Osborn celebrates its centenarians

The Osborn senior living community in Rye recently held a festive Centenarian Luncheon, honoring 18 of its residents who were celebrating milestone birthdays this year. Each of them is now between 100-106. Pictured are two of these esteemed Centenarians with Michele Schreer (center), Director of Sterling Park at The Osborn. ExMamaroneck library employee takes plea bargain

On Wednesday, April 24, former Mamaroneck Public Library employee Mary Soto pled guilty to a Class E Felony for defrauding the Mamaroneck Public Library. Her plea bargain includes a $43,900 fine and 3 years probation.

“It does not begin to repair the damages done,” stated Library Director Jennifer O’Neill, “but we will have to turn the page and continue the long struggle to make the library whole again. I have faith that, going forward, the library board will secure adequate, sustainable funding - which will enable us to pay back the funds we were forced to borrow in order to keep the library open. We are grateful to Renee Hassel, Westchester County Assistant District Attorney of the Public and Law Enforcement Integrity Bureau, and her team, for their commitment and professionalism in this matter.”

Soto was not charged for the years of knowingly and willfully deceiving the library board with false financial

statements, leading them to believe that the library had millions of dollars in cash reserves that did not exist. As the board creates the annual budget based on these financial statements, a massive shortfall was discovered and nearly closed the library. The board was compelled to ask former Mayor Tom Murphy and the village board for help in securing $1.2 million to keep the library open. The library is on track to pay that amount back by the end of fiscal year 2025.

In February 2023, the Mamaroneck Public Library Board of Trustees became aware of financial irregularities within the Library’s business office. In response, swift action was taken: A comprehensive financial forensic audit was initiated, focusing on potential misappropriation and the examination of all library accounts. The outcomes prompted the Westchester District Attorney to charge Soto with grand larceny in the third degree for the theft of $44,769 from 2016-2023.

County assists Mamaroneck with $3M affordable housing investment

Westchester County is committing to helping the town of Mamaroneck build more affordable homes. Focusing on property in the town, Westchester County Executive George Latimer is committing to assisting Mamaroneck through the process, and has earmarked a $3-million-dollar investment from the county.

Latimer said: “Our responsibility as a County Government is to make sure the opportunity for affordable housing is always there, and that includes assisting our local municipalities through the development process. In Mamaroneck, we are committed to helping the Town fill this critical need, which will create more housing at a price point all people can afford. We are vowing to assist in this process, which will ultimately help improve the quality of life for many of our residents and families.”

Under Latimer’s leadership, Westchester County has dedicated significant resources and funding to enhance the infrastructure and services in the Town of Mamaroneck. From comprehensive park renovations and flood management initiatives, to major roadway improvements and fiscal contributions, these efforts demonstrate the County’s commitment to enhancing quality of life and supporting local communities.

Major Development s and Investments

• Storm Sewer Network Evaluation and Flooding Mitigation: Addressing long-standing concerns regarding flooding, the County has allocated $300,000 for a comprehensive assessment of Mamaroneck’s storm sewer network. This initiative aims to reduce the frequency and severity of flooding in flood-prone areas, enhancing safety and protecting property.

• Roadway Enhancements on Mamaroneck Avenue: With an investment of over $12.3 million, Westchester County has completed the repaving of Mamaroneck Avenue, spanning 5.09 miles from Bryant Ave in White Plains to Mt. Pleasant Ave in the Village of Mamaroneck. This significant infrastructure improvement enhances the driving experience and safety for thousands of commuters and residents daily.

• Revitalization of Flint Park: Westchester County is investing $1 million into Flint Park in the Village of Larchmont, specifically targeting Alma Field. County launches multilingual brochure for AAPI Heritage Month

In celebration of Asian American and Pacific Islander Heritage Month, Westchester County Executive George Latimer is announcing a new initiative aimed at promoting inclusivity and accessibility for the Asian American Pacific Islander (AAPI) community. In response to the findings of the Westchester County Asian American Advisory Board’s Surviving and Thriving AAAB Needs Assessment, the county is announcing the creation of an easy-to-use informational brochure tailored for Chinese, Japanese and Korean-speaking populations.

Latimer said: “As we celebrate Asian American and Pacific Islander Heritage Month, we take this important step towards ensuring that our services are accessible to all residents, regardless of language or cultural background. This brochure represents our dedication to fostering an inclusive community.”

Conducted by the Asian American Advisory Board in 2022, the survey examined inclusivity, language, transportation and education in Westchester, and revealed crucial insights into the challenges faced by the AAPI community in the county. Among the prominent findings were the necessity for improved language access and a desire for better com-

munication regarding county services.

In line with Asian American and Pacific Islander Heritage Month, Westchester County is now introducing a brochure focusing on key service departments:

1. Westchester County Department of Health: Providing comprehensive information on health services, wellness programs, and vaccination clinics accessible to the Chinese, Japanese and Korean-speaking communities.

2. Westchester County Department of Social Services: Offering guidance on social assistance programs, eligibility criteria, and support services tailored to the cultural and linguistic needs of the AAPI population.

