oday, we celebrate our country’s 123rd Independence Day. On this day, June 12, 123 years ago – we declared our independence as a nation. United under one flag, we toppled oppression in our battle for gaining the very freedom that we are all enjoying now. Last year, we fought our hardest battle yet for freedom from this dreaded virus that has gripped not only our country, but the world. Today, as we commemorate the declaration of our independence as a nation, we are still fighting the same battle – for survival and healing from the scourge of this pandemic, for economic freedom, for environmental protection, and for safety and protection from both internal and external threats to freedom and liberty. The wounds of our country are far too many to be immediately healed. The way we view freedom and the manner by which we use it, are the keys to healing and unity. I

n order to improve the IT infrastructure and facilities for the efficient and sustainable delivery of Learning Management System (LMS), Bicol University (BU) signed a Memorandum of Agreement (MOA) on June 24, 2021, with the Commission on Higher Education (CHED) for the smart campus development project. The proposal was prepared by BU Information and Communication Technology Office Director Dr. Aris J. Ordoñez, who presented it to CHED, together with the ICT office and the Special Project Preparation Office under the supervision of Prof. Carlos V. Cortez Jr. After it was approved and evaluated by CHED-designated technical experts, and favourably endorsed by the Technical Working Group on Smart Campuses Development, CHED granted the university with 24.1 million to fund and execute the project. Installation of underground fiber optic line from the ICTO to various buildings on campus, including structured cabling in various university buildings, procurement and installation of secondary internet service provider (ISP) for redundancy, procurement and/or renewal of firewall license for cyber security, and subscription to LMS hosting sites are the major components of the projects.

BU employees get COVID-19 jab S

ome Bicol University employees have been vaccinated against COVID-19 with Sinovac shots at the BU College of Engineering (CENG) Gymnasium on June 18, 2021. On June 1, BU Office of the President released Administrative Order No. 115, series of 2021 on the Profiling of BU Personnel for COVID-19 Vaccination. It orders all personnel, including the parttimers as well as the agency janitors and agency security guards, to accomplish the pre-registration that will identify them for the categories: A1 BU Health

Workers (BU Vaccination Team), A2 Senior Citizens (60 years old and above), A3 Person w/ Comorbidities (59 years old and below), and A4 Person w/out Comorbidities (59 years old and below). Headed by Dr. Joseph L. Bartolata, BU Vice President for Administration and Finance, BU formed the BU COVID-19 Vaccination Committee including 67 personnel of doctors, nurses, faculty, utility men, security guards, information technology and clerical staff to facilitate the immunization. Members of the committee were Dr.

Chito Mendoza, BU College of Medicine Dean, Dr. Rosebe Nacion- Lauraya, BUCM Associate Dean, Prof. Jocelyn E. Serrano, BU College of Science Dean, and Dr. Ma. Bernardita A. Palacio, BU College of Nursing Dean. The remaining employees will have to wait for their schedule from the IT team which they will receive at least a day before the schedule according to Office Memorandum No. 125, series of 2021. The vaccination will continue for the personnel on a given schedule.

BU joins virtual PAEDACON 2021

Building Resiliency - Bicol University President Dr. Arnulfo M. Mascariñas hosted the 1st PAEDA International Conference and 51st National Convention via Zoom teleconferencing and Facebook live on June 03 to 04, 2021.

T

he Philippine Agricultural Economics and Development Association (PAEDA), Inc held the 1st PAEDA International Conference and 51st National Convention via Zoom teleconferencing and Facebook live on June 3 to 4, 2021. PAEDA Inc. is a non-profit, non-stock corporation established in 1954 by pioneer Filipino professionals in agricultural and development economics from the University of the Philippines Los Baños (UPLB) and various government offices, for the primary objective of promoting smallfarmer productivity and profitability in the Philippines. This is the university’s second time hosting the conference, through the Office of the Vice President for Research, Development, and Extension (OVPRDE) headed by Dr. Luis O. Amano, . With the theme, “Building Resiliency through Agriculture, Aquatic, and Natural Resources Innovations in the Time of Pandemic and Beyond,” the virtual conference commenced with the open remarks delivered by PAEDA President Dr. Melvin B. Carlos. Afterward, PAEDA Vice President, PAEDACON Chair and facilitator Dr. Arnulfo M. Mascariñas, President of Bicol University (BU), introduced the most outstanding PAEDA member who is also the keynote speaker - Dr. Jose V. Camacho, a PAEDA former president. The Plenary session started with a message from Department of Agriculture

