In the story titled “Local athlete’s trip to Special Olympic World Winter Games delayed,” the cutline below the picture on page 11 stated Richard won gold at the Nationals in 2010 when in fact he won bronze. COMMUNITY NEWS FUTURE USE OF BARKER’S BUSH TRAILS STILL UP FOR DISCUSSION Voice your concerns, opinions and suggestions before final approval goes to council

By Casandra Turnbull Barker’s Bush is a rural slice of natural beauty, hidden within the town of Paris. It gives residents the rare opportunity to escape urban life and walk into a tranquil forest, home to a vast variety of creatures, sensitive wetlands and wildlife sanctuaries. No matter what the season, the trails are breathtakingly beautiful – something you must see to appreciate.

For many years the land remained vacant. Nearly 200 acres of farmland and trails to explore.

Residents were always granted access and the trails were, and still are, heavily used and valued.

The area was privately owned up until part of it was sold to a developer in 2006. Losani Homes then purchased the property in 2016 and continued impact studies with the intention of developing the land into a residential subdivision.

The development project was widely disputed by residents who were concerned about the preservation of Barker’s Bush. Losani and the county were able to come to an agreement after working through the Local Planning Appeal

Tribunal process. In 2019 the County of Brant gained approximately 140 acres of land from Losani in a landmark deal that saw them swap 2.12 acres of land for 100 acres of Barker’s Bush and 40 acres of property in the south end near Powerline and Pottruff Roads. The Mayor at the time, Ron Eddy, stated “The County and Losani agreed to swap the parcels of land in order to preserve and enhance the natural habitat and develop trails, all of which can be achieved by the acquisition and management

of Barker’s Bush.”

Paris Councillor John Peirce echoed similar thoughts about the acquisition saying “I heard loud and clear from many residents who were not happy about losing Barker’s Bush. Now it is back in the hands of the county, and we can look at plans to possibly incorporate some walking and bike paths. This deal is a win-win for all parties.”

The Paris Independent Of the nearly 200 acres of Barker’s Bush, the county will preserve and protect 100 acres through its Comprehensive Trails Master Plan. Losani will develop the remaining 98 acres of existing farmland into a 564unit residential subdivision called the Nith Peninsula. Work on that project is beginning now, confirmed Kathy Ballantyne, Director of Parks and Facilities for the County of Brant.

As construction begins on the Peninsula, the landscape will change rapidly and undoubtedly disrupt the natural habitat in the area.

It’s the county’s responsibility to protect it and the associated risks - and they plan to do so with their comprehensive plan presented to the public last month. It’s a long-term strategy for the protection, management, and use of the trails within Barker’s

Bush, with a firm emphasis on preserving the natural beauty and ecosystems – an opinion strongly shared by everyone who provided feedback into the development of the plan.

The well-loved walking, hiking and cycling destination is utilized by area residents, cycling clubs and running groups.

The land is predominantly accessed through Lion’s Park and Penman’s Pass.

In fact, during peak season, Penman’s Pass registers 15,000 passes in a month.

Residents had several opportunities to voice their concerns, suggestions and opinions through public information sessions and online via EngageBrant where a virtual survey was available for several months last year.

The survey collected input with respect to trail usage, preferences, opinions, concerns, and priorities.

After all input was gathered and analyzed, several key themes emerged: the protection and preservation of the natural environment, the restriction of unauthorized motorized vehicle use, to leave Barker’s Bush natural and relatively untouched and to not restrict or prohibit trail flows (ie: single use trail sections or one-way directional signage for cyclists). To examine these key points a bit more, almost 100% of people surveyed or interviewed agreed that they would like to see the dirt trails remain with some grooming and maintenance as required. If any areas of the trail are paved it should be a short stretch to a lookout or those that are connected to the development. Boardwalks could be considered where it serves to protect the natural environment.

Garbage clean-up would be supported; however, maintenance and beautification efforts should be kept minimal. Signage should be simple and unobtrusive. Most respondents want to cut off access for off-road motorized vehicles to protect the trails from wear and tear damage, protect the wildlife and ensure the safety of all users. It’s interesting to note there was no support from respondents for oneway directional signage for cyclists or single use trails. People agreed 100% that they want to enjoy the current free-flowing traffic on the trail. Ultimately the message is clear: refrain from change and enhance and support the existing natural beauty.

