Montreal man faces terror charges in USA

BC Liberals copy, borrow & steal ideas to stay in power B.C. Liberals have proposed dozens of new ideas that were not included in their election platform. The party says it will commit to investments in everything from education to transit to housing affordability, if it can maintain the confidence of the B.C. Legislature. “The May election delivered a divided result. Your government has listened to that result and brings forward this agenda to gain this house’s confidence and, in doing so, the confidence of the people of British Columbia,” says the speech from the throne, read in the legislature by Lt.-Gov. Judith Guichon. “It is submitted with humility and openness to change.” The government is changing its stance on electoral reform, announcing plans to “enable a third referendum” on the province’s voting system. There is no timeline on when this referendum would take place. On the fentanyl crisis, the Liberals are committing to dedicate every dollar from the sale of cannabis to drug education, prevention, enforcement and treatment for those who are addicted to opioids and other drugs. A Montreal man entered the Bishop International Airport in Flint, Michigan Wednesday morning, yelled “Allahu akbar!” and stabbed a security officer in the neck, according to U.S. federal prosecutors. Amor Ftouhi, 49, was arrested shortly after the incident and charged with committing violence at an airport. Yesterday afternoon and evening, Royal Canadian Mounted Police, assisted by the Montreal police, searched Ftouhi’s apartment on Bélair St. in Montreal’s St-Michel district. Montreal police spokesman Benoit Boiselle said the search was being conducted at the request of the FBI, and added that the Montreal police antiterrorism squad was also involved. Mega Heat wave to hit Metro Vancouver A heat wave expected for Metro Vancouver this weekend has prompted a special weather statement from Environment Canada. Forced marriages in Canada is common Samra Zafar was just 16 years old when her mother told her she would be marrying a 28-year-old man in Canada. Against her wishes, Zafar left her Pakistani family’s home in the United Arab Emirates and started a new life with her husband in Mississauga, Ont. Over the next decade, she endured “abuse of all kinds” as she raised two daughters and tried desperately to obtain a

university education and get out of her marriage. She eventually succeeded and is now speaking out about child brides and forced marriage – a problem she says is prevalent, even in Canada. “It’s actually shocking how much it happens here,” Zafar, who is now a successful financial services professional, speaker and human rights activist, told on Thursday. How will B.C.’s NDP pay for deal with Greens? The power-sharing deal struck by the New Democratic Party and Green Party means British Columbians could soon see an NDP minority government propped up by the Greens. But if NDP Leader John Horgan becomes premier, the deal with Andrew Weaver’s Greens would commit the NDP to policies and government spending that was not part of the NDP’s election platform. Under these circumstances, will a Horgan-led government keep the NDP’s election promise to balance the budget and, if so, how? On election day, more than 80 per cent of B.C. voters supported political parties (the Liberals and NDP) that promised consistent balanced budgets. The Greens are the only party that didn’t commit to balancing the budget every year while in power. But the initiatives outlined in the NDPGreen deal - including new spending initiatives - suggest British Columbians could be in store for budget deficits. Making a difference on Canada’s 150th birthday On Canada’s 150th Birthday, when people are coming up with so many different ideas to make a difference, Karim Allibhai thought to

give back to the community in a very special way. “Canada is a country that believes in equality and helping others, this highly motivated me to start up with my idea from a local level and serve at global”, said Allibhai, CEO of the Global Inspired Volunteer (GIV) Society in a telephonic interview with The Asian Star newspaper. Launched on Jun 5, 2017-This organization is a volunteer event management team that supports

non-profit organizations and communities to actively work for achieving their goals. As per Allibhai, the biggest challenge faced by any non-profit organization is finding the skilled and right volunteers due to their limited resources. The organization provides its volunteers with training workshop to enhance their skills in conflict resolution, leadership, communication, firstaid, food safety etc. so as to deliver the desired expertise and help people. Also the volunteers that are serving with the organization are from diverse backgrounds which gives one of its own kind of proficiency at the table. At present the team is working towards UBC’s blockathon, happening in August followed by another UBC event in November 2017. According to Allibhai, He is incorporating the philosophy of business and giving back to the community.

BC Legislature elects Liberal Steve Thomson as Speaker Kelowna-Mission MLA Steve Thomson has been acclaimed as the new Speaker of the B.C. Legislature. The former Liberal forestry minister will preside over the house as Premier Christy Clark's minority government attempts to maintain its hold on power. Thomson was the only candidate for the position and was acclaimed by the legislature Thursday morning. "I can't think of a better choice to set the tone, or a bigger man to enforce the rules," said Premier Clark afterwards, referring to Thomson's roughly 6' 6" frame. NDP Leader John Horgan also liked the choice, saying, "It's good to have a rugby guy in the chair," adding he's found Thomson fair with all members. The Speaker's role in the legislature is normally to maintain decorum and ensure procedures are followed — and to cast the deciding vote in a tie. But in this case that tie-breaking duty is critical because the Liberal government has a

minority of 43 seats in the 87-seat legislature. The government is expected to be defeated as early as next week in a confidence vote by the NDP and the Green alliance — together the parties have 44 seats. Clark has already said she does not expect a Liberal MLA will stay on as Speaker if her party is defeated, meaning the NDP or Greens would likely have to appoint their own Speaker if they are asked to form the next government by the lieutenantgovernor. That would mean both sides of the legislature would be tied with 43 votes, meaning the Speaker could have to cast the deciding vote. Although there is debate here over how a Speaker should vote, according to British parliamentary rules established by John Evelyn Denison — a 19th-century Speaker of the British House of Commons — the principle is to always vote in favour of further debate, or when no further debate is possible, to vote in favour of the status quo.

Police investigate suspicious death of man found at Vancouver’s Kingsgate Mall Vancouver Police are investigating the death of a man who was found in the parking lot of the Kingsgate Mall at Kingsway and East Broadway in Vancouver. Just after 1:30 a.m. PT, a passerby found the man in apparent medical distress. B.C. Ambulance and police responded, and he was rushed to hospital where he died.

How will B.C.’s NDP pay for deal with Greens? Continued from Page 4... This new spending alone would put the NDP’s balanced budget pledge at risk. But there’s more. The NDP-Green deal calls for a basic income pilot similar to the one happening in Ontario. (The Ontario version costs $50 million annually.) Additional spending increases will be needed for other new commitments made by the NDP in their pact with the Greens, including the creation of an essential prescription drugs program, an innovation commission and a new task force on the economy. According to the agreement, the budget for the latter two initiatives will be decided jointly between the NDP and Greens at a later date. To pay for the new spending required to gain support from the Greens, a Horgan-led government would either have to cut other spending, raise taxes or run a deficit. However, the uncertainty - particularly from the potential for higher taxes - will undermine the province’s attractiveness as a place to do business. If a Horgan-led government decides to raise taxes to pay for new spending to appease the Greens, it will come on top of economically-damaging tax increases (including personal, business and carbon tax hikes) already proposed in the NDP platform. Running a deficit and increasing government debt would also be problematic. A deficit today is nothing more than a tax that must be paid by taxpayers in the future. Adding debt will leave businesses and households uncertain about future tax hikes, and that uncertainty impedes investment and entrepreneurship today. Increased government debt can also lead to higher debt interest payments, which will take away resources from the public programs that British Columbians value. To alleviate some of the uncertainty in what has become an uncertain time in B.C., and to inform British Columbians wondering about the future, the NDP should clarify whether it remains committed to a balanced budget and how it intends to pay for its deal with the Green Party.

Recently we got a chance to meet up with Gursharan Nijjar, Bill Gill and Kulwinder Bhela, who have collaborated their expertise in the field of used car dealership and their ethics to build Canadian Motors. Forced marriages in Canada is common Continued from Page 3... “Since I have started speaking up about it, I get approached by women and girls all the time.� Forcing very young girls into marriage is a serious problem all around the world, activists say. In Canada, marriage laws vary among provinces and territories, with the legal age of marriage generally set at 18. However, in many provinces, a person with consent from both parents can be married at age 16 or 17. Those exceptions can lead to forced marriage because the bride’s consent is not explicitly sought, said Saadya Hamdani of Plan Canada, an international organization that supports social justice for children in developing countries. “The cultural value that is attached to

marriage is a very big problem,� Hamdani told CTV’s Your Morning. 100 In September 2013, the South Asian Legal Clinic of Ontario released a report 95that counted 219 confirmed or suspected cases 75 100 of forced marriage in Ontario and Quebec from 2010 to 2012. In 57 per cent of the 95 cases, people were taken out of Canada to get married. Major fire destroys 7 businesses in Vancouver’s Kerrisdale neighbourhood A major fire in Kerrisdale has destroyed seven businesses and one residential suite overnight. Dozens of Vancouver firefighters were called to the three-alarm fire at Maple Street and West 41st Avenue around 8:30 p.m. Thursday. The businesses include a few clothing stores, an ice cream shop, a hair salon and a pizza place. Originally it was reported six businesses had been destroyed but that number has now been updated to seven.

Crews remain on scene this morning trying to douse the hotspots from the fire. The buildings will also be torn down due to the extensive damage. Smoke could be seen from all over Vancouver when the fire broke out. Assistant fire chief John Dennis told Global News the multiple access points for the fire required a lot of bodies to help fight the blaze. In a statement he said no one was hurt in the fire.