Secretary Dr. William D. Dar followed by Program and Partnership Manager Academy of Entrepreneurs, Australia Dr. Faisal Alih who discussed Strategies in Agriprenuership during the Pandemic for Youth Entrepreneurs. Coming from S. Rajaratnam School of International Studies Nanyang Technological University, Singapore, Dr. Paul S.Teng presented the Urban Agriculture for Advancing Food and Nutritional Security in Response to the COVID-19 Pandemic. Meanwhile, Bangko Sentral ng Pilipinas Monetary Board Member Dr. Victor Bruce J. Tolentino sent a pre-recorded talk presentation on the Philippines’ Macroeconomic Policy Response to COVID-19. Lastly, Winrock International Chief of Party, B-Safe Program Dr. Ramon L. Clarete discussed the ASF Outbreak in the Philippines: Economic Impact and Recovery Plan. The opening program and plenary session were hosted by Dr. Mascariñas. 5 BU research papers presented in PAEDACON 2021 Aside from being one of the major sponsors of the event, BU has presented five papers at the conference. For the first session on the Innovation of Food and Fiber Supply Chain category, Prof. Erwin Torres, Director of BU Center for Policy Studies and Development, presented his paper on the Adoption of Sweet Potato Production Technology in the Province of Albay. In the second session on the Market

Competitiveness Policy category, Dr. Viola Amano, Director of BU Business Affairs Office (BAO), presented her paper on the Value Chain Analysis of Carpet Shell (Baduy) in the Province of Sorsogon. Meanwhile, in the third session on the Adaption and Resiliency Solutions to Disruptions category, Prof. Torres presented another paper on The Roles of Natural Resources and Resilience in Achieving Food Security. In the fourth session on the Sustainability of the AANR Sector category, Dr. Antonio B. Mendoza of BU Tabaco Campus presented his paper on The Effect of COVID-19 on the Total Production of Sardines in Bulan, Sorsogon: a simple ex-ante and ex-post economic analysis. In addition, Prof. Torres also had a research entry on the Environment, Power, and Poverty: The Case of Human-Environment Interaction in Coastal Communities in the Three Gulfs of Bicol, Philippines. Torres runs for PAEDA Board of Directors Along with eight other nominees from national institutions, agencies, and universities, Prof. Torres is one of the running candidates vying for the PAEDA Board of Director post. he Bicol University Charter Day is an annual series of events that celebrate the founding of the university on June 21, 1969. This special day consists of nearly a dozen events and celebrations across campuses and colleges, all culminating in a gathering of personnel and students. But more than a year now, the COVID-19 pandemic halted events, causing annual celebrations to be postponed, gatherings to be restricted, the sports season to be called off, and schools to be temporarily closed. As a result, we’ve had little option but to look for alternatives to how we can push through despite the situation. We’ve been introduced to virtual platforms where events can be held live on social media sites, classes can be taken online, and events can be celebrated safely without face-to-face interaction.This was a trying time for Bicol University. Students, faculty members, and staff all struggled to adapt to the new normal.

Our resiliency, however, has not changed now that we have established our new systems in classrooms and offices. Now, in its 52nd founding year, let’s look back and commemorate a year full of giving back of Bicol University to the community in the midst of this pandemic. On October 1, Bicol University collaborated with the Diocese of Legazpi to support the flexible learning of BUeños in Tabaco City, Malilipot, and Malinao, followed by another partnership with a major telco company to expand information dissemination via text messages. Sponsored by Smart, 70 Smart pocket Wi-Fi worth Php 999 each, 50 pieces of Smart load cards worth Php 250 each, and 200 Smart sim cards were also donated and distributed to BUeños and personnel as well as the launching of the Tabang sa Pag-adal program for the students’ benefit during the virtual opening of the 51st Founding Anniversary. Support for the BUeños continued to pour in as 40 mobile tablets were donated

by the Bicol University Alumni Endowment Management Council on Foundations Incorporated (BUAEMCFI), led by its Vice Chair and former BU President Dr. Fay Lea Patria M. Lauraya. All donations for flexible learning were organized and distributed by the BU Office of the Student Affairs and Services (OSAS). Meanwhile, alumni from Batch 1989 and 1991 at the BU College of Education Integrated Laboratory High School donated flexible learning essentials comprised of a Samsung Galaxy Tab A, 32 GB Micro SD Card, Flip-top Tablet Cover, Globe/Smart Home WiFi, 10,000 MAH power bank, smartphones, and load allowances to selected students on November 6 and 16. The university gained free Wi-Fi connectivity at the BU East and College of Education campuses; thanks to a collaboration between the Department of Information and Communications Technology (DICT) and the Ako Bikol Partylist. In addition, as part of

