“And the fourth thing is funding from federal and state governments for this project to occur.”

Mr Quirk said the board is approaching all four steps simultaneously, not sequentially, to avoid any prospective time delays in the delivery of the project.

“We’re doing all of those things in parallel and advancing them all as fast as we possibly can,” he said.

The collaborative have engaged a commercial advisor, Andrew Brown, to negotiate the water supply agreement with SEQ Water.

Current discussions with SEQ Water will determine the operational and ongoing costs and therefore the price per user, including whether a fixed, variable, or fixed/variable rate model is adopted.

The Lockyer Valley and Somerset Water Collaborative takes a step forward, as it become a limited by guarantee company renamed Lockyer Somerset Water Company Ltd (LS Water).

Under the tagline ‘water for growth,’ the company includes an advisory group and seven appointed board members.

At a meeting last Wednesday, chairman Graham Quirk said the primary purpose of transitioning to a company is to provide an entity for receiving funding.

“When we make the applications to government for funding for this project, they need a place to put the money and they can’t put it with a collaborative,” Mr Quirk said.

the project moving forward.

“First is to get state government approval for this business case,” Mr Quirk said.

Under the changes, the alcohol interlock program which requires drivers to unlock their cars by passing a breath test, will be expanded and apply to mid-range

drink drivers.

With drink driving accounting for a quarter of the lives lost on Queensland roads, Transport and Main Roads Minister Mark Bailey said the tougher laws would send a strong message.

“Last year, 62 people died on Queensland roads

because of drink drivers and the year before it was 46 people,” Mr Bailey said.

“Sadly, these numbers could be even worse this year and these aren’t just numbers, these are all people whose lives have been cut short, and who have left families and friends behind.

“We know mid-range drink drivers account for more than a quarter of all drink driving offenders and have a crash risk 20 times greater than someone who hasn’t had a drink.”

Mr Bailey said other changes include requiring all drink driving offenders

to complete an education intervention program before they can reapply for their driver’s licence.

“For the first time, all drink driving offenders will need to complete intervention or education programs before they return to driving,” Mr Bailey said.

“These changes are a critical next step towards reducing road trauma caused by drink drivers and confirm our commitment to making our roads safer.”

The reforms to Queensland’s drink driving laws kick in on September 10.

Upgraded Anzac Park at RSL request

BY GRACE CRICHTON At the request of Laidley RSL Sub Branch, Anzac Park will undergo improvements this week.

Lockyer Valley Regional Council officers met with representatives from the Laidley RSL to discuss options to improve space for Anzac Day services.

Mayor Tanya Milligan said the improvements were needed after a surge in attendance over the last few years.

“Anzac Day is a poignant and meaningful day for all Australians, and it is wonderful to see the increase in attendance that’s taken place in the region as a whole and at Laidley’s Dawn Service and main service,” she said.

“It is expected this will only continue to grow and because of that, we want to ensure our community has the room they need

Funding for fatal intersection

A dangerous black spot in Glenore Grove will receive upgrades to make it safer under the federal government’s black spot funding program.

The intersection of Gehrke Rd and Lorikeet Rd will receive a $449,000 upgrade.

Federal Member for Wright Scott Buchholz said the intersection had been identified as a dangerous site with serious incidents in recent years.

“Tragically, we have already seen serious injury and a loss of life at this intersection. The Black Spot program targets these sites, where we know incidents have occurred, funding is targeted at those sites.”

In 2019, a motorcyclist lost his life at the intersection after a collision with a ute.

“The works will change the intersection layout, install line-marking and signage, install new street lighting, construct a concrete island and upgrade the existing culvert – a significant project overall and I am glad we are partnering with the Lockyer Valley Regional Council,” Mr

Lockyer Valley Infrastructure Portfolio Councillor Janice Holstein welcomed the upgrades,

which would further assist in reducing the risk of future road incidents.

address road safety right across the region.

“We thank the Federal Government for this funding, which

will go a long way towards keeping residents of the Lockyer Valley safe both now and in the years to come,” Cr Holstein said.

‘Watch for wildlife’ Toogoolawah and Esk Police

Police have recently attended an increasing number of traffic accidents that include wildlife. Drivers need to be aware of times of the day particularly where kangaroos are more active and take care driving along the highway and smaller country roads.

