RCMP files from January 25 - 31 Arthur Beaudette News Advertiser January 25 10:00 – Report of two vehicles in Hilliard which appeared to be abandoned. Members attended and it was determined that neither vehicle was registered and they did not have proper plates. Both vehicles were towed. While dealing with the vehicles, members spoke to the owner who was found to have warrants out of Edmonton. The subject was arrested on warrants and later released with documents for court.

12:29 – Report of a 2 vehicle collision on Hwy 16 near Ranfurly. Members attended and assisted EMS and Fire.

The investigation revealed that a Chevrolet Orlando had attempted to pass a sanding truck which was travelling in the left lane. In doing so the vehicle struck the right rear of the sanding truck. The occupant was trapped in the vehicle but not injured.

Investigation is ongoing.

17:27 – Report of an unwanted person staying at a home contrary to conditions of the lease. Members referred the complainant to the Landlord & Tenants Board as this is not a police matter and must be deal with civilly.

January 26 17:28 – Call to request assistance.

The complainant stated that she was afraid that her son would slash her car tires because she would not give him money. She requested that police find her son and intimidate him. Members informed her that they would not entertain her request, however, if damage was done, they would take action with the complainant’s co-operation (evidence and statement). Complaint and subject are known to police.

January 27 01:45 – Traffic stop conducted in Vegreville. A roadside breath sample was taken from a 37-year-old driver from Vegreville. The test failed. The vehicle was towed and seized for 30 days. The subject’s driver’s license was immediately suspended (90 days) and a $1,000 ticket was issued. *** driver can apply for a “blow box” after 90 days.

This falls under the new APIS regulations put in place by the Alberta Government. Similar legislation has proven in British Columbia.

08:06 – Complaint received about a neighbour who was clearing snow at 7:45 am and disturbing the complainant.

Members informed her that clearing snow at 7:45 is not unreasonable and no enforcement action would be taken.

16:56 – A third call (related to January 26 -17:28) where the complainant indicated that her son asked for money and was concerned he would damage property. She requested a wellbeing check but did not want to take any action. *** there were a number additional calls by this client on the same topic, however, the client would not provide a statement or evidence for the members to move forward.

January 28

02:44 – While on patrol, members observed a Ford Fiesta north of Vegreville with the passenger hanging out the door. Members stopped the vehicle and conducted a roadside demand. Breath samples were taken from the 17-yearold female driver who blew a caution. The driver had their license suspended, the vehicle was towed and seized.

13:40 – Report of an unauthorized e-transfer of $2,500 from the complainant’s bank account. The investigation is ongoing and members are working with the bank to identify suspects.

15:49 - Traffic enforcement in the Vegreville area throughout the day resulting approximately 6 speeding tickets along with no license and other infractions.

January 30

10:59 – Complainant reported a suspicious F350 loading tires from an unoccupied rural yard. The vehicle was located near Mundare and the driver was arrested. A 33-year-old male from Mundare is facing charges. As a result of the investigation, two other individuals were identified on related files. A 23-year-old female from Mundare and a 34-year-old male from Cold Lake both face charges.

January 31

00:24 – Report of a snowmobile collision on private property. Snowmobile vs building. Members attended and assisted EMS. Two 20-year-old females were transported to hospital for serious but non-life-threatening injuries.

02:03 – Traffic stop conducted in Vegreville. It was determined that the 28-year-old male from Vegreville with a learners permit was driving without proper supervision. A ticket with a voluntary penalty of $324 was issued. A second ticket for driving during a restricted time was issued with a VP of $162.

08:26 – Traffic enforcement in the Vegreville area resulting in approximately 4 speeding tickets along with license plate and other violations.

12:23 – Report of a stolen television from a local lodging establishment.

Subjects have been identified and charges are pending.

During the week there were 89 calls for service made in total including: 0 false alarms, 3 false 911s, 1 animal strike, 4 Health Act (COVID), 2 wellbeing check, 8 calls under the Mental Health Act, and approximately 20 tickets from traffic enforcement.

January 29

13:37 – Report of a “publishers clearing house” scam. The complainant sent approximately $2,000 in gift cards on the promise of earning $1.5 million.

After sending the cards the complainant realized it was a scam. Investigation is ongoing.

