It is time for the 28th annual toy time event in Kosciusko County.

An annual tradition, the event helps the community by providing new toys from the sale of older toys.

Organizer Ami Pitt, who has been organizing the event since its inception, said the event is about helping the community and spreading the message of Jesus Christ.

“This is a great way to clean out toy boxes and help your neighbors,”

said Ami Pitt. “We take any child’s items, and we need books, too,” who added, but no car seats.

Pitt first volunteered with CCS in 1993, organizing the first Combined Community Services Christmas Toy Give Away. Ever since, she has helped coordinate and organize the toy time consignment sale.

Pitt is the case manager for Project Independence and The Hand-Out program for CCS. “In four days, we priced about 13,000 toys,” Pitt said. “We will take every precaution when bringing in toys.”

tribution of toys from Toys for Tots.

Brotherhood Aimed Toward Education, or ABATE, also helps by providing baby through teen items and bikes.

Proceeds from both of the sales helps buy new toys for CCS to distribute.

“The new toys not sold can be rehomed to be put under a Christmas tree,” said Pitt.

Pitt stated parents may empty toy boxes and drop them off from 9 a.m. to 9 p.m. Dec. 13-16, at the Kosciusko County Fairgrounds in Warsaw.

a.m. to 9 p.m. Dec. 18 and from 9 a.m. to 3 p.m. Dec. 19. A toy giveaway is from 9 a.m. to 9 p.m. Dec. 21 and from 9 a.m. to 3 p.m. Dec. 22, also at the fairgrounds.

Bring good quality used toys and children’s items to the fairgrounds, and “We will price them and package them and put them on sale,” said Pitt.

Gift wrapping paper is also a helpful donation. Donations of Bibles for adults and children are needed.

“We’ve helped 500-plus families receive 350 Bibles,” Pitt said. “Jesus is still the best gift of all.”

Kyle Carter has a passion to use technology to help students, teachers %\ 7,0 $6+/(< 6WDII :ULWHU Kyle Carter wants the latest and greatest in technology, but not because the latest smartphone would look nice in his hand or it would just simply be fun to have the latest device.

Instead, he wants to see technology used in a way that will equip students to succeed in a digitally driven world and to accelerate learning. Carter is the chief technology and data analytics officer for Warsaw Community Schools.

Carter has a broad resume with public education experience including classroom teaching for seven years, an instructional coach for two years and then a principal for seven years before moving into his current role when the 2021-22 school year started.

A native of Warsaw, he graduated from Warsaw Community High School in 2001. “I knew fairly early in life I wanted to be a teacher,” he said. “I had some really good teachers.”

One in particular was Beth Crammer in third grade. “She stood out for sure,” Carter said, recalling she really cared about her students and saw teaching as a

personal investment in the lives of her students.

After graduating from WCHS, it was on to Grace College to major in elementary education and graduate in 2005. He didn’t have to go very far for his first teaching job.

“It was right next door to Grace College,” he said, teaching sixth grade at Jefferson Elementary School.

Classroom teaching was certainly fulfilling, but Carter chose to accept a position as an instructional math coach for all grades in the school district. He did this for two years and it allowed him to see different projects and perspectives.

“I found out really quickly how much we want to invest in our teachers and help them to grow,” he said, adding he learned as much from the teachers as he taught them. “It was a very rewarding role and could impact learning.”

Then it was another transition time and he accepted the principal position at the school he taught at, Jefferson Elementary, beginning with the 2014-15 school year. “My goal was ultimately to be an elementary school principal,” he said.

Carter said he wasn’t seeking his current role, but he has always been passionate about using tech-

nology to accelerate learning and to use data to make instructional decisions. He was one of the first teachers in the Warsaw school district to have students use electronic devices in the classroom.

Now he utilizes data taken from student assessments to help students learn better. “We don’t just test kids to test them,” he said.

He emphasized “this is a total team effort” and “I look to insure we have the best technology for our students and to help teachers enhance learning in the classroom.”

Students in all grades have an electronic device for a typical fouryear cycle. They can keep that device after four years if the repairs are current because it is already being paid for through textbook rental fees.

A big project in the works is replacing projectors in classrooms with some type of interactive touch screens. Also using document cameras to project data onto the screens.

