestones, indicating the miles to Cape Town, still stands there. Our story, however, is about the site occupied by the Pick ’n Pay Shopping Centre. Last month we spoke about the Blouvlei DRC Mission School in Sixth Avenue, Retreat, an institution that is still standing. This school had a sister institution, Hoofweg NGK Skool te Retreat (Main Road DRC School, Retreat; also known as the DRC Mission School, Retreat). It was situated where Pick ’n Pay in Main Road, Tokai, is now located. In 1955, the school principal, AJ Weber, presented a history of the school and this is used for this month’s article. Weber claims that the school was in existence well before 1905 on a previous site, as a zinc and iron structure that was converted

to a brick building in 1936. The exact start date of the school is unknown, but it was sometime in the 1890s and this is supported by an Inspection Report for 1890. The first principal was JFW Stadländer, who later left to become the principal of Noordhoek DRC School. Pupils from different backgrounds attended the Retreat DRC School. Stadländer was succeeded first by Jan July in 1891 and then by Charles Dennis in 1893. During Dennis’ term, “racial” distinctions were made between learners. Sometime between 1900 and 1904, land was granted by Abraham Louw for a new building that was to be used as both a school and for Sunday services. This would probably have been the present Pick ’n Pay site. Mr Dennis in turn was succeeded by a Mr Terblanche, who retired in 1933, when he was succeeded by JA de Jager, who remained

principal until 1940. De Jager then assumed the principalship of the Rosmead Central School. Rev Groenewald acted as caretaker principal for a year and AJ Weber was appointed in January 1942, a post he filled until at least 1955. The landscape was very much different to what it is today. The picture shows the school standing on an open piece of land behind two bluegum trees. In 1940 the school roll was 250, three years later it stood on 500 and the school inspector curbed further expansion because of lack of classroom space. Accommodation was so limited that new pupils could only be enrolled every second year until 1950. Despite these limitations, the school added Std 6 (today Grade 8) for those children whose parents wished them to have a higher education. Std 6 was seen as the end of the primary school phase, and would have allowed the children access to technical training. A new curriculum introduced in the 1940s made it impractical to proceed with the Std 6 classes. Between 1945 and 1955 the school roll remained between 450 and 500, with a staff of ±12. In 1955 the staff consisted of AJ Weber (principal), NJ Combrinck (vice principal), William J van Beulen, ER Weber, DG Weber, C Julies, I Zincke, S Mesias, D Africa, Miss MO Hendricks, Miss V Brandt, Miss R Paulsen and Miss S Jacobs. CPF bosses divided on safety plan

Community Policing Forums around Cape Town have reacted to news that they will soon be able to exercise a small amount control over the City’s law enforcement departments.

Alderman J P Smith, chairman of the mayoral committee (Mayco) for safety and security, said that from next year CPFs would be able to assign specific tasks to the City’s metro police and traffic department. Smith said that the point of the programme was to help improve the partnership between Cape Town’s law enforcement agencies and CPFs, and to make better use of the limited resources available to the City. “What I want is an accountability mechanism, where the community can hold my staff accountable,” said Smith. “I want them to be able to assign specific duties and priorities to the traffic law enforcement and metro police. So we are giving them a time sheet and every day they can allocate a priority to each one of these services. The following month my staff must then report on what they have done.” The programme is still in its developmental phase and the finer details will be worked out in January next year when

Smith and the rest of the Safety and Security Mayco meet with CPF heads. However, Smith envisions that it will involve the CPF leaders meeting with a metro police and traffic services representative and then filling in a timesheet to say how what they would like the law enforcement officers to concentrate on. Smith believes that the city, CPFs and the neighbourhoods they serve will benefit greatly once this system is implemented. “For the community, the benefit is that the staff are held accountable. They will fill in the timesheet with what they want the law enforcement to do and the staff then will report back at the next meeting on what stats were generated, and what happened, and what they found there,” said Smith. “For the city, the plus side is that we won’t be just sitting with the community ‘shotgunning’ a large list of requests. At the CPF meetings what usually happens is that one person will say this and another will say that. And you end up with a list of about 20 things that are priorities and that you have to be responsible for, and, quite frankly, you end up not being responsible for any of them. “The benefit for the city is that it will compel the CPF to exercise its mind on what the priorities are, and to allocate the

