COMMUNITY NEWS County bylaw hot topic among residents

By Casandra Turnbull An existing county bylaw has been the centre of hot discussion among residents this past week.

Public opinion was running at an all time high on the County of Brant’s social media post July 7th when the county announced they’d received a number of complaints about basketball and hockey nets on boulevards and sidewalks which were impeding roadways.

The Enforcement Services post reminded residents of Road Use By-Law 336-12 S. 4.4 that stipulates “No person shall, either by himself or by permitting others, without lawful authority, place, construct, or maintain any object or structure upon, under or over a highway.”

It didn’t take long for residents to weigh in on the topic, with many defending the children and shaming the County for focussing on a by-law that targets kids attempting to gain physical activity and enjoy screen-free time outdoors, especially after a very long two-year lockdown.

However, once a complaint is filed to by-law, the county must respond and act, no matter how trivial it may seem.

The County did not respond to direct questions surrounding the initial complaint or how many complaints were filed, but Manager of Enforcement & Regulatory Services, Greg Bergeron, issued this statement to the Paris Independent: “The County of Brant received several complaints regarding basketball nets being stored on county boulevards.

Municipal Law Enforcement officers responded and delivered courtesy notices to the affected residents. The intent

of the notices was to educate residents with respect to the storage of the basketball nets when not in use. Basketball nets stored near the roadway can be a safety hazard for larger vehicles, cause sightline obstructions or blow over onto the roadway. They can also interfere with access to utilities for maintenance and repair. Officers are requiring residents to comply with the bylaw by storing the nets on their own property when not in use.”

Paris resident Dawn Connolly left one of many comments on the County’s Facebook page. She chatted briefly with the Paris Independent. Her family moved to the Cobblestone subdivision about four years ago and immediately cemented in a basketball net for her kids at the end of her driveway on the boulevard. One of the attractive features of this area, she said, was all the families and kids who played in the neighbourhood, which was much quieter and safer than her previous home.

So where can the kids play in town?

“Everyone is very frustrated in my household because the net is not even facing the road so when the family is playing basketball we’re not even on the road or running into traffic,” she said. And while there is a basketball net in the newly built park not far from her home, she said its often in use or older kids are playing so her kids are left out and would just rather play at home.

Melanie Elizabeth is also feeling similar feelings of frustration and anger. “I now have to move my net to the top of my driveway where the ball will continually roll into traffic. I’m disappointed this is the outcome because of one disgruntled resident.”

Teena Hermann-Hamilton is directing her annoyance at the person who filed the complaint. “If ever in your lifetime as a kid while playing you turned to your friends and yelled ‘car’, you can appreciate that there was a great time being had. If you’ve complained about kids having fun shame on you, because you’re likely the same person complaining when kids are getting into trouble because they are bored.”

Debbie Pickering Drover felt the county should have surveyed all the residents in the area to see if the complaint was justified beyond just ‘one person,’ she said. “What’s next no bike riding or tag cause it’s not safe and creates a possible traffic obstruction?”

Basketball nets may also be available at some schools including: Central School - 7 Broadway St. E., Holy Family School – 20 Sunset Drive, North Ward School -107 Silver St., Sacred Heart School – 180 Grandville Circle – always check with the school officials to see if after hours use is permitted and by whom.

Kathy Ballantyne, Director of Parks & Recreation for County of Brant added: “There is one other new park on Grandville Circle that may include a basketball court, but that will not be constructed until 2024 likely. There are also future plans to add a triple gymnasium at the Brant Sports Complex.”

The Kiwanis Club of Paris-Brant sends a big “THANK YOU” to the residents of Magnolia Drive, Clover Court, Sharpe Street, Forest Drive and Columbine Crescent, for their food donations during the July 9th Kiwanis Food Drive. Kiwanis members visited 140 homes and collected 535 lbs of donated food items.

COMMUNITY NEWS More Trillium Way housing details emerge Members of the Social Services committee received more information recently on what rent will look like for tenants who secure units at the approved Trillium Way affordable housing build at 170 Trillium Way in Paris.