Toronto-born son of Russian spies wins court battle to regain Canadian citizenship The Toronto-born son of Russian spies has won a court battle to regain his Canadian citizenship after it was revoked by Ottawa. The long-awaited Federal Court of Appeal decision in Alexander Vavilov’s favour is the latest twist in an intriguing espionage saga that spans continents and cultures. Vavilov was born in 1994 as Alexander Philip Anthony Foley to Donald Heathfield and Tracey Ann Foley. The following year the family – including an older boy, Timothy – left Canada for France, where they spent four years before moving to the United States. Alexander’s life unravelled one day in June 2010 when the U.S. Federal Bureau of Investigation turned up at the family’s Boston-area home.

“I remember vividly the FBI agents entering our house with weapons as I walked down the stairs,” he said in an affidavit filed with the court. “My parents were handcuffed in front of my eyes and I was led to a dark car outside without being told why my parents were being arrested.” In all, 11 people – four of whom claimed to be Canadian – were indicted on charges of conspiring to act as secret agents in the United States on behalf of the SVR, the Russian Federation’s successor to the notorious KGB. The FBI said Moscow had instructed Bezrukov and Vavilova to gather information about U.S. foreign policy. They apparently communicated with Russian spymasters through special computer software that embeds secret messages in images.

Alcohol responsible for more hospital admissions than heart attacks last year There were more hospital admissions in Canada last year for alcohol-related conditions than for heart attacks. Alcohol poisoning, alcohol withdrawal, liver disease, chronic alcohol abuse and other

conditions that are “100 per cent caused by the harmful consumption of alcohol” accounted for about 77,000 admissions, according to a report released Thursday by the Canadian Institute for Health Information (CIHI). That’s 212 each day, on average, not including those who were treated in emergency departments and released. The 2015–2016 year was the first time CIHI has looked at this statistic, believing that

its impact on the health system can provide insight generally into the harms caused by alcohol. “Our expectation is that this will be an important indicator for monitoring public health,” said Geoff Hynes, manager of the Canadian Population Health Initiative for CIHI. “We can look at patterns, which could inform what governments and the health system can do to address these high numbers.” In the absence of any previous data to compare, CIHI related the figure to that of admissions for heart attacks in the same period, which was 75,000. Leading cause of injury and death Excessive drinking carries a number of known health risks, including illnesses such as pancreatitis, liver cirrhosis, diabetes and cardiovascular disease — not to mention the risk of death. In 2015, there were 5,082 alcoholattributable deaths in Canada, according to a study by the Institute for Health Metrics and Evaluation cited by CIHI. In fact, the Public Health Agency of Canada

says alcohol is a leading cause of injury and death in Canada, including those resulting from impaired driving and from illnesses with known links to alcohol, like certain types of cancer. For instance, in 2014–2015, the average cost for hospitalization that was entirely caused by alcohol was estimated at $8,100, compared to the average hospital stay for other causes at $5,800. That’s mostly because of longer stays

(11 days on average compared to seven days, respectively). Taking into account law enforcement, lost productivity as well as prevention and research initiatives, the estimated total cost of alcohol-related harm in Canada was more than $14 billion in 2002, the most recent year for which this data is available, CIHI said. About $3.3 billion of that was directly related to health care.

Police in Squamish are asking for the public’s help to solve a homicide case in the community. On June 14, officers were called to a burned vehicle on the Cheekye Forest Road. When they arrived, they found a dead man inside the truck, a 2000 red GMC Yukon XL. Escalating student debt blamed on parental spending Total student debt in Canada has risen by 6.2 per cent a year over the last 10 years to $42.9 billion, according to a new study by research company Strategic Insight. A lot of that debt, the report says, can be blamed on parents who have spent so much money they don’t have enough to save for their children’s college or university fund.

Debt may actually be an intergenerational problem, says Strategic Insight’s senior managing director, Carlos Cardone. “There is almost like a spillover effect,” said Cardone. “Families are dealing with more debt, and as a consequence of that, they may not have the capacity to save all the money they would like to save for things like education.” Statistics Canada says the estimated cost of a four-year degree — before the cost of books, transportation or living expenses — is $24,492 on average. Cardone says even families with high incomes often only tend to have enough

savings to cover a year-and-a-half or two years of post-secondary schooling. A significant student debt, he says, could well stretch into retirement. Experts say the impact of parental debt on future generations could turn out to be a lifetime of owing money, from their student years to retirement. “I think we have to worry about generations in their prime child-bearing and rearing years who are particularly squeezed by money pressures,” said Paul Kershaw, a professor at UBC’s School of Population and Public Health. “That group is struggling so much more to cover their cost of housing which makes it hard to save for their kids’ post-secondary which is going to make it even more challenging when their kids are 18, 19, 20 years old and trying to go to college.” Also increasing very fast over the past few years is the use of registered education savings plans — but it’s not enough to slowdown the growth of debt. “The savings that are accumulating in those plans are not sufficient to finance the entire education of many students,” said Cardone. “Even those who manage to accumulate the most money tend to average around $14,000 or so, which is well below the cost of a four-year university degree in Canada.”

Vancouver most expensive city in Canada – but ranked 107th in the world: Report Vancouver has surpassed Toronto as Canada’s most expensive city, according to Mercer’s latest cost of living survey. Up thirty-five places from last year, Vancouver (107) has overtaken Toronto (119) to become the most expensive Canadian city in Mercer’s 2017 Cost of Living Survey ranking, followed by Montreal (129) and Calgary (143). Ottawa (152) is the least expensive major city in Canada. “The Canadian dollar has appreciated in value triggering the major jumps in this year’s ranking,” the report said. The survey covers 209 cities across five continents and measures the comparative cost of more than 200 items in each location, including housing, transportation, food, clothing, household goods, and entertainment. Governments and major companies use data from the Mercer survey to protect the purchasing power of their employees when transferred abroad. In general, Asian and European cities – particularly Hong Kong (2), Tokyo (3), Zurich (4), and Singapore (5) – are the most expensive cities for expatriates. The most expensive city, driven by cost of goods and security, is Luanda (1), the capital of Angola. Other cities appearing in the top 10 of Mercer’s costliest cities for expatriates are Seoul, South Korea (6), Geneva, Switzerland (7), Shanghai, China (8), New York City, U.S. (9), and Bern, Switzerland (10). The world’s least expensive cities for expatriates, according to Mercer’s survey, are Tunis, Tunisia (209), Bishkek, Kyrgyzstan (208), and Skopje, Macedonia (206).

Vancouverites, who are dealing with a housing affordability crisis, may have a hard time believing the city ranked behind — and is cheaper than — 17 U.S. cities including Seattle (76), Minneapolis (86) and Detroit (95). Detroit, meanwhile, was also named the worst American city to live in in a separate report released Wednesday by 24/7 Wall Street.

“Overall, U.S. cities either remained stable in the ranking or have slightly increased due to the movement of the U.S. dollar against the majority of currencies worldwide,” the Mercer report said. Abbotsford School District releases report into deadly stabbing of student last fall The Abbotsford School District has released a report with 31 recommendations following a deadly stabbing that killed one student and injured another last Nov.

The recommendations include revisiting a number of safety measures during lockdown situations, and overall safety and access to schools. One includes installing a barrier between the Fraser Valley Regional public library and the school’s library, to better manage school access. The report also mentions a review of the location of school offices and building security improvements where feasible. On Nov. 1, 13-year-old Letisha Reimer died after a man entered Abbotsford Senior Secondary and stabbed her and injured another teen girl.

City of Vancouver inches towards ban on coffee cups, foam containers The City of Vancouver is looking to reduce the number of coffee cups, plastic bags, and take-out containers cluttering up the city’s garbage dumps — and bans aren’t out of the question. Over 2.6 million coffee cups make their way into Vancouver landfills every week, according to a new report from the city. “[The cups] take up about 22 per cent of the volume of our on-street garbage system, and they’re costing us literally millions of dollars to deal with,” said Coun. Andrea Reimer. Since February 2016, city staff has researched ways to reduce single-use waste — disposable cups, plastic bags, and foam

packaging and containers — in order to meet the city’s 2040 Zero-Waste goal. 100 On Tuesday, strategies to reduce the waste will95 be presented to council. Abbotsford police release security photos of tire store arson suspect Abbotsford Police Department has released surveillance photos showing a person fleeing the scene of a fire that destroyed an OK Tire early Saturday morning. In a statement, they said the two were taken to hospital as a precautionary measure.

Acting Richmond Fire Chief Tim Wilkinson said other people were under observation, but hadn’t shown any symptoms and weren’t in need of medical attention. The CBSA said early tests concluded that the substance was not fentanyl or any biological agent. More testing will be done to determine its exact nature. Around 6:30 p.m., Wilkinson said the level of risk had been reduced to minimal.

Premier Christy Clark pledges $1 billion for new child care spaces Premier Christy Clark said her government will offer to spend $1 billion to make child care virtually free for middle-income families when her government returns to the legislature Thursday for its throne speech. Clark said the proposed new funding to help parents find affordable child care and early childhood education is one of the lessons her party learned from voters when it lost seats in the May 9 election. “When you need child care, you need it now,” she told a told a B.C. Liberal party women’s lunch event on Wednesday. “People said in the election they wanted us to do more on child care, we heard that really loudly and clearly,” she told reporters after her speech. “Elections are about listening to people and responding, it’s not about stubbornly saying you know what’s right.” The money would come from amending February’s Liberal budget, said Clark, and would create 60,000 new spaces over four years, in addition to 13,000 new spaces promised earlier by her government.

