Cautious Optimism within WA Building Industry as Boom Continues

he overall global situation with COVID-19 is still never far from most people’s minds, but Western Australia’s buoyant housing and construction activity helps maintain a positive perspective close to home. Builders, architects and colleagues in associated trades do generally prefer to be cautious and practical so talk of a building boom tends to be played down as much as possible. All are fully aware of the potential downsides, including supply system delays in the short term. Nevertheless, as the diverse array of resiliently successful companies and projects featured in this latest issue shows, the current situation certainly augurs well for ongoing optimism. Showcased on our cover is a picturesque boutique apartment complex that reflects the quintessential beauty and laidback charm of Scarborough’s coastal ambience; and this month we also talk to a couple in Mindarie who have fulfilled a long-time dream by building their first multiple housing project. In the commercial sector, we look behind the scenes of a flagship fuel station and convenience store in Alkimos, as well as a warehouse project in Albany that has played a key role in incorporating both Indigenous cultural identity and workplace skills into Western Australia’s building industry. Meanwhile, reflecting the state’s more recent history (1850), heritage buildings in Fremantle have been given a new life as a boutique hotel, restaurant and bar. Elsewhere, we admire the refurbishment of a 1970s showroom in Bayswater into a funky campus for international and domestic students; the staged redevelopment of a state-of-the-art hospital in

This year’s “City Liveability Index” top-10 is dominated by Australia, with four cities included: Adelaide, Melbourne, Brisbane – and Perth, rising eight places over the past 12 months to sixth. The other six, headed by Auckland at number one, are Wellington, Osaka, Tokyo, Zurich and Geneva. The interior designers prepared two professionally selected colour palettes in harmony with the coastal location and design, but with true Norup + Wilson style several owners were able to add their own personal touches to both the finishes and the layout. An outstanding example of modern architecture, the exterior design focuses on both aesthetics and future maintenance requirements. Its main features include a heavy emphasis on the building’s quality and longevity. An incredible average 7.8 NatHERS level of comfort was achieved by coupling a densely insulated fibre cement wall system with thermally broken powder-coated aluminium double-glazed windows and sliding doors. The external walls were protected by applying a European hydrophobic paint system to ensure that the building was as resilient as possible to the harsh environment in which it exists. Luxury was achieved through the use of full-height, large-format porcelain tiles, custom-made sinks, and an extensive amount of feature lighting.

They are controlled via the resident’s access device and linked to the embedded building metering network. “After a long day in the surf, imagine how incredible it would be to plug your electric surfboard on charge, nestle yourself among the teak furniture that surrounds the fire pits, and watch the sunset.” Commitment to Environmental Sustainability The design team were fully committed to ensuring the project provided for the minimum carbon footprint, and to that end the building was designed to achieve a 4-star Green Star equivalency. Believing that the most important initiative is good solar passive and services design, they gave ample consideration to the orientation and use of shading devices to minimise heat loads that the building has to endure, and selected building materials on the basis of thermal efficiency. Bin chutes for general waste and recycling are installed on all residential floors above ground floor. In terms of water usage, the apartments incorporate waterefficient fixtures and use the building’s roof-harvested rainwater, which is also used to service the common area’s native flora waterwise garden via a drip irrigation system.

CTF builds better skills Subsidies for upskilling sends WA trades to the top of the class.

T

he Construction Training Fund (CTF) is spreading the word about upskilling to ensure Western Australian construction workers are top of the class. CTF Director, Communications & Operations Eamon Moore says there are many opportunities for WA’s construction workforce to access short training courses across construction, industry, safety and software skill areas. “We want people to know more about the subsidies we offer,” Mr Moore says, “because everyone wants skilled workers.” The CTF Supplementary Skills program gives Western Australians working in construction an opportunity to upskill in areas they might not have thought about, with subsidies of up to 80% of the cost of the course. The amount of the subsidy available depends on the course and if it is delivered in metropolitan or regional WA. There is no limit on the number of times you can claim the CTF Supplementary Skills rebates. But to qualify for the subsidy, you have to prove you are working or have recently worked in the industry, successfully completed and paid for your training course. And the course must be delivered by qualified trainers through a registered training organisation (RTO). CTF subsidises short training courses across the following areas ■ Construction Skills – courses designed to develop, maintain or enhance skills relevant to the building and construction industry; ■ Industry Skills – courses that meet the broader training needs of the industry in areas such as communication, tenders, small business management and supervisory skills; THE TEAM

Training & Development THE BUILDERS CHOICE About CTF CTF collects a training levy on every WA building project valued at more than $20,000. The training levy is 0.2 percent of the value of the project and revenue is used to help reduce the costs of trainees, apprentices and short courses to improve training outcomes and upskilling of the building and construction industry workforce. As well, as part of its role in educating Western Australians about the wide variety of careers on offer within the industry, the CTF operates the Construction Futures Centre, a hands-on interactive space for school students and adults to have an opportunity to explore job options across residential, commercial and civil construction. The centre uses a range of hands-on displays, virtual-reality and arcade-style games to educate visitors about the industry, from how loads are shifted on commercial building sites, how road interchanges are delivered to what it’s like to be working in a tunnel. It opens a window into future work possibilities. utside of North America, Australia is the first country chosen to make and market the iconic Krispy Kreme Original Glazed Doughnuts. The Krispy Kreme Doughnut story goes back to the 1930s when, legend has it, a young Vernon Rudolph, the man destined to be the ‘King of Krispy Kreme’, won the secret yeast raised doughnut recipe in a poker game with a French Chef in New Orleans. Since then the company has expanded world-wide and has 30 stores in Australia of which four are to be found in Western Australia. Located in Cannington, the most recent Krispy Kreme outlet in Western Australia was constructed by FDC Construction and Fitout. THE TEAM

The project consisted of a 600sqm store situated on a 2,000sqm lot, which included drive thru, carpark, and landscaping. The single storey building has an inbuilt mezzanine floor to house the mechanical equipment. The footprint consists of shopfront entrance, café-style seating, customer amenities, food preparation area, drive thru window areas, back of house office and storage areas, and external seating. FDC was initially invited to submit a capability statement to architects Richmond and Ross, from which the company was selected to be included in the tender stage. FDC was awarded the project based on price and quality of submission. A first for FDC’s WA team The Cannington Krispy Kreme store is the first new construction project in the retail sector for FDC’s WA team and is the first project with Krispy Kreme nationally for the company. FDC took ownership of the premises in Albany Highway in July 2020 following vacation by the previous tenant, however the site was found to be polluted by vehicle oils and similar

material. Demolition had to be delayed while these materials were safely disposed. Once the site was cleared, the team was ready for civil works to commence. However it was then discovered that the site contained poor quality ground material and an extremely highwater table which, along with the wet weather, was problematic. The ground material had a high clay texture that prevented water drainage at the required rate, which prompted a reassessment of the methodology and programming of the civil works to ensure it could continue without delays or excessive costs for the client. Groundwater problems solved The decision was made by FDC to redesign the installation of the onsite stormwater detention (OSD) unit to assist in removing water from the ground and direct it back into the drains. The team also altered the sequence of works to facilitate the most cost-effective solution for the client. Earthworks could thus continue to the main structure area while leaving the rear and OSD unit areas to provide as much natural drying time as possible.

