Former library employee in Mamaroneck takes plea bargain

On Wednesday, April 24, former Mamaroneck Public Library employee Mary Soto pled guilty to a Class E Felony for defrauding the Mamaroneck Public Library. Her plea bargain includes a $43,900 fine and 3 years probation.

“It does not begin to repair the damages done,” stated Library Director Jennifer O’Neill, “but we will have to turn the page and continue the long struggle to make the library whole again. I have faith that, going forward, the library board will secure adequate, sustainable funding - which will enable us to pay back the funds we were forced to borrow in order to keep the library open. We are grateful

to Renee Hassel, Westchester County Assistant District Attorney of the Public and Law Enforcement Integrity Bureau, and her team, for their commitment and professionalism in this matter.”

Soto was not charged for the years of knowingly and willfully deceiving the library board with false financial statements, leading them to believe that the library had millions of dollars in cash reserves that did not exist. As the board creates the annual budget based on these financial statements, a massive shortfall was discovered and nearly closed the library. The board was compelled to ask former Mayor Tom Murphy and the village board

for help in securing $1.2 million to keep the library open. The library is on track to pay that amount back by the end of fiscal year 2025.

In February 2023, the Mamaroneck Public Library Board of Trustees became aware of financial irregularities within the Library’s business office. In response, swift action was taken: A comprehensive financial forensic audit was initiated, focusing on potential misappropriation and the examination of all library accounts. The outcomes prompted the Westchester District Attorney to charge Soto with grand larceny in the third degree for the theft of $44,769 from 2016-2023.

New Rochelle transitions parking to Passport

The city of New Rochelle today announced the transition of its pay-by-cell parking and permit holder app from ParkMobile to Passport, beginning May 1.

For the convenience of both parking facility and on-street parking users, a 30day migration period follows with both the Passport and ParkMobile apps accepted for payment. There will also be an extensive public notification campaign for local residents and businesses to enable mobile payment parking users to download the Passport app and to securely register their information.

The transition to Passport is the result of a long-term effort by the City to develop a new and more efficient payment platform that will streamline the operation of its ten public parking lots, four garages, and on-street parking spaces for both transient parkers and permit holders. Passport also offers lower user fees for the parking public.

“The transition of the City’s pay-by-cell and permit parking system from ParkMobile to Passport will improve customer service, enhance the efficiency of our public parking operations, and simplify communication with public users,” said Mayor of New Rochelle Yadira Ramos-Herbert. “Together with my City

Council colleagues, we are always seeking new ways to provide more convenience for our residents, businesses and visitors.”

“We are pleased that the migration from ParkMobile to the new Passport system will go into effect on May 1, 2024, after extensive preparations to ensure a smooth transition,” said New Rochelle Commissioner of Development Adam Salgado. “Recognizing the need for the parking public to transition from one mobile payment app to another, the City will have a 30-day period when ParkMobile will run concurrently with Passport, along with extensive public notification through signage at our facilities and information on our website and social media.”

While parkers will need to download the Passport app on their smartphone, all pay-by-cell zone numbers will remain the same for user convenience and the 6442 on-street zone will be divided into three new zones since the City has different regulations for on-street metered parking.

County assists Mamaroneck with $3M affordable housing investment

Westchester County is committing to helping the town of Mamaroneck build more affordable homes. Focusing on property in the town, Westchester County Executive George Latimer is committing to assisting Mamaroneck through the process, and has earmarked a $3-million-dollar investment from the county.

Latimer said: “Our responsibility as a County Government is to make sure the opportunity for affordable housing is always there, and that includes assisting our local municipalities through the development process. In Mamaroneck, we are committed to helping the Town fill this critical need, which will create more housing at a price point all people can afford. We are vowing to assist in this process, which will ultimately help improve the quality of life for many of our residents and families.”

Under Latimer’s leadership, Westchester County has dedicated significant resources and funding to enhance the infrastructure and services in the Town of Mamaroneck. From comprehensive park renovations and flood management initiatives, to major roadway improvements and fiscal contributions, these efforts demonstrate the County’s commitment to enhancing quality of life and supporting local communities.

Major Developments and Investments

• Storm Sewer Network Evaluation and Flooding Mitigation: Addressing long-standing concerns regarding flooding, the County has allocated $300,000 for a comprehensive assessment of Mamaroneck’s storm sewer network. This initiative aims to reduce the frequency and severity of flooding in floodprone areas, enhancing safety and protecting property.

• Roadway Enhancements on Mamaroneck Avenue: With an investment of over $12.3 million, Westchester County has completed the repaving of Mamaroneck Avenue, spanning 5.09 miles from Bryant Ave in White Plains to Mt. Pleasant Ave in the Village of Mamaroneck. This significant infrastructure improvement enhances the driving experience and safety for thousands of commuters and residents daily.

