ore than one hundred students marched from the University of Winnipeg to the Manitoba legislature on Oct. 26, calling on the provincial government to scrap Bill 31.

The bill was introduced by the Progressive Conservative government in March. If passed, it will allow universities in Manitoba to increase tuition fees by up to five per cent plus inflation annually effective September 2018. The bill will also remove restrictions on course-related fees.

Tuition fees are currently legislated to cap at the level of inflation, a law passed by the NDP in 2012. The NDP legislation followed a decadelong tuition freeze that was lifted in 2009, when Manitoba universities were allowed to increase fees by as much as five per cent annually before they were indexed to inflation.

Organized by the Canadian Federation of Students - Manitoba (CFS-MB), the protest was attended by students and alumni from the U of M, Université de Saint-Boniface, U of W, and Brandon University, in addition to members from the Canadian Union of Public Employees, University of Manitoba Faculty Association, and the Manitoba Federation of Labour.

Department of Canadian Heritage gives NCTR 1.1 million dollars for a nation(s) wide tour of music and arts IMREET KAUR, STAFF

T

he department of Canadian Heritage has contributed $1.1 million to the National Centre for Truth and Reconciliation (NCTR) to acknowledge Canada 150 through a nationwide celebration of Indigenous arts, artists, and literature.

The grant will be used to organize a 13-city, nations(s)wide tour branded “New Constellations,” featuring artists and scholars from all backgrounds to celebrate music and arts.

This multi-disciplinary tour, produced by the Basement Revue and Revolutions Per Minute, includes a mentorship component.

The tour aims to connect participating artists with Indigenous youth, creating opportunities for youth to learn and get feedback for their work from the artists.

Celebrated local artists, such as Les Boulanger - more commonly known as Boogey The Beat - and Red Rising Magazine will engage with Indigenous youth in community-based workshops to create new partnerships and celebrate Indigenous culture.

“When this project approached the centre seeking assistance to host the initiative, we were enthusias-

tic to support it,” said Ry Moran, director of the NCTR. “Efforts to bring Indigenous and non-Indigenous artists together in a space of respect and understanding is central to healing relationships in this country.”

Explaining the importance of arts, Moran said, they "have played, and will continue to play, a critically important role in leading emotional conversations.

“We wish all of the artists well in their work on this project and thank the department of Canadian Heritage for the opportunity to share their work with the country.”

Frosh Music Festival may be on verge of cancellation UMSU approves motion to spend $25,000 on UMSU Council Chambers renovations DIANA-ABASI UBOKUDOM, STAFF

he University of Manitoba Students’ Union’s (UMSU) Frosh Music Festival is on the ropes.

Reporting on this year’s festival at UMSU’s regular council meeting Oct. 26, VP external Wilfred SamKing said the event either needs to be rebranded or cancelled outright.

“I’m going to be blunt,” Sam-King said. “Frosh 2017, financially, was very unsuccessful and I was not elected to run an unsuccessful Frosh.”

Sam-King explained to council that major issues like poor weather, venue changes, and cost overruns are among the reasons this year’s Frosh was unsuccessful.

Due to poor weather conditions, this year's Frosh Music Festival was moved from the quad outside into the Multi Purpose Room in UMSU University Centre. UMSU had planned to introduce “diversified and affordable entertainment options to all ages.” Following the change in venue, Sam-King said the planning team “had to revamp and adapt.”

“Unfortunately, with any outdoor event, the risk is weather,” he said.

“As soon as we had to move into the smaller venue, our revenue sources were now cut even more drastically.”

Sam-King provided a breakdown of accounting for this year’s Frosh, with total expenses pushing $116,616.

Sponsorships amounted to $31,419 and the show ran more than $50,000 over budget. The total loss was $85,197.

ince taking office 18 months ago, Manitoba’s Progressive Conservative Premier Brian Pallister has taken the scissors to many portions of the public sector in an attempt to drive the province’s debt down and erase decades of NDP work. Such is the ebb and flow of politics.

However, as his popularity with voters continues to drop - dipping to 36 per cent according to a recent Winnipeg Free Press Poll - our premier seems to have hit a major snag, one that will undoubtedly affect everyone in the province in some way.

