For the past seven years, I have been a caretaker of my beloved wife Sally, who is afflicted with the dreaded Alzheimer’s Disease. Alzheimer’s Disease is a specific type of dementia characterized by progressive memory loss and cognitive decline. Unfortunately, there is yet no known cure for Alzheimer’s Disease.

DENR: All illegal structures in Chocolate Hills must be removed

MANILA -- Environment

Secretary Antonia Yulo-Loyzaga said Friday all illegal structures built in the iconic Chocolate Hills in Bohol, which has been declared a protected area, must be removed. Loyzaga said this in an interview over a radio program after an aerial inspection she conducted with Department of the Interior and Local Government (DILG) Secretary Benhur Abalos.

She said that aside from the Captain’s Peak Garden and Resort, which has gone viral on social media and received negative comments from netizens, they discovered similar structures illegally built within the protected area.

“Sa palagay ko, sa nakita ko, yes po, kailangan, ito yung ginagawa namin ngayon, ang tawag namin ay mitigation approach sa mga gawaing ganito (From what I saw, I think, yes, we need to do it. This is what we are doing right now We call this the mitigation approach on activities like these),” Loyzaga said when asked if these structures should be demolished.

“The first one is talagang i-avoid, kailangan nating ma-avoid itong disturbance. Kung hindi man maavoid, ma-minimize man, kung hindi ma-minimize kailangan i-remedyo, remedyuhin, kung hindi maremedyo kailangan magbayad, ang tawag natin, offset or compensation sa ginawa (The first step is we need to avoid this disturbance, if not, we have to minimize. If this could not be done, we have to remedy or correct, and if still not, they have to pay. We call this offset or compensation for what they have done),” she said. Loyzaga said the Department of Environment and Natural Resources (DENR) is in close coordination with Abalos and with Department of Tourism (DOT) Secretary Christina Frasco on measures to be done to keep the area protected.

In a joint statement issued by the DENR, DILG, and DOT signed by Loyzaga, Abalos, and Frasco, the three officials said the recent issue in Bohol underscored the importance of responsible development in protected areas.

It said harnessing the economic benefits of the country’s natural resources must be done responsibly and the integrity of these protected areas for future generations must always be maintained.

“The preservation of our natural heritage is paramount,” the statement read.

Illegal structures

Meanwhile, Loyzaga said during the inspection, they saw several other resorts that tore portions of the hills so they could build their structures. “Ang daming mga similar na resorts na nakita namin. Meron pa yung isa, itong Sagbayan Peak, tinapyas yung pinaka tuktok ng Chocolate hill upang mailagay ang isang konkreto na plataporma, yun, inaalam namin lahat yan ngayon (We saw similar resorts. There is one, the Sagbayan Peak, (they) demolished the peak of the Chocolate Hill so they could build a concrete platform on top. We are now investigating all of them),” she said.

Proclamation No. 1037 issued by the late President Fidel V. Ramos on July 1, 1997, declared the Chocolate Hills as a protected area.

The United Nations Educational, Scientific and Cultural Organization (UNESCO) also declared Chocolate

Hills as a world heritage site.

These hills, located in the towns of Carmen, Batuan, and Sagbayan in Bohol, consist of 1,776 mounds of the same general shape, which, according to Loyzaga, should not be touched.

SC to remove judges’ power to conduct preliminary probe — DOJ official

The Supreme Court is set to remove the power of court judges to conduct a preliminary investigation or review the findings of the Department of Justice (DOJ) on whether there is sufficient ground that a crime has been committed, an official said Monday.

During the launch of the Dagupan City Justice Zone, Justice Undersecretary Raul Vasquez said the Supreme Court is set to amend Rule 112 of the Rules of Court by removing preliminary investigation, which means that the court will immediately hold a trial following the filing of an information.

“Ah, mapapabilis dahil 'yan ay wala na 'yung tinatawag na motion for judicial determination of probable cause... Pagkatapos ng preliminary investigation, trial na,” Vasquez said in an ambush interview. “Hindi mo na pwede ibalik pa ‘yan para i-determine na kung meron bang ebidensya na isampa ‘yung kaso. Kasi 'yung pagsampa at hindi pagsampa ng kaso ay katungkulan na eklusibo at nakalaan na lamang 'yan sa Department of Justice (DOJ),” he added.

Under the rule, officers who are authorized to conduct preliminary investigation include judges of municipal trial courts and municipal circuit trial courts.

