This is the thought behind the video series created by a joint effort between the Kosciusko County Sheriff’s Office, Dream On Studios and Jenkins, Kosciusko County Jail Chemical Addiction Program’s coordinator.

The program, which started in 2018, began with just three to five hours a week. This

is by working with inmates who have a chemical addiction and helping them deal with the addiction and giving them tools to use to help combat it. But as the program has grown and more participants have become involved, the classes have expanded to six to eight hours a day, including GED and life skill classes. One participant actually saved another’s life when he was choking by performing the Heimlich maneuver, which he learned in the life skills classes.

“Every time someone attends a class, they add one more brick to their foundation for recovery,” Jenkins said.

The first group of JCAP participants graduated in February 2019.

While in JCAP, inmates participate in the four-month program and are segregated from the general population, focusing on learning life skills and receiving mental health services.

Most recently, six men graduated from JCAP during a ceremony Jan. 7. Several community organizations and individuals contributed to programming for January’s graduating class.

Jenkins conceived the three-video episode series last year in order to document the progress of the first class of graduates. Jenkins said they were a “tough group” and although there were some successes, not all of it was fantastic.

All but two of the group ended up back in jail.

“Recovery is hard,” Jenkins said. “Everyone starts at a different place in their recovery. Some cannot envision a life where they are clean, because they have never experienced it before.”

Jenkins teamed with Kosciusko County Sheriff’s Office Jail Commander Shane Coney, and Sheriff Kyle Dukes to showcase the program in the first series of the program. Coney said in producing the second season, the public can help understand “not all of the stories

are successes and that we never fail or hide our failures.”

Transparency is the key to letting the people understand the struggle addiction can cause. But, on the other hand, the first set of videos was encouraging and uplifting.

“For me, it’s the phone calls and texts I’ve received from families who have been in the same situation and that they wished that they had something like this program in the past that could have helped them. It just gives hope to these families,” Jenkins said.

KNOW YOUR NEIGHBOR Till leads Ivy Tech’s advanced manufacturing training %\ 7,0 $6+/(< 6WDII :ULWHU Tom Till’s life has often been characterized by stepping out of his comfort zone and making tough decisions. But those decisions have opened doors of opportunity for him, such as his current position as director of advanced manufacturing for the Ivy Tech’s Orthopedic & Advanced Manufacturing Training Center in Warsaw.

Till grew up in Indianapolis and graduated from Lawrence Central High School in 1976.

At the age of 18 he moved to South Whitley to live with a brother and eventually met and married Danette, who was also from Indianapolis. They raised two children and for 11 years Tom worked at Gripco Fasteners in South Whitley.

Saying he had no skills to offer employers, after high school Till decided to enroll at IPFW in Fort Wayne. But it simply didn’t work out for him and six weeks later, he dropped out of college.

But later, while he was working at Gripco in the machine shop, “I found the Indiana Vocational Technical College in Fort Wayne, which is now Ivy Tech,” he said.

Gripco offered to pay for his classes, so he started taking

machine tool classes.

“They were teaching me the same thing I was doing at work,” he said, adding he earned A’s for the first two classes he took.

In 1982 Gripco started using computer numerical controller machines, more commonly known as CNC and which are widely used in manufacturing facilities now. “It automated the job a lot,” Till noted.

Knowing Till had done well in college and had a good work record, the company offered to let him be a programmer for CNC machines. He went on to finish his college degree after five years at what is now Ivy Tech.

Later he started working on an engineering degree at IPFW and heard DePuy in Warsaw was looking for engineers. “I walked in (the DePuy plant) and right away I noticed how clean and cool it was,” he said.

“I thought that is something I want to be a part of.”

Till applied and was hired as an engineer at DePuy. For the next 10 years he was a manufacturing engineer and then for 15 years supervised manufacturing engineers.

He recalled one of many challenging problems he faced at DePuy was a situation where there was too much

The company faced heavy fines by the City of Warsaw for exceeding the allowable limits. After much trial and error, taking samples and testing, he and his team figured out using plastic piping would solve the problem.

Also while at DePuy he was on an advanced manufacturing

committee working with Orthoworx to come up with a training program to train people how to run CNC machines and other classes. “We all saw that a lot of machinists would be retiring in the next few years,” he said.

came open at Ivy Tech. Till was able to go to work for the same college from which he had earned a degree several years earlier.

Ivy Tech later asked him to participate in the Kosciusko Leadership Academy. While in KLA, he said he learned a lot about Warsaw and also Kosciusko County. Enough to persuade him to move from South Whitley to Warsaw in 2016.

Till works in an office at the OAMTC and talks to prospective students about their interests. He said he also makes himself available for current students who may need a mentor to get the encouragement they need if they are struggling.

He also plans the classes offered at the training center and is always on the lookout to find good instructors.

About 80% of the students are already working somewhere else and many of them want a job with more responsibility and more pay. “They want to ‘skill up,’ so they are taking some classes to get to the next level,” he commented.

Tom said he enjoys spending time with his wife, Danette, who is a social worker for Hambright & Associates in Warsaw and does counseling, and also spending time with their grandchildren. They attend First United Methodist Church in Warsaw and live at Pike Lake in Warsaw. Tom also is the vice president of the KLA board of directors.

“I get a lot of enjoyment out of solving problems,” he said.

Audubon Society named after a man who killed birds J o h n OUTDOOR J a m e s NOTES Audubon was an artist, a painter of birds. He used actual birds for models.

His models were dead birds, birds which By Neil Case he killed, shot. He used wires to position them the way he wanted to paint them and he painted them life size.

The National Audubon Society was named for John James. It was established to protect birds, to stop the killing of birds, Audubon killed them to use them as models for his painting.

Taking their feathers and using the feathers to decorate women’s hats was another use of birds. It seems ironic but the National Audubon Society is a conservation organization, established for the protection of birds, but named for a man who was a killer of birds, a man who killed

hundreds of birds.