A 37 year old male from Rockhampton was intercepted by Toogoolawah Police driving with a disqualified licence and exceeding the speed limit. The driver was issued with a notice to appear and had his registration plates seized for 90 days.

An 18 year old male from Esk has been charged with dangerous operation of a vehicle and wilful damage after an investigation commenced after a vehicle did a burnout at McConnel Park in Toogoolawah. The male will attend court at a later date.

A 48yr old Coominya man was issued a notice to appear for stealing and attempted stealing. Police located and seized various power tools and accessories at the male’s address following a search.

A 34yr old Esk male was arrested and charged for

contravention of a domestic violence protection order following an altercation with a family member. The male was transported to Ipswich Watchhouse where he was remanded in custody until court later next month.

Esk police attended a single vehicle traffic crash

on the Northbrook Parkway Dundas where a 32yr old Brisbane man lost control of his motorcycle. The male was thrown from his bike onto the roadway. The male was transported to hospital for further assessment of non-life-threatening injuries.

When was the last time you had a meaningful connection with those around you? Who might be struggling but putting on a brave face… or is it you? Sometimes all we have is each other. Reach out and offer an ear.

September 7 is National Threatened Species Day. It’s a day to draw attention to the ongoing decline in population numbers of several iconic Australian native animals.

Lockyer Valley’s wetlands and uplands are home to a number of threatened animals including the Glossy Black-Cockatoo, Koala, Black-breasted Button-quail, Powerful owl, and Brush-tailed rock wallaby.

The greatest threat to most of these species is loss of habitat resources. Increasingly compounding these pressures are bushfires and drought.

A good example of the pressures impacting one of the Lockyer’s threatened species is the Glossy Black Cockatoo, a specialist feeder that relies on a diet of she-oak cones. Members of the Lockyer Uplands Catchments group saw the 2019-2020 drought cause over 80% mortality in the Black she-oak in the western Lockyer. Drought, bushfire and removal of she-oaks on rural properties could be a tipping point driving our local population of the Glossies to seek food further afield and face the same or more intense pressures.

Everyone can do their bit in ensuring habitat resources are available to help Lockyer’s threatened species to survive. Volunteers to help local groups work on habitat restoration are always welcomed.

Rural Fire Service members recognised A medal and award presentation was held in Hatton Vale State School on Saturday to recognise the distinguished service and outstanding contributions of more than 100 Rural Fire Service (RFS) members in the West Moreton District.

Representing Minister for Fire and Emergency Services Mark Ryan, Member for Ipswich West Jim Madden said the group of recipients were testament to the strong sense of community that exists in rural and regional areas.

“These medal recipients are not only long-standing members of the RFS, but valued members of their communities as well,” Mr Madden said.

“Today we presented well-deserving RFS members with National Medals and Clasps, Queensland Fire and Emergency Services (QFES) Medals and Clasps, Diligent and Ethical

Residents in regional and rural Australia are being urged to put forward their views to the independent Regional Telecommunications Review before the coming submission deadline.

The Review, which is held every three years, enables people in these communities to tell the Australian Government about their experiences using telecommunications.

Chair of the Regional Telecommunications Independent Review Committee, the Hon Luke Hartsuyker, said the Review was a chance for people living in these communities to help set the regional telecommunications agenda for coming years.

“We are reminding people and local community organisations to make a submission to the Review, and to encourage the same from other people in their community,” Mr Hartsuyker said.

“We want to hear from you so that the recommendations provided to government adequately address community issues.”

New commission for gallery

A new commission at The Condensery will spark curiosity around the tale of the red deer.

The Somerset Regional Art Gallery in Toogoolawah is celebrating a $30,000 grant from the Australia Council for the Arts for a commission of work by Brisbane-based, Gympie-born artist Caitlin Franzmann.

Somerset Deputy Mayor Helen Brieschke said Ms Franzmann will be in residence at the gallery several times leading up to her exhibition, scheduled to run from November 2022 until February 2023.

“We’re absolutely delighted,” Cr Brieschke said.