“Hereafter, and true to its purely executive character, preliminary investigation will be the sole and exclusive domain of the DOJ,” Vasquez said.

Aside from this, the DOJ official said they are also looking into the possibility of releasing persons deprived of liberty (PDLs) through medical parole.

He said the agency will form a technical working group composed of representatives from the DOJ, the Department of Health, and other non-governmental organizations.

“May mga instances kasi na hindi pa sila entitled sa executive clemency pero kung ang isang akusado, for example, 'yung isang PDL ay sobra na yung sakit niya, may nakalagay na taning sa buhay niya o 'yung sakit niya ay nakakarimarin at kailangan siya alisin at ilagay sa ospital,” he said.

The event was for the launch of the Dagupan City Justice Zone by the Justice Sector Coordinating Council (JSCC) composed of the SC, the DOJ, and the Department of the Interior and Local Government (DILG).

This is the 13th justice zone to be established in the country with other zones in Quezon City, Cebu, Davao, Angeles, Bacolod, Naga, Calamba, Balanga, Baguio, Zamboanga, Tagaytay, and Puerto Princesa.

In attendance were Vasquez, Chief Justice Alexander Gesmundo and other SC justices, and DILG Undersecretary Lord Villanueva.

SC allows UNSR Khan to intervene in Ressa case

The Supreme Court (SC) has ruled to allow United Nations Special Rapporteur on Freedom of Expression Irene Khan to file a

pleading as an “amicus curiae” or "friend of the court" in the cyberlibel case of online publisher Maria Ressa.

The Court of Appeals (CA) affirmed in 2022 a Manila regional trial court decision against Ressa and her former researcher, Reynaldo Santos Jr., sentencing them to up to six years imprisonment over a cyberlibel complaint by businessman Wilfredo Keng.

Keng sued Ressa for a 2012 article in her online news outfit that alleged he lent a sports utility vehicle to the late former chief justice Renato Corona.

Khan said the anti-cybercrime law “fails to adequately protect the right to freedom of expression under Article 19 of the International Covenant on Civil and Political Rights.”

She said it “limits the ability of journalists to expose, document, and address issues of important public interest, thereby violating the right to receive and impart information.”

“In particular, the Cybercrime Prevention Act raises serious concerns that it limits the ability of journalists to expose, document and address issues of important public interest, thereby violating the right to receive and impart information,” Khan said.

The SC also allowed the filing of a brief, “by way of special appearance” for Ressa, by the International Bar Association’s Human Rights Institute through lawyer Maria Cristina Yambot.

Also pending before the SC and CA are cases appealing the conviction of Ressa and an order for the closure of her online news outfit.

DMW to assist overstaying OFWs in Kuwait avail of amnesty program

The Department of Migrant Workers (DMW) has assured overstaying overseas Filipino workers who wish to avail of the Kuwaiti government’s amnesty program that the Philippine government is ready to assist them.

In a news release on Tuesday, the DMW said that its Migrant Workers Office (MWO) in Kuwait is ready to provide information on the process and steps to be followed to avail of the amnesty, including securing new passports at the Philippine embassy in case they are expired.

Overstaying Filipinos without a valid passport but who intend to apply or regularize their stay in Kuwait will need to apply for a new passport during the three-month amnesty period from March 17 to June 17.

DMW will also help in the repatriation of overstaying OFWs who will choose to return home.

“As of March 24, 2024, MWOKuwait provided advice to around 500 OFWs regarding their queries on Kuwait’s amnesty program,” the release read.

On March 14, the Kuwait Interior Ministry announced the three-month amnesty period for foreigners with residency violations, specifically those whose civil identification cards have expired or been canceled.

Under the amnesty, foreigners who illegally stay in Kuwait, including their family members, but wish to continue their residency may adjust their immigration status provided they pay for overstaying fines and comply with other

VP Sara advises teacher in viral scolding video to pause if angry

MANIL -- Vice President and Education Secretary Sara Duterte

Thursday said no penalty shall be imposed against the teacher who went viral for scolding learners live on the video-sharing platform TikTok.

In an ambush interview on the sidelines of engagements in Cambodia as president of the Southeast Asian Ministers of Education Organization (SEAMEO), Duterte said she has already read the explanatory statement of the involved teacher.

Duterte added that it is normal for individuals to reach tipping point.

Duterte, meanwhile, assured that interventions are in place in case a need arises for involved learners.

"Mayroon naman tayong psychosocial support para sa ating mga (We have psychosocial support for our) teachers. We have teachers that are trained for stress debriefing," she said.

