ganitong pagkakataon, maraming beses kong nalalaman ang sagot. Una, kung hindi mo alam ang matuwid at tamang paggamit ng wika natin, mahihirapan ka sa pananalita. At dahil nahirapan ka mag-salita sa sarili mong wika, hindi mo masyadong mapapalalim ang pag-papaliwanag ng kung ano man ang nasa puso at isip mo. Pangalawa, walang dahilan para maging banyaga sa sariling wika. Hindi lang dahil sa ito’y nakakahiya – kundi ang pagiging banyaga sa sariling wika, ay pagtalikod at paglimot sa ating pag-katao, kasi Pilipino tayo at hindi taga-ibang bansa. Kaya nga buong puso kong pinipilit na maging maayos ang pag-gamit ng wikang Filipino. Pangatlo, mahalagang kilalanin muna ang sariling atin bago kilalanin ang kung ano mang meron ang iba. Ika nga, ang pagkawang-gawa ay nagsisimula sa sariling tahanan. Bakit ka nga ba naman pupunta sa malayong lugar para makakita ng mga magagandang tanawin kung hindi mo pa man lamang nakikita ang kagandahan ng iyong sariling lugar? Ang masaklap na katotohanan, marami sa atin ang ganito. Kung sabagay, ang damo ay laging luntian sa kabilang ibayo. At kung minsan, ang yaman ng sariling wika ay napapalitan ng kinang ng banyagang wika. Hindi ko sinasabing balewalain ang kahalagahan ng ibang wika – lalo na ng pandaigdigang wika ng pakikipagtalastasan; ang wikang Ingles. Ang sinasabi ko lang, huwag naman nating kalimutan ang ating sariling wika. Kung hindi tayo ganun karunong ng pagsasalita sa wika natin, bigyan natin ng oras at panahon na tayo ay matuto. Nakakahiya at hindi tama na maging dayuhan sa sariling bayan. Kung tayo naman ay maging mapalad na mapunta sa ibang mga mauunlad at masasaganang bansa, huwag naman natin hamakin at ikumpara ang ating bansa o wika sa bansang ituturing nating pangalawang tahanan. Tandaan natin na ang bawat bansa at wika ay may kanyakanyang kultura, kwento, at kasaysayan. Sa pagdiriwang natin ng Buwan ng Wikang Filipino, patuloy nating isapuso at ipahayag ang ating pagiging Pilipino sa isip, sa wika at sa gawa. Feature

BUTC personnel renew camaraderie in two-day team-building activity
trengthening the unity of Bicol University Tabaco Campus’ (BUTC) teaching and non-teaching staff, a two-day Team-building Activity was attended by BUTC’s personnel last July 4 and 5, 2019 at the Costa Monte Private Villa Resort, Hindi, Bacacay, Albay. The two-day activity is a fun-filled activity geared towards developing harmonious camaraderie and fostering good working relations among the employees of BUTC. The said activity was highlighted by various games, refreshing activities and other amenities P4offered in the resort.