With the concrete in place, construction of the main building commenced. The steel frame structure was erected, including a mezzanine level to house the mechanical plant, with cement sheeting utilised in the cladding of the walls. The exterior of the building was completed with the installation of ‘brick look finish’ glazed white tiles attached to the cladding. However, when it came time to install the tiles an issue was discovered with the tiles supplied. FDC was quick to act, sourcing a local alternative product and having it on site within the week. This issue could have proved costly to both the program and the bottom line had the team not dealt with it quickly and decisively. The curved corner of the building provided challenges for the key trades. While the cladding and tiling weren’t too affected by the rounded finish, the steel and glazing contractors were required to complete this particular scope of works with very little margin for error, as both the steel and glass had to be bent precisely at the correct profile to ensure the two elements fitted together exactly.

Site access issues There were several key issues when dealing with site access. With works occurring over the full site, it provided very little room for onsite team amenities, deliveries and laydown areas. The team was required to stage the works for the main structure to ensure that they all could be completed without impeding other trades. The delivery schedule had to be managed stringently with items being delivered on a ‘just in time’ basis. This negated the requirement for a large laydown area, which in turn made it easier to move the laydown location on a regular basis to ensure works could continue over the full site. The site location proved challenging in itself. Situated on Albany Highway, surrounded by further retail and residential properties, it did not allow for much flexibility in delivery schedules or drop-off points. The team required all trades to avoid peak times for deliveries of materials and equipment to site to avoid adding to the congestion experienced in the mornings and afternoons. Materials for the project included concrete base, structural steel, cement panels, external cladding, tiles, blockwork, roof sheets - metal joinery, and glazing.

So their well-established partnership was guaranteed to produce another development success when Ecorp Project Management initiated its own plans to develop a site the company owned in Alkimos for a new commercial project. It was X Convenience’s first fuel station and store in Western Australia, and Ecorp commissioned Bella Build & Design to undertake the construction project. Prominent and central to the Alkimos town centre, the building and site layout were orientated to engage most effectively with The Gateway local shopping precinct and social hub, while also providing convenient traffic access on Marmion Avenue. Vibrant and Highly Functional Aesthetic The design followed a standard aesthetic template established generically in the retail company’s South Australian stores. These are usually quite elaborately designed, extending over two storeys, but the Alkimos store layout was limited to a certain extent. The site had originally been earmarked for a different-brand fuel station, with the design and material selection being completed by architects Hodge Collard Preston. According to Bella Build & Design operations manager Tristan Burton, this meant they had to stay true to the same parameters specified for the initial development approval. Nevertheless, he said, the final project was an attractive and important addition to The Gateway precinct, and the use of quality materials and a varied internal and external palette were just some of the key facets that contributed to its distinctive vibrancy. With no pre-requirements stipulated by the council to create an area on the back wall for public art work, the developers – in conjunction with Ecorp – commissioned Paint Storm to complete the mural. As with all building projects being undertaken in the current era, COVID had an impact but in this case the timing was fortuitous for Bella Build & Design. As work started at the back-end of 2020, the project avoided the increasingly complicated effects of the burgeoning Western Australia construction boom. The availability of certain trades was affected, noted Tristan, but Bella Build & Design has excellent and long-standing relationships within the industry, so any repercussions and delays were kept to a minimum. In the end, there were no major issues (apart from hard excavation at the start to remove the area’s customary limestone base), work progressed in a fairly straightforward fashion, and the project was completed in an impressive 14 weeks.

With design and interior service by Klopper & Davis Architects and construction by Wandoo Building Company, the client’s brief was to design a beautiful, warm home to accommodate their current lifestyle needs and growing family on a large block in City Beach. Their wish list comprised a midcentury modern home with natural materials and efficient planning, centred around connectivity and outdoor living. The resultant two storey, four bedroom/3.5 bathroom house has a total floor area of 378m2 and is situated on a site measuring 790m2. The defining feature of this project is the soaring

glulam columns and beams that support the large floating roof. The columns and beams are a bold and striking gesture that draws from the ‘post and beam’ influences of the area and mid-century architecture and defines the architectural expression. The soaring roof supported by this structure makes the most of solar access into the two storey living spaces. Close consultation with the structural engineer and timber supplier allowed the striking execution of this defining feature of the building. Warm and human materials The material palette of the building is diverse and elegantly arranged into a cohesive composition of warm and human materials, from pressed tin cladding to textured face brick walls and timber joinery. Adam Jongeling, a director of Wandoo Building Company, said the final result was

first class and has become a company favourite and one of their most talked about projects. “Our role was to carefully manage the construction of this project,” Mr Jongeling said, “liasing with the architect and our lovely, dedicated clients from the demolition of the existing building to the beautiful finished product. “We have worked with the architects before and we knew the expectation was for a top end level of finish. While the coordination of the trades is important, it has taken us years to put our team together. Initially specialising in small renovations, Wandoo Building Company soon expanded its repertoire to include high quality two storey homes, renovations and multi-dwelling developments. Iain is a Structural Engineer with 15 years experience in Perth working with some of the top consultancies in design and project management, while Adam has been working in the industry for

Indigenous presence in the construction sector, Perth-based Marawar (which means “west” in Nyoongar) is led by Aboriginal people, has a 55 per cent Aboriginal workforce and supports local Indigenous supply channels. Located beside Chester Pass Mall in the regional south-west town, the Bunnings warehouse site is also highlighted by the installation of a new local landmark and tourist attraction, reminiscent of the “silo art movement”. A 64-panel Indigenous artwork covers two massive water tanks, and is inspired by the region’s diverse sea life and its deep connection to the land’s original owners. Major Construction Features Extending across a 15,000 square metre site, the Bunnings warehouse comprises more than 260 pre-cast panels and over 270 tonnes of structural steel roofing. Designed by Meyer Shircore Architects in conjunction with Bunnings store consultants, the development plan took into consideration the site’s surrounding buildings as well as

environmental conditions, to enhance the warehouse’s longevity and minimise future maintenance and repairs. According to Michael Read, Director of M/Construction, Bunnings has a strict set of guidelines to ensure that a consistent theme is carried across all its stores, including the iconic Bunnings green colour and the company’s logo. “As the store does not have any feature designs, the main focal point is the finish of the external walls, and by using pre-cast panels you create a uniform finish and minimal defects which will then assist in catching the eye of the customer.” As Albany is subject to frequent rainfall and strong winds, which would have hindered the production of tilt panels on site, the precast concrete wall panels were transported from Perth to provide a higher level of finish. In addition to the external finishes, strict guidelines are also applied to internal features, especially the concrete burnished slab, which is specially designed for each store to ensure a smooth and shiny finish. The concrete mix for the slab underwent a series of tests and pre-

“A 64-panel Indigenous artwork is inspired by the region’s diverse sea life and its deep connection to the land’s original owners” approvals by Bunnings’ nominated concrete consultants before being poured. “The mix for the concrete is crucial as, once it is set, it is cured and polished to achieve a shiny finish.” With lighting playing a major role internally in displaying and selling products in the store, a specific lighting layout was designed to ensure the aisles are adequately lit – thus ensuring an even distribution of light. Meticulous Project Management As with all M/Construction projects, the contract was preceded by extensive planning and interaction with clients, consultants, subcontractors and suppliers. An initial challenge was presented by the discovery of unforeseen buried waste and highly reactive soil – coupled with the frequent rain in Albany. “However, we were able to reschedule our program to continue other works while removal of the waste was undertaken, and all parties worked together to overcome these constraints and achieve the common goal of producing a high-quality building.”

