NVISION A WORLD WHERE CITIES are so densely populated that

workers spend hours commuting to and from work every day. The resulting lack of productivity, frustration, infrastructure damage, emissions, and mobility impairment could significantly impact the community’s quality of life and lead to economic and social stagnation.

This scenario is not a distant future but a pressing reality that demands immediate attention.

People are flocking to urban areas in unprecedented numbers worldwide. The United Nations marked a significant shift in 2007 when the urban population surpassed the rural.

Today, over half of the world’s population, a staggering 4.4 billion people, reside in urban areas. And this trend is only accelerating, presenting an enormous urban mobility challenge.

Without sound urban mobility planning, major cities’ livability will likely be unsustainable. This will result in a diminished quality of life, higher cost of living, low workplace productivity, and stress on an aging transportation infrastructure network.

The cost of traffic gridlock in urban settings presents a significant opportunity for parking organizations. Redeveloping aging parking facilities is a pivotal chance to shape cities’ livability and meet the demands of today’s society.

Transit-oriented, smart redevelopment of parking structures, facilitated by publicprivate partnerships, has the potential to revolutionize urban mobility. By supporting a network of mobility options, these partnerships can significantly enhance connectivity in dense urban settings in the face of extraordinary urban growth.

By embracing public-private partnership agreements, parking organizations can free up finite financial resources to reallocate to other pressing needs while delivering new, state-of-the-art infrastructure for the betterment of the public they serve.

The Golden Age of Parking Advancements to 2030 and Beyond

S CITIES CONTINUE TO GROW and introduce new features, parking remains a critical

component of urban mobility. Event venues, downtown business improvement districts (BIDs), and transportation networks all rely on parking to facilitate turnover and ensure access, ultimately supporting business operations.

AI and the Future of Parking Parking has always been at the forefront of technological advances and innovation. Artificial intelligence (AI) has played a key role in the industry since the introduction of license plate recognition (LPR) cameras and enforcement systems. Over time, AI has evolved to power backend parking engines for data management and analytics, helping operators optimize efficiency and decision-making.

Additionally, AI is improving customer interactions through chatbots that provide support and assist with destination planning, making parking more seamless and user-friendly. But where does parking go from here?

As cities navigate the complexities of an open market, establishing data standards becomes essential to ensuring consistency, accuracy, and interoperability among vendors. One approach is to designate a primary vendor as a data hub, serving as the central repository that aggregates and standardizes parking data before distributing it to other providers. This setup allows cities to maintain control over their data while enabling multiple vendors to participate without creating inefficiencies. However, selecting the right data hub vendor is crucial. Cities must consider scalability, API compatibility, reliability, and the ability to integrate with emerging technologies. Cities can foster innovation while maintaining a seamless and manageable parking ecosystem by choosing a vendor that aligns with their operational goals.

The Role of Open Markets and Data Standardization

Interoperability and Enhancing the Event Parking Experience

A growing discussion in the industry revolves around open markets and their potential to drive innovation among technology vendors and operators. However, managing multiple vendors can be challenging from a city’s perspective. If a city implements on-street event rates, it must ensure updates are made across all vendors. With each additional vendor, the complexity increases, creating an endless cycle of support tickets and administrative burden for what should be a simple adjustment. Cities prefer to maintain control over their data as the single source of truth, allowing them to make changes efficiently and strategically.

Focusing on the features of interoperability among vendors, cities can showcase real, tangible improvements to the public. Consider a Minnesota Wild hockey game or a Nebraska Huskers football game, where tens to hundreds of thousands of fans attend. Many attendees travel from across or out of state, creating significant parking and transportation demands. If parking facilities offered reservations at a discounted rate and partnered with the local transit agency to bundle a shuttle or transit ticket as part of a package, it would enhance the fan experience by reducing the number of transactions required. Streamlining

these interactions improves efficiency, reduces congestion in pedestrian-heavy areas, and encourages multimodal transportation.

Additionally, integrating LPR with a mobile app can further improve the user experience for facilities already gateless or transitioning in that direction. Many cities with gateless operations have found that users struggle to understand how or when to pay. By linking LPR reads to a vendor’s mobile application, users can seamlessly pay on their way out, reducing delays and improving the overall event departure experience.

Blockchain and the Next Evolution of Parking Payments What could be a future trend in parking? With the rapid advancements in blockchain technology and increasing global adoption, cryptocurrency could emerge as a viable payment method, either alongside or following

the integration of AI. Web3 decentralized applications (dApps) can potentially disrupt the payment industry, offering new opportunities for parking transactions.

As cities look to maximize their investments, allowing users to pay for parking with cryptocurrency could provide several benefits. Depending on the blockchain network, transaction fees may be lower than traditional credit card processing fees, and payments could be completed more quickly. The Cringe Factor Moving Along Your Personal Roadmap

HEN I ENTERED THE PARKING INDUSTRY almost 17 years ago, one of the smartest

things I did was be curious and make a phone call. I will come back to this in a moment.

This month’s issue focuses on Future Trends & Technology; I would like to take a different approach than you may expect. Technology has dramatically changed the parking industry’s roadmap, and its evolution is accelerating. Whether it is artificial intelligence (AI), electric vehicle (EV) infrastructure, frictionless parking, consolidation, breaking down silos, or greater data sharing, it is crucial to have a vision.

However, not only is the technology roadmap essential but so is your own personal roadmap.

Here is where this article takes a slightly different approach: I want you to think of yourself as a piece of technology. Are you constantly learning ways to upgrade yourself, your personal piece of technology? If you do not upgrade and evolve, you will be left behind.

Today’s status quo is not okay; it means falling behind.

Back to that phone call almost 17 years ago. While I was not new to transportation, I was new to parking. I was in my new role at North Carolina State University Transportation and knew I needed to learn. I found the Midwest Campus Parking Association (now the Campus Parking and Transportation Association, CPTA) and called Gary Smith at the University of Arkansas, asking if I could join. He welcomed me, and nearly 17 years later, the friendships, relationships, and knowledge I have gained from that organization alone have been invaluable. That curiosity sparked my personal roadmap. I love to learn, research, and improve.

I agreed to author this column last November. At the time, I knew the focus was on individuals concerning technology and the future, but I was unsure exactly what I wanted to say.

A podcast I heard recently helped me frame my thoughts.