It would also include a full subsidy for families that earn up to $60,000 a year, and a partial subsidy for incomes up to $100,000, potentially making 150,000 families eligible for financial support, said Clark. That means for families up to the $60,000 mark “it’s going to be low or no cost” for childcare spaces, said Clark. Currently, the government offers full child care subsidies to families with household incomes of fewer than $40,000, so the change expands that support up to the $60,000 mark. The full amount of savings will vary depending on the region of the province and cost of the childcare space, say government officials, but could mean free spaces for some parents and a cut of around 50 per cent to the amounts already being paid by some families. The partial subsidies for families earning up to $100,000 are new. “There will be those who say we are only doing it because we want to get votes,” said Clark. “What I would say to them is voters have spoken, they have told us what they wanted us to do.”

Abbotsford police have seized a number of drugs and have arrested an 18-yearold man in relation to the gang conflict throughout the Lower Mainland. A search warrant was executed June 7 at the home of Akshay Sachdeva, 18. During the search, police found several controlled substances, including fentanyl. Police said Sachdeva had been identified as being linked to the Lower Mainland gang conflict that first started as a drug turf war in the Townline Hill neighbourhood of Abbotsford. The investigation has since been expanded and now includes officers and suspects from other jurisdictions. Sachdeva has since been charged with four counts of possession for the purposes of trafficking in controlled substances. At the time of his arrest, he had been released on conditions relating to a May 2017 assault charge. News of the arrest was made public exactly a week after Abbotsford police arrested another teen related to the same conflict. Inderdeep Minhas, 18, was arrested June 14 after he failed to appear in court on three gun-related charges. Maple Ridge residents pack meeting about recovery home Dozens of residents packed a meeting last night in Maple Ridge to voice their frustrations about a council proposal to regulate and manage recovery and transition houses in the city. With tension running high between some residents, the homeless and city council, the gallery was overflowing at the meeting Tuesday night. The council is considering a bylaw amendment that would help regulate existing recovery homes, allowing them to operate in residential areas as long as there are under 10 people inside each home. Resident Kathy Pring told the council she’s concerned the proposed rules could encourage homeless people from other cities to come to Maple Ridge. “We are being saturated. That old saying feed them and they will come — that’s exactly what we’re doing,” said Pring after the meeting. But Mayor Nicole Read said the meeting provided a chance for councillors to explain the proposed amendment is actually aimed at controlling unregulated recovery homes

Woman arrested after 7 kilos of heroin found in her luggage testifies A woman who was arrested at Pierre Elliott Trudeau International Airport after seven kilograms of heroin were discovered in her suitcases testified in her own defence at the

Montreal courthouse on Wednesday. “I have so many things to tell you guys today,” Serena Narinesingh told the 12-person jury that will ultimately decide whether she is guilty of smuggling 7.7 kilograms of heroin into Canada. “It’s been two years since I’ve been (detained) in jail,” said Narinesingh, who is also charged with possession of heroin with intent to traffic. “Welcome to the nightmare of my life,” she said, not quite one minute into her testimony. At that point Superior Court Justice Daniel Payette excused the jury from the courtroom to address Narinesingh’s lawyer Steve Hanafi. Payette’s reason for excusing the jury at that point cannot be reported because it was not given to the jury members when they returned. When she was sworn in before testifying Narinesingh, a resident of Vancouver, listed her occupation as “chef.” The jury has heard evidence that she described herself as “a nanny from B.C.” when a Canada Border Services Agency officer asked her what she did for a living in July 2015, just before her two suitcases were searched at the airport. But during her testimony on Wednesday,

she said she worked as a caterer who specializes in Caribbean food and an escort “for companionship and not sex.” She said she also worked at spas offering sensual massages that involved “body sliding.” “I make $4,000 to $10,000 a week. I know how to work in the right way, in a legit way,” she said. “I’m very good at what I did. I was very successful.” The 28-year-old woman told the jury that the past two years of her life, spent in detention, have been difficult. She said she suffered a miscarriage while detained at the Tanguay Detention Centre shortly after her arrest in 2015. “I was sleeping on the ground. I wasn’t taking care of myself,” Narinesingh said, adding she is diabetic. “I weighed 150 pounds when I went into jail. Now I weigh 115. So think about that, please.” Narinesingh rambled at times during her testimony but when Hanafi asked her about a boyfriend in Kigali, a man named Abdullah, she provided testimony that seemed to apply to her case. “I know that I’m in this situation because of (Abdullah and a relative of his),” she said. “I’ve been in jail for two years, suffering because of what they did to me.” The court was adjourned for the day before Narinesingh could testify about the final day of her visit to Kigali. But when she was questioned about it by RCMP Corp. Kyle Mink on July 18, 2015, she said that her boyfriend placed locks on her two suitcases, and handed her the keys to them, just before she was about to board an airplane back to Canada. Mink testified earlier in the day on Wednesday while being cross-examined by Hanafi that he spoke to Narinesingh again in December 2015. He said she expressed concerns for her safety while they were on the way to a location where she would give another statement to police.

Robbery suspect nabbed by police in Kamloops after chilly swim A robbery suspect in Kamloops may have decided a swim was better than arrest as he tried to evade police early Wednesday morning. RCMP Cpl. Jodi Shelkie says officers were responding to reports of a break-in at a trailer park when a man was spotted jumping into the nearby Thompson River. She says the man was able to swim across the river but he remained in the water on the south shore, clinging to the remnants of an old dock. Officers were eventually able to persuade the 23-year-old to wade to

shallow water and surrender so he could be taken to hospital for treatment of hypothermia. He’s expected to make a full recovery.

Andelina Hecimovic gets 90 days in jail for crash that killed young couple Andelina Hecimovic has been sentenced to 90 days in jail for dangerous driving causing death in a 2010 crash that killed two people. Johnny De Oliveira, 21, and his 19-yearold girlfriend, Beckie Dyer, were driving home after a Justin Bieber concert. An out-of-control car flipped over the median on the Lougheed Highway near Harris Road in Pitt Meadows and ripped the roof off the young couple’s vehicle. Both were killed. At the sentencing Tuesday, family and friends of the victims packed the courthouse, leaving no empty seats. During the trial, the court heard Hecimovic, who was a 23-year-old new driver at the time, was speeding in a rightturn-only lane through a red light before she lost control of her car. The young nurse told the court she had been crying after a difficult shift at Eagle Ridge hospital. The judge ruled Hecimovic’s jail sentence will be served intermittently. Audrey de Oliveira, Johnny’s mother, said she’s disappointed with the ruling, because

Hecimovic will only spend part of the week in jail — Tuesdays to Thursdays — until the whole sentence is served. “She can still live, she can still have a life. She can still work. She can do whatever she wants and she only gets a little bit here and little bit there,” said de Oliveira outside New Westminster Supreme Court. “It’s wrong.” Hecimovic has also been sentenced to two years probation and 120 hours of community service. She faces a three year driving ban. When Hecimovic was convicted earlier this year, Crown lawyers asked for 18 to 20 months jail time. But in delivering his reasons for the 90 day jail sentence, the judge called Hecimovic an “exceptional offender.” “There was no intentional or subjective aspect to her driving. It was one of those situations where she wasn’t paying the attention that was required of any driver,” said Dimitri Kontou, Hecimovic’s lawyer. “That lessens the moral culpability.” The victims’ mothers called that unacceptable.

Think tank leads corporate-funded campaign to sway Canadians on Chinese trade An Ottawa-based think tank, with ties to corporate Canada and the federal government, is spearheading a campaign to persuade Canadians to embrace a free-trade deal with China. As Canada’s negotiators ready for a third round of exploratory trade talks with China, the Public Policy Forum (PPF) is embarking

on a two-year effort, bankrolled by major corporations, to change Canadians’ minds about bilateral trade with the world’s secondbiggest economy. Public-opinion surveys, conducted in April by Nanos Research for The Globe and Mail, found nearly nine in 10 Canadians are “uncomfortable” with the idea of China’s large, government-controlled businesses gaining more access to Canada’s economy – an almost inevitable aspect of any free-trade deal. The poll also found that 66 per cent of respondents want Ottawa to link human rights to trade talks. The first quarterly meeting of the PPF’S Consultative Forum on China takes place in Ottawa on Wednesday and includes executives doing business with China, leading pro-freetrade advocates from academia as well as the head of the Canada China Business Council. Ian Shugart, deputy minister of Foreign

Affairs, will address the gathering. Two highranking federal civil servants sit on the board of the PPF, an organization that advocates policies to promote good governance. The conference is closed to the media. Edward Greenspon, a former editor-in-chief of The Globe, was in a “flurry of meetings” and unable to comment, according to spokesman Carl Neustaedter. “The discussion might be a bit different if there were media in the room, but that doesn’t mean at some point there wouldn’t be,” Mr. Neustaedter said. “But I think the group will probably talk about how will its findings and discussions be communicated.” Even before it opened exploratory talks on a free-trade deal with Beijing, the Trudeau government had expressed concern in briefing notes, prepared by the department of Global Affairs last year, that Canadians are “ill-informed and negatively biased” in their understanding of China. The PPF, which recently completed a federally commissioned report on the state of the media, laid out its plans for China in a background paper about the need to “write a more sophisticated narrative for Canadians” to catch up with Australia and New Zealand, which have signed free-trade agreements with Beijing. “They have forged ahead with freetrade agreements and secured competitive advantages for their economies, universities and workers. Now, Canada is looking at following their path,” the PPF paper said. “As part of any effort the Canadian government must gain a firm grip on Canadian views toward China. Any [freetrade] agreement with China will require a broad social and political consensus built on a solid foundation of support from different quarters.”

the area after receiving reports of shorts fired. A large portion of Fisherman’s Wharf had been blocked off after reports of shots fired this afternoon. Police were called to the area about 4 p.m. The emergency response team arrived soon after. All the boats in the marina were evacuated as a precaution. Tourists watched as heavily armed police with shields walked along the marina, checking boats. None of the spectators reported hearing gun shots. An ambulance is on standby, but it doesn’t appear that anyone has been injured. Officers climbed aboard one boat and waited there for at least half an hour. It was unclear what or who they were looking for. Victoria police have not released any information or commented on whether shots were fired. The emergency response team is typically deployed for high-risk calls where a weapon is thought to be present or when someone is thought to be a threat to themselves or others.

