LL structures falling under the umbrella of the Community Police Forum (CPF) has been empowered following a workshop which aims to strengthen the function of the CPF. The Mitchell’s Plain Cluster CPF Capacitation Workshop which was facilitated by the department of Community Safety (DoCS), was held on Saturday 30 July in the boardroom at the Mitchell’s Plain police station. This training intervention was aimed at capacitating CPF’s in understanding their roles and responsibilities aimed at expanding stakeholder partnerships through civilian oversight. The workshop focused on: . Improved stakeholder communication . Improved and re-affirmed stakeholder relationships between DoCs, the CPF and the police . Roles and responsibilities of CPF’s . Legal mandate and framework guiding CPF’s . Running the CPF and functions of CPF’s The workshop was attended by CPF sub-forums, neighbourhood watches, street committees, victim support structures from all sectors of Mitchell’s Plain. Mitchell’s Plain CPF Cluster chairperson, Michael Jacobs, says the CPF have gone through a number of changes as well as having a new Uniform Constitution. The uniform CPF constitution for

the Western Cape was adopted during October 2004 by the Provincial Board, after a Provincial CPF conference was held on 28-29 March 2003. Jacobs said: “During the period of 2006 we had the phasing out of the police area offices, which necessitated certain changes to the way the Provincial CPF Board are elected, as there was no structure to elect the Provincial CPF Board. In order to facilitate these changes starting in 2006 a number of consultative workshops as well as the establishment of a task team consisting of all the relevant role-players were called into being to ensure that an inclusive product is derived at. Other significant changes to the way CPF’s operate and the manner in which the constitution had to be amended, include the following: . The phasing out of the areas and the formation of Policing Clusters; . The institution of sector policing; . The name changing of Station Commissioners to Station Commanders; . The management, functioning and demands of neighbourhood watch structures. Jacobs added that it should be noted that the change from Sector Crime Forums to Community Police Sub-Forums is not merely a name change, but “also a structural change”. “In the past Sector Crime Forums were not established in terms of the Constitution as it is a requirement with regards to the establishment of Community Police Sub-Forums. The Sub-Forums plays an integral

Jacobs continued that the neighbourhood watches’ activity due to its very invasive nature at times needs to be properly monitored as to balance the rights that citizen’s enjoy. “The neighbourhood watch in Mitchell’s Plain has done outstanding work and are still doing so and

they play a very vital role in crime deterrence. The neighbourhood watch is not a replacement for police or any other law enforcement agencies and it must be treated as such. Victim support structures are also active within the Sub-Forums where they reside. The victims live within the community so we need to reach out to that same community we profess to serve. The police station is but a mere building our support and services are needed in our community,” he added. Structures conduct will now be

monitored to oversee the effectiveness and efficiency, to which all structures need to submit reports on their performance.

ESPECTED and renowned sports journalist, Brian Gaffney (59), has joined the big newsroom in the sky on Tuesday, 25 July, after a month long illness. The affectionately named “Uncle Brian” will be sorely missed by family and friends and his passing has left a big Brian Gaffney shaped hole in community sport as a whole. This determined, multi-award winning “walking encyclopaedia” has, after all, graced countless of touchlines and thousands of back pages since 1970. Dr Ivan Meyer, MEC of Cultural Affairs and Sport, acknowledged that Brian played a “critical role” in promoting sport amongst the people, particularly those living in the Cape Flats. “He was a tireless fighter and often fearless in his quest to expose the wrongs in sport,” added Meyer. Brian was born to accumulate a vast sum of knowledge and share it with people he cared about, so it comes as no surprise that long time friend Herman Gibbs said: “He found his niche in community newspapers.” He was, first and foremost, a loving husband, father and grandfather. His wife, Vanessa, has a hatful of fond memories of their 24 years together. What will stay with her forever is how her “teddy bear” used to spontaneously burst into his favourite song, “I’m leaving, on a jet plane, don’t know when I’ll be back again ...” Before too long, a duet of perfect unity and understanding would permeate their world. “Those were special moments,” she smiled. “We met on a sports field while I was playing softball. He was a very good photographer, because he ‘zoomed’ me in! It wasn’t long before we were married.”