Carter said teachers have been using different platforms such as Google Classroom, Seesaw and Canvas. STEM classes are “moving further down the road” including building robotics fleets.

The event is sponsored by Redwood Tax Specialists, Wagon Wheel Center for the Arts, and Kensington Digital Media.

When you shop at one of the participating local businesses, receive a stamp on passports. Once you have at least five stamps, you will eligible to win prizes at the end of the event. For every additional five stamps, you will be entered into the drawing again. The grand prize, sponsored by Redwood Tax Specialists, is $500 in Kosciusko Cash.

Cast iron pan tips Good neighbors: My care for my iron fry pan I’ve used for 60 years. Take it and scrub very good with a stainless scrubber. Dry. Put on low heat and put a quarter size bacon grease in it to melt. I have bacon grease in a small glass jar in the fridge to fry eggs, potatoes, etc. Makes great taste. For bacon grease, fry strips of bacon and save the drippings.

I don’t wash my pan every time I cook because it destroys the seasoning. — A reader

Shepherd’s pie Good neighbors: For the good neighbor wanting a recipe for shepherd’s pie. I found this one in a 1927 cookbook. Chop 1 pound of cooked meat cold.

Mix in 2 tablespoons bread crumbs, 1 chopped onion, 1 tablespoon chopped parsley, 1 cup cold gravy, salt and pepper to taste, 2 tablespoons butter, 1/2 teaspoon powdered dry sage, 1 tablespoon catsup.

Mix well and turn into baking dish and cover with thick layer of seasoned mashed potatoes. Brush top with beaten egg and dot with pieces of butter and bake for 30 minutes.

Shepherd’s pie: Prepare mashed potatoes and set aside. Brown 1 1/2 pounds of ground beef with onions, then mix with one can of Campbell’s tomato soup (no water added). Add one drained can corn and one drained can of drain green beans. Mix well, place in deep casserole bowl, spread mashed potatoes on top, bake at 325 for half an hour, slice thick wedges of cheddar cheese place on top and cook until cheese is melted. Enjoy!

ENTERTAINMENT Famous artist Henri Fantin-Latour %\ '$5/$ 0&&$0021 *XHVW :ULWHU Ignace Henri Jean Theodore Fantin-Latour was born with a cumbersome list of names. This was sensibly shortened later to Henri Fantin-Latour. I found no explanation for the renaming, but my imagination immediately drifted to his having to scribble that long name on his artwork and what art it was. I am sure even the inscribing of his name would have taken much thought and study for his meticulous and recognizable style.

You may have noticed, as we have progressed, through this series of famous artists a group called “The Impressionists” often included artists, who were decidedly not impressionistic in their style of painting. Several of these artists, such as Latour and Degas, were far more studied and detailed in their well-planned work than the plein-air artists whose canvases were characterized by broad brush strokes and very loose work done primarily outdoors. Perhaps Latour and Degas were included in this less structured community of artists simply because of their friendships with most of the advocates of impressionism.

Latour was born Jan. 14, 1836, in Grenoble, France. In his early years, Latour’s father was initially his art teacher. They worked together until Latour became very proficient in pastel works, the chosen medium of his father.

Later in his life, Latour moved to oil and other mediums. He also developed an extreme proficiency in lithography. His lithography is still honored and recognized today for its fine quality.

Latour continued to improve as an artist. During this time he met, then married, Victoria Dubourg, a fellow artist. From that time they spent each summer at the estate of her family, where they vacationed and each spent time in the pleasure of painting together.

Life with Dubourg helped Latour as she was also an accom-

He became very well know for his excellent portraiture and his still life artwork, thus he was invited to exhibit at the world-famous Paris Salon.

Latour’s work is still appreciated today and is held in many museums around the world.

Latour was 68 when he died at his beloved estate in Normandy, France. His widow donated a large offering of his lithography to the Louvre, where it is enjoyed by visitors today.

Sherri Johnson’s exhibit is through December at Warsaw City Hall. Hours are 8:30 a.m. to 4 p.m. Monday through Friday. A fall art show is from 11:30 a.m. to 4:30 p.m. Wednesday through Saturday, at Lakeland Art Gallery, 302 E. Winona Ave., Warsaw.

