Michelle Pinon News Advertiser August 14 was jampacked with fun-filled activities for people of all ages in the Village of Holden.

Some of the activities included a parade, petting zoo,

bouncy inflatables, children’s games, marketplace, bannock making, woodcarving, and a show and shine.

The event was a joint effort between the Village of Holden and several volunteer organizations in the community.

RCMP files from AUGUST 9 - 15 Arthur Beaudette News Advertiser August 9 03:27 – Report of a suspicious male at a residence in Vegreville. The caller indicated they could hear a drill, a floor creaking and a printer running in the basement. Members attended, cleared the house & yard and did patrols in the area but did not locate anyone.

07:00 – Report of a two-vehicle-collision on Hwy 857 at TWP 540. One vehicle failed to stop at the stop sign before entering the highway. No injuries were reported and a 19-year-old male was charged with failing to obey a traffic control device.

11:13 – Report of a fence being cut near RR160 and TWP 544. The fence was cut allowing cattle to leave the pasture.

Under investigation.

14:01 – Report of a hit and run at the parking lot of a Vegreville business. The incident was witnessed, however, when the witness asked to exchange information the suspect drove away. A licence plate was provided but came back as stolen. CCTV being reviewed.

20:59 – Report of a license plate theft from a residence in Mundare. This is one of two reported license plate thefts in the district. The plates have been entered into the RCMP database.

August 10 09:00 – Traffic services clocked a vehicle going 155 kmph in a 110 kmph zone. The 18-year-old male from La Crete, Alberta driving a Subaru BRZ was provided a ticket with a voluntary penalty of $432.

09:10 – Call to report an individual refusing to leave a Vegreville business when asked. Members attended and the male complied.

12:04 – 911 call to report a male walking along Hwy 16 attempting to stop vehicles. Members attended and located the 39-year-old male from Edmonton who indicated he was attempting to hitch hike to Saskatchewan. It was determined this was the male from the 09:10 call. He was cautioned about interfering with traffic and allowed to proceed in his travels.

August 11 03:51 – Report of a missing female youth who had been seen not long before the call. Members located the subject safe at a relative’s home.

14:53 – Report of a single vehicle rollover on Hwy 631 near Vegreville.

Members attended with EMS. The driver indicated that they swerved to avoid a

deer hitting the ditch causing the rollover.

The driver was transported to hospital with minor injuries.

August 12 10:21 – Report of an attempted break and enter to a Vegreville business. CCTV being reviewed.

12:38 – Report of someone breaching conditions by attending a residence that he was not to be at. Members attended and confirmed the 38 year old male from Vegreville was in breach of his conditions. He was arrested and held for a hearing and later released on no cash bail with additional conditions and paperwork for court.

15:35 – Report of cows on Hwy 16 near Mundare. A peace officer was in the area and responded, but the subjects have left the area.

23:14 – Report of a suspicious white SUV with two males with flashlights near 53rd ave and 52nd st in Mundare.

Members attended but the suspects were gone from the area.

August 13 09:17 – Report of a hit and run at a Vegreville business.

CCTV being reviewed.

12:16 – File updated regarding ongoing 911 calls from the area. Over 80 calls were received but the operator was unable to discern any useful information from the caller. *** abuse of the 911 system is a chargeable offence.

14:34 – Report of a traffic collision at TWP 542 and Hwy 855. It was determined that a vehicle turning westbound on TWP 542 was struck the driver side.

No injuries were reported and the incident is under investigation.

19:33 – Report of a family pet not being returned. Members investigated and it was determined that the matter was civil

in nature and both parties were advised to seek other means of resolving the issue.

August 14 02:00 – Report of a vehicle speeding up and down RR 152 near TWP 540.

Members in the area did patrols which turned up negative.

02:02 – Report of an assault at a Vegreville drinking establishment.

Members attended and investigated. The matter is under investigation.

02:33 – Report of a vehicle that had been idling outside their house the past 5 nights in a row. Members attended but the vehicle was gone.

05:53 – Report of a theft of an Orange Arctic Cat Prowler XTX 1000 side by side from a rural residence near Mundare.

Under investigation.

10:15 – Report of a found dirt bike in the town of Vegreville. The bike was found behind a residential property.

Members determined that the bike had been reported stolen. The bike was recovered and returned to the owner.

August 15 03:18 – Call from a relative to request a wellbeing check on someone who was expressing emotional difficulties.

