RCMP files from August 13 - 19 Arthur Beaudette News Advertiser August 13 07:38 – Traffic stop conducted for expired registration. It was found that the driver had outstanding warrants out of Edmonton. A strong odour of cannabis was detected. The driver was arrested, and the vehicle was searched resulting in drugs and drug paraphernalia being seized. The driver was released roadside with documents for court.

18:04 – A landlord reported that an ex-tenant was trespassing on the property. The landlord was advised that they should serve a no trespassing notice to the ex-tenant. Later it was reported that the ex-tenant had called the landlord and apologized for being on the property.

August 14 16:16 – A subject known to police was located and arrested on outstanding warrants. During a search, members located meth. The subject was also in breach of conditions stemming from another matter. The subject was held for a hearing, held in custody and then transported to Edmonton.

16:41 – Complaint of damage to property including two windows being broken. Members attended and investigated. There are no suspects at this time but the complainant suspects the activity may be from neighbourhood kids.

18:13 – 911 call to assist EMS with regards to an overdose. The patient was reported to be violent. The patient indicated that he was angry at his mom and took a “whole bunch of pills”. The patient was arrested for breaching conditions and escorted to the hospital with EMS. After evaluation, the patient was released from the hospital with no charges.

August 15 07:58 – A local business in Vegreville reported the theft of a pressure washer and rims. There are no suspects or witnesses. The theft occurred sometime during the night.

11:58 – Report of fraud with cheques.

Cheques were deposited using a mobile app. 2 cheques totaling $7000 were deposited, however, the subject was only able to withdraw $1000 due to funds being held. Still under investigation.

16:25 – Complainant attended the detachment to inform the police that her Ex was coming in 3 days to ensure his tools were still at her residence. She stated that she was afraid to be alone with the Ex and requested police presence during the inspection. No further information on file.

21:00 – Complainant called to report that a subject who lives by himself had not been heard from since yesterday

afternoon. Police attended the subject’s residence and found that he was having a late snooze and was fine.

22:25 – Traffic stop conducted for a burnt out headlight. The license plates did not match the vehicle and the driver admitted to not having valid insurance.

Violation tickets were issued. The subject was also found to have outstanding warrants and was arrested and lodged in cells. The vehicle was towed.

August 16

08:21 – Subject of the complaint was reported to have used an acquaintances name to register for a Walmart credit card and a Capital One credit card.

The complainant indicated that they do not want charges laid against the subject.

12:02 – Report of a 2 vehicle collision on Hwy 16 near Mundare. The first vehicle turned left cutting off the second vehicle as they attempted to negotiate the turn on to Hwy 855 north. The first vehicle was hit by the second.

Members attended and the driver of the first vehicle was charged with “failure to ascertain sufficient space for movement” underuse of highway use of the road regulation.

18:27 – Complainant reported a suspicious vehicle parked along hwy 36 and TWP 524. The vehicle was occupied by a number of people. The driver attempted to sell jewelry to the complainant for gas money. When the complainant offered gasoline from their vehicle but the suspect did not accept. Patrols were made but the suspect vehicle was not located. *** THIS IS A SCAM. Do not buy jewelry on the side of the road.

August 17

16:53 – Possible impaired driver reported traveling eastbound from Strathcona County. The vehicle was located and shown as stolen. A traffic stop was conducted and the driver was arrested. The suspect was arrested and transported to Vegreville cells, held in custody and then transported to Edmonton.

18:25 – 911 call reporting 2 dogs locked in a vehicle. The complainant was given the number of a towing company. Members later followed up with the complainant who advised that the door was able to be opened and the dogs were saved.

August 18

00:36 – Traffic stop for a suspicious vehicle with no lights. The driver admitted to having alcohol. The driver was arrested and breath samples were taken that resulted in measurements over the legal limit (almost double).

The driver was released with documents for court.

10:00 – Neighbour reports a verbal

domestic at the house next door. The complainant could hear yelling, screaming and swearing along with possibly things being thrown. Members attended and found both parties to be intoxicated and claiming that nothing had happened. The male suspect became aggressive with police and was arrested.

Both parties declined to give statements and the male was lodged in cells until sober.

12:00 – Complainant reports that subject threatened to shoot her in the head. The subject was located and arrested for uttering threats. The subject was released with court documents and conditions for no contact with the complainant.

August 19

02:07 – Security at a social event in Mundare reported that a male was intoxicated and was exposing himself to others as well as attempting to urinate in full view of a crowd. The subject had been given warnings from security but continued to behave the same way.

RCMP attended and arrested the subject, lodging him in cells until sober.

14:53 – Complainant reports that another female “stole” her boyfriend 3 or 4 years ago. The complainant requested that the RCMP speak to the female to say that it “wasn’t very nice” stealing the complainant’s boyfriend.

The complainant was advised that this was a civil matter and they would not be placing a phone call for her.

15:08 – Complainant called to report that the family of her ex was in a store and was making comments and harassing her. RCMP attended but the subjects of the complaint had already left.

Nothing criminal had occurred. The complainant requested that the incident be documented in case the ex tried to contact her.

21:36 – A blue truck driving on 55th avenue in Vegreville was found to have no registration during a random check.

The owner could not provide documents for insurance or registration.

The vehicle was towed and violation tickets were issued.