16:16 – Report of an abandoned vehicle NE of Vegreville. Members attended and located the vehicle which was confirmed stolen. Investigation on a subsequent file identified a subject.

An arrest warrant has been issued for a 33-year-old male from Mundare.

People for the Ethical Treatment of Animals (PETA) has informed us that we need to stop using animal words as insults. Doing so degrades animals.

Now I really just want to make the longest list possible to see how many ways we have done this. The obvious ones are chicken, as in “don’t be a chicken”, or pig used when someone wants to insult cleanliness or their unrefined attitude. Then there’s rat, snake, donkey (or the less PG version) or turkey.

Men can be called dogs and women can be called catty.

OK back to PETA. Of course communicating it all through Twitter, they stated that using such language “reinforces the myth that humans are superior to other animals and justified in violating them,” PETA said. “Stand up for justice by rejecting supremacist language.”

Instead PETA suggests we use words such as “lazy” instead of “sloth” (the poor sloth) or “ jerk” instead of “snake.” We should also be calling each other cowards, snitches, and repulsive instead of getting creative with animal names.

I wonder if we are no longer allowed to call someone an eagle eye or healthy as a horse. One Twitter user questioned if they could still call their partner a Tiger. I also wonder if PETA somehow misses the irony in suggesting that humans

are not superior while posting on Twitter.

I am honestly not equipped to fully understand the stance of PETA and I don’t think I would ever be unless I was a vegan.

This of course brought me to what I think is more damaging than speciesism. The language of politics. I really can’t seem to get away from the politics topic. Clearly I need a vacation.

The “left” and the “right” have come up with countless ways to describe each other and to, in not so subtle ways, use words to not only express their position but twist the stance of others. The twisting of one’s views is most damaging. This practice is despite, on many significant topics, not being very far apart in their views.

Courtesy Wikipedia: Political scientists and other analysts regard the left as including anarchists, communists, socialists, democratic socialists, social democrats, left-libertarians, progressives and social liberals. Movements for racial equality and trade unionism have also been associated with the left.

Political scientists and other analysts regard the right as including conservatives, right-libertarians, neoconservatives, imperialists, monarchists, fascists, reactionaries, and traditionalists.

Those are the formal descriptions. The creative language each side uses to describe the other goes further and this is where the twisting of the truth finds its place.

From the left side, if you question mass immigration, you are a racist. If you are against particular gun control efforts, you don’t care about gun violence. If you don’t believe in the value of the Paris Accord you are a climate denier.

Those on the left may not use animal references, but to them the right could be reactionary, traditionalists, alt-right or unprogressive.

From the right, if you are against the petroleum industry you are a hypocrite. If you are not tough on crime, you are a snowflake. If you are not in favor of capitalism, you are a socialist.

The right also may not use animal references, but may refer to those on the left as socialists, communists, anti-capitalists, militants, and even anarchists.

To make things even more difficult while we wade through the stress and anxiety of COVID, those on either side might be inclined to call the other an anti-something (anti-vaxxer, anti masker, anti-business etc.) if they simply propose an alternate point of view or pose a question.

We will never agree on our left vs right views, that is clear.

We can, however, leave the animals out of it (for the sake of the rats and snakes) and have more open, mature debates using less colourful language. I still wonder where open dialogue has gone. I’m sure some psychologist can tell us.

90 Years Ago – February 4, 1931

The delegates who interviewed the minister of education presented their reports to a large gathering in the Willingdon hall. The general opinion seemed to dominate that the municipalities should not collect the taxes of the rural schools.

At a recent Chamber of Commerce meeting a letter was read from the Duvernay-Brosseau Board of Trade in which they asked for a contribution towards the celebration which will be held sometime in the future for the opening of the new bridge across the river at that point. A $10.00 contribution will be made.

Nomination proceeding took place on Monday at the town hall, before Returning Officer Fitzallen. Hopes that a contest would be avoided this year went glimmering when four candidates were nominated to fill three places on the council. The Separate School supporters, for the first time in history are also having a battle on their hands.

The nominees for the council are: Henry L. Bender; Wm. Keiryluk; C.A. McLean and Silas A. Richardson. Separate School Board: Mrs. Helen Couillard; Thos. Farrell, Simeon Sysak and J.B. Tetreau.

75 Years Ago – February 6, 1946

E.J. Fitzallen, returning officer, received nominations on Monday for the various public offices to be filled at the elections on February 11th. Mayoralty: James R. Holden and Carroll B. McClure.

