Palace congratulates president-elect Marcos, vice president-elect Sara

MANILA -- Malacañang on Wednesday extended congratulations to president-elect Ferdinand “Bongbong” Marcos Jr. and vice president-elect Inday Sara Duterte following their proclamation based on the canvassing of votes by contingents from Congress sitting as the National Board of Canvassers.

“We congratulate Mr. Ferdinand Romualdez Marcos Jr. and Ms. Inday Sara Duterte-Carpio on their electoral victory and for their proclamation as President-elect of the Philippines and Vice President-elect of the Philippines, respectively,” said acting presidential spokesperson and Communications Secretary Martin Andanar in a press statement.

Andanar said the Congress’ proclamation ceremony underscores “a showcase and beacon of democracy in this part of the world.

He reiterated his call for the public to support the newly proclaimed leaders.

“As both leaders are about to embark on the responsibilities and challenges of their respective offices, we reiterate our call for our people to stand behind our newly elected leaders,” he added.

Andanar also assured that the office of outgoing President Rodrigo Duterte will ensure a peaceful, orderly and smooth transfer of powers to Marcos and extend all the support and assistance to various transition activities.

Marcos, the presidential poll winner on Wednesday after he amassed over 31.6 million votes in the official tally. Sara, daughter of the outgoing President Duterte, was proclaimed vice president-elect with some 32.2 million votes.

The incoming administration brings together the two leading political dynasties of the Philippines. The proclamation ceremony took place at the Batasang Pambansa, in the presence of members of both the Senate and the House of Representatives.

In an interview following his proclamation as the 17th president of the country, Marcos said he felt “humbled”.

"I am humbled because for anyone in public service or in a public life, the most valuable thing you may receive

from a fellow citizen is their vote because embedded in that vote are their hopes and their aspirations for the future," he said.

Marcos will be inaugurated on June 30.

The Congress on Wednesday proclaimed former senator Ferdinand “Bongbong” Marcos Jr. as the country's new president and Davao City Mayor Sara Duterte as vice president following the fastest canvassing in the country's election history.

The House and Senate, acting as the National Board of Canvassers (NBOC), approved the joint canvassing committee report and adopted the accompanying resolution of both chambers on the proclamation of the duly elected winners in the May 9 presidential and vice presidential elections.

The joint congressional canvassing committee, confirmed that Marcos had won the presidency by a landslide 31,629,783 votes, or more than 16 million votes ahead of second placer presidential candidate Leni Robredo. Duterte, on the other hand, also overwhelmingly won the vice presidential race in the Congress’ official count with 32,208,417 votes, or a huge margin of 22 million over her closest rival, Senator Francis Pangilinan. OCEANSIDE, CA -- The Filipino American Cultural Organization (FACO) based in Oceanside, California, will hold its twenty first 21st annual Filipino Event on June 4th, 2022, in celebration of the 124th Philippine Independence Day (June 12, 1898). The theme of this year’s celebration is FACO’s Journey and Legacy of Resilience.

Why resilience and legacy?

Throughout the history of FACO, this spirit of resilience has guided the past and present leadership to face the challenges head on. No matter what the obstacles are, FACO is always highly focused on its mission and vision as stated in its By-Laws and that is to spread the cultural and historical heritage of their native land, the Philippines. This is achieved through the dynamic programs it has throughout the year. Among these is the highly and much awaited Filipino June Event. Central among these is to past down the cultural and historical heritage to the younger generation who would eventually be inspired to receive the mantle of leadership for the association.

Through thick and thin, FACO has undergone so many challenges through out the decades but still going strong no matter what the obstacles were. The forces behind these successes were the stewards of strong and dedicated leadership whose God-given talents has kept the association intact. Like other strong organizations, there are inner and outer forces that tried to dent the walls of FACO’s formidable castle, but like soldiers ready for battle, the leadership are alert, action-oriented, and ready for damage repair. That is resilience and that is legacy!

FACO’s spirit of resilience can be traced back to its very root, the event that started it all. Founded on September 9, 1976, three individuals namely Nelly Taguba and the late Jun and his brother Albert found the spark to start a social club in Oceanside, California that year. Their effort led to the very first Gala Event, word got around like wildfire and there is no stopping ever since. They planted the seed. Praying that the future generations will till the soil, fertilize it and water the plants under the watchful eye of God who gives rain, sunshine, and wind for its nourishment! They were not wrong. From Secretary oF the Navy Public aFFairS WASHINGTON – Secretary of the Navy (SECNAV) Carlos Del Toro announced recently that a future Arleigh Burke-class guidedmissile destroyer will be named USS Telesforo Trinidad (DDG 139). The future USS Telesforo Trinidad (DDG 139) will honor Fireman 2nd Class Telesforo De La Cruz Trinidad, the only Filipino in the U.S. Navy to be awarded the Medal of Honor.

“My first time learning about Petty Officer Trinidad’s story was as a midshipman at the Naval Academy and since being sworn in as Secretary, I have wanted to honor his heroic actions by naming a ship after him,” said Del Toro. “This ship and her future crew will be a critical piece in strengthening our maritime superiority while also emphasizing the rich culture and history of our naval heritage.”