During the said activity, orange, yellow, pink, green, and violet were the colors representing the five teams composed of all the teaching and non-teaching staff, including the job-order workers and research assistants. The orange team was declared as the over-all winner followed by violet, green, red and pink team during the closing and awarding ceremony. BUCE has been open and supportive to the activities of the Sheltered Workshop as part of its advocacy for inclusive education. During the wave 2 of BUCE’s Regional Seminar on Inclusive Education in November 2018, Ms. Ebio, her teachers and special learners were invited to share their expertise and experience on inclusion and exhibit their woven products. he Bicol University College of Education (BUCE), through its College Student Council (CSC), has actively partnered with the St. Joseph Sheltered Workshop for Special Learners Incorporated for the conduct of the latter’s advocacy and fundraising activity entitled, “Josephine’s Obra Maestra: A Fashion Show for a Cause” on August 18, 2019 at Ayala Malls Legazpi. Together with students from the PEP Center Foundation Inc. and other invited performers, the models from the sheltered workshop composed of students with Autism Spectrum Disability (ASD), Down Syndrome, Intellectual Disability and Attention-Deficit Hyperactivity Disorder (ADHD) walked down the runway with their Filipiniana costumes accented by their woven tapestries. These were designed by Jay Ar Lucila, a second year BSED student major in Filipino and a student
representative under the CSC. Mr. Lucila was at the same time the honorary chair of the event. Likewise, the fashion show featured the works of two local designers who also utilized the woven tapestries crafted by the sheltered workshop’s special learners: Mr. Lester Dellosa of CICCADA and Ms. Jeanifer N. Morilla, a teacher of the sheltered workshop and the person behind Weavespiration by Josephines. Ms. Easter Rose Ebio, the Directress of the Sheltered Workshop, in her closing remarks, shared her hope that this and similar activities will not only promote awareness of the presence of special learners in the locality or the ‘learners with special educational needs’ or LSENs (as termed by the Department of Education), but more importantly encourage greater respect for these kinds of people.
The Bicol University’s Cluster I, composed of non-teaching personnel of the College of Education (BUCE), College of Medicine (BUCM), and Institute of Physical Education, Recreation and Sports (IPESR), conducted their Team Building Activity at Natures Hot Spring Resort in Monbon, Irosin, Sorsogon last 05 and 06 of July 2019. The activity participants met with each other and departed for the venue in the early morning of July 5. Upon arrival at the venue, the program started at once with Ms. Marie Angelica C. Paz leading the invocation. Ms. Cynthia L. Dado gave the opening address where she welcomed and acknowledged the participants of the event. Imparting their recently acquired knowledge, Mrs. Evelyn Q. Mira and Mrs. Marivic A. Dimaano shared the best practices from the different SUCs during the BUANTS Benchmarking last 20 to 25 May 2019. After the program, team building activities followed. The participants were divided into five teams, with 7 to 8 members each. During the games, all the members were eager to participate and shown their teamwork, camaraderie, and friendship. During the gathering, a new set of officers for the Cluster I were also chosen, through an election led by the President Mrs. Fleurdeliz H. Mirabona.

PCAARRD and BCAARRD jointly conduct “Seminar on Financial Management”
Strengthening the Ties that Bind
R
esponding to the call of the Commission on Audit (COA) for an accelerated liquidation effort and a fully accounted financial management, the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD), in coordination with Bicol Consortium for Agriculture, Agriculture and Natural Resources Research and Development (BCAARRD), came up with a “Seminar on Financial Management”, held last 29 to 30 August 2019 at Casa Basilisa in Guinobatan, Albay. This seminar aims to capacitate Financial Management personnel of every member of all Consortia in the country to be able to respond to COA’s call. The participants from BCAARRD’s Consortium Member Institutions were composed of the accounting personnel, budget officers, program leader and project leaders from the thirteen agencies who attended the seminar. At the start of the activity, Dr. Marisa N. Estrella gave the welcome address while Dr. Melvin B. Carlos, Deputy Executive Director of PCAARRD, delivered his opening remarks. In Dr. Carlos’ remarks, he mentioned that seminar conducted with BCAARRD is the second out of ten seminars for the year, wherein the PCAARRD team is visited the Consortia for the conduct of the seminar. The PCAARRD’s efforts to increase the research and development (R&D) projects in the country is geared towards Ambisyon 2040. The R&D fund reached 8 billion pesos, where 3 billion out of the 8 billion pesos is with PCAARRD. Wherein the growth in rank in global innovation index from 73 out of 128 countries to rank 54 out of 128. He mentioned that before the continuing provision of funds in order to innovate for the utilization of research results, fully accounted financial management must be observed, hence, the conduct of the seminar. As part of the program’s rationale and leveling off, participants were asked to write down their expectations categorized as topics, resource person and co-participants. Most of the expectations for the topics were: Line Item Budget preparation; Financial Reports; formats of financial reports; reconciling fund transfer from old projects and completed projects. Due to being occupied by other pressing matters, the message of the Bicol University President, Dr. Arnulfo M. Mascariñas, was delivered by Dr. Amelia A. Dorosan, BU’s Vice President for Research, Development and Extension (VPRDE). Seminar | P8
The Parent-Teacher Connection – BU College of Education (BUCE) Dean Dr. Lorna Miña warmly welcomed all the parents and introduced the key officials of BUCE during the Parents’ Orientation Meeting held at the BUCE Training Hall last August 16, 2019.