The guest was Paul Heyman of WWE. If you know wrestling, you know him. He has spent his career in professional wrestling and sports entertainment. While he also works behind the scenes, he often has an onscreen role, advancing storylines. He was asked if he watches past performances. His answer: “No. If I did, they would make me cringe.” That response, which I found quite interesting, stuck with me.

He explained that his goal is always to evolve, improve, and look ahead. If he is not better next week than today, he is failing and risks becoming irrelevant.

I get the cringe factor. In my previous role as a regional account executive at Parker Technology, my early sales calls were overly salesy. As I evolved, I realized that sales is about relationships, conversations, and sharing information. Yes, I need to sell, but not by being salesy. Thinking back on those early calls does make me cringe. Since then, I have moved into a new role that has not previously existed within the company, and I have thought about the roadmap the role requires. My role will evolve, and I will evolve with it and progress along my roadmap. Six months or a year from now, I will likely look back and remember a few cringe moments. Why? Because I am still learning and evolving, and each day I get better along the way.

Two questions: Do some past interactions make you cringe? Has your skill set evolved, or has it stayed the same?

Roadmaps Matter Understanding your company’s roadmap (including technology) is essential, but having a personal roadmap is even more critical. Where are you on your personal journey? Where do you want to be? What are your goals?

Create Your Professional Development Roadmap: Continuous Learning: Stay curious. Keep up with industry trends through courses, workshops, webinars, podcasts, and certifications. Read and listen! ● Self-Assessment: Regularly evaluate your skills. Seek feedback from peers and mentors—even outside your organization. ● Goal Setting: Define clear, achievable career objectives. Identify the skills and experiences needed and create a plan to acquire them. ● Networking: Build relationships within and beyond your organization to explore career paths and collaboration opportunities. ●

Know Your Organization’s Roadmaps (Including Technology): Understand the Current Landscape: Learn your organization’s technology infrastructure, systems, and processes. Asking questions is key. ● Align with Business Objectives: Ensure your suggestions support strategic goals.

Understanding the bigger picture makes your contributions more valuable. ● Collaborate Across Departments: Work with different teams to gain a holistic view of challenges and solutions. ● Propose Innovative Solutions: Use your knowledge to suggest improvements and recent technologies that drive efficiency and innovation. ●

ANPR and Smart Parking Solutions The Role of Technology in Reducing Urban Emissions

EHICLE EMISSIONS REMAIN one of the most significant contributors to air pollution,

impacting public health and accelerating climate change. In the U.S., transportation accounts for nearly 29% of greenhouse gas emissions, making it critical to adopt innovative solutions to curb pollution while maintaining urban mobility. Cities nationwide are exploring technology-driven approaches to enforce emission reduction policies and optimize parking operations to cut unnecessary vehicle idling and congestion.

Oxford, U.K., has pioneered the adoption of sustainable urban planning with its Zero Emission Zone (ZEZ) launched in 2022. The ZEZ initiative integrates advanced imaging, ALPR (Automatic License Plate Recognition), and data analytics to reduce harmful NO2 and CO2 emissions. The success of this project provides a valuable model for cities in the U.S. looking to implement emissions-based policies.

Lessons from Oxford: Data-Driven Emission Control The Oxford ZEZ was created to tackle NO2 pollution while ensuring minimal disruption to residents and businesses. The initiative uses ALPR technology to accurately assess vehicle emissions in real time, enforcing charges based on pollution levels rather than simplistic classifications.

Key components of this approach include:

Integrated Payment Solutions: Users can pay emissions-based charges through a streamlined public-facing portal.

This model has demonstrated measurable impact:

Citywide NO2 levels decreased by 8% in 2022.

Traffic levels rose by 8.2%, yet NO2 reductions persisted. ● Compared to 2019 pre-pandemic levels, average NO 2 levels were 24% lower. ● Pollution levels dropped by up to 18% in specific ZEZ pilot areas. ● ●

These results indicate that emissions-based ALPR enforcement can be an effective tool for urban pollution control in both Europe and North America.

Real-Time Emissions Monitoring: ALPR technology cross-references vehicle registration data with multiple databases to determine emissions output. ● Dynamic DecisionMaking: The system selectively queries additional data sources when inconsistencies arise, ensuring a comprehensive evaluation. ●

Beyond emissions-based charging, ANPR is revolutionizing on-street parking management, an area closely linked to emissions control. Inefficient parking enforcement contributes to congestion, unnecessary idling, and increased emissions from vehicles searching for spaces.

Cities increasingly use mobile ALPR-based solutions to enhance parking compliance and operational efficiency. These solutions offer key benefits for U.S. cities facing challenges in enforcing controlled parking zones (CPZs) and curbside regulations.

Case studies from early adopters demonstrate that mobile ALPR enforcement can increase plate captures by over 700% compared to traditional methods, leading to more efficient citywide enforcement and greater compliance with parking regulations.

The Intersection of Emission Reduction and Smart Parking The synergy between emissions control and smart parking enforcement presents an opportunity for cities to implement a holistic approach to urban mobility management. Integrating ALPR technology into both areas creates a powerful ecosystem for greener transportation solutions.

Key benefits of this integration include positive impacts on congestion, urban space availability, travel and compliance, as shown in the figure above.

The Future of Green Transportation: A Data-Driven Approach Looking ahead, cities must embrace a combination of emission-based zoning, smart ALPR-driven enforcement, and data-driven policymaking to achieve meaningful reductions in vehicle-related pollution.

By leveraging these technologies, urban areas can transform their transportation infrastructure to meet future sustainability goals.

While Oxford’s ZEZ is a pioneering example, its core principles—data-driven enforcement, smart emissions tracking, and integrated urban mobility solutions—can be replicated across major U.S. cities.

ALPR and other advanced technologies are set to play a pivotal role in shaping the future of urban transportation, ensuring cleaner air, lower emissions, and smarter cities for all.

Municipalities, technology providers, and policymakers must collaborate to ensure successful implementation as these solutions gain traction. The acceleration and adoption of frictionless solutions by consumers flooded the marketplace with newer and innovative ideas focused on reducing friction between consumers and products. QR codes moved from restaurant tables to parking signs, and Appbased parking solutions recognized users welcomed payment options, which allowed for ease of use. Ubiquity became the focus of many technologies, but scaling was challenging because parking continues to be a highly fragmented industry. Solutions like “text-to-pay” proved there was a market for a “guest experience” approach, adding another option for users to decide how to consume parking services.