Trinidad was born November 25, 1890, in Aklan Province, Panay, Philippine Islands. On January 21, 1915, Petty Officer Trinidad was serving aboard USS San Diego when the captain decided to conduct a four-hour full-speed and endurance trial to determine if the ship could

still maintain its officially rated flank speed. Following the trial, an obstructed tube in one of the ship’s boilers gave way, creating a chain reaction. Trinidad re-entered the closed space to the No. 2 boiler to save Fireman 2nd Class R. W. Daly. As he was carrying Daly through the No. 4 fireroom, an explosion of No. 3 boiler hit Trinidad, which burned him in the face. After seeing Daly to safety and despite his injuries, Trinidad then assisted in rescuing another injured shipmate from the No. 3 fireroom. For his bravery, the U.S. Navy awarded him the Medal of Honor.

“I am pleased to honor Trinidad’s life and legacy today – especially during Asian American Pacific Islander Heritage Month,” said Del Toro. “Having a ship named after such a significant figure highlights our diverse culture and that our people will always be our strategic advantage against any adversary.

I hope the naming of this ship is a beacon for not only Asian Americans and Pacific Islanders but for all our Sailors, Marines, and civilians who serve across the Department of the Navy. The service and sacrifice of these men and women have made our military and our nation stronger and better.”

This week, I’m sharing my recipe for tinola. It’s a soup that is delicious and nutritious. Tinola is great throughout the year, especially during cold and

flu season. Tinola is what I call comfort in a bowl…or mug. I’m salivating just thinking about it… Let’s go! #kayanatinto TINOLA

Ingredients

2 tsp. Canola (or Vegetable) Oil

3 Garlic Cloves, minced 1.5 in. Ginger, sliced ½ Cup Onion, sliced into rainbows

5 Chicken Thighs

1 bunch Celery Tops

1 Chili, whole 2 Chayotes, sliced into bitesized pieces *Papaya can be substituted for Chayote. (Zucchini and Potatoes are options as well.)

4 Cups of Spinach (Cabbage and Kale can be substituted.)

½ tsp. Ground Black Pepper

1.5 tsp. Patis (fish sauce)

6 Cups Water

1 tsp. Chicken Bouillon

**Adjust amount of pepper and salt products (patis, chicken bouillon) to your taste.

Directions 1. Add onions, garlic, and
ginger to warm oil. 2. When they become very aromatic (not brown), add your chicken.
3. Season with black pepper and patis.
4. When your chicken begins to become golden brown, flip them to the other side.
4 of your 6 cups of water. Gently stir and scrape the bottom of the pot to release any ingredients that may have stuck to the bottom. Then add your remaining 2 cups of water.
Cover and allow to come to a boil.
Add celery tops and chili. Cover and allow to return to a boil. 8. Add your bouillon and chayote (or, my fave, papaya!) 9. Once your chicken is fully cooked (Internal temperature of 165 degrees!), give your tinola a taste. If all is to your liking, add your spinach. Cover and turn off your heat. 10. 39 cases of hate crime vs. Pinoys reported in US

MANILA -- Some 39 incidents of hate crime targeting Filipinos have been reported in the United States, an official of the Department of Foreign Affairs (DFA) said Friday.

At a press conference, DFA Assistant Secretary for Migrant Workers' Affairs Paul Raymund Cortes said Philippine authorities are "very careful" in determining hate crimes from regular assaults. “Sa pakikipagpulong namin [Based on our meeting] with the Philippine Consulate General Consulate in New York, there are about 38 or 39 documented cases,” he said. Cortes did not mention the time period when these incidents occurred, but assaults on Filipinos have been recently reported in the US, among them the 67-year-old Filipino woman who was hit over 100 times in New York. According to him, an incident can only be considered as hate crime when the attacker mentioned the country or race of the victim during the confrontation.

SAN DIEGO, Calif. – For several years now and every time it comes around the corner, I have been writing about my Memorial Day perspectives and my appreciation for those who served in behalf of our nation, including my father Hilario “Larry” Reyes and how it took my own 24-years tour of duty in the United States Navy to really cherish the scope of what millions have done to protect our freedom.

I was surprised and humbled at the response my few thoughts generated; especially by fellow Veterans who served in the U.S. military including those going all the way back to World War II.

It’s become a tradition now for me to do this article to hopefully and appropriately pay tribute to all those great men and women who have served our country (and those that currently are).

I dedicate this column to them and to my dad, who I greatly miss even 30 years after his passing.

After my dad died, my appreciation for what he did grew as I spoke to other Veterans about their experiences. I was proud that at his gravesite burial he got a three rifle volleys salute and his coffin was wrapped in an American flag. When his casket was being lowered into the ground, and as “Taps” was being played - I respectfully gave a farewell hand salute as a tribute to him and his U.S. Navy Insular Force honorable service in World War II. Possibly thought of more as the unofficial start of summer, Memorial Day is a time of remembrance honoring those who gave their lives in service to this country.

While Memorial Day brings barbecues, sales and graduation parties, there are also parades, cemetery visits and poignant ceremonies for those who mark the day more traditionally.