To date, a public school teacher handles an average 25 to 45 learners per class, some 55, Duterte said.

Teachers' training Meanwhile, Duterte said the DepEd may adopt Cambodia's strategy for the capacity and skills improvement of teachers.

She also lauded Cambodia's efforts in advancing strategies to realize the 2030 United Nations Sustainable Development Goals, particularly in ensuring access to quality education.

Besides this, the Vice President said she hopes to get the support of Cambodia for the SEAMEO's priorities, flagship projects, and international partnerships.

DepEd intensifies vaping ban implementation in schools

The Department of Education (DepEd) on Thursday said it has intensified its efforts to end vaping within school premises, including prohibiting the selling and promotion of the product within a school's 100-meter radius.

In a television interview with People's Television Network, Education Assistant Secretary Dexter Galban said the DepEd will collaborate with other government agencies to ensure strict compliance with the ban.

"Patuloy po naming pinapalakas ang implementasyon ng aming mga programa. Mula Barkada Kontra Droga na naging Barkada Kontra Bisyo, (We are intensifying the

implementation of our programs. From Friends versus Drugs that became Friends versus v Vices), integrating it to our mental health program," he said.

The programs were launched in adherence to DepEd Order 14 and DepEd Memorandum 111, which prohibits the use of cigarettes and vapes in schools.

"Gumawa rin kami ng task force, na pinangungunahan mismo ng mga kabataan, ng ating mga learners na magiging (We also created a task force, led by the youth, our learners who will serve as) watchdogs," Galban added.

Among the partner agencies for the campaign are the Department of Health (DOH), the Department of Trade and Industry (DTI), and the Department of the Interior and Local Government (DILG).

The DILG and DOH will help cascade policies and awareness campaigns beyond school premises, while the DTI will assist the DepEd stop the sale of vapes, considering its enticing marketing strategy.

Galban, meanwhile, warned learners that vaping is highly addictive and may cause low concentration, withdrawal symptoms, and may even affect brain functions.

He also urged parents and teachers to become role models and participate in the DepEd's awareness campaigns.

In an earlier report, the DepEd said around 6 to 7 percent of Grade 7 to Grade 9 learners have already tried or are using vape.

The Philippine Pediatric Society, likewise, reported that around 11 percent of students aged 10 to 15 have tried vaping as per 2021 data.

DBM releases PHP1.295-B for school electrification

The Department of Budget and Management (DBM) has approved a PHP1.295-billion Special Allotment Release Order (SARO) for the Department of Education (DepEd) to cover the funding requirements for the electrification of un-energized schools, and the modernization of electrical systems in on-grid schools nationwide.

In a statement on Thursday, Budget Secretary Amenah Pangandaman said the budget would go a long way in providing a conducive learning environment for students across the archipelago.

“Let us light up every classroom, sparking curiosity and igniting dreams. All the 18 Filipino crew members of the seized oil tanker ST Nikolas in Iran have returned to the Philippines, the Department of Foreign Affairs (DFA) announced Wednesday.

The agency said the 18 were repatriated in batches, with the last of group of six arriving in Manila last week.

“The Philippine government thanks the authorities of Iran for their understanding in this matter and appreciates the work of the manning agency which made this possible,” the statement added.

The DFA said the vessel is still being held in Iran months after its seizure by the Iranian Navy in January as a retaliation for the United States' confiscation of oil it was carrying when it was still sailing under the name Suez Rajan in 2023.

WHATEVER HAPPENED TO…? ON LOSING A ONCE-CLOSE FRIEND WHO YOU HAVEN’T SPOKEN TO IN YEARS

SAN DIEGO, CA -- Greetings to all!

Let me start off with my immediate frame of thoughts after losing a once-close friend who I haven’t spoken to in years.

Last Sunday evening I found out that a friend of mine from high school passed away. I hadn’t spoken to her since the pandemic began and when it officially ended. I hadn’t seen her since our last group gettogether here in San Diego several years ago.

Julita Cruz Diramos or Julie as we all fondly calls her passed away at Park View Sharp Hospice Care on November 1, 2023. Julie married her high school sweetheart Clarence. During their marriage they travelled to many different locations around the globe due to Clarence being in the United States Navy.

Throughout Julie’s life, she had been a servant of God, singing in the church choir, assisting with feeding the homeless, being a Confraternity of Christian Doctrine (C.C.D.) teacher for elementary and high school age Catholic students, being a Catholic faith group coordinator and starting a scholarship program for needy students at her high school alma mater in the Philippines. God’s will continued when Julie and Clarence became homeowners. She opened her home for those in need offering a bed to lay upon your head, food to keep you nourished and most of all a place to feel loved and cared for family members, sailors serving with her husband, or friends of one of the children in the house were all welcomed and loved.

