Davenport bridge assessment goes forward: Murray Environment minister says there’s nothing he can do to stop process RAHUL GUPTA rgupta@insidetoronto.com The Ontario Minister of the Environment says he can’t step in at the last minute to halt the start of an assessment for the controversial Davenport Diamond overpass project. In a letter to Davenport MPP Cristina Martins, Glen Murray said he can’t stop the six-month Transit Project Assessment Process (TPAP), scheduled to begin today, because Metrolinx has satisfied all the requirements for the assessment to proceed. In his letter to Martins sent on Tuesday, the minister says Metrolinx, as the “proponent” for the project has properly consulted with stakeholders about its plans, including holding multiple meetings with the public. The provincial transit planning agency has also notified the Ministry of the Environment of its intention to proceed with the TPAP, as required by provincial law. “Unfortunately, as the TPAP is proponent-driven, I do not have the authority to delay the submission of a Notice of Commencement as requested by your constituents,” writes Murray in the letter which was posted to Martins’ Facebook page. During a raucous public meeting last week, Martins promised to write Murray to request halting the bridge study until concerns raised by the public were addressed. While he can’t intervene directly to stop the assessment, which is required by law to evaluate the impacts any large transit infrastructure project

could have on the environment, Murray says Metrolinx will have 120 days to receive and respond to concerns about the bridge plans from other regulatory agencies or members of the public. After the 120 days is up, all responses must be included in the final project report, which must then be approved by the ministry. Public objections can still be made after the report is submitted to Murray. It’s within the minister’s jurisdiction to approve, reject or allow the project to proceed with conditions. At the meeting last week, the agency pledged to boost the budget for the bridge to more than $200 million as well as reduce its total length. Metrolinx also committed to pursue design options, which will lessen the visual and noise impact of the 8.5 metre high bridge. But the residential group Options for Davenport, perhaps representing the most vocal opposition of the bridge, wants a study of a tunnel included in the TPAP report, which Metrolinx has rejected. The group said the decision to let the TPAP proceed set a “horrible precedent” for other communities where Metrolinx is planning to build infrastructure, and asked Premier Kathleen Wynne to personally intervene. “To say the least, we are disappointed; it feels like the Ontario government is passing the buck,” said Sam Barbieri, the group’s spokesperson in a statement to The Villager. “Every elected official in Davenport – our city councillors, our MPP and our MP – has clearly communicated their concerns with the project and a request to delay the environmental assessment until these concerns can be addressed. How is it that an agency of the government can ignore the residents and every elected official in the riding? Who is Metrolinx accountable to, if not to the public?”

Connie Centanni, a Dupont Street and Salem Avenue area resident who said she was seven when the mall opened in 1972, said she’d love to see more retail stores. “Definitely more shops to make it more shopper friendly. I hope they don’t take away FreshCo.” Centanni recalled when the mall opened, its stores were all “high end.” Davenport Village resident Matt Park said he’s keeping an open mind about the project. “I think it’s an opportunity to build a vibrant new community here,” he said. The open house served to introduce Freed and ELAD Canada to the community. “We’ve been working very closely with (Davenport Councillor) Ana Bailão,” said Melanie Hare, a partner at the urban design firm Urban Strategies Inc. “There will be retail going forward; some residential; some office space. They do know they’d like to maintain the retail space. We’re here to listen today.” An application is expected to be made to the city at some point this year, Hare added.

“It’s very early days. We don’t have designs here because there are no designs to show yet,” she said. “It’s important to know what the community wants.” Currently, the property is zoned for as many as three towers. “This is the first step in a long process, to meet the community and get a pulse and then work collaboratively towards a vision,” said project spokesperson Danny Roth. Lifelong area resident Laura Aurora shared her fears toward the project. “I’m 100 per cent against this because we’re going to lose our essential services – like the pharmacy and TD Bank,” she said. “I’ve got my

dentist here. I’ve been going since it opened in 1972.” She said she’s concerned that the neighbourhood will lose its grocery store, an amenity the area doesn’t have many of. “The Dufferin bus is too full,” Aurora said. “What will happen if you’ve got 2,000 people living in condos here? Why don’t developers think about this before they build?” Added local resident Mirella Costino, who has lived in the area since 1969: “(The mall) is convenient. I like that the stores are all together under one roof.” Bailão called the project an important one for the community. “It’s a big site that can have huge potential to change the community,” she told those who had gathered at the open house just before noon. “It’s the feedback we give (the property owners) that’s going to make this a special project.” Peter Freed, the site’s co-owner, said he is looking forward to working with the community. “We love the community – that’s why we invested in it. We think it’s got a great vibe,” he said. “We look at this as a privilege. The site has a tremendous impact on the community, it’s a huge asset for the community. We look forward to your input.”