Although an initial programme was established, all stakeholders needed to be kept informed of evolving circumstances. “Therefore we consistently reviewed and updated the schedule to ensure it was as efficient as possible and accommodated neighbouring business operations without impacting the overall programme.” In that respect, one major difficulty with the site was the adjoining existing shopping centre, which required safe and constant access by customers and staff. It was imperative for M/Construction to work closely with the shopping mall managers and tenants to ensure minimal disruption was caused during construction, and to ensure any issues could be resolved in a prompt manner and thus avoid delays to the program. “This was apparent when negotiating the use of the delivery service-laneway as we were required as part of our build contract to upgrade the in-ground services to the shopping centre as well as reinstate the laneway.” Most importantly, M/Construction needed to ensure a close working relationship with the client, a national brand well-known in almost every home, and requiring adherence to strict guidelines and a brief in accordance with Bunning’s individual brand specifications. “Open communication and being transparent is an important part of ensuring the client is kept up to date with progress, and maintaining trust and a positive partnership.” Commitment to Safety and Sustainability As the site is rural, M/Construction continually provided site progress photos including time-lapse camera shots, and drone photos to capture all sections of the site. “We pride ourselves on our site safety, which is enforced by upper management with our subcontractors and is evident in the positive feedback we received from Bunnings management during the build.”

First-aid facilities and emergency procedures were actively practised, and regular internal and external safety audits highlighted areas of concern where M/Construction took appropriate action to make areas safer for all workers on site. “By conversing openly with staff and subcontractors, M/Construction provides positive leadership, and creates an employee relations climate that supports workplace safety, workforce capability, staff empowerment and a high regard for customer service.” The company’s projects, including Bunnings Albany, always comply with statutory environmental obligations and commitments under the code of conduct during construction, for controlled waste management, dust control, site access, local traffic disruption and parking. Setting the Pace for Indigenous Industries Referring to the warehouse project, Nyoongar traditional owner and Marawar director Gerry Matera said, “As a business, we set out to not merely change attitudes, but to change lives by transforming the construction industry and, in turn, the prospects and potential of Aboriginal people and communities. “The construction of Bunnings and other large-scale projects undertaken by Marawar in Perth has been instrumental in demonstrating how effective and reliable the Aboriginal workforce can be. It sets the pace for Indigenous industries to break down restrictive misconceptions about the Aboriginal workforce. “With the construction of Bunnings under our belt, we believe we are clearly demonstrating how much can be achieved. We have always remained true to our vision and it is great that the business community is now starting to embrace us as an effective means to meet their social responsibility and procurement targets.”

The Indigenous artwork commissioned by M/Group was created by five traditional local Indigenous artists: Lyn Knapp, Michael Cummings, Tameka Cummings, Kathleen Toomath and Margaret Miller. According to M/Group Managing Director Lloyd Clark, the Indigenous artwork pays homage to Albany’s extraordinary natural asset as well as standing as a tribute to Indigenous communities’ significant contribution to the development of the property. “The new Bunnings is the first of its kind to be constructed by Indigenous building services company Marawar and supported, where possible, by a fully owned and operated Indigenous supply chain. It is part of M/Group’s commitment to the Reconciliation Action Plan to support Indigenous programs and initiatives. “The Bunnings development has allowed us to create a platform for Aboriginal people to demonstrate their sheer capacity in delivering outstanding work. The work was carried out by Devlyn Construction, industry leaders in commercial development projects. Their extensive experience in medical construction, and reputation for delivering a high level of quality and meticulous attention to detail, was especially important in the Peel Health Campus upgrade. The project involved staged redevelopment works to the emergency department and short-stay admission ward, as well as the server room. These works were carried out while both areas were kept operational. As access was limited, a scaffold was set up over the top of the building, with a hoist for material to minimise disruption to the hospital’s operations. Each area was hoarded off to create a construction zone, and the relevant areas were fully demolished internally and rebuilt to current healthcare design standards. Specifically, the work comprised a full upgrade of the machinal, electrical, comms and nurse call, and a new consultation room, waiting room and reception area.

In addition to erecting a hoist and scaffold to gain access over the top of the building, another main challenge faced by the Devlyn team was, understandably, the impact of COVID-19 – not only on the site but also transporting and moving material. Then there were the customary challenges of working in a “live” hospital: keeping noise to a minimum and incorporating effective dust control measures. Devlyn’s main site compound and materials lay-down area were at the rear of the campus, 80 metres from the actual work zone, which meant that even the most mundane task involved careful planning to ensure the campus suffered no delays or negative impact. Bearing in mind the limited access to building areas, all materials including cumbersome items such as concrete and bricks had to be delivered in small quantities and moved throughout the facility by hand – with no mess or impact to staff or patient movements. This was achieved by Devlyn engaging higher than usual numbers of labourers to guarantee that materials were delivered without delay and areas were cleaned regularly. In the end, even though all the work was subject to a tight schedule, each separable portion was handed over on time, with a satisfactory result for all those involved and no major accidents or incidents. Devlyn worked closely with Ramsay Health staff to ensure the impact of construction work on a day to day basis was kept to an

absolute minimum, with all access and egress areas maintained clean at all times, construction noise carefully monitored and kept to a minimum, and stakeholders fully informed of progress and works to avoid any unforeseen impact. Peel Health Campus Peel Health Campus (PHC) is a public and private South Metropolitan Health Service Hospital managed in partnership with private provider Ramsay Health Care Australia Pty Ltd. Initially established in September 1997 by the Western Australia state government, Peel Health Campus is a local hospital that provides a range of medical, surgical, maternity and rehabilitation services to patients, including inpatient and day services covering all major adult and paediatric specialities. The hospital comprises 206 licensed beds, bays and treatment spaces, and is the major healthcare provider for the Peel region – which is one of the fastest growing areas in Australia. Ramsay Health Care says it is “committed to ensuring the hospital develops to appropriately meet the needs of the expanding Peel community”. In Western Australia, Ramsay Health Care also operates Hollywood, Glengarry and Attadale Private Hospitals and Joondalup Health Campus.

Building intelligently is another core value for Built Ink. “For us, this means to create smart, sustainable design and build with integrity. We strive to build for the future, to ensure that our builds stand the test of time and have the potential to grow with our clients’ needs.” To that end, Built Ink also managed the project’s impact on the environment by developing ablution areas with motion sensors, fitting WELS-rated plumbing fixtures for water efficiency, and installing external lighting on a PE Cell to reduce running costs. In addition, where possible, building material was recycled onsite during the build to reduce costs and waste. Premium External and Internal Features Under Built Ink’s direction, the Institute was advised to keep as many of the existing building’s features as possible – many of which were not commonly found in modern builds. In part this was to pay homage to its 1970s build origins, but it was just as important to infuse personality into the premises, reduce costs and minimise wastage. The internal selection and finishes were chosen by Built Ink’s interior team. With the client requesting a modern space that accommodated an immersive and impactful student experience,

selections were required to be of timeless appeal, durable, flexible for growth and hygienic. The institute will be located within the premises for a minimum of 10 years, so the furniture and internal selections were chosen for their commercial grade and warranty, as well as minimal maintenance and – most importantly in today’s evolving world – convenient cleaning to meet the requirements of COVID-19 hygiene measures. According to Built Ink, inspiration was drawn from global offices, university campuses, colleges and the like to help establish Sero Institute as it turns this new page, and also to fulfil the client’s wishes that the interiors would emphasise and align with their corporate values. Built Ink proposed that a Western Australian-centric theme be utilised for the interior décor, including naming the rooms after popular tourist destinations within the state: Karijini, Pinnacles, Pemberton, Ningaloo, Rottnest and Kalbarri. The selection of carpets and their colours was inspired by the locations’ own palettes, and was complemented by the furnishings chosen. Each room was further enhanced with the use of graphics on the walls that incorporated iconic symbols from each of the locations.