As I write, I’m sitting at my computer, looking up from the computer and out the window behind it, frequently, looking at birds which might not exist if it wasn’t for this organization named for a man who was a killer of birds.

Other men also killed birds.

Many men. I came to the computer from a seat by the dining room window where I sat and watched birds flying in and out to more bird feeders. I have bird feeders on three sides of my home.

There are birds in the trees and bushes outside the dining room window, flying back and forth to feeders outside, house sparrows, black-capped chickadees, white-breasted nuthatches, tufted titmice and dark-eyed juncos, a downy woodpecker, blue jays, cardinals and a red-bellied woodpecker. Crows and turkey vultures flew over as I watched.

At the same time, ladies wearing feathers on their hats was becoming unpopular, bird watching was become popular. I was a school boy then. (Yes, I’m that old.) And I was already a bird watcher.

But none of my fellow school mates were. In fact, many of them laughed at me. Some of them called me “bird brain.”

Now bird watching or birding is a popular activity. I write a weekly newspaper article about birds, and other outdoor subjects.

And I get paid for it. Not a lot, but it helped pay college expenses for my four kids. All of them have

Within this 40,000-square-foot facility, attendees can expect to find various vendors, including builders, contractors, different service providers, like HVAC and security firms, plumbers, custom cabinet vendors and specialists in flooring, countertops, and window replacement. Outdoor equipment dealers are planned for an outdoor display featuring lawn equipment and heavy equipment.

New this year are educational seminars, presented by home show vendors. A schedule of seminars will follow soon.

WPD receives bike lights from KC Velo Cycling Club Warsaw Police Department received a visit Thursday, Jan. 20, from members of the Kosciusko County Velo Cycling Club.

KCVCC Board of Directors met with WPD to present bicycle lights for Warsaw officers to distribute during patrol when the need is recognized. The set includes a red light for the rear and white for front. Each can be in flash or steady mode.

While it is state law to have lights illuminated one-half hour after sunset until one-half hour before sunrise, Fred Helfrich, who also serves as the club’s advocacy chair, shared from his own experiences with cycling noting passing motorists tend to give more room when they see his lights illuminated even in daytime.

The members expressed understanding some who bike in the community may not have the extra funds for lighting or simply are unaware of the law. Overall, the hope is this donation will promote safety for bicyclists within the Warsaw community. WPD looks forward to the opportunity to educate and assist those officers come across on bicycles during the evening hours.

WPD was provided enough lights to pass out a handful to all patrol officers. WPD was also instructed not to hesitate if it finds a need for additional lights in the future. KCV Cycling Club is eager to keep everyone safe on Warsaw city streets.

Officer Paige Wood was on station and graciously accepted the lights on behalf of WPD.

Wagon Wheel Conservatory winter, spring class schedule Wagon Wheel Conservatory has announced its winter and spring classes. Classes are limited to 15 students each.

Students will be required to wear masks. All classes will take place at the Wagon Wheel Conservatory, 2517 E. Center St., Warsaw.

Each class offering costs $75 for the session and meets one night a week. Winter session runs five weeks from Feb. 15 to March 17. Spring session runs six weeks from March 29 to May 5. There is a showcase performance after the spring session May 7, at Wagon Wheel Theatre.

The following are the classes: Acting: (grades five to eight) 5-6 p.m. Tuesday.

Learn voice, movement, and acting techniques through beginning scene work and improvisation. Students will practice creating characters by making specific choices to support the text in this introduction to the formal study of acting.

Acting: (grade nine to adult) 6:30-8 p.m. Tuesday.

This class covers everything from audition techniques to performance. Actors will engage in intensive scene work using scenes from contemporary and classic plays to explore the actor’s world of analysis and character interpretation.

Acting: (grades one and two) 5-6 p.m. Wednesday.

An introduction to the world of theater. Each class will bring a new adventuresome scene to life as the students learn basic principles of acting. Students will gain confidence and creative experience through storytelling, games, and creative dramatization.

Improvisation: (grades six to 12) 6:30-8 p.m. Wednesday.

This class is for fans of improv theater. Every class will be filled with improv games and exercises. By the end of each session, they will be ready to perform as a troupe. This class will be filled with creativity and bold choices.

Acting: (grades third to fourth) 5-6 p.m. Thursday.

Voice lessons at the Wagon Wheel will help to develop a reliable, balanced, and performanceready singing voice across multiple musical genres. Lessons are structured to help students de-

velop healthy vocal production, and properly implement those skills across the various genres that are present in the current musical theatre landscape.

There will be a firm foundation in classical voice, and the development of a balanced musical theatre speech-mix and belt.

Lessons are available for 30-minute sessions. If you would like a 60-minute session, sign up for two consecutive, 30-minute time slots.

Rotary Club raises money for Salvation Army Day Warsaw Rotary Club announced its final total for its annual Rotary Salvation Army Day at the club’s meeting Friday, Jan. 14. President Seth Bradford announced $75,718.67 was raised through donations, bell ringing and Rotary Toy Day. “This is a record for the club,”

noted Bradford after the announcement. “We thank everyone who gave to make this possible.”

Last year marked the 56th annual event where the club has raised funds to support The Salvation Army and its efforts in serving “others” at Christmas and throughout the year. The event

chairman for many years and later John Hall served as cochair. Currently, Alan Alderfer and Envoy Ken Locke serve as cochairs.

“The total is a record for the club,” noted Alderfer. “Bruce would have been very surprised with how much was collected.”

was formed in 1965 by Rotarian N. Bruce Howe to honor Brigadier Brice Phillipson, who was a fellow Rotarian and retired Salvation Army officer. The efforts that year resulted in just under $1,000 being collected.

OBITUARIES Alexander Iwankowitsch U.S. Army Veteran

Alexander Iwankowitsch, 82, Cromwell, died in his home on Wednesday, Jan. 12, 2022.

