Emily Mailhot Reporter – Vegreville News Advertiser On Friday, November 23, the Alberta Pulse Growers (APG), Alberta Barley Commission, and Alberta Wheat Commission held region 3 meetings throughout the day at the Willingdon Community Hall.

D’Arcy Hilgartner, chair of the Alberta Pulse Growers, led the day off with a video message

from Leanne Fischbuch, Executive Director.

She reported that it was a difficult year for Canadian pulse growers, due to India’s new tariffs on imported goods in 2017. “What India has taught us is that we need to diversify our markets more,” said Fischbuch.

RCMP files from November 19 - 25 Arthur Beaudette News Advertiser November 19 09:05 – Report of the attempted theft of a vehicle from a commercial property. Damage to the door lock was discovered. Still under investigation.

11:08 – Report of break and enter to a rural commercial property. The subjects entered the property and stole multiple items. Still under investigation.

16:51 – Report of a “Microsoft” Scam.

Caller to the reporting party would not identify themselves. Members called back the number and the subject indicated that they were NOT Microsoft and were located in Australia.

17:32 – Caller reported finding a pony. They took the horse to their barn, contacted the vet and posted the horse on Facebook. Owner of horse not located at time of report.

18:18 – Complainant in Mundare reported that they were stabbed. RCMP met EMS at the home and the victim transported the complainant to the hospital in Vegreville. The subject was located in the home alone with the weapons and was arrested. Still under investigation.

22:06 – Report of stolen truck. Patrols were made but the vehicle was not located. The vehicle was reported as being seen in Andrew later that night.

Vehicle has since been recovered.

November 20 08:33 – Complainant reports receiving SPAM email demanding they send funds via bitcoin. Complainant spoke with an IT tech and was directed to report it to the Canadian Anti-Fraud Center and the RCMP. He was also instructed to contact his bank and change his passwords.

09:23 – Report of the theft of a commercial vehicle in Vegreville. Still under investigation.

09:38 – Complainant reports loud music from their neighbour’s location.

Members attended and mediated the situation.

18:44 – Complainant reports suspicious footprints up his driveway and into the back yard. No entry was made to the property but it appeared that the subjects were trying to find a way in.

November 21 08:07 – Report of a dead deer on property. The caller indicated that the deer may have been shot from the road.

An SUV was seen near the property.

The matter has been referred to Fish and Wildlife and the investigation is ongoing.

09:39 – Traffic stop resulted in discovering that the vehicle was not insured.

The driver was charged accordingly and a ticket for $2875 was issued.

09:35 – Landlord called to report finding drug paraphernalia in a rental property recently vacated by tenants.

Meth Amphetamine, needles and Naloxone kits were found.

16:06 – 911 report of an erratic driver.

The caller reported a truck swerving all over the road, almost hitting them when passing and riding on the rumble strips. Caller will be making a statement with an adjacent agency and a ticket will be issued to the registered owner.

20:53 – Report of shoplifting from a local business. A male walked out of the store with unpaid merchandise and left in a silver car. Surveillance was provided and the matter is under investigation.

21:31 – Multiple complaints about the above driver.

November 23

09:21 – Complainant reports receiving numerous CRA phone scam calls.

The voicemails left indicated that there was a warrant out for their arrest and they needed to call back or be arrested.

Reporting for information purposes.

Complainant was referred to the Canadian Anti-Fraud Centre.

10:20 – Traffic stop conducted after members noted the driver was talking on his cell phone. Ticket for $287 was issued accordingly.

14:53 – Report of theft at a residence.

The complainant had left for 10 minutes and when returning, saw a blue 4 door car leaving the area. Multiple items including tools, radio and batteries were stolen. Still under investigation.

18:28 – Report of a road rage incident near Mundare. Complainant reports that a vehicle was tailgating with high beams and then passed him, cut him off, and the two had a confrontation.

18:49 – Traffic stop conducted and while investigating, it was found that the driver was disqualified or suspended from driving. Ticket for $239 was issued.

20:32 – 911 call from someone stating they were struggling and needed some help. Members located the caller and after talking to him took him to the hospital for assistance.

November 22

09:38 – Report of the theft of a wallet from a vehicle overnight. Charges were found on the complainant’s cards outside the area. Complainant notified his bank. Still under investigation.

16:17 – Caller reports receiving a voice message from the “CRA” stating she owes taxes and if she did not pay she would be arrested. She was provided a number to call. Reporting for information purposes and referred to the Anti-Fraud Center.

17:21 – Report of an erratic driver on Hwy 16. Members located the vehicle and conducted a traffic stop. It was determined that the driver was not impaired and was warned about his driving.

21:30 – Caller reports a possible impaired driver on Hwy 16. The vehicle was observed going westbound in the eastbound lane East of Vegreville.

Patrols were made but the vehicle was not located.

10:25 – Report of a vehicle fire.

Members attended to assist the Fire Department.

16:08 – Call from the hospital requesting assistance with an uncooperative patient. The subject was intoxicated and smoking in the waiting room.

Members attended and the subject was arrested.

16:16 – Caller reporting concern over seeing a female walking without a jacket. She appeared emotional and there may 2 males following her. Patrols were made but none of the subjects were located.

18:50 – Report of theft from a vehicle overnight north of Ranfurly. The vehicle was entered and documentation was stolen.

23:28 – Report of yelling and screaming at a neighbour’s house. Members attended and after investigation, it was determined that the subject was angry about a video game and that is why there yelling and screaming.