Members attended and spoke to the individual who agreed to go to the hospital with EMS for further assistance.

12:43 – Report of a female causing a disturbance and causing damage at a residence in Vegreville. The caller identified the individual and it was determined she had warrants. Members attended but female had left the scene. Patrols turned up negative. The complainant did not want to pursue charges.

20:13 – Report of an assault. Members attended and found that two friends had been arguing during the day and that it had escalated in the evening. One of the individuals assaulted the other resulting in the victim being injured but refusing EMS. No charges were laid, however, the parties were separated, and the aggressor was lodged in cells and later released.

During the week there were 84 calls for service made in total including: 0 false alarms, 3 false 911s, 0 animal strikes, 3 wellbeing checks, 11 calls under the Mental Health Act or related to mental health, and approximately 17 tickets from traffic enforcement.

It’s official. After weeks of speculation, and campaigning that we were told was not actually campaigning, we are now in election mode. Sunday PM Trudeau asked Gov. Gen Mary Simon to dissolve Parliament triggering an election.

Election Day will be September 20, meaning the campaign will cover the minimum 36 day election calendar. An election period must be a minimum of 36 days and a maximum of 50 days.

All of the opposition leaders have commented on the timing and how they thought it was a move not in the best interest of Canadians. They cite various reasons including the conflict in Afghanistan, the earthquake in Haiti, the fact that much of BC is on fire, and what seems to be an oncoming 4th wave of COVID. The elections regulator estimates the price tag for the next election could be in the range of $610 million. That’s $100 million more than the 2019 election. Much of the additional cost is due to pandemic safety measures and the expected flood of mail-in ballots. Provincial elections in a few provinces during the pandemic give us a hint on a few of the challenges.

According to Elections Canada, votes are always counted by hand in front of observers, including candidates or their representatives. They have more information about the vote-counting

process and why it might take longer than usual to get the results for this election on their website.

But, when we have projected deficits of $650 billion for 2020 and $509 billion for 2021, what’s another $610 million amongst friends?

There’s no turning back now. Over the coming weeks we will be exposed to cheap shots and attack ads. We will also be promised the moon and even more money will be flowing. If you had a large enough voters group. I’m sure you could get a leader to commit to putting purple Kraft Dinner into law.

The French-language debate will be held on Wednesday, Sept.

8, and the English debate will be held on Thursday, Sept. 9. For better or worse, these debates will largely go ignored as much of the population will be focused on their social media accounts or the upcoming reality TV season.

Canada has a well-established track record of voter apathy with a running average of about 60 percent voter turnout. Be that as it may, those of us who do vote, understand the privilege we have. We all like to complain about our government because we feel things could be better. If you look outside our borders, you can see the alternative. We are very fortunate to have the freedom to not only vote, but to complain and criticize.

So mark your calendars. September 20th is Election Day. Exercise your right to vote.

Dear Editor, No act by a Good Samaritan should go unnoticed. On the 8th of August around 1:30 pm I had a biking accident.

A very kind and concerned woman stopped because she saw me fall and I landed in such a way that I started to bleed.

I could not stop her from calling an ambulance which came shortly. I knew I really did not need it because I was walking around and the bleeding stopped. I was a little rude, which I normally am not.

The point of this letter is to thank the lady for stopping, for being concerned and waited until the ambulance arrived.

I think such an action is not always done and she well deserves my thanks.

90 Years Ago – August 19, 1931

While some cutting had been done previous to this week, harvest work in general commenced on Monday under ideal conditions.

While a trifle on the warm side, it is certainly better that way than if it were too cool, with consequent danger of frost. It appears more than likely that every acre of wheat will be in stook, before any killing front comes. Even late oats stand a good chance of maturing. The season so far has been almost a duplicate of one several years ago, when no front came until late in September.

A lot of the time of council at the meeting Wednesday evening was devoted to consideration of financial statements covering the business of the town for the first half of the year. The disquieting feature of the position is the large amount of tax arrears still outstanding. It was pointed out that regardless of any economics that might be effected, fixed charges alone require the collection of a heavy percentage of outstanding taxes during the second half of the year.

75 Years Ago – August 14, 1946

Maybe President Jack Leach of the Exhibition Association, has ninety and nine sheep in the shelter of his fold now; but he didn’t have right after the fair, for two of them got away from him, and it took Jack a solid week to locate them right here in town, where they were enjoying themselves in the lush pastures of the north side. Like a good shepherd he rounded them up.

