EXPERT TIPS TO CRACK THE IBPS BANK PO EXAM

In yet another glaring example of the fragile political system in the state of Arunachal Pradesh, 43 Congress MLAs led by the Chief Minister Pema Khandu today, deserted the Congress and defected wholesale and joined the Peoples’ Party of Arunachal (PPA), a regional party of the state.

Mr. Khandu, who had replaced Nabam Tuki following a dissident campaign in July 2016, paraded 42 MLAs before Assembly Speaker Tenzing Norbu Thongdok, who accepted their

joining the PPA. This is the second time this year when Congress MLAs have defected from Congress to the PPA. Earlier on March 3 this year, a section of Congress legislators had rebelled against the party and joined PPA under the leadership of late Kalikho Pul as the Chief Minister.

However, following the Supreme Court judgement on July 13 this year, the Congress Government was reinstated and soon after, Pema Khandu replaced Nabam Tuki as the Chief Minister.

The move was notified in the Bulletin Part-II of the Assembly, formalising the political development that leaves the Congress with governments only in Manipur, Meghalaya and Mizoram in the northeast.

Mr. Khandu became Chief Minister on July 16 after months of political turmoil that unseated Mr. Tuki, who himself was reinstated as Chief Minister by the apex court only two days before.

In a House of 60, the Congress had 44 MLAs with one seat falling vacant after former chief minister Kalikho Pul committed suicide on August 9, while the BJP has 11 members including two Independents.

The status of two Congress MLAs is yet to be decided as they put in their papers before the recent series of political developments that led to first Tuki government falling in January this year, imposition of President’s rule and installation of the late Kalikho Pul government on February 19 for a short span.

Mr. Pul was forced to resign

in July 13 following a Supreme Court judgement. On March 3 last, Pul along with 29 Congress MLAs joined the PPA. PPA CWC chairman Kameng Ringu termed the development as a “homecoming” after a short temporary self-exile of the party.

Asked for the reasons behind the development, Deputy Chief Minister Chowna Mein said that for a resource-starved state like Arunachal, it is necessary to be with a bigger party to get more development funds from the Centre.

However, Mr. Tuki, who was out of the station, could not be contacted for his comments.

The PPA had ruled the State for a brief period from March 3 to July 13 this year under Pul. Earlier the PPA had formed the government in 1979 when

Tomo Riba was the Chief Minister.

Mr. Riba, who took oath on September 18, 1979, ruled the State for 46 days before being deposed on November 3, 1979.

Meanwhile, State BJP President Tapir Gao, while welcoming Mr. Khandu’s move, stated that the decision should have been taken earlier.

“We are happy that Prime Minister Narendra Modi’s dream of a ‘Congress-mukt Bharat’ is becoming a reality now,” Mr. Gao said.

While blaming the Congress high command for the mess in the party, Mr. Gao said party president Sonia Gandhi and vice-president Rahul Gandhi should have taken care of this.

Asked about the possibility of PPA MLAs merging with the BJP, Mr. Gao said the party’s door was open.

With the party losing its government in Arunachal Pradesh, Congress today dubbed the new dispensation as an "illegitimate child of BJP" and blamed Prime Minister Narendra Modi and BJP chief Amit Shah for the "diabolical design to decimate democracy".

"Gross and rampant misuse of money power finally delivered an immoral government of opportunists and turncoats.

The mandate of the people of Arunachal Pradesh, who voted Congress party to power, has been robbed in broad daylight," Congress' chief spokesman Randeep Surjewala told reporters.

He said the "architects of extinguishing and murdering" the very spirit of democracy and constitutionalism are Modi and Shah who rode to power on the promise of cooperative federalism.

"The prodigal sons of Congress who have jumped ship have made massive ideological and political blunder and compromise," he said, hitting hard at the 43 of its 44 MLAs who defected.

Assam: 8 Karbi People's Liberation Tiger militants arrested in Karbi Anglong

Agencies Karbi Anglong, Sep 16: Joint forces launched the raid following local intelligence inputs about the presence of top Karbi People's Liberation Tiger leaders and cadres in Karbi Anglong district killing 8 militants.

Security forces have apprehended eight hardcore Karbi People's Liberation Tiger (KPLT) militants from West Karbi Anglong district in Assam in a series of joint operations. The operation is being carried out jointly by the Assam police and the army since September 13.

Joint forces launched the raid following local intelligence inputs about the presence of top KPLT leaders and cadres in the area. Fol-

“The maximum number of 1,193 horns were verified at Golaghat Treasury, followed by 550 at Nagaon Treasury, 118 at Guwahati Treasury, 59 at Mangaldai Treasury, 56 at Tezpur, 33 at Barpeta Treasury, and 22 at Morigaon Treasury,” a Rhino Horn Verification Committee member told the media.

“The verification procedure included checking genuineness besides updating the complete inventory of rhino horns in the custody of Assam Government, and the entire process has been live-streamed for transparency,” the member said.

Stressing the need for improving financial literacy in order to achieve financial inclusion, Mishra urged the banks and other implementing agencies to create greater awareness among the masses through camps and other campaigns to achieve the desired results.

He added that RBI is willing to provide necessary capital subsidy to banks to set up their branches in rural and remote areas of the region. He stressed the need for bringing a human touch to ensure successful achievement of stated targets.

Various NGOs from across the seven North Eastern states had attended the workshop held for three days from 13th September and concluded on Thursday.

The concept of this workshop was to unite and to bring every NGO's and civil societies in one

The two NGO's namely Freedom Home, which works for drug abuses in the district under Kharsang circles and Changlang Peopl's Forum (CPF) based in Changlang headquarter have attended the workshop representing Arunachal Pradesh.

There are 170 Human rights related commissions in the country yet the country has not been cater the needs of the citizens because there is still a missing link to mitigate the lacunae in the whole gamut of Human Rights.

The resource person were Mr. Harsh Dobhal, who is a professor in Dehradun , Mr Changranath Dani, an Advocate, also a coordinator for east region under People's Watch and Mr. Mathew Jacob from Human rights group, who highlighted that the National Human Rights Commission is incomplete without the Aids of other civil societies in the country. The seminar was very useful as many civil societies from across the North eastern region met each other and tabled the needs of various commissions in their respective state to deal with the Human Rights violation.