From my own recollections, Julie and Clarence were teenagers in the early sixties. The town is the historical district of Sta. Ana in old Manila back in our old homeland, the Philippines. The place is Villamor High School. Everything was different: conduct, styles, manners, and most of all, romance. It was the

blessed era before “calculated game playing.” Boys cherished girls, and girls adored boys.

Entering the room for Villamor High School’s Class of ’61 reunion was that person, Clarence, quite gray now and his tall for a Filipino frame carried it well, and even with glasses he still had a boyish, romantic appeal. I am quite sure Julie’s senses didn’t relate to the lapse of time; she felt only the familiar, irresistible response to his presence.

Julie barely nudged a little over five feet, if I am not mistaken. Her brown eyes had a mischievous, joyous sparkle. Short, unset straight jet-black hair bounced whimsically around her friendly face.

Now, after six decades of high school reunions I must say they opened the door to a past full of memories – and for those of us still around – a future full of imagined possibility, maybe.

For me Julie and Clarence’ story is best described as overcoming all obstacles in an ending worthy of traditional Hollywood at its best.

Julie’s charm and her energy and her massive heart were powerful to be in the presence of. Anyone who encountered her remembered her. She was a main mover for practically all the high school reunions we had have here in the U.S. and back home in our beloved hometown of Sta. Ana in old Manila. For me and numerous other fellow “Villamorians” she was a meticulous and irreplaceable reunion organizer.

As alumni, Julie’s presence absolutely graced our lives and her absence now leaves a void for all of us. She had been fighting a battle with cancer and that it had tragically taken her from her family much too quickly. Her time on Earth certainly ended too soon but her spirit will forever guide and protect us; I do believe.

In parts 1 & 2, Jesus Christ came down to earth to establish a new world order, lived among us, and showed what the Kingdom of God here on earth should be like. He didn’t tell people what to do or how to do certain things, but he gave hints through his parables. In all his presentations, the audiences were primarily the poor, the meek who “shall inherit the earth,” His kingdom. And when he used wealth as a part of his parable, it was to provide a learning moment.

For example, in the Parable of the Prodigal Son, he wanted to convey the value and importance of forgiveness and mercy. The son squandered the inheritance advanced from his rich father. He came back to his father and sought forgiveness which he readily got with open arms.

This is perhaps one of the more difficult lessons that humanity is unable to grasp fully. As humans, we can harden our hearts and summon our evil thoughts to relieve ourselves of anger, thirst for vengeance and even to the point of wishing a curse

I was at first incredibly confused, “How could this happen?” I wondered. I was not comprehending in that moment that life does eventually lead to inevitable guaranteed future demise. I just couldn’t process it until my wife Zeny and I finally did. Then the shock came. I stared at my computer in complete silence as my brain began to rewind ancient memories through my eyes and into my bones at a rapid fast-paced speed.

Death is always an unexpected earthquake, regardless of who it happens to or what your relationship was. But when it occurs to someone you had tons of time together in organizing high school reunions

with, someone you embraced tightly after another high school friend passed, well, the shock wave is definitely more painful.

Reality blurs with intense righteousness and imagined worstcase scenarios. The sudden impact of receiving this news made me aware that I had absolutely no ideas she was suffering. She chose to spend her remaining time with her loved ones in private and we were no longer close. We no longer shared those “see you at the reunion soon” giggles together. That was the extent of my wife Zeny and I’s bond with the beautiful couple –Julie and Clarence.

belonged to the past, without the possibility of restoration. She was gone and knowing that shock me. Nobody of my high school pals who I remained tight with and asked them if they knew…and they didn’t. I felt sure their grief will be so consuming, too - when they found out eventually - considering they also had lost touch with her.

Of course, my wife Zeny and I felt terribly for Clarence and their children Lawrence, Darius and Arlene, daughter-in-law’s Daisy and Yvette, and their grandchildren Raymond, Christian, Terry lll, Kailani, Arianna and Izzy. That’s a natural reaction to death. But there were more. The sorrow was beyond empathy. It was lamenting: grieving I hadn’t felt for a long time and mourning I was surprised to feel. Honestly, we weren’t that close as my inner circle of five friends/ classmates since kindergarten to high school – the RAJAL’s (Romeo, Alfredo, that’s me in the middle –Jesus, Allan and Licerio) so why did my tears think we were?

