County Health Dept. offers free dunks to combat mosquitos

The Westchester County Health Department is giving away free mosquito dunks that residents can place in bird baths, rain barrels, unused pools and lined ornamental ponds that contain standing water. The dunks contain a bacterium, Bacillus Thuringiensis Israelensis (Bti), that affects only the larvae of mosquitoes, blackfly and fungus gnats and is safe for animals and plants.

Bti is naturally occurring in soil and has been approved for pest control in organic farming. It poses no harm to food crops or water supplies, according to the U.S.

Environmental Protection Agency. The free dunks will be available on Friday, May 17 from 9:30 a.m. to 2:30 p.m. at the Westchester County Department of Public Works, 198 Lake St., White Plains.

Health Commissioner Dr. Sherlita Amler, said: “These dunks provide an environmentally safe and more cost-effective way to reduce the mosquito population than our past distribution of minnows. In recent years, pond raised minnows have become increasingly difficult to procure. This year, working with the State Department of Environmental

Conservation, the Department secured the dunks at no cost to our residents. Dunks can be more widely and effectively used than minnows to help combat mosquito larva in small bodies of water and residential settings.” Residents should eliminate standing water from around their properties after it rains. Mosquitos can breed in a small amount of water. It takes only 7-10 days for an egg to hatch into a biting adult mosquito. Mosquitos do not fly far, so preventing them from breeding will keep mosquitos from biting near your home.

Hochul announces record Metro-North ridership

Gov. Kathy Hochul announced on May 15 record ridership on the Metropolitan Transportation Authority commuter railroads, the Long Island Rail Road and Metro-North Railroad. The LIRR carried 260,745 riders on Tuesday, May 14, the highest ridership for a single weekday since the pandemic. The ridership record coincided with a Grand Central Madison record – 41 percent of riders traveled to Grand Central Madison on Tuesday, the highest split with Penn Station since the terminal opened for full service last February.

“This record-breaking ridership showcases that New York is back and better than ever,” Governor Hochul said. “Thanks to our nation-leading investments, commuters and residents are now experiencing safe and reliable transportation, and I am proud to see New Yorkers continuing to come back to the system.”

The LIRR record comes just one day after Metro-North Railroad had its best Monday since the pandemic, carrying 209,795 riders. Combined with Tuesday, Metro-North has carried nearly half a million riders through the first two days of the week. This record comes following strong ridership last week, with an average of 212,466 riders each day, the best weekday average since the pandemic. The average ridership for Tuesday through Thursday of that week was 222,244 riders, also a post-pandemic record.

MTA Chair and CEO Janno Lieber said, “MTA commuter rail service has never been stronger. LIRR ridership keeps climbing, especially the number of commuters using Grand Central

Madison. LIRR ridership inside the city – especially from historically disadvantaged neighborhoods – is up 28 percent, and Metro-North on-time performance has been nearly perfect this year – 99 percent! We still have capacity to accommodate even more riders, who now know taking the LIRR and Metro-North will get them to and from the city faster than ever.”

Metro-North Railroad President Catherine Rinaldi said, “Service has never been better for Metro-North customers. Through the first quarter of the year, on-time performance has been the highest in the railroad’s history, and our commitment to safety has not wavered. These records are a testament to the entire Metro-North team, and I am proud of the excellent work that they have done to get us here.”

Through the first three months of 2024 the LIRR and Metro-North have each celebrated strong on-time performance and ridership, with each carrying approximately 1.4 million riders last week. Building off a strong 2023 in which both LIRR and Metro-North saw non-commutation surpass 2019 levels, both railroads are currently carrying an average of 200,000 riders. Metro-North’s record week, for the week of May 6, is the first time since the pandemic the railroad has averaged over 200,000 riders for a week, surpassing that total six of the last seven weekdays. The ridership highs come in the midst of record ontime performance. In addition to its historic on-time performance of 98.8 percent in 2024, Metro-North’s on-time performance has been at least 97 percent the last four years.

County assists Mamaroneck with $3M affordable housing investment

Westchester County is committing to helping the town of Mamaroneck build more affordable homes. Focusing on property in the town, Westchester County Executive George Latimer is committing to assisting Mamaroneck through the process, and has earmarked a $3-million-dollar investment from the county.

Latimer said: “Our responsibility as a County Government is to make sure the opportunity for affordable housing is always there, and that includes assisting our local municipalities through the development process. In Mamaroneck, we are committed to helping the Town fill this critical need, which will create more housing at a price point all people can afford. We are vowing to assist in this process, which will ultimately help improve the quality of life for many of our residents and families.”

Under Latimer’s leadership, Westchester County has dedicated significant resources and funding to enhance the infrastructure and

services in the Town of Mamaroneck. From comprehensive park renovations and flood management initiatives, to major roadway improvements and fiscal contributions, these efforts demonstrate the County’s commitment to enhancing quality of life and supporting local communities.

Major Developments and Investments

• Storm Sewer Network Evaluation and Flooding Mitigation: Addressing long-standing concerns regarding flooding, the County has allocated $300,000 for a comprehensive assessment of Mamaroneck’s storm sewer network. This initiative aims to reduce the frequency and severity of flooding in flood-prone areas, enhancing safety and protecting property.

