In fact, it is not enough to simply respond; a framework of people and equipment is needed, which is ready to jump into action and provide whatever assistance is needed. Locally, that framework is the responsibility of the Fulton County Emergency Management Agency. EMA’s primary responsibility is “planning and miti-

gation,” explained Deputy Director Kraig Smith. “EMA establishes plans for the whole community in the event of an emergency such as flooding, tornadoes and other natural disasters.” The agency also provides guidance and resources for local businesses in securing hazardous materials and evacuation plans during an emergency, as well as logistical support for fire, police and EMS personnel. Smith, who was a volunteer fireman for 19 years, recalled the 2011 Centennial Building fire in downtown Rochester, which involved every available emergency response unit for over 36 hours. EMA assisted in numerous ways, includ-
ing providing water, food and coffee to exhausted firefighters. On the mitigation side, EMA staff are in constant contact with the National Weather Service to keep abreast of threatening storms or hazardous heat waves and also designate heating and cooling shelters for vulnerable individuals. “Anything the general public would need we provide.” Another “major cog in the organization,” Smith mentioned, are amateur radio operators. “I rely on them very much for communication.” EMA’s responsibilities include “a little bit of everything,” Smith commented.
Perhaps the most important resource EMA can provide, however, is volunteers to perform these myriad tasks, something Fulton County is severely lacking. Currently EMA has only eight volunteers, according to Smith. “My goal is to have 20 to 25.” Volunteers not only assist during emergencies, but help out at major events such as Akron’s Fourth of July celebrations, which stretch the resources of small town police departments. Smith hopes a recent contribution from Duke Energy of $2,500, which will go toward equipment, uniforms and training, will help fill the gap. Continued on page 3
