COMMUNITY NEWS Green Energy Project proposed at Paris Landfill site Public Open House scheduled for November 16th to introduce the proposed 100-Megawatt Battery Energy Storage Project

By Casandra Turnbull A company specializing in renewable energy is partnering up with Brant Municipal Enterprises (BME) with plans to construct a battery energy storage facility in Paris. The first step of this Green Energy project, called the Brant Battery Energy Storage Project, is an endorsement from the municipality, via Brant County Council.

With municipal support it can continue through a rigorous submission process with the Independent Electricity System Operators (IESO).

The Resolution for municipal support was before the Policy Development Committee on November 7th. Boralex, a Quebec based company specializing in wind, solar, hydroelectricity and storage, wants to construct a battery energy storage facility on part of the former Paris Landfill site. The facility will connect to an existing Hydro One transmission line located on Powerline Road and will create on-demand energy into the provincial electricity grid. Boralex’s long-term reliability project is proposing an up to 100-megawatt battery storage which would be operational by 2028.

The site and project align with BME’s strategic objectives to leverage unused or underused county land to generate revenue and provide renewable energy or decarbonizing projects that assist in reducing the county’s carbon footprint.

BME will lease approximately 15.5 acres from the County of Brant Paris Landfill site, approved by County Council on October 24th. BME will then sublease this land to Boralex, should the project be awarded.

The County, through BME, will receive lease payments for the use of lands, along with a Royalty payment in line with other Community Benefit Agreements signed for renewable and battery storage projects.

COMMUNITY NEWS The project will provide reliable power capacity by drawing and storing energy from the grid during offpeak periods and releasing it back to the Ontario grid when the energy demand is at its peak.

The Policy Development Committee report, prepared by county staff, also stated that thorough studies, including a 4-season environmental impact study will be completed prior to the construction of the project to mitigate any potential conflicts. A significant investigation of environmental matters with the overall project will be completed for the approval by outside agencies (e.g., GRCA, Ministry of the Environment, Conservation and Parks).

If council endorses the project, that doesn’t mean it’s awarded. Municipal support is just one step in a long process outlined by the IESO. Boralex has until December 12, 2023, to submit its application. Full approval is not expected until sometime in 2024.

In a letter mailed to residents this week, Boralex Manager of Environment & Community Relations, Anjali Purohit, said the success of the project

depends on the involvement and support from the community.

A public open house to provide more information about the project is scheduled for Thursday, November 16th at the Brant Sports Complex from 4 pm to 8 pm. Boralex will have a team of experts on hand to answer questions and provide insight into the project’s technical and environmental aspects.

Councillor Steve Howes was pleased there’s an open house to give more background on the project as he stated the average resident of Brant knows little or nothing about this endeavour.

Councillor Lukas Oakley said the project ties in nicely with the County’s Climate Action Plan, especially now as they prepare to update the plan originally adopted in 2019.

“It’s great to see an underutilized piece of county property going towards a green energy project like this and I hope to see more in the future,” said Oakley.

R E M E M B R A N C E D AY Remembrance Day ceremony today at the Cenotaph at 11 am – downtown streets will close

By Casandra Turnbull Legion members and veterans are expecting a larger turnout as Remembrance Day falls on a Saturday this year.

Today, November 11th, Grand River Street North in downtown Paris will be closed at 10:30 am for the Service. Legion President Donald MacLeod said this year there will be more speakers placed across the road from the cenotaph to give people further away the opportunity to hear the service if

they can’t get a sport up close.

The Colour Guard will march in at 10:40 am, followed by guests of honour – veterans, first responders, Guides & Scouts, local dignitaries and the Ayr-Paris and Paris-Port Dover Pipe Band.

The Service, led by local man Dale Kitchen, starts with a moment of silence at 11 am.

In the interest of time, some wreathes will be placed in advance of the service and wreathes from local service clubs, dignitaries and fallen soldiers, will

be placed during the service.

Children from area schools will perform O Canada, God Save the King and will recite in Flanders Fields.

A post service luncheon is open to the public at the Paris Legion, located at 70 William Street in Paris. If the weather cooperates, the patio will be open as well.

If you plan to attend the Service, please arrive ahead of time as the OPP will close the streets by 10:30 am.

R E M E M B R A N C E D AY Two World Wars changed the Town of Paris Forever

In the years leading up to 1914, the people of Paris viewed war as the ultimate adventure. They associated war with historic triumphs like the Plains of Abraham, Queenston Heights, Waterloo, and Trafalgar — moments when soldiers earned honor and the civilian population celebrated their victories vicariously. Military events were intertwined with social gatherings and grand spectacle. In 1912, the establishment of the 25th Brant Dragoons company in Paris and the conversion of the old Central School into an armory reflected this connection.