Like many military veterans, Memorial Day is not abstract to me. It is personal; a moment when we

1. Renaming the Filipino Club of Oceanside to Filipino American Association of North County San Diego (FAANCSD)

2. Formally and officially recognized on January 17,1977, with the inclusion of the word “cultural” in its name, the first set officers headed by Dr. Rogelio Punzalan were selected and installed. The Constitution and By-Laws were ratified in April 1977, thus renaming to Filipino American Cultural Association of North County San Diego (FACANCSD).

3. The evolution of the logo was designed by former President Felix Saguing.

4. Chartered by the State of California in June 1979.

5. In early 1990’s, the association did a stage play in honor Dr. Jose Rizal, the Philippine national hero.

remember our friends and family. A day, as Oliver Wendell Holmes said, “Sacred to memories of love and grief and heroic youth.”

But first, let me digress for a moment here.

The Sergeant First Class Heath Robinson Honoring Our Promise to Address Comprehensive Toxics Act of 2022, known as the “PACT Act” is probably “the most inclusive toxic exposure package the Senate has ever delivered to veterans” in U.S. history, if I must say it. Among the priorities are broadened Department of Veterans Affairs (VA) health care eligibility, expanded presumptions to include hypertension related to burn pits, Agent Orange and other toxics and creating a framework for the establishment of future basis of service connection related to toxic exposure.

(FYI: The legislation also includes the name of Sergeant First Class Heath Robinson, an Ohio National Guard soldier who died in 2020 as result of service-connected toxic exposure.)

Following the report of a bipartisan deal by the Senate Veterans’ Affairs Committee leadership on the Honoring Our Pact Act, my fellow military veterans and I absolutely commends all those involved with the agreement. “Today’s announcement from Senators Tester and Moran is a strong show of good faith to the veteran community,” said Veterans of Foreign Wars (VFW) National Commander Matthew “Fritz” Mihelcic. The PACT Act (an acronym for Promise to Address Comprehensive Toxics) passed the House in March and is expected to be brought to the Senate floor in the coming weeks. If the amended bill passes the Senate, it will head back to the House for lawmakers to vote again. House leadership pledged to immediately take up the amended legislation and deliver the bill to the president’s desk for signature. “This is no time to ease up on our efforts to get the PACT Act passed in both houses of Congress. We will not rest until our nation’s promise to address toxic exposure is signed into law,” declared Milhelcic. The Toxic Exposure bill will provide much-needed relief to Veterans who were exposed to hazardous materials during their service. This Toxic Exposure Bill, which allows these Veterans to file disability claims for conditions that are now considered “presumptive” (supposedly linked to service) because of their exposure, is great news for the thousands of Veterans

Dubbed as the Golden Years, the beginning of the millennium up to the present brought forth major projects like the Annual Filipino Event, Website and Facebook page, Cultural Dance Group (CDG), Youth Development Program, Scholarship Program, Philippine Outreach Programs, Pageantries in all levels, HIYAS, Holiday Balls/Gala Events, and Partnership with the City of Oceanside.

7. In 2013, it was renamed as the Filipino American Cultural Association (FACO). The current leadership headed by Madame President Dori Harris has its own share of these challenges.

Among these are the global Covid-19 Pandemic, resignations, depletion of funds, and new projects. But again, through the Hands of God, guided by the spirit of resilience, with a new stamina to light the fire of vigor and encouragement, the association bounced back with new sets of projects to serve the community.

Among these are the Monthly Virtual Bingo, Restaurant Discount Fundraising Event, Partnership with Amazon, Various Grants received, Senior Program, Kabataan Sayaw Competition, Pasasalamat Awards, and the best of all hosting the Philippine Consulate Outreach Program.

Bayanihan (Bah Yah Knee Han) is a Filipino term that means to help, to have a helping hand to reach out in times of need. But before Bayanihan can occur, the spark of resilience must be lighted up. That’s what FACO had endured through out its history.

Hence, on June 4th, 2022, FACO’s Journey and Legacy of Resilience continues!

He urged Filipinos to put political divisiveness behind them and to support the newly proclaimed top leaders of the country.

“With the country reeling from the impact of a global pandemic and other major calamities and disasters, it was evident that the nation was divided as to what direction to take in order to move forward. But the majority has spoken. It is high time that we listen to their voice and uphold the outcome of our democratic process,” he said.

“Let us heal the wounds of political division, brace ourselves for the challenges ahead, and move forward as a strong and united Philippines. Let us be prepared to work harder for the nation and give our full support to the new leadership. Assessing his situation quickly and making strategic decisions according to the facts at hand and conditions on the ground upon diagnosis - Ed was equally resolute to fight this disease so he could spend as much time as possible with his beloved wife Shirley, watching their adorable children continue to settle into their own lives and providing day care for their grandkids to lovingly witness them growing up. Ed asked his family to keep his fight with mesothelioma a private matter since he didn’t want anybody to worry about him and agonize. Towards the end of last year (throughout the month of November) he started an immunotherapy regimen, the most advanced form of treatment available for mesothelioma with the promise to extend his life upwards of 18 additional months.

While Ed was undergoing therapy, the family would get together as frequently as possible in the midst of a global pandemic to share in each other’s company and warmth. They celebrated weekends, Thanksgiving, Christmas, New Year’s, multiple birthdays, big football events, Warriors’ games and both his wife’s and him’ 40th ruby wedding anniversary.