There is a new focus on how Artificial Intelligence (AI) entered the conversation and how it would or could change the way we manage our assets, clients, and consumers.

AI is set to significantly impact the parking industry by making it more efficient, user-friendly, and costeffective. Here are my thoughts on what will continue to shape the future:

Real-time visibility into parking availability is transforming how cities manage, evaluate, and allocate public right-of-way space. Additionally, the growing adoption of digital payment technologies has improved first- and last-mile connectivity by reducing user friction and enhancing access to both data and payments.

Municipalities are increasingly embracing emerging technologies and partnering with software and hardware companies to optimize city streets while easing traffic congestion through connected solutions.

Smart parking implementations have increased turnover rates and a decline in illegal parking. A report by the Pittsburgh Parking Authority highlights a 90% reduction in traffic congestion following the adoption of a camera-based system designed to manage commercial loading zones and curb double parking.

Looking ahead, AI-driven personalization—based on user behavior and utilization patterns—will play an increasingly important role in managing parking assets more efficiently.

A Time magazine article from last fall reported that by 2050, 70% of the world’s population is expected to live in urban areas. The article highlights the significant strain this will place on city infrastructure, the environment, and other critical systems.

One of the most significant challenges in urban centers is addressing the “first and last mile” problem.

There is ongoing debate about the role micro-mobility plays—or will play—in bridging the gap between destination points. Fragmented public transportation systems further complicate the development of a seamless urban mobility ecosystem.

A significant obstacle is the need for consumers to interact with multiple transportation solutions to complete a single trip. Reducing this friction is essential to driving adoption and making cities more livable and accessible. AI can help by facilitating multi-modal transportation, enabling smoother transitions between parking, public transit, and ride-sharing options. ◆ ROAMY R. Harnessing AI’s Power to Elevate Allyship

RTIFICIAL INTELLIGENCE (AI) is the technology that enables computers and machines to use

algorithms and machine learning to do tasks or make decisions that would typically require human intelligence. As a simulation of a person’s cognitive abilities, AI can learn from patterns and make predictions based on data that it collects over time.

AI has transformed many jobs by automating tasks and reshaping how some of us work and interact with others. For example, many companies have implemented AI chatbots that can handle common inquiries, freeing customer service professionals to perform other tasks or help more customers. This automation of the customer support process usually leads to less waiting time for customers who truly need to get in touch with live support over the phone or email.

What is AI’s Impact on Allyship?

According to the Center for Creative Leadership, allyship is the actions, behaviors, and practices people take to support, amplify, and advocate for others. Although many businesses have been taking advantage of AI’s ability to augment and improve business processes, AI can also positively impact allyship. Here are a few ways in which AI elevates allyship and acts as a tool to better support people.

Improved Accessibility: AI-powered speech-to-text applications are an AI tool that comes to mind when I think of accessibility. With AI’s help, speeches from presentations, meetings, and interviews over a video conference can be automatically transcribed into captions, which benefits people who are deaf or have hearing loss. ● Breaking Language Barriers: AI translation tools have made language translation easier, making communication across different countries and cultures easier. Although these tools are not complete replacements for human conversations, they provide a way for people to understand information expressed in other languages, whether online or in person. ● Promoting Psychological Safety Online: In a world connected through social media, our interactions online can sometimes lead to information that might be triggering, such as hate speech or harmful language. AI ●

algorithms can analyze a large amount of content on social media to flag potentially harmful statements. With AI’s help, monitoring toxic content can be done faster, leading to safer online spaces for all.

Considerations on the Responsible Use of AI For many industries, AI helps to augment business processes to enable more capacity to spend on other jobrelated priorities. However, over the past few years, AI has also been seen as a potential competition for certain jobs, such as voice acting. With AI voice narration learning from large datasets of human voice recordings, voice actors have put more emphasis on carefully reviewing work-related contracts for language that may lead to providing consent in the usage of recorded voice work in helping AI narrators with deep learning.

When it comes to allyship, we should also apply a similar emphasis on ensuring that we utilize AI responsibly. Here are some tips that you can apply when using AI: Understanding AI: Gain a comprehensive understanding of the AI tool you are using and its limitations. ● Privacy protection: Review any privacy agreements regarding data collection that come with using an AI tool.

Although usage data and other inputs are required for AI to function properly, it is important to limit personal data collection based on your privacy needs. ● Evaluation of AI tools: Mitigate any potential issues and concerns that could stem from AI usage through regular audits of AI tools as part of continuous process improvement. An example of an audit would be to analyze how consistently an AI tool produces relevant results. ● Vigilance on data inputs: Keep in mind that AI tools’ performance comes from the information they learn based on your usage and data inputs, so be mindful of how your usage can influence their outputs. ●

AI guidelines: Support others by advocating for or sharing AI guidelines and best practices. This can provide users with peace of mind regarding a variety of topics, such as data privacy and ensuring fairness.

Potential of AI AI can foster allyship as long as it’s used responsibly. Although it has limitations, AI can be used as a tool to promote accessibility, cross-cultural connectedness, and psychological safety. In this increasingly AI-powered world, we have an

essential role to play in ensuring that AI leads to fairness and the overall good for all. Remember, AI cannot replace human interactions but can learn from our empathy and actions. ◆

Prioritization, Presence, and Purpose Managing Motherhood + Leadership

MONTH OR TWO AFTER RETURNING from maternity leave, trade show season was

in full swing. And because I wasn’t about to miss one of our biggest conferences of the year, I flew my mom and my three-month-old daughter with me to New Orleans.

Of the dozens of conferences I’ve attended over the past decade, I’ve never seen anyone else bring their baby and introduce them to friends and colleagues on the expo hall floor, but that didn’t stop me from introducing Lina to the parking world!

It’s hard enough to transition back to work after doing something monumental like bringing another human into this world, let alone traveling and being away from her for an extended period. Thankfully, I work for a company and a CEO who understands this juggling act of mom-ing and being an executive.

I was recently asked by an industry peer, whom I greatly admire, how I manage it all. She mentioned that she sees all my posts on Facebook and how beautiful my family is, yet she sees me at half a dozen shows each year and wonders how I “balance” both so well. To be honest, I don’t know if I believe there’s such a thing as balance. However, long ago, I embraced the concept of “and” and have carried that with me.

