Work continues to shore up levees around Pointe-aux-Chenes in case any new storms roll through Terrebonne and Lafourche this year. The two parish governments and the three area levee districts, North Lafourche, South Lafourche and Terrebonne, have joined to strengthen levees around in the border area where most of the flooding was concentrated during Hurricane Barry last month. Reach K of the Morganza levee in Pointe-aux-Chenes essentially breached during the storm, causing flooding to about 12 homes in the area, mostly on the Lafourche Parish side, Terrebonne Levee District Director Reggie Dupre said. The levee was still under construction, consisting mainly of wet dredge material that wasn’t shaped and finalized, leading to the overtopping and breach. The South Lafourche Levee District and the Terrebonne Levee and Conservation District are working together to build up a redundant See Project Page 3-A

El Paso and Dayton, now what? By Glenn Mollette Contributing Writer

Americans have grieved over the senseless murders of 31 people recently gunned down in an El Paso, Texas Walmart and a Dayton, Ohio nightclub. People were out living the American dream, shopping and having a night of fun. They were just living their lives. Their lives were taken from them by men armed with automatic assault rifles and the element of surprise. People were living their lives and minding their own business. They weren’t prepared for someone with an assault weapon unleashing enough bullets to kill 22 people in El Paso and 9 people in Dayton. The attacker always has the upper hand. The attacker plots out the place, determines a time and loads his gun to the max. Unless someone or several people are standing guard and watching very close, the attacker will be able to kill and maim almost easily before the police show up. The Dayton, Ohio police arrived in less than a minute to kill the shooter. What if they had taken two or three minutes? I don’t think we would have faulted police for arriving in three minutes. However, if they had taken longer than the 40 seconds that it took them to arrive, 30 people or more might have been killed in Dayton alone. Most everyone is saying we need to do something in America.

Many Americans have ideas on what should be done. We should have the right to protect ourselves. In Kentucky most everyone over 21 can carry a gun and without a license. If either of these shooters had walked into a Walmart in Kentucky or a nightclub in Louisville they would have gotten off some shots but they would likely have been met with numerous firearms coming right back at them. Mass shooters are mentally ill people who have allowed the darkness of evil to take control of their lives. Such people must be detected by society and cannot be allowed to own automatic weapons. They also need intense help that few Americans are equipped to render. Mental health workers, licensed clinical social workers, psychologists, psychiatrists and counselors who have received adequate training are in demand and the demand is growing off the chart. Millions of Americans are mentally ill and need help. Offering mental help has to be incorporated into the health education classes of our schools. All school districts must now employ not just one but several qualified counselors. One person can’t handle the load. Our political leaders must now come together and agree on universal background checks for all weapons purchased. A special license should be required for assault weapons. I own several pistols and a three shot automatic shotgun. I’ve

never felt that I needed a rifle with the capacity to shoot 50 or 70 rounds. Walmart, churches, schools, nightclubs all have to be on guard. We all must have security plans. An ounce of prevention is worth a pound of cure. If two security guards with semiautomatic pistols had been standing outside the Walmart in El Paso or the nightclub in Dayton, the mass murders could possibly have been prevented. Mass murderers are cowards who want to kill defenseless people. Finally, we have to stop the hate. Let’s stop it everywhere from politics to social media, to the highways and to our national media. Let’s get hate out of television programs and our music. Churches, schools, families, our elected leaders and all of us must work together to help this nation have a revival of love, respect, equality and helping each other.