Accordingly, 34 (ThirtyFour) students, which includes three each from Kra Dadi and Capita Complex and two each from Tawang, Lohit, Lower Subansiri, East Kameng, Lower Dibang Valley, Changlang, Kurung Kumey, Namsai, Longding, Tiap and Anjaw were given One Time Scholarship.

An amount of Rs. 5,55,000 (Rupees Five Lakh, Fifty Five Thousand) only was incurred.

Norms for awarding scholarship to students of various categories were as follows, Class 12th pass Students and going for Engineering or Medical was awarded Rs, 25,000.00, Class 12th pass students and going for Science. Humanities and Commerce courses

were awarded Rs. 20,000, Class 10th or 12th pass students and going for diploma were awarded Rs.20,000 and Class 10th pass students and continuing with further schooling were provided Rs.15,000. In the last category, the scholarships were shared by two students.

The meeting was attended by Shri Ravi Dhawan, Deputy Commissioner, Roing and HODs from the Departments of Agriculture, Horticulture, Veterinary, Textile & Industry, Fishery, DUDA, NABARD, ArSRLM, Bankers from SBI, HDFC, APRB and Apex Bank. schemes of Animal Husbandry sector viz. Diary Entrepreneurship Development Scheme (DEDS) and National Livestock Mission (NLM). He urged all the participants to take avail the benefits available with regard to diary, poultry, piggery and goatry. He also highlighted on the eligibility and the procedures involved for applying the schemes.

Besides, Officials from various State Departments and Banks spoke on the various schemes/programmes available in their respective departments and assured the participants to give their cooperation in availing those schemes.

San Francisco, Sept 16: The US Consumer Product Safety Commission on Thursday announced a recall of around one million Samsung Galaxy Note 7 smartphones plagued by incidents of batteries bursting into flames.

The move by the US safety agency formalizes the recall underway in 10 countries after reports of faulty batteries that caused some handsets to explode during charging.

Samsung meanwhile announced replacements for the faulty phones would be available to US customers next week.

In the United States, there have been 92 reports of batteries overheating, including 26 reports of burns and 55 reports of property damage, including fires in cars and a garage, the commission said in a notice.

At a time when there has been near-consensus among analysts about midcap valuations nearing the 'rich' one, it is wise to hunt for midcap stocks with earnings visibility. This is what CLSA and some other brokerages have bee .. n advocating actively.

"We are pretty well placed and I would not be too worried. It is a great opportunity to buy stocks that are more domestic economy-facing, maybe to some extent even the midcap names which are fundamentally sound. Because, midcap companies typically have better space around them to grow and they are more inward-looking, they are more India-focused," Nambiar said.

Replacements coming Samsung Electronics America announced that replacements for Note 7 smartphones will be available at retail locations in the US by September 21.

"Our collaboration with the CPSC to fast-track a voluntary recall in the US addresses safety concerns by ensuring we reach Note 7 owners quickly to exchange their devices," Samsung America president Tim Baxter said.

"We are asking owners to act now by powering down their Note 7 devices and receive a replacement devices

or a refund through our exchange program."

In an effort to steal a march on Apple, the Note 7 was given an early launch in the key US market, making that a priority for the recall effort.

US and Japanese aviation authorities have urged passengers not to turn on or charge the large-screen phones on aircraft, while the US Federal Aviation Administration has told passengers not to stow the device in checked baggage.

Samsung's recall trouble comes as rival Apple seeks to regain momentum with the Friday release of newgeneration iPhone 7 models.

A release from the Chief Minister's office here said Narayanasamy apprised Jaitley of the difficulties the territorial government had been facing for want of being a constituent of the Finance Commission.

Narayanasamy also sought waiver of loans totalling Rs 2,177 crore due over the

years to the Centre fromPuducherry government, it said.

He also wanted allocation of sufficient funds toPuducherry to meet the expenditure for disbursement of increased wages for government staff following the recommendations of the 7th Pay Commission.

The release also said Narayanasamy called on Union Home Minister Rajnath Singh and pleaded for inclusion of Puducherry in the schedule of "smart cities."

Bank of England signals rate cut: The Bank of England left interest rates at record low levels on Thursday and indicated that it would cut them further later this year. Loose monetary policies of global central banks have benefitted emerging markets such as India over the past few months.

The BOE said rate-setters were unanimous in their decision to keep the key interest rate at its record low of 0.25 per cent. "They also voted 9-0 to keep the bondbuying programme target at 435 billion pounds, and to continue with the plan to buy up to 10 billion pounds'

worth of corporate bonds," said a media report.

Trade deficit narrows: Government data on Thursday showed India's trade deficit narrowed in August, as a double-digit slide in imports has outpaced a smaller drop in exports, supported market sentiment. The trade deficit in the first five months of the financial year has fallen by more than 40 per cent to $34.7 billion.

Technical indicate upside: The Nifty50 reclaimed its crucial level of 8,800 on Friday and a close above this level would cement a bullish view on the index in the short term. The index was consolidating in a narrow range throughout this week and a breakout or a breakdown was very much on cards. For the rally to continue, Nifty50 has to hold above the 8,750 level, experts said.

"To witness an up move towards next hurdles at 8,820 and 8,888 levels, the Nifty50

has to hold above 8,750 on a closing basis. On the downside, immediate support exists at 8,700 and then at 8,665 level," Chandan Taparia, Derivatives & Technical Analyst - Equity Research at Anand Rathi Financial Services told ETMarkets.com.

Fall in inflation fuels RBI rate cut hopes: India's consumer inflation fell to a fivemonth low in August, raising hopes of an interest rate cut, if not next month then in the month of December.

Annual consumer price inflation eased to 5.05 percent in August on the back of slower rises in food prices, government data showed on Monday. The Reserve Bank of India (RBI) is scheduled to hold its next monetary policy meet on October 4.

"The inflation trajectory more or less on a reasonable platform at this point in time, but I would still sort of hold back my expectations in terms of an October," Indranil Pan, Chief Economist, IDFC Bank, said in an interview with ETNow. "Yes, the lower inflation numbers have opened up room for the Reserve Bank of India but I would expect that the wait out and sort of do it in December," he said.

