Ways to prepare your family and your home for fire season KATE ARTMANN STAFF

NORTH VALLEY – According to the U.S. News, there have been over 800 fires in Arizona this year. In order to be prepared for a fire emergency, people should understand the fire evacuation process and take the necessary precautions.

The Yavapai County Sheriff ’s Office uses the “Ready-Set-Go” system to define evacuation levels. To be ready for wildland fire season, people should create a defensible space on their property, make a plan, and build an emergency kit. If there

“If you set up the mobile app, you will be notified if you are in area, by location service, that is under any type of evacuation warning or otherwise,” YCSO Media Relations Coordinator Dwight D’Evelyn said.

CAVE CREEK – Lone Mountain Elementary School has launched a three year one-of-a-kind STEM (science, technology, engineering, math) program in partnership with the Arizona Science Center, which was funded entirely by a generous donation from the Carefree Kiwanis, according to a press release by the Cave Creek Unified School District.

The program will provide family science nights, assemblies, in-classroom events, professional development and STEM coaching sessions, according to CCUSD. The donation allowed Lone Mountain to hire a full-time STEM teacher that will facilitate STEM learning in conjunction with homeroom teachers, and provide lab time for the students, said LMES Principal Rob Miller in a phone interview.

"Our focus is going to be the engineering component," said Miller. "We are starting to get into robotics."

within the next two years, says Principal Miller.

"Our goal is by year two we start building this program for our kids to be able to compete in those robotic events," he said.

The school will also focus on integrating STEM into Lone Mountain's core curriculum for all subjects. Plus, Arizona Science Center will provide "Science on Wheels," giving dissection opportunities for grades fourth through sixth who are learning biology, according to Miller.

"The most exciting part for me is the teachers will get the thorough training that they so richly deserve," he said.

The Arizona Science Center will not only provide professional development, but also monthly coaching sessions, creating a robust opportunity for growth and continued collaboration, he said.

"There is a lot of excitement and enthusiasm in the community about this," Miller said. "You can barely smack the smile off my face!"

“Unless the fire is an immediate threat, YCSO commanders work with Fire Incident Commanders to determine trigger points in a fire that will cause an evacuation or pre-evacuation notification,” said D’Evelyn. “The Jeep Posse crew does extensive mapping for all areas of the county to determine neighborhood layouts and pinpoint cabins and homes in isolated areas.”

Captain Matt Wood from the Daisy Mountain Fire Department advises people to utilize the “zone” method when creating a defensible space on their property. They should take certain measures in each zone to reduce the risk of a fire extending to their home.

Zone one, which is 30 feet from the building, should have low-growing plants that are tended to on a regular basis and a well-watered lawn that is mowed often.

In order to keep the area clean, Wood advises people to remove dead vegetation from under their decks. In addition, firewood stacks and propane tanks

should not be in this zone. People should consider purchasing patio furniture that is capable of withstanding fire.

Zone two, which is 30 to 100 feet from the building, should also contain low-growing and well-watered plants.

Individual trees should be 20 feet apart and clusters of trees should be 30 feet apart.

Zone three, which is 100 to 200 feet from the building, should have space between tall trees. Small trees that grow between tall trees should be removed, as well as brush and debris.

Wood urges people to stay informed through the news, radio, and social media. They should become familiar with the local emergency response plans and the evacuation routes in case of a fire. Not only should they have an emergency kit, but they should also have proper insurance papers and medications that are easily accessible. It important for people to maintain their vehicles in case they have to travel a far distance.

Ben Avery Shooting Facility to be closed during upgrading PHOENIX – Ben Avery Shooting Facility will be closed to the general public from Aug. 14-29 while the facility gets multiple upgrades and improvements. It will reopen on Aug. 30.

The two-week closure also will apply to the adjacent specialty ranges designated for user groups – Smallbore, Rifle 2, Pistol 3, and Pistol 4.

Planned improvements include higher and more level earthen berms that serve as backstops for 67 shooting stations; target bumpers with re-stenciled lane numbers; and

refurbished shooting benches.

Over $100,000 in improvements will be completed. The projects will be paid for through funding from the Wildlife and Sport Fish Restoration Program.