resources available to them accordingly.” Senior CPF leaders in Cape Town do not all share Smith’s confidence that the project will help to reduce crime in their areas, or improve co-operation between themselves, the City’s law enforcement agencies and the police. While some welcomed the move, others criticised it heavily. Hanif Loonat, chairperson of the Western Cape Community Police board, was ecstatic upon hearing the news from the People’s Post. “I’m lost for words. If that’s what he (Smith) told you then he needs to be applauded for taking such a stance. He is now coming to the same page,” said Loonat. “That is what we have been asking for all along – (for the city) to start using the CPFs. CPFs legally represent their communities. We are excited that he has decided to use us as his partner. “We appeal to him to let this be a lasting relationship, and one that befits our communities.” But Michael Jacobs, Mitchell’s Plain cluster CPF chairperson, said he was sceptical about how effective the plan would be. He criticised the city for not including CPFs in the planning process and said the Metro Police’s inability to bring charges against criminals could result in the system breaking down. “The plans that JP Smith put on the table are not attainable. I don’t think they will be fully realised,” said Jacobs. “When it comes to law enforcement, they (the Metro Police) don’t have the powers to investigate crimes and they don’t have the power to take the suspects to court. They have to hand the suspects to the SAPS.” “That calls for greater co-operation between law enforcement agencies, which is the ideal situation, which to my knowledge isn’t currently happening. Everybody is having their own little operations.” Cassiem Christians, Athlone CPF’s chairperson, criticised the City’s law enforcement for their past failures, but welcomed the move if it resulted in more co-operation between the city and CPFs. “We welcome the fact that there can be a much closer working relationship between the CPFs and the city law enforcement,” said Christians. “If we can have this particular close relationship we can make the implementation of crime prevention operations much more effective. We welcome his (Smith’s) position that there needs to be this partnership. “We need to start planning on a long-term basis how we are going to deal with not only crime, but with crime prevention.” The programme will also give teeth to neighbourhood watches around the city, by training and appointing some of their members as fully-fledged metro police reservists. Smith said that the reservists would be embedded in the neighbour watches they came from once they had completed the training and passed all necessary tests. The officers would then be armed, legally be allowed to conduct search and seizures and would be able to make arrests.

Kelly Aples, who lives in gang-ridden Seawinds, says she is not afraid to reach for her goals. Aples was just three months old when her young mother abandoned her and left her with her grandmother. Since then she has gone from strength to strength with the help of her grandparents. “It was difficult at times because both my grandparents get pension, so things always got spread thinly and my grandparents couldn’t always give me what I wanted or needed.”, says Abels. “It got really bad and I was behind with my school fees so we had to make alternative arrangements and that is when we reached out to an organisation to help us pay my school fees.” The International Lions Club gladly helped the teen and she was able to write her matric exams with a sound mind. Festive spirit lights up suburb HANRIE BOSCH

WHAT would Christmas be without brightly coloured Christmas lights, tinsel, sparkles an all things bright? Thousands of Capetonians flocked to Adderley street on Sunday 4 December to witness the switching-on of the festive lights in the City, undoubtedly the biggest and brightest of all in the greater Cape Town area. But other parts of the city are not to be neglected when it comes to Christmas cheer and all things bright. There were no festivities, no grand parades or thousands of onlookers on Monday 6 December as the Sea Point City Improvement District (CID) quietly switched on its festive lights, accumulated over the years with their own funds. According to Heather Tager, Chief Operations Officer at the CID, this is the first year

that every lamp pole along the strip has a festive light. This year the CID acquired 12 new lights at a cost of R50 000, and it now brings the final tally of festive lights in Sea Point to 138. “We will never be able to match the city lights,” says Tager, “But it is important to have lights, as it makes the streets festive, especially when you look at the area. It’s a 24-hour hub with a lot of tourists staying here or coming through the area.” In 2007 and 2008 the CID organised massive parades for the switching on of the lights, but since then monetary constraints have let the big festivities fall by the wayside, but Tager says that within two to three years they will hopefully have enough lights to string across the road, as in Adderley Street, and that all the little lights will be replaced by big ones, and hopefully then the parade for the switching-on of the lights will return to Sea Point.

