FormanyfamiliesinWashington,licensedandregulatedchildcareisoutofreach.Families acrossourstatecontinuetoencounterbarrierstoaccessinghigh-quality,flexiblechildcarethat isaffordableandmeetstheirneeds.Infact,theDepartmentofCommerceestimatesthatnearly 120,000familiescaringfor161,000childrenundertheageoffiveliveinareasconsideredchild careaccessdeserts¹Thislackofaccesstoconsistent,stablechildcarenegativelyimpacts families,especiallywhenitcomestotheirfinancialwell-being.²
Withoutqualifiedindividualsable,willing,andsupportedtocareforWashington’schildren, workingfamiliesfacetremendousbarrierstoaccessingandmaintainingemployment These barriersimpactalreadymarginalizedfamiliesathigherrates Familiesofcoloraremorelikely thanwhitefamiliestoexperienceterminationsandunemploymentduetoinsufficientchildcare thatcanseriouslyimpacttheirfinancialsecurity.³Middle-andlow-incomecommunitiesshowed thelowestlevelsoflocalchildcarecapacitycomparedtodemand,andruralcommunitieshave thefewestslotsforchildcareamongallgeographicgroups⁴Impactsofourchildcarecrisis reverberatethroughoutsocietyandcauseimmediateharmtoourmostpreciousandvulnerable members:ourchildren.

TheDepartmentofCommerceestimatesthat736,880childrenbetween 0and12neednon-parentalchildcareinWashingtonState.⁵However,our state’slicensedcapacityonlyhasspacetomeetabout28%oftheneed.⁶
Fortunately,theImagineInstitutehasbeenhelpingourstaterebuildits licensedchildcarecapacity.Since2017,theImagineInstitutehashelped openover700licensedfamilychildcarebusinessesandsupported partnerstoopenlicensedchildcarecenters.Together,thisaccountsfor over7,700newlicensedchildcareslotsacrossthestate.Newchildcare businessesopenedbyImaginenowaccountfor16%ofthecurrently licensedfamilychildcarebusinessesinWashingtonState.

Openingalicensedchildcarebusinessin WashingtonStateischallenging,particularlyfor providerswhoarenotnativeEnglishspeakers.To assistprospectivechildcarebusinessownersin navigatingthiscareerpath,theImagineInstitute offerstargetedsupportandmentorshipthrough ImagineU,arelationship-based,provider-led programthathelpspeopleopenlicensedfamily childcarebusinessesintheircommunities. ParticipantsinImagineUreceive160hoursof paid,on-the-jobtrainingfromatrainedpeer mentor,completeacomprehensivebusiness plan,createallrequiredpolicybooks,andattend 32hoursofformalstate-approvedtrainingon thebusinessandpedagogyofchildcare.All participantsreceive$4,000instartupfundsto investintheirnewbusinesses.

ThenumberoflicensedchildcareprovidersoperatinginWashington StatehasdeclinedsincetheGreatRecession,withlicensedfamilyhomes sustainingthemostlossestotheirranks:afull2,000LicensedFamilyChild CareProviders(LFCCP)closedbetween2010and2023.Luckily,thetrend hasreversedinrecentyears.Accordingtoa2023ChildCareAwareof Washingtonreport,“Washingtonhasseenanincreaseof400familychild careprogramsand70centerssince2022,”inpartbecauseofImagineU, whichopened411licensedfamilyhomechildcarebusinessesfrom2022 to2024.
TheearlychildhoodeducationworkforceinWashingtonStateis96.7% female,⁸30%peopleofcolor,⁹and50%bilingualormultilingual.¹⁰Itis importanttonotethelongstandinghistoryofmarginalizationexperienced bythesepopulationswritlargeand,specifically,withinthechildcare workforce.¹¹Chronicmarginalizationandexposuretotoxicstressdirectly impactschildcareworkers’healthandwell-being:67%ofchildcare workersreportedmoderatetohighlevelsofstress,and46%screened positivefor“potentiallydiagnosablelevelsofmajordepression”in2022.¹² Additionally,oneoutofthreeearlychildhoodeducatorsexperiencedfood insecurityin2020.¹³

The Imagine Institute’s Substitute Pool program truly helped me a lot At the beginning I was feeling unsure You are an adult going back to taking classes, you don't know if the information is going to stick or if you ’ re going to be able to learn everything I thought it was going to be difficult to complete the training, but the hardest part was sitting still for so long. All the same, I managed. It was really good. It was good for me.
I liked the first classes because they were more about interacting with the classmates and learning from each other's experiences In fact, I was one of those students who talked a lot I had to remind myself to stop and let others talk I liked interacting with the other mothers and realizing that you are not alone in this.
It’s not just you, the one who is learning, but also the other participants, and you get to share your own experiences with them, see what works for them, and hear them say, ‘Woah, really? I had no idea!’
Over time you gain more knowledge... It provides you with an opportunity. An opportunity to learn, to help, and to work with children. People shouldn’t let this opportunity go to waste. TheImagineInstitute’sTrainingProgramwas createdtoempowerchildcareprovidersto directtheirownprofessionaldevelopment,both bybecomingstate-approvedtrainersandto determinewhichtopics,inwhatlanguages,and atwhattimestrainingsshouldoccur.Priorto ImagineInstitute’sinception,morethan90%of allSTARStrainingwasconductedsolelyin English.¹⁴SincetheImagineInstituteandother trainingorganizationsbeganofferingtraining, thefieldexperiencedincreasesintraining conductedinSpanishof11%andbySomali languageof23%by2022,withtheImagine Institutehavingthemostevendistributionof languageofDCYFcontractedtrainingpartners.¹

ToenhancethequalityofImaginetraining,allImaginetrainersparticipatein ourTrainerPathwaysprogram.ThroughTrainerPathways,trainersreceive15 hoursofstate-approvedtrainingannually,fivehoursofcoachingfromone ofImagine’sOrganizationalTrainerMentors,andastructuredobservation. Trainersareassessedattheemerging,establishing,ordeepeninglevels acrossallstandards:anti-racistpractices,participantlearning environments,participantengagement,supportingadultlearning,and learninglevelachievement.
InFY24,allobservedtrainersmetbaselineperformancelevelsacrossallfive standardsandreceivedatotalof76hoursofcoachingcalls.Eachtrainer receivedonehourofcoachingcalleveryothermonthandasneeded.

I have participated in trainings from learning about record keeping and taxes to organize my business, teaching children reading fundamentals, and PREPARE for Care trainings that have taught me how to work with children that have experienced trauma
The PREPARE for Care training is a series. One of my favorite trainings from the series gave me the tools to navigate through vicarious trauma and taught me ways to practice self-care This training sparked my interest in focusing on teachers caring for themselves and has led me to the capstone focus for my Bachelor’s degree
Five years later, I continue to take trainings at the Imagine Institute. They have given me the opportunity to meet goals in my program and increase my Early Achievers rating.
