The PRESIDENT’S OUTBOX

New Year spells new beginnings. It is a time for reckoning, where we may either correct our mistakes, or continue good things we have done.

This year, we look forward to a full calendar, where we will continue working together, carrying out our plans, building on what we have so far achieved, towards making our vision a reality. We may have made some wrong decisions or misjudgements in the few months of my administration, but we have learned from them and we shall surely do better this time.

There is nothing that can keep us from reaching our goals.

We have the resources, the manpower, and the linkages. We have grown so much in all our three mandates—instruction, research, and extension. We have a strong production arm as well. All we need is the dedication of every individual to join forces and do our best in discharging functions and responsibilities.

With the Christmas break we had, I hope everyone is renewed, reinvigorated, and ready for the challenges of 2016. The year 2015 was a blessed year for all of us, and for Bicol University. Through our collective effort, we have been able to achieve so much, and we can therefore look forward to better things to come.

As a way of welcoming the new year, Bicol University President Arnulfo M. Mascariñas called for a university-wide meeting of vice presidents, deans, directors, and other key officials on January 8 as an Opening Meeting for 2016.

BUESC Conducts Year-End Review and Planning Workshop

As part of its strategy towards planning, monitoring, and evaluation, especially with the leadership of its new director, Dr. Antonio P. Payonga, the Bicol University Extension Service Center (BUESC) conducted their YearEnd Review and Planning Workshop on January 1213, 2016 at Dos Montes Hillside Natural Spring Resort, Malilipot, Albay. It was participated by deans/directors and extension coordinators of the colleges/units of the university as well as the BUESC staff.

The activity was primarily organized to present the program titled, "Integrated Program for Sustainable Development and Management of Local Watershed Communities in Selected Areas of Bicol".

In his presentation, the BUESC Director discussed that the objective of the program is to “establish integrated and sustainable development programs/ projects in enhancing the quality of life of watershed

BUCM holds 1st Basic Sciences Seminar

The Bicol University College of Medicine (BUCM) through the Anatomy Teaching and Learning Society (ATLAS), conducted the First Basic Sciences Seminar dubbed, “Teaching and Learning Anatomy: A Seminar on Modern Approaches and Clinically Relevant Techniques” at the BU College of Nursing Amphitheater on January 13, 2016.

The thematic areas in the implementation of the project are (1) Agriculture, Forestry, Fisheries, Science and TechnologyBased Enterprises; (2) Education and Culture; (3) Health and Nutrition; (4) Environmental and Natural Resources Management; (5) Governance; (6) Rural Infrastructure and Rural Energy; (7) Skills Development; (8) Climate Change Adaptation and Disaster Risk Reduction; and (9) Peace Promotion.

In her message, Dr. Helen M. Llenaresas, BU Vice-President for Academic Affairs, congratulated BUESC through its director, for crafting a university-wide program. She expressed its significance as an avenue SPMS/ page 4 and commitment, performance monitoring and coaching, performance review and evaluation, performance rewarding, and development intervention. It supersedes the Performance Evaluation System (PES), a system more focused on evaluation of past performance.

SPMS aims to establish clear, measurable, and accountable performance goals, link employee performance measures to Philippine Development Plan, agency mission and vision vis-a-vis organizational performance goals. It also aims to establish a common set of performance expectations to drive performance excellence, among other things.

The guidelines in the establishment and implementation of the agency SPMS is provided in the Civil Service Commission (CSC) Memorandum Circular No. 6 series of 2012.

The individual faculty or staff is not left alone to achieve the target/s. Her/ his immediate supervisor conducts coaching or mentoring activities to provide assistance and suggestions in achieving the targets during the evaluation period. These activities are, however, to be recorded in the Performance Monitoring and Coaching Journal, Performance Tracking Log, and the Coaching Report Form.

Difficult it may be at first but it is hoped that the teaching and non-teaching staff will soon become accustomed to the new system. The successful implementation of SPMS will benefit not just the employees and the government but most of all, the clientele of Bicol University who are assured of being the recipients of excellence in instruction, research and extension.

The BU president outlined the university’s current profile, highlighting major achievements in instruction, research, extension, and administration. He then discussed the university’s fiscal outlook for 2016, proudly reiterating BU’s standing as the 5th biggest among State Universities and Colleges (SUCs) in terms of General Appropriations Act (GAA) budget.

He explained some cost-cutting measures that would lead to maximizing of funds, savings from which, according to him, would accrue to benefits for BU personnel. He likened BU funds to family resources which need to be carefully handled.

BU conducts Capability Enhancement Seminar – workshop for R&D

The Bicol University Research and Development Center (BURDC) held a seminar- workshop dubbed “Research for Development and Extension Management Capability Enhancement” on January 20-22 at Dos Montes, Poblacion, Malilipot, Albay.