They recently re-opened the comments section on EngageBrant to allow residents to provide further feedback from last month’s presentation. Once the comments close, the county will present the final document to council for formal approval, likely to occur in February or March, said Ballantyne.

One immediate action item on the agenda is taking care of safety hazards along the trail.

Then the county will work on some high priority tasks over the next couple of years, which include implementing signage, repairing major erosion along the northwest bank of the Peninsula, further edge protection along the riverbanks, trail closure points installed at the edge of western wetlands, various trail upgrades and proper drainage. These high priority items are estimated to cost $110,000. “Some funding for this project was allocated in the 2021 capital budget for $75,000.

The Brant Waterways Foundation has also pledge $50,000 towards trailhead development,” said Ballantyne.

The Brant Waterways Foundation is a charitable non-profit foundation whose objective is to provide funding assistance for projects that preserve, protect, restore and improve waterways.

James Bilton Barker James Bilton Barker came from Lincolnshire, England, in the 1820s and was one of the first settlers of Paris. He married Elizabeth Frances Gadd and they had nine children; James set up a blacksmith shop and built a log cabin behind the Mitchell House. Samuel Barker, the eldest son of James and Elizabeth, was the second child born in Paris. In 1840 they bought 75 acres of land at the end of what is now Barker Street from Thomas Gadd, Elizabeth's father. Barker Street was originally their laneway.

In 1841 Barker began building his house. Cobblestones were collected from along the Grand River. He may have done some of the work himself. The single story Regency-design has cobblestone veneer on all four exterior walls which was more costly and unusual.

Because the house was built on the side of a steep hill, a complete lower level allowed them to have a walk out basement housing the kitchen pantry and dining room.

The bedrooms were on the main floor. Later James and Elizabeth Luck resided here. Over the years the property changed owners many times and fell into disrepair and became derelict. It has been re-developed as a premier property worth upwards of $3 million.

In 1902, the Paris elite organized an exclusive Golf Club of about 60 well-to-do members.

They managed to secure some flat land on the West side of the Nith river across from Penman’s Mill-pond (Barker’s Bush). The southeast boundary was near the dam (In the past there were two other dams in the Nith River, one was about where the Penman’s Pass footbridge is today and the other was further down near the Wincey Mill.) This area proved too small for constructing a satisfactory course.

The members also built a clubhouse (a small shack really) and with no road into the area a suspension bridge was built (about where the Penman’s Pass footbridge is today) it swayed as you crossed over the river to a padlocked gate that only members had the key for. The club officially opened in the spring of 1903

with teas and social events becoming as popular at the club as golfing. By 1913 the well-to-do membership was shrinking and anyone was now being permitted to join the club. Eventually it was moved to Golf Links Road where it was first 9 holes and then became a full 18-hole golf course.

Sometime after the Golf club moved out, William (Wally) West moved the clubhouse across the mill-pond to the Ayr Road where it became his own residence and home to the Nith River Navigation Company. Known as the Grand Omnipotent Commodore of the Nith River, Wally and his son Bobby West became legendary Paris characters - but that is another whole story that will have to wait. Suffice it to say that the picnickers enjoyed the ride on Wally’s boat across the pond to Barker’s Bush much better than the swaying wire & wood suspension bridge! On Sunday afternoons, many boys would sneak off to Barker’s Bush where they could play games and make noise without being scolded by adults for disrespecting the Lord’s day..

COMMUNITY NEWS SMALL BUSINESSES ELIGIBLE FOR $10,000 GRANT The provincial government has introduced a new grant to assist small business owners hit hard by further closures and Covid-19 restrictions.

Through the new Ontario Covid-19 Small Business Relief Grant, eligible businesses can receive a grant payment of $10,000. Applicable candidates must be closed due to the current health order issued on January 5 and must have fewer than 100 employees.

Businesses that previous applied and were approved for the Ontario Small Business Support Grant, will be pre-approved for this grant. Businesses that qualify will receive their payment in February.

Meanwhile, the online portal for the Business Costs Rebate Program, announced in late December, is open effective January 18th, 2022.

Eligible businesses required to close for indoor activities, such as restaurants and gyms, will receive a rebate payment equivalent to 100 per cent of their costs. Those required to reduce capacity to 50 per cent, such as smaller retail stores, will receive a rebate payment equivalent to 50 per cent of their costs.