drainage levee around the breached area. The drainage levee provides secondary protection inside the Morganza system, South Lafourche Levee District Director Windell Curole said. Dupre said the levee will protect about 5 to 6 feet of water from flooding the area if surges rise again. “That will considerably mitigate the chances of repeating the flooding we saw,” Dupre said. The South Lafourche district is also working to shape the levee on the southern portion of the levee and extend it north, Curole said. The redundant levee will run from the floodgate at Bayou Pointeaux-Chenes, along Grand Bayou north for six miles, he said. Improvements are expected to be made within the next six months. “We’re making improvements on our system because we don’t know when the next big storm is,” Curole said. levees in lower Pointeaux-Chenes to increase the height and protection. Parts of the levee that stayed intact held back as much as 3 feet of water, Curole said If the area sees another 8 to 9 foot storm surge, the new measures will likely alleviate the kind of flooding seen during Barry, but nothing is certain, Curole and Dupre said. “Everything is about improving the situation,” Curole said. “When dealing with hurricanes, we can never solve it totally. We’re working hard to reduce the change of flooding from happening in a major way.” Terrebonne Parish is also planning to expedite completion of the fivemile reach of the Morganza Levee between Montegut and Pointeaux-Chenes. The levee overtopped during the storm, requiring emergency crews to come in and shore up the area to prevent flooding. Dupre said the district would meet Wednesday to expedite that project and bring the levee to the full 12foot elevation as soon as possible. The district has requested money from the state to help pay for it, Dupre said. Lafourche Parish is also expecting the installation of the Grand Bayou Floodgate in about two years. The Louisiana Coastal Protection and Restoration Agency announced earlier this year that it would contribute $18.5 million toward the project. The floodgate will close the largest gap in the Morganza system and will protect parts of Terrebonne and north Lafourche. The policy also notes that if a superintendent can still perform his or her duties while on sick leave, the temporary replacement won’t apply. The board members discussed whether they should amend the language to include a time frame in which the members must convene, but it ultimately passed without amendment in a 14-1 vote. Board member Al Archer was the lone nay vote after he requested that the director of human resources be selected as the acting superintendent. Bernard noted that the policy was only for “short-term, emergency situations.” “It will enable us to get back together as a board to make a more long-term decision,” he said. Interim Superintendent Jarod Martin

noted, “This policy is just to put a provision in place so that there isn’t a gap.” Martin had just been named director of middle and secondary education before Voiron’s absence. I attended LSU for 3 years, but I earned a Bachelor of General Studies, history minor, from Nicholls. I only lacked one course to have a minor in government, too. I taught social studies for 6 years. I have the education, the experience, and the intellect you should require of your Parish Councilman, and I have something else … I believe you and the job come first. Beginning August 12th the contractor will begin asphalt paving, striping, and guardrail installation along Hwy. 1, in Golden Meadow near the Leon Theriot lock structure. Paul J. Bailleaux, 67, a native and resident of Larose, passed away on Wednesday, August 7, 2019. Visitation will be held at Holy Rosary Catholic Church on Monday, August 12 from 9:30 a.m. until service time. A memorial Mass will be held at 12 noon with burial to follow in the church cemetery. Paul is survived by his wife of 47 years, Wanda Dufrene Bailleaux; children, Brad Bailleaux, NicoleLynn Callais (Kris); 4 grandchildren, Beau and Bree Bailleaux, Neely and Marley Callais; mother, Ernestine Bailleaux; and brother, Ronnie Bailleaux (Bridget). He is preceded in death by his father, Lowry Bailleaux. Samart-Mothe Funeral Home is entrusted with arrangements.

Narcotics agents make four arrests in the South Lafourche area

Narcotics agents made four arrests in the South Lafourche area. On Wednesday, August 7, agents attempted to make contact with Ashley Savoie, 36, at her Larose residence on Hamilton Street due to her having nine contempt of court warrants stemming from charges including multiple counts of theft and traffic violations. At Savoie’s residence, agents made contact with Christopher Moore, 34, of Norco and Malik Jenkins, 21, of Larose. Moore was found to have marijuana in his possession and was charged Possession of Marijuana (1st Offense). During a search of the residence, agents found drug paraphernalia and several types of narcotics, which were determined to belong to Jenkins. He was arrested and booked into the Lafourche Parish Correctional Complex on charges including Possession with Intent to Distribute Marijuana and Possession of MDMA, Xanax, Codeine, Hydrocodone, and Drug Paraphernalia. Jenkins’ bail was set at $13,200. Meanwhile, Savoie was arrested on the aforementioned warrants. Tevin Robinson, 27, of Larose was with Savoie and found to have an active contempt warrant stemming from a prior theft charge. Both were booked into the Correctional Complex. Savoie’s bail amount was set at $27,000 and she has been ordered to pay $3,184.50 in fines and costs. Robinson was ordered to pay $334.50 in fines and costs.