A fundraising effort dubbed Tabang ko, Bayle ko para Saindo organized by the BU Institute of Physical Education Sports and Recreation (IPESR) administration, provided load allowances, smartphones, and prepaid Wi-Fi to at least 60 IPESR students. At least 305 Job Order employees got relief goods from the Philippine National Police V and the BU Association of NonTeaching Staff (ANTS) as coordinated by the BU College of Social Sciences and Philosophy, following the onslaught of the typhoons in the province. Meanwhile, BU President Arnulfo M. Mascariñas began a separate drive for JOs, distributing “Christmas Packages” in

The BULIG Bicol Relief Operation was revived after 6 years as the Leyte Normal University donated relief goods consisting of canned goods, old clothing, and cash amounting to Php 70,000 to those who were affected by the typhoons. On February 18, 2021, Bicol University College of Nursing (BUCN), in collaboration with the BU Extension Management Division (EMD) and the Center for Gender and Development (CGAD), launched weekly webinars called Water, Sanitation, and Hygiene (WASH) During Pandemic: A WASH Response to COVID-19 as part of its ongoing promotion of good sanitation and proper hygiene during the pandemic. Similarly, on February 15, 2021, BU Tabaco Campus began a school-on-air program called KADUNUNG – Bicol Program

on SKY Radio 93.1 FM. This initiative seeks to teach high school pupils through the radio. From May 9 to 11, 2021, the University Student Council (USC) and College Student Councils (CSCs) also launched the May ARAMbagan Project, distributing 20,000 load cards to at least 200 BUeños. To protect its employees against the threat posed by COVID-19, Bicol University began the COVID-19 immunization for its staff at the BUCENG gymnasium on June 18. 2021. As of this writing, 200 employees have received the COVID-19 vaccines on time. These are only the beginnings of the many Bicol University efforts to give back to its community. There will be more years to come as we continue to adapt to the new normal. Let the 52nd Charter Day serve as a reminder that our battles are still on-going and COVID-19 is still lurking in every corner. Let us help each other by also giving back to the efforts of our modern heroes – the health and medical frontliners – by strictly observing health and safety protocols wherever we may be. ABS-CBN features CSSPnian tribute to PNoy R

enz Adrian Ronda, a student from the Philosophy Department of Bicol University College of Social Sciences and Philosophy (BUCSSP), created an art and photography memorial to the late President Benigno ‘Noynoy’ Simeon C. Aquino III, which was featured by the ABS-CBN’s DZMM Teleradyo program on June 28, 2021. On June 24, the nation was struck by the sudden news announcing the passing of PNoy. When Ronda learned about it, he was shocked and thought about what he can do to memorialize the icon of good governance. As a photography enthusiast, Ronda collected his photos on sunset and made a collage-form bearing the face of the PNoy. The post received sympathy and amazement from the audience not just for its creativity, but also because of the message it conveys. “Yellow Sunset hue Marks of an ending day But a promise of new tomorrow” He wrote in the caption. The artwork was initially featured on the Bayan Mo, Ipatrol Mo Facebook page

and received more than 15,000 thousand reactions overall. It also caught the attention of Aksyon Ko Online TV, a regional onlinemedia organization. On June 27, two days after posting the memorial art, Ronda was invited for an interview by ABS-CBN’s DZMM Teleradyo to discuss the message expressed in his artwork. The 20-year-old student was one of the featured artists interviewed by veteran journalists Bernadette Sembrano and Julius Babao during the Lingkod Kapamilya segment. When asked about the inspiration behind the artwork, Ronda told Sembrano that as a Filipino artist, he wanted to pay tribute to PNoy’s legacy to the country. “As a photography enthusiast as well, I used my creative skills to come up with the collage,” he added. The journalists later asked what Ronda appreciates about PNoy as a former president. “His calm demeanor and down-to-earth attitude. I also admire his courage to accept criticisms as well as his willingness for an

open dialogue,” he answered. Focusing on the artwork, Ronda related the hue of the sunset to the color symbol of PNoy. “Some of us may believe that sunset signifies ending but for me, it symbolizes hope for a better and new tomorrow,” he explained.

icol University launched the first episode of a weekly radio broadcast dubbed, Programang Pang-edukasyon at Pangkabuhayan through Radyo Veritas, Legazpi on May 17, 2021. Radyo Veritas will allocate a one-hour air slot for the show every Thursday from 10am to 11am, in collaboration with Bicol University Extension and Management Division (BUEMD). The program was also streamed live on the Facebook pages of BUEMD and BU.