“Caitlin will be speaking with community members and groups about the history, landscape and geography of the region, including stories of the red deer, which will influence her new work.”

an artist to the region to work closely with the community and respond to the area’s unique and precious history, heritage and natural environment. “Çaitlin Franzmann is an

artist of international repute,” Ms Arndt said.

Red deer arrived in Somerset as a gift from Queen Victoria to celebrate the naming of Queensland in her honour.

They have since been

considered a distinctive emblem of the region which has sparked many questions for Ms Franzmann.

“I’m curious to learn how the landscape and communities have been shaped by

the deer over time and to understand the multiple perspectives of locals co-existing with the deer – as a threat, resource, iconic symbol, or simply a creature of wonder”, Ms Franzmann said.

Her research will explore the multi-species relationships and histories that are formed through habitation, farming, hunting, conservation and recreation in the Somerset region.

Kilcoy artist captures Somerset history in oils Kilcoy Art Society welcomes Noela Lowien as the artist of the month for September.

Noela lives in Kilcoy which is rich in culture and history.

A descendant of five pioneering families, Noela is very involved in the local Historical Society.

She is the research and publishing officer for the society

and published five major local books from 1992 to 2013.

Her interests and experiences in art and history bring about her aspiration to paint local and historical scenes.

Primarily painting with oils, her work depicts Kilcoy and surrounding Somerset scenery and several of her artworks are displayed in the local area.

Noela has completed many commissions, won many awards for her work and she is the Chief Steward for the Art Section at the Kilcoy Show.

Noela and quilter Jodie Wade exhibited at The Condensery last year.

Her artwork will be exhibited at the Kilcoy Courthouse Art Gallery during September.

The Toowoomba Hogs & Toowoomba Rotary ended their 20th annual Cruise for Cancer at the Mulgowie Hotel

Cruising into Lockyer for cancer

The Darling Downs Harley Owners Group (HOGS) & the Rotary Club of Toowoomba City set out on their 20th annual Cruise for Cancer last weekend which raises critical funds for the Cancer Council and its Olive McMahon Lodge in Toowoomba.

With over 100 riders,

Committee Chairman for the Rotary Club of Toowoomba, Chris Watt, said the cruise trailed through Toowoomba and parts of the Lockyer Valley, stopping along the way at Gatton and the Mulgowie Hotel for lunch.

“The cruise raises funds for the Olive McMahon Lodge which provides accommodation for people who are away from home undergoing

Laidley.

Ambassador of the cruise and Lockyer Valley Regional Council Mayor Tanya Milligan said she was chuffed to have been approached and to get involved with the cruise as their Ambassador.

“This is really important to me, I took part on the ride on Sunday, and I loved feeling like a visitor in my own region as we cruised through

a chance to ‘Be the Lockyer Valley Regional Council Mayor for a day’ and went for $420.

“It’s a bit of a quirky auction prize and the winner will hang out with me for a day and get to experience how local government works and what happens,” Cr Milligan said.

“I was proud to be part of the cruise.”

Celebrating 40 years of dance festival

Dancers from across south east Queensland will descend on Gatton from Friday for the Lockyer District Dancing Festival.

Celebrating its 40th anniversary this year, the eisteddfod is a chance for young dancers to compete and perform locally.

Convenor Angela Stibbard said the competition environment is an important part of growing up and performing in front of an adjudicator builds confidence.

“It helps build a lot of confidence in them as well, which they can use later in life,” she said.

“Things like going for your drivers licence test and job interviews are not so scary when you’ve been up on stage in

front of lots of people judging what you’re doing,” While COVID restrictions on attendees numbers are still in place, spectators are welcome.

“It’s very entertaining,” Ms Stibbard said.

“We have kids from little 3 year olds up to 18 and adults.

“This year our group weekend has online bookings so we can keep track of how many people are in the hall.”

Dancers perform ballet, jazz, tap, contemporary, hiphip and acrobatics in group and solo performances.

The two-week long festival brings economic benefits to the town, with local cafes looking out for the incoming dancers.

“We bring a lot of outsiders to the town, with all the differ-

ent locations they’re coming from,” Ms Stibbard said.

“It brings patronage to local businesses.”

Ms Stibbard said participating in dance builds team work and time management and the feedback received from the adjudicator is an important learning experience.