Following the recommendations of two studies commissioned by the province, the Pallister government gave the Winnipeg Regional Health Authority (WRHA) a mandate to cut $83 million in spending from the province’s $6.1 billion healthcare budget.

t cannot be said that Canada does not have issues with its political process. It absolutely does. However, our issues pale in comparison to those of the U.S. On the evening of Oct. 1, 2017, a 64-year-old man open fired into a crowd at a country music festival in Las Vegas, killing 58 people and injuring over 500 others. But this obviously was not the first mass shooting in America. Before this, the most talked about mass shootings were the June 2016 Pulse nightclub shooting and before that, the Sandy Hook elementary school shooting in December 2012.

Since the Sandy Hook shooting, there have been over 1,500 mass shootings in the U.S., with the U.S. now averaging one mass shooting per day.

Yet, since 2012, there has been absolutely no change in gun legislation in the U.S. In fact, there has not been any kind of gun-regulating legislation at all since 2008, when George W. Bush signed the National Instant Criminal Background Check Improvement Act, an amendment to stop legally-declared mentally-ill individuals from buying guns.

Between 2009 and 2017, under then-president Barack Obama, progress was, if anything, reversed.

In the little legislation that Obama did sign, he actually affirmed the

rights of gun owners in two laws, one allowing licensed firearm owners to legally bring guns into national parks and wildlife sanctuaries, and another that allows Amtrak train passengers to carry guns in checked baggage.

When you have the largest corporations and billionaires buying policy positions, you no longer have a democracy: you have an oligarchy In his eight years in office, Obama did not sign a single piece of new legislation restricting guns - and in fact bragged about his strong support for firearms, saying, “[M]y administration has not curtailed the rights of gun owners - it has expanded them.”

How does one fix a system this broken? The United States Constitution states that one must go above the Supreme Court to pass a constitutional amendment. The U.S. Constitution provides two ways to do this: through congress, with a twothirds majority vote, or through a constitutional convention called for by two-thirds of state legislatures.

Unfortunately, when the vast majority of congress is accepting large donations, the chances of a twothirds majority agreeing to a constitutional amendment are very low.

Meanwhile in Canada, we have an annual contribution limit of $1,550 to political campaigns, and corporate donations are completely outlawed.

So regardless of how you feel about our elected politicians, they represent their constituents and not large corporations, since they do not have any explicit financial interest to do otherwise.

If the people of the United States hope to have any kind of representation in their political process, it is imperative that they get the money out of their system and take back their democracy.

ast week was a head-spinning journey in Manitoba politics. Yes, pot was involved.

One day after Premier Brian Pallister voiced scathing criticisms of the federal government’s plans to legalize the recreational use and sale of marijuana by July 2018, he revealed the province would be rolling out its own plans for legalization in the coming weeks.

He is not happy about it, though.

When Pallister told reporters that Manitoba is “ahead of other provinces” in planning for legalization, he quickly added: “that doesn’t mean I like it.”

The announcement came during a press conference with Justice Minister Heather Stefanson and other cabinet members, held to discuss the results of the PC’s online survey - which Dan Lett called “the polling equivalent of a data garbage Dumpster” in the Winnipeg Free Press - on a range of issues including marijuana, proposed health care premiums, and the government’s fiscal policy.

It seems that in the face of a looming deadline to get their ducks in a row, the PCs are trying to have it both ways in the marijuana debate: to complain and sulk to please the conservative base, but also have a plan ready so the province can rake in the revenues when July lands and pot smokers start taking hits.

During the press conference, Stefanson pointed to the fact that 22 per cent of the survey’s respondents said the legal age of marijuana consumption should be 21 as an indication that “a significant number of Manitobans are concerned about young people getting involved and engaging with cannabis.”

Pallister and his government should be focused on creating viable business and regulation plans for the legalization of recreational marijuana, not slinging mud at Ottawa over trivial disagreements. Issues like detecting impaired driving and reasonable taxation are serious challenges that are being drowned out by this political posturing.

Over the next few weeks, as the government begins to roll out their plan, they should head this advice: leave the politics out of pot.

While the zooplankton was found in 2014, the study, A new species of Monstrillopsis (Crustacea, Copepoda, Monstrilloida) from the lower Northwest Passage of the Canadian Arctic, was published in the Oct. 18 issue of ZooKeys journal.