The Arizona Game and Fish Department does not receive general funds from the state. The Ben Avery Shooting Facility is one of the nation’s largest publicly-operated shooting facilities, drawing more than 120,000 shooters each year.

Peoria Police partners with Target Stores for event PEORIA – The Peoria Police Department is encouraging the community to join in this year’s National Night Out on Aug. 1, 5:30-7:30 p.m. Peoria Target stores are partnering in this celebration to promote community involvement and crime prevention.

The events give the community a chance to meet and interact with officers while also getting an up-close look at SWAT robots, police motorcycles, and various police vehicles. Phoenix awarded home safety grant PHOENIX – To continue efforts to keep families safe from lead-based paint and other home health and safety hazards, the U.S. Department of Housing and Urban Development has awarded the city of Phoenix a $2.9 million Lead-Based Paint Hazard Control grant.

Neighborhood Services Department will use the grant funds to address lead-based paint hazards and provide healthy homes assessments and repairs over the course of the three-year grant, as well as collaborate with its partners in education, public health and city agencies.

The goals of the program are based on NSD’s commitment to improve residents’ health and safety by promoting energy efficient and healthy design in construction, rehabilitation and maintenance of housing.

The program and its partners will collaborate to increase awareness and offer education of the connection between health and housing, remedy health and lead-based paint hazards in Phoenix communities.

Since 1995, the city has received nine Lead-Based Paint Hazard Control grants funded by HUD to address lead hazards in privately-owned housing. In addition, the Lead Safe Phoenix Program has

NVSO adds third Youth Orchestra PHOENIX – North Valley Symphony Orchestra has added a third orchestra to their youth programs.

Orchestra placement is not based on age or grade, but is instead by the skill level of each individual student. The beginner level group, Symphonettes, does not require auditions. Auditions for the intermediate and advanced level groups include scales, a solo, and prepared excerpts. As students progress in their musical training, they are encouraged to audition for more advanced groups within the NVSO organization.

by Caitlin Corbett, and only requires students to have one year of instruction prior to joining. Symphonettes play two to four concerts each school year.

Phoenix Water to stop allowing water haulers to use fire hydrants NORTH VALLEY – Water hauling companies’ fire hydrant use permits are set to expire and not be renewed at the end of 2017.

According to a June 1, 2017 letter sent from City of Phoenix Water Services Department to water hauler permit holders, the City of Phoenix Water Services Department is only going to issue fire hydrant use permits for “authorized uses”, going forward. The letter references Phoenix City Code 37-11, which discusses the purpose and use of Phoenix fire hydrants, stating that, “Fire hydrants are provided for the primary purpose of extinguishing fires and shall be opened and used only by the Water Services Department and the Fire Department or such persons as may be authorized to do so by the Water Services Director.” The letter also references Code 37-13, which allows contractors to apply to use fire hydrant water for temporary construction water when a meter isn’t available.

The letter also states that shortterm use with authorization is allowed.

New River and Desert Hills residents who need water hauled to their properties due to inadequate water supplies, such as wells that have gone dry, are expressing frustration over the Phoenix Water Services decision, saying this will leave them with no water. Water haulers who have held permits through Phoenix Water will now have to seek permits from another municipality, lengthening drive time for hauling. The water department is recommending that residents of these areas contact the county to explore water options.

So what’s the reasoning behind the decision? The Foothills Focus contacted the Phoenix Water Services Department, asking for background on this issue.

“Recently, the City of Phoenix Water Services Department discovered that water hauling companies were filling tankers from metered fire hydrants and delivering that water to northern Maricopa County communities in the New River/Desert

Hills area for a fee,” the Water Services response began. The department again referenced Codes 37-11 and 37-13.

The Phoenix Water Services Department also cited the service area, protection of water supplies, customer fees, water infrastructure, and water quality as concerns. The department specified that the New River/ Desert Hills communities are outside of the city’s service area and suggested the communities “follow-up with Maricopa County to explore their options.”

As to the protection of water supplies, the department stated Phoenix is acutely aware of the challenges posed by lingering drought and climate change and they’re doing everything they can to conserve the water supplies, specifying that the 100year water supply is assured for a certain amount of use.