On the night of August 4, 1914, news reached Paris between nine and ten o'clock that war had been declared between Great Britain and Germany.

In response, the Citizens' Band gathered opposite the fire hall and began playing patriotic songs. The stirring notes of the national anthem, "God Save the King," and other familiar tunes drew a large crowd.

The people joined in singing and cheering enthusiastically. Later, the Boy Scout Bugle Band paraded through the town, accompanied by torchbearers. The cheers for King George V echoed continuously.

Alfred Scott, a plumber, local scoutmaster, and reservist in the 2nd Battalion of the West Durham Light Infantry, became the first Paris resident to be called for active duty.

His departure on August 6, 1914, was marked with a grand send-off by the

King’s Ward School at 3 Broadway St., Paris, was built in 1881. By 1910, the school was closed and the building became the Paris Armoury, which was demolished in 1972. The present Paris Central School is now on this site.

citizens of Paris. During the war, the Canadian government provided a monthly separation allowance of $20 to the wives of enlisted soldiers.

Husbands were required to give half of their monthly pay, approximately $16.50, to support their families.

However, if there were children, the families often faced financial hardship.

To alleviate the hardships faced by soldiers' families, the Patriotic League was established in August 1914 with the aim of raising funds.

Shortly after the war began, the league provided support to ten families in Paris. Over time, the league managed to raise a total of $1,940, continuously collecting funds throughout the war. Members of the Prince of Wales Chapter, Daughters of the Empire, tirelessly sought subscriptions for the purchase of a machine gun, which would accompany the Paris boys to the front lines. Mr. and Mrs. John Penman also made a generous donation of another machine gun. In Paris, $2,001.13 was

collected to purchase a MotoAmbulance to be given to the Red Cross. Ditty bags, packed with handknitted socks, toiletries, cigarettes, and treats, were sent to the soldiers who eagerly awaited these thoughtful gifts. The first high explosive shell manufactured in Paris was proudly displayed in the window of J. H. Fisher and Sons store, showcasing the town's contribution to the war effort.

At around 4 a.m. on November 11, 1918, the news arrived that an armistice had been signed to end the Great War. However, this information was withheld until 6 a.m. when it was officially announced to the citizens of Paris. Bells rang, whistles blew, and people poured out onto the streets to celebrate. By 8 a.m., Mayor Robinson addressed the crowd with a few brief words, followed by hymns, prayers, and the National Anthem. It was a moment of gratitude and jubilation for the people of Paris.

L O C A L H I S TO RY Sunday, September 3, 1939, dawned in Paris with warm sunshine and a gentle breeze meandering through the bustling business section of Grand River Street. As the day unfolded, a special edition of the Brantford Expositor paper, carried by the breeze, scattered rumpled sheets along the sidewalks and roadway. The usually vibrant area appeared desolate, devoid of cars, pedestrians, or any lively discussions. The atmosphere exuded melancholy and a sense of foreboding. The Paris Star later reported that Parisians greeted the British declaration of war on September 3 with somber silence.

How different it was from August 4, 1914! There were no exuberant crowds, no blaring bands or bugle corps, no thrilling parades, no impassioned speeches, no prayers for swift victory and the humiliation of the enemy. In 1939, Parisians seemed apprehensive, likely influenced by the stories they had read about the First World War and the realistic films they had seen, such as "All Quiet on the Western Front" and "Journey's End." In November 1939, the valedictorian at Paris High School aptly expressed were primarily fighting on behalf of this sentiment in her speech, stating, Great Britain, the King, and the "The horrors of war haunt us."

There were no celebrations, no official send-offs for volunteers, no band music, parades, speeches, or crisp $10.00 bills. In fact, when the first high-school boy enlisted, there was no ceremony at the school, and some of his fellow pupils expressed their lack of enthusiasm, commenting that he must be "nuts" or that he would soon regret his decision. Sadly, the fate of that particular volunteer remains unknown, as he was killed during the Dieppe raid, causing anguish for his family and friends.

COMMUNITY SPOTLIGHT Nearly 90 years of downtown entrepreneurship comes to an end Three generations of Toughs operate downtown hardware shop from 1936 - 2017

By Casandra Turnbull While many downtown cores across Canada struggle to remain relevant and vibrant in the face of rapid growth, Paris' main artery is full of evolution which continues to blossom with every new business that opens shop. Yet it's not just the new additions that draw tourists and shoppers from all around, it's the steadfast entrepreneurs with ties to Paris' earliest days that bring the real depth and validity to our downtown.