22:56 – Caller reported a dead bird on the driveway. Upon further investigation, it was determined that the bird hit the house, dropped to the driveway and died. Nothing suspicious was found. ***no foul play suspected.

23:33 – Report of 2 males trying to enter a locked garage. The suspects were dressed in all black clothing. Last seen running to their vehicle and driving off in a black truck. No further details available. Patrols of the area were negative.

During the week there were 2 false alarms, 7 false 911s, 1 animal strike and 55 calls for service were made in total.

North of 16 Music Returns to Chipman Those curious about next year’s North of 16 Festival have been asked to stay tuned, as the decision to hold one in future years relies largely on funding.

587.280.0488 Emily Mailhot Reporter – Vegreville News Advertiser The North of 16 Music Festival in Chipman made a comeback this year after a 3-year hiatus due to the consistent late arrival of grant funding from Alberta Culture and Tourism (ACT).

The Chipman Agricultural Society, using funds granted by ACT in September of 2017 (as well as sponsorship donations) brought in the musical talents of Carrie Day, Tim Isberg, and the Blake Reid Band for a one-day country music festival to remember that drew out an audience from all throughout the area.

To kick off the event, Edmonton, Alberta’s country folks-roots singersongwriter Carrie Day lightened the spirits of audience members with originals such as “Makes Me Want to go Dancing.”

This performance was followed by the country music talents of Tim Isberg.

The closing (and headlining) performance of the North of 16 Country Music Festival was the Blake Reid Band.

Having recorded their most recent out of three albums in Blackie, Alberta, they are most commonly known for writing the 4-H Alberta Centennial Song, Room to Grow. Starting from 9 pm, the Blake Reid Band entertained the audience until DJ Mike took over for the rest of the evening.

Though the Chipman Agricultural Society can’t confirm as to whether they will try to bring back the North of 16 Music Festival annually, being able to hold the event this year after the long struggle for funds was a definite victory for the Society, for Chipman, and for the many locals who have been holding their breath in wait for its return. “We do want to promote arts and culture in our area,” said Stephen Reid, Chipman Agricultural Society President, “But more than that, we wanted to be able to give this event to our music-loving locals and bring our community together.”

Breakfast with a Side of RoundUp.

Arthur Beaudette News Advertiser – Opinion If you consume any news from major media, you may have heard by now about a series of tests recently conducted by Eurofins Analytical Laboratories (and possibly others) on common breakfast foods. The tests were commissioned by EWG’s Children’s Health Initiative (Environmental Working Group).

Long story short, out of 45 conventional samples, 43 had glyphosate detected and of those 31 had levels above 160 parts per billion (ppb) which is a level determined by EWG to be safe.

With organic samples, 16 were tested and 5 had glyphosate detected with 0 above 160 ppb.

Glyphosate is the active ingredient in Roundup, the Monsanto weed killer at the center of many debates and a recent lawsuit which resulted in a California jury awarding a grounds keeper, who claimed the herbicide caused his cancer, $289 million.

The report by EWG would hold a little more credence if the writer, Ph.D., Toxicologist Alexis Temkin didn’t refer to Roundup in an article as a pesticide at least once. That said,

there is an ongoing and often heated debate in the science community as well as with farmers regarding the safety of the product.

There is also no way to argue that modern farming practices have allowed the production of significantly higher yields than was possible in the past. Therefore we have a bit of a juxtaposition with no clear answers.

However, I’m not here to debate the science. For every argument on one side, there is another on the opposite side. I can Google all day long and post a case on either side.

I do choose to be informed as best I can and make decisions I feel are right for me. I will also admit some of my decisions are based on emotion, but they are MY decisions. I prefer that over some governing body attempting to choose what is right for me.

My concern is with our weak labeling laws in Canada.

Reading “organic” or “non-GMO” or “product of Canada” does not always mean what you think and these labeling laws are often subject to manipulation. MSG example can be found in foods without the ingredient listed as such. Often it can be found under “natural flavour” or “spices”.

In one example, a natural foods company in Ontario was being investigated by CFIA (Canadian Food Inspection Agency) told a CFIA inspector “We are not claiming to be free of GMO, we are stating that the product has passed the strict regulation of the Non-GMO Project.” Yet all consumers see is the Non-GMO logo approved by our government.

Clearly, the CFIA is an organization with little teeth or ability to enforce the regulations they created.

Why can’t we as Canadians make our own decisions as to what we put in our bodies? One thought is that corporations and their lobbyists prefer a watered down, toothless system that allows them to do what they want in the interest of company and shareholder profits. These profits could be impacted if people had clear and concise labeling and chose, for instance, to only buy products actually produced IN Canada or by a Canadian company. Something that in light of the current trade situation may be desirable by some.

Proponents of current labeling will argue that a poorly informed consumer base will act on fear instead of science.

Personally, I do not care if science tells me that a little rat poison is OK to ingest. I simply want to know the truth so that I can decide for myself. On the more pedestrian side of things, I may not want MSG, dairy or Aspartame either. We can manage proper labeling for peanuts, but not for chemicals or other foreign (non food) substances? That just doesn’t make sense.

They also do any maintenance service on vehicles that people need including oil change, engine flushes, coolant, differentials, making sure the 4-wheel drive works, service anything that is fluid based, and do emergency flat repairs, as well as the car wash service.