“Phoenix’s water resources and water supply allocations are from the Colorado, Salt and Verde Rivers, and are dedicated to the consumption of Phoenix’s legal customer base. The City’s 100 year assured water supply, as designated by the Department of Water Resources, is based on our service area under both normal and drought conditions.

And providing water outside our service area infringes on those future demands,” the department’s response continued.

Customers of water hauling companies are paying the companies for their water, instead of Phoenix Water.

The Foothills Focus asked if the process was not cost-effective for the department; the department didn’t specify what compensation is received by the department from permit holders.

The department did refer to customer fees, as they note that Phoenix’s customers are paying fees for connection to the water system, which “include, but are not limited to a Development Occupation Fee, the Water Resource Acquisition Fee, and Impact Fees.” Also, water infrastructure costs are funded by developers and ratepayers.

Therefore, the department says that water hauling companies’

customers aren’t paying their share for the building and maintaining of water and wastewater infrastructure, as they aren’t ratepayers.

Speaking to water quality, the city department noted that “fire hydrants are used primarily for firefighting and construction purposes”, stating that the water from the hydrants is potable, but that the City can’t guarantee the safety of the water once it’s removed from the City system and transported.

The department concluded its response to The Foothills Focus by stating: “When the City first discovered this water hauling practice, we started issuing temporary permits to allow us time to assess the scope of this hauling, analyze its risks to the City, and develop a gradual phase-out. Over the last six months, the water hauling companies were notified that this service would be cut-off. On July 1, 2017, an official letter from the City was sent to the water haulers with an effective cut-off date of December 31, 2017, giving the haulers six months to make alternative water supply arrangements."

“Ultimately, we are only eliminating Phoenix water as a source for water for these communities. According to the water hauling companies, there are other sources available to them elsewhere,” the department concluded.

The Phoenix Water Services Department statement provides their background on this fire hydrant permit issue, but for residents who are in need of water, it doesn’t offer new options to obtain water.

Residents are using social media and community forums to develop ideas for other ways to obtain water; Phoenix’s water department can also be contacted via www.phoenix. gov/contactus if residents want to give the city input on why water hauling permits are important to them.

Californians claim that every other person in their state is a vacationing Arizonan from Memorial Day through Labor Day. There are jokes made about us, but we don’t care. We’re too cool at the beach to worry about much.

Life is different here.

Surfboards and fishing poles are the day’s essentials, since iPads, computers and phones are silenced, all drowned out by roaring waves. Important matters are usually centered around which bait is best for an early morning catch. Finding sand crabs is a big ritual.

Lures and hooks have to be organized. Poles and lines have to set-up just right.

Surfboards have to be waxed in order to get a good ride.

Wet suits have to be rinsed every night and waves need to be caught at optimal times during the day. Tides need to be

Why do we think that television and video games matter so much, when children can go for a week with nothing

Getting back to surfing, it has occurred to me that I may be way past my prime when it comes to managing the long-board. It is not an easy sport! The grandsons seem better suited for it. I always try to sail fearlessly on one big wave that will carry me in a time capsule of white foam above a blue sea, towards a white shore.

Black Canyon City Community Library holding Summer Reading party on July 29 BLACK CANYON CITY – The Black Canyon City Community Library is holding its Summer Reading Program Winners Party this Saturday, 3-4:30 p.m. All the kids who read 10 hours and signed up last weekend are invited to come for pizza and ice cream.

The Library would also like to thank the community for an amazing Summer Reading Program! Twenty-seven kids signed up, with many of them completing the 10-hour reading goal. The Library was honored to have Magical Michael Steele, Sticks and Tones, and “Fly Guy” Gary Alpert, as well as local bee-lover Barrie Dickerson.

The Summer Reading Program would not have been as successful if not for their hard work.

But the Library must also thank the parents who took time out to bring their kids to the library and all the members of the community who donated funds, prizes, supplies and time. ANTHEM – The Anthem McDonald’s is getting a major overhaul, starting in August.

The remodeling will include exterior and interior updates; the lobby will be getting new seating and kiosks, as well as a new play place.

The restaurant will be open during remodeling, with some limitations.