Most importantly is the chance to perform in front of friends, family, and the local community.

“It gives our local girls and boys who like to dance the chance to perform in their home town, otherwise they are often travelling for different eisteddfods and it’s nice they get the chance to dance in town and have relatives come and watch, just like others kids who might play sports get to do,” Ms Stibbard said.

Shirley’s long career of care

Over a long career of nursing and chaplaincy, Shirley Klinge has cared for people from infancy to end of life.

And while every person is different, there are traits common across the generations.

Shirley came to Tabeel in 1985 as the director of nursing.

Originally from Kingaroy, she knew she wanted to be a nurse ‘ever since I was a little girl playing with my dolls.’

Her faith was always present in her life, born into an Anglican family and attending Christian girls high school.

“Being born into a Christian family, and I went to Anglican girls school in Warwick, faith has always been there,” Shirley said.

“But I respect everyone else’s views.”

The marriage of nursing and chaplaincy was a natural one for her, both caring for people in some form.

One of the many highlights of Shirley’s career was in Mt Isa. In 1978 the church started a childcare centre where she was director for two years.

Another high point was her time at Faith Lutheran College.

“I absolutely loved it, I loved the kids,” Shirley said.

As nurse counsellor at the school and she was fondly named ‘Nanna’ by the students.

“Whether they were sick, or just wanting a Nanna hug,

going on a trip to America with them, the students were my highlight,” she said.

She ‘fell into’ the role of chaplain at Faith and similarly found herself back at Tabeel in a similar role.

In 2017 she was asked to fill in for the chaplain and found herself returning to the role multiple times between appointments ever since.

“I was asked can you fill in and do chaplaincy for a few days, not knowing that it would turn into three years coming and going,” she said.

From young people to end of life care, Shirley has helped people through all stages of their lives.

“I say I’ve had the spectrum: the childcare centre, then I came to aged care, then

I went to young adults at high school, and now aged care end of life,” she said.

“They might be years apart but there are a lot of peculiarities that are the same.

“Little traits from the childcare centre you see in the adolescent and you see it again in aged care.”

“I love palliative care nursing, that’s the highlight of my time here,” she said.

“It’s a special time, especially ones that don’t have any family.

“Just to be there, rub their back, have quiet music playing, have a candle going, I just love that time.”

End of life care is a special

time to show care and give support.

“We have quiet hymn music in the background for the Christian people,” she said.

“Other ones that you know if they like Alan Jackson or Slim Dusty, you play it quietly.

“You go to what they were, or what they enjoy.

“They say hearing is one of the last things to go, so having that music on their journey out, it’s their end of life.”

While other people might see it as morbid, Shirley sees it as a privilege to care for them at that time.

“It doesn’t get easier, but I have coping mechanisms,” she said.

“Every person is different, every death is different.

“You always have that little gulp and that little sadness.

“To say does it get easier, no. But you still display your decorum, you still display your work ethic, and you still display your heart.”

Although she has officially ‘retired’ and left the home in August, she’ll keep in touch.

“But I will continue to help out on Sunday services when there’s communion, just to keep a connection so that when I do get called back in the residents still know who I am,” she said.

“Nursing never leaves you.

“It’s been a long career but a most rewarding one.”

Toogoolawah stepped out onto the red carpet for the council’s youth movie night on Friday.

In addition to showing recent release Shang Chi and the Legend of the Ten Rings, the night was a chance to show off local talent.

Noosa Film Academy visited Somerset high schools earlier this year and taught a one-day workshop on film acting, directing and shooting.

Californian cinematographer Greg Huglin with wife Andrea Huglin attended Lowood, Toogoolawah, and

Kilcoy high schools, and held a community wide workshop in Esk. Five short films, all improvised and featuring local talent, were screened on the night.

Mr Huglin thanked Somerset Regional Council for their support of the workshops and said it was about planting the seed for young people.

“Not everybody is going to be a film star, but there is so much digital content out there,” Mr Huglin said.

“What we’re trying to teach kids is how to tell a story.”

Mulgowie’s Mammoth Weekend

The Mulgowie Hotel celebrated its 130th birthday on the weekend.