He was born Jan. 1, 1940, in Glibochka, Belarus, the son of Alexander and Maria (Stanul) Iwankowitsch.

During World War II, at the tender age of 4, he was taken captive from his home in Belarus. $/(;$1'(5 He was miraculously reunited with his parents ,:$1.2:,76&+ and sister at the age of 6. The family escaped the hostile war zone as refugees and fled to Grossenbrode, Schleswig Holstein, Germany. Rising tensions and fear of another war resulted in the family immigrating to America under sponsorship from a church in northern Indiana.

Shortly after becoming a U.S. citizen, he was drafted into the Army and served in the “Hell on Wheels” 2nd Armored Division, Fort Hood, Texas. In 1963, he was one of 13,000 troops participating in Operation Big Lift and an ironic twist of fate of this training exercise had him stationed near his childhood home in Germany.

After serving our country, Alex worked for Dana Corporation for 42 years. Friends and family say he could “fix anything” and had a unique skill seasoned engineers would often seek his advice for the most complicated challenges.

He loved the wind in his hair, whether that was driving his cherry red 1966 Mustang convertible back in the day or his boat in recent years on Lake Wawasee. He worked very hard but also loved to play with his wife on their travel vacations, IU games and dancing for fun.

He had a long loyal marriage of 52 years to Jean that loved and supported five children, 17 grandchildren and 19 great-grandchildren.

Survivors include his sister, Sina (Robert) Scott of Fort Wayne; daughters, Danielle (Cyrus) Dubash of Goshen, Nicole (Chad) Towner of Granger, Beth (John) Long of Sarasota, Fla., and Jill (Randy) Short of Fort Wayne; son, Steve Dixon of Cromwell; his dear friend, Sharon Hendrickson; and the ever-growing list of amazing great-grandchildren.

Alex was preceded in death by his beloved wife, Jean (Bowers) Iwankowitsch; his parents, Alexander and Maria Iwankowitsch; nephew, Eric Scott; brothers-in-law, Lawrence Bowers, Theodore Bowers and Andrew Bowers.

If so desired, memorials may be directed to the American Legion 253 in North Webster. A ceremony will occur May 7 at Yeager Funeral Home, Ligonier, followed by a public military honors burial and celebration of life.

Rick Abel

Rick Abel, 69, Wakarusa, died at 7:48 a.m. Jan. 13, 2022.

He was born Nov. 28, 1952. On June 28, 1975, he married Gail Roeder; she survives.

Also surviving are his children, Maggie Brunner, Goshen, Joe Abel, Syracuse, and Nick Abel, Wakarusa; and 12 grandchildren.

Cremation will take place and private family services will be held.

George D. Allen, 80, Etna Green,

died Jan. 18, 2022.

He was born Feb. 23, 1941. On April 23, 1966, he married Kathy Ann Doench, who preceded him in death in 2009.

Surviving are sons, Duane Allen, Milford, and Timothy Wade Allen, Fort Wayne; siblings, James Allen, Secro Wooley, Wash., and Naomi Hundley, Hot Springs, Ark.; five grandchildren; and five great-grandchildren.

Margaret E. Allmon, 95, Warsaw, died Jan. 16, 2022.

Garnet L. Bulger

Retired From Wells Community Hospital Garnet L. Bulger, 84, a longtime resident of Bluffton, passed away Wednesday morning, Jan. 19, 2022, at her daughter’s home in Warsaw.

She was born Dec. 7, 1937, in Geneva, to William and Ruth (Chrisman) Fravel. Garnet was a Girl Scout, the captain of the Majorettes and graduated from Geneva High School with the class of *$51(7 / 1955. On May 15, 1955, in Geneva, Garnet mar%8/*(5 ried Thomas N. Bulger. She was a homemaker and enjoyed horses. She worked at Wells Community Hospital, retiring in 2000. Tom and Garnet were married for 50 years before he preceded her in death in 2005.

Survivors include a son, Thomas L. (Brenda) Bulger of Milford; three daughters, Sally (Bruce) Vena of Mishawaka, Julie A. Harwood of Warsaw and Joni (David) De La Fuente of Milford. Garnet was a loving grandma to 13 grandchildren; 20 great-grandchildren; and one great-great-granddaughter. She is also survived by siblings, Madeline Henley of Geneva and Richard (Sandy) Fravel of Geneva.

She is preceded in death by her parents; husband, Thomas N. Bulger; and siblings, Charles Fravel, Dorothy Madden, Agnes Stewart and Robert Fravel.

Funeral services for Garnet were held at 1 p.m. Monday, Jan. 24, at the Thoma/Rich, Lemler Funeral Home with Rev. Lyle Breeding officiating. Friends visited with the family from 11 a.m. to 1 p.m. prior to the service. Burial followed at Fairview Cemetery in Bluffton.

Memorials may be made to Our Daily Bread Ministries.

Margaret “Maggie” Barry, 80, Warsaw, died Jan. 17, 2022.

She was born Jan. 28, 1941. On Nov. 28, 1963, she married John (Huck) Barry, who preceded her in death.

Surviving are sons, Andrew Barry and Greg Barry; daughters, Jennifer Stutzman, Pam Barry and Nancy England; five grandchildren; and a great-grandchild.

John Foster Call, 85, died Jan. 15, 2022.

He was born Oct. 1, 1936. He married Karen Call, who preceded him in death.

He is survived by a daughter, Kerry Bingham, Hesperus, Colo.; son, Casey Call, Indianapolis; stepdaughter, Laura Lashmet, Indianapolis; four grandchildren; a brother, Charles Call, Chicago, Ill.; and several cousins, nephews and a niece.

A celebration of life will be held this summer with date and location to be determined.

Daniel L. Caudill, 64, Warsaw, died Jan. 11, 2022.