“We will never be completely closed but the drive thru will close first for a short time while exterior work is completed and then switch to a closed lobby while we demolish it and add new seating, play place and kiosks,” E & G Restaurants, LLC Director of Community Relations Kathy Schrage said via email. “The remodel should be completed sometime in October.”

Schrage noted that they’ve worked with the Anthem Community Council to obtain approval on all the exterior updates. The last remodel was completed in 2009,

Anthem’s McDonald’s will be one of the first Experience of the Future stores to go into the Phoenix area, Schrage said.

Customers will be able to order directly from the kiosk and pay there with credit or debit or go to the counter to pay cash.

“We will also now have table service for dine in customers.

They receive a table tent with a number when they order and a team member will deliver

their meal. McDonald’s is also soon rolling out mobile order/ pay from the McDonald’s App,” Schrage said.

A month-long grand reopening celebration is being planned for when the remodeling is completed. Schrage noted that the McDonald’s at 67th Ave. and Happy Valley Rd. is also completing this same process and is scheduled to hold a grand reopening celebration on Sept. 8, 4-6 p.m.

ADOT proposes diverging diamond interchange to replace Happy Valley roundabouts PHOENIX – The Arizona Department of Transportation is proposing a diverging diamond interchange to replace roundabouts at the Interstate 17/ Happy Valley Road interchange as a way to provide efficient and safe traffic flow for a growing area of north Phoenix.

A diverging diamond interchange has one major difference from standard diamond interchanges common around Arizona: Local street traffic makes a temporary shift to the left side while crossing the freeway, allowing for direct left turns onto entrance ramps without waiting at an additional traffic signal.

In examining options, ADOT determined that a diverging diamond interchange would be better able to manage the growing volume of traffic at Happy Valley Road and reduce the amount of time drivers spend waiting at traffic signals.

It also enhances safety by reducing the number of points where directions of travel conflict. More than 80 diverging diamond interchanges have been constructed in 29 states since 2009.

ADOT’s I-17 project also will include reconstructing the I-17 interchange at Pinnacle Peak Road, still as a traditional diamond interchange but with increased traffic capacity.

impact on local businesses and commuters, since traffic will continue to use the existing interchange while most of the construction work is taking place. The project will replace the two roundabout intersections that have been in use at the Happy Valley Road interchange since 2001.

ADOT continuously seeks innovative approaches to enhance safety and improve traffic flow, and the diverging diamond configuration is one of the tools available as interchanges are built or upgraded. Diverging diamond interchanges also will be built at two locations along the Loop 202 South Mountain Freeway: Desert Foothills Parkway and 17th Avenue.

The updated Regional Transportation Plan managed by the Maricopa Association of Governments, the regional

transportation planning agency, provides funding for a project to reconstruct the I-17 interchanges at Happy Valley and Pinnacle Peak roads, scheduled to start as soon as fall 2018.

ADOT designs and constructs Phoenix-area freeway improvement projects based on the 20-year Regional Transportation Plan approved by Maricopa County voters in 2004.

ADOT is looking to receive comments on this proposal within the next 10 days.

PHOENIX – A suspect was apprehended on July 18 after reportedly breaking into a home via the doggy door, in the area of Barwick Dr. in north Phoenix.

Kristen Anderson, 34, faces felony charges of kidnapping, burglary, and aggravated assault of an adult on a minor after she allegedly broke into a house while two young girls were home.

According to Phoenix Police, the suspect attempted to grab one of the girls, and the other girl reported that she cut the suspect with a knife. Both girls were able to get out of the house and received help from a nearby resident.

“Officers were directed to the suspect who was apprehended a short distance away,” Phoenix Police Sergeant Mercedes Fortune said via email.

“The juvenile victims were not injured and the suspect was transported to a local hospital for her injuries.”

Anderson was booked for charges the following day, July 19. In her initial court appearance, she was assigned a court date of July 26; bond was set at $5,000, with electronic monitoring required. She was also barred from contact with anyone under the age of 18.