Cardinal Services to reallocate funds to Head Start programs %\ /$6&$ 5$1'(/6 6WDII :ULWHU Cardinal Services will be allocating 2022 nonprofit funds received from the county to its Head Start and Early Head Start programs.

Cardinal Services Executive Director Matt Boren requested a reallocation of 2022 funds at the Kosciusko County Commissioners meeting Nov. 23.

Boren told commissioners when Cardinal Services completed the application for 2022 nonprofit funding, it requested funds for three areas: the Head Start/Early Head Start program, Kosciusko Area Bus Service and employment services.

“As you know, last year we had some funding for our direct support professionals who work in the community with individuals with developmental disabilities and that really helped us address some staffing concerns we were having,” Boren said. “However, the Head Start program was not included in that. Their funding

was not increased and their wages are substantially lower.”

Boren said recently, with the vaccine requirements for federal programs and the general staffing shortage, Cardinal Services has identified some “pretty severe staffing shortages” in that program.

To address this situation short-term, Boren said, he would like to use the full amount of funding granted by the county toward Head Start and Early Head Start funding.

Boren said this would give them time to adjust wages and address issues that exist in the program. He said a process has already been started to obtain additional funding for the Head Start program. They are also looking at “a change of scope” to decide how best to serve the community, which could mean adjusting program hours or the number of classrooms to ensure they have competitive wages to attract the talent needed for the area.

“I know the county typically just gives us a grant award which we receive for the full amount we requested and

there’s not specific language in there saying it has to be designated this way, but I know that in our application we said we were going to do it a certain way so I didn’t feel right just doing that on our own without coming and requesting your permission to do so,” Boren said.

Commissioners Vice President Cary Groninger pointed out there’s a waiting list to get into the Head Start program. Groninger said he sees the program as a huge asset to the community and is in full support of Cardinal Services using the funding as Boren sees fit.

The request for allocation of funds was approved.

Commissioners also approved a railroad crossing closing agreement with Norfolk Southern.

The agreement addresses the proposed closing of the crossing at CR 400E. The crossing is west of Sidney, in the southern part of the county.

County Attorney Ed Ormsby said there are some conditions that have been negotiated with Norfolk Southern for the closure, which is being considered at Norfolk Southern’s request.

Salvation Army opens its 100th Christmas campaign New Life Christian Church and World Outreach will match every dollar with a dollar for up to $2,500 raised at the Salvation Army kettles as of Saturday, Nov. 27. Kettles will be located at Walmart and Kroger in Warsaw and Neighborhood Fresh in North Webster and Syracuse.

counter kettles inside.

The Salvation Army opened its 100th Christmas campaign Thanksgiving weekend. Peeople, who are interested in ringing bells may sign up at www. registertoring.com.

The annual campaign will run through Dec. 24 and it helps raise funds to help others not only at Christmas but throughout the year.

If the county passes the resolution supporting the closure within 120 days, Norfolk Southern will pay the county $250,000.

Norfolk Southern will also pay for all labor, materials and equipment and reimburse the county for barricades erected by the county at the crossing and construct a suitable turnaround on the south side of the tracks to become part of the dedicated roadway. Norfolk Southern will also extend two existing culverts underneath the tracks.

In addition, there are also contemplated future projects that will be subject to separate agreements. If those future projects are approved by all necessary government entities, Norfolk Southern will pay an additional $100,000 to the county.

According to Will Miller, Norfolk Southern public safety director, the project is expected to be completed by the end of the year. The project has been under consideration for a couple of years but wasn’t funded until 2021.

“Every time we close an intersection between highway traffic and rail traffic, we certainly eliminate the incident of any accident happening at that location. This project does that, but it also really shifts our traffic where we need to hold traffic. This is a very busy corridor between Chicago and Fort Wayne,” Miller said. “Currently, we run about 32 trains a day on this line. As trains get longer, we have to have suitable places to store them without interfering with the traveling public’s mobility and that’s what this project does, really, it takes any future frustration off the table and it’s a win-win for the county and for Norfolk Southern.”

“It’s already a siding … it’s

just not the length that we really need to accommodate the freight trains that are moving in this part of the country so we’re extending the existing siding to about three miles in length,” Miller said.