Quebec man found guilty of attempting to leave Canada to join Daesh A Quebec man was found guilty Monday of attempting to leave the country to participate in activities of a terrorist group — becoming just one of a few Canadians convicted of a charge that carries a maximum 10-year sentence. In handing down his ruling, Quebec court Judge Serge Delisle said Ismael Habib’s version of events lacked credibility. “Did Ismael Habib intend to participate in or knowingly contribute to a terrorist activity?,” Delisle wrote in a 15-page judgment. “The entirety of the evidence demonstrates the answer is yes.” The Crown accused Habib of attempting to leave Canada with a plan to join Daesh, also known as ISIS, in Syria. The case presented by prosecutors

demonstrated that Habib, 29, told an undercover RCMP officer twice on camera and recordings during an elaborate sting operation in February 2016 he wanted to travel to Syria to join Daesh. He told an RCMP agent acting as the boss of a phoney passport ring that religious beliefs were behind his decision to leave for Syria to join Daesh: that he wanted to live in a Muslim majority country that practised sharia law. Habib said he was prepared to do everything except commit an act of terror on Canadian soil. His lawyer argued the confessions obtained through a Mr. Big sting operation were unlawful — an argument Delisle rejected. The judge picked apart the defence’s position that authorities coerced a confession

out of his client and that he was desperately trying to reunite with his wife and children somewhere in the Middle East after being

denied a passport. “There is no doubt in the present case that the intention to leave Canada is implicitly conceded elsewhere (in the evidence) by the accused,” Delisle ruled. “The court concludes that even though he

wanted to join his wife and children . . . his goal was to go and fight with IS.” There is relatively little jurisprudence related to the charge as it was only added to the Criminal Code in 2013, federal prosecutor Lyne Decarie told reporters. “The Crown is of course satisfied because we were asking that he be found guilty and we didn’t think his version was credible,” she said. Habib is the first adult in Canada to be convicted after going to trial on the charge, but there are two other cases involving the charge — one of an Ontario man who pleaded guilty and another of a Montreal teen convicted following a trial in youth court. Defence lawyer Charles Montpetit believes there is room for clemency for Habib, considering he “wasn’t necessarily a man who was motivated to do bad things here in Canada.”

No charges laid after video shows Ontario woman’s racist rant at walk-in clinic A video showing an agitated woman demanding her son be examined by a “white doctor” at a Toronto-area walk-in clinic is sparking online outrage, as some medical groups say demands for physicians of a certain race cannot be accommodated. In the video, which was posted online Sunday and has since been viewed more than 100,000 times on YouTube, the woman becomes increasingly belligerent as she repeatedly asks to see a doctor who “doesn’t have brown teeth” and “speaks English.” As the unidentified woman repeats her demands, the video shows others in the waiting room confront her, calling her behaviour unacceptable and racist. Peel Regional Police say they were called to a clinic in Mississauga, Ont., shortly after 12:30 p.m. Sunday on reports of a disturbance. Spokesman Const. Mark Fischer says a woman was being verbally aggressive in requesting that a white doctor attend to her son. He says the woman’s son eventually received treatment, and the case was closed with no charges laid since no one was hurt and no threats were made. Many took to social media to decry what they described as the casual racism at play in the incident. “Are you really going to deny your child who is sick care just because the doctor (who is a licensed professional!!!) isn’t white???” one person wrote on Twitter. “The video of the ‘white doctor’ woman made me cry pretty hard. It made (me) happy too. I’d rather see racism in public, not hidden in the public,” another wrote. Patients do make these types of requests occasionally, though in some areas it may more commonly be to ask for a doctor of a specific gender, said Dr. Alan Drummond, co-chair of public affairs for the Canadian Association of Emergency Physicians. There may be efforts to accommodate patients who would feel more comfortable with a female physician, but it’s often simply not possible, especially in small communities, he said. Generally speaking, “if you’re sick enough to warrant emergency care or urgent care, then you’re sick enough not to be choosy about who it is you see,” he said.

New ‘bail-in’ regime for Canadian banks will ease burden on taxpayer in case of crisis The Canadian government has mapped out the specific process for creating a socalled “bail-in” regime for the country’s biggest banks aimed at keeping taxpayers off the hook in the unlikely event of a bank failure. The bail-in structure, framed by the Department of Finance and complemented by new loss-absorbency guidelines from Canada’s main bank regulator, is part of a global response to the financial crisis of 2008. The banks will have to begin making

changes next year but they will have until November of 2021 to reorganize their balance sheets to accommodate the new rules. Analysts expect the impact on bank earnings and the cost of capital to be minor.

As opposed to a bailout, in which an outside agency such as the government provides financial assistance to a bank that is deemed non-viable, a bail-in involves automatically converting certain debt securities into regulatory capital to stabilize the financial institution. Beginning in 2018, all unsecured longterm senior debt issued by Canada’s largest banks — those that are deemed systemically important domestically — will be convertible into equity should a bank need to be “resolved” or unwound, according to David Beattie, a senior vice-president in the financial institutions group at Moody’s Investors Service. “There is no requirement for incremental capital,” he said. “There may be a slight spread premium for the new bail-in debt when issued.” On Friday, about a year after the government passed bail-in legislation, the proposed bail-in regulations were released for a 30-day comment period. At the same time, and open to the same comment period, Canada’s main banking regulator, the Office of the Superintendent of Financial Institutions (OSFI), proposed a total loss absorbing capacity (TLAC) guideline for the banks.

Liberals set 15-day limit on solitary confinement of federal prisoners The federal government is imposing a cap of 15 days on holding prisoners in solitary confinement, but some say the move is not enough to meet the international bar for human rights. Under a new bill tabled in the House of Commons Monday, Correctional Service Canada will have an 18-month transition period, during which time the cap will be set at 21 days, after it passes in to law. “The objective is to contain that to the absolute minimum. I don’t believe that should be part of our process. We’re moving away from it,” Public Safety Minister Ralph Goodale told CBC News Network’s Power & Politics in an interview with host Rosemary Barton. Watchdog sees sharp decline in segregation He said the bill is part of an overall move by the government to address issues related to inmates with mental illness, the over-representation of Indigenous people behind bars and the overuse of segregation with policy, legal reforms, and budgetary spending. Proposed time limits are subject to safety and security requirements, as well as ensuring reasonable alternatives are available. Under the new legal regime, an independent external process will review when a prisoner is kept in segregation beyond the presumptive time limit, or if an inmate is placed in segregation for 90 cumulative days

Three men accused of trafficking 45 kilograms of cocaine worth $4.5 million dollars have been let off the hook because it took too long for their case to get to trial, a Calgary judge has ruled after the Supreme Court of Canada clarified its intentions last week regarding the rules of unreasonable delay. Christopher Scher, Michael Janecek and Steven Doporto were arrested in January 2014 and each faced charges of conspiracy to import cocaine, conspiracy to traffic cocaine, trafficking cocaine and possession for the purpose of trafficking. The 15-month investigation began in 2012 when the Nevada Highway Patrol arrested Austin William Hill — who would later receive a plea deal — during a traffic stop and discovered the cocaine that had been

Liberal ministers, MPs were ‘accosting’ senators to vote against amended budget bill, senator says Senior Liberal cabinet ministers and MPs with the party engaged in last-minute lobbying efforts outside the Senate chamber Tuesday evening, trying to fend off efforts to amend the government’s budget bill. Finance Minister Bill Morneau, House leader Bardish Chagger and various Liberal MPs pulled aside a number of Senate Liberals and Independent senators on their way into the chamber, hoping to bend their ears before they cast votes on whether to back a Conservative amendment to remove yearly, automatic hikes to the excise duties on alcohol. “I’ve never seen this in the eight and half years that I have been here in the Senate: Liberal MPs and ministers hovering in front of the