Notwithstanding, as February of this year came to close, the family’s worst fears were realized. Ed got sicker and his brood learned that the immunotherapy wasn’t able to help. The disease had progressed to Stage IV and no other treatment options were viable. Ed’s wish was to spend his remaining days at home with family. On the morning of last March 23rd Ed passed away peacefully with loved ones at his side.

Along with Shirley (Ed’s wife of more than four decades), he leaves behind a son (Christian) and two daughters (Kate and Chloe); Ed’s Mom (my first cousin, Ester who we all in the family fondly calls “Tia Esting” was a dedicated nurse in the San Francisco Bay Area and who died at the height of the COVID-19 pandemic) preceded Ed in death.

Ed’s Uncle Teddy (Ester’s younger brother) was a Navy Seabee who perished while serving his country in Vietnam; Teddy’s name is now inscribed on the wall of the Vietnam Veterans Memorial in Washington, D. C. at Panel W15, Line 63. Ed’s Aunt Evelyn made history as the first Filipina elected to the City of Milpitas Council in Santa Clara County, California, in Silicon Valley.

Truly a military family, as in point of fact, Ed’s surviving only brother Willie served in the U.S. Air Force. Ed’s final wish was to be cremated without a public viewing. In lieu, the family had a memorial service and mass celebrating his life. At a future date Ed’s remains will be interned at a cemetery.

For the promise that America is, no doubt about it Ed was a good Marine and to his last breath remained true to their motto of Semper Fidelis – “Always Faithful.”

He will be sorely missed.

On this Memorial Day of 2022 – and really, every chance we get –we should reflect on how fortunate and blessed we all are because we’re standing on the shoulders of great Americans who went before us, many of whom went to strange lands as mere teenagers and never came back to the luxuries and comfort in life that we often take for granted.

Thanks, Pa, and the millions like you who endured nightmarish experiences so my family and I don’t have to.

And to my Cousin Ed – May you find rest at last and know that those left behind cherish your spirit, honor your commitment, send their love and will never forget your sacrifice

I would also encourage everyone to take a moment to recognize those still wearing the uniform, thanking them for their service and for protecting our democracy and way of life. We owe them a tremendous debt of gratitude for their dedication to duty, courage in commitment, and steadfast vigilance in ensuring the United States and our allies remain forever free. Bilateral consultation on SCS among Duterte admin’s legacies

MANILA -- The establishment of the bilateral consultation mechanism (BCM) on the South China Sea (SCS) is among the Duterte administration's legacies, a Filipino security and Chinese studies expert said Wednesday.

Rommel Banlaoi, president of the Philippine Association for Chinese Studies (PACS), said the BCM has allowed the two nations to deepen mutual trust and served as a platform to reduce misunderstanding on issues concerning the SCS.

"Through the BCM, the Philippines and China are now seriously involved in a series of peaceful dialogues and frank consultations to seriously promote functional cooperation, manage security risks, and decisively avoid military conflicts despite the persistent national differences in the South China Sea," he said in a virtual forum organized by the Global Governance Institution. The BCM was created in 2016 following the state visit of President Rodrigo Roa Duterte to China, with the inaugural meeting held in 2017.

Under the same mechanism, China and the Philippines were able to establish the Working Group on Political Security,

Fisheries Cooperation, and Working Group on Marine Scientific Research and Marine Environmental protection.

Banlaoi said the two nations were also able to discuss ways to expand exchanges on maritime search and rescue and joint development.

"Recent incidences, if not handled amicably by both parties as a result of unilateral action on the ground, can destroy overnight all their efforts to strengthen their bilateral ties needed for actual cooperation to occur," he said.

"It's really important to really avoid provocative unilateral actions by all parties in order to sustain the gains of bilateral maritime cooperation," he added.

He added that the "relative calm" brought about by the BCM has "contributed to the fruitful negotiations" on the Code of Conduct and the implementation of the Declaration of Conduct (DOC) on the South China Sea.

While the application of DOC is "very slow", Banlaoi said this is still a welcome development showing "things are moving between the two countries in terms of maritime cooperation".

To sustain these gains, Banlaoi said the next administration must continue to open all channels

of communication and advance mutual respect, among others. 'Not a pivot'

In the same forum, he clarified that what the Duterte administration did in pursuing friendlier relations with Beijing was not a "pivot" to the country.

He explained that China, in the first place, was not the central point where Philippine foreign relations swing around.

Economically, Manila has "greater cooperation" with Japan and South Korea than China. It also has much closer defense and security ties with the United States and a growing partnership with Australia, Japan, and South Korea, he added.

"The Philippines also explored strategic cooperation with India, Russia, Israel, France, Germany, the United Kingdom, and the like, so there was no pivot. Duterte was diversifying his foreign policy strategy in order to promote independent foreign policy," he said.

Still, Banlaoi said Manila's friendly relations with Beijing over the past six years was "one of the innovative and pragmatic approaches to overcome difficult issues" with China, including on matters concerning the SCS. (MNS)

Duterte receives credentials of 4 envoys

MANILA -- President Rodrigo

Roa Duterte on Wednesday received the credentials of four new diplomats assigned in the Philippines and expressed their intention to improve bilateral ties between their respective countries.

