SY MAYOR PROPOSES MAJOR NEW DELIVERY FUND

South Yorkshire’s Mayor Oliver Coppard is proposing a new Fund worth nearly £16m targeting key delivery priorities to improve the lives of people who live, work, and visit South Yorkshire: enhancing transport choice, improving health and the environment, saving lives by making our roads safer, boosting children’s literacy and promoting economic growth alongside championing our region.

The Mayoral Delivery Fund, which will be discussed at this week’s Mayoral Combined Authority Board AGM,

would channel capital investment and revenue spending over the next three years into a number of programmes supporting delivery of the Mayor’s manifesto commitments.

South Yorkshire’s Mayor, Oliver Coppard, said: “I’m proud to be backing every part of South Yorkshire, making sure every community can stay near and go far through the new Delivery Fund.

“My focus is clear: delivering real results that improve people’s lives across the region.

That’s why the Fund - worth nearly £16 million, is dedicated to making a tangible

difference. It’s not just about numbers; it’s about investing directly in projects that will help build a bigger, better economy, offering us all the opportunity to be wealthier, healthier, happier and safer.

“I’m targeting what matters mostsupporting our children to read better and live healthier, more active lives; tackling health inequalities so people live longer; safer roads by saving lives; and responding to climate breakdown including planting 1.4 million trees across South Yorkshire.

“I’m also investing more to promote our region, attracting investment,

creating good jobs, and boosting tourism, as well as telling the story of South Yorkshire through cultural and creative projects.

“The Fund is a crucial step forward in restoring the pride, purpose and

prosperity that South Yorkshire deserves.”

sharrow community forum opens it doors for first time

Children, young people, and the local community gathered to celebrate the grand opening of the new Adventures community hub Back in 2023, Sharrow Community Forum was awarded a Youth Investment Fund grant of over £2.6m to redevelop and expand Highfield Adventure Playground into a leading Youth Hub, to benefit current and future generations of young people.

Sharrow Community Forum’s work is all about making lives better for people in their community, improving opportunities, strengthening community voice, health and wellbeing, and community development. They had an ambitious plan to give young people the youth space that they deserve, built around their dreams and ideas. Before receiving the funding, the 40-year-old youth space was a cold and inefficient breeze block construction and was not a positive space for young people. Now Sharrow Community Forum’s bold ambition is a reality, they have an inspiring, modern, and inclusive new space that young people and the whole community can enjoy for generations to come.

The Adventures community hub will be declared open when Abtisam Mohamed MP for Sheffield Central cuts the ceremonial ribbon. Children, young people, families, funders and members of the community will join together for an afternoon of celebrations, music from the Tracks young people’s project, dance performances from Dynamic Dance CIC and have the opportunity to explore the exciting new hub.

Abtisam Mohamed, MP for Sheffield Central said; “More than just a space, youth hubs like Adventures at Highfield are a vital ingredient of a community. Children can find safety, build practical and social skills, and forge lifelong relationships. Parents gain invaluable peace of mind, knowing their children are nurtured, safe and secure. Young people, supported by Sharrow Community Forum, were central to the development of this exciting new project by working with architects and designers to reflect their needs and aspirations for the space. Young people not only played a key role in the space’s look and feel; they were also instrumental in securing the Youth Investment Fund grant. The new youth hub is aptly named ‘Adventures’, chosen by children and young people as a symbol of what they can expect there. Young people’s voices will be at the heart of the new space. Sharrow Community Forum is passionate about empowering local young people to explore youth voice as a catalyst for change. They offer progression routes for young people into youth trustee positions and building on the work of Sharrow Youth Forum. A local young person said; “We were asked what we wanted in the new centre we said stuff like a chill-out sensory room, a dance studio and bigger toilets. They have said we will get that in the new building, so I feel very excited about moving back down and having more space.”

mayor’s Beds for BaBies scheme helps oVer 1,900 children in first year

A year after its launch, South Yorkshire’s pioneering Beds for Babies scheme has supported over 1,900 children, ensuring that children aged five and under have a safe place to sleep.

The initiative, led by South Yorkshire’s Mayor Oliver Coppard, has delivered more than 3,800 essential items – including Moses Baskets, cots, toddler beds, mattresses, and bedding bundles - to families across the region.