He was born Oct. 1, 1957. On Feb. 29, 1980, he married Julie Leedy; she survives.

He is also survived by a son, Ryan Caudill; three grandchildren; six great-granddaughters and one due in February; a brother, Denny Caudill; sisters, Karen Caudill and Kim Erwin; and many nieces and nephews.

He was born Jan. 3, 1929. On June 13, 1953, he married Geraldine “Gerry” Lucille Holloway. She preceded him in death Feb. 3, 2018.

Surviving are sons, Dave Hawley, Sanford, N.C., Tim Hawley, Warsaw, and Jeff Hawley, Claypool; 10 grandchildren; 15 great-grandchildren; and three great-great-grandchildren.

Services were held Jan. 18 at Redpath-Fruth Funeral Home, Warsaw.

Burial was in Oakwood Cemetery, Warsaw, with military rites conducted by the American Legion Post 49, VFW Post 1126 and active duty members of the Army Honor Guard.

Ivy Tech hosts Kosciusko Youth Leadership Academy Ivy Tech Community College hosted the Kosciusko Youth Leadership Academy’s January session, which focused on education in the county.

Allen Decker, vice chancellor of Ivy Tech, welcomed the students and spoke to them about how Ivy Tech is the most affordable college in Indiana, and about how the students can utilize opportunities such as dual credit courses and dual enrollment courses now, to get ahead academically and financially for when they enter college.

Dual credit courses are classes taught at area high schools for courses where the teachers are accredited through Ivy Tech to teach the course, these are free to the students like other high school classes, but the students grade in these classes goes directly to their college transcript. Dual

enrollment classes are another opportunity for students in the area. These courses are taught at Ivy Tech for a nominal cost to the student, can be taken while the students are in high school, and go directly to their college transcripts.

Tom Till, director of advanced manufacturing at Ivy Tech, spoke to the students about his educational journey and about the opportunities Ivy Tech has for students to participate in advanced technical programs. These programs allow students to learn to operate and understand the advanced technology that is prevalent in local industry. Till also told the students about Indiana’s Next Level Jobs program which allows any high school graduate without a post-secondary degree to earn a one-year technical degree paid for by Indiana.

Kosciusko County loosens restrictions on residential solar energy systems %\ /($+ 6$1'(5 6WDII :ULWHU Kosciusko County Commissioners Tuesday, Jan. 18, approved changing restrictions for roof-mounted solar energy systems in the county.

The action was taken at their regular meeting at the Kosciusko County Courthouse’s old courtroom.

County Area Planning Department Assistant Planner Matt Sandy presented the information on the topic before the commissioners.

According to Sandy, the area planning commission unanimously recommended eliminating size restrictions on the roof-mounted solar energy systems and will no longer require a building permit for those types of projects.

“As you know, a year and a half, two years ago we passed our so-

lar ordinance amendment pretty well making it restrictive to those areas that we really wanted to see that development happen but allowing smaller systems to be built in places where they fit into the ordinance parameters that we set up,” said Sandy.

“We’re seeing more growth in the solar areas and businesses really looking at trying to implement that into their proximities and their systems. So with that, we’ve run into a couple of instances where our ordinance is restrictive enough that it’s not allowing them to install the solar that they want or need to on their business.”

“When we’re talking about that, we’re talking solely roofmounted systems, we’re still staying with the parameters of ground-mounted systems, but looking at opening the door for anyone, this is industrial, resi-

dential which is already in the place to install roof-mounted systems on the building, on their existing building, existing roof that is out there, not extending beyond those roofs that were still within the setback areas that would have been within the parameters with the building and not looking at height.”

Sandy added glare concerns had been considered and there would still be ways to regulate that issue.

Commissary Report Commissioners also heard a report related to the Kosciusko County Jail commissary from Kosciusko County Sheriff Kyle Dukes.

Dukes shared what the sheriff’s office has purchased during the last six months from funds raised from commissary. The commissary comes from money people pay for inmates to purchase

snacks and such.

He said the office bought three vehicles, two Dodge Chargers and one Ford Explorer.

“Purchasing the three vehicles after the trade was a cost of $68,081,” he said.

The office also installed new carpet, replaced the conveyor belt for the jail kitchen and bought office furniture and new Tasers among other things.

“The balance right now in our commissary is sitting right now at $214,927.72,” he said.

In other business, the commissioners: • Approved allowing County Highway Superintendent Steve Moriarty to purchase a 2022 Chevrolet Silverado for the highway department from Lakeside Chevrolet in Warsaw for $43,953.

That will come out of budgeted funds.

• Approved a request from

Moriarty to advertise for bids for completing roadwork along Old SR 15 and Old US 30. That work will be paid for through the county’s Community Crossings grant money.

• The commissioners next meeting is 9 a.m. Tuesday, Feb. 1, at the county courthouse’s old courtroom.

Two people will take the oath of office as Kosciusko County Soil and Water Conservation District supervisors during its annual meeting Feb. 15. One position will be filled through appointment and one through an election at the meeting. Both supervisors will serve a threeyear term on the board.

Truitt has been one of the most recognized and trusted farm broadcasters in Indiana. For more than 33 years, Truitt delivered the farm news and markets to Hoosier farmers on ra-

dio stations across the state. In addition, his weekly newspaper commentary has been one of the most read pieces in Indiana’s leading farm publications.

Truitt has received numerous industry awards including two Oscar in Agriculture awards and Farm Broadcaster of the Year. In 2006, he founded Hoosier Ag Today to better

Although Truitt officially retired from on air work as of Jan. 1, he continues his role as chairman of the company. SWCD is pleased to welcome him as this year’s speaker.

Moore is a member of the Sidney Lions Club, was with the Sidney Fire Department for 19 years and is past president of the Manchester Fellowship of Churches. He is also on the board of Tippecanoe Audubon and represents Kosciusko County on the Arrow Head Country Resource Conservation and Development Council. He is the NE IASWCD region chairman and recently accepted a position on the oversight committee for Indiana’s Conservation Cropping Systems Initiative.