Jiffy Lube and Car Wash is locally owned and operated by Jason and Melanie Tkachuk who bought the business in April 2018. The Tkachuk’s family farms north of Vegreville.

On August 18, this business was a hub of good food and company at the Jiffy Lube and Car Wash Grand Re-Opening which offered a free BBQ of hamburgers, hot-dogs, bot-

tled water, and bags of chips.

Donations were accepted for the BBQ where all proceeds will go to ‘Tools for School’.

90 Years Ago – August 22, 1928

The office staff of the Alberta Lumber Co. Ltd., P. J. Schultz and Paul Shewchuk, assumed a proud and haughty attitude at the end of last week when they transferred their books, records and other office paraphernalia from the old joint to their palatial new quarters, which occupy the site of the old premises on Main Street.

Elmer Wilson, contractor, had the work in hand and has completed it to the satisfaction of the firm and its customers. The building, which is of hollow tile with brick front, is 16 X 36, with full basement. The general offices give ample space for business purposes, while the manager’s private office is also roomy enough for Mr. Schultz to tell a customer where he gets off at.

The process of improving the appearance of Main Street is slow but it is going on all the time and when a few more of the original shacks of 1905 and 1906 have been replaced or refitted, Vegreville’s Main Street will rank with the best. It is pleasant to note that firms like the Alberta Lumber Co. show their confidence in the town by improving their premises.

75 Years Ago – August 25, 1943

Graduation certificates were presented to 48 officers of the Canadian Army (Active), who graduated last Saturday as Lieutenants from the Officers’ School of Instruction at A16 C.I.T.C. Currie Barracks, Calgary. Of the graduating class of 48 officers, eight are from Alberta, 21 from B.C., three from Quebec, 10 from Ontario, five from Saskatchewan and one from Manitoba. Among the Albertans graduating was 2nd Lieut. Earl C. Tompkins, Vegreville.

Pte. Phillip Albrecht has recently returned from overseas, where he has been with the Canadian Army for nearly three years.

Unfortunately, he is for the time being confined to the Belger Military Hospital in Calgary.

Advice has been received that L-Cpl. Clyde Warren, son of Mr. and Mrs. Robert Warren, has been wounded in action. He went overseas with the First Division in December, 1939. Nature and extent of wounds are not stated. His wife and family reside in Vegreville.

Sergt. Gordon Brennan of Vegreville, who enlisted in Royal Canadian Air Force in August, 1941, arrived safely in England a few weeks ago. Sergt. Brennan is the youngest son of Mr. and Mrs. James Brennan of Vegreville.

50 Years Ago - August 22, 1968

Don Mazankowski, recently elected Member of Parliament for the federal constituency of Vegreville, was sworn in by Clerk of the House of Commons, Alistair Fraser while attending the Progressive Conservative caucus held August 12 and 13. Mr. Mazankowski wants to serve on the Commons committees of Agriculture, Trade Commerce and Industry and Transportation.

Friends and adherents of the Ukrainian Greek Orthodox Church in this community will join together on Sunday, August 25th to mark the fiftieth anniversary of the founding of the Ukrainian Orthodox Church in Canada.

A special new portable shower on his helmet protects a fireman from searing heat, the Financial Post reports. This new spray nozzle is fed from a backpacked tank or a line from the pomp truck.

Nineteen hunter training candidates were successful in passing their examinations in Vegreville. Among the successful candidates were Terry Austin, George Braglein, Jerry Brownlee, Cameron Cole, Tim Dake, John Demco, Ed Dutka, Randy Elder, Donald Federuk, Leslie Ferguson, Victor Forst, Julian Hawryluk, Brent King, Peter Kozak, Ken Lozoway, Glen Sargent, Robert Skitch, William Skitch and Ray Tetreau.

A delegation from Japan recently purchased 22 head of cattle from Arthur Ziegler. These cattle will be joining 80 mare head which have been purchased in Alberta, and will be leaving Canada by boat about the first week in September.

25 Years Ago – August 24, 1993

The final required funding for the new Mundare town office and community centre was received on Friday, August 20 when MP Don Mazankowski presented council with a cheque for $102,000.

Present to accept the cheque were Councillors Bill Sereda Dave IIkiw, Mayor Ed Stawnichy, Irene Talaga, Len Patrie, Frank Swabb and town administrator Peter Polischuk. The project which is underway will cost approximately $450,000. The Provincial Government will chip in $125,000 through the community enhancement program, and $16,000 from the Recreation, Parks and Wildlife Foundation (for the bowling alley). The rest of the funds includes $130,000 from a town term certificate and $75,000 in reserve funds. No money will be borrowed said Polischuk. The centre will include council chambers and a mayor’s and administrator’s office. A new public library will be stocked with entertainment-related materials. The centre atrium also leads to an aerobics/fitness room and a whirlpool/sauna. There is provision for a two lane bowling alley, and three rental offices. A conference room is also planned.

Time to get Serious about Water Quality in First Nation Communities Joseph Quesnel Research associate – Frontier Centre for Public Policy Pondering the crisis so many First Nations communities face over water quality, you can’t help but think of The Rime of the Ancient Mariner by Samuel Taylor Coleridge: “Water, water, everywhere, Nor any drop to drink.”

The ironic dilemma of the mariner is obvious in more than 90 percent of Canada’s First Nations communities. Most are close to large bodies of water yet few can deliver clean water to their citizens.