In another matter, commissioners voted to table a rezoning request after the petitioner asked for more time in order to provide additional information to the Area Planning Commission.

The petition is to rezone ground from residential to commercial on the west side of SR 15, at the intersection with Dixie Drive, just outside the town limits of Silver Lake. The property is owned currently by the Silver Lake Wesleyan Church. Kosciusko County Area Planning Commission unanimously recommended denial of the rezoning petition earlier this month.

In other news: • Jaclyn Franks – Purdue Extension – A 2022 contractual service agreement between the county and Purdue Extension was approved. In addition, Emily Lue was introduced as the new assistant ANR educator for Purdue Extension.

• Commissioners approved County Highway Superintendent Steve Moriarty’s recommendation all bids for 2022 annual highway supplies be accepted.

Moriarty also received permission to purchase two vehicles for 2022.

• A petition was approved for Lori Lea Schrader to rezone one acre from commercial to residential in the small, unincorporated community of Wooster on Washington Road in Washington Township.

The next regular meeting will be 9 a.m. Dec. 7.

YMCA pauses merger plan due to long-term ramifications After working to reach an agreement with the City-County Athletic Complex, YMCA leadership steps back from merger.

The Kosciusko Community YMCA pulled out of negotiations to merge with the CCAC as part of an initiative to expand wellness opportunities in Kosciusko

County. After reviewing the terms set forth by the CCAC, the YMCA determined that the merger, given the desired contractual requirements and financial support implications, poses more risk than is prudent to continue to pursue.

“While we see a lot of synergy

between our organizations, we are disappointed that we could not come to an agreement,” said YMCA Chief Executive Officer Jim Swanson. “Our first priority for our community is to create innovative and accessible wellness opportunities. Unfortunately, the CCAC’s terms for this merger

would have inhibited us from achieving that goal.”

After several months of positive discussions, the partnership ultimately fell through due to the concerns expressed by the KCCRVC Board, as noted in the Nov. 13 InkFreeNews.com article, which would likely impact fund-

ing and the CCAC contractual requirements. The YMCA looks forward to pursuing other opportunities that will benefit the health needs of the community.

“We are a full-service lawn and garden center,” said Ed Clayton, who owns the business with wife, Judy. “We carry seeds, hanging baskets, annuals and perennials. We also do bulk garden seeds.”

“We can decorate them how you want. I do Christmas tree wreaths, too,” she said. “We make all of our own wreaths, so they are very good quality.”

Clayton’s has a nice selection of Christmas trees, big or small, and fresh green live ones. Also straight off the mountain of the Tar Heel State, Frazier firs are now available at Clayton’s.

“North Carolina Frazier fir Christmas trees, which are the best firs,” said Ed. “We also get Christmas trees that are grown locally. We have trees that are 14-foot tall to 10-foot tall.”

Clayton’s specializes in Michael Carr Designs, all handmade pottery from Vietnam and southeast Asia.

It also carries old-fashioned gift baskets. The baskets include peanuts, mixed nuts, caramels, oranges, halos, pears and apples. Pre-orders are preferred; a one-day notice would be appreciated as quantities are limited.

She was born Aug. 4, 1946.

Surviving are sons, Daniel Bartels, Syracuse, David Gould, Columbia, Tenn., Steven Bartels, Pierceton, and Edwin Bartels, Syracuse; a daughter, Sherry Martin, Hartford; 10 grandchildren; several great-grandchildren; and a sister, Cinda Clayton, Syracuse.

Private family burial took place in Syracuse Cemetery. No public services were held. Owen Family Funeral Home, Syracuse, was in charge of arrangements.

She was born June 25, 1943.

Surviving are daughters, Lisa Creekmore, Claypool, Christina Crace, Argos, Lorena Seaitz and Laura Garner, both of North Carolina; sons, Charles Dreher Jr., Robert Dreher and Jack Dreher, all of North Carolina; many grandchildren; many great-grandchildren; a brother, Mitchell Bradford, North Manchester; and a sister, Linda Jackson, North Manchester.

Services were held Nov. 24 at God’s Highway to Heaven Church, Warsaw.

Burial was in Oakwood Cemetery, Warsaw. Titus Funeral Home, Warsaw, was in charge of arrangements.