I am sure Clarence received hundreds of messages; as if my own words were not as meaningful as another person’s might be: although, I was aware that my heart was as relevant. I was forever honored to know Julie and God; I just wish she could have been around longer. It was natural, though. It was completely normal, if I must confess. I realized that in a minute. Even when you haven’t seen someone in

years, if you genuinely cherished them at any point, especially at a degree that was monumental in your development – they’ll have a permanent piece of you!

I was touched by her presence and I am better for knowing her. For that, I will always be thankful and I will always remember those high school reunions gone by.

I guess if you ever wonder if that great friend of yours whom you haven’t seen in a decade or two still think about you (or vice versa) I bet you that they do. You probably be surprised to find out how much!

Farewell, my dear friend! The memories we made together will always hold a special place in my heart. Your kindness, generosity and sense of humor have brought so much joy and laughter into my life. I will miss our conversations, our adventures and the good times we all shared together.

You have been a true friend through all my hard days. I will miss you dearly. I will force myself to say the word “goodbye” but my heart will never mean it.

I say Julie’s compassion and love was a direct reflection of her faith in God and the words of Jesus. While we celebrate her life, please be a blessing to those in your life as she was in you.

The hardest, of course, is loving our neighbor. The Parable of the Good Samaritan tells us who our neighbor is. We know the Good Samaritan rendered mercy to the badly beaten man who was on his way to Jericho, yet we cannot follow Jesus’ admonition to “go and do likewise.” Listen to the news and discern how many Good Samaritans are featured. Very few. People are more afraid of the legal implications of helping others in need of assistance for fear of being sued. Here on earth, it is far easier and acceptable to follow society’s wants and demands and play by the rules rather than following what Jesus said should be our “reality,” if we want to experience “eternal life” here on earth. We would rather deal with theoreticals of heavenly dimension elsewhere. We are earthly people and think that there is something better out there aside from satisfying our earthly desires. (MNS) DOH reports 568 pertussis cases, 40 deaths from Jan.1March 16

The Department of Health on Wednesday reported that the number of pertussis cases in the country reached 568 with 40 deaths from January 1 to March 16, 2024, with Metro Manila having the highest number of infections at 58. Some 28 new cases were recorded from March 10 to 16, the DOH said.

“Regions with the most number of local government units showing case increases thus far are Calabarzon, National Capital Region (NCR), Western Visayas, Mimaropa, and Central Visayas. NCR accounted for 27 percent (58 cases) of the total confirmed cases

During the Last Supper, Jesus told his disciples that one of them, a closest friend, will betray him, and that person was breaking bread with him on the table. Jesus didn’t say who it was so everybody was suspects. When Peter asked Jesus to name names, Jesus told him, “You will deny me three times Peter before the rooster crows and will disown me.” Peter was hurt and said that he will never do that.” Well, Peter did.

Meanwhile, the DOH said the city health officers (CHOs) of Metro Manila local governments have discussed pertussis intervention. DOH Undersecretary Nestor Santiago and Metro Manila Center for Health Development Regional Director Rio Magpantay on Tuesday discussed with the CHOs updates on the pertussis cases, actions taken by the LGUs, assistance needed by every city in NCR, implementation of heightened surveillance, and more aggressive routine immunization activities.

Jesus taught people to forgive those who trespass against them. To love, according to Jesus, fulfills every command, Law and rule.

Meanwhile, in Negros Oriental, health authorities are monitoring three suspected cases of pertussis or "whooping cough" cases in the capital city of Dumaguete, an official said Wednesday.

Dr. Liland Estacion, Provincial Health Office (PHO) chief, said two of the patients are already “outof-the-loop” but are still closely monitored while a third case, not from Negros Oriental, is being treated at a local hospital. All three patients are two to fourmonths old, she said.

Also, Estacion cautioned the public against spreading “fake news” that could cause unnecessary public panic due to pertussis outbreaks in Iloilo and Quezon City since the disease is treatable.(MNS)

The Power of Corporate Prayer

The latest issue of "In Touch", Daily Readings For Devoted Living, shares an article which strengthens my belief on the power of corporate prayer. It affirms that my openness in sharing my concerns and frustrations and calling on others to pray for me greatly eases my pain and anxiety and that God answers my prayers.