“Building innovatively is one of Built Ink’s core value” Meeting the Challenge Located in the rezoned Bayswater precinct, the decrepit 1970s tool shop showroom which had to be refit to house the Sero Institute educational facility posed significant difficulties from the beginning. The first, and most crucial, was that it needed to be compliant with current building codes. The building required re-engineering due to structural changes that had occurred over its lifespan, including a central void remaining from the removal of the original staircase. Adding a stateof-the-art commercial kitchen, designed specifically to house 16 culinary students at one time into an existing building, was another key challenge. As the client had emphasised that “flow” was essential, marrying the graphics between rooms was considered. This flow was enhanced by having all the rooms linked by a trail of paper planes – a concept created by Built Ink’s interior team. “The paper plane requires correct and careful engineering to make it fly far, and thus symbolises the Sero students’ ability to follow their dreams if they too carefully engineer their education path. It also created a link between the rooms that simulated flying

through the various destinations in WA.” The bathroom tiles drew on a 1970s palette of pastel colours, featuring pink and mint splashes of colour in the students’ facilities instead of the neutral colour scheme usually employed. Inspirational quotes and directional “way-finding” signs were also utilised throughout to inspire and guide students around the premises. Successful Culmination Built Ink was given a tight timeline of only three months for the project, and this period included the Christmas break when most of the construction industry is on holiday.. Regular site meetings were held between the Institute and the Built Ink team to ensure the project timeline was maintained and the process was smooth; and, with the company’s corporate members being located in Brisbane and Melbourne, information also had to be reported to them regularly. In the end, there were no conflicts in the relationship and no issues during the build process. As a result, Built Ink has now been engaged to refurbish the company’s Brisbane campus plus another new campus in Perth.

New life for Fremantle heritage buildings

A

well-known landmark in Fremantle, the Workers Cottages were built shortly after the first convicts arrived in Western Australia in 1850, making them one of the earliest structures constructed by convict labour in WA. Originally built as housing for the prison warders and their families, the cottages later became the property of HomesWest in 1991 until 2015 when the Heritage Council of Western Australia assumed possession with the intention of conserving, restoring or reposing the historic buildings. McCorkell Construction were awarded the contract to undertake the renovation of the historic Warders Cottages and construction of the new Emily Taylor Restaurant and Bar. The six double storey cottages were repurposed into eleven boutique hotel rooms, with a reception and small format Aperitivo Bar. The hotel rooms consist of a generous master bedroom and a luxurious bathroom and kitchenette with all the necessary comforts of a modern hotel. The garden plots to the rear of the cottages were repurposed with the construction of the Emily Taylor Restaurant and Bar, which includes a sophisticated internal dining space, external garden bar area, Grab n Go take away facilities, liberal bar and commercial kitchen, multiple cool rooms, office space, sophisticated amenities and landscaping. The structure of the Warders Cottages was managed and modified in accordance with the State Heritage Office’s Heritage Conservation Plan. Cottages in poor condition The Heritage Conservation Plan revealed the limestone walls of the cottages were in poor condition, which was attributable to the high

moisture content trapped within the walls, structural cracking, missing limestone blocks and damaged plaster. The walls were restored by removing the plaster, utilising several poultice applications to draw out the moisture and salts from the walls, undertaking structural repairs and plastering the internal walls with a natural hydraulic lime to restore them to their former condition. During construction, the upper and lower levels of each cottage were divided by enclosing the internal stairwell and creating a doorway to the rear of each of the upper cottages. Hotel guests access the upper hotel rooms by way of the steel and timber walkway which features custom galvanised wire and glass balustrades. As part of these works, the roof structures of the lower cottages had to be modified to facilitate the new walkway system. Limestone was salvaged from the new openings formed in the cottages, heritage boundary walls and from excavation works. This was then shaped and integrated, entirely by hand, into a new limestone wall that divides the hotel and restaurant spaces. The construction of the Emily Taylor Restaurant and Bar was also challenging due to the site location and constraints, heritage requirements, unique construction details and an ever-evolving building design.

Hit and miss technique The restaurant structure and landscaping were to be built up to the boundaries on all sides. When excavating adjacent to the existing heritage listed limestone boundary walls, the footings had to be excavated and poured with a hit and miss technique as grout injection was not suitable in the soil conditions. To conform with the requirements of the State Heritage Office’s Heritage Conservation Plan, an archaeologist was present for all excavation works to ensure any historic materials or goods which were uncovered were catalogued and stored. Some of the findings included an abandoned well, several outhouse slabs, and various animal bones. The building structure features an amalgamation of contrasting design and materials. It incorporates burnished granolithic concrete floors with timber inlays, exposed steel sawtooth roof structure, painted random bond brickwork, bare precast concrete panel walls, suspended concrete slabs with bamboo impression formwork, natural timber cladding, limestone rubble walls, and external timber decking. In keeping with the Fremantle character, the external aspect of the restaurant was constructed to appear as an existing warehouse

which had been converted to a restaurant and bar and, for the first time in their careers, the bricklayers were requested to intentionally lay the brickwork with irregularities and imperfections. The general approach to the internal finishes to the cottages was to invite guests to appreciate the history of the building by subtly contrasting new with old, thereby allowing a degree of imperfection to which the eye would be drawn amid the perfect. The overall execution delivered an elegant minimalist appeal. Acoustic performance improved The joinery within the cottages, from the stone topped kitchenettes and luggage stands to the master beds within inbuilt intercom, light fittings and brass finishes, were custom made by McCorkell Constructions. Similarly, replica timber doors and secondary casement windows were manufactured and installed to improve the acoustic performance of the building, allowing the appreciation of the heritage doors and windows whilst providing a suitable acoustic environment. The existing timber doors and windows were restored and painted, the redundant doors were displayed in the cottage storerooms or stored within the closed stairwells for future use.

The Warders Hotel reception showcases a natural stone desk and timber floors, ceiling, and walls. Connecting to the reception is the Aperitivo Bar, named Gimlet, with its brass topped bar, stained timber ceiling, custom antique mirror and a back of house food preparation area. The Emily Taylor Restaurant and Bar provide a contrasting internal dining space, blending the deceptively minimalist structure with hints of Southeast Asian inspired influences. The accurate execution of the structure was paramount, as any imperfections would be on display in the finished product. With exposed precast concrete panels, concrete floors, structural steel roof framing, compressed fibre cement sheeting and suspended concrete slabs, there was little room for error. Custom concrete floor finishes McCorkell Constructions developed several custom concrete floor finishes to produce the superintendent’s intended result. The final selection was a burnished concrete finish with Markham Masterseal, tinted black, which was applied and partially stripped with Acetone which left the concrete darkened but highlighted the patterns of the burnished concrete.