Senate door, and accosting senators. Imagine,” Conservative Senator Leo Housakos, chair of the powerful internal economy committee, said in an interview. Some of the MPs stood behind the bar separating the entrance from the Senate floor while the vote was held — an unusual move, as visitors to the chamber usually sit in the gallery above. MPs do have the right to sit or stand behind the bar but rarely do so in the numbers witnessed Tuesday. “I don’t know if it was an attempt to intimidate, but it certainly was an attempt to influence the vote,” Housakos said. A spokesman for Chagger said the efforts were “a continuation of the approach we have

been taking with the Senate in this Parliament — maintaining dialogue as the senators do their work.” But the government advocacy did not have the desired effect, as the amended bill passed report stage 46-32, and cleared third reading Wednesday. Two bills left in limbo, others pass in scramble before parliament breaks for summer After a dramatic end-of-session scramble, Justin Trudeau’s Liberal government has managed to pass another batch of laws, but its budget is still in limbo. High-profile bills were introduced early this week, on access-to-information law and national security. These won’t be debated until the fall, after the House decided to adjourn Wednesday and resume sitting Sept. 18. In the meantime, two bills are still hovering in limbo to be dealt with Thursday, and a list of new laws will get royal assent. As the House of Commons rises for summer — with the Senate still at work — here’s the legislative state of play. It’s a legislative showdown for which the House of Commons has pre-emptively bowed out. Many senators were unhappy with the federal budget, including Senate Liberals, who were kicked out of Trudeau’s caucus in 2013. They spotted myriad issues with the bill, and amended it in Senate committee— despite protestations from Finance Minister Bill Morneau — to remove an automatic escalator that would have paired alcohol tax to inflation. The House rejected the amendments Wednesday, saying the Senate was infringing upon the duties of the elected house. In deciding to adjourn, MPs didn’t wait for the Senate’s decision on whether or not to defer to the House before deciding it’s time for summer. While there’s a healthy appetite for summer in the Senate, too, this dismissal

may cause significant angst it is difficult to predict whether senators will continue to put up a fight Thursday. If they do, the budget bill will be stuck between the houses and the government may have to call MPs back to Ottawa. Also causing a stand-off between the House and Senate is a bill seeking to remove sex-based inequities from registration under the Indian Act. The government had a courtimposed deadline of July 3 to pass the bill, based on a decision from two years ago. The Senate amended legislation in an effort to remove all forms of discrimination from registration, but on National Aboriginal Day, Liberals voted it down (as they voted down similar amendments from both New Democrats and Greens). The House decided to rise, again, before waiting for the Senate’s decision on whether to agree with its version of the bill. If senators fight for their amendment Thursday, they may force the government’s hand in seeking an extension to the court deadline so the bill can wait until September. This week, the Senate passed unamended a Liberal government bill that creates a National Security and Intelligence Committee of Parliamentarians. It follows a campaign promise to create an all-party committee that would monitor the activities of spy agencies and other government bodies that conduct work related to national security.

It is the first Frenchlanguage video ad of Singh’s nascent campaign, and it says a lot about his strategy for winning support in Quebec, a province that is perceived to pose the biggest challenge in the Ontario MPP’s pursuit of the federal party’s top job. “During my youth, my parents were told they weren’t speaking the right language, to the point that they were embarrassed to speak it,” he says in the ad’s voiceover, speaking in a respectable, well-articulated French. “At the same time, I learned that Quebecers faced similar pressures related to their language and culture. Lightning kills 22 in Bangladesh Lightning strikes have killed at least 22 people in Bangladesh in the last 48 hours, authorities said on Tuesday, a week after monsoon rains triggered a series of deadly landslides in the country. The deaths came as storms swept the country on Sunday and Monday, the head of the disaster management department Reaz Ahmed told AFP. Among the dead were a couple and their young daughter who were were working on a peanut farm when they were struck by lightning. Hundreds of people die every year from lightning strikes in Bangladesh and experts say climate change has exacerbated the problem. They also blame deforestation and the loss of taller trees like palms that used to act as lightning conductors. Last year authorities declared a natural disaster when the official toll topped 200 deaths, with 82 people dying on a single day in May. Experts say the true figure is likely much higher as many deaths go unreported. One

independent monitor said 349 people were killed by lightning strikes in 2016. Disaster officials spent several months last year looking at ways to reduce the toll and later came up with a programme to plant a million palm trees. The meteorological department has also

trained 20,000 school students on measures to avoid being struck by lightning. Last week, more than 160 people were killed and hundreds of homes were destroyed in landslides triggered by heavy monsoon rains in the country’s southeast.

US watchdog decries pricey woodland uniforms for Afghan army The Pentagon wasted millions of dollars buying the Afghan army a woodland camouflage uniform that was apparently chosen on a whim and may have made soldiers easier to spot, a US government watchdog said Wednesday. The office of the Special Inspector General for Afghanistan Reconstruction (SIGAR) said the Pentagon may have spent as much as $28 million more than necessary when it decided in 2007 to purchase the dark-green camouflage uniforms. Pentagon officials at the time “ran across” the website of a private company that owned a proprietary camo design and showed these to Afghanistan’s then defense minister, Abdul Rahim Wardak, the SIGAR report said, citing Pentagon officials. He “liked what he saw. He liked the woodland, urban and temperate patterns,” it added. After further consultation with the Afghan defense ministry, officials decided in 2007 to adopt the camouflage pattern containing a “forest” color scheme for army uniforms, “despite the fact that forests cover only 2.1 percent of Afghanistan’s total land area,” SIGAR noted. That decision resulted in the purchase of 1,364,602 such uniforms and 88,010 extra pairs of pants between November 2008 and

January this year. The proprietary design meant the uniforms cost about 40 percent more than nonproprietary camouflage. The highly critical SIGAR report also says officials ordered the uniforms without conducting any formal testing or evaluation. “As a result, neither (the US Department

of Defense) nor the Afghan government knows whether the ANA (Afghan National Army) uniform is appropriate to the Afghan environment, or whether it actually hinders their operations by providing a more clearly visible target to the enemy,” SIGAR said. Special Inspector John Sopko, who periodically releases reports like this documenting US government waste and missed opportunities in Afghanistan, told USA Today the saga was “stupid.” “My concern is what if the minister of defense liked purple, or liked pink?” Sopko told the newspaper.

India-Afghanistan air freight corridor now operational India and Afghanistan established a direct air freight corridor with the first flight from Kabul to Delhi received on Monday by foreign minister Sushma Swaraj. The flight, which carried 60 tonnes of cargo (mainly asafoetida) from Afghanistan, was flagged off in Kabul by President Ashraf Ghani. A similar cargo flight from Delhi to Kabul had earlier carried 100 tonnes of cargo (mainly pharmaceuticals, water purifiers, medical equipment) on June 18, 2017 from Delhi to Kabul. “The arrival of the cargo flight from Kabul to Delhi marked the inauguration of the dedicated air freight corridor. The decision to establish an air freight corridor between Afghanistan and India was taken in the meeting between PM Narendra Modi and

President Ghani in September 2016 during the President’s visit to India,” said the ministry of external affairs in a statement.

The connectivity established through the air freight corridor will provide Afghanistan greater access to markets in India, and will allow Afghan businessmen to leverage India’s economic growth and trade networks for its benefit.

US ‘okays’ sale of 22 Guardian drones to India

The US has cleared the sale of 22 unmanned Guardian drones to India, sources said today, a deal being termed as a “game changer” ahead of PM Narendra Modi’s visit here for his maiden meeting with President Donald Trump. The deal, estimated to be worth $2-3 billion, has been approved by the State Department, sources said. The decision has been communicated to the Indian government and the manufacturer by the State Department yesterday. Sources, who requested anonymity as the deal has not been formally announced, said the sale of 22 predator drones being manufactured by General Atomics is “a game changer” for US-India relations as it operationalises the status of “major defence partner”. The State Department and the White House did not immediately respond to the questions in this regard. An official announcement is expected soon. PM Narendra Modi is all set to leave for his three-nation tour starting June 24. After a stopover in Portugal, the PM will land in Washington DC on June 25. He will attend a CEO Forum on June 25 where top American CEOs of companies such as Walmart, Apple and Caterpillar will be present. The economic aspect of the bilateral relationship is one area where India plans to push forward during the visit and the forum presents that ideal opportunity. Apple’s Tim Cook, Walmart’s Doug McMillon, Caterpillar’s Jim Umpleby, Google’s Sundar Pichai, Microsoft’s Satya Nadella, Pepsi’s Indra Nooyi and MasterCard chief Ajay Banga are some of the heavyweights that are likely to attend the forum.

2 soldiers die in Pak BAT attack Two Indian soldiers were killed by Pakistan’s Border Action Team (BAT) in Poonch sector this afternoon. An armed intruder was also killed, but his body, lying on the Indian side of the Line of Control (LoC), could not be retrieved owing to heavy shelling in the area. Army’s 16 Corps spokesperson said armed BAT intruders targeted an area domination patrol of the Indian Army around 2 pm today, but the bid was foiled. “Pakistan’s BAT personnel were around 600 metres inside Indian territory and 200 metres away from our post when the attack occurred,” the spokesperson said. The Army gunned down an intruder while another was injured. However, taking advantage of the cover fire by the Pakistan army, he managed to return to the Pakistan side. Incidentally, the BAT action came at a time when the BSF and Pakistani Rangers were celebrating Baba Chamliyal mela. — Kulbhushan Jadhav, a former Indian Navy officer on death row for alleged espionage and subversive activities in Pakistan, has filed a mercy petition to the Pakistan army chief amid the release of his “second confessional video”.

Barring the Nitish Kumar led-JD (U), which abandoned Opposition ranks yesterday to support the ruling NDA’s nominee Ram Nath Kovind, all others who attended the first meeting on the issue came today. The name of BR Ambedkar’s nephew, Prakash Ambedkar, was mentioned later by the CPM but wasn’t part of those proposed among the main probables. “seniormost leader present”, she requested him to propose the three nominees out of which Kumar was unanimously chosen. “Ms Meira Kumar has fine personal and family credentials. She is the daughter of Babu Jagjivan Ram, a great freedom fighter and former Deputy PM. She was an IFS officer who quit to join politics. Meiraji was first elected to the Lok Sabha in 1985 and later to the 11th, 12th, 14th and 15th Houses. She was minister for social justice and water resources in the UPA government and the first woman Speaker of Lok Sabha,” Congress’ Ghulam Nabi Azad said after the decision. Karnataka waives farm loans up to Rs 50,000 Facing pressure from farmers and Opposition parties, the Karnataka Government today announced a crop loan waiver up to Rs 50,000 per farmer, that will cost Rs 8,165 crore to the state exchequer. The waiver will help 22,27,506 farmers who have obtained loans from cooperative banks, CM Siddaramaiah said in the Assembly. Karnataka is the fourth state this year to take the step following Uttar Pradesh, Maharashtra and Punjab. The state is headed for polls next year. Uttar Pradesh was the first state to announce a Rs 36,359-crore farm debt waiver for small and marginal farmers. This was followed by a Rs 30,000-crore waiver by Maharashtra. On June 19, Punjab too announced waiving crop loans up to Rs 2 lakh of small and marginal farmers and a flat Rs 2 lakh relief for all marginal farmers, irrespective of the loan amount. Siddaramaiah

said unlike in Uttar Pradesh, the order to this effect would be issued immediately. Karnataka has been reeling under successive years of drought with the last two being severe. Earlier, Siddaramaiah, accused by the Opposition BJP of “dilly-dallying” on the issue, had put the onus on the NDA government at the Centre, saying it had to take the initiative to waive loans borrowed from nationalised and Grameen Banks which came under its ambit. Raising the political pitch, BJP state president BS Yeddyurappa had announced a statewide stir. While making the announcement today, Siddaramaiah demanded that the Centre should now come to the rescue of farmers by waiving the loan obtained from nationalised and Grameen Banks. He said the state government’s move would only benefit 20 per cent farmers.

