6WDII :ULWHU Warsaw Community High School celebrated its latest batch of student athletes heading to the next level to compete with a college signing event Jan. 31 in the Tiger Den at WCHS. More than a dozen athletes announced their college intentions and their sport of choice, adding to a very long list of Tiger athletes who have committed to compete at the college level.

WCHS athletic director Matt Binkerd was emcee for the event, and noted the combined cumulative GPA of the 14 athletes at the signing was a 3.9.

Here are bios of the athletes on hand as well as their own words explaining their final decisions on picking a college destination.

Wini Barnett, IUPUI, Track And Cross Country Clubs: Octagon Club, National Honor Society Honors: 3x XC state qualifier, track state runner-up 4x800 relay (2021), school record holder track 4x800 relay, All-NLC (XC and track), Academic All-State GPA/major: 4.40, biology and neuroscience Her words: “It’s going to be a change for sure. It will be something I will have to adjust to. I think in the long run, it’s going to be fun. I will enjoy getting challenged more, getting pushed, and having competition to run with that will make me better.”

Aiden Binkerd, Indiana Wesleyan, Football Clubs: NG3 Honors, All-NLC, Academic All-State, Captains Award, WHME TV-46 Student Athlete of the Week GPA/major: 4.01, business His words: “I think the film spoke for itself, but I think they saw leadership on the field, especially being a captain. I am hard working. My skill

and talent can be utilized, I’m ready to go.”

Isaiah Courtois, Indiana Wesleyan, Football Clubs: National Honor Society, Source of Strength Honors: Academic All-State, Champion of Character (BB), WHME TV-46 Student Athlete of the Week GPA/major: 4.15, business administration His words: “I think that I’m big enough to play either guard or tackle.

Being in a triple option offense makes me more capable of playing either position. I can play multiple positions and I have speed and strength I think that translates to the next level.”

Kyle Dawson, Taylor, Football Clubs: Baker Youth Club volunteer, Winona Lake Grace Brethren volunteer/teacher Honors: All-NLC GPA/major: 3.37, business His words: “The coaching staff and campus there at Taylor, I liked it being located somewhat close to home but just enough away. The coaching staff there are a group that will push me both in football, but also spiritually. It’s a great opportunity to be able to go there and play football.”

They also have a really nice indoor facility. The coaches are very nice and knowledgeable, and the program is young. I have a chance to get some records there.”

I want to go the sport route, maybe be an agent or something like that.”

After meeting Ken, he was super outgoing and super welcoming, and I just felt wanted in this program.

I like their style of play, more athletic and faster.”

Andrew Ross, Wabash, Wrestling Clubs: N/A Honors: 2x semi-state qualifier, 4x Warsaw Invite champ, wrestling team captain, 93 career wins (through Jan. 31) GPA/major: 4.1, accounting His words: “From what I’ve seen,

most wrestlers aren’t multi-time state champs or anything, but they consistently turn out great wrestlers. They are nationally ranked every year. I think I have a great opportunity to get better there and become a better wrestler overall.”

Abby Sanner, Trine, Basketball Clubs: National Honor Society, Tiger Leadership Council, NG3 Honors: IBCA All-State HM (BB), All-NLC (BB/VB), IFN All-Area and T-U Player of the Year (BB), Coaches Award (BB), Lady Tiger All-Tourney Team, Academic All-State (VB/Track), GPA/major: 4.47, accounting and actuarial science Her words: “I knew I wanted a college that had actuarial science as a major, not many colleges have that. I found that Trine had that and a good basketball program. It’s a place I can excel in and it should treat me well.

I debated doing track as well as basketball at Trine, but basketball is my first love and what I’ve always done with travel basketball. It’s just my first love and I knew that’s where I wanted to continue.”

Avery Sleeth, Grace, Softball Clubs: National Honor Society Honors: All-NLC, Defensive MVP GPA/major: 4.16, nursing Her words: “Stepping in and being put into a leadership spot as a freshman made me grow up on the softball diamond pretty quickly. I’ve just commanded that catcher’s position ever since. I attended a practice (with Bo and Sam Coolen at Grace) and worked with some of the catchers with drills and how they commanded their positions and learned what the opportunity is like to play at Grace, no matter where I might be positioned.”