Improved crisis training needed for Toronto police

omething needs to change. In the last four years, four people in mental distress have been shot and killed by Toronto police officers. All four shootings happened within minutes of the initial contact with police. In none of these deaths was a mental health crisis worker on scene. On Monday, Const. James Forcillo was convicted of attempted murder in the shooting death of 18-yearold Sammy Yatim. Yatim was behaving erratically on a streetcar July 27, 2013, brandishing a knife. But it seems clear from a YouTube video that members of the public were not in harm’s way and neither were Toronto police officers in imminent danger. Yet, police took a confrontational approach. A situation like Yatim’s required calm behaviour and verbal deescalation. Yatim required a gentle approach to encourage our view him to drop his weapon and walk off that streetcar alive. Time to He did not need to have a gun pointed at him while being change yelled at to drop the knife. But training is now what ultimately cost Yatim his life was less about Forcillo’s approach than the fact that no officer on the scene knew how to handle the situation differently. That’s a major failure of our police’s training when it comes to dealing with people in mental distress. Mayor John Tory said something needs to change when it comes to that training, and we agree. Just hours after the verdict, Tory said, “We must learn and make sure that Sammy Yatim’s death, a dark moment for our city, results in real change.” As a member of the Toronto Police Services Board, Tory will be able to not only demand better police training, but ensure it happens. Police Chief Mark Saunders said his officers’ oneday training in crisis management is adequate and stressed Yatim’s death was an isolated incident. We feel one day is not adequate training for officers. A coroner’s jury looking into the police shootings of Michael Eligon, 29, Reyal Jardine-Douglas, 25, and Sylvia Klibingaitis, 52 – all shot after approaching police with knives or scissors and all considered mentally ill – released its findings in February 2014 and called for better and longer training for police in dealing with such situations. Here we are almost two years later waiting for that training to get better. It can’t happen fast enough.

City’s public housing portfolio starts with funding It’s hard to be hopeful in the best of circumstances, and when you look at the state of public housing in Toronto, it can be difficult not to despair. On Tuesday, Mayor John Tory and Senator Art Eggleton did their best to put a hopeful face on the prospects for Toronto’s public housing portfolio, as managed by the Toronto Community Housing Corporation. The occasion was the release of the final report from the Mayor’s Task Force on Housing. The task force was one of the first things Tory kicked off after his election in 2014. Headed by Eggleton and made up of blue-chip executives and community leaders, the task force has been doing yeoman’s work trying to find a way out of the housing weeds. Task force members, to their credit, did what they could. Last year, they found a way to permit the corporation to renegotiate some of its mortgages to

david nickle the city find more operating dollars. They identified problems with services to tenants on matters such as repairs and safety, and offered up some solutions. And finally, at the end of their tenure, they’ve recommended a bicameral structure intended to divide up the management of existing buildings and the construction of new ones between two new non-profit companies, at a somewhat greater arms-length from city council than the current Toronto Community Housing (TCHC) as it’s currently constituted. Essentially, that plan would put Toronto’s public housing stock into a co-op model. As Tory noted at the news conference, there are 240 co-op-run housing corporations in Toronto, and little is heard of them, presumably because they’re

well run. Going co-op would let the corporation play with its mortgages more aggressively, borrowing against assets to cover the cost of maintenance and also expand the housing stock. And that would allow the corporation to create more mixed-income communities, where more units are rented out at market rates. Without doubt, this all is a step forward. But again, it’s hard to be too hopeful that implementation of the recommendations will be a success, when TCHC is so woefully underfunded. Eggleton made this point right off the top. The giant portfolio of public housing is crumbling, and the repair backlog totals $2.6 billion. Soon, many of the units will be uninhabitable. The TCHC is also operating under a growing operating deficit that could become as high as $200 million in a decade. The federal government has given good indica-