23:55 – Traffic stop conducted due to failure to stop at a stop sign. Members

For Firefighter Aid Ukraine Emily Mailhot Reporter – Vegreville News Advertiser On Saturday, November 24, Firefighter Aid Ukraine held their firstever dance fundraiser at the Andrew Hall.

Kevin Royle, who had started collecting funds and much-needed resources for Ukrainian firefighters after seeing their archaic equipment on a trip to Ukraine about six years ago, said that the event was a success for the organization. “It was our first one ever, and it went over a lot better than we thought.

Especially competing with the Grey Cup weekend, we had a great turnout.”

The live band Millennia played nearly nonstop, with only one break to eat some of the delicious pierogi dinner. The band was another possible reason for the great turnout at the event, as they had promoted their performance throughout their province-wide fan base.

The dance was so successful, in fact, that Firefighter Aid Ukraine is already planning another for the future.

Firefighter Aid Ukraine has been actively collecting donations from different communities in Western Canada, and even recently received a call from New York about a sizeable donation to be picked up. In the near future, they have planned three pickups in the process of picking up from Manitoba.

Their current initiative, according to Royle, is helping the Ukrainian government organize ways for fire departments to be volunteer. “We have had great conversations with volunteer organizations and volunteer fire departments about assisting Ukraine with their volunteer system. As fire services is a branch of the military in Ukraine, volunteer departments don’t exist there yet.”

Royle explained that the Ukrainian government is restructuring so that volunteer services throughout the country can grow, and is looking to Canada for advice in this process.

Primarily, funds from the dance in Andrew are going into the covering of costs for packing and shipping fire equipment oversees to Ukraine so that fire fighters there can be as wellequipped for safety as they are here.

Firefighter Aid Ukraine also wants to acknowledge Ken Hamaliuk and Tracy Lupul from the Andrew fire department, who did a great job of ensuring some event costs were covered locally, so that the funds that were raised could go more directly towards the efforts of Firefighter Aid Ukraine.

Democracy under Attack Arthur Beaudette News Advertiser - Opinion One would think that for our democracy to be under attack it would take something profound; something dramatic.

However, with a few keystrokes and a budget update the opening salvo has been fired.

In the recent Federal Budget Update last week, the Liberal Government allocated $569 million (over 4 or 5 years) to support media in Canada. This is in addition to the approximately $1 billion (2006 numbers) in funding already provided to the CBC annually.

While there is no doubt that actual journalism is under pressure across the world, one has to wonder what the end game is for this government. Do they hope to be judged less harshly by media that is not considered “left”?

Dating back hundreds of years, freedom of speech and freedom of the press has been a part of governmentbacked rights across the globe.

How can any news organization be considered free when they are on the government payroll?

The industry is divided on this topic and of course the large organizations are the ones who have the loudest voice. Even some staunch critics of government involvement have given positive reviews on this announcement. How quickly opinion can be swayed with a simple $500 million of taxpayer’s money. A check hasn’t even been written and already favorable reviews are in. Others, however, are still very critical of this move.

One also has to wonder how the government will pick winners and losers in this endeavor. Will they look through political donor records, build some complex algorithm, or pull names out of a hat?

For any readers who doubt the need for classic media (delivered in any form) you do not need to look far. There has been a great deal of coverage about foreign influence on recent federal elections.

The investigation of Russian interference in the US elections is still ongoing, however it has been confirmed on many levels (including by independent news organizations). In Canada, our federal government refuses to disclose details of meddling in Canadian elections despite publicly acknowledging that Russia interfered in the last federal election.

How does this happen? Well, it is not via newspaper, radio, or TV. The Internet and social media along with its polarizing echo chambers is where foreign influence peddlers focus their attention. Look up Cambridge Analytica and Facebook if you have not heard about this. No credible traditional media would allow this same level of influence.

There are many threats to democracy. A governmentfunded media is definitely one of them. Where else can you find government-run and government-funded media? Places like China, Russia and North Korea come to mind.

The press... the FREE press, which may be one of the last defenders of independence and liberty in our great nation is now under attack. All this courtesy of our federal government and our tax dollars.

Beyond Black Friday Emily Mailhot Reporter – Vegreville News Advertiser Since the rise of internet shopping, Black Friday sales have expanded for the convenience of customers, making the equivalent of one whole work week from Red Thursday at Canadian Tire to Cyber Monday at many other stores, all flooded with customers.

One big reason for this extent of sales is access. Darlene Lambert, manager of the Vegreville Canadian Tire says that Canadian Tire adds the Red Thursday sale to give shoppers more opportunity to see what they can buy. “Black Friday is only one day; most businesses try to extend past just the Friday, because it brings more customers in.”

Black Friday sales also extend to more than just stockingsized gifts. Vegreville Ford, Grant Miller Motors, and Maddigan Chrysler Dodge Jeep Ram took part in the sales as well, selling vehicles at discounted prices all the way up to November 27th (Vegreville Ford) and 30th (Maddigan, Grant Miller Motors).

Brian Baron of Vegreville Ford says that in the vehicle industry, customers should keep their eye out for the best sales, not only the ones with the Black Friday tag. “Typically there is always something going on that manufacturers will support, in order to encourage customers to buy.” Baron went on to explain that roughly the same sale structure is

used by every manufacturer throughout the year. “The bottom line is that it’s important that consumers compare any program that any dealership is offering throughout the year.