Sohan Lal was taken into custody by the Pakistan Rangers and was shifted to Lahore Jail, where he was lodged till his release today. “As Sohan Lal was mentally disturbed during those days, he had mistakenly crossed the border three years back,” she recalled. Since then, it has been a persistent struggle for Sukhvinder to meet anyone who could be of help to get him back home, and to keep alive the issue. “We approached all forums,” she said, adding that it was all due to the

media’s constant pressure that the authorities worked assiduously to secure his release. “We met politicians, officials and senior BSF officers,” she said, expressing her gratitude

to the Border Security Force for effectively taking up the issue with the Rangers. Assam gets Rs 283-cr WB loan for reforms project The World Bank has approved a loan worth Rs283 crore ($44 million) for the Assam Government to enable it to implement the Assam State Public Finance Institutional Reforms (ASPIRe) project. The project aims to improve the predictability and transparency in budget execution and efficiency in tax administration in the state. While all government departments and functionaries, especially finance, taxation and excise departments, will benefit immensely due to this project, the citizens of Assam will also see transformative benefits accruing to them through efficient processes, better service delivery such as electronic payments and collections for services, transparent public procurement and enhanced tax payer services. Reduction in the share of discretionary expenditure in last quarter of financial year, public access to key budget execution reports and procurement contracts, and reduction in cost of collection of tax revenue in taxation and excise department are the core objectives of this project. The ASPIRe project is based on three components that act as pillars for institutional reforms. The first component focuses on ‘strengthening public finance institutional

capacity’. This component not only includes systemic reforms but also capacity building of the officials who run the system.

The second component is ‘strengthening expenditure and revenue information systems’. For a smooth and easy execution of the first two components, and to create a sustainable impact, a third component on ‘project management, monitoring and evaluation, and coordination’ is also included in the project. since the protests broke out in Mandsaur, has now risen to 17, as per reports. The UP loan waiver has been the trigger of these protests in several states. Gujarat scripts yoga world record Ahmedabad: Gujarat created a new world record of yoga with 54,522 people simultaneously performing yoga at one place, breaking the previous record of over 35,000 people performing the act in New Delhi in the presence of Prime Minster Narendra Modi on the International Yoga Day two years ago. The waterlogged streets in Guwahati city after a heavy downpour turn deathtraps and it has been proved once again on Thursday morning when a man was electrocuted to death while he was walking through a deluged city lane in Zoo Road area after the heavy shower. Another person was injured because of electrocution. This happened close on the heels of death of two persons, including a Class VII student, due to electrocution in flooded Zoo Road on June 13 last when the city was deluged because of flash flood triggered by a heavy downpour. Dulal Malakar, an employee of a KFC outlet in Zoo Road area was walking to his residence at Sugam Lane on Zoo Road on Thursday morning after doing night shift, when he stumbled upon a snapped high voltage electric wire lying concealed on the waterlogged lane. Another person was injured in the same place because of electrocution. The agitated locals are protesting demanding immediate relief to the family of the deceased and that the Deputy Commissioner and Guwahati Development Department minister Dr Himanta Bishwa Sarma visit the area to take stock of the gravity of the situation as well as call on the family of the deceased. A local alleged that the death was caused not because of the flash flood but because of the negligent attitude of Assam Power Distribution Company Limited whose staff did not properly repair a snapped high voltage overhead electric wire in the area and the wire got snapped once again on Thursday morning after the heavy downpour.

Not-seen-before scenes in House In an unprecedented step, the Punjab Speaker today ordered that all 19 Aam Aadmi Party (AAP) MLAs be forcibly evicted from the Vidhan Sabha. Marshals then physically lifted the MLAs, holding them by their arms and legs, causing injuries to some. Two legislators were hospitalised, even as women MLAs claimed they were inappropriately handled. The turbans of at least four — Pirmal Singh Dhaula, Manjit Singh Bilaspur, Jai Kishan Singh Rodi and Amarjit Singh Sandoa — were flung into the air, triggering a controversy over the “insult” to the Sikh symbol. Furious, AAP and the Shiromani Akali Dal sought intervention of Akal Takht. The SGPC

has decided to take up the issue at its executive committee meeting on June 26. “Marshals attacked our MLAs and removed the turbans of five. They dragged and insulted the women MLAs too,” said an agitated HS Phoolka, Leader of the Opposition. A marshal, too,

was injured. A woman constable alleged that she was assaulted by an AAP MLA. Trouble began just six minutes into Question Hour when AAP MLA Kanwar Sandhu drew the Speaker’s attention to the ban on MLAs Sukhpal Khaira and Simarjit Singh Bains (Lok Insaaf Party) from the Assembly premises. Khaira was suspended last week for airing House proceedings on the social media and Bains for allegedly tearing the documents of a Congress MLA. With AAP MLAs raising slogans and questioning the ban, the Speaker suspended all for the day and ordered that they be evicted. The MLAs were carried out by the marshals amid resistance. The turban of Pirmal Singh Dhaula was thrown up in the melee. The Akali MLAs too staged a walkout. As they returned to the House with AAP MLAs sneaking in, the marshals swung into action again. ÄAP MLA from Sunam Aman Arora’s shirt was torn. “They (marshals) kicked us as if we were animals,” he said. AAP’s Sarbjit Kaur Manuke and Baljinder Kaur fainted. It took 10 women constables to remove Baljinder Kaur as she firmly clutched on to a desk which fell when she was finally pulled away. Manuke shrieked in pain as she was pulled by the arm yet to heal after a fracture. Akali MLA Pawan Tinu too was pushed around.

Cong, Akali MLAs trade barbs over drugs, mining The Vidhan Sabha today witnessed a direct fight between Congress and the Akali-BJP legislators, while the main Opposition party, AAP, largely confined itself to the debate on the Budget proposals. Akali Dal MLAs, led by party president Sukhbir Singh Badal, staged a walkout and the House had to be adjourned thrice, as Speaker Rana KP Singh played the peacemaker behind the scenes and asked the legislators to exercise restraint and let the House function. Following this intervention by the Speaker in his chamber wherein Sukhbir, Akali Dal MP Sukhdev Singh Dhindsa, Parliamentary Affairs Minister Brahm Mohindra, Finance Minister Manpreet Singh Badal and Rural Development Minister Tript Rajinder Singh Bajwa participated, some order was restored. But barbs exchanged between the two sides were sharper, from using casteist slurs against an MLA to discussing the issue of sand and drug mafia – all in the name of general discussion on the Budget proposals. As the SAD-BJP MLAs targeted Local Bodies Minister Navjot Singh Sidhu and Manpreet, the treasury benches, led by Sidhu and Fatehgarh Sahib MLA Kuljit Nagra, gunned for Sukhbir and Majitha MLA Bikram Singh Majithia. By the end of the day’s proceedings, both Congress and Akali MLAs were demanding a probe into the illicit drug trade in Punjab. As Congress MLAs,

including Kuljit Nagra and Sukhpal Singh Bhullar, called the Akalis “chitte de vapari”, an enraged Sukhbir said, “Now the police is yours. I challenge you to get an investigation done.” Sidhu targeted SAD on two occasions that led to uproarious scenes in the House.

Poverty drives youth to kill self, 4 siblings A youth fed pesticide-laced burgers to his four siblings before committing suicide by consuming one himself in Kapurthala yesterday. Abhimanyu (21), the eldest among seven siblings, ran a barber’s shop.

His father Raj Kishore Thakur, too, was a barber. The migrant family lived at a rented accommodation in Lakshmi Nagar. Financial constraints drove the 21-year-old to take the step, according to a note recovered from the spot. Among the dead are Anu Kumari (17), Anshu Kumari (15), Archana (10) and polio-stricken Anurag (12). Their other siblings, Aarti and Avinash (13), survived as the former did not eat the burger while the latter had gone to attend a wedding along with his father. A note found from Abhimanyu’s pocket stated that he was committing suicide and killing his “innocent” siblings and that his parents should not be blamed for this. He wrote, “Police uncle aap sab se bainti hai, ye sab maine apni marzi se kiya hai, mere mummy papa jee ko pareshan

na karein.” The incident took place when Raj Kishore had gone to a wedding along with his son Avinash. His wife Rita Devi and six children, along with their cousin Harinandan, were at home. The victims’ mother Rita Devi said, “Abhimanyu insisted on getting burgers for his siblings. I told him that it was not required as they had had their food. But still he walked out. Later, he went again and got something in a bottle. At around 11 in the night, Anurag complained of pain in his chest and stomach, after which all kids started vomiting. We took them to a hospital where they died soon after.” Raj Kishore said, “My son and I were making about Rs 250 a day. We were low on finances but my son never showed any sign that he could take the extreme step.” Kapurthala DSP Gurmeet Singh Kingra said, “Bottles of a pesticide, DD Fex, were found at their home. We have also sent utensils and food samples for testing. While the youngest of the siblings, Aarti, had demanded a burger but she didn’t eat it saying it tasted bitter. It is a case of suicide. The bodies of all five children have been sent for postmortem.” Sources said six bottles of a poisonous substance were found at the victims’ home, which the police had seized. Meanwhile, Irrigation and Power Minister Rana Gurjit Singh expressed shock and grief over the incident. Rana Gurjit said it was a tragic and devastating loss for the parents and assured the family all help.

