Webb does not want the Columbus Day Parade to turn into a riot such as last year's Martin Luther King day celebration. "It may come to the point," Webb said, "where we separate the groups and say if you cross over the line, you have 30 seconds to get back over the line or you will be escorted to a bus and taken to jail."