The 49-unit building will feature one and two bedroom apartments for rent at various rates, geared to income (depicted in the chart).

Councillor Marc Laferriere explained “There is low market, geared to income and subsidized for Ontario Works / ODSP residents so that over time the building pays for itself, including maintenance, etc. The mix allows for it to break even and is to build more in this model in the future.”

The County’s contribution to the Trillium Way project, which is a joint venture with the City of Brantford, is estimated at $12.5 $15 million. Verly Construction Group was awarded the tender and ground-breaking is expected to take place shortly. The completion date is set for the end of 2023.

“Housing need presents itself in every community including the County of Brant. Citizens can find it challenging to secure affordable quality housing in their community and many

people take a second job or choose which bill to pay. I am very pleased with the County and City’s response to partner and take action to construct new affordable homes in Paris to address this ever growing and concerning trend,” said County of Brant Mayor David Bailey. EDITORIAL LETTER TO THE EDITOR

Last week’s issue full of nostalgia from the hospital to the old Paris Star days!

I thoroughly enjoyed today’s two issues. Chris Whelan’s piece on the Paris Star brought back many memories of visiting the Star office as a boy.

I often dropped by with my friend Brian Pickell and was fascinated by the clattering Linotype machine with its pot of molten aluminum, run by Mrs. Brontmeyer, and by the great press with its automatic arm lifting and placing the pages. I recall also the plaster bust of Abraham Lincoln Brian’s father, editor Jack Pickell, kept in his cluttered office— I ‘borrowed’ it for a scene in my novel The River Twice. Yes, it was a great smalltown newspaper in its day, as Chris’s recounting of its typical content shows.

The issue on the Willett was fascinating. My sister and I were born in the Willett, and over the years our family received much good care there. I used to deliver the Toronto Telegram to an old man called Colonel Hall, who was usually to be found in the sunroom. The smell of the place was oppressive, but Col. Hall’s frequent tip of a quarter made it bearable.

COMMUNITY NEWS 100 People Who Care Brant supports Victim Services MEDIA RELEASE - Local giving circle 100 People Who Care Brant recently presented an $8,160 donation to Victim Services of Brant, a community based agency that provides support to victims of crime, tragic circumstances and disaster. Penny McVicar, Executive Director of Victim Services of Brant, said “We really appreciate having been selected as a recipient… the donations will be used to provide safety supports to victims that are not covered by our Ministry funding. This will include providing web cameras for victims of domestic violence, taxi fare or bus tickets to assist victims needing assistance with transportation to access community supports, meals for victims of serious violence waiting at the police station to file a report or waiting for information, providing basic necessities if a victim is displaced (such as toiletries & clothing) and other supports. Your donations will make a valuable difference for the victims that we serve.”

The funds will also allow for reprinting of information guides for survivors of sexual and domestic violence, for those grieving the loss of a loved one, and for family members of homicide.

COMMUNITY NEWS County Digest: Changes coming to firework bylaw FIREWORKS IN THE COUNTY

RENUMERATION FOR COUNCILLORS/MAYOR

The County of Brant is making some adjustments to the Fireworks bylaws. The issue was discussed at police development and strategic direction committee meeting this past week. They also plan to educate residents on legal requirements for discharging fireworks and to encourage people to consider using ‘silent fireworks.’

Amendments to the existing bylaw include defining prohibited fireworks and prohibiting their sale and use in the county; Reducing the permitted days for discharging Family Fireworks for Victoria Day and Canada Day celebrations from (7) seven days before and after the permitted holidays to (3) three days before and (3) three days after Victoria Day and Canada Day to minimize the noise impact on residents and animals; Addition of a section regarding Pyrotechnic Special Effect Fireworks; Add requirements for Public Notification of approved Family Fireworks Permits (outside of the designated Holidays), Exhibition Fireworks Permits and Pyrotechnic Special Effect Fireworks Permits; Implement requirements for additional standards, including a minimum area to discharge Family Fireworks to address concerns related to fire safety, property damage, debris and noise in densely populated areas; Increase the set fine order as a deterrent to setting off Fireworks in contravention of the By-law; Prohibit flying lanterns.