Ryan Martin is the candidate running for his second term on the SWCD board. He is the farmer origination specialist at Louis Dreyfus Company’s Claypool soybean processing plant, where he leads the farmer origination team, and is the founder of Advantage Weather Solutions, a weather consulting and broadcast firm.

In that capacity, he serves as chief meteorologist for Hoosier Ag Today, Michigan Ag Today and the Ohio Ag Network, broadcasting both weather forecasts and market analysis across all or parts of eight states.

In addition to his work in the meteorology and grain industries, Ryan is president of the Kosciusko County Farm Bureau and is the agribusiness partner for the Kosciusko Economic Development Corp. He is active as an assistant leader of his boyhood 4-H club, is a part-time instructor of agribusiness at Grace College, a board member for both the Kosciusko Chamber of Commerce and the Warsaw Education Foundation and is co-founder/co-owner of Tippy River Adventures, LLC. Martin has owned and operated Blue Bottle Farms, LLC together with his wife since 2019.

Additional nominations will be taken from the floor during the election. Eligible voters are those who are of legal voting age and a representative of a firm, company or corporation owning or renting land or property located within the district (county) boundaries. Eligible individuals also include the owner and tenant of the same land or property, as well as any owner’s or tenant’s spouse.

LARE grants assist landowners with projects Kosciusko County SWCD served as administrator for three Lake and River Enhancement land treatment grants in 2021. LARE grants were awarded through the Indiana Department of Natural Resources-Division of Fish and Wildlife.

These funds provided cost share assistance to implement conservation practices that enhance soil health and improve water quality.

In collaboration with The Watershed Foundation, SWCD received $15,000 (2018 award) to assist landowners in the Upper Tippecanoe River Watershed and $50,000 (2019 award) to assist landowners in the Walnut Creek Water/(,7(5 352-(&7 ³ /$5( IXQGHG *UDVVHG :DWHUZD\ shed. The partnership was DV SDUW RI WKH /HLWHU SURMHFW also awarded a 2021 grant of $25,000, for continued work in the Walnut Creek Watershed.

The goal of the Division of Fish and Wildlife’s Lake and River Enhancement Section is to protect and enhance aquatic habitat for fish and wildlife, to ensure the continued viability of Indiana’s publicly accessible lakes and streams for multiple uses, including recreational opportunities. EPA grant to improve water quality began in 2021 The Watershed Foundation was awarded a $400,000 Environmental Protection Agency grant through the Indiana Department of Environmental Management to improve water quality in Warsaw, Winona Lake and surrounding communities. The grant is the largest amount to be awarded to TWF and will fund watershed conservation work over three years that began in 2021.

In recent years, TWF has led the Clean Waters Partnership, a group representing 16 local agencies and organizations, including the Kosciusko County Soil and Water Conservation District, in the development of a watershed management plan for the grant area. The

WMP evaluated water quality, identified pollution sources and prioritized solutions to protect and improve the communities’ water quality, and to ensure cleaner water was reaching the Tippecanoe River.

Research carried out during the development of the WMP identified the most problematic issues are sediments, nutrients from fertilizers and bacteria entering the lakes through runoff. Impacts of this pollution include excessive weed and algae growth, the filling in on the lake bottom and diminished fishing and recreation potential.

SWCD looks forward to being a partner in the implementation of this project.

USDA-SWCD contribution agreement enhances service to county Contribution agreements allow multiple agencies to share workload that enhances conservation assistance to an area. In 2020, Kosciusko County Soil and Water Conservation District entered into a five-year contribution agreement with USDA’s Natural Resources Conservation Service to verify compliance on Conservation Reserve Program projects such as grassed waterways and filter strips.

SWCD assisted by conducting field checks and providing supporting documentation for this program in Kosciusko, Whitley, Fulton, Marshall and St. Joseph counties. Tashina

Lahr-Manifold, Kosciusko SWCD conservation program technician, took on this workload in 2021 and worked closely with the offices in these five counties to complete work tasks. If there were issues with a project, landowners were contacted with an offer of assistance to bring that project into compliance.

This five-year contribution agreement has increased the capacity of our agencies to deliver and manage the popular CRP program within our agricultural community. It is an excellent example of the effectiveness of the unique partnership between NRCS and SWCD.

Improving our county’s water quality by assisting local landowners with conservation projects is one of the main functions of the Kosciusko County Soil and Water Conservation District. Clean Water Indiana grants were one of the programs that enabled the district to provide this assistance in 2021. This past year, SWCD served as administrator of one multi-entity CWI grant and became a partner in a second multi-county project that began in 2021.

The Clean Water Indiana fund is administered by the Indiana State Department of Agriculture-Division of Soil Conservation, under the direction of the State Soil Conservation Board. Soil and Water Conservation Districts can apply for these grants to fund projects aimed at increasing conservation land treatment practices that will improve water quality.

Tippecanoe River Watershed Project In the fall of 2018, it was announced the Kosciusko County SWCD, in partnership with Whitley County SWCD and The Watershed Foundation, was awarded $75,000 in CWI grant funds to provide technical assistance to landowners. The project began in January 2019, with assessing the project area to identity and begin planning for potential projects.

The following years provided one-on-one technical support with three watershed conservationists contracted by TWF, who to built relationships with landowners, provided technical support and assisted in finding financial support to implement conservation projects. Each

SWCD participated in and oversaw this process through a Watershed Management Committee.

Types of practices implemented and under consideration: cover crops, wetland restoration, lakeshore and streambank restoration with native plant buffers, hayland planting, grassed waterway, WASCOBs, blind inlets, livestock exclusion.

Work will continue with landowners and projects through the fall of 2022, when this program ends.