Let us read our Bible and turn to 2 Chronicles 20:14-30. When Jehoshaphat sensed that trouble loomed, the first thing he did was to turn his attention to God and proclaim a fast throughout the nation of Judah. People came from all around to support their king in prayer. I have some friends who have problems but are too proud to ask others to join them in praying. Jehoshaphat was a king yet, yet he wasn't so self-sufficient that he wouldn't admit his army paled in comparison to the three forces united against him. He recognized his limitations and sought divine intervention. Though Jehoshaphat reigned over his subjects, he nevertheless called on them for prayerful support.

My devotional reading today says, "One of the wisest things we can do in the midst of difficulty is to engage the assistance of someone who knows how to talk to God. the body of Christ depends upon cooperation. when the people of Judah began to pray, God provided a solution through a trusted prophet. Jehoshaphat was humble enough

to listen and wise enough to follow His directives. As a result the people were saved. The advancing armies turned against each other and destroyed themselves completely. without shooting a single arrow or drawing a sword. Judah's forces triumph without suffering a single casualty. Because their humble king listened, they were able to witness the Lord's remarkable victory. " "We have to attune our ears to God's voice in order to hear Him. Sometimes he speaks through people we would not choose to follow, and He often says things that we are not expecting to hear. But He will provide us with solutions to our problems if we are willing to listen to him." The recent presidential election that was held in the Philippines turned out to be generally peaceful and orderly in so many places. People have elected a President who may be like King David, who have committed grievous sins, but

who was after God's own heart. He was supported by a group of people who fasted and prayed that he will win and beyond the expectations of many, he won. Was the winning of President-elect Rodrigo Duterte, mayor of Davao City an act of divine intervention?

I hope and pray that the presidential election here in the United States will yield results that will be good for our country, the United States of America. We need to pray as a people and believe what the Bible says, "If my people who are called by my name will humble themselves and pray and seek my face, and turn from their wicked ways, then I will hear from heaven, and will forgive their sins and will heal their land."

Even so the body is not made up of one part but of many. Now if the foot should say, 'Because I am not a hand, I do not belong to the body,' it would not for that reason stop being part of the body.

Have you ever walked into church and thought, "I don't belong here"?

Maybe it is because no one dresses like you, or likes the same kind of music. Maybe there is some area of theology or practice in your church that you feel deeply convicted needs to change.

Perhaps it's time to seek another church.

Or, it could be that you are exactly where you are supposed to be.

In the verse today Paul seems to anticipate that some Christians will walk into a church and say, "I'm a hand, and I don't see any other hands here, so I must be in the wrong place." Maybe God has called you to that church because they are incomplete without you!

The Second Sunday of Easter is Divine Mercy Sunday. Divine Mercy continues to flow after the Resurrection. John’s Gospel (John 20:19-31) narrates the first appearance of the Risen Lord showing “his hands and his side” to his disciples. Then, breathing on them the Holy Spirit, he sends them to extend Divine Mercy to all, “as the Father has sent (him).”

In the first appearance of Jesus to the disciples after his Resurrection, it is remarkable that his first gesture is that of showing them “his hands and his side” - the marks of his death (which they did not witness, except for John). Then, greeting them with “peace,” he assures them of forgiveness and reconciliation. The “blood and water” that flowed from his pierced side (Jn. 19:34) now extends to them. Can any scene in the Gospels demonstrate the meaning of Easter more clearly than this episode? The Resurrection is first and foremost the triumph of God’s mercy, of which the Risen Lord is its font.

To continue his mission from the Father, Jesus commissions his disciples to proclaim forgiveness, bringing God’s mercy to all. This is the mission of the Church, which in a very special way is carried out through the Sacrament of Confession. Through this sacrament, what the Psalms say is made real:

“His mercy endures forever” (Ps. 118: 2-4, 13-15, 22-24). While we are a Church of sinners, we are also a Church that forgives. Pope Francis wants to make it clear that the Church’s mission is to be a witness of mercy. “I am convinced that the whole Church – which has much need to receive mercy, because we are sinners – will find in this jubilee the joy to rediscover and make fruitful the mercy of God, with which we are all called to give consolation to every man and woman of our time.”

Jesus’ action is reminiscent of creation when God breathed into Adam’s nostrils, confirming him in “the image and likeness of God.”

Paul explains in the Second Reading the inner dynamic of Jesus’ action: “Everyone who believes that Jesus is the Christ is begotten by God.”

What can explain this “image and likeness of God” in man other than

the boundless mercy of God? Born anew in the Spirit, the apostles will continue the redemptive work of God’s Mercy.