imed at developing a strong partnership and establishing contact with parents, BUCE conducted a Parents’ Orientation Meeting held at the BUCE Training Hall in four waves. The first event took place on August 16, 2019 at 9:00 in the morning for the parents of freshmen students taking up BEED, BECED and BCAED courses. The second event was for the parents of BSED freshmen held on the same day in the afternoon at 1 o’clock. The third and fourth waves were held last August 23, 2019 for the parents of sophomores following the same groupings. The dean, Dr. Lorna M. Miña, warmly welcomed all the parents and introduced the key officials of BUCE. In her message, she emphasized the need for the partnership between the school and the parents. Video presentations featuring BU and BUCE were shown to the parents to show them a glimpse of what we offer their children in terms of instruction, research and extension services. The parents were also oriented on academic policies, school fees, student services, student conduct and discipline and other student activities as discussed by Dr. Hennie Lomibao, Dr. John Mark Mayor, Dr. Maribel Naz and Prof. Jocelyn Goyena respectively. Prof. Cecile Aguilar took the opportunity of consulting the parents as regards the plan of organizing a tour for students taking up the subject Building New Literacy Across the Curriculum. She presented the pros and cons of this plan with the benefits

outweighing the disadvantages. Prof. Aguilar distributed sheets of paper where the parents could indicate their stand on the matter presented. Dr. Hennie Lomibao also took the opportunity of presenting to the parents of the sophomore the possible involvement of their children in a research undertaking of the faculty. She underscored the advantages of assessing the mental well-being of the students so that assistance may be provided to them when necessary. She pointed out that with the study, the psychological examination to be done will be free whereas under other circumstances it could be very expensive. Dr. Lomibao distributed sheets of the informedconsent form to the parents. Some parents requested enough time to answer the form so they asked to bring home the form and just have it returned through their children. An open forum facilitated by Prof. Benita Hugo prompted the parents to ask questions that helped them clarify certain areas in the discussions. Questions like when the student’s handbook will be given, where the clinic is situated and how collections are handled if their child is a treasurer of an organization were raised. These were promptly responded to by the facilitator assisted by the other program advisers. Questions on the yet to be proposed tour were also raised. They asked on the possibility of other subjects joining in the plan and to have only one tour per year so that they would not have to spend a lot. ith great pride, anticipation and joy, Bicol University officially welcomed its new Board of Regents (BOR) Chairperson, the newly-appointed Commission on Higher Education (CHED) Commissioner Dr. Aldrin Arenas Darilag, during a program held last 22 August 2019 at the BU College of Arts and Letters (BUCAL) Amphitheatre in the BU Main Campus. Among those who welcomed the new CHED Commissioner as BU’s new BOR Chairperson were BU’s top officials, including BU President Dr. Arnulfo M. Mascariñas, Vice President for Academic Affairs (VPAA) Dr. Helen M. Llenaresas, Vice President for Research Development and Extension (VPRDE) Dr. Amelia A. Dorosan, Vice President for Administration and Finance (VPAF) Atty. Joseph L. Bartolata, and Vice President for Planning and Development (VPPD) Prof. Jerry S. Bigornia. The program was also attended by deans and directors, faculty members
and non-teaching personnel from across the university. During the program, those present were welcomed by VPAA Dr. Llenaresas in her opening message. To have Dr. Darilag acquainted with the BU family, VPAF Atty. Bartolata also led the introduction of the members of the BU Administration, along with the BU officials and the BOR members. In addition, the CHED Commissioner was also treated with an exhibition of BUeño talent through the presentations of the BU Kwerdas and the Magayon Dance Troupe. Proving that BU faculty members are never left behind when it comes to talent, BU College of Social Sciences and Philosophy (CSSP) Professor Gerardo B. Lawenko Jr. also sang a serenade during the program. Economic experts gather in BU for the 2019 Bicol Economic Congress