SWCDs Receive Clean Water Grant For Eel River Watershed Kosciusko County Soil and Water Conservation District, in partnership with the SWCDs of Wabash, Whitley and Huntington counties, was the recipient of a $75,000 CWI grant to address natural resource concerns in the following targeted Eel River sub-watersheds: Hurricane Creek, Pony Creek and Sugar Creek.

Wabash County SWCD served as the grant administrator for this project, which began Jan. 1, 2021, and will run for up to three years. The goals of the project are to promote the implementation of best management practices that will reduce nutrient and sediment loads and improve stream ecological integrity, with cost share available for filter strips, grassed waterways and cover crops. Projects approved in 2021 included waterways and cover crops.

Wildlife Food Plot Seed program The SWCD Food Plot Seed program continued to be a popular program in 2021.

Finding food throughout the winter and into early spring can be a daunting task for a variety of birds and wildlife.

To enhance wildlife habitat with a food source for these lean times, SWCD once again offered free seed for the planting of wildlife food plots.

More than 1,400 pounds of free seed including corn, soybeans, sorghum and perennial food plot mixes were dispersed in 2021.

A food plot is an annual or perennial planting of grain, legumes and/or forbs. It is planted in the spring and left standing through the winter for wildlife. Food plots properly located near woodlands, shrub thickets, wetlands or warm season grass plantings, offer wildlife a place to forage for food during late fall, winter and early spring, as food sources become scarce. They also provide some cover during the cold days of winter.

Plans are underway to offer this program again in 2022.

SWCD providing technical support through agency collaboration One of the strengths of Kosciusko County Soil and Water Conservation District is its willingness to partner with other agencies.

In 2021, SWCD continued collaboration with other agencies to provide technical support and oversight for a variety of programs.

Two of these programs were Indiana’s Rule 5 and Indiana’s Landfill Inspections.

“Supporting other agencies allows SWCD to have local input on land use protocols and program compliance,” stated Tashina Lahr-Manifold, SWCD program technician, who provided technical expertise to partnering agencies. “It also gives us a better understanding of the condition of natural resources in our county,” she added.

Indiana’s Rule 5 deals with erosion and stormwater discharge from construction sites. SWCD, sometimes in collaboration with the Kosciusko County Area Planning Commission, reviews the required Stormwater

Pollution Prevention Plans that are submitted on activities disturbing one acre of land or more.

The SWPPP is a site-specific plan that describes practices to prevent erosion and offsite sediment from entering waterways. Once approved, the plan is forwarded to the Indiana Department of Environmental Management, which oversees this program. In 2021, several plans were submitted to SWCD for review and on-site meetings were conducted.

Landfill inspections in Indiana are required twice a year, generally in the spring and fall. Working with staff from Indiana’s State Department of Agriculture-Division of Soil Conservation, SWCD conducts these inspections to document erosion and off-site sedimentation on active cells, as well as stabilization of inactive portions of the landfill.

The report is submitted to IDEM, ISDADSC and the county commissioners.

Urban Soil Health —

New service available from SWCDs Jamie Perry was recently hired as the Northeast Regional Urban Soil Health specialist with Indiana’s Urban Soil Health program. The Urban Soil Health program is a contribution agreement between USDANatural Resources Conservation Service and Indiana Association of Soil and Water Conservation Districts to improve soil health on Indiana’s urban and small-scale agricultural land.

This program promotes conservation agriculture on urban and small-scale farms.

Based in the Fort Wayne NRCS area office, Jamie will cover the northeast area. He is a local grower based in Fort Wayne, with a background that includes managing a greenhouse, mentoring Burmese refugee farmers and teaching agriculture courses at Ivy Tech Community College. His passion for soil is evident by his current attendance at Oregon State University’s Soil Science program.

SWCD supporting KWWIP efforts Kosciusko County Soil and Water Conservation District continued to support the efforts of KWWIP in 2021.

What is KWWIP? It is the Kosciusko Water and Woodland Invasive Partnership, which exists to build community support to protect the land and water in Kosciusko County from non-native invasive species.

SWCD has sponsored this group since its inception through an agreement with Southern Indiana Cooperative Invasive Management, which has led a cooperative effort to expand invasive species working groups throughout Indiana. SWCD’s sup-

port helps fund a resource specialist for the area who serves as a consultant to newly formed groups.

Locally, KWWIP is made up of a team of dedicated volunteer board and committee members. The group is currently looking to expand its membership and offers four committee options. These committees include: Terrestrial Committee, Aquatic Committee, Outreach Committee and a Strike Team.

Master Naturalist Program graduated 2021 class Kosciusko County Soil and Water Conservation District sponsored its sixth Kosciusko Indiana Master Naturalists program in 2021. Of the 19 participants, 15 completed the required hours of classroom/field work and completed the program’s final review.

Nine members also fulfilled the mandatory 24 hours of volunteer service in the community to complete their certification as Indiana Master Naturalists.

“The program has been such a great success,” commented Darci Zolman with SWCD. “With the uncertainties of continued COVID restrictions, this class complied with our safety protocols and stuck with it to complete the course. In addition to connecting with amazing people, the class learned a lot about our county’s natural resources

and natural places and contributed over 300 hours of volunteer service to the community.”

Classes covered several natural resource themes including forestry, soil/geology, aquatics, wildlife/habitats, wildflowers, birds, historical conservation heroes and astronomy.

A special thanks to our hosts, speakers and advisory committee for their assistance in making this another successful year. Plans are already underway for a 2022 KIMN class, with registration beginning shortly after the first of the year.

Smithsonian Water Ways exhibit yielded local Land of Lakes display Knowledge empowers us to make informed decisions for a positive impact on the things we value most. That is why The Watershed Foundation and the North Webster Community Public Library were honored to host Smithsonian Water Ways this past summer, an exhibit showcasing the many facets, uses and values of water. Kosciusko County SWCD was also honored to be a supporter of this project.