Jail sergeant strives to be mentor to younger officers

%\ 6&277 025$/(6 6WDII :ULWHU Chad Marsh thought he would take a job as a Kosciusko County Corrections Officer for a short time until he could find something else. When the plant he was working for closed its doors and moved to Mexico, he had the choice to go with them or seek employment elsewhere.

When a friend mentioned the jail was hiring deputies, Marsh put on the brown shirt with no intentions of making it a long term thing.

Nineteen years later, Marsh is still in the brown shirt, adorned with sergeant stripes and supervisor of a crew of six other officers.

“I like teaching the younger guys to hopefully to bypass the mistakes I had to learn.” Marsh said. “That’s what drives me.”

Big in stature, Marsh has a pleasant demeanor and a thick moustache that barely conceals a smile he seems to wear all day.

His 12 hour shift is filled with interacting with the inmates, whether it is help serve their meals, mediating disagreements between the detainees, delivering their mail or just listening to them and offering counseling.

Marsh works closely with the JCAP inmates, which he said really shows him people can

and will change their life and lifestyles, if given the proper motivation and opportunity.

“People get the impression that just because someone is in jail that they are ‘bad people.’

There are some that are, but many have just made a mistake.”

He pointed out an older officer who mentored him asked him if he had ever perhaps had a drink and drove home when he shouldn’t have. Marsh nodded and the man pointed at an inmate and told him that is the same thing that happens to some who are in, but they showed poor judgement and were caught.

To Marsh, it really brought home the point everyone makes mistakes and there are consequences. This is why Marsh feels the importance of training the newer officers to be aware of their own actions on and off the job.

Marsh equates what he and the deputies in the jail do with patrol officers, but more contained. They patrol the lines, interact with people, monitor activities and stop instances that occur to help keep the population safe. “We are more than just guards sitting all day, watching monitors. This is our beat.”

Marsh plans on staying around for a few more years and said he hasn’t decided when he will retire. When he isn’t walk-

Mishler: Bill to improve US 30 and 31 passes Senate A bill authored by State Sen. Ryan Mishler (R-Bremen) that would allocate funding specifically for road projects across Indiana highways US 30 and 31, passed out of the Senate with bipartisan support.

The 2021 budget appropriated $900 million of federal funding to Indiana Department of Transportation through the Next Level Connections Fund used for road and infrastructure improvements.

Senate Bill 348 would specify funding $300 million would be used strictly for projects located on US Highways 30 and 31.

“US Highways 30 and 31 are important thoroughfares in our part of the state,” Mishler said.

“SB 348 would provide important funding for upgrades to these roads across northern and north central Indiana, ultimately boosting our economy and quality of life by creating better, more accessible roads.”

SB 348 will now move to the House of Representatives for further consideration.

%\ /($+ 6$1'(5 6WDII :ULWHU Kosciusko County Commissioners have established guidelines for county employees related to unpaid leave and COVID-19. At its meeting Feb. 1, at the Kosciusko County Courthouse, the commissioners approved a resolution regarding the matter.

The move is retroactive to Jan. 1 of this year and allows employees to take up to five days of unpaid leave if they have COVID-19 or are a close contact of someone who tests positive.

Employees are also required to submit COVID-19 test results

Commissioners’ President Cary Groninger explained after the meeting, the policy before would have caused employees to lose their jobs if they tried to take unpaid leave from work.

Employees did receive special paid leave for a time related to quarantining due to COVID-19.

There was a kiskadee in Indiana once. Amazingly, it was about a mile from my home, several days. A kiskadee is a flycatcher. It’s a bird of the south, deep south. It’s seldom seen north of the border with Mexico. It’s about the size of a robin, slightly smaller. It has a large head, a yellow crown and a yellow belly, a

called other birds who called more birders.

There was a yellow-headed blackbird in the cattails by our pasture pond once. My older daughter spotted it and pointed it out to me. I called other birders I knew and told them about the yellow-headed blackbird and they called other birders. For a time, as long as the yellow-headed blackbird was there, there was as much traffic, very slow

white-crowned sparrow. I’ve seen both this winter, but I haven’t seen either often. I’ve seen a red-bellied woodpecker more often than a hairy.

Those birds I’ve just called rare and written about are rare at my feeders. There are birds that are truly rare, few in number. The California condor is truly rare. At one time, there were just 14, I think.

