LIGHTS! CAMERA! ACTION! The Johannesburg Expo Centre (JEC) is adding film production to its arsenal of services with the launch of Studio Joburg - a fully-fledged film and television content hub. The result of a collaboration between the owners of the Expo Centre and a consortium of leading film practitioners, Studio Joburg will mean that Johannesburg has its very own Universal Studios in its backyard, the venue is the perfect location for all film needs. Eddie Mbalo, who joins Craig Newman (JEC CEO) and his team in this endeavour, is a film and television production expert with over 30 years’ experience in the industry. “South Africa has been a popular destination for the production of filmed content for the US and Europe for many years,” says Mbalo. “Since the creation of the Dti’s Location Film and Television Production Incentive, and the South African Film and Television Production and Co-Production Incentive, South Africa has become a desirable film location as well as a coproduction partner of choice.” The Expo Centre provides the perfect location for this new venture. “In addition to the sheer size of the venue, it’s extremely practical,” says Mbalo. “There is an adequate power supply with access to plug points all over the venue and a sufficient water and ablution supply. There are also halls that are ready to be used so production can begin immediately.” Studio Joburg, the venue is the perfect location for all film needs, will see facilities within the Expo Centre converted into a film-making hub, with additions made to include a film school, post-production facilities and office space. There are also plans in place to create an amusement park with studio tours, park rides and themed precincts. “Our vision is to create a place where families can spend the day together, eating in themed restaurants and seeing films being shot,” explains Mbalo. “The themed precincts will include recreations of London, Paris and New York, with major landmarks such as the Eiffel Tower, the Statue of Liberty and London’s Tower Bridge.” The studio will also be an important development for the people of Soweto and the surrounding areas in terms of job creation and skills development. “The film value chain consists of several support services that are crucial to the completion and success of each film project,” explains Newman. “These services include set building, painting, catering, wardrobe, design, and lighting to name a few. Each of these support services means several job opportunities for people in the area,” he concluded.

THE NATIONAL FILM AND VIDEO FOUNDATION (NFVF) The National Film and Video Foundation is the body mandated to grow the local film industry. They provide development, production funding, and marketing and distribution funding, capped at R1-million. The National Film & Video Foundation provides film and video-related funding in four broad categories: • Development Funding • Education & Training • Production Funding • Marketing & Distribution Development Funding: The NFVF considers development as any work undertaken to put an idea or concept into writing with an intention of creating a script including research undertaken in a documentary, a short or a feature film whether fiction or real life. The NFVF also provides financial support to the development of television concepts that can be formatted, sold globally and licensed for remake rights or for syndication. Education and Training Funding: In order to stimulate and advance skills development, meet the current needs of industry, and to ensure the industry’s future growth and competitiveness, the NFVF provides funding for national bursaries, international bursaries and grants to organisations that offer training and development programmes.

INDUSTRIAL DEVELOPMENT CORPORATION

Production Funding: One of the NFVF’s strategic objectives is to increase the number of South African films and previously disadvantaged individuals producing them. Production funding is given for feature films, short films and documentaries. In addition, the NFVF has set aside a R1-million grant each year for the purchase of archive material for feature-length and hour-long documentaries.

The IDC is a self-financing, state-owned national development finance institution, which plays a key role in financing South African films, especially co-productions. The IDC generally caps its investments at 49% of the overall budget. The IDC Media and Motion Pictures SBU is the driving force behind a sustainable South African film industry and will continue making a difference by helping South Africa filmmakers to turn their creative visions into a reality

Marketing and Distribution Funding The objective of the grant is to provide financial support to filmmakers and distributors to promote their product at film markets and festivals effectively. Productions with budgets of R2.5-million and above will receive support for Print & Advertising of posters and such small items excluding advertising print for larger posters.

Who should apply for finance? New or existing companies within the media and motion pictures sector that need funding of up to R1-million.

Who can apply? South African independent filmmakers and independent local distributors who have a complete film or TV product

DURBAN FILM OFFICE The city of Durban has found its shape in traces of India, Indonesia, Brazil, Zanzibar and Europe. Our colourful history is reflected in the profusion of Cape-Dutch, Indian, Victorian, Edwardian, Tudor, French Provincial, Neo-Gothic styles and Art Deco architecture. The landscape from the coast to the country is a gentle transformation from palm trees, beach cafĂŠs, steel and glass cities, to rolling hills, meandering countryside and dramatic mountain passes. The region presents miles of sandy beaches, rocky cliffs, blue water lagoons, and a myriad of rivers, lakes and imposing waterfalls, the most known of these, Howick Falls, the second-highest waterfall in the world.

CONSTITUTION HILL Constitution Hill is a well preserved National Heritage Site and living museum that tells the story of South Africa’s journey to democracy. It dates back to 1893, when the doors to the Old Fort first opened as a prison for white men and later, as a military fort. More sections were later also added to the site, including a section for black male prisoners, known as Number Four, a Women’s Jail and an Awaiting Trial Block. After South Africa became a democracy in 1994, a historic decision was taken to locate the nation’s highest court, the Constitutional Court, on the premises. Constitution Hill is a sought after premier film location offering rustic and authentic settings of over 100 year old buildings to capture choice and unique historical moments.

South African post production is in a really exciting phase right now with added international buy-in thanks to increased SA production capacity and DTI incentives. We’re seeing a lot of work come in, from the mundane (clean-ups and time-consuming rotoscoping) to the more creative (such as combining live action with computergenerated characters) and our SA teams are being shown to have world class skills.
