Chairman questions transparency in Parish Government

Anyone who attended last Tuesday’s council meeting surely felt the uneasy silence in the council chambers when Lafourche ParishW President Jimmy Cantrelle refused to answer questions put to him by Council Chairman Corey Perrillioux. The questions were in response to the administration’s barring of Internal Auditor Reggie Bagala from observing budget meetings, which Bagala attempted to attend at the request of Perrillioux. Perrillioux said he wanted Bagala to attend and report back to the council, but “the door was shut in his face.” While referring to the parish website’s “Transparency and Open Government” tab, Perrillioux asked Cantrelle, “What is your legal reasoning for keeping council members and our internal council

The 27th annual Tarpon Basketball Camp for boys and girls will be held in several sessions at South Lafourche High School. House panel quashes bill to allow permit-less conceal carry

BATON ROUGE, La. (AP) — Lawmakers have once again struck down a proposal to allow Louisiana residents to carry a concealed gun without a permit. A House panel voted 85 Wednesday against Rep. Barry Ivey’s “constitutional carry” measure. State law allows people to openly carry a gun without a permit. In order to conceal a handgun, though, residents must be trained, undergo a background check and have their fingerprints taken. Supporters of Ivey’s bill said the permit requirements, which include fees, are costly and prevent lawabiding citizens from exercising their Second Amendment right. Opponents said the permitting process keeps concealed guns in the hands of responsible people. The community rallied around the pair, with neighbors and national organizations providing donations, housing and even trips to Disney World. But it was all a lie: Gypsy’s ailments were entirely the invention of Dee Dee, who deceived doctors, friends, neighbors, family members and even Gypsy’s father, Rod. At his home in south Lafourche with his current wife, Kristy, Rod recalls how Dee Dee said their daughter had sleep apnea at three months old, which snowballed into other disorders over the years. When Rod and Dee Dee’s families became suspicious of Dee Dee’s claims, she moved with Gypsy to Springfield and even added an ‘e’ to the end of her name which is uncommon in the spelling of Blanchard. “Right from birth, three months old, D was telling me she (Gypsy) had CPAP and needed a breathing machine, which to this day I don’t know if that was real or not. It escalated from then ‌ problems with her eyes, hearing, digestive system. After that, Gypsy couldn’t walk anymore, she had a muscular disorder. Dee Dee told me she needed a wheelchair. I asked her, man she has a lot of issues. They did a test and it showed she had a chromosome disorder. Dee Dee told me she’s not going to live to be 18 years old. To see her 23 years old now, perfectly healthy, it pisses me off,â€? said Rod. “It breaks my heart knowing she got put through all of this when she didn’t need to. You supposed to love and protect your children, how can you do this to your child?â€? said Kristy. From prison, Gypsy describes her mom as “uniqueâ€? and “overprotective,â€? adding, “I really

Gypsy was on dozens of medications, which induced symptoms of illnesses she didn’t have. She also had a feeding tube that had to be periodically replaced through a painful procedure. “‘Mind boggling’ is the only way I can put [Dee Dee’s] ability to manipulate people,� says Gypsy’s lawyer, Mike Stanfield. Rod added, “Her sister told me once, ‘you know Rod, Gypsy can walk.’ So I asked Dee Dee about it and she told me that with her muscular dystrophy her muscles hurt and it gets progressively worse. After Gypsy attempted to run away – only to be tracked down by Dee Dee a few hours later – the pair was visited by police on a tip that Gypsy was being abused, but Dee Dee convinced the officers her daughter was well cared for, and later met with a lawyer to declare Gypsy mentally incompetent. However, Gypsy was able to carve out a secret life online, where she met Nick Godejohn on a Christian dating site. A year into their relationship, Gypsy told Godejohn about Dee Dee, and they devised a plan. According to Gypsy, she let Godejohn into the house one night, and he stabbed Dee Dee repeatedly while she hid in the bathroom. The couple fled to Nick’s family in Wisconsin, but were apprehended after Gypsy’s Facebook posts boasting about the murder. Citing mitigating circumstances, the prosecution lowered the charge to second-degree murder, and Gypsy pleaded guilty. Sentenced to ten years in prison, she will be 32 upon release. Nick Godejohn is still awaiting trial. “We agreed to do this film, with no money involved, to bring some sort of understanding and truth about all Gypsy’s been through. When she’s released, she’ll come back here to live and we hope the community will accept her and understand the life she was forced to live,� added Rod. “Without Mike Stanfield, Gypsy’s court-appointed lawyer, we couldn’t have brought all this to light. He was so instrumental in bringing forth the details of the mental abuse she suffered. Also, without the HBO crew, we couldn’t have gotten her story told,� said Kristy. Interim Administrator Tommy Lasseigne attempted to respond to Perrillioux, saying, “It’s not a legislative function.� But Perrillioux cut him off, “I didn’t ask you, sir. I asked the parish president.� Cantrelle finally replied that he was not going to answer that question. “I have asked you to submit your questions so we can research them and give you the answers you need. Ya’ll refuse to do that. When you do what I ask, I’ll answer you,� said Cantrelle. “I am waiting for you to answer,� said Perrillioux. “Well, you’ll wait a long time,� said Cantrelle. Silence for several seconds. Councilman Jerry Jones asked Cantrelle, “Do you think the public has a right to know what’s going on?� “Sure they do,� returned Cantrelle. “But I refuse to answer any questions or be part of this circus that’s going on.� More questions from Perrillioux were unanswered. “This is your policy Mr. Cantrelle. What needs researching about your policy?� More silence, then Cantrelle reiterated his request that questions to be submitted prior to meetings. “If you do what I ask, I’ll answer your questions,� he stated. “We don’t work for you. We don’t have to abide by your rules about ques-

