Sisters make final push on concussion bill

After three years of work, one last petition needs signatures

CYNTHIA REASON creason@insidetoronto.com After three tireless years of research, writing and outreach, Rexdale twins Sandhya and Swapna Mylabathula are on the verge of having their private member’s bill on concussion awareness and prevention presented to the House of Commons – all they need now is a final push of community support to help them reach that goal. The 23-year-old sisters, who were born and raised in the Albion Road and Islington Avenue area, are now seeking out signatures on a petition to get their bill – described by twins as a “comprehensive strategy to address concussions in Canada focusing on areas of awareness, prevention, diagnosis and management” – some floor time in the House when Parliament resumes in the fall. So far, the Etobicoke School of the Arts grads have been able to collect more than 1,000 signatures at the various conferences they’ve attended and presented at recently, in the cafeteria during their lunch hours at the University of Toronto – where Swapna is now studying medicine and Sandhya is doing her Masters in concussions – and even out on the street on their way home from school. “We’ve been going around everywhere and anywhere,” Sandhya laughed, noting that they started with their first petitions at last year’s Brain Injury Association of Canada conference, and have expanded the campaign from there. “Talking to people has been really, really, really great, because we get to hear the stories of people affected by concussions, which is a really important

Almost every single person that we’ve approached to sign the petition has told us stories about themselves or their families or their friends and how concussions have affected their lives. We’ve heard a lot of heartbreaking stories about people not knowing where to turn – so we’re really hoping our bill can change that.” Helping the twins out with their bill every step along the way has been Etobicoke North MP Kirsty Duncan. It was, in fact, while first volunteering at Duncan’s constituency office three years ago that Sandhya and Swapna were urged to parlay the experience into an opportunity to

help develop a private member’s bill proposal all their own. As avid hockey fans, the choice to pursue a solution to one of the sport’s greatest scourges – concussions – was a natural decision. Under Duncan’s guidance, the

twins first embarked on mini-literature review of current concussion research to get an idea of where the gaps were. From those findings, they then developed their bill in three major parts: a National Concussion Awareness Week; a national strategy to address concussions in Canada; a proposed Centre for Excellence in Concussion Research. The bill, which has now reached its final draft, is not only garnering the twins national attention, but has also turned heads internationally, said Duncan. Since August 2011, the Mylabathulas have presented at nearly 20 conferences – from the Brain Injury Association of Canada and Canadian Chiropractic Association’s annual national conferences here in Canada last year,

to the 2012 Brain Injury Summit in Colorado, to the International Brain Injury Association’s (IBIA) World Congress in Edinburgh, Scotland last year. From every single one of them, Duncan said the twins have emerged as rising stars. “I have had many extraordinary students over the years. I taught 1,500 students a year for almost two decades (as a former University of Toronto professor), and I can tell you that these two young women are in the top one per cent I have ever seen – and I’m not exaggerating,” Duncan said. “I cannot tell you how extraordinarily proud of them I am. They are making a difference – I’m in tears – they’re making a difference in the community, they’re making a difference in Canada, and, as you’ve heard, their work is being recognized internationally. And I think we’re going to start seeing parts of what they’re suggesting showing up in other countries. It’s extraordinary.” In fact, many of the contacts the twins made with researchers from India, Australia, Japan, Spain and other countries at the IBIA Word Congress in Edinburgh last year are still in contact with them, Swapna added. “They’re really interested to see how the concussion bill works in Canada; to see if we can help them do something similar in their countries,” she said. “Hopefully, we can make a bigger impact than what we originally hoped for, so we’re really excited about that.”

There’s a surprising number of hiking and walking trails in our city. There are so we couldn’t list them all our view many, within our feature. you walk some of them True nature it’sWhen easy to forget you’re in the lies within the middle of a busy urban centre – like when you’re following the city’s limits winding trails through the tall, dense forests of High Park. Others have landmark reminders, like the condo tower that looms over the meadowland of the Humber Arboretum. But all, some would suggest, have the power to refresh the spirit. The federal non-profit group Turtlefeather True Nature uses outings along these trails to help women who have experienced abuse gain confidence and reduce stress. It’s also a welcome outlet for groups like the Metro Toronto Fitness Club, who has been taking to the trails for years (nearly 50 in this case), seeking not only outdoor activity but new friendships. The group meets weekly for social walks and organizes social activities on a regular basis. Though one wouldn’t normally associate hiking and city life, these protected green spaces prove the two can complement one another and we hope our feature will prove to our readers that hiking is accessible here in our communities. So pack a lunch, grab the sunscreen (and bug spray) and head out on your own trail adventure. These green spaces provide a natural oasis that can’t be fully appreciated until you’re there. Take time for yourself, or bring the whole family and discover the great outdoors right in your backyard.