Being an engaged mom and successful in business.

Having a full personal life and a challenging and satisfying professional life. Does that mean every day is super productive and fulfilling? Or have I totally figured this out, and it’s easy now? Not even close!

Honestly, most days, it feels like I’m surviving.

However, I’ve worked to remove the word “busy” from my vocabulary and have replaced it with “full.”

My life is “full” in the best possible way. I love the constantly evolving and dynamic relationships I have with my three girls. My husband and I are still dating (even though we’ve been married for four years), and I’m continually challenged and motivated in my role at Parker Technology. To say I love it is an understatement!

So, what have I learned in this journey over the past year and a half of being a full-time mom and a fulltime executive? A few things.

1. It is important to have people in your corner who support you fully.

I couldn’t do what I do every day without the support of my husband (he’s my rock), my mom (she’s been a tremendous help with watching my daughter), and Parker’s CEO Brian Wolff (he “gets it” 100%).

I’ve always clung to what Sheryl Sandberg writes in her book Lean In about being able to do it all and that more people could, and perhaps should, embrace the mentality that both spouses in a household can work and be parents. My husband, Erik, has always supported my professional aspirations and is my biggest fan. I don’t know what I’d do without him.

On the other hand, Brian is the leader I emulate.

He understands that we all bring our whole selves to work; you can’t separate personal from professional.

And he gets that family is the most important thing.

2. Finding an organization that aligns with your values.

Parker Technology is known for a term we’ve coined called “authentic concern.” We genuinely care about everyone who works here and, ultimately, want the right people in the right seats, so that means we give grace and consider individuals and their needs.

Practically, this means that to maximize time with my children, I sign out around 3:00 or 4:00 p.m. each day and then sign back in later in the evening after they go to sleep. It may also mean that some days when I’m working from home, my daughter is also here with my mom, so I can be around her because she goes to sleep at 6:30 p.m. every night; otherwise, I’d never see her.

I joke that I work vampire hours, so at this point, my

team and colleagues aren’t surprised if they receive an email at 10:00 or 11:00 p.m. on any given night.

3. Be present in whatever situation I’m in.

This is so important with young children because time goes so quickly, and it seems like each day starts a new developmental leap. This is why I created such a firm boundary around my hours, so I have dedicated time with my daughter one-on-one. Not to mention why she came to five different conferences with me in her first year of life (before she became the rambunctious toddler she is now). We have an incredibly strong bond because of this.

The same is true for work. In this season of life, I’ve learned just how valuable my time is, and how this translates to the number of meetings I’m in and how I show up for my team. Am I allowing time for “water cooler” conversations? Am I prioritizing time with my direct reports, so they feel heard and valued?

Am I being more proactive than reactive in strategy and planning? If the answer is “no,” then I adjust and refocus.

4. The importance of hyper-prioritization.

With an impetus on being present, I’m reminded of a quote that hangs in my home office: “I can do anything

but not everything.” There is only so much time in the day, so I want to spend it on the most important things. At this stage, it can easily be distilled down to two things: Creating and being a part of key moments in my daughters’ lives. ● Focusing on the strategies driving revenue growth and ensuring customer satisfaction. ●

Having these two goals in mind makes all decisions flow much easier.

Whether you’re similarly walking this path, hope to one day, or are supporting colleagues, friends, or family members who are, I hope you’re encouraged by what I’ve shared. Our society hasn’t always done a great job setting a good example for what it looks like to be a thriving working mom. However, from personal experience, I’m here to say that it can be done, and it is hands-down the most rewarding and exciting time of my life. ◆

N MARCH 6, 2025, the New England Parking & Transportation Council (NEPTC) held its annual

Municipal Forum at The Row in Assembly Row, Somerville, MA - a fantastic event! With the theme of “Intelligent Mobility,” the forum focused on how technology and smart planning shape the future of parking and transportation.

Over 60 NEPTC members attended, creating a great mix of municipal agencies and vendors eager to discuss best practices and the latest innovations in the industry. It was a full day of discussions, networking, and knowledge-sharing, with plenty of great takeaways for everyone involved.

Highlights of the Forum: Mobility Hubs in the Spotlight: We explored how mobility hubs are reshaping urban transportation by integrating various modes—think transit, micro-mobility, and shared vehicles—to make commuting more seamless and sustainable. ● MPS’s “SafetyStick” Presentation: As our title sponsor, Municipal Parking Services (MPS) introduced its cutting-edge SafetyStick technology. This solar-powered device uses radar and imaging to crack down on illegal parking in no-parking zones, bike lanes, and crosswalks, helping cities boost safety and compliance by up to 95%. ● New This Year – AI & Event Management: One exciting topic added to this year’s discussions was how to leverage AI and technology for event management and direct communication with drivers. The event occurred in Assembly Row, a vibrant, transit-oriented development made even more accessible thanks to the MBTA Orange Line extension. City officials highlighted how this expansion has strengthened connections and supported economic growth, making it a perfect backdrop for our conversations on the future of mobility. Insight and Value Study In June 2024, IPMI contracted Dragonfly AEC Consulting to conduct an insight and value study aimed at better understanding the organization’s messaging, differentiation, and member and non-member needs.

Remember back in 2009 when the stars of the parking world roamed the halls? Conversations buzzed with names like Near Field Communications (NFC), License Plate Recognition (LPR), and the anticipated rise of electric vehicles. The transition from analog to digital was the cool trend everyone talked about. We envisioned a digital utopia where cash is passé, digital payments are the norm, and data flows freely.

The shift from analog to digital was groundbreaking, like that high school hero who effortlessly transitioned from football star to tech mogul. Digital systems eradicated manual errors, improved efficiency, and converted parking management into a

Once the jazzy new kids on the block, credit card payments became mainstream, simplifying transactions and offering smoother experiences. NFC technology, which enables contactless credit cards and mobile phone payments, was our “Most Likely to Succeed” hopeful.

Though it initially struggled with cost barriers, NFC eventually became omnipresent thanks to the rise of Tap’N-Go technology for both credit cards and smartphones (ApplePay, Google Wallet, etc.).

Initially met with skepticism, LPR technology outperformed expectations like the underdog turned valedictorian. Today, LPR is a cornerstone technology for seamless entry and exit in parking facilities, as well as for enforcing parking payments, permits, and timelimited parking zones. Early discussions about futuristic electric vehicles have finally reached the mainstream, driving the demand for charging infrastructure in parking facilities.