They were trapped, protected, raised in captivity and when there were enough the people caring for them thought they could survive in the wild they were released.

I don’t know the particulars. I don’t know if there are still some condors in captivity. I’ve read the details of their time when they were like caged birds, but I don’t remember them.

I’ve seen California condors living wild, two of them. I drove two-thirds of the way across North America, hoping to see them, and I did. Two of them, as I just wrote. They were flying and I didn’t see them very long. But I saw them, two California condors.

There was a time when there was an informal organization called a rare bird alert. There were undoubtedly many groups that called themselves members of rare bird groups.

When a birder saw a rare bird, he, or she, called certain friends who were birders and those birders

There’s a rare bird, OUTDOOR NOTES a whitecrowned sparrow, on one of the bird feeders outside my dining room window this morning. I first saw it a few minutes By Neil Case ago, when I sat down at the dining room table to eat breakfast.

There is one bird much like a white-throated sparrow, the whitethroated sparrow. It too, has a black and white crown. But it lives up to its name. It has a white throat. The white-crowned has a gray throat.

White-crowned and white-throated sparrows nest farther north, winter farther south. But neither winters much farther south. Particularly not the white-crowned. I’ve seen a white-crowned sparrow at my feeders before this winter.

A rare bird is just a bird we don’t see often. It’s not a daily visitor to my feeders like the house sparrows, chickadees, nuthatches and titmice, the goldfinches, downy woodpeckers, cardinals and blue jays.

Hairy and red-bellied woodpeckers are rare birds, to me, like the

Pop art came from two countries %\ '$5/$ 0&&$0021 DQG '(( $11$ 085$6., *XHVW :ULWHUV Dee Anna and I have been moving up in history. We both searched areas away from traditional and historical art to unearth the newest trends and techniques that are of interest in today’s art market.

Last week, we talked about “abstract expressionists,” like Kooning and Pollock. This week, we are going to learn about a group of artists, who emerged from those formerly influential groups. This group began to make a huge impact on art in the 1950s and 1960s.

So, what is pop art? Not exactly a can of soda, but then again, once you view a piece of work by

Andy Warhol or Steve Kaufman, you may understand the nomenclature. According to Wikipedia, “Pop art is an art movement that came out of two countries — The United Kingdom and United States.”

Other European countries were the traditional locations where one found excellent art throughout history. Now, suddenly these upstart nations were challenging history with dramatic new work that appealed to the young, was recognizable, offered vibrant, bright colors, was often humorous, and included interesting mixed media, and utilized crafts, such as printmaking, which made their work available at a reasonable cost.

I always wondered about my projects, which artists are working on what and which directions should I take? I don’t even think of those things now. I passionately go into my studio and ask myself what would I like to create today?”

The Campbell’s soup can was among one of Warhol’s most recognizable and popular pieces. It was screenprinted on paper in 1968. It sold at a Sotheby’s auction for $832,500. Not bad for a can of soup.

Other famous pop art images were made of various poses by Marilyn Monroe, Frank Sinatra, and many comic book heroes, like Superman. Even ordinary shoes and more mundane every day objects were enshrined during this era.

Other artists jumped on this bandwagon, but Steve Kaufman was probably the most prolific.

He constantly created new and different work that he often gave away. His generosity was enormous. He supported literally hundreds of nonprofit organizations.

His largesse was always noted by his biographers.

In 1999, he had a cardiac issue and also had a motorcycle accident. When asked about his

Indiana to get free FAFSA filing help Financial aid professionals will be volunteering at 40 sites to help college-bound students and their families open the door to financial aid during College Goal Sunday.

The event is set for 2 p.m. Feb. 27.

The free program assists Indiana students in filing the Free Application for Federal Student Aid. FAFSA form is required for students to be considered for federal and state grants, scholarships, and federal student loans at most colleges, universities, and vocational/technical schools. FAFSA must be filed by April 15 to be eligible for Indiana financial aid.

One of many reasons College Goal Sunday is important is because many families perceive the form to be complicated and time consuming. In less than one afternoon, during College Goal Sunday, students and their families can get free help and file the form.

“Filing FAFSA can seem daunting to Hoosier students and families,” said Indiana Commissioner for Higher Education Teresa Lubbers.

