By Wade Thibodeaux  The East Chambers ISD Board of Trustees met in a special session last Monday, August 24,2020 at 6:00 pm in the boardroom located at 216 Champions Loop in Winnie, Texas. The main purpose of the meeting was to adopt a budget and set a tax rate. As discussed in the regular monthly meeting that occurred on Monday, August 10, 2020, the budget adopted will be in the $22,000,000.00 range and the No New Revenue Tax Rate of $1.218357 per $100.00 of valuation was officially adopted. Other agenda items discussed or approved at the August 10, 2020 meeting included a public hearing on Federal and State Special Programs and a report from Dawn Nelson, Child Nutrition Director that informed the trustees that based on current information the District was at 73% free and reduced meals. ESD Crews and Volunteer Firemen Respond to Various Calls
being implemented to deal with Covid-19. During Superintendent Scott Campbell's report he turned the floor over to Dale Rabee, the Districts Architect who gave the trustees a glimpse of some proposed bathroom renovations at the High School as well as a new safe entrance for the High School. The board approved the hiring of Daphne Brooks as a new teacher and the trustees approved the calling of an election for board positions 1,2,6, and 7. Board members up for election are Charlotte Edwards, Taylor Wilcox, Gary Hoffpauir, and Steven White. All available options for filing for a place on the board have expired and the ballot will have challenger Patrick A. Denton against incumbent Taylor Wilcox for position 1, Frank Abalos unopposed for position 2, Kelley Touchet unopposed for position 6, and Charlotte Small utility vehicles were needed to put out this grass fire on Fm 1985. Ezer Edwards unopposed for position 7. The election is Tuesday, November 3, 2020 with early voting starting October 13, 2020.
Winnie Stowell EMS Board Sees Changes
By Wade Thibodeaux  The Winnie Stowell Emergency Medical Services Board of Directors met in regular session on Monday, August 17, 2020 at 7:00 pm in the EMS Station located at 249 Broadway in Winnie, Texas. One of the items on the agenda was to accept the resignation of Director Craig Stowe and the board wanted to publicly thank him for his many years of service to the organization. Another item on the agenda was to appoint a person to fill the unexpired term of Stowe and the board appointed Mark Cooper. The board approved the financial report which showed $18,521.66 worth of monthly bills that were somewhat inflated because one of the ambulances dropped a transmission and the replacement cost was nearly $5,000.00. The EMS Coordinators report totaled 109 calls for the month of July with 111 patient encounters and a total of 585 calls for the year
and 633 patient encounters for 2020. His report also informed the board that their average response time was 5 minutes and 19 seconds with 90% of their calls logging in at under 10 minutes. For a rural ambulance service, those numbers are very impressive. A second ambulance has been needed to respond to a call 25 times when the first ambulance is already in service on another call. The board approved the coordinator to secure demo models for Toughbook computers for the ambulances before making a decision on new purchases and then the board retired to executive session at 7:44 pm. to discuss personnel matters. No action was taken after the executive session. The next regular meeting of the Winnie Stowell EMS Board of Directors will be Monday, September 21, 2020 at 7:00 pm. at the EMS Station located at 249 Broadway in Winnie, Texas.

By Wade Thibodeaux  Chambers County Emergency Services District No.1 career Firemen and Winnie Stowell Volunteer Firemen never know what the next call for assistance will require when the buzzer rings. Crews responded to a large controlled burn that got out of hand last Friday, August 21, 2020 around 2:30 in the afternoon. The call was out on Fm 1985 and the terrain was so bad that a brush truck just couldn't make

it through the soft ground, and therefore small utility vehicles had to be utilized in order to reach the remote location where the fire was burning. Large trucks with thousands of gallons of water were stationed on the side of the road, but were of little use other than to be a water supply for the utility vehicles that were carrying around a hundred gallons each trip. Contrast that with a call the very next day on Saturday, August
22, 2020 around 4:30 pm. when a call came in for assistance with an RV that was on it's side and blocking Fm 1406. The pickup truck and the RV were headed Northbound when a small car tried to merge onto Fm 1406 just North of the Interstate. The car evidently saw the truck, but missed the fact that it was pulling an RV and merged over and clipped the RV, sending it into a spin that ultimately ended with the RV on it's side and
completely blocking Fm 1406. In addition to those calls, a multitude of calls for assistance from a lift assist with the local EMS to a head on collision where multiple persons have to be extracted from vehicles is all in the scenarios that these guys and gals face on a regular basis. So, the next time that you see a Fireman, Thank them for their service, because the next time they respond it just may be you or yours that they are helping.