According to Jamaldien Jumah, oldest founding member and owner of the team, when the troupe first started beating their drums and blowing their trumpets, people’s perception mainly concerned the number of gangsters involved with the troupe. “We as a group have worked long and hard to change those perceptions and we rather focus on the entertaining factors and what we can give back to the community,” says Jumah. The troupe first took to the stage in Goodwood, where they walked away in their debut season as carnival champions, and later moved to Athlone Stadium, where they won numerous trophies for their cabinet. When the team joined the Kaapse Klopse Karnival Association in 2004, the team justified the “Fabulous’’ in their name by walking away as carnival champions six years in a row in their respective divisions. They also proved they could look fabulous by winning the prize for best dressed minstrel troupe five years straight. “We are regarded as a top team and in order to remain a top team, you must work hard and bring out the performances when they are much needed, but our main aim is to educate the youth and pass on what we have learnt over the years, because they are the future

leaders of this team,” says Jumah proudly. In their 38-year history, the Fabulous Woodstock Starlites have managed to start a music and dance school for the youth. Every Saturday, youngsters from areas such as Hanover Park, Valhalla Park, Bonteheuwel and Woodstock attend classes at The Lab, the team’s headquarters, behind the Woodstock Library in Clyde Street. Classes are free and parents are regularly encouraged by the team’s directors and captains to send their children to the classes, where they are taught how to play various instruments, sing a variety of different songs and also the art of foxtrotting. “In the end, it’s all about the children and we must learn to make that our number one priority, which we are focussing on now,” says Jumah. However, the team is currently operating without any sponsors and is living off donations and generous hand-outs from team members and the surrounding community. “We started off by having sponsors on board, but this changed over time and we learnt that we have to put the team before our financial difficulties, because we are acommunity based team and there are many people who would be disappointed if the Starlites should no longer existed,” says Jumah.

Climate strange WHILE the outcome of the COP 17 negotiations has met with mixed reactions, the world is increasingly aware of the devastating effect climate change could have on our planet. The conference resolution, the Durban Platform for Enhanced Action, encompasses a series of agreements that leaders of 197 nations have reached to reduce the emission of green house gases and manage the impact that climate change will inevitably have. The level of green house gas emissions present in the atmosphere is higher than at any other time during the last 150 000 years. As this increases, so does the world’s temperature, which in turn has catastrophic effects on food security. It has become increasingly clear that climate change is no abstract thought, but a serious threat to life as we know it. In South Africa its effects may mean that rainfall decreases and temperatures increase, thereby threatening farming. But despite the technical jargon around the subject, the far reaching impact the average person can have on the preservation and longevity of our species and home is certainly not to be scoffed at. Ironically, while the poor probably comparatively generate the lowest carbon footprint, it is this very group – many of whom live in Africa – who will bear the brunt of the effects of climate change. But what can the average man in the street do to prevent climate change? Use less fuel by choosing a fuel-efficient car or use transport requiring less fossil fuel such as trains, subways, buses, car pools, walking and biking. Buy efficient appliances that use less electricity, reduce everyday electrical consumption. Arguably more importantly, we should all start talking about global warming, write letters to local, regional and national media to spread the message and thereby start a movement. The way forward is clear, and the ball is in our court.

Your SMSes The real cause of accidents FOLLOWING certain claims by a radio station and a newspaper group, a study was conducted to determine whether cars driven with their headlights on during the daytime promoted road safety. It was found that the use of headlights in fact created a safety hazard: the beams of light tended to distract drivers of oncoming vehicles. Nonetheless, the study found that: . Best use of lighting to make cars more visible was to light up the interior of the vehicle; . Bright lighting was essential, preferably 10 000 watts; . Compact fluorescent light (CFL) bulbs were better because they use less electricity; . Electricity could be provided by 20 standard car batteries placed inside the vehicle. Certain problems were identified, howev-

er. The CFL bulbs contained mercury vapour which could be released in the event of breakage. Therefore, the study recommended that vehicle occupants should wear gas masks. Another potential problem was the possibility of acid spills from the batteries; for example, if the vehicle swerved suddenly or hit a bump in the road. To prevent injury, all occupants should wear industrial protective clothing which covered the entire body except the face (the gas mask has the added benefit of protecting the face). The study was conducted by Prof Crazynski of the University of Upper Slovakia Conclusion: no amount of lighting can stop reckless or careless driving – the real cause of road accidents. SPCA: our local unsung heroes