tion there might be some money from Ottawa going to housing renewal and construction. The provincial government, according to Tory, is in a trickier situation and is unlikely to be able to provide much funding in the foreseeable future. In that scenario, what is foreseeable is something a little more sinister: an arms-length, non-profit company determining that the best way to deal with its unbalanceable books is not to take out mortgages, but to begin to sell. Ultimately, Eggleton was right to frame the problem as he did. There are changes that can make Toronto’s public housing portfolio more manageable and the lives of tenants better. But the first of those changes must involve funding. Anything else is just shuffling deck chairs.

Bloor Animal Hospital helps Hope & Shelter Extraordinary Women Series shines light on English writer Virgina Woolf Bloor Animal Hospital is hosting a nail trim-athon and bake sale to raise money for Hope and Shelter, a local group sponsoring at least one Syrian family. From Jan.29 to the 31st, visitors can bring their furry friends to the animal hospital for a nail trim by appointment, with a requested minimum donation of $15. 100 per cent of proceeds will be donated to Hope and Shelter to help Syrian refugees. The group is also working with Humanity First, a humanitarian relief organiza-

tion, to sponsor and resettle the family. Hope and Shelter’s goal is to raise $30,000 to cover the cost of housing and basic support over the family’s first year in Canada. Bloor Animal Hospital wants to help support the cause and will be donating their time for the event. Metrolinx, an agency of the Province of Ontario, is working to transform the way the region moves by building a fast, convenient and integrated transit network across the Greater Toronto and Hamilton Area (GTHA). Part of this plan is to bring frequent and reliable service to communities along the Barrie rail corridor. The Project Metrolinx is moving forward with Regional Express Rail (RER), a program that will provide significant new travel choices on the GO Transit network across the region. Current plans for this rail line include electrified, all-day, two-way service every 15 minutes to Aurora GO Station as well as peak, midday, evening and weekend GO train service to Allandale Waterfront GO Station. The service increase will be phased in over 10 years while Metrolinx builds additional infrastructure. To support this service increase, Metrolinx is planning to build an elevated rail corridor that follows the current GO Transit route between Bloor Street West and Davenport Road. The Davenport Diamond Grade Separation project is intended to eliminate the ‘Davenport Diamond’, one of the busiest train intersections in North America, where CP Rail freight trains and GO Transit passenger trains cross at a ground-level rail crossing. The Process Metrolinx is assessing the environmental impacts of building this new infrastructure according to the Transit Project Assessment Process (TPAP) as prescribed in Ontario Regulation 231/08, Transit Projects and Metrolinx Undertakings. As part of the TPAP, an Environmental Project Report (EPR) will be filed documenting any potential environmental effects and mitigation requirements of the Project. Viewing locations for the agency and public review of the EPR will be published in the Notice of Completion. Roncesvalles Refugee Relief was founded by longtime friends Willitts and Joanne Green during a conversation last summer. They, like many Canadians, have been moved by the current refugee crisis – the danger and devastation that many families are facing as they flee not only Syria, but other places around the world.

“We decided we can’t not do something,” Willitts said, adding she and Green have volunteered together in the past. Since September, the group quickly grew from 10 to 40 members. “You can be as involved or removed as you’d like to be,” she said. It is currently working on a sponsorship agreement with Bloor Street United Church and is seeking to raise $50,000 towards helping a family resettle in Toronto. A member’s garage is full of household items in preparation for the family’s arrival.

The group has yet to be paired up with one. “We’ll be ready to take a family as early as February,” Willitts said. “The more money we raise, the bigger the family we can support.” The Gala FUNdraiser runs from 7 until 11:30 p.m. Doors open at 6:30 p.m. St. Casimir’s Church Hall is at 156 Roncesvalles Ave. Tickets are $100 each. Each ticket includes admission, a drink ticket, food and a bid on an all-inclusive trip for two to the Caribbean.
