1996: Roof repairs cost more than expected Week of February 3, 2016

70 years ago Thursday, February 7, 1946 It was announced the first of the week that Sgt. Gilbert Renwick, formally of Wellwood, had been awarded the Distinguished Conduct Medal. This was the third honor to be bestowed on upon the Renwick family for exemplary service during the war.

Born at Wellwood, Gilbert is the son of Mrs. E.C. Snowball, of Brandon, and had two brothers and a step-brother serving overseas. He enlisted with the Cameron’s early in the war and participated in the Dieppe raid and was taken prisoner. He married Ivy Swanson of Neepawa.

60 years ago Thursday, February 2, 1956 It may provide a lot of fun for the kids, but the seven inches of snow that blanketed Neepawa over the weekend are just one more headache for motorists who were forced to stay put over the weekend due to blocked roads. According to an official report received by the Press, 7.4 inches of snow fell in the town commencing Friday, which brought the overall total for this winter to 67.7 inches from October to January. It is believed this is a record for the town, or at least more than has fallen in several years.

50 years ago Tuesday, February 1, 1966 Reports have been received at the Neepawa Press this week concerning another influx of travelling salesmen covering the district. This time, they are apparently pedaling farm building deals and at least one district farmer got stuck. He was told by the salesman that if he bought a barn, it would qualify for the $500 Federal Home

Building Incentive Grant.

The grant is, of course, good only for homes, and on investigation the farmer in question found that his barn qualified for no such grant.

40 years ago Thursday, February 5, 1976 Linda Foley carried the provincial flag to lead the 64 participating curlers out onto the ice surface at the opening ceremony at the Manitoba Lassie Provincial Championships.

The ceremony, followed by a social get-together at the Yellowhead Hall, kicks off a week of action that has brought the top 16 women’s rinks in the province to Neepawa to compete for the right to represent Manitoba in the Canadian Lady’s Curling Championships that will be held later in Winnipeg.

30 years ago Thursday, February 6, 1986 A total of 40 families southwest of Gladstone will lose their rural postal delivery effective March 25. According to the Zone Postmaster, the move is an economic one. “That rural route hasn’t met our criteria for several years now,” said Ron Jasper.

He explained the criterion is one person per travel mile on the route in question. “That rural route has been dropping quite substantially over the past few years.”

20 years ago Monday, February 6, 1996 Repairing the roof on Neepawa’s Yellowhead Community Complex turned out to be a more expensive venture than planned. Yellowhead Community Complex fundraising committee chairman Brad Walker said the roof was budgeted at $125,000 but ended up costing twice that. “We were planning to leave the existing roof and install a new one over that,” said Walker. “But after we got up there, we found the old roof was too damaged.”

Opinion Don’t r ush infrastr ucture investments An uncontroversial principle of governance is treating public dollars with respect: whatever a government’s spending priorities, it should always seek to get the best value on behalf of all taxpayers.

This process can take time, since assessing the value of a proposed program or project is rarely doable overnight. Canadians should therefore be concerned that ‘how fast can we get money out the door?’ appears to be the biggest question currently vexing the new Trudeau government in Ottawa.

Recent headlines have even suggested that Finance Minister Bill Morneau is under “pressure” to skip the usual parliamentary pre-budget hearings in the run-up to the government’s first budget, expected sometime in March. (A closer look reveals this “pressure” amounts to ‘questions from reporters’ together with self-interested experts urging more spending as quickly as possible. The minister may as well ask a panel of dogs if more bones should be handed out.)

But the hurry to spend is only half the problem: also buried in this rush to turn on the taps has been a subtle, but major shift in the objective of the Liberals’ infrastructure plans. All of a sudden the talk is about “stimulus” – a word which appears

nowhere in the Liberal platform, and was never intended to be the objective of the Liberals' deficit-financed infrastructure spending.

Indeed, the Minister himself has repeatedly stated that long-term growth is the government’s main priority.

So why is this a problem? Why not kill two birds with one stone? After all, if we have to build a bridge next year, why not just build it right now?