Antoine de Saint-Exuper wrote in his book The Little Prince, “It doesn’t matter that you are not here in person as long as you are here in my heart.” For the family of two-year-old Ben Packard, all they could do after his death in March of 2002 was

to hold him in their heart. They unwillingly discovered what de Saint-Exuper went on to write, “It is such a secret place the land of tears.”

and move forward in their own lives. Jeannette imagined there must be a way to preserve Ben’s memory, as well as inspire kindness through her family’s community of Tucson, Arizona.

Thus the birth of Ben’s Bells Project, a not-for-profit project that has expanded into four studios: two in Tucson, one in Phoenix, and one in Bethel, CT. Each Ben’s Bells Project collaborates with hundreds of local organizations and has recruited more than 25,000 annual volunteers. Since its humble beginning, Ben’s Bells Project has become a nationally recognized symbol of “kindness” across the nation.

Previously, before becoming the Executive Director of Ben’s Bells Project, Jeannette Mare was on faculty at the University of Arizona teaching discourse analysis. She holds a Masters Degree in Linguistics from Gallaudet University in Washington D.C. Now, in her full-time work with Ben’s Bells Project, she has the opportunity to blend two of her life-long passions, teaching and community building.

Starting close to home, in Tucson, Ben’s Bells Project opened its first studio space.

Studio volunteers participate in crafting wind chimes, with the signature flower center section

and a bell on the bottom. The bells are then hung around parks, schools, hiking trails, and other public places for anyone in the community to find and take home. The bell may be ringing out on a fence while you take your morning walk, singing from a nearby tree, or swinging on a piece of public park playground equipment. If you are the one who will spread the kindness, the bell will call out to you, at which point you may take it home. Perhaps, you will choose to further the bell’s “kindness” journey by passing its unexpected joy onto the next person in need of kindness in your community.

Phoenix became a recipient to the newest Ben’s Bell Project studio in 2015. Its home is on Roosevelt and Fourth streets, where volunteers are invited to participate in the creation of the bells with the use of simple artistic methods. Anyone may stop by during studio hours, Wednesday through Saturday, 10 a.m.-6 p.m., to paint and mold beads from clay. The beads are then strung together vertically with a Ben’s bell at the base to complete its signature style. Christy Brown, manager of Ben’s Bells Phoenix, especially enjoys the summer when volunteers from a variety of backgrounds come together to exchange stories and participate

in the creative process of each bell. In Phoenix, 100-150 bells are produced each month.

The kindness does not stop there! Ben’s Bells Project takes educational workshops and curriculum out to businesses, schools, and other community organizations. The goal is to provide “Kind Colleagues” workshops where businesses and employees can learn about developing an increasingly positive work environment.

Ben’s Bells Project also provides K-12 teachers with monthly materials needed to practice intentional kindness through the free “Kind Campus” curriculum. Christy Brown thinks, “In today’s increasingly strained civility environment, a little kindness goes a long way!”

In the chaos and confusion during an evacuation of more than 300,000 British and Allied Forces from the shores of France in director Christopher Nolan's World War II film "Dunkirk", one soldier tells another, "Survival is not fair".

Indeed, with the shores of England so close, safety for the Allied Forces was still far from being achieved.

For those keen on history, you'll understand why the Battle of France, specifically the Battle of Dunkirk and Operation Dynamo, are such unique historical pieces. Forced into the option of surrendering or dying, the Allied Forces, having been surrounded by German Troops, where defeated.

However, neither surrender or complete destruction happened, as an evacuation from the beach saved many lives.

Film has a funny way of changing how one perceives historical events; the lens of cinema can paint new pictures and compose narratives in ways that alter the true significance of what happened in the past. Christopher Nolan, understanding of this concept, dramatizes "Dunkirk", looking at the state of the war through the fictionalized eyes of people on land, in the air, and on the water but keeping the time, dates, and events of the war intact. In doing this, Nolan has crafted an immersive experience, a war film that has all the technical aptitude the director has built his career upon but also the emotional quality associated with the aspect of a soldier's survival.