In view of a “definite risk” of scattered outbreaks of smallpox in Canada, the Canadian Medical Association Journal, in its current issue, urges a campaign in support of vaccination and re-vaccination. Heavy postwar travel is facilitating spread of smallpox into areas relatively free.

Reminding Canadians that flies are germ-carriers, the Department of National Health and Welfare, Ottawa, has issued a seasonable warning in the war against these pests. It is advised that special care be taken this summer to check screening to keep flies out of buildings, particularly where there are young children.

Not only oil but salt may be the objective of the Central Plains drilling search. The Elk Point No. 1 completed at 3,929 feet encountered salt beds to a thickness of 750 feet, officials of a Calgary oil firm announced. The casing is being left in the hole to permit utilization as a salt well if desired.

50 Years Ago – August 19, 1971

Vegreville Jaycee Airport was the headquarters of Vegreville districts aerial battle with the Bertha army worm infesting some of the district rape seed crops. The pilot Leon Wheeler, of Houston, Texas, is the pilot of the crop spray plane that started working in this area on Wednesday. The craft, a Cessna Agwagon with 300 h.p. burns about 15 gallons per hour of fuel and can carry 140 gallons of spray mixture. Farmers locally getting spraying done were John Kubin, Willard Chappell, John Saskiw, Clarence Powley, Wm. D. Warawa, Walter Wandziliak, Metro Lukenchuk and a total of 1200 acres. When this was finished the plane went back between Lavoy and Ranfurly out of a hay meadow there.

Premier Harry Strom will visit Vegreville in support of Social Credit candidate Alex Gordey next Thursday morning.

25 Years Ago – August 20, 1996

Two Hills Lions annual rodeo was held on Aug 17 and 18. Two days of rodeo performances included bull riding, calf roping, plus mutton busting, wild horse race, wild cow milking and much more. The weekend also saw a light horse show, agricultural society bench exhibits, slow-pitch tournament and dance.

A wading pool at Sandy Lake has been filled back in because of concerns by residents and environment regulations. County councillors were given an update at a regular meeting by development officer Eugene Dmytriw. Councillor John Leonty was very unhappy about the hole. The cost and the fact he was not informed by the administrator or development officer as to the work being done in his division.

Ron and Dianne Homeniuk, with help from Mayor Dave Kucheraway, cut the cake to officially open the new D & R Catering restaurant and hall. The Homeniuk’s have been in the catering business for over 11 years and just finished renovating the old Masonic Hall for a new dining facility.

Hryciw’s Tinsmithing Shop was one of the early businesses in Two Hills, opening in about 1928 by Peter J. Hryciw, Nestor’s father.

Markets Must Drive Canada’s Energy Conversion Paz Gomez Frontier Center for Public Policy

Canada’s policy to achieve net-zero emissions by 2050 necessitates divesting from fossil fuels.

There’s just one problem: massive outstanding loans from banks to the oil and gas industries.

The oil and gas sector makes up more than 10 percent of the Canadian economy, and abolishing it, gradually or otherwise, would take its toll.

Canadian banks that have committed to supporting this policy are shooting themselves in the foot and dragging shareholders and the financial system down with them.

Canada is home to 88 banks employing more than 280,000 citizens and serving around three million self-employed and small and medium enterprises. Women constitute 38 per cent of senior managers in Canadian banks and more than half of the six largest banks’ workforce.

In 2019, banks and their subsidiaries paid $30 billion in salaries and benefits, and the six largest banks alone paid $12.7 billion in taxes. The dividend income paid to shareholders was $21.3 billion.

Contributing approximately 3.5 per cent to Canada’s annual gross domestic product (GDP), banks are pivotal for the Canadian economy.

They’ve aligned with the net-zero emissions policy and they’re planning how to achieve such an ambitious goal.

Thus far this year, the Royal Bank of Canada (RBC), Toronto-Dominion Bank (TD) and Bank of Montreal have announced plans to

achieve net-zero emissions. Criticism didn’t take long to arrive since the financial institutions lacked details in their declarations. They haven’t explained their divesting and their interim reduction targets.

Given the lack of information and certainty, more than 2,500 shareholders have stated their intent to move their holdings to credit unions in the near future. The latter tend to focus on local community and small-businesses investment.

Banks aren’t the only ones struggling to walk the talk. The Bank of Canada is still assessing its implications for economic growth and inflation, as well as developing a roadmap.