The launching program was hosted by Prof. Edgar Barrameda, a professor of BU College of Business Economics and Management (CBEM) and chairperson of the Department of Entrepreneurship. The program aims to disseminate information on home-grown technologies nurtured by the university according to Barrameda. The debut program featured BU President Arnulfo M. Mascariñas who spoke on the thrusts and priorities of BU under the

new normal. The 40-million multifunctional gymnasium on the BU Polangui Campus, the two-story BU College of Agriculture and Forestry (CAF) dormitory, and the threestory BU College of Law building were among the projects mentioned. The president also announced plans to turn the BUREPC Building into a Business Incubation and Space Center, which would showcase university-developed innovations, as well as the construction of the Infirmary Building, which will have a capacity of 20 beds. Since the onslaught of typhoons last year, renovation, rehabilitation, and repairs will continue particularly at the Aquilino P. Bonto Building, Arcilla Buidling, and some damaged roofs, ceilings, windows, including building re-painting according to Mascariñas. The immunization against COVID-19 for BU employees was also mentioned. Document tracking system for stakeholders and online student clearance were also being developed to reduce face-to-face interaction. The BU-EMD radio program will air until December 2021 with different guests discussing various topics on technology, livelihood, and education.

Martillano who outlined the growing issues on violence and abuse of women and children in the province, and also gave the program’s closing and final blessing. The BU President expressed his gratitude to SAC-Legazpi for having chosen its newly-established College of Law for such a major project. Atty. BUCE’s continuing engagement with FSU and ABC+ Module Development for Beginning Reading

Literacy Development - The Bicol University College of Education professors started working on the module development for Teaching Beginning Reading together with the Florida State University team on June 14, 2021.

n partnership with Florida State University (FSU) and ABC+, six Bicol University College of Education (BUCE) professors have started on the module development for Teaching Beginning Reading today Monday, June 14, 2021. Dr. Norilyn De Chavez, Prof. Miles Lleva, Prof. Stephanie Despabiladeras, Prof. Apple Rubio, Prof. Annabelle A. Arena, and Prof.

Julie Ann Yanto are working closely with Dr. Ana Marty Alicea and Dr. Marion Fesmire from FSU. For three consecutive Mondays beginning June 14, June 21 until June 28, 2021, the BUCE professors shall come together as a group for synchronous activities with the FSU team and shall work remotely from Tuesday to Friday (June 15-18, June 22-25 and June 29-July 2, 2021). KADUNUNG-Bicol radio program explores world’s smallest commercial fish

U

pon successfully launching the first week of the school-on-air project, KADUNUNG-Bicol Program continued their extension activity on the theme “Sinarapan” as the second topic on March 2 to 5, 2021. Sinarapán, also known as Mistichthys luzonensis is locally named as Tabyos or Tabios is a type of biyâ or goby known worldwide as the smallest commercial fish. It belongs to the family Gobiidae. It is endemic to the Bicol Region and may be found across the provinces of Camarines Sur, particularly in the lakes of Buhi, Bato, Katugday, and Manapao. Decades of massive fishing have taken their toll on the little goby, which is now on the verge of extinction. Fortunately, this threat was averted in the late 1990s with the work of Dr. Victor S. Soliman of Bicol University and his colleagues. Dr. Soliman devised the plan after doing extensive research on the biology and ecology of the fish, as well as the appropriateness of the receiving lakes. The Sinarapan Repopulation Strategy (SRS) was devised by experts in an attempt to resurrect the Sinarapan stock through live fish transfer. Their organization has taken the initiative to establish sinarapan sanctuaries in Lake Manapao and other surrounding lakelets in Buhi, Camarines Sur, in collaboration with the Buhi Municipal Government. On March 2, one of the program’s project personnel, Dr. Alex Camaya, was assigned to explain the “Biology, Ecology, and Taxonomy of Sinarapan.” He began the conversation by

providing material from Hugh McCornick Smith’s book, which stated that the word sinarapan literally meant “little” - since it is regarded as “the world’s tiniest vertebrate,” measuring between 2.1 and 2.4 cm in length, or less than a ten-centavo coin. Dr. Camaya also provided a fun fact about sinarapan’s origins “This freshwater fish species is called ‘Sinarapan’ because they can be optimally caught by using ‘Sarap’ or fine-meshed fishing net,” he said. He then presented photos of Lake Buhi, Lake Bato, Danao Lake, and Manapao Lakelet where sinarapan is often found. Dr. Nieves took on another sinarapan issue the next day, on “Sinarapan Sanctuary and Fish kills in Lake Buhi.” He went through the idea of fishkill, adding that the local name for it is ‘kanuba.’ The reasons for why and how it occurs, notably in Lake Buhi and Laguna de Bay, were also explored, and measured for preventing the problem. According to research, sinarapan had been overfished and was in danger of extinction by the 1990s. Invasive fish species in its natural lakes have had a harmful impact on it. Thousands of sinarapan were transferred to safer lakes where they could breed efficiently as part of conservation efforts. On the third day of the program, Mr. Daryl Buenconsejo, SA-I and Provincial Fisheries Project Coordinator, was asked to present his understanding of “Sinarapan Management in Albay.” Before moving on to the substance of his presentation, he