While it was a sound personal decision for the Toughs, lifelong Parisians watched anxiously as the sold signs went up in the windows of the former Tough & Son Properties located on the corner of Grand River Street North and Mechanic Street.

Outweighing the solemnity of the situation was a natural curiosity of what is next for this historic storefront?

"I'm looking forward to seeing what they will do, how they will make the building better and make downtown better," said Sheila Tough.

This past September a big chapter in Paris' historic core came to a quiet close. After nearly 90 years of business, passed through three generations of family members, Bill & Sheila Tough bid adieu to They, being Losani Homes, the

newest owners of the cornerstone building, adjacent to the cenotaph since the early 1900s. While neither Bill or Sheila know exactly what the future holds for the building, both are happy to see it will live on to continue to grow with Paris.

The Toughs recall the process of selling, saying while they were quite likely a tiny spec on Losani's radar, to them the sale was monumental. Three generations of Toughs built a legacy there.

Like most things in life, it's hard to break pattern and let go of the known, but it was time, said Bill, who always knew he didn't want to be a residential landlord by the time he was 70 years old. Cont’d on page 15

COMMUNITY SPOTLIGHT With that magic number approaching, it was time to put the building up for sale. It was a decision made easier when their biggest tenant, Home Hardware, decided to move its operation to Rest Acres Road. Bill had already sold Tough's Home Hardware to new owners in 2017 and was enjoying a semi-retirement.

The decision to list it was a big sell indeed- eight residential units on the upper floors and several commercial store fronts on ground level facing both Grand River Street North and Mechanic Street. So, finding the right buyer was going to be a challenge.

Bill and Sheila also had a big stipulation - the new owners had to agree to assume the tenants, some of whom have lived in the apartments for 25 years.

"So much of it (the contents) had history. Bill would tell me so many stories as we sorted through things," said Sheila. Maybe it was the nostalgia or the desire to not add to the landfill, but the Toughs made a great effort to ensure nothing went to waste. Collectors, antique dealers and pickers rummaged through the basement and their makeshift shop. Some items, like a lot of old tools passed down through the generations, were just too precious to give up. Other items were donated with the hope that they could find new purpose.

So, they pulled some of the heirlooms to the main level where the Hardware store operated for so many decades, and they set up a second-hand shop of sorts to sell off some of the valuables.

"We sold this fireplace mantle to a woman in Waterford," said Bill. "She sent us pictures of it refurbished," and that was heartwarming to see because the mantle was once the centrepiece of his grandmother's home, which is just next door to his

COMMUNITY SPOTLIGHT It wasn't just the heirlooms that drew attention.

Curious residents stopped to talk and take advantage of the opportunity to get one final guided tour of the historic building. Sharing his knowledge of the building was a satisfying way to say goodbye to his family's legacy that dates to 1936.

Bill's grandfather, William W. Tough immigrated from Scotland when John Penman brought him to town to work at Penman's as a millwright. William eventually landed a job at Mr. Brook's Hardware Store on Grand River Street North in the 1930's and when Mr. Brook's became ill, William bought the store in 1936 and changed it to Wm Tough's Hardware.

During the 1930's, Wm Tough's Hardware was not the only business to occupy the space. It was a shared store front with F.P. Blackhurst Menswear and J.P. McCammon Furniture & Undertaker. Yes, that's right, one stop shopping in the 1930's meant you could buy the tools to build your own coffin, buy the suit to be buried in and hire the undertaker to conduct your funeral, all in one convenient location (talk about giving Amazon a run for its money)!

By 1950 the name changed to Wm Tough & Son Hardware as William's son (Bill’s father) David became the second generation to buy into the business. The space was condensed from three commercial units to two - Wm Tough & Son Hardware and J.P. McCammon Furniture & Undertaker and it would remain that way until 1970 when Tough's Hardware expanded to fill the entire commercial space.

The upper floor space was used to house the Imperial Order of Odd Fellows (think off shoot of the Masons) and were not converted to residential units until the late 60s or early 70s.

Bill's father, David Tough, owned and operated the hardware store after William died in 1961 up until Bill and Sheila took over in 1987.

David was still involved in various capacities until his death in 1999.

Bill’s lifetime of memories at 30 Grand River Street North are far too many to share in this story. From sweeping the floor as a kid to his first job the summer he was 12 years old, Bill spent countless hours watching and learning the ropes of the business so it was no surprise he would one day inherit it.