These words are important in understanding the faith of the Church. Faith in Jesus does not require having seen him, as the apostles did. Through them, the Church has as much access to the risen Lord as did those who interacted with him in person. With her faith in the Resurrection, the Church continues to be the living witness of God’s mercy. We find in the First Reading (Acts 2:42-47), a snapshot of what the triumph of mercy looked like when the early Christians began the work to which Jesus commissioned them: “all who believed were together and had all things in common.”

Let us all open our hearts and minds to the presence of Jesus in our lives so that his Divine Mercy would embrace us and, in turn, we become instruments of His Divine Mercy in our own homes, our neighborhood, our parish community and in the whole world that has become more hateful than merciful, vindictive rather than forgiving, bringing to death instead of giving life, finding gods and goddesses in many idols instead of following Jesus who is the living sacrament of the Loving and Merciful God whom we should all adore and love.

Lawmaker urges flexible working time in private sector

Senate Majority Joel Villanueva on Monday called for the adoption of flexible working time in the private sector to solve the worsening traffic situation in the country, and lessen the heavy economic losses brought by road congestions.

"Companies and employees should be allowed to arrange for flexible work arrangements instead of having employees report physically in the office every day and losing working hours due to traffic," Villanueva said in a statement.

The Civil Service Commission (CSC) has earlier encouraged government agencies in Metro Manila to adopt the Policies on Flexible Working Arrangements (FWAs) in the Government in support of current initiatives to improve the traffic situation.

A study by the Japan International Cooperation Agency (JICA) showed that economic losses in the Philippines could increase to PHP6 billion per day in 2030 due to heavy traffic, aside from personal, social and environmental impacts.

Villanueva pushed for the passage of Republic Act No. 11165 or the “Work-from-Home Law” during the 17th Congress seeking to address the country’s traffic situation.

He also filed Senate Resolution No. 859 last year urging concerned agencies like the Department of Transportation (DOTr), Metropolitan Manila Development Authority (MMDA), and the Department of the Interior and Local Government (DILG), to review and revisit their plans on easing heavy traffic in the country.

"It is also important for the government to study the proposal on the gradual conversion of public

buses into electric vehicles and how this will help make the lives of Filipino commuters more convenient and lessen the environmental impact of traffic congestion in the country," Villanueva said.

The Management Association of the Philippines, during a recent public hearing at the House of Representatives, has called on government to declare a "state of traffic calamity" in Metro Manila, as well as the conversion of public buses along EDSA busway to electric vehicles.

Proposed House Bill No. 4363, which was discussed in the said hearing, also seeks to provide emergency powers to the President to address the traffic problem. (MNS)

to the Lord to give me added STRENGTH to carry my cross. Taking care of somebody with Alzheimer’s Disease is not the work of an old man. I started taking care of Sally when I was 76 and I’m now 82. As the Alzheimer’s Disease progressed, it came to a point when Sally became completely dependent on me for all her needs. It was a complete package, 24/7. I was her “Taga” taga-luto, taga-laba, tagapalengke, taga-bihis, taga-suklay, taga-maneho, taga-manicure, tagagupit, taga-masahe, etc. Perhaps the most challenging are those she needs to do in the bathroom. These are the things I do for her at daytime. Nightime is another story. Patients with AD are afflicted with what is known as sundowning wherein the patient is awake at night. I need to provide her company to be sure she is safe and protected. She woke up usually at around 2:00 AM. I serve her something to eat but then there were times when she was awake until close to morning. One time I have to beg our Lord Jesus to take care of Sally while I try to catch some sleep. Waking up at night could be especially challenging because if I don’t have enough sleep, I may not have the strength to serve her the following day. Our Lord compensates the situation by giving me a very tight sleep the moment I lay my head on the pillow. A few days ago, some of my friends asked me where am I getting the strength to serve Sally. I responded “ What you are seeing in me is not human strength, but Divine, Supernatural strength”. A person who loves doesn’t get tired easily.