athering various economics stakeholders across the Bicol region to discuss the current state of the region’s economy and economic education, Bicol University hosts this year’s Bicol Economic Congress, held from August 29 to 30 at the BU East Campus in Legazpi City. The 2019 Bicol Economic Congress was organized by the Philippine Economic Society, along with partners including the Commission on Higher Education (CHED), BangkoSentral ng Pilipinas, National Economic and Development Authority (NEDA), De La Salle University (DLSU), Bicol University (BU), Partido State University (PSU), Ateneo De Naga University (ADNU), and Ligao
Community College. The gathering was attended by various economics professors and students, as well as development professionals, from across the Bicol Region. Included among those who lectured in the said activity is NEDA Undersecretary Dr. Adoracion M. Navarro and renowned economics professors from various universities in Manila. Throughout the three-day event, the activities consisted of plenary sessions and parallel sessionson technical training. Each of these learning sessions focused on specific subjects, including regional economy and developments on economic research in the academe.
BUCE Campus undergoes misting against dengue mosquitoes
F
ollowing the declaration of State of Calamity over the municipality of Daraga last 06 August 2019 due to dengue outbreak, Bicol University College of Education (BUCE) Dean Dr. Lorna M. Miña requested for the misting of the BUCE Campus, which took place last 09 August 2019. As per BUCE, the misting was done to allay the fears of parents, students and personnel, in connection to the rise of dengue cases in the said town. In addition, the procedure was preceded by an information
dissemination on how to beat dengue, which was done through a discussion given by Engr. William Sabater, the Sanitation Engineer of Albay Provincial Health Office. As most of the students were busy attending the Aliwang BUeño, the welcome program and party for the freshmen, only a handful of the student leaders were around for the information campaign. The first topic discussed was the “Guidelines of GIA-funded Projects”, presented by Ms. Ma. Josette San Luis. The guidelines were from the Department of Science and Technology (DOST) Administrative Order 009 series of 2017 and DOST-PCAARRD A.O. No. 198-B s. 2019. The workshop for the topic was the LIB Preparation and Realignment. An Open Forum followed where problems and issues in respective agencies were discussed. The next topic was the new report formats required by the revised DOST-GIA Guidelines, discussed by Ms. Carolina T. Busque, Accountant III of PCAARRD. On the second day, the ‘Clarifications on PPSAS 17’ on equipment outlay was discussed by Ms. Busque. She asked the accountants from the agencies present about their current practices in relation to how equipment outlay is treated. It was found out that the equipment outlay is interpreted differently by each of the agencies. The discussion ended with the submission and reconciliation of financial reports and other supporting documents for liquidation of completed projects. During the closing ceremonies, the participants were asked to express their learnings and feedback, before proceeding to the awarding of certificates to the participants. Bicol University and BCAARRD were given a Certificate of Appreciation as Host Agency and Host Consortium, respectively. Dr. Marissa N. planning of the tour. In a “viva voce voting” manner, most parents showed that their preferred month for the possible tour is March which has a generally good weather. Another parent also requested for a letter with the name of the person responsible for the tour prior to the request for parent’s permit. Prof. Aguilar responded to all the parents’ queries and clarified that a proposal has not been prepared yet. The consultation is a pre-proposal step taken so that the opinion of the parents will be considered prior to the planning of the activity. Professor Milyn Lleva and Dr. Norilyn De Chavez gave the parents the information on who and how they can best reach people concerned should they have matters for clarifications or for any other concerns regarding the tuition of their child. NEWS BUCL | P1 of the faculty members, whose abilities as educators has the dean’s utmost confidence. First to be introduced was Atty. Joan Elizabeth Lorenzano-Aquende, former mayor of Castilla town in Sorsogon and a wellexperienced lawyer-educator. Atty. Aquende is set to teach the students the many aspects of the Legal Profession this coming semester. Next to be introduced was Atty. Alex B. Nepomuceno, who will be teaching the future lawyers about Legal Research and Thesis Writing. Atty. Nepomuceno is no stranger to many of the law students in the province as he also serves as the Dean of Bicol University’s College of Social Sciences and Philosophy (CSSP). It can also be noted that Atty. Nepomuceno has served as the chairperson of the committee tasked in making the dream of creating the BUCL into reality. Joining the roster of professors for BUCL is Atty. Ritchie Regala, who will be teaching the subject Philosophy of Law, and Judge Elmer Lanuzo, who will be handling the Criminal Law class. To handle the subject of Statutory Construction, the faculty also included the incumbent Albay Vice Governor, former Quezon City councillor and UP Political Science professor, Atty. Edcel Grex Lagman Jr. Afterwards, Dean Atty. Aquende introduced one of Albay’s veteran-lawyers and most respected legal educator as part of the BUCL faculty, Atty. Ledilla Lilibeth Llagas. Atty. Llagas, who is affiliated with Bicol University as a professor of Physics at the BU College of Science (BUCS). She is one of the stalwart advocates of instituting a College of Law in BU and is a member of the committee that made it come true. Last to be introduced is Atty. Norly P. Reyes, Chief of BU’s Administrative Services Division and acting University Board Secretary. In his introduction, Dean Atty. Aquende recognized Atty. Reyes’ great contribution as he was responsible for accomplishing many tasks that led to the establishment of the BUCL. Completing the BUCL faculty was Dean Atty. Hardy Aquende himself, who will also be handling the Introduction to Law class. The Dean expressed his pride in the assembled BUCL faculty, being adept in various legal practices including academic practice, court practice, and even politics. After the introduction of the faculty members to the students, the BUCL faculty held the first ever faculty meeting of the BUCL. The students were also left to conduct their own meeting, where they got to know each other and elect the first BUCL Student Council.