The final scheme of debt relief will be notified within two months, after all modalities had been worked out with cooperative, regional and commercial banks that had advanced crop loans to farmers, he said. The CM, who could not attend the House proceedings for two days because of his ill health, said a five-member committee was also being appointed to look into the debt taken by landless farmers and labourers, so that some relief could be granted to them. “The Opposition has been trying to find

holes in our debt relief scheme, saying that only Rs 1,500 crore has been allocated for debt relief for 10.2 lakh farmers. They are unwilling to accept that we have taken such a bold step... Rs 1,500 crore is just the first instalment. Each year, for the next five years, we need to pay Rs 1,700 crore to the banks after the government takes over the entire loan. It is between the government and the banks now as to how much we pay each year to settle the entire amount,” he said. Amarinder further said: “The data available with us, after the interim report by the T Haque committee, reveals that 8.75 lakh small and marginal farmers (with land holding of less than 5 acres) have taken average crop loans of Rs 2 lakh each – which is being completely waived. The remaining 1.45 lakh small and marginal farmers have taken loans worth Rs 11 lakh to Rs 12 lakh on an average. They will get a relief of Rs 2 lakh each. Families of around 8,000 farmers, who have committed suicide because of their debt burden, will get a complete waiver.”

Electricity bills worry customers A number of homeowners have raised concerns about the significant increase in their electricity bills over the past few months. Earlier this year, when Facebook users vented about the increase on social media sites, the Fiji Electricity Authority said in response to queries by The Fiji Times that “summer” was upon us and consumers were most likely using more often appliances like fans and airconditioning. However, when this explanation was offered by this newspaper to consumers such as Paula Benn who lives with her teenage son in Lautoka, she was adamant nothing had changed with the way appliances were used in their home. She said there was no increased use of appliances and she was a “mindful” user.

During a survey of the Western Division cane belt area over the past three weeks, farmers also raised the issue of the unexplainable spike in electricity bills. In some cases the increases were more than 100 per cent. Tota Ram, who lives with his wife in a twobedroom home beside the Queens Rd at Cuvu, Sigatoka said the only electrical appliance they owned was a fridge. He said they used lights only when necessary because they couldn’t afford to be “wasteful”. “That’s why I can’t understand why my bill went from $24 to $58,” the 70-year-old said. “We don’t have any extra appliance for the bill to go up by that much. I find it really frustrating.”

A company contracted to deliver software for the Fijian Elections Office (FEO) underwent and cleared a terrorism financing search. Supervisor of Elections Mohammed Saneem made the comments yesterday with regards to the Pakistani National Database & Registration Authority (NADRA) which was contracted for the development of the FEO’s Election Management System. The company has been the subject of intense online interest because of 2014 and 2016 reports alleging that NADRA officials in Pakistan accepted bribes in exchange for producing fake identification cards, some of which were allegedly produced for suspected terrorists. Mr Saneem said the matter had been poorly researched and blown out of proportion by some. He said NADRA beat five other

companies that applied for the tender first advertised in both The Fiji Times and Fiji Sun on November 14, 2015. A similar ad was placed on the Fiji Elections Office website as well. “It is unfortunate to note the speculations that have appeared online especially in terms of the level of vindictiveness shown by some commentators,” Mr Saneem said yesterday. “The Fijian Elections Office is an independent organisation and as per our finance policies any project that may cost over $100,000 is advertised for public tender. “We do not have any discrimination against international bidders against local bidders. In the world of elections, there are various products, services and technical experts that may not necessarily exist in Fiji and therefore it is important to keep an open tender process.”

FDB wins Asian award THE Fiji Development Bank (FDB) was awarded the financial inclusion category for its submission in the 2017 ADFIAP “Outstanding Development Project Awards” Programme at the 40th ADFIAP Annual Meeting in Macao SAR, China. FDB Acting Chief Executive Officer Nafitalai Cakacaka said in a statement the entry that was submitted highlighted how FDB as the only national development financial institution in the country continued to support Fiji’s largest microfinance institution, the South Pacific Business Development Microfinance (SPBDM). “And in doing so it continued to uphold its strong commitment toward financing projects that contribute to poverty eradication

and economic empowerment,” Mr Cakacaka said. FDB had submitted its entry “Small Start, Big Leap” in category 8: Development Finance-led Poverty Reduction by highlighting a financial inclusion project initiative that used development finance as a tool or instrument to reduce or alleviate poverty in the country. The plaque of merit was received by Board Member, Inia Naiyaga, and Mr Cakacaka, who attended the ADFIAP 40th Annual Meeting in Macao. Pakistan tightens business, work visas for Chinese nationals Pakistan has announced new rules to tighten visa issuance - especially business and work visas - for Chinese nationals, reported Pakistani media.

For generations the Mohanna tribe have lived, loved, worked, and played on Pakistan’s Manchar Lake; their floating settlement serving their needs from birth to death. But an unrelenting flow of toxic wastewater is pouring into the lake. A byproduct of industrialisation and aggressive agricultural practices upstream the toxic wastewater has slowly rendered it inhospitable, poisoning the water and almost everything in it. For fishermen such as Mohammed Yusuf, life on the lake is becoming intolerable. “When we were young, our lives were very good. Every kind of fish was available. Our earnings were good,” he said. “When my father would go fishing he would bring back over a hundred kilos of fish. Now the situation has changed. The fish is extinct because of the bad water,” he

added. The wooden, flat-bottomed barge he lives in with his mother, wife, and their nine children, has ornate carvings but it has seen better days. Now Yusuf barely catches enough fish to feed his family, let alone be able to save the money he needs to maintain his boat. He estimates they have just five years before it is beyond repair, fearing he will soon have to leave his birthplace. And yet their whole life is packed into this floating home. Clothes and linen are stacked in the stern, kitchenware and food under the prow. Cooking is done down in the hold, on a little earthen hearth fed by the stems of aquatic plants. “If it is hot we sleep on the roof, in the winter we sleep inside the boat on the floor,” said Yusuf.

Pakistan asks India to suspend work on Kishanganga, Ratle hydro power projects in Jammu and Kashmir Pakistan’s two parliamentary committees in a joint resolution asked India to immediately suspend the ongoing construction of the Kishanganga and Ratle hydro power projects+ in Jammu and Kashmir, Dawn reported. The two projects are being constructed on the Jhelum and Chenab rivers. A resolution adopted by the National Assembly’s foreign affairs and water and power committees also asked the World Bank to set up a Court of Arbitration to mediate the

dispute over the Indus Waters Treaty between the two countries. It said that under the Indus Waters Treaty+ (IWT), it is the responsibility of the World Bank to play its role without further delay. Until the World Bank constitutes the court of arbitration, it must persuade India to put an immediate halt to ongoing construction of the Ratle dam till the issue is resolved, read the joint resolution adopted unanimously by both the

government and opposition members of the committees. The construction of dams on the western rivers by India has brought the two countries at loggerheads and Pakistan has engaged the World Bank, a facilitator of the IWT, to stop India from going ahead with the construction. The committees were briefed on the agenda -- Indian threat on the Indus Waters Treaty and to chart out a course of action for Pakistan. The meeting was co-chaired by Awais Ahmad Khan Leghari and Muhammad Arshad Khan Leghari, members of the parliament and the chairmen of the two committees.

NRI ‘rapes’ woman, flees to US The Division Number 5 police have booked an NRI for raping a 29-year-old woman on the pretext of marriage for months. The accused, identified as Yogesh Kumar,

40, of Civil Lines, established physical relations with the woman and then fled to the US never to return. A case under Sections 376 and 506 of IPC has been registered against Yogesh.

In her complaint to police, the woman alleged she wanted to settle abroad and discussed the issue with one of his relatives, who arranged a meeting with Yogesh, who was married but wanted to get divorce from his wife. The woman alleged that the accused told her that he would give divorce to his wife and would marry her. She further alleged that Yogesh came to Ludhiana in February 2016 after which he took her to several hotels and established physical relations with her. The accused returned to USA after it and never returned to Ludhiana. Yogesh also refused to marry her. ASI Malkit Singh, investigating officer from division number 5 police station, said the police have registered a case following an investigation. Police will further initiate the procedure for the arrest of the accused.

Indian -origin South African freedom struggle veteran dies South Africa’s Indian-origin veteran freedom fighter, Kay Moonsamy, who worked in exile from many countries, including India, died today. He was in his early 90s. Born as Kesval Moonsamy in 1926, he joined the Natal Indian Congress in his youth, rising to become its treasurer in the early 1950’s and was elected as vice president in 1955. After charges against him were dropped by the apartheid era government in the infamous Treason trial in 1957, a year after he was initially charged,

Moonsamy went into exile in Zambia to work with the South African Congress of Trade Unions and the African National Congress. Both these organisations were destined to become partners in the tripartite alliance, with the South African Communist Party, governing South Africa under the African National Congress (ANC) in a democratic South Africa under Nelson Mandela. After returning to South Africa, Moonsamy became a Member of Parliament in the new democratic order.