How not to plan and build transit I

t looks like we’re planning and financing the Scarborough subway extension the same way we did for the Spadina subway extension. Toronto’s procedure isn’t found in textbooks. Maybe it ought to be, under a section on how not to plan and build transit. Neither subway extension started with professional justification. For the Spadina subway extension, once it passes York University, there is sparse population, little development and the route is well served by highways. Over in Scarborough, professionals have been consistent in advising that light rapid transit will serve more people less expensively. In both cases, staff pointed to higher priorities, some of which have been needed for decades. Nevermind. Both subway extensions sprang from the same justification: a basic

need to get re-elected. In the case of Spadina, the provincial Liberals were down in the polls, and would soon be facing the electorate. With the Scarborough extension, they wish to assure the election of their candidate in a byelection. Provincial financing strategy is basically the same. Subways will be provided if the provincial government wins, and is essentially contingent on funding from Ottawa. When the Spadina subway extension was under consideration, the federal Conservatives governed a minority parliament. Although their principles and the constitution advised them not to meddle in provincial matters, the Conservatives

found the prospect of suburban seats tempting. Practical considerations won, the subway was funded, and Conservatives gained 16 seats, including those in Oakville and Mississauga. There are similarities this time. Prior to calling a Scarborough byelection, the provincial Liberals were adamant that council had prioritized a non-subway project. In any case, they said there was no more funding. After the writ dropped, money was found, as was flexibility. If polls said that electors wanted a subway, then the province would not object. Ministers now joined local MPPs in demanding a subway. Once again the province told the public the project required a substantial contribution from the federal government. For Ottawa, it is very much a question of what

their investment of about $400 millions buys for themselves. A lack of federal funding will frustrate the mayor. Already tens of millions have been invested, or perhaps now wasted, in the light rapid transit option. Should the project become a subway extension there will be the need for new studies and re-approvals. A project that has been on the books for years, and which commuters desperately need, has been deferred again. Even beyond the selfcentred politics, and wasted dollars, two very similar examples show how subway projects are prioritized and funded in the Toronto area. These cases are beginning to look like textbook examples of how not to build transit.

Only problem — it wasn’t theirs. Turns out, the longtime Eatonvillearea residents received in error the voter registration cards for a family of five who live at the exact same address — in Scarborough, Elections Ontario reported. Even stranger, that Scarborough address is not in the Scarborough-Guildwood riding also in the midst of an Aug. 1 byelection. “I called Elections Ontario and they told me they can’t do anything about it. They said I need to go to an advance polling station and straighten it out myself,” Irene Geley said last week. An Elections Ontario official confirmed this week Elections Ontario sent out the five voter cards in error. Geley need do nothing to correct it. Eligible voters do not need a voter registration card to cast a ballot. Show a piece of identification with your

Applewood hopes for exemption Applewood Homestead may yet hold out hope for a reprieve from city bylaws that ban vehicles from parking on city parkland grass. Toronto City Council voted last week to endorse the park and environment committee’s recommendation to end the practice of CNE parking at Marilyn Bell Park, arguing that allowing thousands of vehicles to park on the grass is causing too much damage. The Canadian National Exhibition has used the park for overflow car parking. But in recent years, councillors pressed the CNE to reduce parkland parking use, with a 2012 agreement to cut temporary parking spaces at the park from 2,200 to 800. The CNE pays the city 23 per cent of net parking profits from Marilyn Bell – about $24,000 a season – which goes to the tree advocacy program. Those revenues will now be lost.