The burnished concrete floors were broken up with timber inlays which, similar to the clay bricks externally, acted as heritage interpretation for the boundary fences of the Warders Cottages. Timber floors were also installed to the Grab N Go to match the concrete floor inlays, which also included a timber feature wall to match the Aperitivo Bar. Originally founded by Samuel McCorkell in 1928, McCorkell Constructions has been in continuous operation for over 90 years. The business flourished in the nation building post-war years and was eventually taken over by Samuel’s son, Rex, in 1968. The late Rex McCorkell was involved with McCorkell Constructions for over 50 years and was well respected in the industry. Rex’s nephew, Howard McCorkell, began working full-time with him from 1997 leading into Rex’s retirement in 2000. The following year Damien Newton-Brown joined Howard in partnership and together they continued to grow the business to its current level. McCorkell expanded into Western Australia in 2011 where partner and Managing Director, Mark Nyaanga, now leads a fully staffed office, enjoying rapid growth in the government, institutional and heritage sectors.

hen it comes to pristine ocean-front residential settings, this magnificent site in Dawesville is one of the most impressive. That fact alone also presents an especially challenging test when designing a home that blends in harmoniously with its natural surroundings. In this case, that challenge was met with resounding success by Tim Wright Architect and Max Klause Builder. So much so that the property was nominated for a prestigious Australian Institute of Architects award this year in Western Australia’s “Residential Houses (New)” category. (The winners were due to be announced as The Builders Choice Magazine went to press.) In the lead up to the awards, WA chapter president Peter Hobbs noted that the entries had featured a superb showcase of spaces. “A theme we’ve seen throughout this year’s entries is architects designing spaces that are adaptable, flexible and ultimately bring delight to the community.”

Those are qualities that are amply highlighted in this Dawesville home design by Tim Wright, who has previously won numerous other industry awards and commendations, mostly in the institute’s residential category, but also including commercial projects and lighting, energy conservation and best use of timber and plywood. Stunning Features and Innovations The clients and their two teenage children will be living in the house part-time, but ultimately plan to settle there on a more permanent basis in future years. The property is situated on an original coastal dune facing due west, with no built form between the site and the ocean. It marks a stunning contrast with the adjacent area, which is dominated by quite mediocre residential buildings. Spectacular views can be enjoyed from the upper level to the west, and even from the ground floor. The house is built on two levels, with the main living areas on the upper floor and secondary living areas on the lower level. Large sliding glass doors activate the upper level living and kitchen areas, enabling

the internal and external spaces to be combined as one integrated living area for all weather – except for the most inclement. The entry and stair lobby dissects the house to enable visual connection with the upper level, and to give visitors clear indications to the main destination. As the site is extremely exposed to the setting sun, sea breezes and hostile winter storms, operable external sun control blinds have been installed to moderate these adverse conditions. The blinds are slightly open weave to preserve afternoon ocean views while also providing full protection. The house is constructed entirely of masonry and concrete, to create a durable structure that requires only minimal maintenance. Hydronic floor heating is incorporated in all areas, but there is only minimal air conditioning as the sea breeze is such a dominant cooling element. Furthermore, the concrete roof is a massive cooling and secure structure that acts as an additional durable element protecting against intemperate weather conditions. Outdoors, the home’s natural aesthetic is enhanced by embracing coastal dune vegetation in all the garden areas.

Innovative Features for a Modern Beach Home The home has been built in double clay bricks with full commercial grade, double-glazed glass and window sliders throughout, and concrete slabs to the basement, ground floor and first floor. The external finishes are plastered with Dulux Texture Coat and two coats of Dulux Texture Coat Aquatex, which has been applied to the entire home and bricked fences. Large panelled windows have been included to the west side of the home, to take full

advantage of the panoramic ocean views, and all the fitted eaves, box fascia and soffits are in aluminium alucobond. In addition to parking space for eight cars, the basement has enough height for the installation of a car hoist. Ventilation has also been provided with the installation of an automatic extraction fan for the removal of exhaust fumes. The lift has been positioned centrally in the home, while a spine and timber staircase from the second floor to the upper floor is located near the main entrance – with glass balustrading throughout the foyer and all balconies. The home is also completely fitted with data cabling, a full perimeter CTV security system has been installed, and Bluetooth phone app compatibility for the air conditioning, security systems, gates and garage doors is available. In addition, a A 6.5 kW solar panel system has been mounted on the roof of the home. Outside, the second-floor spa/pool overlooks an al fresco area and rear garden with stunning ocean views. Limestone-retained and gardened step-downs have been incorporated on three levels down to the lower basketball court area, and a combination of synthetic and natural lawn and full-grown trees have been placed in the rear and front of the home to complete the landscaping. One of the main challenges in building the home was the removal of solid bedrock limestone, which was found

throughout the entire site before the earthworks. Another challenge was presented by the extensive engineering required throughout the construction, with the positioning of a total of 60 steel support columns. Placing the pool/spa on the second floor also required additional attention to ensure waterproofing was above and beyond, and the pipes and fixtures all flowed correctly to not impact any structures below. In the end, these and other challenges were successfully overcome, and the clients were delighted with the final result. “As this home was custom-built,” explain Antonio and Anthony, “we worked very closely with the clients, who knew exactly what they wanted and how they wanted the home to look. So we were very pleased to be able to meet their expectations as promised, and well within the set timeframe.”

“Our client took a long-term view on the upfront capital investment, to minimise maintenance costs and inconvenience for the residents over the life of the building” To that end, notes Tim Lanigan, the house was deliberately limited to a single level “to sit comfortably within the streetscape, and to maintain connections with the client’s office, next door, and the broader community. This community-focused approach elicited positive comments from neighbours during the approvals process.” The centre inclusively caters to a broad range of residents’ needs, and is equipped with such state-of-the-art features as a hearingimpaired smoke alarm system, ceiling hoists to two bedrooms and universal access throughout. To be operated by Identity WA, one of Perth’s most wellestablished care providers, the Emmanuel Community House is designed to the Liveable Housing Australia “platinum” standard. It is also currently being certified under the NDIS as a Specialist Disability Accommodation, complying with Australian Standards for Universal Access, and has obtained funding from the Catholic Archdiocese of Perth. In short, says Lanigan, the house “combines all of the social benefits of share-house living with the supported elements of group housing, and has the capacity to transform the lives of future residents, who are now able to seek high-quality design options for a better quality of life assisted by NDIS funding.” Bianchini Builders was also extremely proud to be part of such an important project. “We enjoyed working with Lanigan Architects, the client and all the tradespeople,” says Marcel Bianchini, “to create a facility that will change and enhance the lives of the residents of Emmanuel Community House.” Holistic Integration Lanigan Architects consulted with built environment professionals including structural engineers, quantity and building surveyors, home automation and security technicians, and universal access and sustainability consultants. “They helped us to refine the design and integrate multiple and sometimes competing aspirations in a holistic way.”