For 33 years, College Goal Sunday has helped more than 94,000 Indiana students and families complete the FAFSA properly and on time. College Goal Sunday is a charitable program of the Indiana Student Financial Aid Association.

“The event will be the second of two College Goal Sunday events ISFAA is offering this FAFSA filing season,” said Bill Wozniak, co-chair of College Goal Sunday.

According to the Indiana Commission for Higher Education, programs like College Goal Sunday are reaching first-generation college students. In recent years, according to CHE statistics, more single-parent Hoosier families have filed for financial aid, indicating programs like College Goal Sunday are reaching high-risk students and their families.

“Students who don’t complete their financial aid paperwork properly and on time are often very disappointed when they find out how much financial aid they lost,” said Wozniak.

Students should attend College Goal Sunday with their parents and should bring completed 2020 IRS 1040 tax returns, W-2 forms and other 2020 income and benefits information. Students who worked should also bring their income information. Students 24 years of age or older may attend alone and bring their completed 2020 IRS 1040 tax return, W-2 form or other 2020 income and benefits information.

Students are encouraged to apply for U.S. Department of Education FSA IDs at studentaid.gov before logging in to the event.

Volunteers will walk through the online form line-by-line and answer individual questions as needed. All sites offer FAFSA online capabilities, with Spanish interpreters.

Students may also win one of five scholarships. Students attending College Goal Sunday and submitting a completed evaluation form will automatically be entered in a drawing for a $1,000 scholarship. The winners will be notified in spring; scholarships will be sent directly to the higher education institution selected by winning students.

21st Century Scholars are income-eligible students, who sign a contract in the seventh or eighth grade promising they will graduate from high school. They must meet grade point requirements, fulfill a pledge of good citizenship, and apply for college financial aid. Upon high school completion, scholars who have fulfilled the commitment and demonstrate financial need receive state funds to help cover their college tuition and fees for up to eight semesters at eligible Indiana public colleges or an equal dollar amount at eligible Indiana private colleges. To fulfill pledges, scholars must submit a completed FAFSA form on time.

WCHS qualifies for state contest After a year off from the usual Indiana State School Music Association solo and ensemble competition due to COVID-19, Warsaw Community High School band students came back stronger than ever.

This year, 39 musical soloists and ensembles competed at Northwood High School, showcasing their talents to judges gathered from across the state. Thirty-four of those performances earned a gold rating, with another five earning silver.

“This contest is such a unique opportunity for our students,” said Kyle Travis, assistant band director at WCHS. “Much of what we do in the band program is a group activity, where ensembles of 30 or more

students have to work together to create music. With this activity, it is focused on individual students in their solo performance or a small group of students performing in an ensemble. The performance is a showcase of each individual student’s hard work, which is really rewarding to see.”

Warsaw band students in grades six to 12 all competed at this year’s contest and were placed in different groups based on years of experience. The most experienced students, who perform the most difficult music, have the opportunity to compete at state finals if they earned a gold rating at this weekend’s contest.

“We’re so excited to have 21 students competing at our state event,” said Travis. “This is the highest number of students we’ve had to qualify for the event in a long time. It says a lot about how hard our students are working and what they are capable of. I’m so proud of all of our students that competed.”

The ISSMA State Solo and Ensemble contest will take place at North Central High School in Indianapolis Feb. 26. Several students will also have the opportunity to perform their music for the public at the band’s winter showcase concert March 29. Admission will be free of charge.

Grace College inducts 14 students to Alpha Chi Honor Society Fourteen Grace College juniors and seniors were inducted into the Alpha Chi Honor Society Jan. 29.

These high-achieving students have earned the top 10% of GPAs across all disciplines at Grace.

Two studies show On My Way Pre-K children outperform peers The Indiana Family and Social Services Administration released the results of two studies showing children who attend On My Way Pre-K are better prepared for school and the benefits continue well into elementary school.

“The studies show that Indiana’s investment in high-quality early education for the children of lower-income families is helping our youngest learners achieve at their greatest potential for years to come,” said Gov. Eric J. Holcomb. “Giving children a good start on their education pathway delivers a more well-prepared student and ultimately a ready to go workforce, both key elements to our state’s future growth and opportunity.”