Since 1995, the non-profit Etobicoke organization also known as The James Shaver Woodsworth Homestead has hosted a series of four free summer concerts in Broadacres Park, which draws as many as 300 concertgoers to hear the Etobicoke Community Concert Band, a military pipe band or Toronto All Star Big Band perform. Each concert, some 50 or so vehicles park on the grass in Broadacres Park without incident, Applewood officials reported. “With limited parking on The West Mall and our own Applewood lot, we have always relied heavily on this on-grass parking, which has never damaged the grass or trees over the 19 years,” Applewood board chair Rob Evans said. Earlier this summer, Applewood officials received notice from the city’s parks, forestry and recreation staff that parking on the grass at Broadacres Park is now prohibited and subject to parking tickets.

That notice resulted in Applewood officials cancelling their first concert of the summer series. Last week, Toronto councillors voted to amend the motion to uphold the park and environment committee’s parking on grass ban to direct the general manager of parks, forestry and recreation to report back on the feasibility of a criteria-based exemption by permit policy on possible exemptions to the parks’ division’s approach to “confining vehicle parking in all parks to designated parking lots.” Applewood Homestead’s summer concert series could become one of those exemptions. Deputy Mayor Doug Holyday, in whose ward Applewood Homestead resides, argued Applewood’s concert should be exempted from the ban. “People only park there for a couple of hours. I think it should be allowed,” Holyday said.

Toronto City Council last week endorsed community council’s decision that nearly $400,000 in community benefit funds will remain directed toward Etobicoke Creek Trail improvements. Toronto council adopted the motion without amendments and without debate. City council received the May report from the director of community planning for the Etobicoke York District. In June, Etobicoke York Community Council received the same report that had reviewed the status of secured but unspent community benefits monies, known as Section 37 funds, in Etobicoke-Lakeshore’s Ward 5, which is north of the QEW. City staff identified condominium buildings at 700 Evans Ave. and 225 and 235 Sherway Gardens Road, adjacent to Sherway Gardens mall,

as one property with a Section 37 agreement that could be amended. The matter divided the two south Etobicoke councillors: Ward 5’s Peter Milczyn and Ward 6’s Mark Grimes. Grimes strongly argued the considerable funds continue to be directed toward improvements to the trail system. “700 Evans Avenue was very contentious and went to the Ontario Municipal Board,” Grimes said. “There is no

park within miles. The money should be spent on that trail system. There is no other green space in the area.” Milczyn argued for flexibility in how and where the money be spent. The Ontario government will not allow the city to pave a trail under the QEW, he reported, before it undertakes an Environmental Assessment regarding changes it might make in the next 20 years to the QEW. “The province has told us we may have to wait five years to put the trail in. That’s not acceptable,” Milczyn said. “We’re waiting and we’re waiting and there is no definite time frame to build the trail. If something else comes up — and there is no plan for that right now — we do something. I hope later this year we can prevail on the province to allow us to put down that 10-foot wide path.”

To some hikers, it’s an eyesore that takes away from the vista of natural wildlife one otherwise finds themselves completely surrounded by in the Arboretum – from the colourful wildflowers and berries that line the grassy trails, to the countless species of songbirds, as well as beaver, deer, muskrat, mink and owls that call the Arboretum home. But to Jimmy Vincent, the coordinator for the Arboretum’s Centre for Urban Ecology, the imposing condo presents the

perfect juxtaposition to define just how unique an oasis the Humber Arboretum really is, situated as it is in the northwest corner of most populous city in the country. “Without it there, how else would you know you’re in the middle of the city down here? You couldn’t,” he said, eyes cast up at building while hiking down in the Arboretum’s otherwise unblemished valley this early morning. “This is just a great spot to come and see the life that can exist when you provide green space within the city. To me, that’s a big thing.” Located at the eastern end of the Carolinian eco-region – at a “unique” intersection between the urban ecosystem and the natural world – Etobicoke’s

Humber Arboretum spans nearly 250 sprawling acres. The six kilometres of hiking trails that wind their way through that acreage, added the Arboretum’s Director Alexandra Link, offer hikers of all abilities the opportunity to enjoy the wonders of the great outdoors just outside their doorstep. “In total, if you were to do the

whole discovery trail, that would be a walking time of about two hours,” she said, noting that the Arboretum’s trail system ranges in difficulty from beginner to intermediate. “There’s the public garden section around the Arboretum that’s fairly easy, but once you get into the woodland area, the trails are gravel, so they’re a bit more difficult to navigate sometimes. But then the trails also connect up with the West Humber River trail, and that’s completely paved and easier.” Regardless of the difficulty of route one chooses, the Humber Arboretum offers hikers one of the most diverse trail systems in the city, lauded Vincent. From trails along the West Humber River, which winds