Kaptein Santa needs your help I would like to share a story about one of the Cape Flats’ most wonderful, awsome man. His name is Keith Blake, otherwise known as “Kaptein”, “Uncle Keith”, “Oom” and just plain old “Keith”. Uncle Keith has loyally served the SA Police for decades and was the Captain at the False Bay Harbour. He is a man who has been there, seen it, helped out – you name it, he has done it. Years ago, with the Planet Hollywood bombing, this man and other members of his unit thought nothing of going into the wrecked building, not knowing if another bomb was going to go off, to selflessly carry out the wounded. This is one of many stories about our Uncle Keith that I am sharing with you. A man who every morning would give thanks to the Lord without fail for all that the Lord has done, all that He is still to do and for blessings to flow in abundance to everyone. He is a man who does so much for the community. Both he and his wife, Kristina – Aunty Tina, as we call her – have hearts filled with love and care for the destitute. He is an elder in the Ottery Baptist Church. Uncle Keith and Aunty Tina I regard as our modern day Robin Hood and Lady Guinevere. Don’t get me wrong, he does not steal from the rich; he appeals to all and distributes among the poor, hungry and destitute. Aunty Tina will cook huge pots of stew or soup to feed hungry bellies. Together they do so much for the community from which they come. Others have heard and know about the good works that they do and appeal to him to help out in their communities as well. As

much as he would love to assist, his hands are bound due to the lack of goods donated. There is only so much that even he can also do unless he gets help from Cape Town. I have accompanied them to assist with their feeding scheme. They don’t drop the food and goods off at a central point, they don’t take it to churches to distribute it or let the people come to them. No, they take it right to their doorstep. He loads his truck and off he goes. He has a birthday wish. ON Wednesday evening 30 November at about 17:30 a gorgeous male border collie lay exhausted outside my front door. Clearly he was lost, extremely thirsty, hot and tired. I thought I recognised him, as I walk my dogs daily. I decided to walk him in the area that he may have come from, but no such luck. I rang the SPCA’s emergency number and was greeted so warmly by a lady whose name I did not get as there was some interference on the phone line. As it was after hours and everyone had already left this kind lady asked me to drop the collie at their premises and said she would organise someone to meet me there and take the dog from me. I could have waited for their van to collect

the dog from me but I decided to rather take it through myself. The SPCA are compassionate about their rescued animals! The wonderful hard work they do makes me realise that these unsung heroes need to be acknowledged more. A special plea to dog owners: Over this festive season, please if you have house sitters who will be caring for your animals, make sure that they take time to get to know your animals, because dogs can bolt if the gate is left open by accident. Make sure dogs and cats are microchipped, and that they have identity tags and collars at all times. It makes life easier for all concerned. Citizens band against crime A few months ago some of my neighbours and myself established the Trenance Road Crime Prevention Committee and we formulated a written action plan with all relevant contact numbers should we need assistance in the fight against crime. The main theme, in plain kitchen language, is “Thou watch my back while the same time I watch thine”. A week ago, we decided to have our top-up festive season meeting and here we forwarded to those present the following: the number of the fire department, NSRI, our nearest break-down service, double checked we all have our police station’s, sector van’s amd sector manager’s contact details as well

as the police’s emergency number of 10111, the number of our closest law enforcement office and the number of a senior officer. We will be patrolling and keeping an eagleeye on our local school with the joyous blessing of the principal and we have each other’s contact details. Last but by no means least, we shared some confidential crime prevention hints. We citizens cannot ride around the neighbourhood like that old western hero of my youth, The Lone Ranger. Blocked drains costs City R60m a year T

HE City of Cape Town incurs around R60 million annually to clear sewer blockages, which are primarily caused by building material. Sand, blocks, bricks are being dumped into drains, sewer gullies and broken stack pipes. This results in damaged infrastructure, sewage overflows and exposure to unhealthy conditions. In an attempt to eradicate this problem, the Water Pollution Control Unit of the Water and Sanitation Department encourages the public to report sewer manholes that are not fitted with a suitable covers. Also, builders are asked to: . Immediately report broken or missing drain covers and gully grids. Ensure that sewer drains are not left open to prevent sand/debris from entering the system. . Ensure that missing/broken cleaning eyes and rodding eyes are replaced with appropriate fitted caps. . During construction or when incomplete, stack pipes must be fitted with end caps to prevent any materials from falling into the pipes. . Cement bags must not be used to cover stack pipes. . Heavy duty machinery must not be operated until servitudes or service locations have been established, to prevent damage to the underground sewer reticulation system. . Take care not to cause damage to existing sewer covers or infrastructure. . Legally dispose of unwanted or