A
fter months of careful selection, the Bicol University’s Board of Regents (BOR) revealed the new pair of private sector representatives, Dr. Antonio Gari Zamora and Atty. Roberto Rafael Lucila. The two new members of the BOR has been sworn to duty during the BOR meeting last 22 August 2019 at the BU-GASS Conference Room of the BU Main Campus in Legazpi City. Dr. Zamora and Atty. Lucila are two of five nominees for the private sector representatives’ position in BU Board of Regents. These two gentlemen would be seats vacated by Engr. Clemente A. Ibo and Atty. Hardy B. Aquende, who ended their respective terms of office last March 2019. The process of selection for the BOR vacancy was done by the Search Committee for Private Sector Representatives to Bicol University, composed of Dr. Emerlinda R. Roman as Chairperson, with Dr. Faith M. Bachiller and Prof. Joel N. Sales as members, assisted by Board Secretary Atty. Norly P. Reyes and his staff. The formation of the Search Committee was approved by BU-BOR’s Governing Board during their 125th Regular Meeting last 21 March 2019. The main functions of this body is to screen and asses the

documentary requirements submitted by the applicants and to recommend to the BOR nominees for the said position. After meticulous selection which included interviews with the nominees, Dr. Zamora and Atty. Lucila were chosen for the BOR seats after being voted by the majority of the BOR members. Dr. Zamora intends to use his expertise in helping BU put up a College of Dentistry as he looks forward to enhancing sports and faculty development. Atty. Lucila, on the other hand, aims to initiate digital reforms and help in making the BU College of Law as the leader law school in the region. During the BOR Meeting last August 22, Dr. Zamora and Atty. Lucila’s oaths of office was administered by the new Commission on Higher Education (CHED) Commissioner and BOR Chairperson Dr. Aldrin A. Darilag. Dr. Zamora and Atty. Lucila bested five other candidates for the private sector representative of Bicol University.