The federal government and band councils need to get serious about water quality in First Nation communities. Clean drinking water should be a fundamental right for all Canadians.

The federal government got into hot water in early February for lack of progress on improving First Nation water systems. The Liberals made a big deal about ending boil-water advisories on First Nations during the 2015 election campaign, yet nothing has been done more than two years later.

Indigenous Services Canada previously committed to ending long-standing boil-water advisories in First Nation communities by March 2021 at the latest.

However, although 40 advisories have been eliminated since November 2015, 26 new advisories have surfaced. Now, 91 boil-water advisories are in place.

Between 2006 and 2014, the former Conservative government invested about $3 billion to help First Nations improve and manage their water and wastewater systems.

A report by then-Aboriginal Affairs and Northern Development Canada (AANDC) found that many First Nation water systems had substantial improvements in their risk levels over this period.

One of the biggest unsung successes of the Conservative government was the passage of the Safe Drinking Water for First Nations Act in 2013.

This act filled the legislative gap in water quality regulations on First Nations.

In the fall of 2014, the government initiated a period of regulatory development under the act. According to

Indigenous and Northern Affairs Canada, the government was working on developing regulations jointly with Health Canada and First Nation partners, region by region.

But when the new government was elected in 2015, Indigenous Affairs Minister Carolyn Bennett was instructed to pause regulatory development. The government put the whole act under legislative review, meaning the regulations are still not implemented.

According to a spokesperson, the federal government is still talking with the Assembly of First Nations (AFN) and other Indigenous organizations to come up with a “possible amendment or repeal of the current legislation and the development of a new legislative framework.”

While these talks take place, people are boiling their water before even bathing their children.

Why is the government working with AFN and other First Nation lobby groups behind closed doors?

Sadly, it’s because the Liberals apparently support band chiefs and their lobby groups more than grassroots First Nations citizens.

The Safe Drinking Water for First Nations Act lists all the regulations possible on the recommendations of the minister. The first regulation says they are responsible for “the training and certification of operators of drinking water systems and wastewater systems.”

Of course, the proper training of operators, especially those who manage the wastewater systems, is critical to improving the drinking water problems in First Nations. So it’s crucial that government not gut legislation that allows for regulations for those fundamental operators.

The solution is not to dump more funds into systems without proper regulations.

John Graham, when with the Institute on Governance, argued that the answer is not for First Nations to be “isolated dots” across Canada.

First Nations need to work with neighbouring nonIndigenous communities on providing water services or, at least, use the provincial certification programs that are available.

Solving this seemingly intractable problem should be quite simple. Gutting current legislation designed to help fix the problems and simply increasing funding will only make the problems worse.

St. Paul, Alberta – Our Crime Reduction Strategy is seeing positive results. From 2012 to 2017, Alberta rural detachments saw a 16% increase in criminal code offenses largely driven by property crimes.

From January to April this year, property crime in rural detachments are down almost ten percent compared to the same period last year.

On Aug. 7, 2018, a joint effort was conducted between the Eastern Alberta District Rural Crime Reduction Unit (EADRCRU) and the St. Paul RCMP Detachment to apprehend an elusive male wanted on several outstanding warrants who previously fled from police in a vehicle and placed the public at risk.

Acting on intelligence gathered, police located the male at a residence in St. Paul and arrested him for his outstanding warrants which encompassed nearly 40 charges from Edmonton and St. Paul. The male was found to be in possession of a weapon which was contrary to an order placed upon him by the court.

Nathan Roscovich (30) of St. Paul was also charged with new Criminal Code offenses which included the following:

• Possession of a weapon for a dangerous purpose • Dangerous operation of a motor vehicle • Flight from police • Possession of property obtained by crime over $5,000 • Robbery with violence • Identity theft • Possession of a forged document • Theft under $5,000 • Obstructing a peace officer He was remanded into custody and be appearing in St. Paul Provincial Court on Sept. 8, 2018.

Toronto. Staff advised an intoxicated male on board was causing issues for staff and being belligerent to other passengers, forcing them to make an unscheduled stop in Viking.

Viking RCMP attended and arrested a 59-year-old male passenger from Windsor, ON. The stop caused very little disruption for the train passengers, as the train continued on to its scheduled route shortly after removal of the male.

Police did not lay any charges in this matter, as the passenger was believed to be suffering from mental health issues.

A Day in the Life of Kent Staden, Golf Course Manager Emily Mailhot Reporter – Vegreville News Advertiser Rated by the RV West magazine’s reader awards in the top four private RV park or campgrounds this year, the Mannville Riverview Golf & RV Resort is nestled in the county of Minburn. After hearing of their award-winning status, arrangements were made to interview golf course manager Kent Staden about the success of the Riverview… and this

opportunity also created a wonderful place to start for a Day in the Life series by yours truly.

Kent Staden began his position as Manager at the Riverview Golf and RV Resort in 2017, but his experiences with the location began long before it became a golf course. “I used to train colts, and I would ride them through this river valley,” Staden said, “So when we (the Village of Mannville) had a council meeting and the council wanted to build a golf course, I was able to say, ‘I know a place.’”

While nobody else could see the vision at that time, the Village believed that Staden could see great things for that location, and they began designing and developing the golf course, which opened 25 years ago in 1963.

While Kent’s day typically starts at 7 am with book-keeping and opening the clubhouse, he recommended that I arrive later in the morning.