Councillors: George Black, Wallace Wade, Mike J. Zenko.

Canadian potato supplies will be supplemented by imports of size “B” potatoes from the United States, assuring consumers in this country of a “reasonably adequate” supply, the prices board announced.

A group of southwest Pacific islands, missing for about 130 years, may reappear following the violent earthquake in the Antarctic circle on Dec. 29 scientists at the Riverview observatory in New South Wales predicted. The islands were discovered and charted in 1814 but disappeared a few years later.

Dr. Friedrich Oesterreich of Vienna noted organic chemist and 1931 Nobel prize winner, has developed a method of producing artificial meat from wood shavings. Steps already have been taken to finance manufacture of the new product. The new foodstuff, made in the form of an oatmeal suitable for soups and gravies, has the same caloric value as meat, and the same fat and albumen content.

Dr. Luis I. Rodriquez, former Mexican ambassador of Chile, has been appointed ambassador to Canada.

50 Years Ago – February 4, 1971

Mr. and Mrs. A. Bildfell were the lucky winners of the minor hockey trip for two to the National Hockey League game to be played in Vancouver this Saturday. The New York Rangers visit Vancouver in a regualar league meeting.

The Elks North Central Provincial Zone Playoffs will be held in Vegreville February 6th. Participating district winners are as follows: Manz of Mannville; Kosh of Edmonton, Wahls, Drayton Valley; Robins, Strom; Shakelton, Fort Saskatchewan; George Topolnisky, High School Teacher, Mayor, farmer, seeks Progressive Conservative nomination in March 1971, in the newly formed Redwater-Andrew Constituency. G. Topolnisky was born at Pakan, Alberta and completed his high school at Smoky Lake. He got his B. Ed. Degree from the University of Alberta and is presently employed by the County of Lamont in the Andrew High School.

At a recent meeting of the County of Minburn School Committee it was moved that, in the event that a substitute teacher is required and not available, the Superintendent be authorized to appoint a non-teacher supervisor. Carried.

A wind-up gathering for the old timers fastball team was held recently that included: Orest Berezon, Ed Kassian, Bill Triska (manager), Sandy Eliuk, Bob Orchison, Metro Lukenchuk, Ed Tarapacki, Bill Yost, Mike Hewko and Clarence Steinbach.

25 Years Ago – February 6, 1996

Dr. Phillip Currie presented a special talk about dinosaur eggs, embryos and babies at the Vegreville Environment Centre. Dr. Currie is a renowned dinosaur paleontologist and the curator of dinosaur research at the Royal Tyrell Museum in Drumheller.

The five year plan for the Rotary Peace Park in Vegreville is well underway. President Bill Boyd said, “Besides the construction of the two parking lots, we were able to complete the layout of the walking trail and to put wood chips on half of it.”

Plans for hosting the Ukrainian National Figure Skating Team are going ahead full steam. “Volunteers are plugging in as they become available,” says organizing committee chairman Orest Olineck. Seven new volunteers came forward in the week after approval of the hosting became public and initial news stories.

Breanna Sorotsky of Andrew was one of the juvenile ladies competing in the zone seven winter games run-offs in Vegreville. The weekend also included the Vegreville Heritage open competition in freeskate and dance.

Six Vegreville soccer players picked up bronze medals at the northeastern Alberta Winter Games in Lac La Biche. The girls were Angela Wilson, Amber Tuck, Sarah Cartier, Ashley Melnyk, Erika Fausak and Jennifer Byers.

What the Biden Administration Means for Canada Steven Globerman The Fraser Institute As Canadians watched this week’s presidential inauguration and the immediate aftereffects (which include a scuttled Keystone XL pipeline), many wonder what a Biden administration will mean for Canada.

And for good reason. A dramatic change in governance in the United States will likely have significant implications for Canada so Canadian policymakers in both the private and public sectors should be prepared to respond to the new opportunities – and new challenges.

One area where change is likely is the bilateral trade regime. The Biden administration will almost certainly be more inclined to restore a rules-based regime for trade between the U.S. and its trade partners including Canada. This implies fewer unilateral actions taken by Washington against exports from trade partners on dubious grounds of “national security,” a common theme of the Trump administration. In a related manner, the Biden administration will likely be more willing to return to trade resolution mechanisms to deal with trade disputes including restoring the capacity of the WTO to staff trade-dispute tribunals.