These suggested adjustments will go to County Council later this month.

The County is looking to increase the base pay for elected official positions to reflect the 50th percentile of the comparable 2022 market rates. They are proposing the following increases as of January 1, 2023: -Mayor $99, 432 (compared to $91,361 in 2022) -Councillor $36, 939 (compared to $33,230 in 2022) Furthermore, it is recommended the county continue to adjust base pay for elected official positions annually by the same percentage and this increase be budgeted into 2023 figures. This council renumeration by-law will be presented for council’s consideration.

S P O RT S Paris Mounties sign ‘Shoot for Success’ athlete ahead of return to the ice this season The Paris Mounties Hockey Club is excited to announce its return to the PJHL for the 2022-23 season. After a two-season hiatus from the league, the hockey club will return to the highly competitive Doherty Division and play out of the Brant Sports Complex in Paris, Ontario.

“Having spent the last two seasons on the sidelines has been tough,” Mounties President Todd Wood said.

“The organization is excited to get playing hockey again in Paris. The people of Paris and the business community have always been supportive of the club. It’s going to be great to give the community junior hockey again.”

The team has already started up its hockey operations in advance of the upcoming season and will be announcing the organization’s head coach in the coming weeks. Todd Wood will remain the club’s President and General Manager.

Announcements will also be coming soon in regards to spring camps and strategic hockey partnerships to provide advanced player development opportunities within the current OHA junior hockey framework.

S P O RT S Paris FC teams advance in Ontario Cup play The Paris FC U15 girls have advanced to the next round of the Ontario Cup! The U15 team is moving on to the second round after winning their reentry round on July 10. The first, 2-game round was a 1-0 win against Sparta, and a 1-0 loss to Guelph. They won the reentry round 4-0 against Oakridge London to get back into the tournament and will continue with the second round this weekend at BVA IA Waterloo, in Waterloo. The U21 girls are also advancing to the next round of the Cup after a quarter final win against London Alliance 3-1. Their semi final game takes place July 23.

The Paris FC U8 boys represented our town at the Stoney Creek SSC U8 Festival last weekend. Scores for teams under 12 are not available. However, official word from the club is that the boys had a great day in their first festival and are looking forward to another one today (Saturday, July 16) in Hamilton.

Onside Athletics wrapped up its second week of sports camp this past Friday at Sojourn Church. The basketball themed camp was a hit with local children, who enjoyed a healthy balance of athletics and games as they made new friends in the community. Onside Athletic aims to connect churches and communities by providing the best sporting experiences for every family. The first week of summer camp took place July 4 to July 8th at Sojourn Church.

MONSTERS IN PARIS Approximately 3,000 spectators filled the grandstands (plus additional bleachers) at the Paris Fairgrounds to catch a glimpse of the Throttle Out Productions Monster Truck shows last weekend. Guests enjoyed the rip roaring sound of these monsters as they wowed fans on Saturday night and Sunday afternoon. W.G. Moore Excavating and Clean Shot Environmental Services sponsored the show, with just over $20,000 in proceeds going to planned upgrades to the grandstand lighting system. The estimated cost of that project is $80,000. The freestyle show on Saturday evening ended in spectacular fashion as Rat Nasty blew a tire to delight of fans (depicted below).

COMMUNITY NEWS Heritage Tour at Paris Plains Church

The County of Brant Heritage Advisory Committee held its first “in-person” meeting last week at the historic Paris Plains Church. The group had a tour of the Cemetery and learned about its history before the meeting.

Last month, Kayla Cicman, Arts, Culture, Heritage Officer with the County of Brant, met with the Cemetery Advisory Committee to obtain their input with regards to the designation request for the cemetery at 705 Paris Plains Church Road. She reported that the Committee unanimously supported the request in principal and posed questions including the potential future designation of multiple cemeteries.