The answer is that there’s no guarantee that the “right” projects to invest in are also ones that are “shovel-ready.” It’s entirely possible that months (if not years) will be necessary to properly identify infrastructure that is truly the most important for the long-run.

These considerations conflict with the very different objective of getting money out the door as soon as possible – and it would seem rather obvious that one of the surest ways for a government to waste taxpayer dollars is to hurry to spend it.

The reality is there is no burning urgency.

The government would have us believe that spending a few billion dollars a few months sooner will somehow dramatically improve Canada’s economic prospects. Does anyone

really believe this?

The Harper government made a similar claim following its own plunge into deficit in 2009, yet the Fraser Institute’s analysis of Statistics Canada’s data shows that the Conservatives’ “Economic Action Plan” had next to no impact on the economy, with the turnaround in the economy overwhelmingly due to increased private sector investment and increased exports. The price of this ill-advised misadventure was six years climbing out a deep deficit hole, and more than $150 billion added to our federal debt.

The Trudeau government can reasonably claim it was elected to implement different policies than their predecessors. So it is utterly strange that their plan now appears to be to essentially cut and paste the Harper government’s approach – one which they (rightly) criticized while in opposition.

Infrastructure investments need to be considered carefully, prioritized and selected for the long-term benefits they bring.

Conflating this goal with “stimulating” the economy is asking for trouble, and a recipe for pork-barrelling and waste. The Trudeau government should resist calls to spend faster, and focus on spending wisely.

Letters to the Editor Christmas Bird Count results up and down

Well folks, the latest results from Wasagaming’s Christmas Bird Count (CBC) are now in. And, before I even get into this, I can already imagine people saying “yada yada yada,” we’ve heard this all before. After all, how many different ways can you say something intelligent, or even interesting, about chickadees after 20 plus years of writing these articles?

The good news is that I will be only talking about two bird species.

And neither of them are chickadees. The other good news is that our volunteer base grew by leaps and bounds this year, so thanks to all who participated.

Ok, let’s get into it. Some species showed a large increase, while others showed a decrease. Surprise! Not to regular CBCers, as it seems that I could write those exact words every year. The only thing that changes is which species I am referring to.

This year’s “winners” were Pine Grosbeaks. We had record numbers this year, and interestingly, these numbers have been climbing since pretty much the first bird count back in the 1970s.

The “losers” were Evening Grosbeaks, code named EVGR. This year’s count of just over 100 birds was the lowest on record for our count.

I miss them and their noisy, bossy manners. It’s kind of like having the kids go back to school after a busy Christmas break.

You kind of miss the mayhem, the mess and even the amount of money you spent on groceries while they were here.

Instead, the big flocks of EVGR have been replaced by Pine Grosbeaks (aka PIGR). Not that I should complain. In many ways, both the male and female PIGR are much prettier than EVGR, and let’s face it, their table manners are much better.

Why the rise, why the decline? Hold onto your hats, as we go a wild ride of idle speculation.

First some discussion on why you should remember that the following is just speculation. A good friend of wilderness, Paul Paquet, says that ecology isn’t rocket science. No, ecology is much more complex. Let me explain. Rocket science relies on known factors – the velocity of spaceships, the force of gravity, the orbits of planets. Ecology, however, is extremely complex. Let’s take a look

at EVGR, as an example.

EVGR are our “stay at home” songster. They are one of the few birds that make the aspen parkland their home for their entire life. Thus, given that they are so familiar to us, we should be able to explain why they are declining. Is it habitat loss? Loss of food?

As I travel about, I continue to see losses in aspen forest as agriculture expands into the edges of the aspen parkland. You’d have to think that would hurt EVGR numbers. Others have suggested that there has been a decline in spruce budworm, a valuable food source for young grosbeaks in the nest. Maybe this is a cause for decline.

More digging was required. A quick look at the regional Christmas Bird Count data shows that we aren’t the only ones losing EVGR at bird feeders. A second set of data, the Breeding Bird Survey, indicate that EVGR are also less common on their breeding grounds. So we have a decline across the board, but why? Maybe this is a case of a natural contraction.