Barbara Carol Basore Barbara Carol Basore, 79, North Manchester, died Nov. 21, 2021.

She was born Oct. 4, 1942. On Dec. 9, 1961, she married Otto L. Basore, who preceded her in death.

Surviving are sons, Dwight Basore, North Manchester, Chad Basore, Granger, Wash., and Wendel Basore, North Manchester; daughter, Gretchen Good, Palmer, Alaska; sister, Ardis Reavis, North Manchester; eight grandchildren and five greatgrandchildren.

He was born Feb. 14, 1979. On April 22, 2000, he married Shonda Brown; she survives.

He is also survived by a daughter, Madison Burchett, Warsaw; a son, Wyatt Burchett, Warsaw; a brother, Christopher Burchett, Warsaw; a sister, Suzanne Bechtold, Wabash; and his mother, Barbara Burchett, Warsaw.

She was born Aug. 26, 1935. On May 28, 1955, she married Kay A. Flenar; he survives.

Also surviving are her children, Teresa Weaver, Claypool, Kimberly Garey and Gary Flenar, both of Etna Green; six grandchildren; a greatgrandchild; sisters, Pat Mullins and Beverly Carter; sisters-in-law, Linda Flenar and Tammy Cole; and nieces and nephews.

Grace College launches American Marketing Association chapter The Grace College School of Business is partnering with the American Marketing Association to open a chapter on its campus. Grace is only the fourth school in Indiana to begin a chapter.

The college will host its first chapter meeting from 4-6 p.m. Friday, Dec. 3, at the Manahan Orthopaedic Capital Center, 610 Wooster Road, Winona Lake. Marketing professionals in the community are welcome to attend the meeting.

“This is a huge opportunity for us at Grace to bridge the gap between marketing students and marketing professionals,” said Heidi Miller, assistant professor of marketing at Grace. “Our chapter mission is to create an experiential learning environment within the field of marketing and foster opportunities for students to develop professional competence and demonstrate active service in our greater community.”

The first meeting will include a presentation from Lore Gill, the AMA director of community experience, as well as Dave Grout, a local marketing expert who serves as president and owner of Timberline Team Consulting. Afterward, attendees are invited to enjoy pizza and cake in the Grace Alumni Hospitality Suite.

“Having a chapter of the American Marketing Association on the Grace campus will help students develop and pursue meaningful careers in marketing which will promote academic achievement, professional development and networking within the community,” said Grout. “It is an honor to speak to students about the intersection of marketing and ethics in today’s complex and ever-changing business world.”

Summer Engle, a marketing student at Grace and student presi-

dent of the AMA chapter, has big hopes for the group.

“It’s our goal to provide AMA members with opportunities for personal growth by participating in professional development, community service, networking events and fundraising activities,” she said.

“I’m excited to see how this group empowers marketing students to pioneer leadership and development in our community.”

The group has plans to participate in four community-focused events and help provide marketing services for nonprofit organizations in the community, such as Fellowship Missions, Habitat for Humanity and Combined Community Services.

“Not only is Grace the fourth chapter in the state, but we are also the first faith-based chapter in Indiana,” said Miller. “We are going to really press into that. We want to leverage this group to serve others, partner with the community and produce marketing professionals, who are excellent in their craft.

‘Cram the Tram’ benefits Toys for Tots Echoes of the Past will be collecting toys to benefit the Toys for Tots program currently happening in Kosciusko County.

The program began in 1947 and is overseen by the U.S. Marine Corps. The club will be working in conjunction with Dave Morales and local coordinator, Chris Cage. The Toys for Tots campaign collected 7,797 toys in 2020 and distributed them to 2,820.

The Echoes of the Past members are hoping to fill the tram will new toys to give to children in the area. Those wanting to

help the club fill the tram with new unwrapped toys may drop them off at one of three locations.

Splendor Boats, located at 650 E. Winona Ave., in Warsaw, is open from 9 a.m. to 5 p.m. Monday through Friday for drop off in the showroom.

People may also drop off toys at the Splendor Boat showroom, located at 9526 SR 15, Silver Lake.

The showroom is open 8 a.m. to 4:30 p.m. Monday through Friday.