The wholesale price index (WPI)-based inflation data which came out on Thursday rose to a two-year high of 3.74 per cent in August, from 3.55 per cent in July, but food price inflation eased. The WPI food inflation fell to 8.23 per cent in August from 11.82 per cent in July. CPI-based food inflation had declined to 5.91 per cent, from 8.35 per cent.

Britain, Sept 16: Britain yesterday gave the goahead for the Hinkley Point power station project, its first nuclear plant in a generation, but set conditions to address concerns about China's role in the landmark European project.

China has a one-third stake in the project and analysts had warned that Britain, which needs to forge new trade deals after June's vote to leave the EU, could have jeopardized relations with the world's second-largest economy if it scrapped the deal.

The announcement, welcomed by French and Chinese backers, came two months after Prime Minister Theresa May ordered a review of the 18 billion pounds (US$24 billion) deal brokered under her predecessor, David Cameron.

Jean-Bernard Levy, chief executive of the French state-owned power company EDF, said the move "relaunches nuclear power in Europe."

EDF's board had already approved its participation in the project in southwest England in July when May's government suddenly announced it was pausing it.

"We have decided to proceed with the first new nuclear power station for a generation," Britain's Business Secretary Greg Clark said in a statement, while

pledging fresh measures "to enhance security."

He told parliament that the plant's construction would create 26,000 jobs and it would guarantee 7 percent of Britain's electricity needs for 60 years.

It will be "a huge boost to the economy," he said.

One of Downing Street's prime concerns was over the security implications of allowing China to take such a large stake in a critical infrastructure project. But Clark's ministry said the government was now taking steps to ensure it could intervene to stop any sale of EDF's stake.

"The agreement in principle with EDF means that the government will be able to prevent the sale of EDF's controlling stake prior to the completion of construction," it said.

"Existing legal powers, and the new legal framework, will mean that the government is able to intervene in the sale of EDF's stake once Hinkley is operational."

Olivia Gippner, a fellow in EUChina relations at the London School of Economics said the framework was aimed at China but "by introducing a general national security test rather than focusing only on Chinese investment, this is a very diplomatic solution."

Under the deal, the state-run China General Nuclear Corporation (CGN) is set to fi-

nance 6 billion pounds of the cost, with EDF providing the remainder.

"We are delighted that the British government has decided to proceed with the project. We will continue to work with our strategic partner French EDF to develop nuclear power projects at Hinkley Point, Sizewell and Bradwell, and provide safe, reliable and sustainable lowcarbon energy for the UK," CGN spokesman Huang Xiaofei said.

According to an agreement between CGN and EDF, the Bradwell project plans to use the Hualong One design, China's third-generation nuclear reactor design, after the technology passes British regulatory inspections.

"Every step we make in the nuclear program in Britain will have an exemplary effect.

Emerging markets will further cement their confidence in the Hualong One design," Huang said.

French Prime Minister Manuel Valls hailed the deal as "excellent news."

China's stake in the deal was sealed last year on a state visit to Britain by Chinese President Xi Jinping.

Agreement was also reached at that stage on a partnership to develop nuclear power stations at Sizewell, on the eastern English coast in Suffolk, and at Bradwell in Essex, southeast England.

Speciality chemicals can be next mega trend; Rupee gains 16 paise against dollar in early trade 15 stocks more than doubled investors wealth New Delhi, Sept 16 : India's speciality chemicals industry, which is valued at nearly $25 billion, delivered double-digit growth in the last five years and it is seen as one of the next mega-trends that investors can bet on.

The industry accounts for a marginal 3 per cent of the global specialty chemicals market. It delivered 13 per cent growth over the past five years, primarily led by domestic consumption, Phillip Capital said in a report.

Going ahead, India's large population base with lower per capita consumption of chemicals and relatively

strong GDP growth outlook of 7-8 per cent over the next few years will sustain healthy domestic growth.

"There are many companies and many areas that I like, but dyes and pigments are the most immediate beneficiaries under the speciality chemicals theme. It is the next 10-year trend for sure," Ravi Dharamshi, CIO, ValueQuest Investment Advisors, said in an interview with ETNow. "The global chemical indus try is valued at about $3 trillion in 2001. It moved to $4.5 trillion recently.

than pharma and many other global sectors," he added.

The leader in the speciality chemicals space is China, but it is losing market share slowly due to environmental concerns and the advantage of lower labour cost is no longer visible. China was a choice destination for MNCs due to rising chemicals demand led for rapid economic expansion, but lax regulation led to environmental deterioration.

"China is obviously the largest player in chemicals and special chemicals sector and India is the second largest. Their stated objective is to move away from

manufacturing and exportled economy to consumption and service led economy," Vipul Shah, HOR, Monarch Networth, said in an interview with ETNow. "China's chemicals industry is contributing less than 10 per cent to the GDP and may be some of the polluting chemicals like dye stuff and dye intermediates may be contributing to les than 2 per cent of their GDP. However, their contribution to add pollution and water pollution is significantly higher," he said.

China has clamped down on this environment. As

per the new policy framework, China expects to cleanse its environment by shutting down or shifting more than 1000 plants to a 'green belt' over 2015 and 2016, said a report.

Shah said a lot of capacities is being withdrawn from the Chinese market and that is where Indian players are benefiting.

The government's 'Make in India' initiative will facilitate the industry with common infrastructure and a consequent rapid flow of FDI into the sector which could deliver up to 30 per cent CAGR over FY13-15 to US$ 2.67bn, according to an estimate.

Mumbai, Sept 16: The rupee firmed up 16 paise to 66.86 against the dollar in early trade today on fresh selling of the US currency by exporters and banks amid a higher opening in the domestic equity market.

Forex dealers said weakness in the dollar against other currencies overseas supported the rupee.

Further, foreign fund inflows and a higher opening in the do-

mestic equity market gave the uptrend some momentum, they added.

Yesterday, the domestic unit ended below the psychological 67-mark, falling 13 paise to hit over two-week low of 67.02.

Meanwhile, the benchmark BSE Sensex rose 258.59 points or 0.91 per cent to 28,671.48 in early session today.(PTI)

Apple’s tax troubles The hefty •13 billion in back taxes the European Commission imposed on Apple should have drawn Europe and the U.S. closer in their common quest to crack down on corporate tax avoidance. But the unprecedented penalty to hit the American tech giant has triggered angry outbursts at home and could well put paid to hopes for transatlantic cooperation, especially on the trade and investment partnership agreement, in the immediate future. The latest ruling by the European Union competition commissioner may not be the last against U.S. multinationals in what is increasingly being viewed as harmful to tax diplomacy. As with the Starbucks decision in 2015 and the ongoing probe into McDonald’s, both concerning two different countries, the Commission alleges that Ireland’s ultra-low, single-digit tax arrangements with Apple were in violation of EU state aid rules.