In late 2020, the Bank of Canada and the Office of the Superintendent of Financial Institutions (OSFI) launched a pilot project to evaluate scenarios and identify risks associated with changing conditions. They expect to publish a report by the end of 2021 with further details, assumptions and key sensitives to help financial institutions transition to the new economic model.

Bank of Canada governor Tiff Macklem acknowledged transition risks might be underappreciated.

“By filling in that knowledge gap, we could save billions in damage and eliminate an existential threat to Canada’s financial stability,” he asserted.

In a 2020 report, the Rainforest Action Network revealed the biggest fossil-fuel financiers globally.

Canadian banks RBC, TD and the Bank of Nova Scotia were among the world’s 12 largest lenders to fossil-fuel companies between 2016 and 2020.

The report also identified 33 banks that had increased fossil-fuel financing in the same period.

No Canadian bank appears on the list.

Chipman Man Charged with Importing Illegal Weapons ATM Service

Alberta RCMP Submitted Chipman, Alta. – An investigation launched by the Alberta RCMP Federal Policing Integrated Border Enforcement Team (IBET) has resulted in charges laid against a man for importing various prohibited weapons, including stun guns, brass knuckles, and spring-activated knives.

On June 22, 2021, IBET charged Spencer Roberts, 32, of Chipman, Alta. with the following offences: • Two counts of importation of a prohibited weapon under s.104 of the Criminal Code; and

• One count of smuggling under s.160 of the Customs Act. Roberts is scheduled to appear in Fort Saskatchewan Provincial Court on Thursday, Sept. 2, 2021.

IBET was able to successfully carry out this investigation with the assistance of the Fort Saskatchewan RCMP General Investigation Section and the Canada Border Services Agency.

“IBET is committed to maintaining the security of our nation’s borders, targeting any attempts to import contraband that threatens the safety of Canadians. Together with our partners, we were able to successfully lay charges in this investigation and disrupt the further smuggling of illegal weapons into Alberta,” stated S/Sgt. John Lovie, Acting Operations Officer, Alberta RCMP Federal Serious and Organized Crime North IBET is an integrated federal policing unit based out of Calgary and Edmonton that contributes to maintaining Canada’s safety and security including the land and air border domains in Alberta. Their mandate is to enhance border integrity and security along the shared border, between designated ports of entry, by identifying, investigating and interdicting persons, organizations and goods that are involved in criminal activities.

The unit is comprised of members of the Alberta RCMP, Canada Border Enforcement Agency and Calgary Police Service.

BTPS administration preparing for a safe reentry to school for their staff and students.

They will continue with enhanced cleaning throughout the school day, and will have sanitization stations at their entrances and in their classrooms, and will continue to ask the staff and students to stay home when sick.

Alberta Health Services will continue to test symptomatic individuals and there will be a follow up on all COVID-19 cases. There is still isolation for anyone with COVID-19 symptoms and for confirmed positive cases.

At the current time, they are recommending masks usage for students from Grades four to 12 and for parents and visitors who come into the school. These will be available at each of the schools’ entrance for convenience.

Alberta Education and AHS have approved these guidelines. Since children 12 and under have not yet received the COVID-19 vaccine, there may be recommendations to cohort younger children in order to avoid

Vegreville’s 118th Annual Country Fair included a Light Horse Show on August 5 to 7.

Horse Show Coordinator Rachel Farr said Vegreville Agricultural Society typically has 70 horses for this event but this year they had over 100. The riders were of all ages and the classes at the show were Halter, English, and Western. The participants were judged on how they ride on the trails, their jumping, etc.

Carry: I replaced the windows in my home and they came with a great option. They tilt inward for easy cleaning. However, the only time I use the tilt is to show visitors the cool feature. As for cleaning, I just hope for a good rainstorm.

Cash: Ironically that's part of the principle behind the selfcleaning windows. A company called Pilkington developed a coating called ActivTM that can be applied to the exterior of a window. The glass is coated with titanium dioxide which, when exposed to the sun, breaks down dirt into carbon dioxide and water vapor. Then when it rains, water

runs down the window in a continuous sheet instead of as water droplets, washing away dirt particles. The glass should dry very quickly to keep "drying spots" from forming.

Carry: One cosmetic difference is that at certain angles the window can have a slight mirror effect and a faint blue tint. Hold on to your Windex® though. The coating does come at a price. It could add about 20% more to the cost of your windows.