Duterte received the credentials of ambassadors from the Kingdom of Cambodia, Republic of Indonesia, Argentine Republic, and the Hellenic Republic in a ceremony at Malacañan Palace in Manila.

In his speech upon receiving the credentials of Cambodian Ambassador to the Philippines Phan Peuv, Duterte said the envoy will begin his tour of duty on a “promising note” as the Philippines and Cambodia commemorate 65 years of diplomatic relations.

He expressed hope that high-level exchanges between their countries continue and chart the future course of their growing engagement beyond his term. “Cambodia can count on the Philippines’ continued support and cooperation on its Asean Chairmanship this year. The Philippines remains committed to strengthening its relations with all its partners in the region,” he said.

He also congratulated Cambodia on its successful chairmanship of the Asia–Europe Meeting (ASEM) last year.

Peuv, for his part, hoped to further strengthen PhilippineCambodian relations and bring their people and nation closer.

Speaking to Indonesian Ambassador to the Philippines

Agus Widjojo, Duterte described Indonesia as among the country’s

closest friends and regional partners. “Our shared commitment to peace in our region and the development of our peoples have made us natural allies,” Duterte said.

He told Widjojo that he has utmost esteem for Indonesian President Joko Widodo and is pleased to have witnessed the strengthening of Philippine-Indonesian cooperation despite the challenges.

“The Philippines look forward to a more bilateral engagement with Indonesia as we advance our shared interest in the promotion of security in our region and work towards post-pandemic recovery,” he said. Widjojo vowed to continue to cooperate in strengthening and expanding economic cooperation through close coordination between the two countries with bilateral and regional mechanisms in various fields.

During the presentation of credentials of Argentine Ambassador to the Philippines Ricardo Luis Bocalandro, Duterte told him that his arrival comes at an “auspicious time” when their countries will celebrate the 75th anniversary of their diplomatic relations.

He said the Philippines looks forward to increasing cooperation with Argentina within the framework of the PhilippineArgentina Agreement on Technical Cooperation.

“We look forward to enhancing cooperation in the regional and multilateral fronts,” he said.

Duterte also expressed gratitude

to the Argentine government for the good treatment of Filipinos working and residing in Argentina.

Bocalandro promised to continue improving Philippine-Argentine relations and the development that has existed between the two nations.

When Duterte received the credentials of Greek Ambassador to the Philippines Ioannis Pediotis, he cited how the Philippines and Greece are set to mark the 72nd anniversary of the establishment of their diplomatic ties this year.

“Let us further deepen bilateral engagement for the mutual benefit of our two peoples,” he said.

Duterte also thanked Greece for

the hospitality extended to Filipinos living in Greece and their continued support to the Filipino seafarers. He likewise congratulated the Greek government for successfully hosting the first Defense Exhibition in Athens in July 2021 and looked forward to developing in its defense cooperation with Greece.

Pediotis expressed hope that she will be able to promote a “more advanced bilateral cooperation during her tour of duty.”

Marcos Jr.'s budget for 2023 set at record P5.268 trillion

MANILA -- The full-year budget that the incoming administration of Ferdinand "Bongbong" Marcos Jr. will have to spend in 2023 has been set at P5.268 trillion.

Department of Budget and Management (DBM) officer-incharge Tina Rose Marie Canda announced the proposed national budget on Tuesday at a virtual press briefing following the 181st meeting of the inter-agency Development Budget Coordination Committee (DBCC) composed of the country's economic managers.

The proposed budget next year is equivalent to 22.1% of the country’s gross domestic product, according to Canda, who read the DBCC’s joint statement.

The budget ceiling approved by the economic managers is higher than the P5.242-trillion pegged by the economic team in December 2021.

The DBCC is composed of the secretaries of Socioeconomic Planning, Finance (DOF), Budget and Management (DBM) as well as the governor of the Bangko Sentral ng Pilipinas (BSP).

The economic team, according to Canda, set the cap P5.268-trillion cap for 2023 national budget due to higher projected revenue collections next year.

“As economic activity is expected to continuously pick up over the medium-term, revenue projections were revised upward to P3.633 trillion (15.3% of GDP) for 2023…,” the DBM chief said.

Likewise, the economic managers pegged next year’s disbursements to reach P5.086 trillion or 21.3% of GDP. The DBCC also maintained its target fiscal deficit at 6.1% of the economy for 2023, according to the DBM chief.

Canda said the incoming administration of presumptive president Ferdinand Marcos Jr. has to stick to the P5.268-trillion budget ceiling “for prudent fiscal management.”

“It may be tight but we have live within that level if we want to be respected in the international financial community,” the DBM chief, who also chairs the DBCC, said.

“However, we can tweak within the budget. The cap is not set in stone, the composition can actually change.

If we want to be true to our word of having good fiscal management we will stick to that level,” Canda said.

Marcos Jr., on Monday, said he is looking at the national budget for 2023 to fund any economic stimulus measure amid the still ongoing COVID-19 pandemic as there was little to work with under the present budget.