Notably, the Commission has not taken issue with Dublin’s 12.5 per cent rate of corporate taxation.

Curiously, the possibility of clawing back billions of euros, estimated to be worth the country’s health-care budget for a year, is not an attractive prospect for Dublin, home to hundreds of multinationals thriving on its decades-old foreign direct investment policies that include low corporate taxation. Instead, Ireland, which risks losing jobs, has resolved to appeal the decision along with Apple, whose Irish subsidiaries account for 90 per cent of the company’s overall profits.

On the other hand, there is no confusion on the other side of the Atlantic on what the move by Brussels implies. U.S. politicians are piqued that a big chunk of the money — that firms such as Apple may eventually have to pay European governments — could instead have filled domestic coffers, but for a domestic stumbling block. This is the regulatory loophole that companies exploit to defer, indefinitely, levies on profits from their overseas subsidiaries until they are repatriated. As matters stand, the 35 per cent tax rate in the U.S., compared to Ireland’s 12.5 per cent, is an incentive for American firms to retain the advantage of the deferral clause. Meanwhile, a 2014 regulation to curb so-called corporate inversion, a manoeuvre whereby American firms relocate their headquarters to benign countries to trim domestic tax bills, is said to have had limited effect in the absence of legislation. Global efforts backed by more than 80 countries to combat cross-border tax avoidance, known as Base Erosion and Profit Shifting, are still at an early stage. EU action targeting individual corporations could well be seen, at this juncture, as an irritant in that larger endeavour.

Running in the family Akhilesh Yadav’s tussle with his “uncles” has been a consistent feature of his tenure as Chief Minister of Uttar Pradesh. But the rapid developments of this week could mark the deepest fissure in the ruling Samajwadi Party. In the span of a few hours on Tuesday, tensions that have simmered ever since Mr. Yadav came to power in early 2012 rose to a crescendo. Mr. Yadav shifted out the State Chief Secretary, Deepak Singhal, who had been in the post for only two months, a man seen to be close to Shivpal Singh Yadav, brother of his father and SP chief, Mulayam Singh Yadav. In no time, the Chief Minister was replaced by Mr. Shivpal Yadav as the party’s U.P. unit president. Thereafter, Mr. Akhilesh Yadav stripped his uncle of most of the portfolios he held in the Cabinet. There the matter now rests, with party confabulations with Mr. Mulayam Singh shifting to Delhi, and the young scion issuing statements asserting his writ as Chief Minister of U.P. How this realigns the SP’s lines of authority, and eventually shapes its campaign for the Assembly elections, depends on what gives in the family feud.

The Chief Minister and his “uncles” have made moves and counter-offensives on a crowded chessboard these past years, with Mr. Mulayam Singh keeping the ultimate command in his own hands.

The Opposition, for its part, never loses the opportunity to highlight how the Chief Minister is undermined by his “uncles”, those related by blood and those who exercise authority by virtue of their long stint in the party — the allegation is that in effect the State has four-and-a-half chief ministers. The result of this tussle is that at every point of discord, it is made evident that the Chief Minister does not hold enough sway over the party organisation — in turn, Mr. Akhilesh Yadav loses no opportunity to emphasise that his calling card in politics is clean, aspirational governance that is focussed on development and law and order. In the run-up to the State elections, he is seeking to foreground this image, and pushing back on the discord with his uncles. A day before the Chief Secretary’s sacking, he dismissed two Ministers caught in corruption charges, evidently without securing his father’s nod. Earlier, he forced the revocation of a Shivpal-engineered merger of the Quami Ekta Dal into the SP, on account of its criminal antecedents. Mr. Akhilesh Yadav could, in fact, pull this discord to the party’s electoral advantage. He does not carry the burden of incumbency issues, primarily the politics of patronage and rent-seeking. But for this to happen he may have to force his father to show his hand more unambiguously and recover some control of the SP’s State unit.

When the river weeps We need to find ways to recharge the Cauvery, increase inflow of water and efficiency of water use, and clean up hotspots of pollution.

Agitations over the distribution of water in the Cauvery river are not new or surprising given the extreme dependence on agricultural and economic activity in the river basin. Karnataka and Tamil Nadu are fighting over water in a drying river, paying little attention to framing long-term solutions.

South India has always been highly dependent on the monsoon, which is uncertain and risky. Over the past few decades, the south-west monsoon has become unpredictable and has reduced in intensity. What does this mean for the Cauvery? The amount of water the river receives during the summer rains is becoming increasingly unreliable. In good years, when the river receives enough rainfall, there is no discord between the two States. In bad years, like the one we are facing now, it turns into a gargantuan political crisis.

Unfortunately, the number of bad years is only going to worsen.

Land use The Cauvery river’s

fertile basin has encouraged the growth of forests, agriculture and industry, all of which coexist in an uneasy manner and are now threatened.

We need to pay attention to land use at the regional level. Dense forest cover once helped reduce the likelihood of flash flooding, retaining water on hill slopes to enable slow percolation and recharge of the tributaries. Deforestation across the basin has contributed to reduction in rainfall, soil erosion, and flooding, with hundreds of thousands of trees being decimated to make way for plantations, urban construction, and agriculture. In the place of forests, plantations of water-hungry trees such as eucalyptus and acacia are further reducing the water table. In Coorg, local groups have agitated against the felling of lakhs of trees for the construction of a new railway line from Mysuru, and a high-tension power line. They have received little support from the local and national administration despite warning of the effect on the river. These are not isolated incidents; deforestation is

widespread along the length and breadth of the river. Tree clearing is now threatening even previously protected sites on mountain heights and steep slopes, sensitive zones where soil erosion further impacts river recharge.

Rapid urbanisation has converted fertile agriculture, forests and wetlands into concreted areas that are unable to retain rainwater or channel them into tributary streams that feed the Cauvery.