The first study released by FSSA is a multi-year, longitudinal study demonstrating children, who attend the On My Way Pre-K program, have stronger school readiness, language and literacy skills than their peers with similar family incomes who attend lower quality child care or pre-kindergarten programs. On My Way Pre-K allows 4-year-old children of low-income families to attend high-quality early education programs for a year before entering kindergarten. The study was conducted by Purdue University researchers from the Center for Early Learning. The study revealed the pattern of On My Way Pre-K children outperforming their peers continued through the third and fourth grades, as measured in standardized math and English/language arts scores.

Additionally, On My Way Pre-K children from the 2020-21 school year matched up positively compared to national norms established for all prekindergarten children in the first kindergarten readiness indicators assessment, conducted by the University of Chicago.

Purdue University Study Results Purdue researchers followed a sample of 376 children, who

attended an On My Way Pre-K program, rated as Level 3 or 4 on PATHS to Quality.

PATHS to Quality is Indiana’s voluntary early education quality rating and improvement system.

It’s a control cohort of 182 children, who attended comparable prekindergarten programs, that were either not participating in PATHS to Quality or were rated Level 1. Researchers examined whether children who attended On My Way Pre-K, gained more skills than those in comparison programs. Indeed, On My Way Pre-K children performed better than comparison children on general school readiness skills, such as identifying shapes, colors and numbers and language and literacy skills in kindergarten.

also tended to have higher performance on ILEARN English/Language Arts tests than the comparison children in grades 3 and 4.

“One of the unique features of On My Way Pre-K is that it includes programs that are operated in homes, centers, schools and religious settings,” said Nicole Norvell, director of FSSA’s Office of Early Childhood and Out-ofSchool Learning. “The children in the study attending various program types had similar outcomes, supporting the concept of a mixed delivery design of early learning, allowing families to choose what is best for their children.”

Grace College VITA program to provide free curbside tax returns Grace College School of Business prepares for its 13th year of the Volunteer Income Tax Assistance program. The program, sponsored by United Way of Kosciusko County, provides free tax preparation to elderly, disabled and lower-income individuals filing a basic tax return.

This year, to prioritize safety, it will be conducted curbside in the lower level parking lot of the Manahan Orthopaedic Capital Center, 610 Wooster Road, Winona Lake, starting Friday, Feb. 4.

“We are excited to run VITA again this year,” said Melissa Chappell, interim director of the William P. Gordon Institute of Enterprise Development at Grace College. “We know that this fills a great need in our community.”

VITA participants will never step foot inside of MOCC. A Grace student will come to the car, receive all of the necessary documents, and take them inside to the tax preparers. While the taxes are being done, participants can wait in their car or run errands while their taxes are being completed.

Since 2010, the institute and United Way of Kosciusko County

have sponsored the IRS-endorsed VITA program in the county.

Volunteers, including Grace College business students and professors and certified public accountants make the service possible in Kosciusko County.

Each student enrolled in the college’s federal income tax class is required to volunteer with VITA for 20 hours, but all business students are able to earn practicum credits through volunteering.

Anna Steely, a third-year VITA volunteer and student leader, expressed why she has jumped at the opportunity to help with VITA year after year.

“I appreciate the opportunity to gain real-life, hands-on business skills and to help people in the community. It’s wonderful to be able to provide tangible assistance to members of the community who can benefit from our help,” she said.

NIPSCO offers safety and energy-saving tips for winter Extreme cold temperatures may create safety hazards and also lead to increased energy usage and higher bills. With frigid weather expected, NIPSCO offers tips to prepare customers to stay safe and warm, as well as save on energy costs.

Stay Safe, Warm And Comfortable As temperatures drop to low levels, staying warm becomes a top priority. Customers implementing ways to ensure their home is comfortable are reminded to do so safely.

• Keep vents clear. Be sure to clear snow and ice from intake, exhaust and/or make-up air vents. Keeping those vents clear can help customers avoid carbon monoxide buildup and operational issues with appliances.

• Space heaters should be used with caution. When using, place the space heater on a hard, nonflammable surface away from bedding, drapes, furniture and flammable products.

• Ensure appliances are installed in accordance with local building codes and manufacturer’s instructions and specifications.

• Never use a stove or oven as a source of home heating; ovens are designed to heat food and should only be operated with the door closed.

• Don’t burn charcoal or run a generator indoors or in an enclosed space.

• Clean the chimney and check for blockage at least once a year before using the fireplace.

