Willie Blackmon, Class of 1973, said there has been nothing but positive feedback about the Hall of Honor’s newest inductee. “I met Clarence Sasser in 1969 during my time at A&M,” Blackmon said. “I first decided to put this proposal in a year ago and I didn’t know how supportive everyone would be. We started a petition through the help of [the Woodson Black Awareness Committee] to get feedback about the proposal and every one of the responses was

roposition 6, one of the nine Texas constitutional amendments up for vote Tuesday, would initiate plans to assist in improved water storage. In an effort to increase future water availability, the Texas legislature and the Texas Water Development Board bought forth Proposition 6, a constitutional change that will create the State Water Implementation Fund for Texas, SWIFT, and the State Water Implementation Revenue Fund for Texas. Should the proposition pass, SWIFT will receive a one-time transfer of $2 billion from the Economic Stabilization Fund, also known as the Rainy Day fund. Ben Munguia, program specialist for the Texas Water Development Board, said the lack of rainfall in recent years was the motivation behind the amendment, which serves as a roadmap for the board. “The Texas Legislature created the statutes and developed the plan for Proposition 6 in the 2013 legislative session,” Munguia said. “Their concern over the need for adequate water supplies was in part due to the drought of 2011, when Texas See Court on page 2