Urbanisation demands concrete; concrete requires sand. In the districts surrounding the Cauvery, rampant sand mining has altered the natural topography of the river, eroding its banks, widening the river, and altering water flow patterns. Despite warnings from environmentalist groups and farmer coalitions, and interventions by the court, this practice continues unchecked. It is no surprise that the wells that replenish farms across the basin are running dry — or that desperate farmers are reduced to abandoning agriculture and renting their farms to sand contractors

for sand storage, thus becoming complicit in their own destruction.

The large number of dams across the river contribute to a significant decrease in the river’s capacity for water storage. Siltation in dams and connecting river channels has reached alarming proportions. Industries along the Cauvery and its tributaries send large volumes of polluted water that, far from being of use to farmers, destroy their land beyond redemption.

There is no farming activity for kilometres on the side of tributaries such as the Noyyal, polluted by Tiruppur’s textile industry. The toxic sludge from industrial effluents builds up on the river bed, further reducing its capacity for storage. Despite abundant discussion, government funding for de-siltation of the river’s channels remains conspicuous by its absence.

Changes in agricultural patterns Widespread changes in

farming and agricultural patterns exacerbate the problem. Once an area of millet cultivation, the Cauvery basin has transformed into a location for the cultivation of highyield paddy and sugar cane, both water-intensive crops. There needs to be a redesign of the farming system, keeping in mind in particular the water requirements of the crops planted after the onset of the south-west monsoon.

What are Karnataka and Tamil Nadu planning to do in terms of developing more water-smart agricultural strategies?

There is little discussion on this. Though a politically charged topic, it is one that must be addressed through conversations with farmers who seem well aware of these issues. They need better alternatives and greater state assistance in facilitating explorations of alternative cropping strategies, including an examination of a possible return to millet farming (which is more nutritious as well as water-efficient), or to multi-cropping of vegetables, or even to the development of more water-efficient

varieties of paddy.

While Karnataka and Tamil Nadu struggle to find workable solutions to the distribution of water in the river during years of drought, the writing on the wall is clear. As climate change makes its impact visible, we are going to face many more seasons of drought and points of conflict. It is important that we think long term and in a coordinated fashion across the basin.

We need to find ways to recharge the river, increase inflow of water, clean up hotspots of pollution, and increase the efficiency of water use.

For this, we must take up afforestation along the river on a war footing, move to water-efficient cropping, limit industrial pollution of rivers, ban excessive sand mining, and limit the growing consumption of water for cities and towns along the river. This requires conversation and cooperation across the basin, not reactive conflict.

Given the politically charged minefield that the Cauvery water-sharing issue has become, can we hope for reasoned, concerted action?

Towards meaningful conversations with readers How quickly do people jump to conclusions? One of the readers assumed that The Hindu is shutting down its comments section based on the column, “Engaging readers, going beyond comments” (August 22, 2016), without realising that the editorial process and the Office of the Readers’ Editor (RE) are both autonomous. The Editor’s prerogative in deciding the content of the newspaper is clearly defined. The RE comes in only post-publication. Apart from corrections and clarifications, I comment on slip-ups whenever they happen, and use the forum to think aloud on some of the challenges that confront journalism. The Editor and the editorial team weigh the ideas that emerge from the dialogue between the RE and the readers, and take a final call as they deem fit for the newspaper. This is an intricate balancing act where there is no space for overreach.

Developing tools Last week, Nausicaa Renner, associate editor at

the Columbia Journalism Review and the Tow Centre for Digital Journalism, looked at an interesting new initiative called The Coral Project to improve the quality of the comments section.

She explained how this project, “a collaboration between The New York Times, The Washington Post, and the Mozilla Foundation, funded by a $3.89 million grant from the Knight Foundation (which also funds the Tow Centre for Digital Journalism), is developing opensource tools for newsrooms everywhere to cut through the negative trolls and tap into potential of audience engagement for journalism.”

The Coral Project’s director, Andrew Losowsky, told Ms. Renner that “the conversation that we always start with, [is]: What is the role of audience in your journalistic mission? And what could the role of the audience be in your journalistic mission if you had the right tools? Some of them can answer the first, and almost no one can answer the second.” One of the

tools developed by The Coral Project is called Trust. The Washington Post is currently testing a Trust beta.

"The no-confidence motion is withdrawn with the leave of the House," Speaker Abu Taher Mondal said after the debate.

Mondal said he has never seen that a no confidence motion was withdrawn.

Opposition Hill State People Democratic Party (HSPDP) chief Ardent M Basaiawmoit, who moved the motion along with two other regional parties, withdrew the motion following a 2-hour long reply from Chief Minister Mukul Sangma.

Resolution for Speaker’s removal listed today Agencies Shillong, Sep 16: After withdrawing the no-confidence motion against the Congress-led government on Thursday, the Opposition is set to move another no-confidence motion against Assembly Speaker, AT Mondal, on the last day of the session on Friday.

Opposition member James Sangma (NPP) had submitted a letter expressing lack of confidence in the Assembly Speaker to the Assembly Secretariat which was subsequently admitted by the Speaker to be taken up on Friday.

An official source said on Thursday that the resolution seeking the removal of Speaker has been listed during Friday’s government business.

However, it is yet to be known whether the Opposition will move the motion considering that they had withdrawn the no-confidence motion against the Congress government.

In his reply, Sangma said the state's fiscal health is better than its neighbouring states of the region.

Assuring the opposition that the issues they have raised will be addressed, Sangma informed the parties on the steps taken by the government to resolve the ban on coal mining imposed by the National Green Tribunal.

The department of Industry has been tasked to set up Entrepreneurship Incubation Centres in rural areas, in which the strength of state lies, he

said.

Earlier during the debate, the Opposition lambasted the government on issues like crimes against women and children which is rising in the state.

There was also heated debate between the ruling and opposition members during the course of debate.

Speaking against the motion, former chief minister and chief adviser to the government DD Lapang, however, admitted the the issues raised by the opposition were important.

"They have raised valid suggestions and I appeal to the state government to take note on the matter," Lapang said.

He also reminded the opposition to appreciate the government in improving the law and order scenario in militancy hit Garo Hills.

Agencies Shillong, Sep 16: The Meghalaya Legislative Assembly on Thursday witnessed heated arguments involving Daddengre MLA James Sangma, Government chief whip RV Lyngdoh and District Council Affairs Minister Prestone Tynsong on two occasions.