The DBM chief also agreed that the next administration does not have “much leeway in so far as the budget is concerned as it has actually been comprehensibly released to the departments and agencies of the national government.”

“At this point, the DBM has already released P4.3 trillion of the budget. This is equivalent to 85% of the total programmed appropriations,” Canda said.

Nonetheless, the DBM chief said that the DBCC remains strongly committed to exercise prudent macroeconomic and fiscal management in prioritizing

expenditures that translate to the betterment of micro communities in the country.

“This is reflected in the direction of the FY 2023 expenditure that prioritizes health, disaster risk management, social security, digital economy, local government support, and growth-inducing expenditures such as crucial and shovel-ready infrastructure projects. All these will bring us closer to achieving the United Nations’ Sustainable Development Goals (SDGs),” Canda said.

“As we transition to a new administration, we are confident that the country will not see an end to the enactment of more gamechanging reforms. The DBCC stands ready to work closely with the economic managers of the incoming administration to achieve more sustainable and inclusive growth for the Filipino people,” she said.

Radio commentator and proDuterte blogger Trixie CruzAngeles has been tapped to head the Presidential Communications Operations Office (PCOO), the camp of incoming President Ferdinand "Bongbong" Marcos Jr. said on Wednesday.

"The primary task of CruzAngeles is to oversee the operations of the PCOO, which includes the conduct of regular press briefings to media practitioners covering Malacanang activities," according to a statement issued by Marcos' spokesman Vic Rodriguez.

Cruz-Angeles, who was a social media strategist at the PCOO from July 2017 to 2018 during the administration of President Rodrigo Duterte, has accepted the offer to become Press Secretary, the statement added.

In the early 2000s, Cruz-Angeles worked with several agencies involved in heritage and cultural conservation.

She also worked as a spokesperson of the Integrated Bar of the Philippines (IBP), and a legal counsel for individuals involved in controversial cases.

Among the clients she represented are expelled Iglesia Ni Cristo (INC) minister Lowell Menorca II and former fugitive-turned-Customs Commissioner Nicanor Faeldon.

In 2016, the Supreme Court suspended Cruz-Angeles from practicing law for 3 years. The high court said she and fellow lawyer Wylie Paler violated passages in the lawyer's code of conduct against dishonest practices, neglect of legal matters entrusted to them, and accountability for a client’s money.

She has since become a radio show host and a prominent blogger supportive of the administration of President Rodrigo Duterte. Under the law, the PCOO is mandated to develop guidelines to ensure the dissemination of information about the government's programs and activities.

Ople to prioritize pandemic assistance, improve system for OFWs

Incoming Migrant Workers chief Susan “Toots” Ople on Wednesday said she would first work on figuring out what possible assistance can be given to overseas Filipino workers in light of the COVID-19 pandemic.

Ople noted that cases of COVID-19 as well as monkeypox infections are rising in some areas abroad.

“Ang uunahin ko 'yung parang panoramic view kung ano ba talaga ang kalagayan ng mga OFWs natin sa panahon ng pandemya, anong uri ng saklolo ang kailangan nila,” she said.

She added that the Department of Migrant Workers under her leadership will fix the system for OFWs such as the difficulty in obtaining Overseas Employment Certificate and issues with the One Health Pass.

“Magkakaroon kami ng systems review. Magkakaroon din kami ng performance audit para 'yung mga tamang tao nasa tamang lugar,” she said.

Ople, a long-time advocate of migrant workers’ rights, accepted the offer to lead the newly created department under the administration of presumptive President Ferdinand “Bongbong” Marcos Jr. She established the nongovernment organization Blas Ople Policy Center (BOPC) that assists OFWs. It was named after her father, the late Senate President and Foreign Affairs Secretary Blas Ople.

DBM urged to tap unused funds to support BBM stimulus program

A House leader on Wednesday said the Department of Budget and Management can help identify any unused appropriations or possible savings to support the proposed stimulus measure, dubbed "Bayan Bangon Muli", of the incoming administration of President-elect Ferdinand “Bongbong” Marcos Jr.

Deputy Speaker Isidro Ungab said there is a slim chance of using the current budget or the 2022 budget to support the proposed stimulus, adding that it might be impossible now for the Treasurer of the Philippines to certify new sources of fund or revenue.

Ungab stressed that it would be prudent and best to wait for the economic roadmap of the incoming administration, as formulated by the National Economic and Development Authority (NEDA), through its new Secretary.

Philippine Competition Commission (PCC) chairperson Arsenio Balisacan confirmed that he has accepted the position as socioeconomic planning chief of the incoming administration.

“This roadmap may take into consideration the proposed stimulus package, so that the necessary funding will already be included in the investment-led expenditure,” Ungab said.

Ungab stressed that the most important action that needs to be promptly done is the preparation and updating of the Medium-Term Philippine Development Plan for 2023 – 2028, since it will become the basis of budgeting the expenditures in the coming months and years of the BBM administration.

He said Marcos' plan to work closely with the incoming 19th Congress for the immediate passage of the 2023 national budget clearly shows his earnest support for economic recovery and sends a strong signal that the new administration is firmly determined to rebuild the country’s economy.