Cash: If you don't want to spend the money, you may want to get out the garden hose. Just be sure to avoid making a common mistake and close the windows first!

Look for a label from the NFRC (National Fenestration Rating Council). This information lists the independent energy performance ratings: U-factor and SHGC (Solar Heat Gain Coefficient). The U-factor is the heat transfer through the window. A lower U-factor means less heat loss. SHGC defines how much heat your house gains from the sun. Northerners require a higher SHGC to absorb more solar heat. The hot sunny South, on the other hand, may want a lower SHGC. •

Eliminating Public Health Measures is Gambling with People’s Lives Dear Editor, I am strongly against the Alberta Government’s plans in the coming weeks to eliminate testing and tracing of COVID-19, as well as no longer requiring people to isolate.

We have seen cases rise in Calgary and some parts of the United States that have taken a similar approach and ignoring concerns of the Delta variant.

No other province or territory in Canada is doing what our government plans to do. In my opinion, this is a reckless and irresponsible action that needs to be reconsidered. Especially when you factor in the lives of thousands of children under 12 who are not recommended for any of the available vaccines who plan to return back to school with no safety protocols at all.

I am not suggesting we go back to a shutdown of the economy, but to keep the bare minimum of testing, tracing, and isolating when needed on the books. Otherwise our “Best Summer Ever” could end up being our “Worst Fall Ever”.

Track Cycling Olympic Gold Medalist’s Vegreville Connection Cycling Canada is based, and to train fulltime.

“We train each day and we push each other to do the best we can.” Four to five days a week she trains at the velodrome, works out in the gym three times a week, and completes one to two road rides a week. While the training is gruelling, Kelsey said it doesn’t feel like work. On the odd occasion where she’s having a bad day or feeling down, she reminds herself how lucky she is to be living her dream.

“It’s only three years till next Olympics.” That’s what she sees on the horizon now and will be working hard to make a repeat performance.

Her advice to the youth of today, “If it’s something you want, go all in, and give it everything you’ve got.”

Michelle Pinon News Advertiser Even though Kelsey Mitchell’s family couldn’t be in the stands during gold medal performance in women’s individual sprint cycling at the Olympics in Tokyo, they were cheering her on during a special watch party in Sherwood Park on August 8.

One of her biggest fans at the watch party was none other than her grandmother Joan Toronchuk who resides in Vegreville. “Everyone was cheering, crying and laughing. It was so beautiful.”

In turn, Kelsey was able to watch her grandmother’s reaction alongside other immediate family members trackside as it was broadcast live. It was a perfect moment, and Kelsey said she was so grateful for all of their support.

Kelsey said her grandmother always tells her she’s praying for her and not to fall. Kelsey said she was fortunate to have her grandmother watch her compete during the World Cup in Milton, Ontario in January of 2020 when she won gold and

Kelsey only took up the sport of cycling four years ago. Kelsey played many different sports growing up, and played soccer at university. “I worked other jobs and knew what life outside sports was like.” That is why she knew she wasn’t through with sports and jumped at the opportunity to participate in the RBC Training Ground event in 2017.

There she was tested and exceed the national standard for track cycling on the watt bike and afterwards was enlisted.

She earned a spot on the national team in 2018 and moved to Milton to be where

A single motorcycle was located in the ditch. Nearby was a 45-year-old male of

Innisfree & District Agricultural Society Hosts 41st Annual Fair Michelle Pinon News Advertiser A great crowd was in attendance for the 41st annual fair on August 11.

The event kicked-off around 11 am with the parade that featured close to 20 entries. There was plenty of candy and some Frisbees thrown out by staff who accompanied Lakeland MP Shannon Stubbs.

After the parade, many people headed to the Innisfree Recreation Centre to take in the bench show, which featured a total of 39 entries.

Shortly after 1 pm the official grand reopening of the Innisfree Prairie Bank of Commerce. Lakeland MP Shannon Stubbs had the honour of cutting the ribbon. County of Minburn Councillors Tara Kuzio and Carl Ogrodnick were on hand for the event and offered congratulations to Mayor Deb McMann and fellow members of the Innisfree Prairie Bank of Commerce Historical Society which own and operate the museum.

McMann, who worked at the Canadian Imperial Bank of Commerce for 18 years, said it was in operation from Dec. 6,

The Mundare based team of Shannon and Jason Kowal, along with their son Brandon, are ready to serve you.