Factoring in the 45-minute driving time from Vegreville to the Mannville golf course, I arrived in time to start shadowing Kent Staden at 9 am.

Some highlights (and very routine occurrences) from Mr. Staden’s day included:

Clubhouse traffic: one customer returning a golf cart key, and one member-no-member pair of golfers. As Staden was still on the phone, the kitchen staff pitched in to help the customers.

9:00 am:

Staden was on the phone with the debit machine company about some technical difficulties when I arrived.

Made more coffee for the early-morning golfers.

9:15 am:

Cleaned some appliances in the clubhouse kitchen.

Visited with employees and golfers as they slowly trickled in.

9:30 am:

“How did that round go?” and “You any good?” are frequent questions Staden asks the people who walk through.

So far, he hasn’t heard back from the debit machine company yet, but that’s alright because if they did call, I don’t know if he would have time for troubleshooting. Traffic through the clubhouse is definitely starting to pick up approaching 10 am.

10:00 am:

Staden makes more phone calls.

As the kitchen staff arrives to prepare luncheon, Staden and I did a quick run-through of the day.

The regular responsibilities of a golf course manager, and ins and outs of the job.

10:30 am:

Answered a phone call, booked a campsite for a customer.

Clubhouse traffic; talked about golf, recapped the customer’s game and booked another 18 holes and a cart rental. Sold three Pro V1’s.

Kent shared a Public Relations secret, “first and last, impressions are the most important. Greeting someone with a smile and making sure that they leave with a smile on their face goes a long way.”

Lost golf balls were returned for the sale bucket.

10:45 am:

More phone calls. The phone rang while Staden was already on the phone, so the kitchen staff answered it.

11:00 am:

Two golfers came in with one coupon and paid the one fee and the golf cart rental.

Staden talked wedding details with the father of the groom for the wedding booked at the golf course the next day, then explained the different

12:15 pm:

Returned from the tour. Staff members are on their lunch breaks.

A golfer returning from the fairway brought back a golf club that somebody else had left on the course. This didn’t make sense to me, so Staden had to explain the ways that a person can lose their club while golfing, such as during the changing of clubs.

Checked with employees on irrigation issues and the sod torn up by delinquent golf carts.

12:30 pm:

Worked on kitchen troubleshooting issues.

I called it a day at 1:00 pm in order to follow another Friday story, but Kent would continue to work after lunch. The morning rush over, he would have the opportunity to golf with a friend in the afternoon if time permitted and return to work later in the afternoon/evening.

Festival Fridays in our Own Backyard Emily Mailhot Reporter – Vegreville News Advertiser “Come for the Music, stay for the vibes,” served as a slogan for this year’s 4th annual Bro-Tel Backyard Music Festival in the John Dundar Park (Jackfish Lake) in the County of Two Hills from August 17-19.

In a tradition of good friends, good music, and good hospitality, the Bro-Tel crew has been working all year to bring in the very best of local Albertan talent for this year’s festival. From performers to volunteers to artisan vendors, 2018 raised the notch a little higher for the years to come.

In the Artisan Pavillion, five vendors sold their handmade crafts of pottery, paintings, jewelry, and essentials.

Pavillion coordinators Hailey Bekolay and Catherine Benoit oversaw the organization, set up, and management of the pavilion to ensure that everything went smoothly.

Opening performers for the festival were Edmonton-based band Hewson Grey, who was described by New Music Micheal’s music critic Micheal Senchuk as “a complete mesh of indie, alt, bluesy rock, and ambient psych.” Like many of the other returning performers, Hewson Grey was excited to play the Bro-Tel stage this year. “We’ve been looking forward to it all Summer.”

The Laurence Boys attracted a number of their own fans to the Bro-Tel Backyard Festival, who sang and clapped along to their Laurence Boys favourites. “We’ve been performing a bit in the Vermilion area, so we decided to be here this year in order to hopefully help them (the Backyard Festival) with numbers,” Joe said, “They’ve just about broken even every year, so I think part of our hope was to draw out a crowd who wouldn’t normally come out this way, and in doing so give them a chance to also enjoy some other local bands and performers they wouldn’t typically hear about or listen to.”

Ag Society Light Horse Show Emily Mailhot Reporter – Vegreville News Advertiser Many riders and horses of all ages braved the heat at the Vegreville Agriterra Country Fair for the Agricultural Society’s horse show, which ran throughout the weekend. Hopeful participants took part in junior and senior equestrian competitions for white, red, and blue ribbons, as well as prizes that were donated by sponsors in the community.

As competitors walk-trot-lope and serpentine’d their way to victory in the arena, the riders of upcoming classes worked just as hard to keep themselves and their horses cool, hydrated, and ready to wow the audience – and the judges – with their communication, skill, and style in the English Equestrian ring.

More than any victory, the Vegreville Agricultural Society hopes that the participants in 2018’s Country Fair Horse Show enjoyed the opportunity to meet other horse people, learn and grow in their equestrian skills, and have fun at the fairgrounds.

Ruby was always grateful for meaningful memories from dear nieces and special cousins. She frequently enjoyed the lakes, creeks, mossy forests, and singing birds. Also, sweet wild violets found in prairie meadows were God’s treasures.