A return to a rules-based trade regime is good news for Canadian businesses. Among other things, it will reduce business uncertainty faced by Canadian exporters, which should lower their costs of capital and thereby improve the climate for domestic investment. However, this optimistic perspective must be tempered by current realities in the U.S., which include a relatively high level of unemployment. President Biden has signalled that his economic recovery program will emphasize government purchases from domestic companies and this “buy local” focus may be a major bilateral trade irritant going forward.

A second area of change will be a substantial increase in government spending, especially in alternative energy and, possibly, physical infrastructure programs.

Canadian construction and alternative energy companies with affiliates in the U.S. might benefit from what will likely be a major spend-

ing effort, as those companies would ostensibly be treated as domestic companies under any buy local conditions attached to the government programs.

However, a possible and less favourable indirect effect is that increased U.S. government spending might lead to higher U.S. interest rates. Given integrated financial markets, higher interest rates in the U.S. will put upward pressure on interest rates in Canada. The Bank of Canada might therefore raise interest rates sooner than it would otherwise choose to do so or accept significant downward pressure on the Canadian dollar.

Changes in the U.S. tax and regulatory regimes can also be expected. In particular, the corporate tax rate will rise as will personal and capital gains tax rates on upper-income individuals. By themselves, these changes will make the Canadian tax environment more competitive in a bilateral context. It will also make Canada a more attractive location for “star” immigrants such as scientists and engineers. At the same time, higher corporate and personal taxes, combined with a reimposition of a much stronger regulatory regime, might slow the U.S. economic recovery and indirectly dampen Canada’s post-COVID recovery.

And again, we’ve already felt the impact of the Biden administration’s approach to energy policy with the president’s cancelling of Keystone XL, which would have carried up to an estimated 830,000 additional barrels of oil per day from Alberta to refineries along the U.S. Gulf Coast.

Finally, while the Biden administration raises taxes and reimposes regulations in the U.S., Canadian government policymakers should be more proactive in reducing red tape and high marginal tax rates that have hitherto discouraged investment and entrepreneurial activity in Canada.

Indeed, there may well be an emerging opportunity for Canada to become a much more attractive location for innovators and entrepreneurs if policymakers in Canada seize the opportunity.

Davin Gegolick, Planning & Development Officer for the County of Minburn, stated, “We currently have over 30 County-owned properties listed for sale. However, since launching this program a couple of weeks ago, we’ve received a tremendous amount of interest and we’re currently in the process of preparing transfers for three lots.”

Having just crawled out of bed to answer the telephone, I glanced at the clock and told him that he was crazy to be calling so early.

Rather confused he said, "Your ad said to call between 5 and 6 o'clock.

The more flexible you are, the better your chances.

and the seller doesn't return your call, call them again. Sometimes it's just in the timing. If you're the first to call when they walk through the door and you offer to show up right away, the seller may not even return the messages on their answer machine.

Carry: Also, a quick sale is always a motivating factor. Be sure to let the seller know that you can come look right away and you're willing to take the item home with you.

Cash: As for being first to get those concert tickets, maybe you should consider buying a CD instead.

However, don’t stop there.

Consider calling the seller again at a time you would expect them to be home. The best times are early mornings before work or shortly after work around dinnertime. If you still can't get in touch with the seller, at least you exhausted all your options and can be assured that they will receive your message.

According to a press release from TC Energy on January 17, it stated, “As part of this announcement, TC Energy is expected to spur an investment of over $1.7 billion US in communities along the Keystone XL footprint creating approximately 1.6 gigawatts of renewable electric capacity, and thousands of construction jobs in rural and Indigenous communities.”

Bryan Brown, Canadian Director of Operations for the WSHL, made an appearance before town council via YouTube on Jan. 19 to discuss the possibility with elected officials.

Brown stated during his presentation, “Basically we are just trying to establish another town to bring into our league.

We want to have a minimum of six teams this coming fall, a maximum of eight teams, and doing that my job as the Canadian Director is to bring teams together for teams to play in our league.

And when I heard the situation that Vegreville was in, of course, I’m trying to approach you guys again to see if it’s feasible to have a team in your town and get the community support behind it.