Face-to-face classes to push economic growth to full potential -NEDA's Chua

He said the better-than-expected 8.3 percent gross domestic product (GDP) growth in the first quarter could have been higher if more faceto-face classes had been implemented. At least 50 percent of the population is below 24 years old and 40 percent are below 21 years old, he said, and keeping them at home means restricting economic activity while also decreasing the learning efficiency.

"In other words, 40 percent of the economy, or the population are in school, and that is a big driver of economic activity. If you keep them at home, even if they are learning at home, it does not give them the best learning experience,"

"In the US it is only half as good yung online learning. If there is no physical learning, then all the establishments around the school, the dorms, the cafeteria, lahat sila walang activity. That is why our economic growth is not yet reaching its original potential. So marami talagang benefits," Chua said.

The implementation of education rules will rest on the incoming Department of Education Secretary, Chua said.

Presumptive president Ferdinand Bongbong Marcos Jr earlier announced he chose vice presidential frontrunner Sara Duterte to head the Deped. The pilot face-to-face classes have so far been a "huge success," Chua said, adding that it could be replicated.

Chua also said the lowering of mobility restrictions would boost economic activities. Currently, about 20 percent of the country is still under Alert Level 2 due to low vaccination levels.

The Department of Education (DepEd) is grateful for the move of the Department of Budget and Management (DBM) to increase the budget for the Senior High School Voucher Program (SHS VP) and the Educational Service Contracting (ESC).

In a statement, the DepEd said the budget hike would further improve learners’ access to quality education.

“DepEd expresses its gratitude to the DBM and the national government for their unwavering support of the voucher programs under Government Assistance and Subsidies (GAS). The Department affirms its commitment to continuously implement its voucher program efficiently and effectively,” the department said.

The DepEd noted that the SHS VP has been granted a PHP39.33billion budget, out of the approved PHP626.18 billion Tier 1 Level to the DepEd, under the “Budget Call for the Fiscal Year 2023.” This will cover over 1.132 million voucher program beneficiaries nationwide.

Keeping romance alive

I am currently reading a book entitled, “Busy Couple’s Guide to Everyday Romance”, given by the author herself, Editha Rodriguez, with the following dedication, “Dearest Tia Auring and Tio Peter, May you always believe in the magic of love, for love is all there is. I adore and cherish you both, Edith.” Since this issue ushers in the month of LOVE, I thought I would share some of the content of this book to my readers, to keep the spark of romance alive in your lives.

“Is your jam-packed schedule getting in the way of romancing your partner? Romance doesn’t ever have to take a backseat to work, kids, chores or any of the other constant demands of your multi-tasking life. The mose important person in your world deserves to feel loved, cherished, and appreciated, right now and always. And you deserve the same! According to Editha, it doesn’t require a lot of time, money and energy to make each other feel special every day. Her book brings you the romantic wisdom of busy couples just like you – living their own happily-ever-after-romances. They reveal their secret to keeping intimately attuned to what makes each other joyful and committed to creating an environment of trust, devotion and respect.

With the constant stream of demands on your time – work, kids, career, extended family –romance hardly makes it to the top of your daily priority list, if at all. From multi-tasking to synchronizing to overwhelming, sometimes you ‘re just plain exhausted, period. You want to spend more time witheach other, but there are only twentyfour hours in a day. Something has to give. In your case, it’s romance.

So you postpone romances until: Friday or Saturday night; your anniversary, Valentine’s Day, or your birthdays; you find a babysitter; the out-of-town guests leave; you return home from a business trip; the house renovation is completed; you finish that big project at work; or things settle down.

I have good news for you busy lovebirds. Romance doesn’t have to take a backseat , ever. As long as you have the desire and intention to deepen your emotional connection with your beloved, you can make romance happen every day. No schedule, no task, no obligation get in the way. Make romance a priority!

Why?

Imagine the last time you were cherished by your partner. Go ahead. Close your eyes. Was it that moment when he wrapped his arms around you when you came home after a brutal day at work, and he held you long enough until you felt you were in the safest place in the world. Or was it when she skipped a critical business meeting so she could take care of you as you burned up with the flu?

Cherished. Valued. Appreciated. These feelings of well-being spill over to other areas of life. Because of these good

feelings, you’re a better parent, a better friend, a better neighbor, a better boss, a better employee –on the whole a better person. And because you are a better person, your creativity is limitless –inspired by the affection you give and receive. You are less frustrated over things you can’t control.

If you have the feeling that you are loved and treasured by your partner every day, your emotional connection with your partner remains strong even when you are physically apart. Because you feel appreciated, you don’t feel resentful, trapped or taken for granted when faced with circumstances that come short of your expectation. You have confidence that you will grow old together – happily. You take care of yourself better, for each other. Your relationship is constantly renewed, not only as husband and wife, but also as best friends. You banish monotony from your marriage. And you set a good example of a loving, enduring relationship for your children.

Faith should never be dependent on results

That evening after sunset the people brought to Jesus all the sick and demon possessed ... and Jesus healed many who had various diseases. (Mark 1:32 & 34a)

This sentence tucked in Mark is easy to overlook. Perhaps I saw it because I'd just helped prepare and serve a dinner to the families whose children were in the hospital. In the span of an hour I saw a mother who had lost her baby and another whose child had been miraculously brought back to life after over an hour of CPR. Both were believers.