We are provided perspective through three different

DUNKIRK Dir: Christopher Nolan Starring: Fionn Whitehead, Mark Rylance, Tom Hardy, Kenneth Branagh, James D’Arcy, Cillian Murphy, Tom Glynn-Carney, Barry Keoghan, and Harry Styles Monte’s Rating: 5.00 out of 5.00 characters: a father (Mark Rylance) and son (Tom GlynnCarney) traveling across the water directly into threatening territory, a soldier on land (Fionn Whitehead) who narrowly escapes the enemy and tries by numerous means to board a ship to get off the beach, and a pilot (Tom Hardy) engaging in dog fights in an attempt to offer the soldiers some safe passage.

Nolan ingeniously interweaves these stories together, seamlessly and without recognition of specific time during the battle.

One might think this non-linear aspect of storytelling would be confusing or frustrating to keep up with; the director has already done this once with the film "Memento", but it effectively sustains an unsuspecting quality, which helps keep the tension building throughout the film and reinforcing the overwhelming nature of war in which violence and death can strike at any time.

There is very little dialogue in the film, aside from a few key moments that help in establishing the events and decisions during the historical aspects of the battle. What fills these silent moments are actions that bring the viewer further into the atmosphere of the film.

The photography is gorgeous and bleak, a wash of grey and blue with an impressive scope accommodated through wide angles but also through unique

camera perspectives like a cockpit view from a Spitfire combat plane or a tracking shot that follows two soldiers carrying a wounded soldier along the shoreline.

To assist the picture is a unique composition from frequent Nolan collaborator Hans Zimmer. With a mix of strong bass notes that never seems to stop rattling the walls of the theater, to building crescendos of atmospheric sounds that serve to heighten the stimulation overload, and even in one scene the matching of a ticking stopwatch with the music, it's unwieldy at times but also completely effective in making you more anxious about everything happen on the screen. It echoes the ominous nature of survival, especially when the enemy is on the verge of capturing or killing one another.

The performances are also a great attribution. Fionn Whitehead embodies the toil of survival, Cillian Murphy effectively displays the traumatic nature of war, and Tom Hardy tells an entire emotional arc with his eyes. Add Kenneth Branagh as a Commander who refuses to say "surrender" and Mark Rylance as a determined citizen dangerously doing his part to help his country, and the result is impressively composed.

"Dunkirk", at mere 106 minutes and without the overwhelming effect of violence that a R rating would establish, could be Christopher Nolan's best directed film.

It's a phenomenal survival film that has an exceptional technical quality and rousing unexpected heart. Nolan proves again why he is one of best directors to do the job.

NORTH VALLEY – Last week, The Foothills Focus published a story regarding the Daisy Mountain Fire District bond assessments. Due to an error, bond assessments were not collected during the 2016-17 tax year; last year’s assessments are expected to be collected in the 2017-18 tax year. For a $200,000 home, this means an assessment of about $98, instead of $50.

Both the Maricopa County Assessor’s Office and the Maricopa County Treasurer’s Office have responded to requests for comment since that story. The Foothills Focus previously incorrectly identified the Maricopa County Assessor’s

Office as the collector of assessments; the Maricopa County Treasurer’s Office collects assessments. Ryan Boyd, Public Information Officer for the County Assessor, noted that the assessor has no role in collecting taxes.

“The assessor can’t collect taxes,” Boyd said in a phone interview. “We put together the property values and make sure the property values are correct.”

The Maricopa County Treasurer’s Office responded to requests for comment on this issue, stating that, “There were no assessments submitted for the property tax levy for the 2016-17 fiscal year.”

required to submit a budget for their operations and any bond debt that is required for the fiscal year (see ARS 48-806). The budget was submitted for their operations, but nothing was submitted for their bond debt.”

Daisy Mountain Fire Department Fire Chief Mark Nichols said in a phone interview Tuesday morning that what wasn’t captured on either side was the rate of the bond assessment.

A line missing on a form seems to have led to the error of the assessments not being levied last year, likely due to the fire district bond process differing from other special districts’ processes. The fire district discovered the issue this year when going through the bond/levy bookkeeping and has since taken steps to ensure that it doesn’t happen again.

Chief Nichols noted that the involved parties are all moving forward to correct the issue in a collaborative effort.

Among the measures taken to keep the issue from happening again: Daisy Mountain Fire District has created a budget certification form that now includes the bond tax rate on the form and provided it to the appropriate departments.