Upon reflection, the IPMI Technology Committee got several trends spot-on: the evolution from cash-based to digital payments, the importance of data aggregation, and the use of LPR and virtual permits for streamlined parking management.

THE EVOLUTION OF PARKING TECHNOLOGY

Parking Access Revenue Control Systems (PARCS) “Class President”

In 2010, PARCS held the class president’s role, essential yet unglamorous. They functioned with physical credentials, paper tickets, magnetic stripe cards, and sometimes an HID Proximity Card. Handling cash, checks, or credit cards through cashiers or pay-on-foot stations was common but cumbersome.

As predicted, cloud-based platforms replaced onsite servers, increasing security, uptime, and scalability, like an honor roll student who later built their tech empire. The transition to LPR for entry/exit into parking facilities as a standard solution marked a significant technological leap, resembling the class president who inspired others by example.

However, not everything went perfectly. We overestimated the rapid adoption of contactless payments and underestimated the transformative impact of digital signage. Though embraced, contactless payments and digital signage faced initial resistance due to infrastructure costs and user adaptation. While contactless payments have made great strides over the last few years, digital signage is still somewhat lagging but is gaining momentum. Digital signage, a component of providing real-time updates and guiding parkers, had its potential underestimated.

The transformation of PARCS technologies mirrors the journey of a diligent class president who first faced challenges of organization and acceptance but, over time, transformed into a powerful leader, revolutionizing operations with foresight and adaptation.

Green Technology “Environmental Club Leader”

The rise in green technology in parking, like the rise in environmental awareness led by the passionate environmental club leader, was a slow but persistent journey. LED lighting gained traction for its energysaving potential. Today, it is a standard practice propelled by reducing energy consumption.

Initially scarce and limited to urban centers, EV charging stations slowly expanded due to incentives, increased awareness, and the rise in EV sales. Once considered niche, EV charging infrastructure is widespread, representing a shift toward more EVs within our parking operations.

Green infrastructure elements like permeable pavement and rooftop solar were rare when they were first developed but have gradually gained momentum through sustainability certifications and regulatory requirements.

Our environmental club leader and the IPMI Technology Committee correctly anticipated the adoption of energy-efficient lighting. However, we underestimated the initial economic barriers and public resistance, much like our struggle to get classmates interested in environmental initiatives. Today, our success is a testament to perseverance and evolving awareness.

Apps and Data/Big Data “The Tech Wiz”

Mobile apps, our class’s tech wiz, transformed the parking industry, moving from luxury to essential infrastructure. Coming into existence around the midto late-2000s, these applications reshaped payment systems and user experiences with convenience and efficiency, much like the tech prodigy who amazed everyone with groundbreaking projects.

The role of big data was predictably crucial, acting like the principal organizer, enabling data-driven decisions and operational intelligence. Despite challenges, data integration from various sources significantly optimized operations and enhanced user experience. The rise of AI, akin to the tech wiz’s Capstone project, fulfilled expectations by enabling faster data processing and smarter decision-making.

Historically, on-street parking management was purely a manual effort with coin-operated meters and physical parking permit hangtags and stickers. On-street parking was managed by restricting duration, issuing permits, and utilizing enforcement tools. Traditional coin-operated parking meters first evolved into credit-card-accepting, single-space, and multi-space meters. Over time, many of these meters have been completely replaced by payby-phone options, significantly reducing payment friction.

Enforcement tools improved with the implementation of digital tickets and virtual license-plate-based parking permits enabled by the growth of LPR technology, GPS connectivity, and real-time payment integration. Analogous to a treasurer efficiently managing class funds. LPR technology became a critical aspect of accurate and timely enforcement.

The IPMI Technology Committee’s predictions regarding the benefits of expanded digital enforcement tools and pay-by-phone options were accurate. However, delays in adoption and necessary

Connected and autonomous vehicles were all the talk, and there were some very hyped-up projections about how the transportation world was going to be flipped upside down with this development.

The automotive industry’s push toward innovation and the increasing demand for integrated mobility solutions have driven the adoption of connected cars forward. The integration of connected car technology, enhancing real-time guidance, and driver assistance was correctly anticipated. However, the infrastructure readiness and the time required to implement supportive systems were underestimated. Several autonomous taxi services were highly publicized only to fizzle out and deploy at a much more cautious rate. Additionally, the initial overlook of data privacy concerns and extensive use of connected car systems requires more attention. All in all, the full potential of connected and autonomous vehicles has yet to be fully realized and may still be years away.

Off-Street Parking Guidance “The Hall Monitor”

The purpose of parking guidance systems matched the role of a diligent hall monitor, ensuring smooth traffic flow, reducing search time, and enhancing user experiences. Early off-street parking guidance systems started with simple visual count mechanisms, evolving into advanced camera-based sensors, ultrasonic counters, and AI-driven video analytics. The predictions regarding dynamic pricing and improved enforcement mechanisms were accurate, contributing to effective curb space management. However, financial constraints faced by municipalities and challenges in integrating transit and parking systems are taking longer to overcome than anticipated, mimicking the challenges faced by an event organizer juggling different priorities.

Frictionless Parking “The Cool Kid”

brought the guidance systems to a new level of efficiency.

Modern off-street guidance systems, akin to hall monitors efficiently managing the hallway, help parkers through interactive software and adaptive wayfinding, ensuring optimal space utilization and heightened user experience.

The IPMI Technology Committee predicted the benefits of guidance systems integrating advanced tech accurately. However, resistance from owners regarding investment and overestimating user reliance on new systems hindered initial adoption rates, much like initial resistance to new hall monitoring procedures.

While significant progress has been made related to off-street parking guidance systems, the potential for on-street parking has been slow to mature.

On-Street Curb Management/Mobility “The Event Organizer”

Curb management technology evolved to address the increasing complexity of urban environments, much like an event organizer coordinating different activities seamlessly. Technologies like sensors, cameras, and LPR enabled real-time data collection crucial for optimal space allocation and reducing congestion.

Dynamic pricing was initially tested in specific places, aiming to adjust parking rates based on demand and optimize space utilization. Integrated curb management systems connected parking with ride-share, delivery, and transit services into a unified platform, reducing inefficiencies and offering seamless user experience.