leftover building material. In terms of the Waste water and Industrial Effluent By-law, anyone who contravenes these provisions of the by-law will be guilty of an offence, and liable to a fine or three years’ imprisonment. For industrial effluent dischargerelated problems or advice call the Water Pollution Control Inspectorate on (021) 684-1042/76. HONOURED: Cape Town Mayor Patricia de Lille hosted a naming ceremony for the Chief Albert Luthuli Place on Saturday 10 De­ cember. ‘Tallest man on earth’ in SA KRISTIAN MATSSON, the Swedish singer songwriter, is a soft-spoken guy who stands somewhere around1,6m tall. But on stage, he’s known as “The Tallest Man on Earth”, a name he’s earned with his “unforgettable live performances and one of the boldest, most captivating voices around”. Following sell-out performances in the UK, Europe and Australia for his latest album tour “The Wild Hunt”, Matsson will be coming to South African stages for the first time in February. He will perform at two venues; first at the CTICC in Cape Town on Friday 10 February, and then in Johannesburg on Saturday 11 February at Joburg Theatre. After releasing his album “Shallow Grave”, Matsson wrote and performed songs on his second album “The Wild Hunt” in the months after touring with John Vanderslice and Bon Iver, garnering more fans along the way and rave reviews from the likes of Rolling Stone Magazine and Pitchfork, who praised him as “a natural-born folksinger, earnest, clever, and comforting”. Matsson has often been compared to Dylan and although his influences still weave through some of his songs, his sound is undeniably authentic and unique. But it is Matsson’s passion on

Women’s softball draws crowds LYNN PRINS

Brian Gaffney’s widow on JWWC I AM writing with tears in my eyes after being asked by People’s Post to relate just how much Brian would have enjoyed writing about the Softball Junior Women’s World Championship (JWWC) being held at Turfhall Stadium in Crawford, Athlone. Brian was the inspiration behind securing People’s Post’s media sponsorship of the JWWC and he was very proud of this. He was excited about the tournament and often spoke about the young talented Mulder sisters, Lauren and Carly, who form part of the South African under-19 softball team. It was his passion to write about softball. With all 16 countries being hosted by SA, he would have enjoyed interviewing most of the young and vibrant women from across the globe. This auspicious event, which sees the final being played on 17 December, highlights the talent and gives young players the opportunity to showcase their skills on the field. It would have been great for Brian to see legendary player Lynn Alexander, whom he admired so much, part of the SA side. She is also assistant manager to the SA team and with her knowledge and experience I am sure she will keep the players focused on and off the field. To Noore Nacerodien, chairperson of the local organising committee and participants: Good luck and may this be a good learning experience for all. May this opportunity be used to forge friendships and promote the game to all communities in the greater Western Cape. URFHALL stadium was filled to capacity for the first time in years, for the opening of the Softball Junior Women’s World Championship (JWWC) on Wednesday 7 December. People’s Post is the media partner of the JWWC. The international guests were entertained by local traditional dances and the SAPS marching band, followed by the game between South Africa played and Botswana, which South Africa won 6-5. Apart from SA showing good character on the field, locals also showed how well prepared they can be for world events. With Africa and South Africa hosting the JWWC for the first time, there has been praise for the hardworking organisers, volunteers and security. International Softball Federation President Don Porter of US said: “We are all very pleased with the facilities. The games have been great up to now and the beautiful weather has certainly been excellent. The organisers are doing a sterling job, and no major problems occurred.” Over the weekend South Africa had a battle, falling short of sealing another win, but the support was and still is growing as the days go by. ISF President Porter commented on South Africa’s performances and said: “South Africa have made improvements since their last JWWC four years ago, along with teams such as Russia, Puerto Rico, Brazil, Botswana, and Czech Republic. For Puerto Rico, Brazil, South Africa, and Botswana, to mention a few, this has only been their second appearance, and it is fantastic to see how the sport is growing, es-

When asked about the way forward for South Africa, Smith said: “I think for SA to be truly competitive in softball, softball should be seen as more than just a social game. Club and school level need to up their game and we definitely need to strengthen our pitching”. ISF President Porter said: “It really is hard

to say who will be in the final, because it depends on who gets into the play-offs. The current champions, US, are strong, Australia are good contenders, Canada have really played some great games and shown how good they can be, as well as Chinese Taipei, and then the Japanese always been the toughest competitors for US,” he added. The tournament continues with eight games played daily from 10:30, and the last game at 19:30. The final game takes place on Saturday 17 December. Tickets cost R20 each and can be bought at the Computicket stand at the field. South Africa plays New Zealand at 19:30, so be sure to get your ticket.