No matter what time of year, it’s important for buyers to do their homework on prices, and talk to a reputable professional who can maybe explain things to them.”

Overall, Vegreville shoppers seemed to stay pretty close to home/travel mostly to the city, if they engaged in the sales at all. While the bustling crowds deter some shoppers who prefer not to have to arm-wrestle for the latest power tools, board games, or action figures, many more dared to brave the benefits of a more plentiful post-Christmas shopping bank account by shopping locally/in the city.

Brick-and-mortar businesses weren’t the only ones to remove portions of the prices for Black Friday sales. Homebased businesses, such as Tupperware, Thirty One, and Epicure, to name a few, also had sales that participating retailers could choose to use as a means of selling wares at a discounted price.

A Steeped Tea consultant based out of the Derwent area said that while brick-and-mortar businesses may rely on flyers, broadcasting, and signage to advertise their sales, homebased businesses typically lean toward other means. “A lot of it was through email,” she said, “That, and word of mouth,

The Canadian Federation of Independent Business (CFIB) is pleased the federal government has listened to small business by doing what was necessary to ensure postal service can resume ahead of the holiday season.

“Small business owners depend on Canada Post to send and receive payments and get customer orders out,” said CFIB president Dan Kelly. “The weeks leading to Christmas can represent a huge chunk of annual sales for retailers. The strike was quickly becoming an emergency for many small firms and for Canadian consumers at this very important time of year. The government made the right decision to introduce back to work legislation.”

A recent survey of CFIB members found that 71 per cent supported legislating the postal workers back to work. Two thirds of small businesses reported they had been negatively affected by the strike, at an average cost of $3,000. In fact, 67 per cent suffered cash flow interruptions as a result of

delayed cheques and invoices, and 53 per cent had to switch to a more expensive delivery service.

“Back to work legislation is never an easy choice, but it will help salvage the holiday season for small firms and consumers. We’re relieved to see Canada Post back to work and hope the Corporation and the union can reach a long-lasting agreement to ensure Canada Post can become a low-cost and reliable option for small business,” concluded Kelly.

90 Years Ago – November 28, 1928

Commencing next Monday, the Warwick mail service which has undergone several changes recently has reverted to the tri-weekly basis. The mail goes out and returns on Monday, Wednesday and Friday of each week. These changes have been brought about by energetic protests by the people of Warwick over the way in which they were being sidetracked by the post office department.

D. H. Brown, Vegreville’s undertaker, has purchased a new ambulance and brought it to Vegreville this week. Mr. Brown has showed his enterprise and his desire to be of service to the public of Vegreville. With the aid of the new car ambulance service will be more certain and much more confortable than it was under the old conditions.

An average of $11.67 per acre was paid for 143 parcels of land comprising a total of 21,797 acres, disposed of by auction at Lethbridge during the past week under the direction of W.T. Rollins, Controller of School Lands for the Department of the Interior.

75 Years Ago – December 1, 1943

A bazaar was held at Morecambe on November 26th and during the evening some evil-dispositioned parties took occasion to slash the tires on 22 autos which were parked outside the hall. Police are investigating but will probably find it a tough job to pin the crime on the responsible parties.

Alex Durie of Lavoy, recently presented the Kinsmen with a pig for a raffle, which was to have come off on November 27th. But, unfortunately, the pig escaped and until it is found, the raffle is postponed. In the meantime, the Kinsmen mournfully announce they would like to get information leading to the recovery of one white sow, weight about 100 lbs., which escaped from the Pool Elevator stockyards.

Notification has just been received from the Minister of Education to the effect that Norah White has been awarded the GovernorGeneral’s Medal for having the highest standing in the Grade IX Examinations of 1943 in this Division. Norah has been a student of the Intermediate School here.

Flt-Sergt. William George Pepper, R.C.A.F., son of Mr. and Mrs. W.G. Pepper of Ryley lost his life on the fifteenth operational flight over Germany. He has a brother, Clifford, now on active service overseas with the R.C.A.F., and a brother Donald, working in B.C.

50 Years Ago – November 28, 1968

Problem of disposing of old car bodies in and around the town was discussed by town council on Monday night. The accumulation of the car bodies are creating an unsightly condition in areas of the community and several complaints have been received regarding them. A policy will be formulated for the piling of the bodies at a suitable location and dealers and auto body shops will have an opportunity to dispose of the bodies no longer having any value.

Walter Kitt of Two Hills approached town council with a view to obtaining at least moral support in his attempt to establish a museum in the town. Mr. Kitt showed the council several slides of material he has gathered for a museum, all of which appeared very attractive. It was suggested that the old railroad stations had been used in various parts of the province for this purpose and that perhaps the abandoned C.P.R. station and grounds could be available in Vegreville.

On November 16, at the Fall Convocation of the University of Alberta at the Northern Alberta Jubilee Auditorium in Edmonton, Miss Rose Helene Koren, daughter of Mr. and Mrs. W.P. Koren of Mundare was admitted to the Degree of Bachelor of Education.

25 Years Ago – November 30, 1993

A $3 bet turned into a $10,000 payout for a Vegreville man.

Marvin Beaudette plunked $3 down for a PRO LINE ticket, wagering on six NHL hockey teams, played November 13. He guessed correctly on all six games and became $10,323 richer. Beaudette and wife Sherry plan to pay some bills, shingle their roof and repair the fence with their winnings.