The two became four when Sasha (23) and Callan (19) were born and in 2009 the birth of Zarah made a grandfather of “Uncle Brian”. Vanessa concedes that she also likes sport, but unlike her husband, she wasn’t “110% obsessed” with it. “He never stopped talking about it. At 01:00 in bed he would tell me that I’m good company and then continued talking about sport.” This insatiable appetite for sport and a diligent pursuit of perfection in his chosen profession meant he was destined for greatness. The first editor of People’s Post, Annelien Dean, recognised these rare qualities immediately. “I remember when I interviewed him in 2006 for the position of sports journalist. He had an immense knowledge of the subject and I felt a deep urge to bring him in,” she said. It was a decision she never regretted. In 2009 Brian was awarded the runner-up prize in the Sanlam National Community Press Awards in the sports writing category and in 2010 he was awarded the Vodacom Regional Journalist Award for his exposé titled, “No Saints at all”. Dean continued: “Having been able to work with him was a privilege. He was a consummate gentleman with compelling authority.” Brian’s good friend and People’s Post photographer, Rashied Isaacs, said that this authority translated into respect. “All the photographers at the World Cup knew him. Uncle Brian was like a daddy to us.” Isaacs reckons the World Cup was a highlight for Brian. “I might think after a game that it was a boring draw, but he would analyse it from a different perspective. He was one of a kind. I lost a dear friend and mentor.” Gilbert Kruger knew Brian for 30 years and said he will always remember him for his “thoroughness and fairness”, his willingness

to assist someone in need and his constant presence next to the sports fields. Even though Brian and sport were synonymous, acting editor of People’s Post, Feroza Miller-Isaacs, emphasises that one shouldn’t forget about all the other legacies he left behind when she concluded: “It was reassuring to pass Brian’s desk and engage in some chatter about his love of gardening and cooking, his pride in his wife’s catering business and his adoration of his grandchild.” For a brief moment Vanessa’s eyes sparkled with tears. “We will all miss him.”

She looks at her husband’s temporarily unkempt garden and is comforted by the thought that the Strelitzia would soon be blossoming with orange flowers once again. The family invite representatives of sports organisations to pay tribute to Brian during a memorial service on Wednesday 3 August at 19:30 at St Cyprian’s Anglican Church on the corner of Consort Road and 5th Avenue in Retreat. Land invaders fight continues MELISSA PAPIER

AFELSIG land invaders will have to wait until 30 August to hear if their case against the City of Cape Town will be successful. Last Wednesday (27 July) thousand of members of the Mitchell’s Plain Backyard Dwellers and Residents’ Association (MPBYRA), together with backyard dwellers from across Cape Town protested outside the Cape High Court. The case was postponed and the organisation handed over a Memorandum to the mayor of Cape Town, Patricia De Lille. The assocation was supported by various organisations such as Abahlali base Mjondolo Western Cape, Communities for Social Change, Western Cape Anti Eviction Campaign, Mandela Park Backyarders, and many other community based organisations to oppose the interdict from the City of Cape Town, which follows occupation of vacant land in Swartklip Sports field and Kapteinsklip station in May (“Weekend of violence,” People’s Post, 17 May). What was planned as a “peaceful” land occupation to highlight the desperate need for housing in Mitchell’s Plain, led to violent clashes between Metro Police officers and the backyard dwellers of

the area – resulting in several injuries. The arrests came after thousands of people from Mitchell’s Plain and other areas invaded vacant land at Swartklip Sports field and Kapteinsklip Station in Tafelsig. The people who participated in this mass action were mostly registered members of the MPBYRA. The MPBYRA has been mobilising backyard dwellers and those on the council’s housing waiting list to take action as they feel “the people of Mitchell’s Plain have been failed by politicians and the government”. Chairperson of the MBYRA, Charles Adams, says the City is “playing games” with the people by having the case constantly postponed. “We want to get the people back on the land as many of them are now homeless and have no where to go. Some people are still on the land but are constantly being harrassed by the City’s AntiLand invasion Unit,” says Adams. He said the organisation handed a Memorandum to the mayor, Patricia de Lille, outlining their grievences. “We gave the mayor 14 days to get back to us with a date so the points raised in the Memorandum can be addressed,” he says. The organisation is demanding that: . The City withdraws the case lodged in the Cape High Court against the community. . The City withdraws the public violence cases against residents. . The City compen-

