Publisher’s Note
Dear Readers,
This May, The islandchief celebrates a wave of progress across the Maldives’ tourism and transport sectors. From the historic test flight at Muli Airport—the first ever in Meemu Atoll—to strengthened global partnerships, the nation continues its stride toward greater connectivity and growth.
The successful landing of Maldivian’s Dash8-300 aircraft at Muli Airport marks a turning point for Meemu Atoll, promising improved access, economic opportunities, and enhanced public services. As the airport nears full operation, it opens a new chapter for communities once isolated by distance.
Internationally, the Maldives made a powerful impression at the Arabian Travel Market 2025 in Dubai. With a dynamic pavilion led by MMPRC—featuring 110 companies and 235 delegates—our tourism offering captivated thousands of visitors daily, underscoring the strength and unity of our industry. Further amplifying our global reach, Emirates and MMPRC renewed their strategic partnership at ATM. This continued collaboration ensures the Maldives remains top-of-mind across major markets, reinforcing the airline’s vital role in our tourism success story.
This edition also features an exclusive interview with Mohamed Salih, Chairman of Damas Company Pvt Ltd. From his early days with the Royal Air Force in Gan to pioneering landmark resorts like Lhohifushi and Heritance Aarah, Mr. Salih’s journey is a masterclass in vision, leadership, and national service. As the founding MD of MTDC and a former board member of key institutions, his legacy is deeply woven into the fabric of Maldivian progress.
In our Bon Appétit section, we spotlight Chef Dedi Haryanto, Sous Chef at Kuda Villingili Resort Maldives. Known for his mastery of Asian cuisine, Chef Dedi presents a refined dish: Poached Maldivian Grouper with Moringa and Tempered Local Vegetables. Infused with traditional don riha paste, coconut milk, and local ingredients, his creation blends authenticity with innovation—a true reflection of the evolving culinary scene in the Maldives.
In Frankly Speaking, leading industry voices offer thoughtful insights on the essential steps both government and the private sector must take to establish the Southern Maldives as a viable and consistently operational destination for airlines.
These stories together showcase a nation that is not only adapting to the future—but shaping it with vision, unity, and purpose.
Until next time, The Islandchief Team

REDHAN IN THE MALDIVES
In the Maldives, there's a magical natural phenomenon known as "Redhan," where the beaches glow with a vibrant blue light at night! This stunning effect is caused by bioluminescent plankton—tiny marine organisms that emit light when disturbed by waves or footsteps. Most visible during the last few months of the year, this glowing spectacle lasts for a few weeks to a couple of months and can only be seen on certain islands. It's one of nature’s most mesmerizing light shows and a true bucket-list experience for visitors to the Maldives.
Muli Airport in Meemu Atoll Prepares for Opening with First Test Flight
Muli Airport, the first airport in Meemu Atoll, is one step closer to officially opening after successfully completing its first test flight. This is an exciting moment for the people of Meemu Atoll, as the airport will soon provide better travel options for both locals and visitors.
The test flight was done by Maldivian, the national airline of the Maldives. Their Dash8-300 aircraft, with the registration 8Q-IAK, landed safely on Muli Airport’s new runway, which is
1,200 meters long and 30 meters wide. This test was an important part of checking if the airport is ready to handle flights.
Muli Airport has been built on 40 hectares of land that was reclaimed from the sea. The plan for the airport started in 2018, and construction officially began in October 2021. The project was handled by the Maldives Transport and Contracting Company (MTCC), and the total cost of building the airport is over USD 14 million.
The airport is made for domestic flights, meaning it will help people travel easily between the islands of the Maldives. It will include not only the runway, but also a taxiway and an apron—areas that help planes move around safely while on the ground.
Until now, Meemu Atoll did not have an airport, so people had to travel long distances by sea to get to the nearest airport. With Muli Airport almost ready, this will change. People living in Meemu will soon have faster
and easier travel options. Tourists visiting the area will also benefit, which could help boost local businesses and create new job opportunities.
Once fully open, the airport will play an important role in connecting Meemu Atoll to the rest of the Maldives. It is expected to improve daily life for residents and make it easier for emergency services, healthcare, and other important needs to reach the atoll.