3. Westchester County Department of Emergency Services: Ensuring vital emergency information, disaster preparedness tips, and contact details are easily accessible to Chinese, Japanese and Korean-speaking residents.

4. Westchester County

Department of Community Mental Health: Addressing mental health resources, counseling options and support networks in a culturally sensitive manner to foster well-being within the AAPI community.

5. Westchester County Department of Transportation: Facilitating seamless access to transportation services, schedules, and routes for individuals who speak Chinese, Japanese and Korean.

New Rochelle transitions parking to Passport

The city of New Rochelle today announced the transition of its pay-by-cell parking and permit holder app from ParkMobile to Passport, beginning on May 1.

For the convenience of both parking facility and on-street parking users, a 30-day migration period will follow with both the Passport and ParkMobile apps accepted for payment. There will also be an extensive public notification campaign for local residents and businesses to enable mobile payment parking users to download the Passport app and to securely register their information.

The transition to Passport is the result of a long-term effort by the City to develop a new and more efficient payment platform that will streamline the operation of its ten public parking lots, four garages, and on-street parking spaces for both transient parkers and permit holders. Passport also offers lower user fees for the parking public.

“The transition of the City’s pay-by-cell and permit parking system from ParkMobile to Passport will improve customer service, enhance the efficiency of our public parking operations, and simplify communication with public users,” said Mayor of New Rochelle Yadira Ramos-Herbert. “Together with my City Council colleagues, we

are always seeking new ways to provide more convenience for our residents, businesses and visitors.”

“We are pleased that the migration from ParkMobile to the new Passport system will go into effect on May 1, 2024, after extensive preparations to ensure a smooth transition,” said New Rochelle Commissioner of Development Adam Salgado. “Recognizing the need for the parking public to transition from one mobile payment app to another, the City will have a 30-day period when ParkMobile will run concurrently with Passport, along with extensive public notification through signage at our facilities and information on our website and social media.”

While parkers will need to download the Passport app on their smartphone, all pay-bycell zone numbers will remain the same for user convenience and the 6442 on-street zone will be divided into three new zones since the City has different regulations for on-street metered parking.

Public notification about the pay-by-cell parking change from ParkMobile to Passport will be posted prominently in all municipal garages and off-street lot facilities, and at on-street parking

payment machines, along with posting on the City’s website and social media channels.

In addition, information about the mobile parking payment transition will be communicated to target audiences, including by the City’s Business Liaison to local businesses, the BID, and Chamber of Commerce, as well as the New Rochelle Public Library.

The City will also conduct outreach in partnership with its parking facility operator, LAZ Parking, through visibility events at busy locations, including the Transit Center Garage, the New Roc Garage, the Library Lots, and the Prospect Street Lot.

The City’s parking permit system will also transition simultaneously, with communication to all active permit holders about the change and instructions on linking their permit account. All waitlisted permit requests will be manually transferred to the new system in partnership with LAZ Parking so that none are deleted and their place on the waiting list is not interrupted.

Passport has a significant existing presence in Westchester as the mobile parking payment platform used in White Plains, Port Chester, city of Rye, Larchmont, Pelham, town of Greenburgh, Mount Kisco and village of Ossining.

Open Door Family Medical Center addresses mental health issues

Stress is an ever-present part of life, affecting us in various ways and intensities. It can sometimes serve as a motivator; however, chronic or overwhelming stress can lead to serious mental health issues like anxiety and depression.

What is stress? Defined as a state of worry or mental tension triggered by challenging circumstances, stress is the body’s natural response that prompts us to address threats and challenges. However, when stress becomes chronic or unmanageable, it can worsen existing health conditions, lead to a diagnosable mental health condition and cause harmful coping mechanisms like substance abuse.

“Stress is very vague. It’s not a clinical or psychiatric term,” said Dr. Jacob Samander, a board-certified psychiatrist with Open Door Family Medical Center. “In general, stress is a biological

response that can be positive or negative. Good stress can help you focus better on a test exam. bad stress affects one’s ability to function on a daily basis.”

This difference, he said, is influenced by such factors as personality traits, upbringing, genetics, and life experiences. “Stress is where external circumstances overwhelm you, where it affects your ability to function,” he said. “You may be feeling more anxious or depressed. You may have more headaches or stomachaches and the doctors can’t find anything wrong.”

“Seeking professional help is crucial when stress begins to overwhelm and disrupt daily functioning.” said Shonny Capodilupo, Senior Director of Behavioral Health at Open Door. “Recognizing the signs of stress is the first step in addressing its

impact.”

Integrating mental health services with primary care, as offered at Open Door, fosters comprehensive wellness. This holistic approach emphasizes collaboration among providers to address patients’ needs effectively. Many referrals, Capodilupo said, come from primary care physicians at Open Door, who see their patients are struggling with the stress in their lives “It’s because of the integration of services – behavioral health and primary care – that we are able to address the whole person, working as a team toward wellness,” she said.

Like diabetes treatment plans that may include medication, lifestyle changes, and regular monitoring – stress management strategies encompass a range of interventions.