In addition, an occupational therapist was engaged during the design phase to review plans and provide specialist input into the selection of equipment and products suitable for future residents. The overall brief called for a fully accessible share home with six bedrooms and ensuite bathrooms, providing both ambulant and universal access. “The plan places strong emphasis on participation and is designed to encourage community, within the house and more broadly.” Shared spaces include indoor and outdoor living areas, four semiprivate study nooks, and multiple dining options adjacent to the large kitchen. The kitchen is set out in a generous double arrangement, and caters to several people at once in both wheelchair and standing positions. Another innovative feature of the Emmanuel Community House is that residents can enjoy leave and solitude without having to retreat to their bedrooms, which are deliberately designed to be separate from active, shared spaces. A large central courtyard is the visual heart of the house, connecting the shared spaces and providing relaxing garden and sky views. The garden is also the hub of a cottage industry, with wheat grass production forming one of the many fund-raising activities conducted by residents and members of the local community. The decision to specify high-quality finishes and fittings was considered a life-cycle investment for the house and its residents, says Tim Lanigan. “Our client took a long-term view on the upfront capital investment, to minimise maintenance costs and inconvenience for the residents over the life of the building.” Facebrick was used both internally and externally to avoid the need for repainting, while vinyl plank flooring – an attractive, resilient and hard-wearing option – is used throughout. This consistency of finish takes into special consideration the needs of vision-impaired residents and potential dementia sufferers, who might struggle when navigating contrasting flooring tones.

Strong Commitment to Sustainability The design of the house is based on solid sustainable foundations, starting with passive solar design principles. The shared living spaces are oriented and planned to maximise northern light in winter, and exclude summer sun with shading and wide eaves. Remote control window treatments make it easy for residents to adapt the house to different weather and seasonal conditions; natural

ventilation is promoted through operable clerestory glazing and lowlevel louvres; and ceiling fans provide low-energy cooling throughout. Other sustainability features include a 6Kw solar PV system; space for raised garden beds to grow vegetables or wheat grass (which, as noted previously, is a potential income stream for residents); and native gardens and low-water plants that are visible from every room.

First Major Project in Perth after Life-Changing Move from the UK

ee and Louise Billingham were seemingly destined to end up in the Western Australia building industry. After Louise graduated from university in the UK with an honours degree in business, she and Lee – a carpenter since his teens and at the time a construction site manager – headed off to backpack around the world. While Lee managed the company, Louise worked in the sales industry as a regional account manager. “We have both always been driven,” notes Louise. “The rest is history, as they say!” That history, eight years ago, finally brought them back to Perth, specifically Mindarie, where Lee studied and became a registered builder and the couple set up Billingham Construction. “Many years ago it was Lee's dream to build houses,” recalls Louise, “but we never thought it would come to fruition. Lee is very creative, patient and hands-on with all of his jobs, which is in his nature. He nurtures the jobs to completion – he just can't help himself. Clients get to know and deal with us both on a personal level.” Louise’s own role within Billingham Construction is operations manager. “I do everything, other than build on site.” Professional Milestone At first, Billingham Construction focused on private builds, as well as renovations, extensions and granny flats in Perth, all of which they continue to work on for their growing portfolio of clients. Then last year they secured the commission for their first multiple housing project: 11 double-storey townhouses in Clarkson. The day they were offered the contract remains delightedly etched in their memories, and they are especially proud of their achievement in building the first detached, three-bedroom, double-garage home in 16 weeks. Furthermore, before this show house was completed, eight of the 11 homes had been sold for the client.

The whole townhouse project, which is part of a mixed-use development in the area, is due to be completed in 12 months subject to weather. It has generated employment for more than 40 sub-contractors, and Billingham Construction has worked mostly with local contractors and suppliers. The quick building turnaround also benefits the new owners, ensuring lower rental costs while waiting for their homes to be built, as well as resulting in minimal interest payments for investors. Quality Homes for Affordable Living Billingham Construction had worked alongside Straight Edge Steel Framed Homes (Scott Elsley) and Smart Steel for several years on different projects. They were approached by Scott to collaborate on the Clarkson project, with the objective of providing affordable living. To that end, according to Lee Billingham, one of the main priorities was to use the land efficiently – hence the double-storey layout. As there was a 30-millimetre clearance between the adjoining walls of each property, accuracy in the building works was paramount. Double-cavity brick works were used on the ground floor, for ease of construction; while steel-framed walls and steel joist steel truss systems were used for the upper floor construction. “Steel is strong, durable and lightweight,” explains Lee. “It doesn't twist, shrink, rot or warp over time, and termites can't eat it! It's quick to install, it won't catch fire and it has versatility within it's design. The Truecore (Bluescope) steel we use has a high strength-to-weight ratio and is precisely engineered, thus ensuring walls are straight and true. Floor space gains can be achieved by using steel, combined with

external cladding construction. It arrives on site pre-fabricated, and we saved valuable time with the quick installation.” Steel is also ideal for environmentally-conscious clients, as it avoids the use of insecticide (unless specified by NCC), minimises waste material and enhances thermal values. One of the main challenges was dealing with the rocky limestone ground. Even though the land was prepared by a civils company beforehand, a lot of the limestone rock had not been removed, so Billingham Construction had to finish that task before completing all the foundation works. “Wild winter weather has had an impact,” says Lee, “but we have remained focused on and mindful of our time frames and our capabilities.” There have also been some complications sourcing materials. “With the current housing/building boom in Western Australia due to a buoyant economy and government building grants, there's demand for materials from other builders, which leads to manufacturing delays in getting them to site. This has not affected us, as we have been pro-active ordering materials, so our program of works remains on track.” Away from the building site, another challenge faced by the Billinghams – and many other people working in the industry – is ensuring the right family balance is maintained. Billingham Construction is a solidly family-run business, and Lee and Louise have four young children. ”Juggling family life and a successful business model takes organisation,” says Louise. Happily for the Billinghams, that life is now in the new land of their dreams.

The 460m2 Cottesloe home is a solar passive, contemporary minimalist project designed to meet the clients’ needs. The two storey residence features four bedrooms upstairs together with a full bathroom. The clients wanted all the bedrooms to be the same size and configuration to ensure no kids would fight over a larger room. Lightweight timber framed walls The upper floor is a combination of double brick perimeter walls and lightweight timber framed internal walls that have been constructed to exceed the acoustic rating of standard brickwork. The ground floor features an adults’ wing with a master bedroom, ensuite and office. Open plan living, dining and kitchen area open to the outdoor entertaining and pool. As finishes were very minimal, all works needed to be executed with precision. Externally, the upper floor overhang facing the pool is a very attractive design element. A key component of the design is the ground floor which features a large span kitchen/dining/living room, however the structural engineer was challenged to support the upper floor without having support for such a large area underneath.

The air conditioning system takes a personalised approach. Each bedroom has its own independent system so each family member can set their control to a temperature that is most comfortable for them. All the stone tops throughout the home are corian, not natural stone or engineered stone, and it was also used as a splashback in the kitchen. The corian splashback was fused to the kitchen top with a rounded edge to provide a seamless joint which makes it very easy to clean as there is no sharp corner. Finish kept simple The ground floor is traditional double brick construction with commercial grade aluminium windows and security screens throughout. All doors are high and oversized with an average height of 2.7m. The external finish was kept simple, being sand rendered and painted. Floor finish throughout both levels is French oak engineered boards. Again, this was a design requirement in order to keep the finishes simple and easy to clean. Given the overall requirement for a simple finish to the home, all finishes needed to be executed to a high standard to ensure the home would look its best. To this end, Cassari selected trades and suppliers that they trusted to do a quality job.

