In the two years following the formation of the ILGA-North America and the Caribbean sub-region the Board of Directors in collaboration with the membership has undertaken critical steps in formalizing the organization’s operations
One of the significant achievements is the development of the organization’s first Strategic Plan (SP). The ILGA-NAC’s 2025-2029 Strategic Plan presented within, articulates the organization’s vision, mission and strategic objectives to be implemented over the next five (5) years.
To ensure that we stay on track and remain responsive to the ever changing global landscape in which we operate, the plan includes an Implementation Roadmap as well as a Monitoring, Evaluation, and Adjustment Strategy which utilizes a Theory of Change (ToC) approach to clearly articulate how planned activities are expected to lead to desired outcomes As we look ahead towards an exciting five (5) year I would like to take the opportunity to thank those who made getting to this point possible.
Firstly, the Inclusivity Institute for Better Data for leading this process which began in March 2024. The 2022 – 2024 ILGA-NAC Board of Directors for their commitment and support in driving this process forward, and most importantly YOU the ILGA NAC membership

Through this plan, ILGA-NAC sets forth a series of ambitious objectives aimed at strengthening our network, mobilizing resources, and advocating for rights and equity. Each initiative and action is designed to build a more connected and unyielding community that can effectively respond to both current and emerging challenges.
As we launch FlowForward, ILGA-NAC is poised to lead with innovation, passion, and a relentless commitment to the communities we represent.

*This report uses the term "stakeholder" to describe those with a vested interest in the outcomes and processes discussed. While we recognize that this term has roots in corporate and colonial frameworks and is less commonly used in Canada, it remains widely used in the Caribbean. We have chosen to retain it as appropriate for this context. Our intention is to be inclusive and respectful, while acknowledging the evolving nature of language in decolonization efforts.

ILGA-North America and the Caribbean (ILGA-NAC) evolved from its predecessor, ILGA-North America (ILGA-NA), established on August 8, 2016, under the Canada Corporation Act.
The organization initially focused on addressing the needs of LGBTQ+ communities within North America. Over time, it became increasingly apparent that the unique cultural, contextual, and linguistic needs of the Caribbean were not being fully addressed under the broader umbrella of Latin America and the Caribbean (ILGA-LAC).
Responding to this gap, ILGA-NA undertook a strategic re-evaluation to enhance its focus and effectiveness in these regions. On October 15, 2021, it expanded its scope to include countries that are culturally attuned to the Caribbean (Anguilla, Antigua and Barbuda, Aruba, Bahamas, Barbados, Belize, Bonaire, Sint Eustatius and Saba, British Virgin Islands, Cayman Islands, Curaçao, Dominica, Grenada, Guyana, Jamaica, Montserrat, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Sint Maarten, Suriname,Trinidad and Tobago, Turks and Caicos and the US Virgin Islands) explicitly and was rebranded as ILGA-NAC.

It aimed to create a more tailored and effective advocacy and support framework that respects and addresses the specific challenges faced by 2SLGBTQI+ (Two-Spirit, Lesbian, Gay, Bisexual, Transgender, Queer/Questioning, Intersex, and others)
This transition marked a critical step in our commitment to ensuring that all parts of our region receive the focused attention and support they require By acknowledging and acting on the distinct needs of the Caribbean, ILGANAC has strengthened its capacity to champion the rights and well-being of 2SLGBTQI+ individuals across a broader and more diverse geographic area, ensuring that our advocacy efforts are as inclusive and effective as possible.