Interestingly, at the first round of European settlement, EVGR began to spread across North America in a southeasterly direction. They were suddenly showing up in places like Nova Scotia and New York, where they had never been recorded. Something in the environment changed, and EVGR took advantage of it. Now, the current retraction in their range might be simply be nature getting back into equilibrium.

The story behind PIGR might be a bit easier to explain. Like EVGR, PIGR are one of the few bird species that make their home in Manitoba year round. Specifically, PIGR nest in the boreal forest as far as the treeline at Churchill. Come October, they start to show up around the Park and area, often feeding on the fruit of snowberry.

However, it appears that they are now keying in on bird feeders. I mean, if you can get good food for free, why not?

So, unlike EVGR, which are showing major declines, the increase in the PIGR on the Christmas count may be accounted for by their urge to congregate in areas where we can count them. Kind of handy, if you ask me.

Neepawa Chamber charts course for new year

With a keynote speech focusing on support, the Neepawa and District Chamber of Commerce welcomed the new year at their annual general meeting last week. Held Jan. 27, the evening event attracted about 70 members of Neepawa’s business community.

Board member Scott Dyke acted as the evening’s emcee and welcomed attendees to the chamber’s 116th AGM. Dyke noted that Neepawa is growing and diversifying, as both immigrants and Canadians, including himself, have made Neepawa home in recent years.

Marvin Beaumont presented the financial report from 2015, which included a loss of $3,296.32. The organization tapped into their retained earnings to cover the shortfall, leaving that account with a balance of just over $6,000.

While income remained relatively unchanged from 2014, at $29,887, expenses were up, which led to the shortfall. The biggest expenses for the year were wages and cost associated with the Neepawa Fair. Beaumont noted that in 2015, there were a number of one-time expenses related to the fair.

The fair was the biggest source of revenue, bringing in $12,639, including a $5,000 grant from the Town of Neepawa. Beaumont said that for 2016, they plan to focus on fewer, but more profitable events.

Instead of giving a report on the previous year, Chamber president Troy Mutch talked about plans for 2016. The organization’s biggest event will once again be the Neepawa Fair, which will be held May 27 to 29 at the Neepawa Fair Grounds.

Mutch said that the rides will be coming back. In conjunction with other organizations, there are also plans to have a ball tournament, soccer jamboree, parade, gun show and possibly a social taking place that weekend.

Mutch stressed that it was up to local businesses to attract these visitors into their stores with sales or special promotions. “We need you to bring them into your stores, we bring them to town,” he said.

Mutch said that they have considered organizing a Canada Day event, but concluded that they lacked the necessary man power. He hoped to see service groups or interested individuals step up to organize activities to run in conjunction with the Town’s fireworks.

The business portion ended with the election of board members. The

board for the 2016 year will be: Scott Dyke (RBC), Troy Mutch (Century 21), Marvin Beaumont (MNP), Don Dufort (Hylife), Cindy Hockin (BPCU), Clinton Davie (CWD Satellite), Trisha Phinney (BMO), Marilyn Crewe (Town of Neepawa), Mitch Hutton (Gill and Schmall), Ryan McLaughlin (McLaughlin GM), Jeff Braun (Neepawa Area Planning Disctrict), Tammy Wilson (CIBC) and Ashley Monka (Chalet Flooring and Design).

There are still two open board spots. The board will be sworn in by Neepawa mayor Adrian de Groot, who was unavailable for

the AGM, at their February meeting.

The Volunteer of the Year was awarded to NACI’s social justice group, HOPE. On hand to receive the award were teacher advisor Katherine Kingdon and members Samantha Nickart and Kassia Hollier. Nickart explained that through their fundraising, they have built a school and a well in Kenya, as well as helped develop sustainable agriculture in that country. Hollier noted that they have collected over 2,200 lbs of food per year for food banks as well as taking part in local projects, such as delivering food at Yellowhead Manor when the elevators were being repaired and cleaning up Rotary Park.