Advanced enforcement tools like LPR and camera monitoring

Frictionless parking solutions aimed at creating a seamless, userfriendly experience through various technologies mirrored the cool kid’s effortless interactions. Barcode/QR code/Bluetooth, LPR, mobile payments, and radio-frequency identification card (RFID) systems worked together to offer a more frictionless user experience. The debate around gated versus gateless systems highlighted that gate while controlling access, can create bottlenecks, just as the cool kid sometimes appeared unapproachable. On the other hand, gateless systems were faster but required robust enforcement mechanisms.

Implementing cashless environments improved efficiency but required ensuring digital payment systems’ accessibility to all user demographics. Pre-registration significantly enhanced the user experience, reducing entry and exit times, although balancing accessibility for one-time or less tech-savvy visitors remained a challenge. Accurate and timely enforcement became crucial for frictionless parking’s success. Technologies like mobile and fixed LPR, digital citations, and bill-by-mail systems enabled efficient enforcement and faster turnaround times for unpaid sessions.

The IPMI Technology Committee’s pursuit of frictionless parking environments successfully predicted significant benefits in user efficiency and operational optimization. However, challenges of transitioning the user base to exclusive digital payment systems and understanding consumer diversity were underestimated. Regulatory hurdles, particularly in billing and enforcement adaptation, also presented complexities initially overlooked.

Key Catalysts and Barriers Technological advancements in mobile, LPR, and Internet of Things (IoT) technology were crucial in pushing forward the adoption and scaling of various parking systems. Government support through policies and incentives bolstered the adoption of green parking technologies and smart infrastructure.

Additionally, rising consumer expectations for ease, reliability, and sustainability drove continued innovation. Efficient, automated systems reduced operational costs and maximized returns, incentivizing stakeholders to invest in new technologies.

Concluding Thoughts As we look back over the last 10 years and the predictions made, we see the last decade’s evolution in parking technologies reflecting swift, transformative, and highly innovative shifts that addressed user needs, operational optimization, and environmental sustainability. Analyzing that progress sheds light on the successes, barriers, and advancements poised to shape the future of the parking landscape. Guided by IPMI’s Technology Committee, the industry continues to evolve in unprecedented ways, navigating and defining the future of parking technology. ◆

Autonomous vehicles may revolutionize parking in the longer timespan with the potential to drop off passengers and find optimal parking spots on their own.

Wireless EV charging may further enhance convenience, making it easier for drivers to charge their vehicles without needing to plug in. OVING ABOUT HIGHLY URBANIZED AREAS of the world is not just

challenging; it’s becoming increasingly critical. With cities globally growing at unprecedented speed, the urgency of addressing urban congestion is paramount.

The fast pace of today’s urban living is not just straining city roads and their drivers; it’s reaching a boiling point, demanding immediate attention and action.

However, the future of urban living is not just a challenge; it’s an opportunity for parking organizations.

The future will be rooted in municipalities’ ability to integrate new and emerging technologies, integrating a wide array of urban solutions in the face of rampant population growth. These technologies foreshadow a more efficient and sustainable urban future, promising a brighter tomorrow.

One key marker of rapid growth is traffic congestion.

Time lost to traffic congestion is not just a statistic; it’s a loss that affects us all. While congestion stagnates economic development, lowers productivity, clogs and damages infrastructure, and impacts drivers’ wallets, the actual cost is diminished quality of life for all urban dwellers, underscoring the seriousness of the situation.

Miami has consistently appeared among the most congested cities in the U.S., with the 2024 NRIX report ranking Miami number six.

Replace with: According to CNBC, transportation analytics company NRIX released its 2024 Global Traffic Scorecard which reported that over time, Miami has consistently appeared among the topmost congested cities in the U.S., with the 2024 NRIX report ranking Miami number six. New York City and Chicago took first and second place, respectively.

The 2024 IRIX report states that congestion costs Miami drivers, on average, $1,325 in lost time and productivity a year and the city $3.4 billion. The economic impact on the drivers’ pocketbooks is significant, but it pales in contrast to the diminished quality of life in the community.

One of the densest areas is downtown Miami, particularly in the loading zones, where the demand for curb space grew exponentially after COVID-19.

App-based rides, shipping carriers, multiple pickup and delivery options, cargo bikes, scooters, public transit, and emergency vehicles compete for the same finite space daily.

The demand for curb space in downtown Miami is hampering mobility, threatening pedestrian and vehicular safety, and slowing traffic during peak and offpeak hours.

Given this scenario, Miami Parking Authority (MPA) staff realized we could not sit still; we had to act.

Managing competing interests for curb use requires the deployment of smart-city digital technology. However, MPA could not deploy the curb management technology without prior updating of pertinent city ordinances.

Thus, the authority wasted no time.

While MPA worked closely with the City of Miami Administration to update Chapter 35 of the code of ordinances, the authority explored several smart city loading zone curb management options and learned of the success of the Commercial Curb Challenge pilot project in Pittsburgh. The City of Pittsburgh reported promising findings as early as the first three months of the pilot’s implementation.

With the approval of the changes to the Code, the City of Miami cleared the way for the authority to formally implement the curb management program in 30 loading zones across downtown. The choice of loading zones was predicated on the following criteria: loading areas with the highest demand and volume of violations and safety hazards.

This technology is private by design. It only reads the license plates of vehicles that access the curb and blurs faces in any images captured to process payment or enforcement. Drivers, fleets, and other curb users will register with CurbPass to automatically pay by the minute, ensuring more reliably available curb space where the highest demand exists.

Miami Parking Authority’s overarching goal is to improve the quality of life in the community by adopting this curb management technology. This technology will enhance pedestrian and vehicular safety while increasing mobility and traffic flow in the heart of the urban core.

The curb management project will be launched against a robust pre-implementation public education campaign, including a series of meetings with representatives of many curb users.

Media and stakeholder outreach will precede its implementation to ensure the public knows the program’s purpose and benefits.

Harnessing the power of smart-city digital technologies, MPA expects to promote urban mobility, economic development, and quality urban living in the bustling, vibrant downtown Miami ecosystem.

According to Jan Gehl, a Danish architect and urban design consultant based in Copenhagen whose career has focused on improving the quality of urban life, “All the cities of the world are going to expand. We need to have a better understanding of what makes good urban habitat for homo sapiens. We have an obligation to make the new places more livable, more sustainable, more healthy. We have the tools.”