District Agriculturist Kent McDonald and Gary Makowecki installed snow fencing around a dugout north of Vegreville. The fencing is part of a research project to capture snow around dugouts and transfer it back into the water source.

A Red Deer College student from Vegreville was recently honored by the school. Darren Maddex, a general studies student, was one of 117 students honored by the college at its annual Achievers’ Breakfast November 17. The annual event recognizes students for their academic achievement, diligence in studies, positive influence on the learning environment or their involvement with campus or community groups and activities.

Nick Seniuk of the local Elks Club presented a cheque to Kent Toremy of St. Martin’s School for the School’s athletic program.

Activist ‘Wall’ Thwarting Canadian Oil Exports

Ken Green Analyst - The Fraser Institute Progressives (and some conservatives) have largely stymied President Donald Trump on getting his wall across the U.S. southern border built.

Ironically, those same progressives have given the president another wall - encompassing Canada and thwarting oil exports to countries other than the United States.

The latest slab in the wall is a ruling by a Montana district court judge who called for a halt in construction of the Keystone XL pipeline pending additional analysis of potential environmental and economic impacts. Keystone XL was assumed by many to be a done deal when Trump approved the project in March 2017.

Apparently done deals aren’t that done if you run into an activist judge.

Alberta’s economy, while nearly back to prerecession levels in some ways, continues to plod along compared to previous economic boom times.

World oil prices plummeted in 2014. But limited pipeline capacity, which leads to Canadian oil producers getting a depressed price for Canadian oil, exacerbated Alberta’s economic woes.

In fact, several metrics indicate that oil and gas investment in Alberta is in steep decline. According to a report by the Canadian Association of Petroleum Producers, capital investment in Canada’s oil and natural gas in 2017 was $45 billion, down 44 per cent since 2014, before oil prices collapsed.

The latest Keystone XL decision can only make things worse. Investors were banking on the Keystone XL’s 830,000 barrels of new capacity coming online to relieve some of the pipeline bottlenecks facing Canada. Those bottlenecks each year rob Canadians of billions of dollars because

we must sell our oil into the glutted U.S. market at severely discounted prices compared with the world oil price.

Two things stand out in reporting of the Montana judge’s decision. First, he ruled that the U.S. State Department (under then-president Barack Obama) did not conduct a sufficient review of potential environmental damages, including potential longterm harms caused by climate change. Yet in 2014, the State Department reported that Keystone XL would produce fewer greenhouse gas emissions than transporting that same oil by rail to the Gulf of Mexico.

Moreover, according to Reuters, the judge said the State Department’s analysis “failed to fully review the effects of the current oil price on the pipeline’s viability, nor fully model potential spills and offer mitigation measures.” The first part of this statement is somewhat absurd. As a timeline of the Keystone XL process shows, the State Department was conducting its review in 2010 when it could not conceivably predict the fluctuations in world oil prices in 2018.

Crucially, this ruling suggests that when one proposes a project, one must maintain a running economic and environmental analysis, no matter how long a project is delayed by obstructionists.

The cost of that, added onto everything else that pipeline obstructionists can muster, may be the last slab in the wall.

The delay of Keystone XL, likely by at least a year, is another blow to Canada and a particularly sharp blow to Alberta.

But perhaps one good thing will come from the judge’s ruling. It may well be the last nail in the coffin of ‘social licence,’ which is now, quite clearly, unobtainable at any price - anywhere - to build any major oil project.

Prime Minister Justin Trudeau is no fan of Trump’s border wall. Perhaps he should pick up an axe and tear down the activist wall fencing in Canada’s energy economy.

Andrew Senior High School Programming Consultation

Emily Mailhot Reporter – Vegreville News Advertiser After consulting with Village officials, staff and students at Andrew School what would make their high school programming better, Elk Island Public Schools (EIPS) held an evening event with parents and community members to address any concerns they may have about how the K-12 school handles the high school grades.

The evening began with an introduction by EIPS’ Mark Dubrae, who introduced the trustees at

each table.

“We want to be equitable and thorough in providing all our students in the district with the best possible education,” said Dubrae. “It doesn’t matter what students want to do with their future, our goal is to make sure that every opportunity is provided to them.”

Round-table discussions proceeded, with one moderator for each table. Those who took part in the discussion were able to answer three questions together: “What is most important to you about Andrew School?” “What learning opportunities are most important in grades 10-12?” and “What are the most important factors EIPS should consider when making decisions about programming for senior high students in Andrew?”

Several attendees shared their experiences growing up or raising their children in Andrew. One man, John Kapinski, shared his experience starting the first ever Air Cadet Squadron in Andrew, with the help of the school. What he described as the best years of his life had all started with the efforts of Andrew School to supply their students with opportunity.

Another attendee shared her experience returning to Andrew School after dropping out of grade 10 and being absent for a few years, saying, “They knew my situation,

because they had known me since I was a child, and when I wanted to come back they didn’t charge me the fee for 18+ high school admission. That’s not something you would see at a larger school.”

Some of the concerns that parents wanted to be addressed included social opportunities with only around 10 students per grade, work experience initiatives, and the struggles students may face in grasping their own work when different levels of the same subject (i.e. English 20-1, English 20-2, etc.) are taught in the same class time to all the children of one grade.

The event also gave parents the opportunity to share their ideas about a balanced, personalized education for each student with EIPS. All of this information was then taken back to EIPS and a third-party reviewer, who will work to make a decision about changes that may be made to the Andrew School programming.