Rest at little longer ‘til the little wings are stronger, so she stayed a little longer and then flew away from God’s waiting room to the top of the tree always meant to be climbed. Ruby’s joyful and very full life has come to an end, now I lay me down to sleep, gone to a place called “Love”. I’ll be there waiting for you. Take your time.

S/Sgt Jerry Nutbrown RCMP Ponderings – Vegreville Because this is a Ponderings article, it is not meant that public interest is whether the public has any interest in what is being written. There may not be any public interest in this article but what I will try to shed some light on is the term public interest in a law/legal context.

Starting at RCMP Depot, cadets are introduced to this term and learn how to apply its meaning to their work as it is a very important part of the law and the legal process. Public interest covers a number of considerations regarding dealing with a person upon arrest, charge or even trial. Generally, it would be used in the context of ‘is the considered action by law enforcement or the courts in the public interest’?

The first place public interest is considered is usually at a time when an arrest is possible. Under Section 495 of the Criminal Code of Canada is where we get our authority to arrest a person and within this section public interest is a required consideration. In a case of an arrest we need to look at factors such as: will the person attend court, have we established the identity of the person, is the person in possession of evidence relating to the offence and, do we need to arrest the person to prevent the continuation of an offence or prevent an offence from occurring. If someone reported that another person was causing a disturbance at the swimming pool, we would need to consider the above to determine if we need to arrest them. First, has an offence been, or being committed? Does the person stop and we are relatively sure they will not re-engage in the behaviour? Do we know their identity? Since the person causing a disturbance would not be in possession of any evidence of this offence there is no need to consider arresting them to search for evidence.

So, taking the above into consideration, if we know who they are and they have stopped the disturbance as well as we believe they will attend court, public interest in this instance is satisfied. If we are going to charge them, we do not need to arrest them but we can just issue them an Appearance Notice which compels them to attend court to answer to the charge. A relatively conflict-free method to deal with this situation.

The next step in this process is when we lay a charge or seek a Crown Attorney Opinion on laying a charge.

The Crown Attorney may look at the circumstances and decide that laying a charge or proceeding to prosecute the accused is not in the public interest.

They will take a number of factors into consideration at this stage to make a determination if the proceeding is in the public interest or not. They would look at factors such as the person’s criminal history, the details of the incident, their work and time required and also the court time and likelihood of conviction. There are other considerations but this will give you an idea of public interest at this stage.

This example is very simplistic as a demonstration of public interest considerations but this is not often the case for us. But, what wouldn’t meet the public interest criteria? If we find someone stealing, we will likely arrest because they may have possession of evidence of the offence of theft in their pockets. If we arrest someone for assault we likely

Not arresting them, in this case, is not in the public interest as the person needs to stay away from the victim so they don’t do something to the victim again. If someone has committed an offence and they refuse to tell us who they are or if they don’t have any ID on them and

we need to confirm their identity, we may need to arrest them. Again, it would not be in the public interest to not be certain of who they are. If a person has convictions for failing to attend court an arrest is appropriate as their past behaviour shows they may not attend court.

Helping Families Through the Hard Times Emily Mailhot Reporter – Vegreville News Advertiser The Adamstock music festival began as a birthday party for 15-year-old Adam Cripps after he was diagnosed with terminal cancer in 2013. Having watched his continual battle with cancer throughout his childhood, family and friends planned the event for his special day.

“He was such an incredible kid,” said Adam’s Army president Daris Blundell.

“He wanted to grow up to be a doctor and cure cancer. That was his dream… and he loved all kinds of music and music festivals, so this was the best gift we could think to give him.”

After Adam’s passing, the festival has continued each year at the Lamont Agricultural and Rodeo Grounds as a fundraiser for Adam’s Army, an organization that helps families affected by cancer by paying an extra expense or household bill, with the mission, “Anything that helps a family to have one less worry.”

“Having a child with cancer isn’t only difficult emotionally,” said Blundell. “It also puts a great financial strain on families. Without the right support, they can lose their house, and get into an enormous amount of debt. We just want to do our part to help them, in honour of Adam’s life and his battle.”

A Decade of Bunnock Fun! Rosanne Fortier News Correspondent No bones about it, bunnock is an affordable family-friendly sport that has been around for centuries. All the fun happened again at 10th Annual Vegreville Canadian Bunnock Tournament at Vegreville Agricultural Grounds on August 18 and 19.

Bunnock continues to gain popularity as this tournament had 53 teams with four players on each team who were from all ages.

Participating in bunnock gives people a chance to enjoy the outdoors while parents and grandparents have an opportunity to bond with their children and grandchildren. Also, a game like this encourages camaraderie and

people meet people they never met before and they become friends with them. It’s a game that involves skill and teamwork, as it teaches people how to encourage each other and work together.

An 11-year-old player from Sherwood Park, Zach Schaelow said bunnock is a fun game to play because it’s great to work together as a team. It can be a challenge if you have really good opponents, but it’s a fun challenge.

Another player, Triston Simpson who is 12 years old and from Edmonton said it is a great game because all ages can

play and it gets people outdoors. “You see kids who are seven who are throwing bones across while others are 90 years old,” Triston said. “The best part is when you hit the final bones then you get all the glory. We are doing well so far, we are winning by 2-0.”

The game is composed of 20 gray soldiers, two red guards and eight teal throwing bones. The object of the game is to knock down all of the oppositions bones, beginning with the two guards first.