To that end, the Miami Parking Authority will use available tools and resources to improve the quality of life of people who live, work, and enjoy the City’s amenities. ◆

N THE FIRST INSTALLMENT OF THIS SERIES, PUBLISHED IN MARCH , we explored

the transformation of parking authorities into progressive curbside management programs. We defined why the curb is no longer a static strip of pavement for vehicle storage but has emerged as one of the most dynamic, contested, and valuable spaces in the urban environment. To manage this evolving landscape as an organization, we redefined the mission, established guiding principles, and prioritized curb space through a structured hierarchy.

As detailed in the March article, ushering in the new era of curbside management requires: 1. Changing the function and structure of the organization.

2. The application of new tools to convey progressive curbside management to the streets.

The use of the curb space will not be optimized to city priorities without organizational change, and change will not occur without new tools.

This article addresses the second interdependent step: the critical leap from theory to action, implementing tools and systems that enable cities and towns to make real-time data-driven decisions. This is where the future of urban mobility takes shape: through technology, precision, and a reimagined relationship with the curb.

The Digital Curb: A Foundation for Informed Decisions The modern curbside is inherently complex. It hosts everything from delivery vehicles and ride-hailing services to bike lanes, bus stops, and shared mobility hubs. Without an accurate and dynamic digital inventory, cities are flying blind. As detailed in Part 1 of this series, this inventory must extend beyond static inventories of parking spaces; it must visualize the entire curb space realm, accounting for dynamic uses and shifting priorities throughout the day. Programs should apply this data platform to evaluate curb space use in terms of meeting program goals. With this information platform in place, it should be conveyed to project planning, development review, and safety studies.

Further, the data platform should also represent the foundation for real-time curb-use decision-making. It contains a spatial dynamic inventory of all curb space by time of day, which can be communicated to field technology and curb users in real time to optimize the use of the space based on each street block curb supply’s hierarchy and demand. With this asset management tool in place, it facilitates the ability of progressive curbside management programs to operate a

robust, real-time curbside asset management system. This asset management system represents the foundation for dynamic, informed decision-making.

The digital platform combines integrated dynamic curbside mapping with a real-time, spatially accurate digital twin of the curbside realm. Curb managers can digitally overlay rule and policy management that convey each city’s unique macro and micro-level priorities, restrictions, and evolving curb regulations.

Further, curb managers can monitor curb usage utilizing tools that gather data on vehicle dwell times, loading zones, shared mobility docks, and user needs, enabling cities to understand and adapt to usage patterns that align with the curbside prioritization process detailed in the March article.

Such platforms ensure curbside managers can see their space utilization, understand its demand, and allocate it effectively.

The platform also allows cities to communicate curb rules to operators in real time—no small feat in an environment where delivery drivers, ride-hailing apps, and freight carriers depend on up-to-the-second accuracy.

Tools for Dynamic Optimization With the digital curb platform established, the next technology

layer focuses on dynamically managing the space. Today’s most progressive cities are adopting tools that optimize curb use by responding to demand, balancing stakeholder needs, and aligning curb use with city priorities such as safety, accessibility, and sustainability.

The first tool is dynamic pricing systems that build on the success of congestion-based pricing; these tools automatically adjust curb fees based on real-time demand. For example, a curb space in a commercial district might prioritize deliveries in the morning, shared mobility in the afternoon, and rideshare pickups during evening hours.

Tool #2

The second tool is smart permitting and reservations, where operators —from freight carriers to rideshare services— use the system to reserve curb space or obtain dynamic permits based on city priorities. These systems optimize usage and provide predictable, reliable access for curb users. This tool is scalable to city resources and adaptable to connected and autonomous vehicle technology, possessing capabilities such as navigation and advanced communication systems.

The third tool is real-time enforcement and compliance monitoring. Modern curbside management platforms include tools to ensure compliance with each shift in rules, regulations, and reservations. By leveraging vehicle detection, cameras, and integrated payment systems, cities can reduce the misuse of curb space while streamlining enforcement operations.

Finally, cities use data analysis and reporting tools to improve the user experience continuously. Once all the tools are in place, the data they produce becomes invaluable. Cities can identify trends, measure performance, and constantly adapt curbside policies. Do delivery vehicles have adequate access or linger too long? Are bike lanes clear from obstructions (violations)? Do apartment complexes and businesses have the right balance of on-street parking and flexible space for deliveries/pick-up-drop off (PUDO)? Data-driven tools answer these questions, ensuring cities align curbside usage with their broader transportation goals.

Bringing Vision to Life: Real-Time Management Systems A fully functional curbside management program relies on systems that capture the dynamics of curb use and respond to it in real time. The next evolution of curbside technology involves platforms that act as central control systems—smart grids for the curb—which dynamically optimize the curb for its most valuable uses. Imagine a system that monitors curb activity across a busy city or town district. Delivery trucks approaching commercial corridors receive notifications guiding them to open loading zones.

Rideshare services receive real-time allocations for their drop-off and pickup zones. Shared mobility operators receive dynamic updates on docking availability, ensuring bikes and scooters are located where they are most needed.

These systems operate autonomously but are guided by city goals and priorities, whether improving safety, enhancing multimodal access, or reducing congestion. They are, in essence, the operational arm of a progressive curbside management program: tools that turn policy into action.

This system ushers in a new era of high-quality customer service for curb customers – not just parking customers but all users ranging from emergency response to e-commerce and traditional commercial loading, shared mobility, and other uses while applying the same system to maximize safety by protecting driver sight distance and penalizing docking violations in bus and bike lanes.

Why This Matters: Connecting the Curb to the City’s Vision The curbside has always been more than pavement. It reflects a city’s values. By aligning curbside management tools with city priorities, we unlock the potential to create safer, more accessible, and more efficient streets. Progressive programs ensure that every linear foot of curb space serves a purpose, whether it’s facilitating freight movement, expanding access to micro-mobility, or creating vibrant, people-oriented public spaces.

e all deal with parking, whether circling the block to look for a spot, paying for a permit, or managing city infrastructure.

Despite how essential it is, parking is often not easy, leading to congestion, frustration, and wasted space.

Urban planner and parking legend the late Donald Shoup introduced the idea that parking is a finite resource that needs to be managed strategically, just like roadways and public transit. The key to doing this effectively? True Occupancy Data provides real-time, stall-level monitoring that helps parking organizations make evidence-based decisions.

What is True Occupancy?