17:31 – Traffic stop conducted for speeding. Members then noted that there was a child in the vehicle not properly restrained. Tickets were issued for both offences.

During the week there were 82 calls for service made in total including: 3 false alarms, 4 false 911s and 10 animal strikes.

Fort Saskatchewan-Vegreville MLA Jessica Littlewood took a brief detour from Legislature meetings to share a provincial update with the producers and catch some of the meeting. About the efforts to diversify markets and work with the Indian government, Littlewood said “The Minister of Agriculture is currently advocating for Indian Officials to open markets back up for Canada in their current Indiafirst stance on trade,” she continued, “Agriculture is important to our province, as its second strongest industry, and we are doing all we can to continue to support it.”

MLA Littlewood also explained that the “beautiful inefficiency” of craft brewing, which needs more barley to make one bottle of beer, can be one way for Alberta growers to gain profit locally.

After this, some details about Alberta Pulse Growers website technology and app, was shared. This was followed by nominations for the Zone 3 Advisor.

Micheal Bury, who had been a member of the advisory for around 10 years, was nominated by Gordon Tuck. He accepted eagerly, but wanted to be open to other nominees, saying, “It’s been a very good experience. If anyone is interested in the position, please run against me.”

Later in the meeting, the 2018 resolution was presented as it would read at the provincial AGM in January. Micheal Bury moved that it read, “Alberta Pulse Growers lobby for carbon levy exemption to include grain drying and heating fuel,” he continued to explain, “It’s almost doubled their costs, and if the sun doesn’t shine and the wind doesn’t blow, it becomes too costly. I think that farmers do enough (for the environment), and they don’t need to pay more.”

This new resolution will be following the last successful one, which sought to remove the carbon tax on the fuel used to operate farm machinery such as combines.

This was consistent with the other commissions’ resolutions for the upcoming year. However, when MLA Littlewood was later asked what the likelihood of their success in lobbying the Provincial government for more carbon levy exemption, she replied, “The carbon tax is what pays for the $81M energy efficiency programs that are part of the new growing Forward program. The carbon tax is also what pays for the small business tax reduction from 3 percent down to 2 percent. If there is no price applied to carbon that then comes out of these same funds, those tools for farmers will be lost.”

Holden 4-H Beef Club November Report Quinten Albrecht Club Reporter – Holden 4-H Beef Club On Thursday, November 15th, The Holden 4-H Beef Club held their monthly meeting. The meeting was called to order at 7:30. After the pledge, Kathleen Komarnisky gave us her secretary’s report, and Joe Roulston gave us the Treasurer’s report. Next we discussed a wide range of topics from Club activities such as the time and place of the Christmas party, to membership fees.

After that, we began the elections. We were electing a new President, Vice President, Treasurer, Secretary, Club Reporter, and District Rep. as we do every year. For the 2018-2019 Club Year, our President is Carter Chomik, The Vice President is Dawson Currie, Joe Roulston will remain Treasurer, Kaitlyn Rude will be the new Secretary, Quinten Albrecht is the Club Reporter, and Taylor Chomik, and Kate Albrecht are the District Rep’s. After that we said grace, and adjourned the meeting at 8:30. And, of course, everyone’s favourite part: SNACKS! The next meeting will be on Thursday, December 6th.

EADRCRU Take Wanted Man into Custody Constable Guillaume Wilson Media Contact – EAD Crime Reduction Unit Elk Point, Alberta - On November 20, 2018, members of the Eastern Alberta District Rural Crime Reduction Unit (EADRCRU) located a male in Elk Point wanted on several outstanding warrants from the Vegreville, Bonnyville, and St Paul areas. During the arrest, the male tried to discard a

substance believed to be crystal methamphetamine, which was seized by RCMP members.

Kristopher Funk (37) of St Paul was arrested for his outstanding warrants, which include offences of: • Possession of property obtained by crime • Possession of a prohibited weapon • Identity Fraud • Two counts of failing to comply with a probation order • Seven counts of failing to comply with conditions of a recognizance • Possession of a weapon for a dangerous purpose • Two counts of possession of a controlled substance • Two counts of driving while unauthorized • Driving an uninsured motor vehicle He is also facing new charges of possession of a controlled substance and failing to comply with conditions of a recognizance as a result of his arrest.

Funk was remanded into custody and is scheduled to appear in court on November 22, 2018 in St Paul.

Tofield RCMP Investigate Single Vehicle Rollover Constable Mike Hibbs Media Relations Group Tofield, Alberta – On Nov. 20, 2018 at approximately 11:55 a.m., Tofield RCMP responded a single vehicle rollover at Range Road 161 and Township Road 480.

Preliminary report indicates a car left the gravel road to the left rolling multiple times, landing on its roof approximately 150 metres into a field. A lone female occupant of the car was ejected and was found deceased.

Tofield RCMP, Holden Fire Department and EMS attended.

The investigation continues and the name of the deceased female will not be released.

No further updates will be provided.

19th Annual Candlelight Service of Remembrance Submitted Loss comes in many forms, whether it be a loved one, a pet, a job or loss of community as we relocate to a new city or town. It can be particularly difficult to cope with these losses during times when others seem happy and upbeat. Christmas can be one of these times.

Whether you identify as Christian or not, the decorations, gift-giving, hearing others talk of spending time with family and the perceived and unspoken pressure to be “happy” and “in the Christmas spirit” may leave us feeling sad and alone.