• Always keep the natural gas meter clear and visible so it is accessible for maintenance or in the event of an emergency; never let snow completely cover the meter and don’t use a shovel or hammer to hit the equipment to break up snow or ice buildup.

• If you smell gas or think

there may be a gas leak, stop what you are doing, immediately leave the area, and then call 911 and NIPSCO’s emergency line at (800) 634-3524.

• If you experience a power outage, report it online at NIPSCO.com/out, text the word “Out” to 444111 or via NIPSCO’s mobile app.

• For electric emergencies, including a downed power line or any other electric-related situation, call NIPSCO’s Customer Call Center at (800) 464-7726.

• If there are concerns of a carbon monoxide build-up, or if you are experiencing symptoms of carbon monoxide poisoning, go outside immediately and call 911.

Carbon monoxide is an odorless, tasteless, non-corrosive gas created when fuels (such as gasoline, wood, natural gas, propane or oil) burn incompletely.

• The symptoms of carbon monoxide are headaches, dizziness, nausea, vomiting, irregular breathing, and feeling ill or tired while at home but fine when away.

Save Energy And Money NIPSCO customers have access to energy efficiency programs and rebates designed to help manage energy usage, which often leads to bill savings. There are also a number of low-to-no cost options for customers to save each month, including: • Run the furnace less often.

Consider setting the thermostat two to four degrees below what you are used to. Wear heavier clothing to keep warm. Change air filters often throughout the season, as dirty filters block air, forcing the furnace to work harder.

• Let the sun in. Utilize the sun’s energy to heat the home

simply by opening drapes on windows where the sun shines directly into a room. Remember, when the sun goes down, be sure to close drapes so they can do the job of insulating.

• Seal up leaks. Use caulk to seal leaks around windows and doors. Look for places where there are pipes, vents or electrical conduits that go through the wall, ceiling or floor. Seal up small gaps in those areas.

• Don’t block registers or radiators with draperies, curtains, furniture or anything else. Let the air flow freely.

OBITUARIES John Henry Gerber U.S. Air Force Veteran

John Henry Gerber, 76, formerly of Milford, passed away Nov. 10, 2021, at the Honor Health Deer Valley Medical Center in Phoenix, Ariz.

He was born at Goshen Hospital Nov. 11, 1944, to Valentine and Alma (Mullett) Gerber.

John graduated in 1963 from Milford High School. He was very athletic in track and broke -2+1 +(15< many records in both school and county and was *(5%(5 a very valuable basketball player. John joined the U.S. Air Force in 1964 for four years and is buried in the National Cemetery in Phoenix with honors.

John was a faithful member of Grace Mennonite Church in Phoenix, serving as deacon and was very helpful in many areas.

He is survived by a brother Allen, Syracuse; a sister, Judy (Jamesway), Wabash; lots of nieces and nephews; and many friends.

He was preceded in death by his parents; bothers, Arnold, Richard and Jerry; and sisters, Nancy and Sally; and two sisters, Donna and Beth.

A celebration of life was held at 2 p.m. Sunday, Feb. 6, at Grace Mennonite Church, 8704 N. 7th Ave., Phoenix, Ariz.

Indiana voters overwhelmingly support Congress term limits Seventy-six percent of registered Indiana voters support term limits for Congress according to a poll conducted for U.S. Term Limits by RMG Research.

The poll of 500 registered Indiana voters was conducted Jan. 14-16.

The poll showed support for congressional term limits was broad-based among all demographics and party affiliations.

Sixty-seven percent of respondents favor the Indiana legislature adopting legislation that would call for an amendmentproposing convention to adopt term limits under Article V of the United States Constitution.

Sixty-nine percent of the respondents want their state legislator to support legislation that would set term limits.

Recently in Indiana, House Joint Resolution 2 was introduced in the State House by Rep. Chris Jeter (HD-88), co-authored by the House Majority Caucus Chair Greg Steuerwald (HD-40), and House Minority Whip Justin Moed (HD-97) that would have Indiana join other states in issuing a call for an amendmentproposing convention for congressional term limits under Article V. By using Article V of the U.S. Constitution, 34 state legislatures can team up for a convention to propose a congressional term limits amendment. The Term Limits Convention initiative is being spearheaded by the nonpartisan, grassroots nonprofit advocacy group U.S. Term Limits.