True Occupancy means having real-time, around-the-clock data on parking usage at the individual stall level. Unlike traditional parking studies that offer only snapshots of activity, True Occupancy gives continuous, highly accurate insights into how parking spaces are used. This helps cities, universities, and businesses optimize parking resources, improve the driver experience, and create smarter policies.

Understanding Supply and Demand in Parking

To effectively manage parking, cities need to understand how many spaces they have (supply) and how people use them (demand).

in the Parking Industry Mental Health Month 2025 Mental Health Month was founded in 1949 by Mental Health America. The vital role of mental health is more visible than ever before, but awareness alone isn’t enough.

Now is the moment to turn awareness into powerful, positive action for lasting change.

Mental Health Awareness Month, observed each May, is a crucial time to spotlight the mental wellbeing of employees across industries. Mental health is an essential but often overlooked component of workplace well-being for the parking industry—including frontline employees, enforcement officers, managers, and administrators. Parking professionals frequently encounter high-stress situations, from difficult customer interactions to revenue generation and operational efficiency pressures. Recognizing these challenges and fostering a mental wellness culture can improve job satisfaction, higher retention rates, and enhance organizational performance.

Frontline Employees: Handling Difficult Customer Interactions Frontline parking staff, such as attendants, valets, and customer service representatives, are often the public’s first point of contact. These employees frequently manage customer complaints, resolve disputes, and explain parking options and regulations.

Customer frustration over citations, lack of parking availability, or unclear signage can lead to challenging interactions or confrontations, placing frontline employees in stressful situations. Repeated exposure to difficult interactions can lead to emotional exhaustion, anxiety, and burnout. These employees may struggle to maintain their composure and job satisfaction without proper support.

“The interactions are almost never about parking,” said Ben Schnabel, assistant director of operations at the University of Minnesota. “People park because they’re going someplace else, and it’s way more important than the experience they’re having here.”

Additionally, the job’s physical demands—such as working outdoors in extreme weather conditions or standing for long periods—can exacerbate stress and fatigue.

Schnabel said having someone to debrief with, such as a supervisor, helps employees. “Any time somebody has a bad day, there’s someone you can talk to,” he said.

“Commiserating with supervisors is sometimes the most effective way to do it.”

Parking Enforcement Officers: Navigating High-Tension Situations Parking enforcement officers (PEOs) often face hostility from individuals receiving citations. In some cases, officers are met with verbal abuse, threats, or even physical confrontations. Dealing with such hostility can take a toll on mental health, leading to increased stress, hypervigilance, or even symptoms of post-traumatic stress disorder (PTSD) over time. Additionally, PEOs often work alone, contributing to feelings of isolation. The combination of external aggression and workplace solitude makes mental health support a critical component of their well-being.

Providing officers with regular debriefing sessions, peer support groups, and training on conflict resolution can help reduce stress levels and increase resilience.

Further, ensuring enforcement officers have access to de-escalation techniques and body cameras can offer an added layer of protection. The latter may not always be available, which is more reason to avoid assuming why someone may be hostile.

“Nobody ever overreacts,” Schnabel said. “You simply don’t know what they’re reacting to.”

Encouraging a collaborative rather than confrontational

In an industry where efficiency and revenue generation are closely monitored, the burden of decisionmaking can be overwhelming. Moreover, the shift to hybrid work environments has blurred the lines between personal and professional life, contributing to burnout and decreased job satisfaction. Business professionals must navigate their mental well-being and foster a supportive team environment.

Leadership development programs incorporating stress management and emotional intelligence training can help executives create a more mentally healthy workplace.

Executives should also be mindful of fostering a positive work environment where employees feel valued and supported. Simple initiatives, such as recognizing achievements, encouraging work-life balance, and facilitating mentorship opportunities, can improve workplace morale.

Strategies to Promote Mental Health in the Parking Industry Organizations can benefit from offering mental health training tailored to the parking industry. Training sessions

Mental health first aid training can empower leaders to intervene early and offer meaningful support to distressed employees. IPMI frequently hosts webinars and offers personalized training for organizations that target their sometimes-unique challenges.

A positive workplace culture that prioritizes mental health can significantly improve employee well-being.

Organizations should encourage open conversations about stress and mental health, reduce stigma, and promote peer support. Walker Consultants recently launched an employee resource group to promote the availability of resources and educational materials for employees, according to Lindsey McCoy, talent acquisition lead at Walker. One of the group’s goals is to, in part, “foster open conversations, Lindsey McCoy, Talent recognize signs of burnout, encourage Acquisition work-life balance, and promote a Lead at Walker resilient team culture,” she said.

Consultants Encouraging peer support groups, where employees can share their experiences and coping strategies, can also foster a sense of community and reduce feelings of isolation. A culture that values mental well-being leads to higher employee engagement and productivity.

For enforcement officers and frontline staff, access to mental health professionals who understand their roles’ unique challenges can make a significant difference in managing work-related stress. Organizations may also consider providing wellness stipends that employees can use for therapy, gym memberships, or other mental healthrelated services.

Creating designated spaces for relaxation, offering wellness programs, and encouraging breaks can help employees recharge and reduce stress levels. Wellness initiatives such as mindfulness sessions, exercise programs, and stress-relief workshops can enhance employees’ wellbeing. Some of these programs may even be offered through an organization’s insurance provider as part of the benefits available. Incentive programs can encourage use by offering rewards as employees utilize the services offered.

Ensuring employees have a healthy work-life balance can help prevent burnout. Organizations can support this by promoting flexible work schedules, offering paid mental health days, and discouraging excessive overtime.

For business professionals, setting boundaries between work and personal time—such as limiting after-hours emails—can help reduce stress and improve overall wellbeing. Encouraging employees to take vacations and fully disconnect from work during their time off can promote long-term well-being and prevent chronic stress.

More practically, technology solutions can help alleviate workplace stress during day-to-day operations.

Automated payment systems, real-time parking availability apps, and license plate recognition technology can reduce the burden on frontline employees and enforcement officers, leading to fewer confrontations and smoother operations. Additionally, the growth of AI-driven analytics can assist executives in making data-driven decisions, reducing pressure and uncertainty in strategic planning.

Implementing automation in administrative tasks can help free up employees’ time, allowing them to focus on more meaningful and less stressful aspects of their jobs that, ultimately, help mitigate the causes of their stress.
