Section 7 Municipal Engagement and Assessment Reports

The Brandywine Flood Study engaged thirty-eight municipalities across the Brandywine watershed to contribute flood inventory information. The Flood Study partners met with municipal staff from multiple departments, including executives, elected and appointed officials, directors of public works, directors of emergency services, and contracted engineers, among others.

Conducted from September 2023 through April 2024, municipal outreach meetings included a set of guiding questions regarding specific impacts and locations of flooding for individual and recurrent flood events. In addition, the project team reviewed municipal separate storm sewer system (MS4) permits, projects within the County Hazard Mitigation Plans, and emergency communication systems and preparedness plans with each municipality.

The municipal inventory and assessment incorporates the Flood Study’s build-out analysis that models possible future land-uses within each municipality, primarily identifying development and open space preservation. At the municipal level, the build-out analysis can be a useful tool to consider the impacts of stormwater management and flood mitigation of potential land development to accommodate the predicted future population growth within the watershed.

The culmination of the municipal outreach and recommendations for flood mitigation are reflected in the following Municipal Flood Inventory and Assessment Reports.

The first page of each Municipal Flood Inventory and Assessment:

• Municipal Summary: Includes Landscapes3 designations (for municipalities in Chester County), location, and watershed features.

• Open Space Inventory: A pie chart displays the percentage of developed, undeveloped, and protected land within the municipal boundaries, and notes if there is dedicated municipal funding for the purpose of open space preservation. County- and state-allocated open space funding programs are not reflected here.

• Build-Out Analysis: A tool that incorporates the development potential allowed by existing zoning regulations under existing municipal regulations.

• Structural and Non-Structural Recommendations: Suggestions from the Brandywine Flood Study for each municipality.