This passage states all were brought to Jesus and many were healed. Not all, but many. Why? Were some more worthy than others? Did some not have enough faith? Were there unconfessed sins that blocked the healing power? Many who have had a loved one suffer and have not had their prayers of healing answered have asked similar questions. They are tough questions, but never let them be faith-destroying ones.

Today is the seventh Sunday after Easter. In many Catholic Churches the feast of the Ascension of our Lord into heaven is celebrated on this Sunday. In others, the feast is celebrated forty days after Easter Sunday, which should have been last Thursday. Many bishops in the world have requested the Vatican to celebrate this feast on a Sunday so that many people would be able to participate actively in the Eucharist and be able to rejoice as well as understand the meaning of the feast of the Ascension of Our Lord and its significance for every Christian as follower of Jesus in the world. This feast happens on a Sunday prior to the feast of the Descent of the Holy Spirit upon the twelve apostles, some disciples and the Blessed Virgin Mary.

First, what is the meaning of this feast? Today’s feast reaffirms our faith that Jesus is from heaven and he returns to heaven to be with His Father and the Holy Spirit and his disciples do the work that he started on earth. Truly, this feast makes us aware that Jesus indeed has fulfilled his mission in becoming a man, namely to do the will of his Father so that man may know how much God loves man in spite of his sinfulness and abject infidelities to the covenant relationship he has made with God even in the Old Testament and now in the new reign of the Church of the New Covenant through baptism. He now returns to his true nature as the God whose reign on earth should be manifested and continued,

while he is in glorious throne, the men and women who have freely chosen to follow him and be his disciples. “As the Father has sent me, so now I send you into the world.” These were among the final words that he mentioned in one of his appearances to his disciples after his resurrection. “But you will receive power when the Holy Spirit comes upon you, and you will be my witnesses in Jerusalem, throughout Judea and Samaria, and to the ends of the earth.” For this reason in the first reading we hear the the two angels telling the disciples who were intently looking at the sky as (Jesus) was ascending, “why are you standing there looking at the sky? This Jesus who has been taken up from you into heaven will return in the same way as you have seen him going into heaven.”

Second, this feast makes us aware that being left behind in the world, the disciples have an important task that Jesus had given them as a mission. He mentioned in the gospel reading today that “you are

witnesses of these things.” What are the disciples witnesses of? How should the disciples be witnesses? As witnesses, the disciples are expected to outwardly manifest their faith that indeed Jesus Christ has come into the world to save man from the slavery of sin and lead him into his final destiny of being in communion with God the Father, the Son and the Holy Spirit in his Kingdom of love and peace. Such outward manifestation demands a thorough and intimate knowledge of the person of Jesus whom the disciples should have personally encountered in his life so that he could proclaim with courage and conviction the truth the Jesus has proclaimed that “He is the Way, the Truth, and the Life.” This testimony could be more persuasive in the midst of the current indifference and apathy of so many people in the world today who are so influenced by both materialism and culture of relativism when the witness himself practices the “new commandment of love” that Jesus left his disciples to do, namely, “love one another as I love you.” Today as we celebrate the Ascension of Jesus into heaven and accept the task of being “witnesses” to Jesus in a world that truly and urgently expect and await for authentic witnesses, let us pray for the grace that would strengthen us in our faith, enliven our lives and encourage us to go out to the whole world and truly bring the message of salvation with courage, with conviction and with love.

Faith should never be dependent on results. We cannot see the future or the mind of God.

Faith tells us that, no matter what, our Lord is always in us and beside us to give us comfort, strength and peace. In the Epistles, Paul, Peter and others never prayed to be out of their situations. Instead, they prayed for God to see them through it. And He was faithful to do so. He still is. Healing is not always in the physical realm. This temporal home and body only lasts in a blink of an eye in comparison to the eternity of no sorrow and pain that awaits the believer.

Garcia said the Comelec, sitting as National Board of Canvassers (NBOC) for senators and partylists, is prevented from proclaiming groups facing petitions for cancellation of their registration.

"Alam naman natin na noong nakaraan, basta ang disqualification petition ay against sa mismong party-list, hindi tayo nag-iissue ng certificate of proclamation. Pero kung ang disqualification ay patungkol lang sa nominees, ay nagiisue tayo pabor sa party pero hindi sa nominee," Garcia said. Garcia later insisted that partylists groups facing cancellation cases would not be proclaimed.

The proclamation of partylist groups is set on Thursday, 4 p.m. at the Philippine International Convention Center.

"We will not let this trumpedup disqualification case be made as basis to deny Filipino women genuine representation in Congress," Gabriela added in a statement.

Gabriela and Kabataan were accused by the controversial National Task Force to End Local Communist Armed Conflict's (NTFELCAC) of being linked to the communist movement. NTF-ELCAC sought the cancellation of the 2 groups' registration before the Comelec. Kabataan had dubbed this as a "plain and brazen red tagging" and an "illegal act" of silencing opposition to the government, while Gabriela said it was a "sinister move to disenfranchise millions of Filipino women."