The first round of altercation started when Lyngdoh, during the discussion on the no-confidence motion, made a reference to the Baljek Airport that has remained non-functional since its inauguration in 2008.

This irked Sangma who said it was not right for the minister to refer to

former President Pratibha Patil, who had inaugurated the airport, and demanded that the word should be expunged.

Later, taunts from both the treasury and the opposition benches continued over the non-payment of salaries to GHADC employees.

In the second instance, Tynsong and Sangma got into a war of words when the former claimed that Leader of Opposition Donkupar Roy, who was the Chief Minister of the State in 2008, had refused to help him in certain issues of the members of Block Development Committee since he was in the Opposition. Roy said he was not aware of

such incident.

However, Sangma said as per the rules, members of the Assembly should not make personal attack on each other. He even asked Tynsong to substantiate his claims and demanded that the word be expunged from the proceedings. Later, the Speaker intervened and said the word would be expunged.

Earlier, reacting to certain statements made by opposition leaders on the infighting within the Congress, Tynsong said, “If I fight with the chief minister, do you (the Opposition) have a problem? He is my chief minister and I am his minister.”

Replying to a series of issues raised by the Opposition during the no-confidence motion, Sangma said many states of the North East have their debt-to-GSDP ratio at over 40 per cent.

Slamming NPP MLA James Sangma for only talking about the financial crisis in the State, Sangma said Meghalaya has never been free from financial constraints. He added that even the Central government faced financial constraints which forced them to make budgetary cuts from several departments.

“How many times in the past has the State resorted to overdraft?” he ques-

Talking about the NGT ban on coal mining and the alleged delay in finalization of the State mining plan, Sangma informed that based on the directive of the National Green Tribunal, a combined meeting of the Ministries of Coal and Environment & Forest and the State government was held to finalize the State plan, the final meeting for which was held on September 5. He added that the North East Regional Institute of Education (NERIE) had conducted field visits in the State.

According to Sangma, the Ministry of Environment & Forest had submitted its report to the NGT on September 2.

He stated that the State government was working on the Mines and Minerals (Development and Regulation) Act but the Parliament amended the Act last year following which the State had to also tailor its Act accordingly.

He further said the service rules for the Directorate of Prosecution were recently approved by the cabinet after which the recruitment

Speaking about the IBDLP, the chief minister said it is a connecting link between the government and the people and added that the government would soon open entrepreneurship centres in rural areas of the State.

The chief minister also informed that the State government has initiated a programme of upgrading major district roads. Under the programme, the State government has sanctioned Rs 447 crore in the last four years.

He also expressed concern over the growing instances of traffic jams in the city and called for making proper embarkation and disembarkation zones in the city stating that taxis and buses stops anywhere they like.

He also said that the PWD (Road) does not consult the Shillong police and mark their own embarkation and disembarkation zones. “Such measures are required to be taken after due consultation,” he added.

Agencies Shillong, Sep 16: A minor earthquake which hit parts of the State on August 24 led to the collapse of the under-construction bridge in Mawhati, revealed PWD (Roads) Minister MM Danggo in the State Legislative Assembly on Thursday.

Replying to a zero hour notice moved by Independent legislator from Mawhati, Julius Dorphang, the minister said the culvert collapsed due to the failure of the staging work provided because of the weight of fresh concrete being casted.

“The immediate trigger

for the collapse was the earthquake that occurred in the afternoon when the concreting was nearing completion. The floor supporting the deck slab was shaken during the quake resulting in the collapse of the supports for the culvert,” Danggo said.

According to the minister, an engineer from the Department checked the foundation of the culvert and found that adequate failure was definitely not caused by any foundation deficiency.

The minister also dismissed reports that seven workers were injured in the incident, and stated

that only two workers sustained minor injuries and were taken to hospital.

The minister went on to say that said that the PWD Executive Engineer, Umsning Division, and the State Rural Roads Development Agency have issued notices to the contractor who has been instructed to continue with the construction work after carrying out all necessary safety checks.

Danggo also revealed that the contractor has been issued a stern warning he has submitted an undertaking that he would redo the work at his own cost.

Court fixes HYC case for Sept 23 Agencies Shillong, Sep 16: The High Court of Meghalaya has given another opportunity to the five HYC members to file supplementary affidavits in connection with a contempt of court case which was filed against them when they had resorted to sloganeering on the court premises last year when principal contemnor Adelbert Nongrum was due to appear in the court.

Nongrum and the five HYC members were present in the court on Thursday.

The matter has been

fixed for hearing on September 23.

The case was taken by the High Court following contempt of court by Nongrum after he criticized the December 14, 2014 order of Justice SR Sen related to the headmen.

During the hearing of the case related to contemptuous remarks by the former KHADC CEM on January 27, 2015, the High Court had ordered a CBI inquiry on the mayhem created by people who were shouting slogans outside the court premises. The CBI report had named the five HYC members as

those responsible for the mayhem.

On Thursday, senior counsel VK Jindal, appearing for the CBI, submitted that a prima facie case on the basis of the report of the CBI was made out against the five persons, later on noticed by the Court. Senior government advocate ND Chullai, submitted that even the affidavits filed by these persons cannot be treated as categorical and unconditional apology.

Following a request from K. Paul, counsel for the HYC members, the Court gave them another opportunity to file supplementary affidavits.

Coal traders’ body wants SC to stay NGT ban MNF takes out rally demanding scrapping of MLPC Act, 2014 PTI Aizawl, Sep 16: The opposition Mizo National Front (MNF) on Thursday took out a rally protesting the opening of wine shops under the Mizoram Liquor Prohibition and Control Act, 2014.

The MNF, which promised to impose prohibition again if voted to power in the 2018 state Assembly polls, demanded that the state government immediately close the wine shops.

cluding former Chief Minister Zoramthanga, alleged hundreds of people died in the state after wine shops were opened in different parts of the state since March last year.

The rally was held in all eight district headquarters including the southern Saiha and Lawngtlai districts where the MLPC Act was not in force and no wine shops opened as the area falls under the three autonomous district councils.

Agencies Nongstoin, Sep 16: The Hima Nongstoin Land Owner Coal Trader and Producers’ Association has appealed before the Supreme Court to stay the National Green Tribunal’s blanket ban on mining and transportation of coal.