A third option for toys is Tractor Supply Company, 3294 US 30, Warsaw. The store is open Mon-

day through Saturday 8 a.m. to 9 p.m. and 9 a.m. to 7 p.m. Sunday. People can shop for farm toys while there and drop them in the box before leaving.

The club thanks everyone supporting this cause and helping “cram the tram” full of toys for needy children, who otherwise may not get to feel the joy of Christmas. It is the generosity of others that brings the true joy of Christmas.

Grace College co-hosts budget committee Grace College and the Independent Colleges of Indiana co-hosted the state budget committee Oct. 26 at Grace College’s campus.

The day included a presentation from Warsaw Mayor Joe Thallemer, a Grace College update from Executive Vice President Dr. Drew Flamm and a tour of campus and The Village at Winona Lake. The evening concluded with a dinner reception where the group was joined by representatives from regional ICI institutions and local community leaders.

“We are thankful for the work ICI does to advocate for private, higher education institutions in Indiana and arranging meetings such as this,” said Flamm.

“It was our honor to welcome the state budget committee to Grace and introduce them to many of our local partners.”

Ryan Mishler, member of the Indiana State Senate and current state budget committee chair, organized the event. For Mishler, who attended seven consecutive Lancer basketball camps as a child, returning to Grace College was nostalgic.

“It was great to bring the state budget committee to Grace College this year,” said Mishler. “Grace College means a lot to me. I have many precious memories here. Lancer Camp was always about more than improving my basketball skills — it was about developing character and building long-lasting friendships. This place has had a significant impact on my life.”

As co-hosts of the event, several ICI representatives were in attendance including Jodie Ferise, vice president and general counsel, and Dr. David Wantz, president and CEO. “It was a joy to represent the 29 independent colleges in Indiana to the state budget committee,” said Wantz. “Grace College is a great example of the way that all of our schools serve their communities, bolster their economies and develop students of competence. It was my pleasure to share about the success of our schools at the event.”

Helser announces plans to run for Kosciusko County Auditor A longtime Kosciusko C o u n t y Courthouse employee has announced plans to run for Kosciusko County Auditor on the Republi5+21'$ can ballot in +(/6(5 2022.

County Treasurer Rhonda Helser, who has been employed with the county for 19 years, announced her intentions Nov. 3, in a prepared statement.

“I am announcing my intent to

be a candidate for the Kosciusko County Auditor on the Republican ballot in 2022,” she said.

“I have been employed with the county for 19 years, two years in the treasurer’s office from 20032005. I then went to the auditor’s office from 2006-2007. After a position was vacated due to illness, I was asked to return to the treasurer’s office by then Treasurer Kent Adams in October 2007, where I have remained.”

In 2012, she was appointed as chief deputy treasurer by Sue Ann Mitchell. She ran for treasurer in 2016 and was elected to fill the position and elected as treasurer again in 2020.

She previously worked 25 years in her father’s trucking company as the office supervisor, performing tasks such as accounts payable, receivable and payroll, which are some responsibilities of the auditor’s office.

She said, “I have the required strengths, skills and dedication that it takes to run the office of county auditor. I pride myself as being a working team player and have been given the encouragement of others to seek this position.”

Helser said she has good communications with the county council and county commissioner members, which is helpful from attending most of the monthly meetings and keeping up with current issues affecting the coun-

ty.

She recently received the 2021 Woman of the Year award, by the Kosciusko County Republican Central Committee during the Republican Hall of Fame dinner, from Chairman Mike Ragan.

Helser is a lifetime member of the NRA, served as Warsaw Friends of the NRA club treasurer, competitive SASS shooter, 4-H shooting sports volunteer, along with helping support the Republican Women’s club as president in 2016-2017 and then as club secretary 2020 to currently.

“I am a frequent participant in the Indiana Association of Indiana Counties continuing education classes. I keep current with state legislation through the Indiana County Treasurer’s As-

sociation as a member of the legislative committee. I work closely with the Department of Local Government Finance and the State Board of Accounts,” Helser noted. “I feel that I am the best candidate for the position of county auditor because of my many years of dedicated service and accomplishments for this county.”