Because the creature was found in the June, the discovery even offers some insight into its life cycle.

“Knowing that [Monstrillopsis] is only in the water column as larval and adult stages, we now know due to our observations that the adult stages of [Monstrillopsis] appear in May and June in Dease Strait, meaning this is the time of the year that they reproduce, as this organism can not feed

itself,” Delaforge explained.

While Delaforge’s plans to continue working on her PhD, she said she believes the discovery may inspire further research into Monstrilloida composition within the Arctic Ocean. The published study notes that because there are large stretches of regions that remain under-sampled for monstrilloid copepods, further research should result in more local and regional lists.

The specimen is now kept in the Collection of Zooplankton at El Colegio de la Frontera Sur (ECOSUR), in Chetumal, Mexico.

While its appearance coinciding with the Halloween season is purely coincidental, if you were considering

A Syrian-themed sponsorship supper Churchill Park United Church will host fundraiser to support Syrian refugee families OLIVIA MICHALCZUK, STAFF

C

hurchill Park United Church will be hosting a fundraiser in association with the South Osborne Syrian Refugee Initiative (SOSRI) on Nov. 4.

The Syrian-themed dinner and performance will feature a threecourse meal and performances by the Winnipeg Boys’ Choir, The Whiteshell String Quartet, Syrian dancing, and a variety of other performances.

The menu will be chosen and prepared by Zainab Ali and her husband, Joseph Chaeban, family members of the 13 Syrian refugees from three families that were sponsored to come to Canada by the group.

There will be traditional dishes including Syrian meat pies, grape-leaf rolls with rice and vegetables, and chicken thighs marinated with Syrian spices. There will also be Booza, or Arabic-style ice cream for dessert.

There is an option for children under the age of 12 to have pizza instead.

Chaeban has been living in Canada since 1988 and has three children with Ali. Ali saod that when she heard Canada was accepting Syrian refugees, she shoped to bring her family to live in Winnipeg.

SOSRI was formed in 2016 when citizens of the neighbourhood heard Ali and Chaeban’s story and part-

nered with Churchill Park United Church to bring their families to Canada. The families were forced to leave Syria due to civil war, and had been living in Lebanon and Turkey awaiting sponsorship funds.

The refugees arrived at staggered times starting in October of 2016 and all 13 members are now in Canada as of February.

This is the final fundraising project to ease the debt of travel expenses that are not typically covered by sponsors.

Pitaloosie Saila is a printmaker from Cape Dorset whose first public gallery, called “A Personal Journey,” opened on Oct. 27 at the Winnipeg Art Gallery.

he Girls Rock Winnipeg Fundraiser is set to take place on Nov. 3, spearheaded by local nonprofit organization Girls Rock Winnipeg (GRW), and some of Winnipeg’s brightest rock stars. The concert will be held at the Park Theatre and will feature Mulligrub, Romi Mayes, Ingrid D. Johnson and The Funky Fresh Crew, and Off Henderson.

In partnership with the West End Cultural Centre, Girls Rock Winnipeg will put on a summer camp for female, trans, two-spirit, and gender non-conforming youth.

The focus of the camp is to empower these youth through rock music by providing workshops and training in a supportive community.

here was a plethora of University of Manitoba teams away from the familiar confines of the Wayne Fleming Arena or Investors Group Athletic Centre this weekend. The Bison men’s basketball team got their season underway in Saskatoon with a pair of wins against the Huskies, the Bison volleyball teams got swept in Calgary, and the women’s volleyball team swept the Mount Royal Cougars.

Men’s basketball opens regular season with sweep over Saskatchewan

The Bison men’s basketball team, fresh off making a run to U SPORTS nationals last season, opened their regular season with a pair of wins over the University of Saskatchewan.

On Friday, the Bisons won 86-78, holding the lead for the majority of the game. Justus Alleyn led the way for Manitoba, scoring a game-high of 33 points, adding three assists and two rebounds. Rashawn Browne had 19 points, seven rebounds, and five assists in the victory.

Manitoba grabbed a decisive 81-58 win on Saturday, scoring 30 points in the third quarter. It was second-year forward James Wagner’s night, as he had a game high 30 points, adding five rebounds and three assists.