As site supervisor, Cassari director Lorenzo Cassiani believes in having clear communications with all sub-contractors and suppliers on his expectations of finishes. This saves time and money and the finished product looks the best it can. Problems with documentation Because the original architect was from Sydney and the documentation received was not fully detailed, Cassari worked very closely with the clients and a local representative to fill in all the gaps of the documentation but still maintain the original design intent. This was a particularly challenging aspect of the build as not all the completed areas had been fully developed, so the finishes weren’t completely clear. Cassari thus had to work through a lot of the finishing details directly with the client and the local designer while at the same time not losing time on the construction program. However it was worth the effort as the design and finish of the home are completely unique compared to anything else on the streetscape. hile the Covid 19 pandemic has been a tragic event throughout the world, it has had a beneficial effect on residential construction in Western Australia. However the subsequent building boom has also brought with it a number of operational difficulties for those in the industry. Tallwood Custom Built Homes commenced a residential build in Pelican Point Bunbury in March 2020 just as the pandemic began in Australia. Grey concrete face blocks which had been ordered from the Austral Brick plant in Gympie, Queensland, were normally conveyed by ship to Western Australia. However due to time and Covid constraints they had to be transported by truck. THE TEAM

A nervous wait followed as the truck negotiated various state border closures and threats of quarantine before finally being delivered to the site. Unfortunately another two pallets of blocks were needed and, as there are no similar products manufactured in Western Australia, they had to again run the Covid gauntlet from Gympie to Bunbury. Home faces river mouth The home itself faces north over the mouth of the Collie River and consists of two stories of living and garage. There are three minor bedrooms, bathroom, laundry, powder and two living areas downstairs with the kitchen, dining, living, master bedroom, ensuite and north-facing balcony upstairs. The first floor kitchen is serviced by a dumbwaiter. The project was designed by Dane Richardson, principal at Dane Design Australia. Tallwood managing director, Alex Campbell, said it is very rare to have north facing blocks with water views in Western Australia. “Dane is such an excellent designer: he utilized the aspect to perfection. His style is Australian Modern which requires sharp lines and exceptional eye for detail.” The hero elements of the build are the grey split face blocks, Vulcan weatherboards, texture coat render and exposed aggregate concrete. The clients and designer put a lot of faith and trust in the builder to deliver on time, on budget and to a high level of quality. The home was a joy to build, Mr Campbell said.

C

avity brick has been the predominant choice for external wall construction in Perth for many decades. There are a variety of reasons for this – an abundance of clay, availability of materials and labour, well-draining sandy soils that can be easily compacted to accommodate heavyweight construction, and a long held belief that houses built from brick are "just better". However, I think this trend has been slowly changing. While the majority of the project home building industry still build using cavity brick, in my own work I have observed an increasing interest in alternative methods of wall construction. Of the last ten or so projects I have designed, only two have used cavity brick, and then only for the ground floor level. My first experience of working with wall materials other than brick occurred in 2009. I was designing a home for a young family who had recently returned from living in Melbourne, and who were accustomed to living in a timber-framed house. Their site was in Swanview, and had highly reactive soils – cavity brick wall construction would have required expensive concrete footings and pile foundations. We ended up using a structural insulated panel system (SIPS) that was lightweight and had high levels of insulation, THE TEAM

which could be built quickly and cost-effectively in conjunction with a conventional concrete slab on ground. The SIPS system we used was relatively new at the time, but has now become a popular alternative construction method. There's certainly nothing wrong with building with brick. Civilisations around the world has been using brick for many thousands of years, and it is tried and tested method of construction. However, there are a few of reasons why brick isn't always the best option: Thermal mass: brick has a high level of thermal mass, which can help keep a building warmer in winter and cooler in summer by regulating the way heat is retained and released. However, too much thermal mass in a building can compromise the thermal comfort in a building, by making it harder to keep warm in winter (by absorbing too much heat from the air), and cause the building to overheat in summer (by retaining too much heat). In my experience, a house with good solar passive orientation and exposed thermal mass on the floor eg. concrete slab on ground is about the right amount of thermal mass. Insulation: building materials with high levels of thermal mass generally lack insulation, which means they can't resist the flow of heat from one side of the material to the other. To build a wellperforming home using cavity brick will generally mean that insulation needs to be installed in the cavity. A loophole in the energy efficiency performance requirements in the current National Construction Code (NCC) has been exploited by a number of builders in Western Australia, allowing houses to be built without cavity insulation. However, this has now been addressed in the new edition of the NCC which comes into effect in May 2019. Embodied Energy: refers to the amount of energy that is required to produce a particular product or material, and typically accounts

for the extraction, manufacturing, transport and disposal of the material. According to the Australian Government Your Home website*, a cavity brick wall (860MJ/sqm) has between 2-5 times the amount of embodied energy compared to a timber framed wall (169- 377MJ/sqm). While materials with high embodied energy are not necessarily "bad", high embodied energy often means high carbon emissions, and so we will need to think more carefully about the materials used in building construction as we transition to a lower carbon economy.

These are some of the reasons why the builders I work with and many of the homes I design today tend to use framed construction (mainly timber, but sometimes steel). Some of the advantages to framed construction include: Speed and convenience: framed walls can be modularised and pre-fabricated, and then assembled quickly once delivered on-site. For the houses where I have still used cavity brick, upper floor walls are built from framed construction, eliminating the need for brick hoists. Services such as plumbing and electrical wiring can be easily installed inside the wall frames – no need for brick chasing. Flexibility and choice: There are variety of cladding materials and external finishes available that can be used in conjunction with framed construction – this makes it possible to articulate the facade of a building in different materials, which can help to create more interesting designs. Framed construction can also accommodate changes in the building geometry such as projecting or recessed walls, which is helpful since I'm an architect and tend to design more complicated shapes!

Ceilings can be fitted to the underside of the flooring system, facilitating access for sewer, water, power and air-conditioning services. Compared to traditional concrete suspended slabs, the MALULITE (R) Beam flooring system reduces costs and saves time by removing the need for:

Performance: With appropriate levels of bulk insulation and sarking correctly installed as part of the external wall, framed construction can provide a high level of thermal performance, while also avoiding moisture and condensation issues. Steel framing requires the addition of a thermal break between the external cladding and the steel studs to minimise thermal bridging, but there are easy to install products available for this purpose. Framed construction can sometimes experience issues with sound transmission compared to masonry construction, but there are a variety of factors that can impact this other than just the wall construction. Incorporating higher density wall insulation or plasterboard, resilient mounts and ensuring gaps are properly sealed can also help to address unwanted sound transmission. Cost, of course, is probably the most significant, influencing factor in the decision making process: we've found that for the