The exhibit and programs drew more than 1,600 visitors to the library. The experience increased awareness about the value of our rich water resources and sparked conversations about good stewardship in our community. This prompted attendees to reflect on their own relationship and responsibilities to water.

Land of Lakes, a local traveling display, was created and launched with the Water Ways Exhibit to showcase our local community’s water story. It was developed with financial support from over 20 local businesses and organizations, in cooperation with members of the Clean Waters Partnership education committee: the Kosciusko County Soil and Water Conservation District, Lilly Center for Lakes & Streams and the Wawasee Area Conservancy Foundation.

This fascinating and beautiful display will continue to be shared with our community for years to come. It is currently on display at the Warsaw Community Public Library through the end of the year.

Jefferson students took action at Cherry Creek Jefferson Elementary School students took action when they learned E. coli levels were high at Cherry Creek. Cherry Creek sits nestled within the Winona Lake Trails, a popular area for dog walking.

When people don’t pick up their pets’ waste, it enters Cherry Creek and pollutes the water with bacteria and other harmful pathogens. Volunteers for The Watershed Foundation tested the water at Cherry Creek during Snapshot Water Monitoring Day in the fall of 2020 and found very high levels of E. coli, which is an indicator of fecal pollution.

Cherry Creek is also a popular outdoor classroom for Jefferson students. With the Kosciusko County Soil and Water Conservation District, Darci Zolman brings Jefferson Elementary School students to Cherry Creek twice a year to conduct water testing and monitoring. Zolman, armed with additional data from The Watershed Foundation, provided the students with extra programming on E. coli.

Jefferson is one of four elementary schools in the Warsaw Community Schools system that is STEM certified (science, technology, engineering and math). Studying water quality is part of their STEM curriculum. Jefferson’s fourth-grade teacher Angela Luecke helped spearhead a school project, which mentored all the fourth and sixth-grade students studying the issue and working toward a solution. The

students concluded pet owners were not picking up pet waste, which ended up being washed into Cherry Creek, causing the E. coli buildup.

Education Prompts Action The students were armed with knowledge and wanted action. As part of their school project, some of teacher Sandy McClellan’s sixthgrade students made a presentation to the Winona Lake Town Council. The children asked the council to help them educate people who come by Cherry Creek about the need to pick up after their pets. The council agreed to help.

The Watershed Foundation provided funding for two pet waste stations. Students and staff at Jefferson Elementary and community leaders celebrated their installation at Cherry Creek July 7. Zolman told local news outlets the SWCD has always felt “teaching our youth is a way to make them more informed citizens when they grow up and hopefully, they stick around in the community. It is a vital part of SWCD’s outreach mission.” She said this project was a great way to help those students become more informed citizens.

The pet waste stations contain bags to collect the waste and a container to dispose of it.

The students also posted signs nearby to remind people of ways to care for our local land and water, and brochures alongside to educate the community of the purpose for why we should “Make Haste, Not Waste.”

SWCDs Kosciusko-In-A-Box display a hit at Earth Day Festival In May of 2021, several entities came together to learn about and celebrate our planet at the Wawasee Area Conservancy Foundation’s Earth Day Festival. The event consisted of a wide variety of activity tents including live raptors, an opportunity to create a butterfly net and a wide variety of educational displays showing how to better care for our planet.

Kosciusko County Soil and Water Conservation District took part in the event with its Kosciusko-In-A-Box display. This display depicted a miniature version of several of the natural resources found in Kosciusko County in striking detail. Along with these resources, there were many conservation practices found throughout the display. Some of these include rocks used for shoreline stabilization, cover crops and rotational grazing of cattle.

Perhaps the most popular part of the Kosciusko-In-A-Box display was the scaven-

ger hunt. Participants were asked to search for several items throughout the nine neighborhoods in the display. Only those with an especially sharp eye were able to find all the items quickly, but everyone had a great time searching.

In addition to the Kosciusko-In-A-Box display, the SWCD also gave away blue spruce saplings to anyone who stopped by their tent.

These tiny saplings will eventually grow to be up to 75 feet tall and make wonderful wind brakes. Additionally, they have a beautiful blue tint to them and smell like Christmas all year round.

Campers Became Community Planners Campers at Camp Mollenhour Conservation Camps became community planners and pollution experts in a simulated watershed activity led by staff from the Kosciusko County Soil and Water Conservation District.

After participating in a water flow game, campers were challenged to design a community, while keeping in mind the protection of its water resources.

Simulated contaminants were introduced into their communities, which led to a discussion about ways to prevent and mitigate pollution. Lesson topics included: water flow, watersheds, point source and non-point source pollution, community planning and pollution mitigation.

Natural Resource workshops for educators and citizen scientists Even with COVID limitations, SWCD educator and certified instructor Darci Zolman was able to conduct training workshops in 2021. SWCD sponsored trainings in Hoosier Riverwatch, Project WET and Project Aquatic WILD. These workshops provided participants with tools, knowledge and skills to enhance classroom lessons and citizen engagement in natural resource projects.

Zolman served as instructor for three Hoosier Riverwatch workshops in 2021. Training in this program provided participants with the knowledge and skills to monitor water for physical, chemical and biological parameters.

Once trained, participants also became eligible to enter their monitoring data on a statewide database through Hoosier Riverwatch.

Riverwatch workshops held in July were targeted to a general audience interested in citizen science. The first was held in early July, in collaboration with co-instructor Lyn Crighton of The Watershed Foundation. Classroom instruction was held at the North Webster Community Center, while in-stream training took place in the nearby Tippecanoe River.

A second Riverwatch workshop was held in partnership with Tippecanoe County Parks and Recreation with co-instructor Mary Cutler.

Indoor segments of the workshop were held at the Wah-Ba-Shi-Ka Center in Battle Ground

and attendees headed to Burnett’s Creek for their in-stream training.