Strongperson Competition Rosanne Fortier News Correspondent Keeping fit and strong can be a fun and profit-making experience. This was proven at the Strongperson Competition at the Vegreville Agriterra Country Fair around the Kids Fun Zone area on August 9, 10, and 11. All ages were invited to compete for free and each afternoon held a different strength’s competition and race. August 9 presented the tire flipping competition, August 10 hosted the wheelbarrow racing, and August 11 was a race where participants carried logs through an obstacle course. This all happened with plenty of cheering from spectators and cash prizes for the winners.

Mannville Fair Entertains the Community

Emily Mailhot Reporter – Vegreville News Advertiser On Saturday, August 18, the Village of Mannville was a hub of activity as they celebrated their parade day and annual fair.

The day began with a pancake breakfast, which was so busy serving pancakes that the Co-op store across the street needed to be opened so that the cooks could purchase more pancake mix for the hungry crowd.

This bustling breakfast was followed by the parade, which in spite of a brisk wind and smoky

skies attracted a crowd to Mannville’s main street.

Businesses, organizations, and individuals from the County of Minburn all took part in the parade and tossing fistfuls of candy, not only to the children but to all who attended.

The parade was followed by the rest of the Mannville Fair activities, including the greased pig race, pedal tractor pull, carnival games, clown, entertainment, and a beef supper.

Develop a safety plan for the fall and include: team communications any training/operator refresher courses etc. maintenance schedules emergency procedures in place and reviewed by entire team expectations such as wearing personal protective equipment, checking in regularly and compliance with safety protocol procedures (such as shutting down equipment before unplugging, taking regular breaks, working with a buddy on specific tasks) Most harvest injuries and fatalities involve machinery and equipment.

Be extra vigilant when re-familiarizing yourself with equipment such as swathers, mowers, combines and augers. Never become complacent with equipment.

Ensure implements are attached or hitched properly and in good working order.

Review operation manuals and follow maintenance guidelines.

Ensure all guards and shields are in place and

secure.

Watch for changes in terrain such as holes, ruts or debris that may cause upsets or roll overs.

Harvest season is busy and can be stressful. Pay close attention to fatigue, drowsiness and illness.

Do not rely on stimulants to keep workers going or depressants to calm nerves. Never operate equipment while under the influence of alcohol or drugs.

Ensure safe transport of equipment on public roadways.

Be aware of motorists.

Follow all rules of the road.

Ensure all lights and reflectors are in place and good working order. A slow-moving vehicle emblem should be in place and visible from the rear.

Return equipment to transport mode. This makes it as narrow as possible.

Check your route before transport to ensure equipment fits safely under power lines and over bridges or culverts that need to be crossed.

Keep children safe this harvest season. Do not allow children around machinery. Tragedies occur when youngsters are in the path of equipment and operators have a restricted view, or when they are playing in a worksite with hazards such as grain, augers and PTOs. Harvest safety specifics: Combines: Never attempt to dislodge stalks or grain sheaves with your feet or hands while the combine is running. Always shut down the combine and turn off the ignition before removing plugged or lodged material.

Most combine adjustments should be made with the machine shut off to avoid injury to the operator or bystanders.

Once in position, both ends of the auger should be supported before operation. Crank the auger down far enough so the top of the auger rests on the grain bin and block the wheels in place.

Frequently inspect and replace any cables or support legs that are worn or damaged.

Keep area around auger free from tools and other objects to prevent someone from tripping and falling into an auger.

Grain: Never ride, or allow children to ride on grain wagons. There is a risk of falling off or into the grain.

Flowing grain can quickly trap and suffocate a child or worker.

The walls of a container of grain can collapse and bury a person. This can result in suffocation.

Entanglement: To avoid entanglements, always disengage power and turn off the engine before trying to manually clear a plugged machine.

Learn about Blind Spots with this Interactive Display According to Canadian Agricultural Injury Reporting (CAIR), machinery run overs account for the majority of agricultural related deaths among children and youth. To help educate about the dangers around agricultural machinery, the Alberta Farm Safety Program now offers an interactive blind spot display.

“Unless a child or youth has sat in the driver’s seat, they may not fully understand blind spots,” explains Janice Donkers, farm safety youth coordinator with Alberta Agriculture and Forestry. “An observant operator knows there are still many areas around farm machinery that they cannot easily see even with adjusted mirrors.”

“This display was developed to illuminate these blind spot areas to help those on the ground understand the best places to stand and be seen,” says Donkers. The display includes three educational activities, including a scenario-based blind spot demonstration, a peripheral vision activity, and a discussion on safety precautions and potential hazards.

Safety Strategies

“Whether you are working around a small lawn tractor or a something larger like a combine, safety around agricultural machinery must remain a top priority,” adds Donkers.

“Consider implementing the following safety strategies on your farming operation to keep your kids safe this summer.”

Always walk around your machinery or vehicle before starting the equipment. Children may be hiding in your blind spots.

Never allow kids to climb and play on or near farm equipment even if it is not in use.

Always lock vehicles and machinery when finished using them.

Remove the keys and keep them out of reach of children.

Equipment that may fall, such as buckets, should always be left in the down position.

Do not carry more passengers on machines or vehicles than recommended.

Use machinery and vehicles for their intended purpose only.

Designate a “safe play area” with protected boundaries, like a fence, that is far away from where machinery is operated or stored.