Daily, I also pray to the Lord for WISDOM for him to direct my ways for me to do what I need to do especially when confronted with a new situation. There were times when at the middle of the night she would ask me to drive her to school because she needs to see her students. Not to grant her request would really upset her. These were the times when I had to call Alzheimer’s Helpline to seek an advice. There is a need to enter into her world and not make her feel rejected. To deal with her like her thinking process is normal will not work. Even in moments of desperation, raising your voice is big No, No because it will further upset her. When she asked, “Anong oras na?” I can not tell her the real time because in a few minutes, she would ask again. And so to the question “Anong oras na? I respond, “Oras na para mahalin kita”. My response put a smile on her face and her repetitive questioning stops. Sometimes she was confused and asked, “Saan be tayo nakatira?” To that question I respond, “Huwag kang magalaala ikaw ay nakatira sa puso ko” Don’t you worry because you reside in my heart. She asked me one time if I’m being paid for the services I do for her. I said, “Yes, and my salary goes on direct deposit to my bank in

heaven!”. On the wall of our house is a hanging trifold in which are posted some of our favorite pictures , I used the pictures to help her recall beautiful memories of the past. Sometimes I played some of her favorite music, and then we find ourselves dancing together. One of her favorite moments were the times I invited her to come with me in our backyard and under the guava tree I would serenade her. She really loves listening to my harana. Not too long ago, when I visited her in the facility, I took her out to the garden where I sang beautiful harana songs for her. My harana went viral and my friends the world over really appreciated it. I also pray fervently to the Lord is for Him to grant me HUMILITY as I take care of Sally. With humility, our Lord has given me the grace to EMBRACE MY SUFFERING WITH LOVE, bear my cross with utmost patience, serving Sally with Joy in my heart. Every night when I massaged her feet, I am reminded of Jesus washing the feet of His disciples. I never take her for granted. Inside her frail body, I could see a beautiful soul. Every time I see her smile, I see the most beautiful smile in this whole world. Her deteriorating condition has given me a chance to perfect my love for her. I constantly reminded her “I love our Lord Jesus through you” and that “I love you not because you are perfect but because you are perfect for me!” With her, I experienced that truly, “Love bears all things” and that “Love never fails” Cor. 13.

Last December, Sally went through a crisis. She stopped swallowing her food. Her weight plummeted. For three days at the hospital, she was failing the swallow test. For those afflicted with Alzheimer’s Disease, this signals the end game.

Sally has signed a Living Trust which stipulates that she does not want her life to be unduly prolonged through artificial means. Then on the fourth day, a miracle happened. She started swallowing again! She gradually regained her strength and now she is in a facility. I see her everyday either in person or in facetime and we continue to enjoy each precious moment with her.

One time I heard Fr. Gerry Orbos say “While suffering let us focus on the LORD and not on the LOAD.”I reflected a lot on what he said and asked our Lord to help me turn it into reality. And our Lord responded big time! In retrospect, the years I have been taking care of Sally turned out to be the most productive as far as my apostolic action is concern. The Holy Spirit has inspired me to write more poems designed to glorify the Lord. For almost a year now, my poems have been appearing weekly at The Filipino Press. Through the social media, I also share my articles and poems with my friends the world over. With the help of my daughter Lady Lou, I am currently supporting two college students in the Philippines. Twice a year I sent Balikbayan Boxes to the needy in

the Philippines. I send them old clothes, shoes, used computers, canned goods, cash money, Bibles, religious books, etc. My Mom built a chapel in the piece of land we inherited in Barangay Dilan, Pozorrubio, Pangasinan. After the pandemic we had it repaired. Not only are masses held, the chapel is also used as a funeral parlor for the poor and the needy. A few days ago, I had a talk with Fr. Melvyn Bufete, the Pastor of Pozorrubio. With God’s grace, we will have mass Baptisms and Mass weddings in the chapel. We also have plans to embark on Adult Catechism. I am very excited. Last year, I financed the building a a basketball court. It really gives me great joy to see children and the adolescents play even at night. For two years now, I financed the holding of children’s Christmas party in the barrio of Dilan. They had food, games and each of the about 80 children received a gift. It was a joyous and Spirit filled celebration. I sent money to the Philippines to help a needy family build their house. With the promptings of the Holy Spirit, I decided to donate my piece of land to the current tenant. It was a big surprise which brought tremendous happiness to him and his family that after decades of being a tenant, finally they will experience tilling a land they can call their own. It was a gift willingly given and received with deep gratitude. We were both blest. Through all of these I experienced the Joy of Giving while at the same time I was taking care of Sally.

In retrospect, suffering has made me a much better person, more loving, more patient and more compassionate. It was during these times that I felt closest to God. Taking care of somebody with AD is a family affair and it has brought my family much more United in Love!

We need to unite our suffering with suffering of our Lord on the Cross so that with His Love and Mercy, we too, could share in the glory of His resurrection.

Allow me to close my Lay Witness by sharing with you the last two stanzas of my poem on Suffering. The title of my poem is Pagdurusa.
