Community Says Goodbye to Beloved Judge

TBCD Director Resigns

The Baptist Church was simply over full as people came to pay the last respects to Judge Devillier.

By Wade Thibodeaux   Several rumors have been floating around the community of Winnie in regards to Trinity Bay Conservation District. Some of the rumors have proven to be true, while others have yet to be proven as factual. Trinity Bay Conservation District has been in a state of turmoil lately as several regularly scheduled board meetings have been cancelled due to a perceived lack of a quorum. It has been perceived because the meetings were cancelled before the meeting time and therefore nobody really knows if a quorum could have been achieved, but odds are that the directors would not have been able to achieve more than half attendance to arrive at a quorum. The reason given for this lack of attendance had to do with legal matters pertaining to all of the board members being either subpoenaed or invited to appear before a grand jury that has been investigating the activities of TBCD. Some of the board members have testified at a grand jury that has met on two different occasions and some of the board members did not testify. All of this speculation has been around a discussion of nepotism of one board member and his son who works for Trinity Bay. Nepotism is an offense listed in the Texas penal code that occurs when a close relative works at a taxing entity that has elected officials such as a water district,school board, or other entity and that relative serves on the board. There are various

provisions in the law such as when the relative was hired and when the official was elected, but nonetheless, it is a serious offense. Trinity Bay had such a situation with two of its board members with one being a father-son relationship and the other being a husband and wife. Most legal opinions have stated that the husband wife situation was legal due to the length of time the wife was employed before the husband was elected, but the father-son situation seemed a lot more complicated. On Monday, April 12, 2021, The Hometown Press received an email from Trinity Bay that stated that Director Tommy Gilbert had resigned. Director Gilbert issued the following statement, "I, Tommy Gilbert, of my own accord, tend my resignation from the Trinity Bay Conservation District Board of Directors effective April 9, 2021 in order to help the District to move forward and continue to meet the needs of its customers and community. This is all I have to say at this time." The Hometown Press contacted Chambers County District Attorney Cheryl Lieck who simply stated that no indictments have been issued at this time, but the grand jury would meet again in two week to continue their work. A regularly scheduled meeting of TBCD was supposed to be held this Wednesday, April 14, 2021 and The Hometown Press will continue to monitor this situation and report to our readers.

responders, business owners, and citizens who were simply unable to attend the services due to a lack of space in the facilities. A fitting tribute to an individual that gave many years of service to a community that he adored.