through the Arboretum en route down to Lake Ontario, to the pathways in and around Humber’s gardens, which feature diverse collections of ornamental trees, shrubs, perennials, grasses, and annuals centred around ponds, to the woodland trails that offer shaded hiking opportunities through the Arboretum’s mature sugar maple and beech forest, the Humber Arboretum has it all, he said. “The best thing about the Arboretum is the fact that you can see so many different ecosystems within five or 10 minutes of each other – you have your meadow, you have your river, you’ve got forest, you’ve got garden areas, you’ve got ponds,” he said. “And all of those >>>CITY’S, page 17

to the Humber Arboretum to stop in at the on-site Centre for Urban Ecology to pick up a map of the trail system and talk to staff to get suggestions about which trails might best suit their needs and interests. “My advice would be to stop in at the Centre if you want advice on areas that may be of interest to you, if you want to know trail loop sizes and approximate times of how long certain trails take to hike. Venting consists of intake and exhaust. To facilitate proper air flow, your attic needs intake vents located in the overhang and exhaust vents at the roof peak. A balanced venting system is required; otherwise air will be pulled from your house. An inspection of your attic is essential to present appropriate and complete venting solutions. What you should know about shingle quality: All shingles are not the same. Estimators should include at least three grades of shingles and inform you of the real expected shingle life. Kia goes upmarket The 2014 Kia Cadenza, known as the K7 in overseas markets, is based on the Azera, which is still available in the U.S., although discontinued here after 2009. And because of this connection, it gets the same engine â&#x20AC;&#x201C; a DOHC 3.3-litre V6 with gasoline direct injection that produces 293 hp and 255 lb/ft of torque. It is mated to a six-speed automatic with paddle shifters that drives the front wheels. The rearwheel-drive Genesis, on the other hand, is powered by a 3.8-litre mill that delivers more brawn (333 hp and 291 lb/ft). Different cars tapping the same segment â&#x20AC;&#x201C; but for this type of vehicle, itâ&#x20AC;&#x2122;s less about muscle and more about style and premium amenities. And on the latter two counts, the Cadenza does not disappoint. Not that this near-luxury, full-size sedan is a slouch when you plant the pedal. Its 1,700 kg will launch from rest to 100 km/h in about 8 seconds, under the control of an autobox that does its job quietly and

Toronto’s special flood waste collection over Regular garbage, recycling, green bin and yard waste resumed this past Tuesday, after the city announced it finished its special garbage collection following the intense storm on July 8. Crews collected about 4,100 tonnes of flooddamaged materials across Toronto, the city said in a

statement. As of July 23, residents should follow their normal garbage collection schedule and standard disposal rules, the statement said. For example, if you have more garbage than will fit in your bin, you can leave extra bags with a city-issued tag beside the bin. Tags can

be purchased in packages of five for $15.50 at Canadian Tire stores. You can put out bulky or oversized items such as furniture beside your garbage bin on your regular garbage days. No tags are required. The city collects these items in a separate truck for reuse, recycling or dismantling to

keep them out of garbage dumps. Carpeting should be tied into rolls no longer than 1.2 metres (four feet) and weighing no more than 20 kilograms (44 pounds). Electronic waste can be put out for pick up on your regular garbage days. Place them half a metre (about two

feet) away from your garbage bin. The city does not collect hazardous waste such as paint cans and fluorescent lighting tubes and bulbs. Instead, take them to a dropoff depot or a local community environment day or call 311 to arrange for a “toxic taxi” for free pick up.

Construction material such as drywall and wood should be taken to a drop-off site or picked up by a private disposal company. Check Waste Wizard, the online search tool at http:// app.toronto.ca/wes/winfo/ search.do, or call 311 if you are unsure of how to properly dispose of waste material.

Toronto waives bin fees in storm aftermath To help residents get rid of property damaged by the sudden extreme storm July 8, the city is temporarily waiving its permit fees for private disposal bins. The city usually charges $49.89 a day for people to place the bins on public right of ways.

But until July 31, there will be no charge to get a permit, although residents must still have their applications approved. “The aftermath of this storm has been very challenging for many Toronto residents. We are pleased to provide this financial relief