Emirates and Maldives Marketing and PR Corporation
Renew Strategic Partnership to Support Tourism in the Maldives
Emirates and the Maldives Marketing and PR Corporation for the Republic of the Maldives have signed a Memorandum of Understanding (MoU) to jointly promote tourism to the archipelago nation through the airline’s global network.
The agreement was signed by Essa Sulaiman Ahmad, Emirates’ Senior Vice President for Commercial Operations, West Asia and Indian Ocean and Ibrahim Shiuree, CEO and Managing Director of Maldives Marketing and PR Corporation (MMPRC), in the presence of the Minister of Tourism and Environment, H.E. Thoriq Ibrahim. The pact, which promises to continue promoting the destination to a global audience with the aim to increase inbound tourism, was formalised at Arabian Travel Market 2025 in Dubai.
The strategic partnership underscores Emirates’ commitment to promoting tourism to the exotic destination, which has been part of its West Asian and Indian Ocean network since 1987. In collaboration with the Maldives Marketing and PR Corporation, Emirates will promote the Maldives in key markets across its global network through joint marketing efforts, customised travel packages to cater to travellers’ preferences in key markets,
and drive tourist arrivals by activating its range of tour operators and travel agencies. The Maldives offers luxury hotels set on white sandy beaches sprawled over 26 atolls, and a host of excursions and water activities.
Emirates and Maldives Marketing and PR Corporation will explore opportunities for familiarisation trips to the destination to showcase its tourist appeal to audiences in feeder markets, while also supporting the development of business and trade opportunities in the Maldives, via its cargo-handling capabilities.
Essa Sulaiman Ahmad, Emirates’ Senior Vice President for Commercial Operations - West Asia and Indian Ocean, commented: “The Maldives became one of our first five destinations in our West Asian and Indian Ocean network and has grown to become one of our most popular leisure destinations. Since launching services in 1987, we have claimed the position as a top contributor to the growth of the Maldives’ tourism industry. Last year alone, we transported around 360,000 passengers into the nation, a significant portion of the total number of international visitors.”
Ibrahim Shiuree, the Chief Executive Officer and Managing Director of
MMPRC commented, “The Maldives continues to captivate the world with its luxury resorts, pristine beaches, and vibrant marine life. With Emirates' extensive global network and our destination expertise, we are confident this partnership will elevate the Maldives as a top-of-mind destination for travellers across the globe.”
Emirates has been serving the Maldives for 38 years, and the airline currently serves the island-nation with 28 weekly flights aboard the Boeing 777-300ER aircraft. Starting in June, the retrofitted Boeing 777 aircraft will
be introduced on the route and will feature Premium Economy cabins.
Through its scheduled services, Emirates plays a vital role in supporting the country’s tourism industry and trade. The airline continues to be the top carrier in the Maldives, connecting tourists to the island-nation from top markets including the UAE, UK, US, Russia, and Germany. In 2022, Emirates was awarded the ‘President’s Tourism Gold Award’ for “Outstanding Contributions to the Development of Tourism in the Maldives”.

Turtle Power! Celebrating 15 Years and 500 Turtle Rescues at Four Seasons Resorts Maldives
Fifteen years ago, in March 2010, an injured female Olive Ridley turtle was spotted by the dive team at Four Seasons Resorts Maldives in urgent need of care. It was this turtle - named Oceane by the team - who instigated one of the longest and most successful turtle rehabilitation programs of its type in the Indian Ocean.
The Turtle Rehabilitation Programme at Four Seasons Resorts Maldives began with the rescue and release of Oceane, using basic resort resources available at the time. In 2011, a guest donation funded the construction of a turtle pool, and a partnership with local environmental agency Reefscapers led to the creation of the Maldivian Sea Turtle Conservation Programme (MSTCP). That same year, the first of two dedicated rehabilitation centres was opened at Four Seasons Resort Landaa Giraavaru.