SPU Sunday services in July will be outdoors at Paris Plains Church How does an outdoor Sunday service, with a picturesque backdrop in the serene country sound? For the month of July, St. Paul’s United Church is hosting its services outdoors at Paris Plains Church at 10:30 am. Everyone is welcome to attend and are encouraged to bring their own lawn chair or blanket to sit on.

There is plenty of shade and it will be accessible for all individuals. If the weather does not cooperate the service will be held indoors at St. Paul’s United Church. Notices will be posted on the church’s Facebook page.

LOCAL HISTORY

Paris Past By Chris Whelan The Paris Plains Church built for the Wesleyan Methodists was completed and dedicated in 1845. It was known at first as the West Dumfries Chapel. The church was originally in the “Hamilton District Dumfries Circuit” and its first minister was the Rev. John Law (1845-47). Regular services were discontinued in 1921 “Wesleyan Methodist Church”, was established in 1843. Building was completed in 1845. Adjacent to the church is a small pioneer although an annual memorial service was cemetery; the earliest tombstone on the grounds is dated 1828. conducted each summer for over 50 years.

The plains from which the church derives its name consists of a rich level stretch of farming country running for many miles north of the Grand River. Conditions here were extremely attractive to the pioneer farmers who settled the area early in the 19th century. The church building is of unusual architectural interest since it employs a comparatively rare type of cobblestone construction. This method of building had been introduced into the Paris area by Levi Boughton who emigrated to the district from Rochester, N.Y. in the late 1830’s. There are still some examples of his work in and around Paris. The contractor for the West Dumfries Chapel was Philo Hull and there is no definite proof that Boughton had any direct connection with its construction however it is probable that the builders were influenced by his work. From the surrounding fields the members of the congregation gathered even sized oval stones that were laid in level “courses” to build the walls. These stones were “sized” through a round ring to ensure uniform shape and contour. This method is believed to have been introduced to southern England by the Romans and brought to North America by unknown masons in the 19th century. The building was restored in 1948 as a memorial to the pioneers of the community.

LOCAL HISTORY June 14, 1970 - Paris Plains 125th Anniversary About 400 people turned out for Sunday’s celebration. It was the 23rd consecutive annual memorial service at the church which is now only used for an occasional wedding and the annual event. The Paris Ministerial Association sponsored the service “In memory of the pioneers and in aid of the preservation of the church.” It was led by Robert K. Stokes of St. Paul’s United church Paris – Rev. Dr. T. T. Faichney of Galt delivered the sermon entitled “Looking Up, Looking back, and Looking Ahead” Dr. Faichney’s talk traced the history of the Methodist religion from WORSHIPPING — About 400 people attend 125th Anniversary service its beginnings in the United States through Photo: Expositor newspaper clipping its spread to Canada and particularly to the little church north of Paris. Paris Plains church was built in 1845 for $1,000, with most of the labor being contributed by neighboring farmers. Its clean, plain lines reflect the lives of the people of that day, dedicated, simple farmers who held services at each others' houses each week until the church was opened. The cobblestones are the same as those used in a number of older homes in the Paris area. They came from farms in the immediate area and from the bed of the nearby river. First known as the West Dumfries chapel the church stayed Methodist until late in its active career but is now interdenominational. Automobiles became commonplace making travel to town churches easier. The West Dumfries Chapel fell into disuse except for Sunday School which also eventually ceased to happen.

Vandalism caused a movement to have the building razed. In 1948 a group headed by Jairus Maus was formed and assumed the title of Paris Plains Restoration Committee. With $1,000, the committee began restoration work on the building and on the adjoining schoolhouse which is now a school museum. In a display of old school artifacts, the museum also contains an antique collector’s dream of early Canadiana. Also at the service was a color party from Royal Canadian Legion Branch 29 of Paris. Legion members conducted a memorial service and a decoration party placed flowers and a flag on the graves of each soldier buried in the cemetery Maus School, now Paris Plains School, was a one room schoolhouse adjoining the church. Should you lock in a variable rate mortgage?

Canadians with variable rate mortgages would be wise to keep an eye on announcements from the Bank of Canada (BoC) regarding its prime rate.