Held in conjunction with the Mulgowie Gift and the Farmer’s Markets, it was the place to be on Saturday.

The pub put together a time capsule, donated by Gary Campbell of Campbell Fabrications, containing items from the current day and the region’s history.

The locals compiled a list of 30 of the known publicans from the pub’s history and Thorton State School submitted a photo of the class of 2021.

A copy of Saturday’s Courier Mail went in, along with The Independent’s series of history articles published in recent editions.

Colonial and farming demonstrations, like timber dressing, formed part of the day’s entertainment at Mulgowie Hotel’s 130th on Saturday.

Businesses in attendance and River 94.9 also contributed.

Dug up from the hall archives were a commemorative tea towel from Mulgowie

State School’s 120th and a principal’s stamp, and a scrapbook of newspaper clippings.

The time capsule will be at home in the pub until another historic milestone.

Activities and demonstrations entertained the crowds, including blacksmithing, timber dressing, pony rides and lawn games.

sociation and Laidley Pioneer Village contributed, and locals brought their tractors.

One of the first photos ever taken was donated to the pub by one of the locals.

All the food from the day was made in a milk vat, repurposed as a smoker.

Owner Paul Emmerson said the Mulga was truly the ‘people’s pub.’

Natural sequence farming teaches holistic approach

Lockyer Valley landholders learned how to build resilience in their land and themselves at a natural sequence farming (NSF) workshop in August.

Delivered by Tarwyn Park Training and hosted by Lockyer Valley Regional Council, the day provided methods to help mitigate natural disasters by building water retention in the earth through NSF. Tarwyn Park director of training Stuart Andrews said the key reason to deliver the information is to help make a genuine change in land management.

“With natural sequence farming we are building resilience in,” he said.

“We are building resilience in the landscape, we’re also building resilience in the people who work in the landscape.”

The key principals of NSF are to rehabilitate the landscape through the restoration of water flow paths, regenerate biodiversity by promoting the growth of repair plants, and rehydrate the landscape by slowing the flow of water to promote water intake.

“Drought, fire, flood, all of these things can be easily

managed by changing the way we operate in our landscapes,” Mr Stewart said.

Bushfire Recovery and Resilience Office Roger Kitson said the community’s response to mental health initiatives identified environmental and economic impacts as their primary concern.

“They’re really keen to get some assistance to deal with the root cause,” Mr Kitson said.

Mr Kitson said the methods learned through NSF can increase productivity of the landscape and increase the landscape functions, specifically hydrology.

“By doing that we’re hoping it will improve farmers health and wellbeing, and also help to mitigate against future natural disasters,” Mr Kitson said.

Mr Stewart said NSF takes a holistic approach to landscape management.

“It’s about creating a bigger plan so you’re thinking about the landscape holistically, as a whole, and you’re thinking about your life the same, as a whole,” he said.

The event was delivered through funding associated with the Queensland Government’s Department of Communities, Housing and Digital Economy.

Independent Rural Beattie beats them all After winning the West Moreton and Brisbane Valley Sub Chamber Paraders competition earlier this year, Hayden Beattie took on the best in Brisbane last week and left a champion.

At 16 and having already won several championships including the Champion Steel Rod, this was the first time Hayden was eligible for the state finals under their age guidelines.

The state finals were due to take part during Brisbane’s Ekka week but unfortunately due to COVID cancellations, they have been postponed until January’s Stanford Show.

The steer, however, was taken directly to Gympie for the Ekka carcass competition, with Hayden coming out a Grand Champion.

On the morning the results were due to be released, Hayden said he had gone to work at his apprenticeship.

“My sister Daniella rang me and said I had won the Grand Champion and I didn’t believe her,” Hayden said.

“I had to check the results myself and I shared the win

Poultry farm upgrades meet RSPCA standards Somerset Council has approved a development application to construct an additional two freerange poultry sheds at Bischoffs Road Poultry Farm.

The project will bring the poultry farm into line with legislated RSPCA stocking densities, which have been reduced since the farm was established in 2006.

While the sheds on the property will increase from fourteen to sixteen, there will be no increase in the number of birds.

Economic Recovery SubGroup member Cr Bob Whalley said the decision was a ‘no brainer.’