Since then, the resorts have rehabilitated over 500 sea turtles, with more than 280 released back into the wild. The programme has evolved to include an ocean enclosure, prosthetic flipper development, satellite tagging, and the arrival of on-site turtle veterinarians. Advanced medical tools, including an endoscope, underwater ultrasound scanner, laser therapy machine, and surgical equipment for procedures under general anaesthesia, have enhanced the programme’s capabilities.
In 2016, the “Flying Turtles” initiative was launched to find permanent homes for turtles unable to return to the wild. Six turtles have been rehomed internationally, including Peggy, who remarkably swam over 5,700 kilometres back to her natal grounds in India after her release. In
2018, Trooper, an Olive Ridley turtle, received 3D-printed prosthetics after ghost net injuries, contributing to future prosthetic research despite his eventual passing.
Education and outreach are key pillars of the programme. Initiatives like the Junior Marine Savers at Kuda Huraa
and internships at Landaa Giraavaru engage young guests and aspiring marine biologists. Collaborations with schools, NGOs, and scientific bodies help raise awareness about marine conservation, while the team continues to advocate against threats like ghost nets, single-use plastics, and unsustainable seafood practices.

achieving net-zero carbon emissions by 2030.

What steps should the government and industry take to make the Southern Maldives a viable and consistently operational destination for airlines ?
Ahmed Hamza Director Canareef Resort Maldives
As an immediate step govt must instruct, MACL to inform that they will give preference in giving slots to those airlines willing to fly to regional airports recommended by govt. Govt should appoint a person who is focussed on developing connectivity to south reporting to HEP.
Mohamed Riza Managing Director / CEO
One
Step Holidays
To successfully attract new international airlines to GAN, particularly those connecting key Middle Eastern hubs such as Dubai, Doha, and Abu Dhabi, as well as regional carriers like Batik and AirAsia, financial incentives are essential. These may include discounted landing fees, fuel charges, and parking rates. Route development incentives—such as those previously used to establish the GANCMB route via UL, which offered full waivers on all costs except fuel—can be a proven model. Additional incentives could include discounts on airport charges, property rental, and taxation; direct payments per flight or passenger, including marketing support; and risk-sharing arrangements like revenue guarantees or joint ventures. These efforts aim to enhance international connectivity, especially to southern resorts and domestic destinations, improve regional competitiveness, attract inward investment, and boost inbound tourism. To realize these goals, AIA requires full government support, along with the formulation and implementation of enabling policies. Supporting initiatives include the development of properties on Gan Island, investment in guesthouses and support services in Addu, and ensuring operational status of key resorts such as Shangri-La, South Palm, and Canareef.
Ahmed Arshad Director, Ground Operations Avia Maldives
The topic of southern tourism and our aspirations for a more balanced distribution of tourism development have been ongoing for over a decade. It is now time to reassess previous strategies and restart efforts with a fresh approach.
What we need is a targeted subsidy program for at least two to three years to stimulate growth in these lesser-explored regions. Additionally, we should reevaluate the departure tax per person in these areas to incentivize airlines and operators to explore and expand services to the south. If airlines are able to operate multi-sector flights within the Maldives easily, it would be a significant advantage. I’m not referring to simply transporting passengers from Point A to Point B within the country; rather, I mean that if an airline, such as X Airlines from Dubai, could efficiently offer multi-sector routes—e.g., some passengers traveling to VRMM and others to VRMG it would greatly enhance operational flexibility and attractiveness for airlines.
Investing in infrastructure, such as establishing a seaplane base in the southern Maldives, is crucial—whether through government subsidies or as a Public-Private Partnership (PPP). Enhancing accessibility and increasing bed inventory will make the south more attractive to airlines and tourists.
Furthermore, I propose allocating a small percentage of the tax revenue generated from south tourism to support marketing efforts. This fund could be used to co-market the region in collaboration with Visit Maldives, helping to boost visibility and tourist influx.
South Maldives offers unique attractions, including Fuvahmulah Shark Diving, Mud Baths, Addu Nature Park, the Royal Sunken Navy Dive Site, and additional resort beds across Addu Atoll, Gaaf Dhaal, and Gaaf Alif. With targeted initiatives, I believe achieving significant growth in southern tourism is not only possible but well within reach.