• Roadway Enhancements on Mamaroneck Avenue: With an investment of over $12.3 million, Westchester County has completed the repaving of Mamaroneck Avenue, spanning 5.09 miles from Bryant Ave in White Plains

to Mt. Pleasant Ave in the Village of Mamaroneck. This significant infrastructure improvement enhances the driving experience and safety for thousands of commuters and residents daily.

• Upcoming Repaving of Murray Avenue: Further demonstrating its commitment to maintaining robust infrastructure, the County has set aside $10.6 million in the Capital Plan for the repaving of Murray Avenue. Currently at 60% design completion, this project is scheduled to go to bid soon, signaling continued improvements in local road quality.

• Increased Sales Tax Revenue Sharing: Since the implementation of an additional 1% sales tax in 2020, Westchester County has redistributed a total of $12,111,310 back to the community of Mamaroneck. This revenue sharing boosts local government capacity to fund essential services and community projects.

• Environmental Achievements: With the County’s support, the

Town became a bronze certified Climate Smart Community in 2016. Mamaroneck Town was re-certified in 2022.

• Senior Nutrition / Food Security: Westchester County contributes $77,462 annually for Congregate meals, Home Delivered meals and Transportation services at the Mamaroneck Senior Center.

• Revitalization of Flint Park: Westchester County is investing $1 million into Flint Park in the Village

of Larchmont, specifically targeting Alma Field. This project will include the construction of a new varsity-sized, multi-purpose sports field suitable for soccer, lacrosse, little league baseball and softball. Enhancements will also feature new lighting, seating options such as benches and bleachers, picnic tables, a scoreboard, a sound system and improved walkways, curbing and drainage systems. Westchester Swears in 35 new correction officers during National Correctional Officers Week

The Westchester County Department of Correction (WCDOC) held a formal graduation ceremony for 35 new correction officers at the Westchester County Center. The ceremony began with a call to order, opening prayer and a presentation of the colors by the Department’s Honor Guard, who entered the Little Theater accompanied by bagpipers and drummers of the Westchester County Emerald Society.

Westchester County Executive George Latimer said: “One of the most important functions of County government is the safe running of a correctional facility. The individuals remanded into the custody of WCDOC have arrived there for many reasons and will look to our new correction officers as role models and mentors. A full commitment to your new professions and responsibilities will directly impact the men and women in their care and help them prepare for a successful return to their communities. Of importance, today’s graduation falls during National Correctional Officers week, a week where we formally thank and recognize all levels of our Department of Correction dedicated workforce. Their commitment to duty in a complex work environment is commendable not just this week, but every single day. As demonstrated in the 2024 budget, my administration will continue to provide resources to help facilitate future advancements, enhance overall facility safety, and to support our WCDOC workforce and those remanded into their care and custody.”

Deputy Commissioner Michael Gerald welcomed attending dignitaries and graduating class family members. In addressing the recruits, Correction Commissioner Joseph K. Spano reinforced that the new career as correction officers is one of the most challenging in all of law enforcement.

Spano said: “I know from firsthand experience that the job of a correction officer is not easy and it will take time to adjust to a fast moving and complex environment. The extensive training you received over the last 12 weeks combined with our continued support will help you adjust to your new profession and safely carry out your responsibilities. As previously discussed, we set the bar high at our agency and expect that each of you will adhere to the Department’s core mission, values and best in class national standards. Also, holding this ceremony during National Correctional Officers week is significant, because it’s a time that we honor the memory and contributions made by hundreds of correctional professionals throughout the years to help position our agency as national leader in the correction space. As a result of that hard work and sacrifice, you now become part

of a very special and unique Department of Correction. If you remain focused and carry out your duties with passion and maximum effort, your career path at WCDOC will be very fulfilling”.

At the ceremony, Captain Patti Bhola of the Department’s Training Academy, also detailed some of the unique correction officer training curriculum including implicit bias, secondary trauma, de-escalation of incidents, defensive tactics, crisis intervention and interaction with individuals suffering from mental illness and substance use disorders.

Prior to the close of the ceremony, she was joined by Training Unit Sergeants Paul Lindert and Robert Losco, who presented awards to members of the graduating class who distinguished themselves during the academy, including the best student, the best conditioned recruit and for leadership skills.

The Westchester County Department of Correction is considered a national leader in the space, recognized for its robust rehabilitation program system and accreditation certifications through the American Correctional Association, the National Commission on Correctional Healthcare and the Prison Rape Elimination Act.

In his first 8 months at Manhattanville, Sánchez has led the institution through a rebrand including university seal and logo as the college became a university. He has already made great strides raising the profile and reputation of the institution through broad outreach to alumni, investments in grant development and partnerships with local and national organizations. He has recently been appointed to the Boards of the Business Council of Westchester and the national board of the Hispanic Association of Colleges and Universities (HACU).