A third Riverwatch workshop, held in August, was geared to teachers and included local STEM Academy water quality themes. Participants met at Washington STEM Academy for the first portion of the workshop and then made their way into nearby Eagle Creek for instream training.

Two Project WET/Project Aquatic WILD combination workshops were conducted in August of 2021. The first was hosted by Washington STEM Academy for new STEM teachers and others interested in this multi-disciplinary curriculum. This workshop was deliberate about incorporating themes and activities to align with STEM concepts (science, technology, engineering, math), as well as appeal to a broader educator audience. Attendees were able to participate in and model activities from these two internationally acclaimed curricula.

A second WET/WILD workshop was hosted by Merry Lea Environmental Learning Center for their Environmental Education Master’s program while also being open to the public. The fabulous outdoor facilities at Merry Lea provided several areas to field test the activities of these award-winning programs.

WHITE PINE — This tree produces tall, cylindrical stems with pyramidal shaped crowns, and distinctive, plate like branching. Needles are soft, flexible, 2½ to 5” long, and bluishgreen in color. It grows at a fast rate** reaching a height of 50–80’ with a spread of 20–40’ at maturity.

ORNAMENTAL TREES & SHRUBS

HIGHBUSH CRANBERRY— This shrub grows 8-15’ tall and 8-10’ wide. It is noted for attracting wildlife, especially birds. It produces flat-top clusters of showy white flowers in June. Red fruits mature in August-September. It is tolerant of frost, likes sun or semi-shade, and is successful in most soil types but does best in well-drained, moist soil that is rich and loamy.

PURPLE LILAC — This shrub has fragrant long-lasting flower clusters in shades of lilac, light purple, or lavender, that bloom in April or May and are framed with lush green foliage. It grows at a medium rate** reaching a height of 8–15’ with a spread of 6–12’ at maturity.

DECIDUOUS TREES

RED BUD — This tree has rose-purple flowers that bloom profusely on bare branches in early spring before the foliage emerges. Irregular branching patterns and a trunk that often divides close to the ground create a spreading, often flat-topped or slightly rounded crown. It grows at a medium rate** reaching a height of 20–30’ with a spread of 25–35’ at maturity.

SHADBLOW SERVICEBERRY — This tree has clusters of white, feathery flowers that bloom in early spring, followed by large, blackish-purple berries which are juicy, edible and attract birds. Medium to dark green leaves turn brilliant red-orange in fall. It grows at a slow rate** and reaches a height of 15-30’ with a spread of 15-20’. Full sun and partial shade* are ideal and it grows well in a wide variety of soils.

WHITE DOGWOOD — This tree blooms in early spring with large, 4-petaled, white flowers. It has a low-branching, broadly-pyramidal but somewhat flat-topped shape with oval, dark green leaves that turn shades of red in fall. It grows at a medium rate** reaching a height of roughly 25’ with an equal spread at maturity.

BALD CYPRESS — This tree’s soft, bright green needles are stunning against its shaggy, cinnamon-colored bark. In autumn the foliage turns a bright copper color and drops from the tree. It grows at a medium rate** reaching a height of 50–70’ with a spread of around 25’ at maturity. 6

BLACK WALNUT — This native hardwood is prized for its beautiful dark wood and rich, flavorful nuts. It has an oval to rounded crown with aromatic leaves that turn an undistinguished yellow-brown in early fall. It grows at a medium rate** reaching a height of 50–75’ with a spread of 50–75’ at maturity.

PERSIMMON — This tree has glossy dark green leaves in the summer that turn shades of reddish-purple in the fall. White fragrant bell shaped flowers in late spring give way to green fruit that turn an attractive orange color when ripe in late fall. It grows at a medium to fast rate** and reaches a height of 60’ with a spread of 20-25’ at maturity. Full sun and partial shade* are ideal and it grows well in a wide variety of soils.

RED OAK — This tree offers wonderful shade in the summer due to its dense crown, displays beautiful red fall color, and has great wildlife value. It grows at a fast rate** and reaches a height of 60-75’ with a spread of 45’ at maturity. Full sun* is ideal and it grows well in: acidic, loamy, moist, sandy, well-drained and clay soils.

RIVER BIRCH — This tree has leathery, diamond-shaped, medium to dark green leaves, and salmon-pink to reddish brown bark that exfoliates revealing lighter inner bark. It grows at a medium to fast rate** reaching a height of 40–70’ with a spread of 40–60’ at maturity. 6 SUGAR MAPLE — This native hardwood has a dense rounded crown with medium green leaves and virant fall colors of yellow, burnt orange and red. It grows at a slow to medium rate** reaching a height of 60-75’ with a spread of 40-50’ at maturity.

TULIP POPLAR — This native hardwood produces tulip-shaped, orange-yellow-green flowers from April to June, with autumn foliage turning a golden yellow. This tree grows at a fast rate** reaching a height of 70-90’ with a spread of around 40’ at maturity.

GROUND COVER

PACHYSANDRA — Plants form attractive low patch of shiny dark-green leaves, bearing clusters of white flowers in spring. It is a creeping perennial, forming a mat up to 4”tall that spreads to form large colonies. It is a shade lover that is not fussy about soils and tolerates a wide range of conditions, as well as being deer and rabbit resistant.

CREEPING PHLOX — Profuse mid spring flowers bloom in April-May in your choice of White, Blue or Pink. This hardy, spreading, mat-forming, sun-loving perennial grows to roughly 4” tall and 24” wide and is also deer resistant.

SEDUM ANGELINA — This is an evergreen mat-forming stonecrop that grows to 4” tall and 24” wide. It has pointed, cylindrical, yellow-green leaves (¾” long), that may acquire reddish tones in autumn, and star-shaped yellow flowers that appear in summer. It prefers sun but will tolerate part shade. It’s drought, deer and rabbit resistance is also a plus!