Our governance framework includes an 11member volunteer Regional Board, composed of dedicated individuals who represent a wide range of perspectives from the Caribbean, Canada and the United States This multicultural representation helps to ensure that our strategies and initiatives are inclusive and responsive to the specific needs of the communities we serve.
Each board member brings unique insights and expertise, contributing to a comprehensive approach to governance that aligns with the broader objectives of ILGA World The board is responsible for strategic oversight, policy approval, and ensuring that the organization's actions are in full compliance with legal and ethical standards. They also play a crucial role in guiding ILGA-NAC’s strategic direction, making pivotal decisions that shape the organization's impact and outreach
In late 2023, we reached a milestone in our organizational development with the appointment of the first Regional Program Manager This role was created to enhance ILGA-NAC’s operational capacity, focusing on the implementation of our
strategic plans and daily operations.
The Regional Program Manager acts as a bridge between the Regional Board and our on-the-ground activities, ensuring that our initiatives are executed efficiently and effectively
This position strengthens our managerial capabilities and enhances our responsiveness to emerging challenges and opportunities within the regions we cover. The Regional Program Manager oversees a team that handles program development, community engagement, advocacy, and administration, ensuring that our projects align with our mission and have a meaningful impact on the 2SLGBTQI+ communities we support Through this governance and operational structure, ILGA-NAC is well-equipped to pursue its goals with precision and professionalism, adapting dynamically to the evolving needs of the vulnerable populations we advocate for and serve.

Through our strategic focus on unity, sustainability, and justice, ILGA-NAC is dedicated to advancing the rights and enhancing the well-being of 2SLGBTQI+ organizations and communities across North America and the Caribbean Our commitment extends beyond immediate goals; rather, we aim to build an environment that supports long-term growth, resilience, and equality. We continue to innovate and adapt our programs to meet emerging needs and challenges, ensuring that every organization and individual within our community has the opportunity to succeed in a nurturing, inclusive, and equitable environment.
Between March 2024 and July 2024, our consultant team led a thorough, collaborative, and data-driven approach to develop and implement strategies that effectively responded to the evolving needs and dynamics of the 2SLGBTQI+ community in the region.
We kicked off our process by launching a dynamic data collection strategy, proactively gathering insights from multiple angles to paint a vivid picture of the current landscape and trends impacting the 2SLGBTQI+ community. Our approach included:
ImpactReels™: Interviews: At the Regional Conference, we conducted four video interviews with community members and leaders, including board members, to gather diverse perspectives and insights.
Alongside the ImpactReelsTM, we disseminated 11 online video surveys, which unfortunately saw a lower than anticipated response rate of 24.3%. Despite this, the data gathered provided crucial insights into community sentiments and needs.
To deepen our understanding and ensure wider community input, we launched a community survey complemented by an information session. This initiative was designed to engage community members directly, allowing them to voice their experiences, concerns, and aspirations. The feedback collected was instrumental in shaping the foundational elements of our strategic analysis.
The cornerstone of our collaborative approach was the first co-creation session held at the Caribbean Forum for Liberation & Acceptance of Genders & Sexualities" (CariFLAGS) and ILGANAC Regional Conference ‘Stronger Together’. This session served as a vibrant forum for community members, activists, and stakeholders to directly contribute to the crafting of the strategic plan.
The robust discussions and exchanges enabled the plan to be both a genuine reflection of the community's needs and a collaborative creation with those it is intended to benefit.
Further analytical depth was added by reviewing policy documents from ILGA World and similar organizations, such as ILGA Asia and Pan Africa ILGA. A regional and global policy scan was conducted to align our strategic directions with broader international efforts and to identify unique regional challenges and opportunities.
To deepen our understanding and ensure wider community input, we launched a community survey complemented by an information session.
This initiative was designed to engage community members directly, allowing them to voice their experiences, concerns, and aspirations. The feedback collected was instrumental in shaping the foundational elements of our strategic analysis.
The insights gained from these disparate data sources and community engagements were synthesized into the first draft of the strategic plan, fostering a rich understanding of community needs. This draft underwent multiple revisions, continuously refined through feedback loops from community stakeholders to ensure accuracy, relevance, and effectiveness.
The strategic planning group leveraged both quantitative data and qualitative insights to create a strategic plan for ILGA-NAC that embodies our collective vision, values, and commitment. This living roadmap guides our actions and reflects the power of our collaborative spirit, driving us forward with purpose and unity. By embracing a holistic and participatory approach, we ensured that our strategies are deeply grounded in current realities and supremely wellequipped to drive positive change and seize opportunities for the 2SLGBTQI+ community across North America and the Caribbean.