She was born and raised in Kosciusko County. She is supported by husband, Troy Helser, three children and five grandchildren. She’s a graduate of Warsaw Community High School and “is very blessed for being able to serve my community.”

“I would greatly appreciate your vote and support in the upcoming election May 2022,” Helser said.

Echoes of the Past celebrates a great year %\ &+5,67,1$ 025(+286( With the wet and soggy conditions, the Echoes of the Past unfortunately had to cut the event season short by cancelling the fall festival this year. Even with the cancellation of the October event, the club had a very successful year hosting several events, participating in area parades, supporting 4-H fair members and FFA chapters and continuing to pursue our goal of educating area youth about agriculture.

For the first time, the club held a tractor show at Mentone Airport during the Mentone Egg Festival this year. Patrons were treated to more than 100 vintage and antique tractors, garden tractors and implements. A chuck wagon was on hand to show those in attendance how travelers of the unsettled west would have cooked and made their way. Kids were able to drive tractors or take a ride on the kiddie train.

Our ice cream was a huge hit.

Another first for the club was the addition of the tractor pull at our August event. Vintage and antique tractors pulled the weighted sled on the new track made by Ransbot-

Although fair week was quite rainy this year, we were able to connect with a large portion of the community. We provided the tractor driving experience to more than 200 kids. Visitors to the antique village could feast on sweet corn, ham and beans, chili and of course our ice cream. Sawmill demonstrations took place during the week.

Cheryl Hastings is recently retired from her career as a regulatory affairs professional within the medical device industry. She now &+(5</ works part+$67,1*6 time at the prosecutor’s office as a case manager for teen court, a restorative justice program for juvenile offenders.

She and her husband, Bob, moved to Warsaw in 1991. The couple has four adult children.

Hastings is a donor to the community foundation. She was one of the founders of the Friends Across Borders Fund, which supports lowincome and non-English speaking immigrants as they go through the U.S. citizenship naturalization process. She also volunteers for La Casa de Amistad helping the immigrant population through this process.

“I am excited about the opportunity to serve. It’s so important that we continue to increase awareness of and accessibility to the community foundation’s services,” said Hastings.

Dr. Anita Kishan is a retired pediatrician, who began serving the Warsaw community in 1988. Kishan also currently serves on the board for K21 Health Foundation and Heartline Pregnancy Center.

She is passionate about supporting disadvantaged people in the community, particularly children.

Kishan has previously been involved with KCCF as a volunteer

and donor.

Kishan and her husband live in Warsaw and have two adult children and three grandchildren. Since retiring, she '5 $1,7$ enjoys travel.,6+$1 ing more and spending time with her grandchildren.

“The community foundation does so much good in our community,” said Kishan. “I look forward to helping in any way I can. I am interested in developing even more opportunities to help children.”

Dan Stichter hails from Etna Green.

He works in Warsaw at Nextremity Solutions, Inc., where he is CFO. Stichter is the board’s '$1 67,&+7(5 industry appointee per KCCF bylaws. He also serves on the board of directors for KEDCo and KCDC. Stichter is very involved in the community. He has supported the community foundation both as a volunteer and a donor. He lives in Bourbon with his wife and two young children.

“I really enjoy board service,” said Stichter. “I’m particularly interested in helping with governance and preserving the future of the organization. I hope to be involved in the foundation’s continued growth and success.”

Lt. Gov. Crouch, OCRA announce nine HELP communities Lt. Gov. Suzanne Crouch and the Indiana Office of Community and Rural Affairs announced nine communities to be included in OCRA’s new Hoosier Enduring Legacy Program.

HELP is a year-long program offering guidance for communities in spending allotments of Coronavirus Local Fiscal Recovery Funds, which was created under the American Rescue Plan Act. The HELP process will culminate in a community-focused Strategic Investment Plan.

“This new program presents a unique opportunity for communities,” Crouch said. “Those chosen to participate in HELP will learn how to best spend their recovery funds in order to create a lasting positive impact and legacy in their area.”

“HELP builds upon the successes of the Stellar program, while also adapting to best respond to the current challenges Indiana communities are facing,” said OCRA Executive Director Denny Spinner. “Those chosen for this program have exhibited a great dedication to community engagement and development and we look forward to working with each of them during this process.”