Roger Gelbaugh named Veteran of the Month %\ /($+ 6$1'(5 6WDII :ULWHU Winona Lake’s Roger Allen Gelbaugh was named February’s Veteran of the Month.

Gelbaugh, 80, was honored with a plaque at the Kosciusko County Commissioners meeting Feb. 1, at the county courthouse. Veteran Services Officer Darryl McDowell read Gelbaugh’s biography.

Gelbaugh was born Dec. 7, 1941, in Warsaw, to Adam and Esther Gelbaugh. He was one of three children, having two sisters.

He attended Warsaw High School and joined the U.S. Army Oct. 28, 1963.

His basic training was conducted at Fort Knox, Ky., followed by advanced military training at Fort Riley, Kan., and later assigned to HHC, 2nd Battalion, 61st Infantry Division, 5th United States Army as a heavy anti-armor weapons crewman (MOS 11H).

Gelbaugh was trained to be a gunner on the 106mm recoilless rifle and a radio communication operator.

While on active duty, Gelbaugh, a sergeant, received numerous recognitions and honors including the Combat Infantry Badge, Vietnam Service Medal, Purple Heart and the National Defense Service Medal. Gelbaugh was honorably discharged in October 1966 after serving three years in the Army.

Serving his country during the Vietnam War era, Gelbaugh returned to Warsaw and worked as a lineman for United Telephone Company and later was a service

tech for the company until retiring in 2000.

Gelbaugh married wife Nora in 1967. They have two children, Kelly and Kevin, and three grandchildren.

“It’s a very humbling experience,” said Roger Gelbaugh. “On Oct. 8, 1965, I should have not seen Oct. 9. We were on a search and destroy mission and (I) was caught in an ambush. I lost many dear friends that day. It’s a day that I’ll never forget and I’m sorry that I’m very emotional.”

He referenced how when military members returned home back then that mental health help for them wasn’t available, citing that some veterans ending up taking their own lives. He noted that better help existed today.

Gelbaugh also has been involved in public service through his time spent with the Winona Lake Fire Department, including chief.

WLFD Public Information Officer Mike Cox described Gelbaugh.

“First and foremost, Roger Gelbaugh is a family-oriented man,” Cox said. “His wife, son, daughter, Kelly, and three grandchildren are the center of his world. He is also patriotic and civic-minded, as evidenced by his more than 50 years of membership and leadership in the Winona Lake Volunteer Firefighters, Inc.” Serving as an officer for many years and fire chief for 13 years from 1991 to 1999 and again from 2003 through 2006, Gelbaugh has led the department through fires, both major and minor, as well as through other emergencies. Organizations may also consider partnering with an existing sponsor, such as a school corporation, to serve students in areas where children may lack good nutrition during the summer months.

In 2021, more than 280 Indiana sponsors served nearly 22 million meals during the summer months.

In addition to providing free meal service in a local community, many sponsors also offer educational or physical activities for students.

Created in 1968, the Summer Food Service Program is funded and operated by the U.S. Department of Agriculture and is administered by the states. Participating organizations must adhere to all USDA regulations. The program is funded through a reimbursement based on the number of meals served to eligible participants. Any student age 18 or under is eligible to receive meals through the Summer Food Service Program by visiting a meal site.

The application deadline for new sponsors is April 15. IDOE

will host multiple required webinars for new and returning sponsors.

Beginning in the fall, Manchester University’s new, first-year students will have their tuition locked in for their entire undergraduate career.

This tuition lock is part of Manchester’s commitment to making costs more predictable and affordable for students and their families.

“In the future, we will set a new tuition rate for each incoming class and lock it in for four years. This will give students and families a predictable total cost from start to finish and make it easier for them to budget,” said President Dave McFadden.

“Concern about unexpected tuition increases is something we

hear often from students and their families,” said Ryon Kaopuiki, vice president for enrollment and marketing. “Locking their tuition removes that question mark.”

For the 2022-2023 academic year, Manchester’s undergraduate tuition is $34,505. All of Manchester’s undergraduate students receive financial aid, however, the university helps students find the most effective packages.

For example, students already on the Spartan Response and Tuition Bridge plans will continue to pay no out-of-pocket tuition expenses, if they continue to meet academic and other requirements.