At the beginning of 2022, for example, high inflation prompted economic experts to expect prime borrowing rates to increase considerably.

The BoC dropped the prime rate to 2.45% at the start of the COVID-19 pandemic (from its previous recent high of 3.95% since the end of 2018).

However, significant rate hikes were forecast for the rest of 2022 and into 2023.

Large jumps in Canada’s prime rate can have a serious impact on mortgage payments for anyone who holds a variable mortgage. Variable mortgage rates tend to rise and fall along with the BoC’s prime rate.

Variable-rate to fixed-rate mortgage: what you could save Let’s say your variable mortgage rate was at 2%, then by the end of the year it rose to 3% after BoC prime rate increases.

Here is how that could impact various mortgage payments (assuming a 20-year amortization): A variable rate increase of one percentage point can mean thousands more dollars in mortgage payments over the course of a year.

This could put considerable pressure on your cash flow, regardless of the level of your household income.

Whenever interest rates look likely to start climbing, some homeowners are likely to begin wondering whether they should lock into a fixed rate mortgage or continue to stay on the variable rate ride.

In some cases, going from a variable rate to a fixed rate mortgage could require you to break your current mortgage, which can come with a prepayment penalty of three months in mortgage interest. Some companies, however, including IG Wealth Management, will waive this charge for clients who want to convert their variable mortgage to a fixed rate of equal or longer term.

For lenders that charge a penalty to convert from a variable to a fixed rate mortgage, the amount of time you have left on your mortgage term may determine whether converting it is worth the cost.

The closer you get to your term’s maturity date, the lower your costs are likely to be. However, should rates continue to rise, locking into a fixed rate sooner may save you more on interest costs in the long run.

There is something else to consider: how much and how frequently rates are expected to rise. While variable rates could move higher than current fixed rates over time, in the short term the fixed rate is likely to be pricier than your variable rate, so you’d need to plan for the additional costs.

Mortgages are about way more than just rates

There are options available other than just straightforward variable and fixed rate mortgages.

It’s possible to set up a variable rate mortgage with a fixed payment. When rates rise, you pay more in interest than principal and vice-versa if rates fall. The benefit is that, from a budgeting perspective, the amount you have to pay remains the same.

When it comes to mortgages, working with a mortgage professional can help you map out the

implications of each option in the context of your long-term goals.

Mortgage specialists can also help homeowners to find other solutions tailored to their needs, such as having longer amortizations, shorter mortgage terms or higher frequency payments. There are also hybrid mortgages (where a portion of the mortgage can be set up as a variable rate and some as a fixed rate), as well as home equity lines of credit (HELOC).

COMMUNITY SPOTLIGHT Paris family behind wildly popular Night Market

By Casandra Turnbull You’ve likely heard or seen the name All Canadian Events (ACE) on billboards or advertisements around town. They host some of the biggest vendor markets in Paris and surrounding area. If you’ve attended the March Madness Spring Artisan Market, the Paris Christmas Market, the Great Canadian Butter Tart Fest, or the Paris Night Market, then you’ve experienced firsthand the success this team has in hosting crowd favourites that draw thousands of visitors. If you haven’t attended an ACE Market yet, don’t worry, you’ll have a chance to next weekend when the popular Paris Night Market returns after a two year hiatus.

The Paris Night Market is one of the first night markets of its kind in Southern Ontario. This year over 100 vendors will set up shop for the twonight festival, many from Brant County and surrounding communities. Guests can shop, enjoy live music, take in a special fire performance, grab a beverage at the beer garden, participate in axe throwing or just bring a lawn chair, sit down, and enjoy the ambiance.

While this market is evidently popular based on the sheer number of attendees since its inception five years go, it’s also Christine Ivany’s favourite event to host. Ivany is the brains behind All Canadian Events. “When I first started this (night market) five years ago, we had no idea the response would have been so massive. The support not only from Paris but from demographics up to six hours away blew our minds,” she

explained of the 2017 debut event. “We truly weren’t prepared for the attendance logistically, so we sat down as a team and just made it better the following year.”