The association filed the civil appeal against All Dimasa Students’ Union (ADSU), Dima Hasao District Committee, the State government and others as Performa respondents. It said in its appeal that the existing land tenure is un-

der private owners and the prevailing customary system of the Khasi and Garo communities needs to be taken into consideration since it was there since time immemorial. The Hima Nongstoin body has asked the apex court to stay the NGT orders of December 23, 2015 and March 30 and May 10 this year so that mining and transportation of coal and other minerals may be restored.

While acknowledging that protection of environment was necessary, the Asso-

ciation said the economy of the people here was affected by the ban and it was equally important to focus on that.

The NGT’s ban on mining has affected local economy as well as the State government’s revenue flow, they argued.

The Supreme Court had, on August 29, directed the respondents to file a counter affidavit on or before September 8 and the case was fixed again for hearing on September 21.

Washington, Sept 16: Pakistan's support base in the US is fast dwindling as American lawmakers are unhappy over Islamabad's reluctance to take action against some terror groups and its continuance of providing safe havens to them, a group of Indian parliamentarians has said.

"One thing came across very clearly from across the spectrum that they (Americans) are very unhappy with Pakistan. They are very concerned about...Americans lives at stake (in Afghanistan), the kind of promises that have been broken," Baijayant Jay Panda of the Biju Janata Dal (BJD) told reporters.

Panda, who is leading a

seven-member delegation of Parliamentarians as part of Indo-US Forum of Parliamentarians (IUFP) organised by the Federation of Indian Chambers of Commerce and Industries (FICCI), said the sense he and his colleagues got from these meetings that the support for Pakistan in the US has come down considerably in the last few years.

As a result, Panda said there is greater sensitivity and recognition of India's constructive and developmental role in Afghanistan.

"This was not the case earlier. We can see that some of the (American) attitude (towards India's role in Afghanistan) is changing.

They are much happier to-

day about continuing and increasing India's investment in Afghanistan. The Americans used to be sensitive to Pakistan pressure until a year or two ago," he said.

"The world knows the cross border terrorism that we face....this is connected to the Kashmir issue. In some of the discussions the issue came up about the violence of Kashmir and the concern, but it was the overall general concern about the rise of violence which we ourselves are concerned. We are tackling it," he said.

Other members of the delegation are Anurag Thakur and Harish Chandra Meena from the BJP, Neeraj Shekhar from Samajwadi Party, Jayadev Galla from Telugu Desam Party and Rajeev Satav and Sushmita Dev from Indian National Congress.

During their stay here, the Indian MPs have had a series of meetings with top American lawmakers, officials of Obama Administration and top think-tanks.

Some 3,000 activists belonging to the Patriotic Union were slain by paramilitary death squads sometimes in collaboration with state security forces after the political party was set up in the 1980s during peace talks with the Revolutionary Armed Forces of Colombia.

President Juan Manuel Santos said on September 15 that the party's "extermination" should have never taken place. He called on Colombians to respect the political movement that will be formed with the FARC's signing of a peace deal with the government.

Santos said FARC leaders' trust of the state to protect them is a sign the tragedy is unlikely to repeat itself.

At least one killed in Typhoon Meranti in China Beijing , Sept 16:At least one person was killed and over 50 others injured after Typhoon Meranti, the world's strongest typhoon this year so far, hit China's Fujian province.

The strongest typhoon that hit Fujian Thursday since records began in 1949 brought gales of up to 48 meters per second and also destroyed an 871-year-old heritage bridge in Yongchun County.

The Dongguan Bridge was a protected heritage site and built in 1145 during the Song Dynasty.

The typhoon has left one person dead and 51 injured, state-run Xinhua news agency reported.

Supreme Court extends Subrata India pitches for 'accommodating' Roy's parole till September 23 Constitution in Nepal New Delhi, Sept 16: Supreme Court on Friday extended the parole of Saharachief Subrata Roy till September 23, granted to him in May on humanitarian grounds after his mother passed away.

The parole continued later to enable him arrange money to refund his investors.

The decision to extend the relief was taken by a bench headed by Chief Justice T S Thakur in-chamber as his parole was to end today.

The regular special bench of CJI and Justices A R Dave and A K Sikri was not available.

Sahara's lawyer Keshav Mohan said that a draft of Rs 353 crore has been deposited in the SebiSaharaaccount.

The bench extended the relief to 68-year-old Roy till September 23, the next date of hearing.

The apex court on September 2 had asked the Sahara Group to come clean by disclosing its sources from where it had raised Rs 25,000 crore and paid its investors in cash, observing that it is "difficult to digest" as such a huge amount "cannot fall from the heavens."

It had said they were free to meet prospective buyers of properties and move within the country under police escort.

"Curfew has been imposed in Srinagar city and towns of Baramulla, Pattan, Anantnag, Shopian and Pulwama," a police official said. The youth was injured by a tear gas shell in clashes on September 5 in South Kashmir's Pulwama district.

The official said curbs have been imposed to maintain law and order as there have been protests and clashes after Friday prayers in the Valley which has been hit by violence following the killing of Hizbul commander Burhan Wani in July.

Thiruvananthapuram Sept16: In yet another ATM fraud in Kerala, two persons including an NRI, have lost over Rs one lakh, with the money being withdrawn from their accounts through different ATMs in the city.

The NRI Arvind, who is presently in the Gulf, told police that Rs 52,000 had been withdrawn from his Axis bankaccount at Pattom here early today.

Police said they have asked him to forward an email complaint to the Police commissioner after which a case will be registered.

He informed them over

phone that the money had been withdrawn through five transactions. The withdrawal was from different ATMs in the city, police said.

Arvind told TV channels that he had been to Kerala a month ago and had withdrawn some amount from the account.

New Delhi, Sept 16: Government may introduce a Bill in Parliament to "drastically prune" the number of permissions required to be obtained for shooting films.

Union Minister of State for Parliamentary Affairs and Minority Affairs Mukhtar Abbas Naqvi said the Bill "could be brought about either in the forthcoming winter session or else latest by the Budget session of the Parliament", a release issued

by PHD Chamber of Commerce said.

Naqvi said the Government was conscious of the fact that producers and film makers are subjected to obtaining host of clearances from the Centre as well as states before being getting the permission to shoot at a particular location in the country.