Apply “No Play Area” decals to all farm equipment as a visual reminder.

These decals are available free of charge through the Alberta Farm Safety Program by calling the Alberta Ag-Info line at 310-FARM (3276).

“As kids are on the farm for summer holidays, it is important to make safety a priority on your farming operation,” says Donkers. “Educate them about potential dangers, be diligent about your own safe farming practices, and lead by example. Not only will you benefit from these safe choices, but so will your family.”

Vegreville Speedway Nite and Day Drag Races Rosanne Fortier News Correspondent Vegreville Speedway always speeds with novelty and good times. They went way out when they presented a night race for their third race of the 2018 season on August 18 and a day race on August 19 at Vegreville Airport. There were 28 racers and 70 spectators who participated and attended the night race. Spectators said the race at night was fascinating to see while others commented that it was neat and nice to have.

President of Vegreville Speedway, Darren Berezan said the night races started at 6:30 p.m. and went till 11:30 p.m. “It was something to see when all the lights went on. Most of the spectators seemed to really enjoy watching the races as they stayed till the end. The racers really liked it and they wanted us

to do it again. We had free camping, and a lot of people stayed overnight. We had a good party with a fire. It was a nice get together.”

Also, at the August 18’s race, MLA for Fort Saskatchewan/Vegreville, Jessica Littlewood presented a cheque for a grant for Vegreville Speedway for a new timing system for the drag races.

As well, Littlewood rode shotgun in Kendall Freed’s 69 Nova. She also raced in her own truck a quarter mile at 16.802 seconds.

The major sponsor for the August 18 and 19’s races was H&K Oilfield Services.

The winner for the night race was Kendall Freed. Runner-up was Tom Dwyer. Semi-Finalist was Kent Smith.

Perfect Dial-in-Time was sponsored by Percy Stark Construction and won by Darcy Lefebvre.

Hot-Dog Sale Helps the Rocks

Rosanne Fortier News Correspondent Senior Citizens Sunshine Club of Vegreville really believe that when seniors and youth get together to participate in intergenerational programs and to fundraise, it leads to respect among both generations. Then it also makes each generation be each other’s rock when each one needs understanding.

This was on everyone’s mind when the Junior Deputy(youth) and Senior Citizens Sunshine Club of Vegreville (seniors) got together to hold a hot-dog sale to raise funds for floor curling for the Sunshine Club at Vegreville and District Co-op on August 17.

This sale drew a steady stream of customers as the chefs from the Sunshine Club always offers an interesting variety of food. This sale featured hot-dogs, smokie-ona-bun, and water or pop. Then people who have a busy life enjoy a chance to pick-up a fast lunch.

As always, the Co-op donated some of the food also.

Vegreville Elks Donate to the St. Joseph’s Hospital Foundation George Childs Vegreville Elks Club On August 13, 2018, the Vegreville Elks presented a cheque to the St. Joseph’s Covenant Foundation for $5,000 to assist in the costs of purchasing a portable ECG machine for the hospital. In 2017 the Elks donated $4,000 to the Foundation and will donate another $4,500 in 2019 to bring the total amount donated to $13,500 for the ECG unit.

was Lee Hern. Runner-up was Sean Chilibecki. Semi-finalist was Dustin Gegolick. Perfect reaction time was sponsored by Kendall Freed and won by Alyshia Freed. Alyshia Freed also won cash in the King-of-the-Hill race.

Mundare Agri-Days

Emily Mailhot Reporter – Vegreville News Advertiser On August 18, the Town of Mundare celebrated community, family, and their town history with a daylong celebration including pancake breakfast at the fire hall, a parade, parade luncheon, bench show and trade show, a children’s fun zone, children’s firefighting challenge, and softball tournament.

The parade marched, wheeled, and drove through town, showcasing the participating local businesses and organizations. At the parade luncheon, committee members did not give out awards in the way that the neighbouring towns and villages do, preferring to focus on a celebration of the community coming together rather than first, second, or third place. For this celebration, the luncheon that was served was “a fantastic lunch for the people who worked so hard to put this parade together,” featuring Stawnichy’s sau-

sage patties, as well as some hot dogs, salads, and sides. They also served cake, cold beer, soda, water, and coffee.

In the children’s fun zone, three bouncy house units from Bouncy Boys Inflatables stood tall and swarmed with children. The Funshine Child Development Centre also hosted a bake sale in that area, where they sold their homemade goodies such as muffins, cookies, squares, and popcorn. Funds from this bake sale will be added to the fund for adding outdoor play equipment to the yard at the daycare.

Eager to participate in the day’s festivities, the Mundare Fire Department set up a slalom of tunnels, tire steps, and a dummy-carry for the Children’s Firefighting Challenge. When the department went out on a fire call for the Ryley area, they took the trucks (and the water supply for much of the obstacle course) with them. During this time, the children were given the opportunity to look at – and even wear – the firefighting gear. While still en route, the Mundare Fire Department was told to stand down, as the fire was already out, and the trucks returned. Due to the

final checks and the timing of the call, activities did not resume upon their return, and the challenge course was taken down.

The children who did participate in the challenge and tour enjoyed their chance to beat their own times, as well as their friends, and play-act some real-life training and situations for firefighters.

The annual Mundare softball tournament was also held that weekend, at the Victory grounds and softball diamonds.