Although we all cope with grief in different ways, it has been shown that connecting with others can help offset our feelings of loneliness and isolation when they arise. It is with this in mind that Akasu Palliative Care, Park Memorial Funeral Home and the Vegreville Ministerial Association began the annual Candlelight Service of Remembrance with an open invitation to anyone who may be struggling in the Holiday Season.

This interdenominational service was established in 2000 to provide a safe space for those suffering a loss to reflect on the past and celebrate the present with the support of community at a time of the year when feelings of grief or loss may be more frequent or seem overwhelming.

Karen Patterson of the Walking Through Grief Society Support Group has been booked for this year to share how it all began, from Shirley and Lynda’s journey to her own personal story of how her world stopped and she

found the ability restart.

Those who attend are welcome to come alone, come with a friend, or bring a child.

Mobile phone theft is one of the most commonplace crimes in the world. Whether you are mugged, pickpocketed, or your phone is simply lifted off the table in a bar when you’re distracted, it’s easy to lose your phone and not so easy to get it back.

In addition to losing an expensive handset, if you don’t realize your phone has been stolen for some time, thieves might run up expensive bills or even use the device to access your financial information. Obviously, the best thing to do is to be careful with your phone at all times and make sure it is not accessible to thieves; however, if the worst comes to the worst, there are a few simple steps you can take to minimize the damage.

First, make sure you haven’t just lost your phone – it’s all too easy to leave your phone in another jacket, drop it down the back of the sofa, leave it in your car and so on and then assume it has been stolen.

Using Find My iPhone or Android Device Manager you can instruct your phone to ring loudly, lock it, change its password or, in the worstcase scenario, erase all your data.

These applications have to be set up in advance, so it’s a good idea to make it the first thing you do when you get a new phone.

When you’ve found out where your phone is, give it a ring to ascertain if it has been found by someone honest who is happy to return it. Be careful; if you have any suspicions that the person holding your phone

In many other cases, telling the police can be a bit of a waste of time; unless you are positive that your phone has been stolen, they won’t really be interested. However, your insurers will probably need a record of a police report before they pay out. Don’t forget to make sure that your provider knows as soon as your phone is lost or stolen; you’ll be liable for any costs run up by a thief up

until the time you report it.

The chances of recovering a stolen phone are very slim, but you can mitigate the damage by making sure your phone is password protected and thieves can’t access the App Store or other accounts without passwords. The best advice is to keep your phone carefully protected at all times and make sure there is as little financial information stored on it as possible.

When he was finished, I handed the form to the teller.

She read it over and handed it back to me chuckling, "You should read the last line."

There the form asked: "Your previous bank's name?"

Turkey Dinner for Tofield Community Health Emily Mailhot Reporter – Vegreville News Advertiser On November 24, the Ryley Community Hall was filled with between 85-90 guests for a turkey dinner fundraiser for the Tofield Community Health Foundation.

As a last-minute surprise, live music was provided by two-man performance duo Winnie Brave from Holden. The duo had also brought Cd’s for sale, which were purchased by those in attendance throughout the evening.

The program was presented by Kevin Smook member of the Foundation and Master of Ceremonies for the event.

Led by Tofield Town Councillor and member of the Foundation board Brenda Chehade, volunteers from the foundation made the food. Chehade said that the event was inspired by a series of monthly dinners that had been held in Tofield until the main cook retired at the age of 82. As suppers can be a very lucrative fundraiser, and Chehade had some catering experience, she decided to bring them back when she was assigned to the fundraising board for the Tofield Community Health Foundation this past year.

“Ryley is a part of the area we serve,” said Chehade, “so we thought, why not give a dinner there, and alternate between Ryley and Tofield?”

For now, the Tofield Community Health Foundation reports having everything they need due to current renovations at the hospital. They have recently purchased a duep bicycle, ergonomic stool for the x-ray lab, upgrades on the flowers and beds in the long-term care, and many more.

“We will be ready to look into what else is needed once renovations are done,” Chehade explained, “Whatever AB Health doesn’t supply, the foundation looks into purchasing to make the hospital just that little bit better for staff and patients.”

I get exasperated with the complacency of public servants who have the notion there’s a limitless money stash for everything. And I especially get frustrated with a governing body breaking rules to suit its own agenda.

Well Cecile, if you thought you ruffled feathers in your last letter, try publishing weekly. You need to develop a thick skin.

Doing business in small communities (and actually keeping small communities alive in general) has become increasingly difficult over the past few decades. Close to home a number of communities in our region have become hamlets in recent years. While this is not necessarily a bad thing (Sherwood Park is a hamlet) it does speak to the bigger issue of change and the desire to be a part of “the global economy”.

Protestors... protest. Universities now have courses in activism. Logic can be, and often is, secondary. The bigger problem may be that too many politicians are out of touch and cannot see the forest for the trees. The next wave may have degrees in activism.

As critical as I am about many things, I must say that I know many public servants on different levels. As with all professions, there are good and bad in every group, but the majority of people I know work hard and are just as concerned as those in private enterprise. The problem is often the system in which they work. That comes from the elected officials. Having said that, not all of that group wants to build a penthouse at the Leg either. -AB

Re: “The Experiment” Letter to the Editor With regard to a previous letter entitled ‘The Experiment’, I should explain my ignorance and offer an apology for ruffling feathers.