“The increase in the number of sheds was a responsible action,” Cr Whalley said.

“Additional sheds do not mean more production in this case and there should not be any changes in environmental issues such as odour from the farm.

“This allows the birds to spread out more and give them more room to roam around.

“Meeting the RSPCA approved farming stocking rates by making this investment in their infrastructure shows the applicant is serious about their future in the industry and the region.”

Independent Rural Barden’s new tech speeds herb growth

BY GRACE CRICHTON Vegetable and herb producers Barden Produce have boosted productivity with a newly established Redpath Greenhouse at their Gatton facility.

The technologically advanced hydroponic system has enabled 28,000 basil plants to be grown in a 21 day period during August – which is as quick as the summer production period and 8 days quicker than anticipated.

The farming system provides a circular recycling system providing a water saving of approximately 90% compared to conventional production.

The hydroponic system is herbicide free and it is expected pesticide usage is significantly reduced given the structure is fully enclosed.

Queensland’s primary producers and rural businesses will continue to have access to free financial counselling until 2024 with further joint funding by the Australian and Queensland governments.

Queensland Minister for Agricultural Industry Development and Fisheries and Minister for Rural Communities Mark Furner said the Rural Financial Counselling Service (RFCS) provided invaluable support.

“The RFCS is available at no cost to help primary producers understand their financial position and the viability of their enterprise. The counsellors can help develop and implement plans to improve

financial situations, identify financial options and negotiate with lenders,” he said.

“They can also assist with access to additional financial advisory services including the Farm Business Analysis Assistance Program and the Queensland Farm Business Debt Mediation Service, both run by the Queensland Rural and Industry Development Authority.”

Tech savvy SUV from Mahindra

Indian carmaker Mahindra has shown its all-new XUV700 midsize SUV which previews new future styling and technology for the brand on new underpinnings.

Mahindra Australia have confirmed a local launch for late next year.

Upfront between LED headlights is the company’s new ‘Twin Peaks’ logo, though other design features are an evolution of the XUV500 such as the claw style lights and chrome vertical grille.

Dimensions put the new XUV700 a little larger than the likes of the Toyota Rav4, Mazda CX-5 and Hyundai Tucson, and the XU700 also comes in both five and sevenseat configurations. Measurements are 4695mm long, 1890mm wide, 1795mm tall, and with a 2750mm wheelbase.

Active safety comes from adaptive cruise control, autonomous emergency braking, traffic sign recognition, lane-keeping assist and front collision warning.

Underneath the bonnet is the choice of two engines; a 2.0-litre turbo petrol producing 149kW and 380Nm, or a 2.2-litre diesel developing 138kW and 420Nm. Both use either a six-speed automatic or manual transmission.

DIONYSIUS, John "Dyno" Aged 77 years Passed away suddenly with his wife Margaret by his side on September 2nd, 2021.

John was a much loved Husband to Margaret.

Diane, Peter, Gregory and Judith and their families would like to thank everyone sincerely for the comfort and expressions of sympathy, phone calls, cards, gifts and flowers after the passing of our Mum, Mother-in-law, Ma and Great Grandma on the 18th July, 2021.

We would also like to thank the St Vincent's Hospital Toowoomba, Doctors, Nurses and Specialists for the wonderful care given to her.

Redbacks secured three grand finals in a dominant footballing display.

The conference men game was a see-sawing affair that saw the Redbacks trailing early by two goals before steadying and drawing level by half time.

The second half continued in the same frenzied fashion, with the Redbacks gaining the upper hand before being reduced to ten men, then the Raiders equalised with five minutes to spare.

In extra time, the Redbacks slotted the winning goal to

finish grand champions.

“It was such an exciting match to watch, there were heaps of goals,” Mr Halstead said.

“To get into the grand final they had to beat Willowburn with ten men, and then to do it again in the grand final is something special for the whole club.

“The better team won on the day, we just had to do it the hard way, but it was awesome for all the teams who made the semi-finals and those that won today.”

President of the Junior Gatton Hawks Rugby League Club, Sandy Nolan, said both teams were in their respective matches right until the end.

“You couldn’t fault their games, both teams played really well and never gave up,” Ms Nolan said.