Eligible small businesses include:

Restaurants and bars; Facilities for indoor sports and recreational fitness activities (including fitness centres and gyms); Performing arts and cinemas; Museums, galleries, aquariums, zoos, science centres, landmarks, historic sites, botanical gardens and similar attractions; Meeting or event spaces; Tour and guide services; Conference centres and convention centres; Driving instruction for individuals; and Before- and after- school programs.

The province is also introducing a six-month interest- and penalty-free period to make payments for most provincially administered taxes, cutting wholesale alcohol prices to provide approximately $60 million in annual support to restaurants, bars and other businesses, and extending COVID-19 paid sick days until July 31, 2022 to keep workers safe and ensure they do not lose pay if they need to miss work for reasons related to Covid-19.

Hydro rates freeze at off-peak pricing starting January 18th for 21 days The province is freezing hydro rates at the off-peak price, effective 12:01 a.m. January 18, 2022.

This electricity relief rate of 8.2 cents per kwh will be in effective for 21 days.

The rate is available for small businesses, farms and residential customers who pay regulatory rates set by the Ontario Energy Board. Anyone who is currently on the Time-of-Use or Tiered Price Plan will automatically default to the relief rate for 21 days. You do not need to contact your local distribution company to request the rate change.

“We know that spending more time at home means using more electricity during the day when prices are higher, that’s why we are moving to off-peak electricity rates 24 hours per day, seven days a week,” said Todd Smith, Minister of Energy. “The off-peak rate will provide immediate savings for families, small businesses and farms as all Ontarians work together to slow the spread of the Omicron variant.”

The off-peak price, in effect 24 hours a day, is less than half of the current on-peak rate.

By Casandra Turnbull If you’re looking for a rewarding way to give back to your community, while developing new life saving skills, you might want to consider becoming a volunteer firefighter.

The County of Brant Fire Department is recruiting new volunteers for all its stations. It’s a process they undergo every couple of years to fill positions opened by retirements and resignations.

The application process is open to interested candidates until January 21.

“With retirements this year, we need to replace 10 firefighters with over 300 years of combined experience,” said Geoff Hayman, County of Brant

Fire Chief. He also said a large percentage of resignations were predominately related to work / family balance and challenges related to the pandemic. “They occur when life circumstances change for a firefighter, whether it be family priorities or occupation changes that make active participation difficult to continue,” explained Hayman.

There are many challenging aspects of volunteer firefighting, aside from the obvious risks, but career flexibility and the ability to respond to calls in a timely fashion are two crucial requirements.

Applicants must live within 8 kilometres of a county station.

Brant County OPP responded to a vehicle collision on Governors Road in the County of Brant.

On Tuesday January 11, 2022, at approximately 10:32 p.m., the Ontario Provincial Police and County of Brant Fire Department responded to a fire at a Cockshutt Road, County of Brant address.

Attending firefighters arrived on scene and were met with a structure fire, which was subsequently extinguished. No injuries were reported. The fire has been deemed suspicious in nature.

The County of Brant OPP Crime Unit along with the Office of the Fire Marshal is continuing to investigate and is seeking assistance from the public. If anyone has any information regarding this incident, they are being asked to contact the Brant County OPP at 1-888-310-1122.

Kosta’s Coat Collection spreads warmth to less fortunate this winter

By Casandra Turnbull A local man and entrepreneur is helping the homeless in the community the best way he knows how: through food and warmth.

Steve Psaroudis, chef and owner of Gus & Guido’s Backyard in Ayr, is on a mission to collect 130 slightly used coats to distribute to agencies who work directly with homeless people in this region. Called Kosta’s Coats, in honour of his late son, Psaroudis is inviting interested donors to drop of the winter coats at his Ayr restaurant on Stanley St. “I had a son who passed away on the streets of Toronto, today would have been his 34th birthday,” he said in a January 9th email to The Paris Independent.

We breakdown how that in-province vacation can benefit you at tax time next year

By Carolina Saenz This new year marks the beginning of the Ontario Staycation Tax Credit.

Designed to help tourism and hospitality sectors recover from the financial impacts of Covid-19, it allows Ontario residents to claim up to twenty per cent of their accommodation expenses when vacationing within the province. It is estimated that this credit will provide $270 million in support to about 1.85 million Ontario families.