First of all, I had no idea that a Doctorate degree is prerequisite to submitting a letter to the editor. I wasn’t asked and I didn’t offer to divulge the fact that I don’t have one. Sorry.

Although..., the last time I checked, Canada is still a free country and it supports free speech. That is unless I were to say something that would upset the language police, who may be out to get me for violation of the recent amendment to Bill C-16. To remain on the safe side of the law, I will from this time forward refer to anything of human persuasion as ‘it’.

Which brings me to wondering about the state of our country and where the heck it’s headed. So maybe I went off the deep end a little on pointing out extremes with socialism and capitalism. That was the point. And so what if I am biased. Show me someone who isn’t.

I will remark on what concerns me.

I see a lot of struggle by businesses trying to remain viable in our Town. I can say, that in the last ten years, I’ve witnessed the ballooning burden of regulation, heightened taxes, increased liability, an explosion of paperwork required by government, insurance agencies and banks which takes away valuable production time. That’s a lot of money out-of-pocket for a business. Guess who else suffers?

The guy who’s out of a job because there’s nothing left to meet payroll.

Then there’s the battle with getting our energy sector back on track. How did protestors get all the say? You’d think we use third world management practices,

Emily Mailhot Reporter – Vegreville News Advertiser The morning of November 23, the Vegreville Composite High School hosted several post-secondary institutions for the Educational Liaisons Fair. Saint Mary’s Students also attended.

The schools and opportunities that were presented included University of Lethbridge, Lethbridge College, King’s University, Concordia University, Prairie College, Lakeland College, Ambrose College, NAIT, Portage College, MacEwan University, the Canadian Armed Forces, Olds College, Red Deer College, Mount Royal College, and the RCMP. Each class was able to take time throughout the morning to speak to a presenter from each institution to learn more about their programming and see which of the many options may be the right fit for helping them meet their future goals after high school.

“There are some brain injury survivors who come from VALID to ride in a wagon each year,” said Anderson, “So the funds help with that and the other field trips they take throughout the year.”

Vegreville Proclamation Recognizes International Day for Persons with Disabilities

Emily Mailhot Reporter – Vegreville News Advertiser On behalf of Town Council, Vegreville Mayor Tim MacPhee signed a proclamation for the International Day for Persons with Disabilities (December 3) before the November 26th meeting of Town Council.

Persons with disabilities are an integral, somewhat unsung part of who we are as Albertans. They make up a large part of the economy, our schools, and our volunteer organizations. Our community benefits when people with disabilities are recognised and included in school, work, and community activities, regardless of any physical or attitudinal barriers they may live with.

Mayor MacPhee said that when it comes to supports for persons with disabilities, Vegreville is very blessed. “There are a great many organizations in our community which seek to help and support those with disabilities so that they can take part in recreational and community activities, free of barriers.”

On December 3, 2018, individuals and Organizations throughout Vegreville, Alberta will focus on raising awareness of persons with disabilities and their contributions.

Rosanne Fortier News Correspondent VegMin gives the gift of learning to adults all year long. VegMin 9th Annual Holiday Potluck was offered for learners, instructors, and volunteers on November 21 at Vegreville United Church.

This event began with a general membership meeting where Executive Director for VegMin, Holly Cependa welcomed everyone.

Shortly after this, the Vegreville Reader’s Theatre presented an original script they wrote which was titled, ‘If you don’t ask and Try, You’ll Never Know.’ This play was funny and entertaining as it took the audience on a journey where some friends

tried to convince their friend to move to Vegreville because the town was a wonderful place to live, as it offered all the resources and entertainment that people would need or want. It was the perfect change from city life as it was a much safer place to live and everyone had a chance to make a difference and be part of the community.

After this presentation was warmly applauded, Cependa went on to mention that this year, they have to do extra fundraising and will be having a 50/50 raffle to raise funds. Also, Vegreville Got Talent will be held in March of 2019. VegMin is always open to program suggestions and they like to respond to the needs of the community.

Emily Mailhot Reporter – Vegreville News Advertiser On Saturday, November 24, an eyewitness reported seeing a car pulling into the parking lot at Vegreville Peavey Mart, starting on fire. After Peavey Mart supervisors attempted putting out the flames with the business’ fire extinguisher, 911 was called and fire fighters were dispatched to the scene.

Chief Phil Rowe of the Vegreville Fire Department described that the Ford Expedition was engulfed with flames by the time they arrived at the scene. “We put the fire out, but the car was destroyed,” Rowe said.

Inside the vehicle had been one male driver and no passengers, and nobody onscene was hurt.

Austin Liddle, a Peavey Mart employee who was working that day, said that there were several onlookers as the fire was put out by the Vegreville Fire Department.

“Everyone who was in the store went running out as soon as they heard that a vehicle was on fire outside,” said Liddle.

Liddle further speculated that the snow had probably prevented fire from spreading through the grass.

Further investigation by the vehicle owner’s insurance company hopes to reveal the true cause of the fire. No foul play is suspected.

Cependa also mentioned that VegMin has been changing the times it is open because of all the different things that have been going on in the office. They have more families in the English class with children. They have closed the office during the time so they can use the space for the children. They have a new computer instructor and a lot of their computer classes are now held during the day.

Then everyone helped themselves to the bountiful supply of Christmas dishes and food to suit everyone’s taste. VegMin provided the turkey, buns, and refreshments.

A collection was also held for Vegreville Food Bank and Christmas Bureau.