• Upcoming Repaving of Murray Avenue: Further demonstrating its commitment to maintaining robust infrastructure, the County has set aside $10.6 million in the Capital Plan for the repaving of Murray Avenue. Currently at 60% design completion, this project is scheduled to go to bid soon, signaling continued improvements in local road quality.

• Increased Sales Tax Revenue Sharing:

Since the implementation of an additional 1% sales tax in 2020, Westchester County has redistributed a total of $12,111,310 back to the community of Mamaroneck. This revenue sharing boosts local government capacity to fund essential services and community projects.

• Environmental Achievements: With the County’s support, the Town became a bronze certified Climate Smart Community in 2016. Mamaroneck Town was re-certified in 2022.

• Senior Nutrition / Food Security: Westchester County contributes $77,462 annually for Congregate meals, Home Delivered meals

• Revitalization of Flint Park: Westchester County is investing $1 million into Flint Park in the Village of Larchmont, specifically targeting Alma Field. County launches multilingual brochure for A API Heritage Month

In celebration of Asian American and Pacific Islander Heritage Month, Westchester County Executive George Latimer is announcing a new initiative aimed at promoting inclusivity and accessibility for the Asian American Pacific Islander (AAPI) community. In response to the findings of the Westchester County Asian American Advisory Board’s Surviving and Thriving AAAB Needs Assessment, the county is announcing the creation of an easy-to-use informational brochure tailored for Chinese, Japanese and Korean-speaking populations.

Latimer said: “As we celebrate Asian American and Pacific Islander Heritage Month, we take this important step towards ensuring that our services are accessible to all residents, regardless of language or cultural background. This brochure represents our dedication to fostering an inclusive community.”

Conducted by the Asian American Advisory Board in 2022, the survey examined inclusivity, language, transportation and education in Westchester, and revealed crucial insights into the challenges faced by the AAPI community in the county. Among the prominent findings were the necessity for improved language access and a desire for better communication regarding county services.

In line with Asian American and Pacific Islander Heritage Month, Westchester County is now introducing a brochure focusing on key service departments:

1. Westchester County Department of Health: Providing comprehensive information on health services, wellness programs, and vaccination clinics accessible to the Chinese, Japanese and Korean-speaking communities.

2. Westchester County Department of Social Services: Offering guidance on social assistance programs, eligibility criteria, and support services tailored to the cultural and linguistic needs of the AAPI population.

3. Westchester County Department of Emergency Services: Ensuring vital emergency information, disaster preparedness tips, and contact details are easily accessible to Chinese, Japanese and Korean-speaking residents.

4. Westchester County Department of Community Mental Health: Addressing mental health resources, counseling options and support networks in a culturally sensitive manner to foster well-being within the AAPI community.

5. Westchester County Department of Transportation: Facilitating seamless access to transportation services, schedules, and routes for individuals who speak Chinese, Japanese and Korean.

Asian American Advisory Board Co-Chair Marjorie Hsu said: “The Asian American Advisory Board applauds this first step in addressing the unique challenge of language access for our AAPI community. Asian seniors, new immigrants and under-served residents don’t avail themselves and their families to very basic necessities because of language barriers. Emergency services, medical and mental health, transportation and social services were determined to be the first priority to lower the barrier for people to access essential services. We will continue to work on better outreach to inform and educate Westchester residents as additional County information becomes translated to Chinese, Korean and Japanese.”

Graduating senior brings CPW’s Gifted Corner Showcase to Iona

On Thursday, April 25, 2024, Cerebral Palsy of Westchester (CPW)’s Gifted Corner premiered a powerful showcase at Iona University as part of Iona’s Abilities Week 2024. Hosted by Senior Annika Ziels, and with the support of the Pi Kappa Phi fraternity, the Gifted Corner’s program was presented as part of Ziels’ senior thesis. CPW’s Ollie Lowery, Claudia Tompkins, Jennifer Feltenstein and Nickolas Wheeler presented singing, cooking, poetry and a live sports podcast to an entranced student audience – demonstrating how much those with intellectual and developmental disabilities have to offer. The group was vocal about their desire to be acknowledged and “seen” as vibrant contributors to society.

The Gifted Corner was originally conceived by a group of CPW’s Self-Advocates as part of “We the People - Partners in Advocacy: Shifting social perception about disability and the value of difference in our community,” a program facilitated by Carol Blessing from Cornell University. CPW’s team chose to use a showcase-styled platform to educate the community about individuals like themselves who are living with disabilities, and to banish some of the negative conceptions.

“With a little bit of assistance, we can be full

members of the community,” commented the advocates. The Gifted Corner’s mission statement includes “Shifting perceptions by showing what we can bring to society … Let’s Stand Together and Be Better Together!”