“I cleaned shelves for my grandfather in the 1950s and was paid 25 cents. I went to Taylor’s Cigar Store for a chocolate bar and a bottle of pop. I would return the pop bottle and get two cents back and then I would buy candy,” Bill remembers.

Asked what he considered to be the biggest change in business over the decades is the consumer’s mentality shift from ‘fix it’ to ‘replace it.’

“When I was a kid, everybody fixed everything. You’d buy the little pieces to fix your kettle, now adays you throw it away and get a new one. Everything is so disposable.”

To that point, when bills grandfather and father operated the store in the 60s, it was full service. They sold product but also repaired things too – such as lawnmowers, appliances, basically anything that could be broken could be fixed.

As the Toughs head into a new era away from retail, yet still settled in the town that holds such familiar history, Bill and Sheila’s next steps are less hectic than the entrepreneurship road they travelled for so many decades.

“We just want to stay in good health, carry on living as we continue with volunteer work and do a bit of travelling,” said the couple.

Congratulations on a well-deserved retirement. Tough and Son Properties will always remain connected to the history of Paris’ downtown.

It’s that time dear readers: drop your pumpkins off at Brantwood Farms, dust off your evergreens and mistletoe because - whether you like it or not - it’s officially festive season!

If the whipping wind and drop in temperatures weren’t big enough clues, one of the heralds of the holidays in Paris is the Kindred Spirits’ annual Christmas in Paris event always held the first weekend of November.

Popping up at the Paris Fairgrounds for its 32nd year, Christmas in Paris is a unique shopping event which features local artisans of Paris and the County of Brant. With so much talent locally, it’s not surprising that the show stretched across all three rooms in the Special Events buildings last weekend and was very well attended from beginning to end.

The Kindred Spirits, a local artist group, has hosted Christmas in Paris for over 30 years now. The diverse display of artistic talent is always a shopper’s delight the first weekend of November and this year was no different!

COMMUNITY NEWS County receives funding to combat invasive Phragmites MEDIA RELEASE - The County of Brant, ON, was awarded $5,820 from the Green Shovels Collaborative’s Invasive Phragmites Control Fund to combat the invasive plant, Phragmites.

This project joins 20 others from across Ontario supported through the Invasive Phragmites Control Fund, a granting program made possible by an expanded investment of $250,000 from the Ontario Ministry of Natural Resources and Forestry.

Invasive Phragmites is an aggressive plant that spreads quickly and poses a considerable threat to Ontario’s environment and economy.

Phragmites outcompetes native species for water and nutrients. Growing up to 5 metres in height and up to 1 metre below ground, Phragmites forms dense stands that generally provide poor habitat and food for wildlife, including several species at risk.

Investing in a collaborative, sustained solution to Phragmites is well worth it. A study estimated total economic benefits realized by controlling Phragmites could exceed $113 million annually in Ontario. An investment in Phragmites control would pay dividends in preventing the many

Guests had the opportunity to meet the facility’s yoga teachers, staff and wellness practitioners while enjoying some live music and tasty appetizers prepared by Juniper Dining Co. Local job market bounces back in October BRANTFORD (Nov. 3) – The Brantford area’s unemployment rate fell last month, reversing some recent job losses.

October saw the Brantford-Brant jobless rate drop to 4.1%, down from September’s 4.7%, according to seasonally adjusted estimates from Statistics Canada, which came out last Friday.

By comparison, both the national and provincial unemployment rates grew. Canada’s increased to 5.7% despite employment growing by a modest 18,000, while Ontario saw its rate climb to 6.2%.

Brantford gained an estimated 900 jobs in October, bouncing back from weaker numbers seen for the previous two months.

The local job market also maintained its bragging rights of having the lowest unemployment rate compared to nearby communities. Hamilton was the next lowest at 5.2%.

Brantford and Hamilton job numbers moved in the same direction last month. Both areas grew their labour forces, increased employment – particularly in service industries such as transportation, warehousing and education - and saw fewer people out of work.

“There’s a lot of similarity right now between the labour markets in Brantford and Hamilton,” said Danette Dalton, executive director of the Workforce Planning Board of

Grand Erie. “There are thousands of people who commute daily between the communities in each direction.”

There were about 1,900 job postings in October on Grand Erie Jobs, the community online job board operated by the Workforce Planning Board. That was down 19% from September and 3% fewer companies posted positions.

“There has been a decline in the number of online job postings over the last several months, but that isn’t unusual,” Dalton said.

“There’s a seasonal nature to the labour market and hiring can slow in the Fall months and then pick up in January. The same was true for last year.”