The tax credit applies to any leisure stays of less than a month at any shortterm accommodation such as hotel, motel, resort, lodge, bed & breakfast, cottage, or campground.

Residents can claim up to $1000 as individuals and up to $2000 as a family and receive twenty percent back for a total of $200 or $400 respectively. To be eligible, applicants must be Ontario residents on December 31, 2022, and only one individual per family can claim the tax credit for the year when filing their personal Income Tax and Benefit Return for 2022.

Ontario is Canada’s fourth largest province with a massive amount of terrain to explore from the hustle and bustle of the city, to the tranquility in the North.

Detailed receipts are required and must include the location of the accommodation, the amount paid for the stay portion of the trip, the GST/HST paid, the date of the stay, and the name of the payor. And because it is a refundable personal income tax credit, eligible applicants can get this refund regardless of owing income tax for 2022. It’s great motivation for individuals and families to explore destinations close to home, and Ontario certainly has a lot to offer.

can afford to vacation in Ontario and most likely already do (ex: those with trailers, skiers, etc) will get advantage from this. And those who can’t afford it will pay for it. Last year we travelled a bit in Ontario because we could afford it. I don’t want others to pay me for me. In short, I don’t believe this will increase tourism. Put the money into hospitals.”

With varied opinions on this new offering to Ontario residents, only time will tell

Dollar-Cost Averaging: A winning strategy to manage market volatility Your Money Team

Glenn Gaudet If you’re like many Canadian investors, you’ve already started planning for your retirement years through savings vehicles like Registered Retirement Savings Plans (RRSPs), typically with a balanced portfolio of fixedincome investments such as bonds and equities to ensure you are properly diversified.

In addition to having a welldiversified portfolio, you need to develop investment strategies to help manage market fluctuations and safeguard your retirement savings. One proven strategy that takes advantage of changing prices and improves your odds of success in the face of volatility is dollar-cost averaging (DCA).

Dollar-cost averaging is an investing technique you may have heard of but may not know how it gets used.

The concept is straightforward – by purchasing smaller amounts of a given investment on a regular basis, rather than investing up front in a lump sum, you can reduce the risk of “buying high” by spreading out the purchases over a given time period.

Over time, this purchasing strategy can lower the average cost per investment unit and can help you manage unpredictable market volatility.

It’s a good way to manage your investment risk and help bolster your long-term returns.

Here is an example of how dollar-cost averaging can mitigate risk in a volatile market: Two investors each have $600 to invest. Investor A chooses to purchase a given investment (for example, units in a mutual fund) through a lump sum purchase of $600 on January 1st. They buy 58.8 units at $10.20. Investor B takes this advice and invests $100 a month from January through June and over the course of six months purchases units at an average price of $9.90.

WINTER SAFETY TIPS

GRCA Watershed Conditions Statement - Water Safety Stay off frozen natural water bodies The Grand River Conservation Authority (GRCA) and municipal emergency response agencies throughout the watershed are concerned about the increased use of frozen natural water bodies for on-ice activities, such as skating and ice fishing this winter. Most of these water bodies are not monitored for the purpose of winter recreation and may not be safe.

Ice fishing is strongly discouraged in areas where ice conditions are not monitored. Anglers are advised to avoid areas downstream of dams and stay off the ice at the mouth of the Grand River.

While colder temperatures allow for some ice formation, daily changes in temperature, wind, precipitation and underwater currents greatly affect ice conditions. This winter has been warmer than usual, with significant fluctuations in temperatures, adding to the risk. On rivers and creeks in particular, moving water can further weaken ice that may otherwise look stable.

Accessing frozen natural water bodies puts both the public and municipal first responders at risk.

Anyone who falls through the ice could experience hypothermia and death before

emergency services are able to aid.

Banks adjacent to rivers and creeks are very slippery and, when combined with cold, fastmoving water, pose a serious hazard. Parents are encouraged to remind their children of the risks associated with these hazards and keep pets away from all water bodies.

Select Grand River Conservation Areas, including Belwood Lake, Guelph Lake, Pinehurst Lake and Shade’s Mills are monitoring ice conditions and will offer ice fishing if conditions permit. For upto-date status of winter activities in Grand River Conservation Areas, visit www.grandriver.ca/activitystatus. These conservation areas are subject to provincial COVID-19 guidelines, and operations may change with little notice.