Browne and Alleyn both hit double digits, scoring 15 and 11 respectively.

Joey Nitychoruk led Manitoba on the glass with nine rebounds.

The Bisons will open their season at home next weekend to host the Regina Cougars on Nov. 3-4.

Bison volleyball swept in Calgary

It was a weekend to forget for the Bison volleyball teams, as they rolled into Calgary to play the University of Calgary.

The men fell 3-1 on Friday, and 3-2 on Saturday. The women lost a close five setter on Friday, and failed to win a single set on Saturday.

Kearley Abbott had 23 kills over the weekend for the women, 17 of which came on Friday. The second year right side hitter is averaging 3.06 kills per set so far this season. Abbott is tied for third in the Canada West with 49 kills through four games.

Brittany Habing had 29 digs in the two game series, she’s averaging 2.88 on the young season.

smacked home 43 kills over the weekend, bringing his total to a team best 72 through four games. Rookie libero Kyle Martens had a combined 17 digs over the weekend, moving his total to 31, good enough for fourth best in the Canada West.

The Bisons will have a conference by next weekend before heading back to Alberta, this time to play a two game series against the University of Alberta in Edmonton on Nov. 10-11.

This weekend the Bisons women’s hockey team was back on the road, paying a visit to Mount Royal University in Calgary. The Bisons got back to form, sweeping the Cougars over the weekend series.

he University of Manitoba women’s soccer team were in tough against the University of British Columbia this weekend in the Canada West playoffs. Manitoba lost 3-1 and was promptly eliminated from playoff contention.

All hope is not lost for this Bison team, as they will be hosting the U SPORTS National Championships on Nov. 9-12. Manitoba will await the results of each of the conferences from across Canada to see who will be coming to Winnipeg.

Manitoba has never beaten the UBC Thunderbirds in the program’s history, and now has a 0-13-3 record against the West Coast school.

The T-Birds got to work right away against the Bisons, with Jasmin Dhanda scoring in the fourth minute.

Manitoba was gifted an opportunity

in the 40th minute when there was a handball in the UBC 18-yard box.

Germans are famously good at taking penalties, and German born Bison midfielder Florin Wagner made no mistake from the spot, drawing the Bisons level.

Both teams headed into halftime level at one apiece. Emma Cunningham gave the lead back to UBC, pouncing on a scramble in front of the net in the 55th minute. Twenty minutes later, Dhanda scored her second of the game to ice the game for the T-Birds, dashing the Bisons’ playoff hopes.

Manitoba had only three shots on target, while UBC had 11. Bison goalkeeper Justina Jarmoszko made eight saves in the loss. Jarmoszko was one of the busiest goalkeepers in the Canada West in the regular season,

making 86 saves, second only to Dannielle Robertson of Thompson Rivers University.

Having the second team compete in tournaments along with the first squad has also contributed the progress of the program.

“The beauty is getting more and more competitive," Goodbranson said. "It makes it a great team atmosphere especially when everyone is supporting each other, it just makes it that much better.”

Goodbranson has seen the players in the program develop in the last couple of years, and the Bisons are only showing signs of improvement going in to the 2018 campaign.

Manitoba will not lose any players due to eligibility over the off season, so the ceiling for this team is sky high.

“We have worked our way the last few years to get back to that where that team was in 2014 when we won

the national championship and we talk to the players that each year we want to continue to get closer and closer to that spot,” Goodbranson said.

For now, the team has their sights set on the upcoming men’s Canadian University Championship’s which will be held in May of next year.

ach Franko has become an offensive catalyst for the University of Manitoba men’s hockey team.

Franko, a 24-year-old from Winnipeg, previously played for the University of Acadia Axemen in the Atlantic University Sport conference.

In 55 games for the Axemen, Franko racked up 53 points - 21 G, 32 A. Franko was named to both the AUS and U SPORTS all rookie teams in 2014-15.

Before making the jump to the U SPORTS level, Franko played in the Western Hockey League for the Kelowna Rockets, followed by a brief stint with the Kootenay Ice. In 280 games in the the “dub,” Franko scored 81 goals, adding 139 assists for 220 points.

Looking over Franko’s numbers, it is plain to see he knows how to score.

“I think I’ve always been known as an offensive guy ever since I was about 10 years old,” he said.