houses I design, framed construction is more cost-effective compared to cavity brick and masonry construction. As I wrote earlier in this article, there's nothing wrong with brick, and it can still be a cost-effective way to build a well-performing home; new and innovative building materials are not necessarily better. However, we are developing a greater understanding about the impacts of the building and construction industry, and now consider a wider number of factors when deciding how we build. I've found the ubiquitous use of brick isn't always the best option, and saying "but that's the way we've always done it" is becoming a less convincing justification for keeping things unchanged. Park. The new facility will replace Western Diagnostic Pathology’s ageing central laboratory in Myaree and Vetpath’s Specialist veterinary pathology laboratory in Ascot. Construction commenced on December 14, 2020 and continued for 83 weeks. The site size is 19,500m2 with a floor area over three floors of 6,000m2. The final combined cost was $25,459,689. Design and construction by PS Structures PS Structures were engaged to carry out the design and construction of the laboratory facility for the project. Their initial contract was to carry out the base build only on behalf of the lessor, Jandakot Holdings. PS Structures engaged Meyer Shircore to design the base build aspect of the project. Meyer Shircore & Associates worked closely with JAH, their Project Manager IPS, and PS Structures to develop a concept design in response to the tender conducted by Western Diagnostics. The complex nature of the brief required a collaborative approach by all parties, resulting in a project that exceeded WDP’s expectations and delivered a functional, aesthetically pleasing and well-crafted addition to the Jandakot Airport Commercial Precinct. The building design combined the functionality of a high tech laboratory with its ancillary service delivery and back-of-house functions, together with the aesthetic requirement for the facility to also serve as the administrative, corporate and technical headquarters for the Western Diagnostic Pathology business. Building materials The building materials combine the functionality of concrete panels, metal wall cladding and concrete blockwork. Meyer Shircore then used the aesthetic of combining smooth and split face alabaster concrete blocks into a graduating pattern across the building facades, together with repeating bands of vertical colour in the matt Colorbond finish metal façade of the laboratory block, as

a transition in both appearance and scale between the back-ofhouse service facility and the two storey administrative block. The administrative block is dressed in a more sophisticated palette of materials including prefabricated G2 Ultracore aluminium and double glazing window walls, and façade panels with a decorative canopy supported on diagonal CHS steel columns highlighting the ground floor entry. The structure consists of precast panelling to the warehouse, back-of-house areas and separation between the office and the warehouse areas. The precast panels, the majority in excess of 11m tall, required special attention to ensure a safe and incident-free construction and installation process. Because of the complexity of the inground services and the vast number of service risers through the ground floor slab, it was decided that due to the risk of damage to the installed services the ground floor slab had to be completed after the completion of the structure. As a result, there was nowhere to prop the precast panels while they were in their temporary state. The use of deadman prop block was not an option due to the number of props that were needed. Sacrificial propping footings PSS Structures engaged a third party temporary work engineer to design sacrificial propping footings. These were coordinated with inground services and placed at a level so as not to interfere with the ground floor slab. The structure was completed successfully without any incident. The structure further consisted of concrete filled feature blockwork, conventional reinforced concrete footings and slabs, and structural steel.

A section of the site is located over a water mound which forms part of an authority-protected zone, in order to minimise contamination of the aquifer in that specific area. Stormwater run off is not allowed to enter the ground within the protected zone and this had to be considered as part of the design and construction process. Another requirement was to deal with stormwater runoff within the site boundary. The stormwater management was designed to move runoff away from the protected zone to drain into below-ground stormwater cells, which allow a large volume of stormwater to enter and then dissipate into the ground. Tunnelwell, an innovation of engineering excellence for the detention and infiltration of rainwater runoff, was used in response to this problem. Detailed approach required for laboratory fitout

L

aboratory fitouts differ significantly to most commercial fitout projects and, with a floor area of over 6,000m2 over two floors, the Western Diagnostics Pathology (WDP) laboratory is one of the largest private pathology laboratories in Western Australia. Western Diagnostic Pathology’s goal was to relocate the Myaree Laboratory and other peripheral facilities to a new purpose-designed central laboratory in Jandakot. PS Structures were engaged initially on a Design and Construct basis for the base build portion of the project working with architect Meyer Shircore. From the onset of the project, it was determined that it was critical to develop the base build and fitout designs concurrently, to ensure a seamless integration of the complex service requirements of the fitout. PS Structures were appointed head contractor of the fitout and as a result worked with Silver Thomas Hanley to deliver a facility which would meet the clients’ expectations. Silver Thomas Hanley was the lead Architectural consultant responsible for the design and delivery of the internal fitout. A key consideration of the project was to ensure the facility would not only meet the operational requirements of the client but would also be adaptable and responsive to their changing needs as well as future technological advancements. Throughout the design process, PS Structures, Silver Thomas Hanley and other design consultants regularly engaged with the client and key stakeholders to ensure the best possible outcome for operational efficiency. In many ways the internal fitout informed the form of the building and was driven by the specialist requirements of the equipment and function of the facility.

Contemporary and pleasant work environment From concept to completion, the design intent was to create a contemporary and pleasant work environment conducive to work and collaboration. The design of WPD sought to create a unified palette and visual interest throughout. A key consideration was to ensure that this visual interest was not limited simply to the administration areas of the facility but rather integrated to all work areas throughout. The bold yet refined use of colours used throughout - including lime green, navy, light grey, yellow and aqua reflect the brand identity of the services collocated within the facility. In-ground services to the lab area and a multitude of services had to penetrate through the precast panels. PS Structures had all the services carefully coordinated and added to the precast shop drawings, which allowed the precast manufacturer to ‘build-in’ most of the required penetrations at time of manufacture. This helped to significantly reduce the amount of penetration that had to be made at time of fitout.

The sequencing of works allowed PS Structures to complete the structure with free access and egress over the large floor area of the laboratory. Strict tolerances required The myriad inground services were installed without damage or interruption from construction plant and equipment. The positioning of the many service risers was of critical nature for the future fit-off of the various specialist laboratory items. PS Structures arranged Ascon survey, pre and post slab installations to ensure that they fully complied with the strict tolerances that were required. The Laboratory furniture required innovative considerations from design to construction. The process included input from client, architect, builder and laboratory furnishing contractor. Westlab was involved in the supply and install of the laboratory furniture and helped design and manufacture more than 750 linear metres of benching, interchangeable cabinetry, specialist cabinetry ventilation, equipment rollers and multi-purpose storage systems. The specialist joinery items featured fully integrated systems including service spines, which had to be carefully coordinated with the structure and floor finishes. PS Structures had to pre-install sections of vinyl to allow the installation of the services spines ahead of the laboratory fitout.

Specialist team brought in As part of the construction process PS Structures had nominated some areas as early access areas to allow the client to complete their specialist fitout works concurrently with the base build construction process. The specialist team consisted of international and interstate technicians who had to complete the installation of an automated chemistry track with a total length of 40 metres, which automates the testing of blood samples. This track required a specialist installation team with limited availability and, as such, PS Structures needed to carefully manage the construction program to ensue this could be installed. Impulse Plumbing, commercial hydraulic contractors located in Canning Vale WA, were proud to work with PS Structures on both the Western Diagnostics fitout and relocation projects. Works completed on the project by Impulse Plumbing were hot and cold potable and non-potable flow and return ring mains; reverse osmosis, pure clear water ring main; laboratory fitout of all specialised hydraulic equipment; dedicated Covid-19 laboratory; and installation of laboratory equipment. Discus Print & Signage were commissioned to design, produce and install over 200 linear metres of window graphics for the Western Diagnostics fitout. Working with PS Structures and the client, three geometrical environmental graphics were chosen from the Discus online design library and printed to dusted film using white ink technology. The result is an aesthetically pleasing window glazing solution that achieves privacy and identifies three different work zones.
