INTRODUCTION Assessing the state of the healthcare sector in the GCC countries by evaluating 22 Key Performance Indicators and comparing the results of the 6 countries.

As the GCC countries continue to increase their population and also develop their infrastructure, the healthcare sector continues to evolve and the need for healthcare providers increases each year. Trends and industry changes require investors to structure the available information in an integrated approach, in order to determine patterns and predict future outcomes. To ensure the available information is presented in a relevant manner, the following report highlights findings from The KPI Institute’s ongoing efforts of identifying the issues, trends and best practices impacting the healthcare sector.

As a research based organization specialized in tracking performance, we are interested in the healthcare status of countries, in the challenges they face, as well as their latest practices in improving performance.

To have an overview of the healthcare sector, each country’s healthcare system has been analyzed; afterwards data regarding the most important KPIs in the healthcare sector is presented, and for each KPI conclusions are made.

In order to create a comprehensive and relevant report, The KPI Institute gathered data from seven databases that provided information of each country’s healthcare sector and also processed the latest available information for the Gulf Cooperation Council.

The research and analysis of general healthcare information from all GCC states

The KPI Institute is a research organization specialized in business performance. It operates research programs in 12 practice domains ranging from strategy and KPIs to employee performance and from customer service to innovation performance. Insights are disseminated through a variety of publications, subscriptions services and through a knowledge platform available to registered members. Support in deploying these insights in practice is offered through training and advisory services.

The report consists of comparing healthcare data for the Gulf States in order to acquire a full in-depth understanding of the healthcare system status in the area.

The project is based on the research and analysis of general healthcare information from all GCC states, as well as the establishment of relevant research indicators, in order to highlight the current state of all 6 states in comparison to Europe and the United States.

The proposed research indicators relate to GCC demographics, illnesses, and investments in the healthcare equipment and technology.

By comparing the average scores from the GCC states with the United States of America and Europe, the strengths and needs of development for GCC can be easily highlighted.

Data was processed based on sex, age and time period. For the comparison report to be valid, all processed data was gathered in the same period of time and on identical sample sizes. The processed data was gathered from WHO’s statistics reports 2015, recent data from the World Bank and Eurostat.

Over the last 10 years, The KPI Institute team has: Documented 7,800+ KPIs from 16 functional areas and 25 industries; Reviewed 1,100+ performance reports from 125 countries; Referenced 30,000+ resources (books, articles, performance reports) as part of the documentation process; Developed over 200 KPI Dashboards and Balanced Scorecards; Delivered training courses in 25 countries based on 6 continents; Assisted over 28,000 organizations in finding solutions for their KPI needs; Trained over 3,400 participants from 40 countries on how to rigorously work with KPIs.

KEY PERFORMANCE INDICATORS DEFINITION # Life expectancy at birth Measures the estimate number of years that persons born in the same year are expected to live, if the current mortality rates remain constant.

# Nurses and midwifery personnel per 10 000 population Measures the number of nurses and midwifery personnel registered for active practice per 10 000 inhabitants of the country or geographical area.

# Healthy life expectancy at birth Measures the average number of years in which a person is expected not to have any particular health disorders which may cause a long term illness or death.

# Psychiatrists per 10 000 population Measures the number of psychiatrists registered for active practice per 10 000 inhabitants of the country or geographical area.

% Antenatal care coverage Measures the percentage of women with a live birth that received antenatal care provided by skilled health personnel at least four times during pregnancy, in the reporting period.

# Pharmaceutical personnel per 10 000 population Measures the number of pharmaceutical personnel registered for active practice per 10 000 inhabitants of the country or geographical area.

# Life expectancy at age 60 Measures the estimate number of years that persons at the age of 60 are expected to live, if the current mortality rates remain constant.

# Hospitals per 100 000 population Measures the number of hospitals per 10 000 inhabitants of the country or geographical area.

# Neonatal mortality rate per 1000 live births Measures the death of infants during the first 28 days of their life, per 1000 live births.

# Hospital beds per 10 000 population Measures the number of hospitals beds per 10 000 inhabitants of the country or geographical area.

% Under-five child mortality rate Measure the percentage of deaths of infants under five years old per 1000 live births.

# Radiotherapy units per million population Measures the number of radiotherapy units per million inhabitants of the country or geographical area.

% Obese adults Measure the number of adults that are obese out of the total number of adults.

% Heath expenditure from GDP Measures the percentage of total national expenditure on health from the national gross domestic product.

% Births attended by skilled personnel Measures the number of births attended by skilled personnel out of the total number of births. # Tuberculosis deaths per 100 000 population Measures the number of tuberculosis deaths per 100 000 population. % Women with anemia aged 15-49 Measures the number of women aged 15 to 45 years old who have anemia out of the total number of women aged 15 to 59 years old. # Physicians per 10 000 population Measures the number of physicians registered for active practice per 10 000 inhabitants of the country or geographical area.

% Out of pocket expenditure from private expenditure on health Measures the percentage of out of pocket expenditure on health from private expenditure on health. % Social security expenditure on health from general government expenditure on health Measures the percentage of social expenditure on health from general government on health. % Annual population growth rate Measures the number of individuals in a population increases during the reporting period. # Fertility rate Measures the average number of children a women would give birth to over her lifetime, taking into consideration the current age specific fertility rates in the child bearing years.