sates the victims who were injured and who lost their possessions during the acts of violence on 15 May. . The Anti-Land Invasion Unit be scrapped, as the unit is still continuing to terrorise the community. . The City meets with the community and organisations to find alternative ways to resolve the immediate Mitchell’s Plain Housing matter. Engage in partnerships with the community to convene and hold a Housing and Land summit to discuss the budget tabled for housing. “We are angry at the response of the council and the councillors who have turned a blind eye to the people’s needs. All we want is proper houses for the people,” Adams added. The backyard dwellers are protesting against an interdict preventing them from building on vacant land in Mitchell’s Plain. The backyard dwellers had until 17 June to lodge their application to oppose the interdict and eviction order that was granted to the City to have them removed from the land. Some families are still living on the fields and in the bushes. Despite illness, physical hardships and the challenges presented by the elements – rain, wind and storms – these remaining families are digging in their heels. Sulyman Stellenboom, area coordinator for Communities for Social Change, says the organisation will continue support the orgainsation in their plight for houses.

Encouraging a love for reading

For the record IN LAST week’s People’s Post, “Man shot in Tafelsig attack” 26 July) it was stated that Mitchell’s Plain Police raided a house on Saturday 23 July in Korfbal Street, Beacon Valley. Upon arrival, officers searched the house and in one bedroom, they discovered 390 units of heroin hidden inside the room. This arrest was made by Metro Police officers, not members of Mitchell’s Plain Police station. People’s Post apologises for the error.

ON Thursday 28 July schools from Mitchell’s Plain and Khayelitsha battled it out in the District 3 Reading competition which was held in the Youth and Family Centre in Tafelsig.

Choose your builder wisely THE Building Industry Bargaining Council (BIBC) has issued a reminder to all homeowners choosing contractors, that they have a civil obligation to check that their contractor is compliant with the minimum employment conditions. “Many homeowners have renovations and repairs done to their properties during this time of the year, often contracting out to the person who quotes the lowest price regardless of the competencies of the contractor and his workers and with no regards as to how much or how little the contractor is paying his workers,” explained Arnold Williams, secretary for the BIBC. RIME prevention operations by the Mitchell’s Plain Police station has bore fruits with 93 suspects being arrested for various crimes with a number of successful confiscations. Operations were conducted by the Mitchell’s Plain police crime prevention unit, which includes joint operations with several law enforcement agencies. Operations took place from Friday 29 July until Sunday 31 July. On Friday 29 July at 13:50 the police received a tip-off about drug dealing at a house in Ventura Street, Rocklands. Constable Jerome Voegt, spokesperson for Mitchell’s Plain Police station, said the tip-off resulted in the police gaining a search warrant to raid the house. Voegt said: “Upon arrival officers searched the premises and confiscated 14 packets of tik. A 46 year-old man was arrested and he appeared in the Mitchell’s Plain magistrate’s court on yesterday (Monday) on a charge relating to the possession of drugs.” On Saturday 30 July at 01:00 the police received a complaint of drug dealing at a house in Bertha Street, Lentegeur. At the scene officers searched the premises and found hidden inside the house 76 units of heroin. A 42 year-old man was arrested and he appeared in court yesterday on a charge relating to the possession of drugs. On Sunday 31 July at 03:40 the police received a complaint of drug dealing at another house in Oppelskop Street, Tafelsig. “Upon arrival at the scene officers found hidden inside the house 57 plastic packets of dagga, four-and-half parcels of dagga and 15 stoppe dagga. A 42 year-old man was arrested and he appeared in court yesterday on a charge relating to the possession of drugs,” Voegt said. Besides the weekend operations by the police, weekly crime prevention operations has also been successful. Several search opera-