Five years later, the event continues to draw thousands of visitors in two days and has evolved because organizers add new experiences year after year.

The secret to success is sharing her personal love for food, music, and art while supporting local businesses, said Ivany.

“My goal with ACE was to provide a motivating example and platform for artisan and entrepreneurs

building their own businesses,” she explained.

ACE was formed about 14 years ago when Ivany tried her hand at hosting her first craft market, long before craft markets were trending.

She had an entrepreneurial background having hosted plus size fitness classes in Paris to being ordained to perform non denomination marriages and funerals. She did all this while working full time managing a large optometrist practice and lab and raising four children with her husband Steve.

I would lay awake at night trying to think of a business I could form that would not only help these parents needing to earn an extra living but also offer a rewarding atmosphere for myself. ACE was formed one night at 3am. It came to me to host a market where men and women could sell their art and showcase their small businesses.”

So, 14 years ago she hosted the first craft market in Paris and it was an instant success with just over 600 guests.

Since that inaugural market, Ivany has learned how to improve the guest experience, market the events and attract unique business owners. All this effort and trial by error experiences have led to a major uptake in attendance numbers. Today, some events see as many as 18,000 people in a weekend.

“This business grew with determination. Growth has come from doing research and being resourceful, working hard, being kind and consistently innovating. We now host night markets, day markets, butter tart events and sangria nights,” she said.

While Ivany is the driving force behind ACE, she graciously acknowledges that it takes a village to make this business the success it is today. While she has a team of 6-25 paid employees, depending on the event, she also has the support of her immediate family - her four grown children and her husband Steve.

Her daughter Diana is her right-hand who holds a key leadership role in the organization as the Director.

Ivany credits Diana for being the glue that holds everything together. She also credits her husband who works fulltime but still finds time to assist with the physical operations of setting up and tearing down, alongside their son Steve who is also a wood worker and artisan.

Her other two daughters support the family event whenever required but at

the end of the day Ivany says they all deserve a medal “for listening to me bounce ideas off them from morning to night. Together as a family there is so much passion and sincere love in doing what we do that we can enjoy every moment of putting together an event.”

With such success, it’s hard to imagine where ACE will go in the next 10 years, but Ivany has a few ideas.

COMMUNITY SPOTLIGHT In 2023 they plan to expand their operations to offer events in the London and GTA areas, but at the end of the day her loyalty and roots lie in small communities like her hometown of Paris.

“This year we are excited to add Mac & Cheese Fest with the Butter Tart Fest taking place in October,” she teased (yes there will be a Night Market this fall as well!) They’re also planning to introduce an event that originated in Paris, France, but it’s too soon to share those details until the grand announcement, so stay tuned!

So, if you’re looking for a fun way to spend your weekend July 22 and July 23, check out the Paris Night Market, hosted by a local family looking to

promote talent within the community.

“Come meet the vendors and even if you don’t plan to buy anything, meet them and listen to their stories on how they go started in their businesses. If you chose to support them with a purchase, a Facebook or Instagram like or share, event better.”

Admission is $10 (cash only at the gate) and children 12 and under are free. Friday’s market opens at the Paris Fairgrounds at 5 pm and runs until 11 pm. Saturday’s market runs from 4 pm to 11 pm.

Social Service programs now available at Paris office Guests and dignitaries celebrated the Grand Opening of the new Community Services and Social Development facility at the Cowan Community Health Hub on Thursday. The new office will provide county residents with access to social service programs including Ontario Works and ODSP benefits.

Social Services Chair Marc Laferriere (above) delivered a very personal speech at the opening, discussing his perspective as someone who benefited from the availability of these programs as a child. Laferriere is now a professional social worker and is just completing his first and final term as a Paris Councillor.

Friends4Kindness host unbirthday party Friends4Kindness hosted another Unbirthday Party at Mohawk Park in Brantford last Saturday. The group advocates for inclusion and acceptance through kindness. The concept behind the parties, which are hosted around this region, is to celebrate individuals who struggle with friendships and connections.