Iona University Senior Annika Ziels has been volunteering with CPW since the fall of 2022. Connecting those living with disabilities and the broader community has been part of her personal mission and has played a part in her studies ever since she participated in her high school’s peer mentor integration program for students with intellectual and developmental disabilities. Ziels initially committed to volunteering at CPW once every other week, but soon began showing up weekly. She organized friendship visits with her Iona peers, bringing in 8-10 volunteers every week to assist in various art and recreational programs at CPW. When CPW volunteer and internship placement manager Joan Colangelo approached Ziels about arranging a showcase for the Gifted Corner, Ziels quickly went to work, realizing that the Gifted Corner’s mission so perfectly matched her own and aligned so well with her senior thesis, which broaches on the subject of repre-

sentation and inclusion of those with IDD’s in the media and the arts.

“Annika has been a wonderful addition to CPW, helping to bring in different people from the Iona University community, helping them to get to know the individuals here, and connecting our communities,” Colangelo said.

Celebrating its 75th year in 2024, Cerebral Palsy of Westchester’s mission is to advance the independence, productivity, and full citizenship of people living with all developmental disabilities including autism, neurological impairments, intellectual disabilities, epilepsy, and cerebral palsy. CPW’s main campus is located in Rye Brook, NY, housing a special education school, an adult day habilitation program and recreation programs. CPW operates the United Preschool Center in White Plains, as well as seven group homes throughout Westchester. The City will also conduct outreach in partnership with its parking facility operator, LAZ Parking, through visibility events at busy locations, including the Transit Center Garage, the New Roc Garage, the Library Lots, and the Prospect Street Lot.

The City’s parking permit system will also transition simultaneously, with communication to all active permit holders about the change and instructions on linking their permit account. All waitlisted permit requests will be manually transferred to the new system in partnership with LAZ Parking so that none are deleted and their place on the waiting list is not interrupted.

Passport has a significant existing presence in Westchester as the mobile parking payment platform used in White Plains, Port Chester, city of Rye, Larchmont, Pelham, town of Greenburgh, Mount Kisco and village of Ossining.

The Walking Wounded

Listen, the Knicks have been on a role; I won’t deny it. But sooner or later the other shoe is going to drop, giving that shoe quite a bit in common with a Knicks roster that has seen its fair share of players sidelined with injuries throughout the year.

The latest injury—this one putting Mitchell Robinson out for the playoffs—might just be the final straw for a team getting by on heart, Hart and luck.

Injuries are nothing new for the Knicks—or Robinson. Robinson missed the majority of the regular season and his 50-game IL stint was just a drop in the bucket for

Knicks, who’ve lost other important pieces like Julius Randle (now out for the season) and OG Anunoby for significant stretches of time.

It’s a good thing that Tom Thibodeau runs a short rotation out there, because quite honestly, the Knicks just don’t have enough bodies to properly fill out a bench and I think it’s going to catch up with them.

There’s only so much a shorthanded team can do, and now that the playoffs have become a war of attrition, can we really expect this team to make a conference finals appearance or (gasp) reach the NBA Finals?

It’s a tall order for the remaining guys—who are already shouldering heavy workloads each night—and as the level of competition increases, so to will the wear and tear on their bodies.

Was Robinson going to go out and score 20 points a night? Assuredly not. But against teams—like the Pacers—with talented big men, he was a more-than-serviceable option off the bench, giving the Knicks some different defensive looks out there.

Now, that role will likely fall to a player like Precious Achiuwa who brings a completely different skillset to the table.

If the Knicks have proven anything this year, it’s that they have an unnatural ability to plug and play, and Thibs gets the best out of his players more often than not. But with Robinson, Randle, and Bogdanavic all on the shelf, one tweaked ankle, one awkward spill, may end up spelling disaster for the team, and there’s honestly not much they can do about it now.

So let’s pray for soft landings, a

few more big nights from Brunson and one more series win. At this point, I think even the most unrealistic Knick fan would agree that the Larry O’Brien Trophy is looking unlikely, but as long as we can still put together another week or so of the thrilling basketball we’ve been watching all year, we’ll have to settle for the next best thing.

Mamaroneck ran into a tough opponent on Wednesday afternoon, as visiting Horace Greeley got off to a quick start in order to down the Tigers 11-7.

Connor Lummel had four goals for the Quakers, who led 7-2 at the half.

The Tigers—led by two-goal days from Carsen Winters and Nate Kulish—cut into the lead in the third, but ultimately Greeley was able to hold on in order to come away with the win.

At 8-6 on the year, the Tigers have two regular season games remaining against Scarsdale and White Plains before they shift their focus onto the upcoming Class AAA tourney.

Mamaroneck earned a share of the league title with its win on Wednesday, as they went on the road to top Scarsdale 4-0. Gabe Roland was fantastic for the Tigers on the bump, tossing a complete game three-hitter that saw him fan 13 batters. The win gave Mamaroneck a season split with their league rivals and also ensured that the Tigers locked up a share of the league crown alongside Harrison. At 10-7-1 the Tigers are preparing for the postseason but still have one more test, a Friday showdown against Carmel.