Sánchez’s impressive track record as president of Rhode Island College (RIC), where he served from 2016–2022, included elevating the school’s

“U.S. News and World Report” social mobility ranking to No. 2 among New England public institutions, significantly improving academic facilities, increasing fundraising, and dramatically growing student diversity. Sánchez advanced RIC up other national rankings, breaking the Top 100 of all public and private Masters Universities in America (2021 Washington Monthly) and made the Top 10 Best Value Colleges among all medium and small institutions in New England (2021 Money Magazine).

A native of Cheyenne, Wyoming, Sánchez holds a PhD in higher education administration with a concentration in learning, cognition and instruction from Indiana University Bloomington, and an MS in student affairs and higher education from Colorado State University. He also holds a BS in psychology with minors in communications and Chicano studies from the University of Nebraska Lincoln.

Enjoying the Playoff Ride

It’s kind of hard to believe we’ve almost made it to the end of the 2023-2024 school year, but here we are. This week, scores of Section 1 teams are gearing up for their postseason runs—with our flag football champions to be decided on Saturday—meaning that we’re almost done with scholastic sports until preseason starts back up in August.

And just like every year, I’m left wondering where the time went. It seems like just yesterday, I was preparing for the start of football season, looking at the poring over sheets to figure out how re-classification impacted the upcoming campaigns for our local

teams. And now, we’re heading into the home stretch, the last chance for seniors to write their final chapter in their program’s history.

It just kind of flew by.

But that doesn’t mean there isn’t a whole lot to look forward to.

I love the spring playoffs, mainly because of the importance it holds for graduating seniors. It doesn’t really matter what your main sport is; it could be basketball or football, but if you’re a senior playing a spring sport, this—quite literally—is it. Baseball might be your third sport, but for the next few days, or however long your team’s playoff run lasts, this is one of the last things that will bind you to your high school career, the last big moment before prom and graduation.

So there’s always a little extra

passion on display during this stretch because this fact is not lost on our young athletes. The result? More often than not, these are some of the most fraught games of the year because of everything that’s riding on them.

And if it’s one thing for players, it’s another entirely for parents. The majority of high school seniors will not go on to participate in college athletics, so for many folks, this is one last chance to watch their child take the field in a competitive game; that’s over a decade of practice carpools, travel teams, and general parental anxiety coming to a head over the course of a two week stretch. It can be a lot to handle!

So to everyone gearing up for the postseason, parents and athletes alike, here’s my sage advice; take a deep breath and enjoy it.

Sure, there’s going to be tension, anxiety and everything else that comes with a playoff push, but don’t let that overwhelm the overall experience. Don’t let the fact that this ride is almost over color your perception of what still lies ahead.

Eventually, some game is going to be your last. You might as well enjoy it while you can.

This week and next, the Section 1 playoffs will be a wellspring of emotion for players and parents alike. Just remember that as tense as things may get, it’s important to appreciate the experience for what it is. Photo/Mike Smith

Eagles, Huguenots advance to flag football semis

The second-ever Section 1 girls flag football playoffs kicked off on May 11, and two local teams started their postseason campaigns in impressive fashion, posting decisive first-round wins to keep their title hopes alive.

Saturday morning’s slate included big victories by Division II reigning champion Eastchester and Division I newcomer New Rochelle, who dispatched Peekskill and Yonkers, respectively. The Eagles buried the Red Devils with a 27-6 showing while the Huguenots topped their visitors 19-6. For both winners, the games not only signified important playoff wins but also avenged regular season losses in the process.

No. 3 New Rochelle previously fell by a point to Yonkers on April 24, but had little trouble with the No. 6 seed on Saturday, setting up a showdown on Wednesday against No. 2 Yorktown. The Huskers snuck past Clarkstown in the opening round with a 7-6 win but could present a stiff test for the Huguenots in the semifinals, which will occur after press time.

New Rochelle and York -

town have not played yet this year, but the Huskers have not dropped a game this season, posting a record of 13-0-2 thus far.

Outside of their loss to Yonkers in April, the Huguenots have not faltered since their third game of the season and have gone 13-1 since.

Eastchester likewise found a second gear in the playoffs downing Peekskill thanks to the inspired play of quarterback Michelle Tiso and a host of Eagles including Kayla Comizio and Alexa Keller—who both found the end zone—and Deanna Biancardi, who scored twice.

Eagles head coach Vito DeBellis said that his team’s depth has been a calling card this year and that the number of options on the offensive end makes the Eagles a tough team to gameplan for.

“Without a doubt, if you’re a coach on the other side, you have to pick your poison in some spots,” said DiBellis. “You have to think; am I trying to stop Michelle, am I trying to stop Deanna, or Kayla, so at some point, hopefully, we can put together a plan to adjust on the fly and our girls are all about football, and they understand how to make those adjustments.”

Up next for the No. 4 Eagles is top-seeded Brewster, who will host Eastchester on May 15, after press time.

At 13-1-1, the Bears’ lone loss came on March

28 against Scarsdale, so DeBellis said his team will need to be ready to step up on Wednesday.

“Brewster has a great quarterback and they’re a big, strong, running team;

they don’t throw the ball as much as we do,” he said.

“With flag football, it’s not like you have a week to prepare, so we’re going to watch some tape and come up with a gameplan, but I have confidence in our girls, so that’s something we are going to need to be prepared for.”