tions,â€? answered Perillioux. Reggie Bagala, in his council report, referred to emails from Interim Administrator Tommy Lasseigne in which he was informed he was not allowed to attend administration meetings. Governmental “transparencyâ€?, said Bagala, is one that “operates under the premise that meetings of public bodies of financial capital projects or of a policy-altering nature should be open for observation by the legislative branch.â€? Lasseigne said the reason Bagala was barred was because “it’s not a legislative branch function. This went to the DA. This has happened before. When I was a councilman, I never sat in on any meetings. It was point-blank clear. It was not a legislative function ‌ to think that ‌ when Mr. Cantrelle is in negotiations, to think that we’re going to notify somebody to have somebody in there during all these negotiations is irrational!â€? The Lafourche Parish Home Rule Charter states that the Internal Auditor “shall be responsible for reporting to the Council on budgetary and financial matters relating to the Parish ‌ â€? But it says nothing about where they should be observed. Nor does it say where the line is drawn between the functions of legislative and executive branches of government. Ergo, the question of exactly what “transparencyâ€? means. While the distrust between parish administration and the legislative branch continues to grow, where the parish president and council members stand on the “transparencyâ€? question depends on how each one interprets the Charter.

The Grand Isle Speckled Trout Rodeo Board of Directors will hold its 21st annual fishing rodeo at Bridge Side Marina on May 26th, 27th, & 28th. Any child 12 & under registering an eligible fish will receive an award. A $20.00 entry fee includes a rodeo cap. Ougel (Jay), Jacob Pitre (Mia) and Pierce Pitre (Keri); step-grandchildren, Juan Martinez (Christal) and Vaughn Martinez (Dawn); and 9 great-grandchildren. Louella was preceded in death by her husband, Orleans A. Pitre; daughter-in-law, Leona Cortez Pitre; grandchild, Russ Pitre; brothers, Joseph and Rodney Picciola; foster sister, Joanne Collins; parents, Marco and Viola Picciola. Louella enjoyed attending daily mass, cooking and being with family and friends. She was an avid New Orleans Saints and LSU fan. She was a member of the Ladies of LaSalette and Lafourche VFC. Mrs. Cheramie was preceded in death by her husband Oleus S. “Bobby” Cheramie, parents Harry L. Fuller and Melaine Bouzigard Fuller, brother-in-law; Andrew Cheramie, and Tilman Melancon, and sister-in-law; Neva Melancon. She was a charter member of the Knights of Columbus Ladies Auxiliary Council 9000 and it’s first president, serving for over 20 years, and was the first lady awarded Super Bull of the Bull Club Fair. She was the recipient of numerous awards through the Knights of Columbus and KC Ladies Auxiliary, the Archdiocese, and numerous clubs and organizations and the originator of the Bereavement Food Committee at Our Lady of Prompt Succor and was a caregiver to many in her family. Mais Ma loved going to the casinos, garage sales, playing Po-ke-no, crafting, going to the movies, watching her programs, and spending time with her family. She never met a stranger and will be greatly missed by all who knew her. The family would like to thank Lady of the Sea Hospital and ER, Home Health, and Dr. Camille and her staff for the care and compassion shown. _______________________________