Backed by a £2.2 million investment from the South Yorkshire Mayoral Combined Authority (SYMCA), the scheme is designed to tackle health inequalities, improve earlyyears development, and ease pressure on public services, with the ultimate goal of making South Yorkshire the healthiest region in the country.

Beds for Babies tackles the often-hidden issue of bed poverty, which can include broken or unsuitable beds, mouldy mattresses, or the complete absence of age-appropriate sleeping arrangements.

By addressing these challenges, the scheme aims to improve sleep quality, which is vital for children’s development, learning, and overall family wellbeing.

Beds for Babies: a Safe Space to Sleep is a cornerstone of Mayor Coppard’s health strategy, focused on practical, community-led solutions to long-standing challenges.

South Yorkshire’s Mayor Oliver Coppard said:

“When I launched Beds for Babies, I made it my ambition that no child in South Yorkshire should go without a safe place to sleep. One year on, I’m proud that, working with a range of dedicated partners, we’re delivering on that ambitionsupporting over 1,900 children and giving out more than 3,800 essential items.

“The scheme is about more than just beds. It’s about giving every child the best possible start in life, tackling deep-rooted health inequalities, and building a healthier, fairer South Yorkshire for everyone.”

Beds for Babies is delivered through trusted local referral routes, including midwifery services, GPs, Family Hubs, Children’s Centres, and community organisations. It is the

temporary housing policy

result of a collaborative effort involving Baby Basics UK, Save the Children UK, Sheffield Hallam University, IKEA, and many others. The first bed funded through the scheme was delivered in June 2024 by Mayor Coppard and Baby Basics UK to a Sheffield mother for her 11-weekold daughter, Majesty.

As part of the broader Safe Space to Sleep Programme, working with councils and key partners, two ‘test and learn’ pilots have been launched in the last year in Mexborough (Doncaster) and Swinton (Rotherham), with Sheffield and Barnsley to follow, to explore new ways of working with disadvantaged families. These pilots aim to build trust, improve access to services, and identify best practices for improving children’s health outcomes.

Cat Ross, CEO of Baby Basics UK said: “One year on from launching deliveries through our Beds for Babies: a Safe Space to Sleep project, we’re incredibly proud of the real and lasting difference it’s making for families across South Yorkshire. At Baby Basics, we strive to uphold the dignity of every family we work with. This project reflects that by providing children 0-5 with brand-new mattresses, age-appropriate bedding and high-quality beds.

We’ve built in flexibility too, offering bed guards, bespoke mattresses and bunk beds to meet specific needs.

“Our Baby Basics centres in South Yorkshire, along with Families First Rotherham, work faithfully to manage referrals and allocate equipment.

Families are now receiving essential equipment within two weeks of referral, replacing what used to be months-long waits. This offer continues to be transformative at every level. For children aged 0-5, having a safe space to sleep directly supports their safety, wellbeing and healthy development.

For parents and carers, it removes the burden of sourcing essential items in times of hardship and provides peace of mind.

For referral partners, the guarantee of a bed builds trust with families and creates opportunities to address other challenges.”

Last week’s Housing Policy Committee meeting approved a final version of the Temporary Accommodation Strategy and Policy following a public consultation. The strategy outlin es actions for the next five years, whereas the policy is an ongoing document.

The new approach sets out a streamlined and transparent process for allocating temporary housing to local residents in need. The Council has never had these documents in place, and doing so will allow officers to plan better for when residents need placing in temporary accommodation, rather than working reactively as and when the need arises.

Among the priorities for the strategy are:

• Ensuring robust triaging of assessments and casework and realigning service structures and resources to increase the focus on prevention

• Ending the use of B&Bs, hotels and Nightly Paid Accommodation

• Rebalancing the draft Allocations Policy –due to come to next month’s extraordinary meeting of the Housing Policy Committee for a progress report - to increase the number of lets to households currently in temporary accommodation and find them a suitable alternative

• Building on our strong partnerships across all sectors with expertise

in supporting those at risk of homelessness and improve outcomes

The policy details a robust process for assessing temporary accommodation needs. By clearly setting out eligibility criteria, it aims to ensure those who are most vulnerable receive support promptly and fairly. Tenants and residents can expect a more consistent and timely response when applying for temporary housing. This move is designed to address issues raised by previous ad-hoc processes.