Rosanne Fortier News Correspondent November 20 was National Child Day! To help children develop positive relationships and ease their anxiety about going to a doctor or health care professional, Vegreville and District Child Development Coalition (VDCDC) hosted their second Teddy Bear Clinic at Vegreville Community Health Centre. , Children brought their teddy bears or stuffed animal friend for a check-up. Kids could tour the health centre where 11 stations were set-up where each one exposed children to health care professionals in a fun, relaxed, and interactive environment.

These stations included professionals and volunteers from Dentistry, Respiratory S er v ices , P ubl ic Hea lt h Nu rse (immunizations), Nutritionist, Children Rehabilitation, Vegreville Family Clinic, Vegreville Eye Clinic, Fisher Chiropractic Vegreville, Tapping Health Massage, Veg A l-Dr ug Societ y, a nd Veg rev i l le Emergency Services.

There were some free giveaways and everyone who attended all the stations received a certificate.

Coordinator for VDCDC, Charlene Melenka said this event also makes parents and child caregivers familiar with the health care resources that are available in Vegreville.

There are community resources, doctors, Alberta Health Services, emergency services, and RCMP. “We brought a vast amount of health care professionals into one building to expose children and families to all of those different aspects of health care. After we held this event last year, we had reports from parents where they said it was easier to bring their children in for vaccines, or to go and see the doctor.”

CALS Cooks-Up a Literacy Learning Program

Rosanne Fortier News Correspondent Children gain so many literacy and numeracy skills when they learn to cook with an adult’s assistance.

Then Friday’s will be more fun because Community Association for Lasting Success (CALS) will offer their ‘1,2,3 Cook with me’ program every Friday starting on November 23 till December 21.

These sessions are facilitated by Coordinator for CALS Family Literacy, Erika Trufyn and CALS Family Literacy Facilitator, Rachel McTavish.

The November 23’s session began with the name song where all the children introduced themselves while they sang a song.

The session continued where the children invented all types of food they wanted to put into a soup and later, Trufyn led them with more songs that rhymed where each one was funny and interactive.

Trufyn then read a story about what could happen if you give a pig a pancake.

After this, everyone learned how to cook pancakes where they had the assistance of the two child professionals along with their parents’ help.

Red Hot Red Hats Donations

Emily Mailhot Reporter – Vegreville News Advertiser On Tuesday, November 27, the Red Hot Red Hats donated $200 each to the Vegreville Food Bank and Vegreville Christmas Bureau. The Red Hot Red Hats are a nine-member chapter of the Red Hats based out of Vegreville, who describe themselves as small in numbers but mighty in spirit.

The funds for these donations come from their one annual fundraiser, and they hope that with this money, impactful organizations such as the Vegreville Food Bank and the Vegreville Christmas Bureau will be able to continue making a difference for families during the holiday season.

Emily Mailhot Reporter – Vegreville News Advertiser At the meeting of Vegreville Town Council on November 26, Council received very few items of correspondence.

The Honourable Francois-Philippe Champagne, Minister of Infrastructure and Communities, sent a letter of thanks for the welcome from Vegreville Town Council, and encouragement regarding the project proposals Mayor MacPhee had sent on behalf of the Town. He encouraged the Town to continue discussing their proposals with the Province of Alberta, as it is responsible for discerning which projects are to be prioritized under the Investing in Canada Infrastructure Plan.

The Northern Lights Library System raised their levy by $0.16 per capita to make up for the past three years of no increase and avoid a deficit budget.

When going over the monthly cash statement, Council briefly discussed the building of the new RCMP detachment. They have, to date, put close to $3M into the project and are set to be on budget by it’s completion in Spring 2019.

Council also made decision on a letter from a

Vegreville resident who did not receive their tax notice, but was charged a late fee. Upon some review, administration had deemed this to be due to an administrative error in the automated system. Council moved to remove the late charge.

Solutions to this error were also discussed, in which Mayor MacPhee acknowledged that the 2019 update for the automated system had fixed the problem. The late fee for taxes in the Town of Vegreville is $524.87.

A few boards that had already existed previously – the Town Inter-Municipal Development Plan Committee and the Land Use Committee – were officially created by town by-law. Both of these committees meet on an as-needed basis, as called to a meeting by the chair when pertinent issues may arise.

The Town Councillor reports showed a somewhat slow month in November, with the exception of Councillor Rudyk’s trip to Ottawa for Federation of Canadian Municipalities quarterly meetings. Also on the list was the celebration for the 50th anniversary of Vegreville Plumbing and Heating, at which a certificate was presented by Councillors Berry and Lemko.

Town of Vegreville Identifies the Issues of Black Knot in the Community

Rachel Farr Communication Coordinator – Town of Vegreville Vegreville – In our ongoing effort to manage Black Knot on fruit bearing trees, the Town of Vegreville is reminding residents and property owners that this is an excellent time of year to see any evidence of the presence of Black Knot. The Town of Vegreville is currently reviewing our approach on black knot in our community. We have been dealing with this issue for 3 years and are not gaining any ground due to a number of factors. The fungus being airborne and therefore is easily spread combined with improper pruning and disposal has led to further contamination.

We will continue to promote public education on

this issue and encourage all property owners to look after their property. Any property concerns should be referred to Municipal Enforcement at 780-632-7666.

Black Knot spreads easily; looks like a lumpy, black, tar-like swelling on the branches of fruit bearing trees; and it can eventually be fatal to the tree.