Make sure your property’s assessed value is correct

Some homeowners can’t wait to see the assessed value of their home drop. In fact, they’ll tell you the bigger the drop, the better. Why? Your property taxes depend on your tax rate and your property’s current market value, which is determined by a local assessor. You can’t dispute the tax rate, but you may be able to show why the assessed value is too high. An appeal that results in a lower value could save you money for years to come. Find out when you can file an appeal. Start the process by determining when you can appeal your home’s value assessment. You may be able to find the deadline on your local assessor’s website, which might also have instructions on how to file an appeal. Some areas have a several-month window each year for appeals, often following the annual mailing of assessment value notices. In addition, you might be able to dispute your property’s assessment following a renovation or if you just bought the home. Check your current assessment for errors. Every year, you should receive an official letter stating the assessed value of your home. If you think your property value is lower than the stated value, start collecting proof to demonstrate your reasoning. One of the first things to look for is a mistake on your property’s description, which may be on the letter you received or on your property card — available at the assessor’s office or online. It’s not unheard of for a property card to list an extra bathroom or incorrect square footage. If you find the homes’ sales prices or assessed values are lower than yours, or similar but your home is in worse condition, you may have a strong argument. Estimate the cost of repairs. A leaky roof, cracked driveway or another issue could lower your property’s value. Make a list of the faults, estimate cost for repairs and take pictures as proof. Make a note of changes in your neighborhood. A property’s value depends on more than just the home. If nearby houses were recently foreclosed on or the schools’ rankings dropped, your property could be worth less than it was before. Get a professional assessment. You could hire a state-certified appraiser to estimate your property’s current value. However, the assessment might cost $300 to $500, and this might only be a good idea if your research already looks fruitful. In some areas, you may need an official assessment to file an appeal. Once you organize your evidence, it’s time to file an appeal. Present your findings. The appeal process varies depending on where you live. If you have a simple scenario, such as a mistake on your property card, you might be able to make your appeal over the phone. What makes a good Mother? Is it patience? Compassion? Broad hips? Or is it heart? Is it the ache she feels when she watches her son or daughter disappear down the street, walking to school alone for the very first time? The following job description for a Mother: Position: Mother, Mom, Mama Job Description: Long term, team players needed, for challenging permanent work in an often chaotic environment. Candidates must possess excellent communication and organizational skills and be willing to work variable hours, which include evenings and weekends and frequent 24-hour shifts on call. Some overnight travel required, including primitive camping trips on rainy

weekends and endless sports tournaments in far away cities. Travel expenses not reimbursed. Extensive courier duties are also required. Responsibilities: Lifelong commitment to the education, development and growth of those in her charge physically, emotionally, intellectually, and spiritually. Must be willing to be hated, at least temporarily. Must be willing to bite tongue repeatedly. Also, must possess the physical stamina to go from zero to 60 mph in three seconds flat when the screams from the backyard are not someone just crying wolf. Must be able to nurse a baby, cook dinner, and sew a button on a shirt, simultaneously. Must be willing to face stimulating technical challenges, such as small gadget repair, mysteriously sluggish toilets and stuck zippers. Must screen phone calls, maintain calendars and coordinate production of multiple homework projects. Must be able to plan and organize social gatherings for clients of all ages and mental outlooks. Must be willing to be indispensable one minute, and embarrassment the next. Must handle assembly and product safety testing of a half million cheap, plastic

toys, and battery operated devices. Must always hope for the best but be prepared for the worst. Must assume final, complete accountability for the quality of the product. Responsibilities also include floor maintenance and janitorial work throughout the facility. Possibility for Advancement and Promotion: Virtually none. As the investigations continued, detectives developed LeBouef as a suspect in multiple instances of theft in the South Lafourche area in which several items were stolen including a generator, a tire, several gas cans, money boxes from a car wash and a church donation box, and food items from an outdoor refrigerator. Detectives initially arrested Rios and LeBouef on May 3 and charged each with Illegal Possession of

Stolen Things and Misdemeanor Theft at that time. Rios’ bond was set at $10,000. As detectives continued their investigation into LeBouef over the next several days, she was additionally booked with two additional counts of Misdemeanor Theft and one count of Felony Theft, as well as Simple Burglary and four counts of Monetary Instrument Abuse. LeBouef’s bond is set at $95,000, and she is also being held for Louisiana Probation and Parole. Detectives say addi-

tional charges are likely as the investigations continue.