Throughout the program, the chosen communities will collaborate with Indiana University Center for Rural Engagement, Purdue Uni-

versity Center for Regional Development, Ball State Indiana Communities Institute and Ivy Tech Community College. These higher education organizations will help provide training and technical assistance during the program.

Beginning the HELP program in the summer of 2022 is the second cohort, which includes Daviess County, Dubois County and Vincennes. The third cohort will kick off the program near the start of 2023 and includes Connersville, Franklin County and Wayne County.

In addition to the higher education organizations these communities will partner with, it will also work with the Indiana Arts Council, the Indiana Department of Transportation, the Indiana Department of Health, the Indiana Housing and Community Development Authority, Columbus-based CivicLab and NEXT Studios.

“We are fortunate to have the expertise of these community institutions and state organizations for this program,” said Andrea Kern, OCRA director of strategic initiatives. “With their guidance, we will be able to propel this program to new heights for our Hoosier communities.”

KEDCO annual meeting recognizes business, community leaders Kosciusko Economic Development Corporation recently hosted its annual meeting to celebrate economic development initiatives in Kosciusko County. KEDCO also recognized businesses and individuals for leadership and contributions to the community.

The Business Impact Award recipients included CTB Inc., Milford, and T.L. Jackson Construction, Syracuse.

“It’s an exciting time for us to pause to recognize the individuals and organizations throughout Kosciusko County that are supporting our economic development efforts,” said KEDCO CEO Alan Tio. “We continue to see momentum building in this community for our entrepreneurship, housing, and talent initiatives.”

KEDCO Leadership Partner Suzie Light and KEDCO Board Chairman Josh Gordon opened the meeting with a “welcome home” celebration for Tio. He continued to serve the organization remotely, while completing a nine-month deployment to the Middle East. Fellow Navy Reservist and entrepreneur, Ryan Srogi, shared a heartfelt thanks to the entire Tio family for their sacrifices during his deployment.

“While deployed, and with a seven-hour time difference, he served the U.S. Navy, while we in Kosciusko County slept. During our local work hours, Alan still served KEDCO, without missing a beat. His Naval training serves

him well, as he deployed his team for effective service here at home.

We are thrilled he’s back home guiding the important work of KEDCO,” said Light.

Tio continued with an overview of work underway at KEDCO during 2021. This included the launch of an online jobs portal called Career Bridge. It’s reserved for Kosciusko County employers, planning for a MedTech accelerator studio, and completion of a quality of life video available to Kosciusko County employers at KEDCO’s website, www.kosciuskoedc.com.

KEDCO continued recognition programs launched in 2020. It highlighted Rising Leader Award and Business Impact Award recipients, expanding the Business Impact Award to include transformative community impact projects, and added the new Community Catalyst Award.

The Rising Leader Award recognizes emerging leaders in the community who are under 40 and making an impact as leaders in the workplace or through their involvement in the community.

The Business Impact Award recognizes local businesses in the county who have made an investment in the community through new job creation, expansion projects, or through another investment in the community or workplace during 2021.

The Community Impact Award recognizes community develop-

ment and placemaking projects in Kosciusko County. Two projects were recognized this year: The Gateway Grove residential housing project in Warsaw, and Miller Sunset Pavilion in Winona Lake. Awards were presented to G&G Hauling, Groninger Group, T.L. Jackson Construction for Gateway Grove, and Miller Sunset Pavilion, Winona Lake.

The Community Catalyst Award recognizes a difference maker whose impact in Kosciusko County can be seen in their private careers, public service, and community involvement.

The recognition was inspired by inaugural Community Catalyst Award recipient, Jim Zachary, who passed away in August. He served on KEDCO Board of Directors, City-County Athletic Complex, Winona Lake Town Council, and was member of Miller Sunset Pavilion steering committee, and actively involved with the Kosciusko County Velo Cycling Club. An entrepreneur, he was an engineer for Zimmer Biomet.

The award was presented honorably to his family: Haley Zachary, daughter; Dan (father) and Cindy Zachary; Leigh Ann (mother) and Kevin Denlinger.

“We launched our awards programs last year to spotlight the important contributions that rising leaders and business owners and decision makers are choosing to make in our community,” said Tio.