"This delays their schedule of timely deliveries of their production as well subjects them to lots of inconveniences. Therefore, the government is going to take corrective measures to sort out this problem through a proper legislation," Naqvi said.

The remarks of the Minister came after filmmakers Prakash Jha and Madhur Bhandar karrequested the Government to drastically reduce the list of permissions for film shootings, currently numbering close to 35 from various agencies.

July this year when Pokemon Go had become a global phenomenon, many had reported that cyber criminals are using the name to lure users to install malicious apps.

Now security firm Kaspersky Lab has found such an app that collects user's location, device information and more to install other malicious apps on the phone.

The security firm said that an app named Guide for Pokemon Go "downloads rooting malware,securing access to the core Android OS for the purposes of app installation and removal as well asthe display of advertising". This means if you have installed this app the Trojan will send details of your device to its masters.

China preparing to bring down whole internet? Security researcher says it is possible At a time when cyber attacks are getting more common, a respected cyber security researcher has warned that someone, possibly China or some other country, is working on a blueprint to bring down the whole internet in the matter of hours.

Cyber security and cryptography expert Bruce Schneier says there is something sinister, and a pattern, in many of the cyber attacks carried out in the last one year. They also have a level of sophistication that is not expected from usual cyber criminals.

Schneier says that someone is trying to learn vulnerabilities of "the companies that run critical pieces of the internet" using sophisticated DDoS (distributed denial-ofservice) attacks. He says that Russia and China could be the main forces behind these attacks, however, "we don't know who is doing it but it feels like a large nation state".

In his blog post, Schneier highlighted that the attacks are directed at companies that provide infrastructure to make internet work. If accurate, it seems that whoever is behind these attacks is looking to find vulnerabilities in the internet as the world knows it, possibly so that it can be brought down like a house of cards if needed.

"These attacks are significantly larger than the ones they're used to seeing. They last longer. They're more sophisticated. And they look like probing. One week, the attack would start at a particular level of attack and slowly ramp up before stopping. The next week, it would start at that higher point and continue. And so on, along those lines, as if the attacker were looking for the exact point of failure," said Schneier.

A distributed denial-ofservice attack is a simple way to overwhelm a website.

DDoS hackers flood the tar-

geted site with so much data that legitimate users can't get to it. For example, if you block the doors of a store with rioters, genuine shoppers can't get inside.

"There is an entire industry, with an arsenal of technologies, devoted to DDoS defense. But largely it's a matter of bandwidth. If the attacker has a bigger fire hose of data than the defender has, the attacker wins," writes Schneier.

Stark numbers Although, we are not sure what to make of Schneier's claims but he is not an alarmist. He is widely respected for his insights on cyber security and cryptography. It is also a fact that the number of cyber attacks is growing, at a fairly rapid pace.

Akamai, a service that runs one of the world's biggest content delivery network, in its security report for Q2 2016, says that there has been a 129 per cent increase in DDoS attacks compared to Q2 2015.

The company observed its largest DDoS attack to date at 363Gbps on June 20th against a European media company.

As the number of stronger attacks increase, a pattern has become apparent. According to Schneier, the targeted companies have witnessed attacks using three or four different vectors. In simpler words, more the vectors, stronger the attack. So in an attempt to defend against these, the companies have expose all their defence capabilities to the attacker. He suggests that this allows the attackers to learn about the internet infrastructure and defence mechanism in place.

Verisign, the registrar for top-level domains, like .com and .net, publishes a DDoS trends report every quarter. It too talks of the increased attacks. According to its Q2 2016 report "attacks continued to become more frequent, persistent, and complex".

The severity of this situation can be understood by a

simple example, if Verisign goes down due to an attack all the websites and email addresses, which use domains like .com and .net, will face a global blackout.

DDoS attacks are not the only cyber security threats everyone should worry about, according to Schneier, hackers are also "testing the ability to manipulate internet addresses and routes, seeing how long it takes the defenders to respond, and so on".

The security expert also suggests that these attacks cannot be a work of an activist, criminal, or researcher.

The size, scale, and persistence of these "probes" suggest involvement of state actors. He also suggest that these attacks could have been generated from China, Russia or the US. "It reminds me of the US Cold War program of flying high-altitude planes over the Soviet Union to force their air-defence systems to turn on, to map their capabilities," said Schneier.

Narsingh had tested positive for banned substance about 20 days ahead of the start of theOlympic Games

Narsingh's dope case referred to CBI New Delhi Sept 16: The Wrestling Federation of India (WFI) today said that the CBI has started its probe into the doping scandal of tainted wrestler Narsingh Yadav after the PMO referred his case to the investigation agency.

WFI president Brij Bhushan Sharan Singh met Prime Minister Narendra Modi and requested him to forward Narsingh's case to the Central Bureau Investigation for further investigation.

"Prime Minister's Office has referred Narsingh's case toCBI for further investigation and proceedings are learnt to have started into the wrestler's doping scandal," Brij Bhushan told PTI. Narsingh was imposed a four-year ban last month by theCourt of Arbitration (CAS), which barred him from taking part at Olympic Games and also threatened to jeopardise his entire career.

Since then WFI had been

demanding for a CBI probe.

Narsingh had tested positive for banned substance about 20 days ahead of the start of theOlympic Games and the wrestler had alleged conspiracy against him, saying that either his food or drinks were spiked.

But with Narsingh failing to produce any "real evidence" regarding the sabotage theory, the grappler from Maharashtra was debarred from representing India at the Rio Games in 74kg freestyle wrestling event.

During the course of the Games, the CAS slapped a ban on him for flunking a dope test following WADA's challenge to the clean chit given to him by the National Anti-Doping Agency (NADA) just three days ahead of his scheduled opening bout at the Olympics.

However, during the hearing at Rio de Janeiro, (WADA) had said that if any decision was rendered at a later stage by a criminal court in India

which confirmed the alleged sabotage, then any award made by the ad-hoc panel could be reviewed by the Supreme Court in Switzerland, where the CAS is based.

The verdict marked a painful end to the controversy which began with the wrestler failing a dope test taken on June 25 and July 5.

Despite grabbing the Olympic quota by virtue of his World Championships bronze in Las Vegas last year, Narsingh's road to Rio was fraught with obstacles after he was named to representIndia ahead of double Olympic-medallist Sushil Kumar.