The policy also reinforces the Council’s commitment to safeguarding residents facing housing crises. It emphasises not only the immediate provision of temporary homes but also the integration of support services, ensuring a path towards permanent solutions. Residents will be given a clearer understanding of the procedures involved, giving increased trust and accountability in how temporary accommodation is allocated. It also aims to reduce delays and help ensure that vulnerable individuals and families receive assistance when they need it most. This will better manage demand and support the broader goal of reducing reliance on costly bedand-breakfast and other hotel arrangements, ultimately easing financial pressures on the Housing service.

pregnancy smoking drops

The proportion of women smoking during pregnancy in Sheffield has fallen significantly over the last 12 months. Data shows that 5.6% of pregnant women (305 women) in Sheffield were recorded as smoking in 2024/25. This is 2% lower than the previous year, when maternal smoking rates were 7.6% in Sheffield. This equates to 73 fewer women smoking compared to last year. This is the lowest rate of smoking during pregnancy recorded in Sheffield since data began to be collected. This also reflects improvement across Yorkshire and Humber with rates falling from 9.3% to 7.5% and England as a whole, where SATOD rates fell to 6.1% from 7.4% last year. The drop in maternal smoking rates follows the introduction of a new model of stop smoking support for pregnant women, which began to be rolled out nationally in 2022 of part of the NHS Long Term Plan. This initiative tasked maternity teams with responsibility for supporting pregnant smokers to quit by training midwifery staff to provide ongoing behavioural support and

Smoking during pregnancy significantly increases the risk of harm to both mother and baby. It increases the risk of stillbirth, miscarriage, and sudden infant death. Children born to parents who smoke are also more likely to experience respiratory illness, learning difficulties, and diabetes, and are more likely to grow up to be smokers when compared to children born into smokefree households. As well as the health harms caused by smoking during pregnancy, it also adds to the cost of living and pushes families further into poverty. The average smoker spends £3,000 per year on tobacco, with younger women from the most deprived areas being the most likely to smoke and be exposed to secondhand smoke during pregnancy. Helen Watson of the Tobacco Control Board said: “We are so incredibly proud of the progress that has been made in Sheffield and it is wonderful to see this demonstrated by these latest figures.”

ISSUES CLUB STATEMENT IN RESPONSE TO EFL CHARGES

Sheffield Wednesday acknowledge the statement below issued by the EFL on Wednesday morning and confirm the club’s intention to appeal:

“The EFL can confirm that Sheffield Wednesday Football Club is now subject to a threewindow fee restriction after exceeding 30 days of late payments between 1 July 2024 and 30 June 2025.

“In accordance with EFL Regulations, the restriction will cover the entirety of this summer’s window and two full windows thereafter

leaving the Royals in sixth place in League One.

His coaching CV is extensive, and includes working in the Premier League with Southampton, whilst he also boasts a background across several areas of the game.

On his arrival, the Blades new boss said: “When we first heard about the possibility of coming here, it was a no brainer for us to join a club with this kind of history and with a mission to move forward and try to be even more competitive.

Academically, Sellés has a Master’s degree in Sports & Physiology and furthered his CV when graduating from UEFA’s Pro Licence programme when he was just 25. Sellés has enjoyed a

wide range of coaching experiences during stints in Greece, Russia, Azerbaijan, Norwaywhere he combined his coaching role as head of analysis - Denmark and Spain prior to coaching and managing in the Premier League with Southampton followed by stints with Reading and most recently Hull. TRAINING GROUND EXTENSION BEGINS

Building work has commenced on the project to dramatically improve facilities at Doncaster Rovers Cantley Park training ground.

Their partners Workbox UK broke ground on the site last week, with initial digging work for the foundations on which the new extension will be built.

Comprising a state-ofthe-art gym and medical facilities, the permanent structure will provide a significant upgrade to the provision which players can currently access. Construction is expected to take six months with the project set to be completed before the end of the year.

said: “I’m buzzing to be here and really happy to get the deal done so quickly. I’m really happy to get it done and be there on the first day of pre-season.

“I can’t wait to get going and test myself in this division, showing everyone what I can do. “I want to get goals and assists, create chances and work hard for the team.”