NEWS BUIA lauds their new Registered Architects, Environmental Planners, and Master Plumbers

athering to celebrate the recent achievements of the Bicol University Institute of Architecture (BUIA), graduates, the students, alumni, faculty and staff members of BUIA, particularly the graduates who recently passed their licensure examinations, participated in the annual Thanksgiving Mass and Celebration program, held at the BU East Campus in Legazpi City last August 05. The aim of the activity is to celebrate this year’s new Registered Architects, Environmental Planners, and Master Plumbers. The event continually celebrates and commemorate their journey and hard work as the BUIA graduates reach their goal.
It can be recalled that forty (40) examinees from BUIA passed the recently concluded 2019 Architecture Licensure Examination (ALE), held last June 28 and 30. As per the released results of the ALE, which was released last 04 July 2019, BUIA earned an outstanding passing rate of 90 percent for first takers and an overall passing rate of 67.8 percent, including Arch. Neil Judd Caldit Consuelo who nabbed the top eighth spot with his score 82.90 percent. Also, in the recently held June 2019 Environmental Planner Licensure Examination, nine BUIA graduates passed and earned their titles as

nother remarkable feat was performed by the students of Bicol University’s College of Engineering (BUCEng) as the college boasts thirty one (31) passers for the 2019 Mining Engineering Board Examination, including one who made it to the Top Ten, placing BU as third top performing
school for mining engineering. This recent achievement of the BUCEng exam takers was revealed last 09 August 2019, upon the release of the results of the Professional Regulations Commission’s (PRC) August 2019 Mining Engineering Board Examination. In the said exam, which took place last August
Registered Environmental Planners. In addition, ten examinees from BUIA also succeeded in passing the July 2019 Master Plumber Licensure Examination. Recognizing the passers for the honor they brought to their alma mater, these new registered professionals were lauded for their during the said thanksgiving celebration last August 05. The celebration began with a holy mass, celebrated by Rev. Fr. Jovic Lobrigo, and was immediately followed by the program proper. Welcoming the participants of the activity was BU Vice President for Academic Affairs Dr. Helen M. Llenaresas, who delivered the program’s opening remarks. After her message, BU President Dr. Arnulfo M. Mascariñas also gave his message where he expressed the university’s gratitude to the passers for embodying the kind of graduates BU aims to create. Speaking as a representative of his fellow passer was Arch. Neil Judd Caldit Consuelo, who was also given a chance to express his and his colleagues’ appreciation to the knowledge and guidance they have received during their years as BU students. Afterwards, the gathering proceeded with the introductions of the passers, with brief open forums and discussions moderated by Arch. Alwin Calig. 06 to 08, 310 out of 375 examinees managed to pass. For Bicol University, 31 out 37 examinees passed the exam, scoring the BUCEng an overall passing rate of 83.78 percent. With this outcome, the university currently stands in third among the top performing schools for Mining Engineering alongside the University of the Philippines (Diliman) and Mindanao State University (Iligan Institute of Technology). Among the examinees from BU, Engr. Alona Noguera led the pack by scoring a grade of 89.55 percent, which bagged her the top sixth rank in the examination. The PRC’s 2019 Mining Engineering Board Examination was given by the Board of Mining Engineering, composed of Cornelio Q. Casido as chairman, along with members Rufino B. Bomasang and Augusto C. Villaluna. The exam was administered in test centers located in Manila, Baguio, Cebu and Davao.