“Acknowledging you have a problem and seeking help is a critical first step,” said Samander. “Remember, managing stress is a proactive journey that requires self-awareness, support from others, and a willingness to seek professional guidance when needed.”

The Importance of Treatment

Ignoring stress or attempting to manage it alone can lead to worsening symptoms and potential long-term consequences, according to experts. Just as diabetes requires specialized medical attention, stress can lead to anxiety, which often necessitates professional guidance from clinical therapists.

These professionals can conduct assessments, identify stress triggers, and develop personalized strategies to mitigate its effects. Similar to diabetes management, which begins with consulting a healthcare provider for diagnosis and treatment planning, addressing overwhelming stress starts with recognizing its signs and seeking appropriate help.

“The stigma surrounding mental health treatment remains a significant barrier for many individuals seeking help,” said Capodilupo.

To combat this stigma, education and awareness play crucial roles. Mental health providers like Capodilupo emphasize the need to demystify mental health issues, educate the public about their prevalence and impact, and promote a more empathetic understanding of these conditions. The analogy to a physical health issue is a powerful tool in this education process. Just as one would seek medical attention for a physical ailment that affects their well-being, it’s equally important to address mental health concerns promptly and without shame. Mental health conditions are real, treatable, and deserving of the same level of care and attention as physical ailments. Many mental health concerns, she said, can be effectively addressed with short-term interventions, counseling, or therapy. Understanding that treatment doesn’t always mean a lifelong commitment can alleviate fears and encourage more individuals to seek help when needed.

I’ve long been fascinated by the idea of sports villains. For the 76ers though, we’re dealing with something else entirely in Joel Embiid; a bonafide superstar who doubles as a mustache-twirling baddie, both with his play on the court and his general attitude.

Embiid’s detractors have plenty to point to from this first-round series alone. A knee to the groin of Isaiah Hartenstein, a swipe to the face of Jalen Brunson, heck, he even pulled off a not-oftentried seated tackle when Mitchell Robinson went up for a layup. The whining, the demonstrative behavior and the intentionally reckless play make Embiid pretty easy to hate if you’re playing him.

But what sets him apart is his

sheer talent.

It’s an increasingly rare thing to see such a gifted player embrace his role as the on-court heavy. Sure, Knicks fans hated Michael Jordan, but it was more because he was an unstoppable force who took great glee in repeatedly dashing New York’s title hopes. But Jordan wasn’t the kind of guy you worried about undercutting an opposing player going to the hoop, he was simply going to beat you because he was better.

But in Embiid, you’ve got an MVP who acts like a true “wild card,” making each possession engrossing because you don’t know what’s going to happen next. Is he going to score 40 points and haul in 20 rebounds? Potentially. Is he going to fire elbows at the head of Josh Hart? He very well might! Regardless of how this series shakes out—as of press time,

the Knicks hold a 3-2 lead over Philadelphia—Embiid has firmly cemented his status as an alltime nemesis. And that brings a certain juice to the remainder of the series, for better or worse. It should be enough to root for my team, but now I have the added inspiration of rooting for Embiid’s downfall.

He’s Public Enemy No. 1, and

based on his CV, I’d venture to guess that the negative passion he stirs up in Knicks fans won’t soon be forgotten.

That is, unless he wants to force a trade he next year. Then he’ll just be the rest of the league’s problem.

Huskies outlast Tigers in extra innings

When Mamaroneck and Harrison squared off on Friday afternoon, it was clear from the outset that both pitchers came to Central Elementary School ready to play. In the end, however, it was Harrison who came out on top, in an evenly-matched pitcher’s duel, outlasting the Tigers in an eight-inning affair.

Harrison plated the goahead when catcher Bar -

bara Jo Coppola belted a triple to right field and came in to score on a grounder by Ava Taddeo, setting the stage for starter Gabriella Triano to retire the side in order in the bottom half of the inning.

Coppola said that she stepped up to the plate in the eighth hoping to provide some support for her battery-mate—and the rest of her team.

“I just wanted to be that player for my team and bring the energy we needed,” said Coppola. “Mamaroneck’s a good team, they’re well coached, but so are we.”

That combination of good coaching and stellar starting pitching conspired to make this one a low-scoring affair.

Harrison’s Triano picked up the win, striking out 15 batters on the afternoon, but her Mamaroneck counterpart—Ariana Brito—was just as effective, striking out nine in 7.2 innings of work.

Harrison coach Dean Marino noted that this type of game is par for the course

for these two teams.”

“Mamaroneck is a good team, we always have battles with them,” said Marino. “A lot of these kids grow up playing together, so both teams always get up for these games.”

With the win, Harrison improves to 7-3 on the year, while Mamaroneck, at 6-6, finds itself in sixth place in the Class AAA standings.

The Huskies, third in Class AA, have a week coming up with big games against teams like Ursuline and Eastchester, who is currently leading the section with a 10-1 record.

Marino said these next few weeks should help the Huskies set the tone for a competitive playoff schedule against some of the other top teams in the area.

“I have confidence in all my kids,” said Marino. “I just want them to havethat same confidence in themselves,”