Drawing on examples from both competition and her personal life, including a 27 day trek through the Himalayas, Officer talked about the profound impact support can have when it comes to achieving our goals. “It’s something we always need,” she said.

Officer said that to operate at peak performance, not just as an athlete but also as a person, requires a focus on physical fitness, getting enough sleep and

nutrition. She explained that when our overall health and wellness is in good shape, we are better able to deal with life’s challenges.

Finally, Officer stressed the importance of being yourself. “You can only do what you can do,” she said. She explained that we can get caught up in other people’s expectations and burn too much energy being self conscious of our perceived shortcomings.

Following her speech, Officer opened the floor to questions as well as giving attendees the opportunity to pose for pictures with her and her Olympic medal.

Tigers outplay Raiders to earn win

The Neepawa Tigers played the role of spoiler this past weekend, severely hindering the Killarney Raiders’ late season push for first place in the Westman High School Hockey League. Three goals in a 2:28 span in the third period catapulted Neepawa Area Collegiate Institute (NACI) to a 5-3 win on Sunday, Jan. 31 at the Yellowhead Centre.

Heading into the regular season showdown against the second place Raiders, NACI found themselves at the bottom of the standings. Despite that disparity in their regular season results, it was the Tigers who proved to be the more aggressive team early, scoring less than four minutes into the first. Bryce Kusugak notched the evening’s opening score. That goal seemed to wake up the Raiders though, as they answered back with three goals before the end of the opening period. That gave Killarney a two goal advantage after 20 minutes of play.

The second period was scoreless, though it did see many quality opportunities created by both teams. In the third, Neepawa started strong and was extremely aggressive in their attempts to climb back into the game.

That tenacity paid off, as at 3:49, Will Rainka notched the second of the night for the home side. Less than a minute later, the score was deadlocked at 3-3, with Ben Rainka slipping one past the Killarney goaltender.

Those two quick goals energized both the players and the NACI fans. That energy helped vault the Tigers into the lead, as just 97 seconds later, Neepawa reclaimed the lead with another goal from Ben Rainka.

The remainder of the final period saw Killarney desperately trying to tie things up, but Neepawa’s defence and goaltender Brenden Funk stymied those efforts. An empty net goal with a little over a minute remaining in the period ensured that the Tigers would leave the ice as the better team. Ben and Will Rainka each ended the

Farmers fall to Killarney

A three goal effort by forward Isaac Friesen helped the Killarney Shamrocks cruise to a 6-2 victory over the Neepawa Farmers in Tiger Hills Hockey League action on Saturday, Jan. 30.

The Shamrocks jumped out to a comfortable lead in the opening period by scoring four goals, including a pair from Friesen.

In the second period, the Farmers answered back early with Lance Nugent securing his 16th goal of the season. Ian Kerkowich and Riley Kolesar garnered assists on the play. Killarney replied before the end of the period however, with a goal from Aubrey Chapman.

In the third period, Friesen secured his hat trick with just under three minutes remaining. That was his 46th point of the season. Neepawa scored a second goal with just seven seconds remaining in the game to make it a 6-2 final.

Brian McCannell scored, while Nugent assisted on the marker.

With the win, the Killar-

have just one game remaining in the regular season schedule, while the first place Falcons have two left.

As for Neepawa, they close out the regular season on Friday, Feb. 5 at the Yellowhead Centre, when they challenge the Major Pratt Trojans. Opening face off is scheduled for 7:15 pm.

Jared Pelechaty headed to T-Birds Submitted The Neepawa Press

Over the next week, Neepawa Natives defencemen Jared Pelechaty will gain some valuable experience in the Western Hockey League. The Seattle Thunderbirds, who have Pelechaty’s Canadian Hockey League playing rights, have called up the 17-year-old Winnipeg product to aid the club.

Pelechaty is expected to be with the T-Birds until February 11th and then will likely be returned to the MJHL. In 31 games this season with Neepawa Natives, Pelechaty has seven points (2-5) and 60 penalty minutes.