tions were conducted since Wednesday (27 July) until Friday (29 July) morning, which led to the confiscation of various illegal drugs: 10 small packets of tik, nine units of heroin, one dagga parcel, 16 stoppe dagga, one mandrax tablet, one crushed mandrax tablet and 12 half-mandrax tablets. Voegt said on Wednesday (27 July) at 18:30, officers were busy with vehicle patrol duties in Triumph Street, Beacon Valley, when they spotted a suspicious looking man. “The officers searched the man and confiscated four units of heroin. A 26 year-old man was arrested for possession of drugs,” Voegt said. On Thursday, 28 July at 12:55 the police were doing routine patrols in Bluebell Street, Lentegeur, when they noticed a suspicious looking man crossing the street. The suspect was stopped by officers who found in his possession 13 packets of tik. A 33 year old man was arrested and he will appeared in the Mitchell’s Plain Magistrate Court on Friday (29 July) on a charge of possession of drugs. In a separate incident later the same day at 14:40 the Mitchell’s Plain Crime Prevention unit were doing routine patrols in Blombos Street, Lentegeur when officers noticed a suspicious looking man walking the street. “The man was stopped and searched and officers found in his in his possession a tik lollie, seven mandrax tablets and 24 dagga stoppe. A 42 year-old man was arrested and he will appeared in court on Friday on a charge of possession of drugs,” he says. Meanwhile the City of Cape Town’s Metals Theft Unit, commonly known as the Copperheads, assisted the police in apprehending a suspect wanted for attempted murder when they arrested the suspect for cable thief on Thursday evening. Neil Arendse, the head of the Copperheads Unit, says members of the unit responded to a complaint of cable theft in New Eisleben Road – opposite the Police Training Academy at about 01:25. Arendse says: “Upon arrival at the scene,

Online campaign set to create unity A BAYVIEW resident has established a Proudly Bayview Campaign, with the launch of a Facebook page which allows residents to interact with each other online. The Facebook page was started recently and the online community website, allows all residents, organisations, sports clubs, forums to integrate and network. The site allows anyone to raise and discuss any issues and make suggestions on issues which negatively and positively affect the community. Chatting to People’s Post, the founder of the page – who wished not be named for personal reasons, says he started the page because he felt that residents were living in isolation and needed to communicate wit each other. “This page gives residents a chance to interact with each other without having to attend meetings. THE Haedons Training Academy has partnered with two experienced business consultants, who will be running an information drive to assist small businesses with interventions they would require to become successful. John Prinsloo, the founder of Haedons Training Academy has teamed up with Bruce Bouwers and Ezzad Fakier – who has a wealth of knowledge on how to do business. The team has assisted various small businesses in achieving their goals. The first of a series of information sessions is set to take place on Thursday 11 August at the Mitchell’s Plain Thusong Service Centre, in Tafelsig from 09:00 until 10:30. Entrance is free and everyone is welcome to attend. Chatting to People’s Post, Prinsloo adds that there is a gap in the market and these information sessions are vital for those wanting to start a business. Prinsloo says: “We want to give back to the community. The information drive is free and its aimed specifically at marginalised communities in Cape Town. There is lots on offer for the community, its just that people are not aware of the opportunities available.” The group will present a workshop themed “How to do business with the City”. “Tenders are open to everyone but most people don’t know how to go about getting this. Some people make silly errors which prohibits them from getting the contract. A total of 80% are unsuccessful because of small errors,” Prinsloo says. PAPER and cardboard recycling has been implemented in parts of the city since the early 1950s, a renewed commitment to recycling the City’s own waste paper and cardboard was demonstrated in 2006 through its Integrated Waste Management Policy, instructing all City Departments to implement waste minimization initiatives. Schools receives donations to start renovations INE Mitchell’s Plain Primary Schools will soon start with building renovations at the respective schools, after being selected as recipiants of the Art-at-Heart campaign. The schools that will benefit from the Cashbuild Art-at-Heart donations are Alpine, Ridgeville, AZ Berman, Lantana, Westpoort, Cornflower, Hyacinth, Merrydale and Woodville Primary Schools. Cornflower and Lantana Primary in Lentegeur, plan to build carports as a shelter for the pupils who participate in the school’s feeding scheme. Another school, Alpine Primary School in Beacon Valley, will build a stage in their courtyard and renovate the school’s bathrooms. These structural additions has been made possible due to the schools’ entries into the Cashbuild Art-at-Heart competition. The Art-at-Heart campaign was launched ten years ago and Cashbuild has helped more than a thousand schools with over R10 million worth of building materials. “Every time a store is opened, relocated or refurbished, Cashbuild not only makes donations to local schools, but also creates jobs for community members,” said Elize Engle, from Wired Communications – the PR company for Cashbuild. Engle adds that the Art-at-Heart competition is a southern African Cashbuild initiative whereby donations are made to some of the region’s most needy schools. At the official Cashbuild store opening on last Thursday 21 July in Mitchell’s Plain, vouchers totaling R108 000 was presented to all nine schools, with the children entertaining everyone with singing, cultural dances and theatrical performances. “The Cashbuild Art-at-Heart competition entails pupils from each school submitting their best artwork to Cashbuild.