I did have a meeting with the Jr. B Association and after our meeting what we had talked about Joe (Budinski) had said to go reach out to the town again.

So that’s why I’m here. And basically, in a nutshell, we’re not asking much from you guys besides ice and you know we’d

Sky Hoffos Exhibits his Creative Work at Alberta Council for Ukrainian Arts

Rosanne Fortier News Correspondent Sky Hoffos loves arts and crafts.

He also shares a love of his Ukrainian heritage and very fond memories of Vegreville and his time spent as an Art and Construction teacher at Vegreville Composite High School.

Currently, Hoffos is showcasing a 70 piece art exhibit at the Alberta Council for Ukrainian Arts (ACUA) until February 5.

His artwork consists of painting, stone carving, leatherworking, digital illustration and photography. Over half of his new collection were painted pysanka style and all are available for viewing and sale through the ACUA Facebook page and his website.

“My love of Ukrainian symbolism and the beautiful imagery written on Pysanky has really driven me to create this art style that I am using for the art show “Element”. These paintings are made in the same way that we write Pysanky, although instead of covering layers in wax on an egg, I am covering colour layers with tape on a canvas, and at a large scale,” Hoffos said.

When Hoffos was asked what he did to get his artwork exhibited he said, “I applied to be an Exhibiting Artist for ACUA a year ago, and I was selected to show my art alongside local artist Larysa Matchak. Our art really compliments each other, as Larysa’s art consists of thick paint and images of nature, and my art is made up of very crisp and geometric lines.

“I made a painting in honour of the Vegreville Pysanka Egg using my Pysanka painting style on an oval-shaped canvas, using similar colours,” Hoffos added.

Hoffos is also a blacksmith and said he started working at the Ukrainian Cultural Heritage Village (UCHV) in the summer of 2012, and he started blacksmithing at the

When I asked Hoffos how his interest in the multi-disciplinary craft of blacksmithing and large-scaled paintings based on the process of pysanka writing began, he said, “I have been painting since I was a child, but I do have a Bachelor of Fine Arts Degree from the UofA focused in Painting and Sculpture.

I have always been an artist and creator, and I cannot stop learning. Every time I discover something new, I just need to try it and create something with it, which has turned me into a very multi-faceted artist and craftsman.” Hoffos said.

He said, “The doctors wanted him to understand how some of the changes they’re putting into their contract would affect them. I got a little better understanding and he (Minister) has promised me that no matter what moving forward is they recognize the difference between rural Alberta healthcare, rural doctors in particular, and larger urban centres. And it’s not so much the money issue. Some of it is they feel disrespected and a lot of it is they’re overworked in smaller communities.

We talked a little bit about initiatives to fund education programs for young Albertans who would in turn come back and work in rural communities. All the doctors acknowledge any help they could get from the Province, whatever they could do, would make a difference.”

MacPhee went on to say contract negotiations between Physicians and the Province have begun, and the Minister said there has been prog-

ress moving forward and he would like to get the deal done before the budget is released. “So, hopefully, they’ll get together and get that straightened out.

And I told our local doctors that as a municipality they we’re not willing to wait on the federal or provincial government to make their situation better.

As a municipality, that if it’s the quality of life for us, attracting another physician with the hours they’re putting in, we’re more than willing to step up and take on that role.

We’re not about to wait until they move out of town because they just can’t take the workload. And our ongoing talks that we’re having with our doctors and staff it just goes to reinforce how seriously we are in taking the situation.”

Town of Vegreville Supports VALID Association Funding Request Michelle Pinon News Advertiser Members of town council have decided to throw their support behind a funding request the Vegreville Association for Living in Dignity, (VALID) Association is submitting to the provincial government.

Councillor Brodziak made the motion to write a letter of support for the organization’s grant application that was unanimously approved by all members of town council at its January 11 regular meeting.

In the letter of request, VALID Association Executive Director Lana Syms explained that when COVID-19 hit the organization it was forced to shut down programs for lack of adequate sanitizations facilities.

“A great need was identified in this shortcoming. From

great need can come great opportunity and a vision began to form as we sought solutions to this dilemma. We needed additional bathrooms and better handwashing stations, and a fast solution,” stated Syms.

One of the ways they thought they could get its programs up and running was through a Community Facility Enhancement Program, (CFEP) grant application for building upgrades.