This artwork is displayed at the ceremony and then remains on display in the Cashbuild store for the next five years. Artwork were judged and three winners from each school named. Winners received Cashbuild Art-at-Heart gold, silver and bronze certificates for first, second and third place respectively. The Manager’s Choice award was presented to the lucky winner. This award was announced on the day and the winner received a stationery pack and a glass trophy,” she said. Each school received a Cashbuild building materials voucher worth R12 000. Mogamad Labeeb Gasant, principal of Lantana Primary school, said he can’t wait to start their building project. “We want to build a carport for the 250 pupils who participates in our feeding scheme. “This idea came about when we realised that because there is no covering, they were often exposed to the harsh elements of winter and summer, and this led to all sorts of illnesses. “We believe a carport will serve as a great shelter for these learners. Thank you Cashbuild for being the bearer of good news,” Gasant said. “The school plans to purchase sufficient building materials and various resources in order to build a stage in our courtyard,” said Mogammad Ashraff Patel, deputy principal of Alpine Primary School. “There are often assemblies, special activities and events such as modelling competitions and fundraisers in the courtyard. When making announcements, the learners struggle to see us and this makes it difficult to get our messages across. That’s why we want a stage to be built. With the help of this voucher, many renovations will take place within our school, such as replacing toilets and tiling in the bathrooms. We are so grateful to Cashbuild for helping us to improve our school,” he added.

PUPILS at Hazeldene Primary School in Portlands were given a brief introduction to music last Friday when the South African Army Band Western Cape visited the school.

The visit was done in conjunction with Kia Motors, the Cape Town Military Tattoo and SA Army Band Western Cape, who handed over gifts to the school. Major Charles de Cruz, producer of the Cape Town Military Tattoo, tells People’s Post that he believes music is a tool which could reach children on all levels. “Music is a way of life and it instils discipline in children. The defence force is very involved in the community and we have various capabilities. There are mothers and fathers, who have children, and we want to show the community that the army is not just about fighting wars but we are also peace-keepers,” says de Cruz. He added that it was important to teach children about life in the new South Africa. Pupils were given an introduction to music and an idea of the different types of instruments. They were given a “quick” short course on music.

Pupils were also given a chance to conduct the band and to play some of the instruments of band members. The children were thrilled by the beats and the music of the band as many stood up and danced to the music. Eugene du Plessis, the dealer principal for Kia Motors, Table View, tells People’s Post that Kia is committed to the development of schools. Du Plessis says: “The organisation takes the development of children in the community very serious as they are the future leaders of the country. We want all children to succeed in life.” Du Plessis explained what the organisation was all about. He encouraged pupils to finish their education. All the pupils received a stationery pack from Kia Motors. Matthew Blaaw, the principal of the school, thanked the band for their time and Kia for their generous donation. “The pupils at Hazeldene are very fortunate to have such great people involved in the school,” he says.

Knockout success

THE successful culmination of the under-17 Engen Knockout Challenge over the weekend, is testimony to the power of creative and positive community initiatives, The tournament saw a display of the best young football talent our City has to offer. In the end, Ajax Cape Town booted their way to glory against defending champs Africa Soccer Development (ASD). While one team took home the ultimate prize, there was no doubt in anyone’s mind that every single young player was a champ in his own right. Hat­trick Engen win for Ajax AFTER months of preparation and an exhilarating three-day tournament, the 2011 u/17 Engen Knockout Challenge will be remembered as one of the beststaged tournaments to date. Hosted by the Engen Santos FC, the tournament, now in its eighth year, saw 16 teams from across the Cape Peninsula participate in a gruelling competition at the Stephen Reagan sports complex in Westridge, Mitchell’s Plain from Friday to Sunday; with more than 4 000 spectators entering the gates. People’s Post has been the print media partner of the tournament for five consecutive years. After a nailbiting final between Ajax Cape Town and Africa Soccer Development (ASD), it was the youngsters of Ajax CT who will have the bragging rights for the rest of the year, as they edged out the defending champions 2-1 to be crowned the 2011 Engen Knockout Challenge champions. At the halftime whistle it was Ajax who led 2-0 with a Justin Jacobus volley in the 15th minute and another goal by midfielder, Riyaad Norodien, just 15 minutes later. The fast-paced game continued