While TOI could not contact the ministry of external affairs to know the reason behind its refusal to grant a visa, Dass said the UK consulate general of India did not specify why he was not allowed to travel to India. Dass claimed that he had even tagged external affairs minister Sushma Swaraj on Twitter, but got no response from her. Dass immigrated to the UK in 2008, along with his wife and kid. His daughter was four years old and son two years old at that time. “But now I want to show my children the place they belong to. I have a British passport, but I yearn to go home,” he said. Dass was born in Haryana and was aged 26 when he moved to the UK. Dass is works as a spray painter at car-maker BMW’s Worcester plant. He last India in September 2008, but has not been allowed to come back after that. Dass said his father had suffered a heart attack when he was in the UK, but the MEA

refused him a visa to see his ailing father. “My mother passed away in 2005. I have not seen my father and my relatives for a long time. I have not indulged in any anti-India activity. I should be told my fault; they should at least

give me a reason for refusing the visa,” he said. Dass’s sister Dorris Randhawa said they had not been able to celebrate many festivals together because of the MEA’s attitude. “We have missed out a lot in these nine years. I want to see my nephew and niece too,” she said. Harry’s father Satinder said he was hopeful of seeing his son, daughter-inlaw and grandchildren. Folding his hands, Satinder said the minister of external affairs should look into the matter, so that a family could reunited. “I request Sushma Swaraj to look into the matter. She has been so helpful to so many families. I am hopeful she is kind to us too,” he said.

Ontario man who won $22M plans to keep his job

An Ottawa-area man who won $22 million in the lottery last week says he doesn’t plan to buy a new house or fancy car but will instead use the windfall to give back to his community. Paul Hindo, who immigrated to Canada from Iraq in 1972, says he bought the June 14 winning Lotto 6/49 ticket at a newsstand in Ottawa’s Little Italy just to break a $50 bill. Since realizing they won, Hindo says he and his wife have been asking themselves: “Is this real?” He says they discussed buying a new home but decided instead to stay in their home in Manotick, Ont. They’re considering doing “maybe some renovations, here and there.” Hindo says he doesn’t plan to quit his job. He currently works as a senior vice-president of the Ottawa office of the investment management firm JLL. The couple plans to use the money to “do some good” in their community, and help family and friends, Hindo says. “This country has been tremendously good to me,” he adds. “It’s one way of giving back.” Hindo has a history of giving back. He has worked with the Ottawa Regional Cancer Foundation, Canadian Forces Liaison Council, the Community Foundation of Ottawa, the Tim Hortons Ottawa Dragon Boat Festival, the Ottawa Peace Camp and more. In 2012, he was presented with the Queen’s Diamond Jubilee Medal. The odds of winning with Lotto 6/49 are an estimated 1 in 14 million, according to the Ontario Lottery and Gaming Corporation.

South Asian Man wanted on Canada-wide warrant for impersonating police officer, sexual assault

Days after police in the Greater Toronto Area said they were looking for a man who they say posed as an officer and sexually assaulted a woman, a Canadawide warrant has been issued for a 33-year-old B.C. suspect. York Regional Police said investigators believe the suspect may have committed similar offences in other provinces. Police said that on June 8 at around 8 p.m., a man met an 18-year-old female escort after making arrangements to meet at a hotel near Interchange Way and Highway 7, near Highways 400 and 407. Investigators said the man told the woman he was a police officer and showed what he called a warrant before he allegedly sexually assaulted her. South Asian man brought people across the border illegally An Aldergrove man has been convicted of taking money to help people cross into Canada illegally. Joga Singh Badwal, who lived near the Aldergrove border crossing on 264 Street in Langley while he was being investigated, was acquitted on one charge of human smuggling that he did “knowingly organize, induce, aid or abet” the illegal entry into Canada of 10 persons and found guilty of a lesser charge that he did “knowingly induce, aid or abet, or attempt to induce, aid or abet” the entry of the 10 without appearing before an officer at a port of entry. The June 15 written decision by Justice Jennifer M.I. Duncan notes that Badwal said he has been bringing people into Canada for about 30 years. The judgment, just posted to the B.C. Supreme Court

website, describes how Badwal was the target of an RCMP Border Integrity Unit investigation between May 2011 and October 2012 involving undercover officers who cannot be identified by court order. According to the judgment, the

negotiations to bring people into Canada illegally were conducted at Badwal’s home “which also served as a temple” near 264 Street and 3 Avenue in Aldergrove. Badwal was paid $3,000 to $4,000 per

person, usually in Canadian funds, to have people driven to an area on the US side of the border along Zero Avenue where they crossed on foot into Canada. From there the people were picked up by drivers arranged by Badwal and “dropped off at locations several miles north of the border.” While Badwal was charged in the fall of 2012, his trial was delayed because of another case involving a constitutional challenge of the law against human smuggling that ended with a 2015 ruling that the law, as written, was “unconstitutionally broad” and should not be applied to people who were assisting family members or providing humanitarian or mutual aid to undocumented migrants seeking to enter Canada.

Alia Bhatt and Vicky Kaushal’s Meghna Gulzaar film is now called Raazi After a breezy desi love story with Badrinath Ki Dulhania, Alia Bhatt is getting into intense mode with Meghna Gulzar’s film Raazi. It has her playing a Kashmiri girl married to a Pakistani Army Office played by Vicky Kaushal. It’s a cross border love story and will take you to the 70s. Raazi is produced by Junglee Pictures and Dharma Productions and is a big screen adaptation of Harinder Sikka’s novel, Calling Sehmat. Kaushal is an undercover spy who leaks crucial information about the 1971 IndoPak war to India and saves many lives. Majority of the film will be shot in Kashmir while a portion of it will be canned in Mumbai as well. Talking about the film Meghna Gulzar told Mumbai Mirror, “I am trying to do something in a new space, recreating India and Pakistan of the ’70s on sets and real locations. A lot of research has gone into getting the period and dialect right. There are some action pieces too. It’s work in progress with

workshops and reading sessions.” When asked why a title like that, Gulzar explains, “It’s only when you agree to something that you eventually end up doing it and

Tubelight

Salman’s innocent charm uplifts this heartwarming sibling drama Leepakshi seems to have done the correct research to create the overall look and feel of the 1960s. Over expectation is a buzz kill and that’s what Tubelight teaches you. Maybe I expected the film to be an epic journey of a brother in search of his lost partner, maybe I wanted Kabir Khan to revisit his Kabul Express days and give that realistic cinema another chance. Maybe I was greedy for some unplugged

Faith can move mountains. If you believe it then you achieve it. Seek and you shall find! Well, these aren’t lines from Rhonda Byrne’s self-help best seller The Secret, but lines from Kabir Khan’s latest film Tubelight. Starring Salman Khan in the lead, Tubelight is a moving human drama set against the background of 1962 Indo-China war. Set against the backdrop of the 1962 IndoChina war, Tubelight is the story of two brothers separated by fate only to be later reconciled by the power of belief. Sounds too much to comprehend? Well, fret not, when you have Salman Khan selling the idea of faith and belief, the buyers are unlimited. Tubelight also stars Chinese actress Zhu Zhu and child actor Martin leaves an impact, despite their lack of screentime. These two actors play an important role in moving the snail-paced plot at a steady pace. Supporting actors like the late Om Puri and Zeeshan Ayub have strong lines and characters arcs. So how much of faith does one need to have to sit through Tubelight? I don’t know about faith, but patience should be your best friend if you want to enjoy the film. And if you have that, Tubelight can be an emotional experience for you, especially if you are a Salman Khan fan. So much will be talked about how good Salman is in playing the role of Laxman who’s a cross between Tom Hanks in Forrest Gump and Hrithik Roshan in Koi Mil Gaya. One thing that comes to my mind is the fact that Tubelight is Salman’s biggest risk, irrespective of the outcome of the film, the actor deserves an applause just for picking up this subject and a role that is an antithesis of his image (Salman being a buffoon, slapped multiple times and humiliated). His performance in Tubelight is extremely personal, he has totally let go of the larger than life image and got under the skin of this vulnerable man-child who wants to believe in the good. His scenes with Sohail are extremely heart warming and Kabir has gone all out to milk their natural camaraderie to the maximum. The first half has a feel good tempo and sets the pace as to what to expect. Also Matin and Zhu Zhu’s entry into the film raises the somewhat mellow tone and making it more exciting. Salman has proved how much at ease he is when it comes to performing with kids. We saw it in Bajrangi Bhaijaan and we see it again in Tubelight. Kabir creates some fantastic moments between Salman and Matin and you wish those scenes didn’t end so soon. The tears are real, the ones you see in Salman’s eyes. His breakdown moment on realising his brother’s fate or even the epic cameo scene with Shah Rukh show how far he’s come and evolved as an actor. That makes me mention that SRK’s cameo in the film seemed an attempt to glorify him rather than create a solid standout scene in the film. Camera work is superb and extra efforts have been taken to make sure the period looks believable. Alvira and Ashley have created the right simpleton look for Salman while

moments between Salman and Matin, or maybe I just wanted a better film! Tubelight isn’t a bad film, it has a lot of things going for it, but it is heavily weighed down by the weight of the superstar plastered across its poster. In an effort to make Salman emote and make us cry, Kabir has lost track of the story arc. The second half especially has so many random songs that pop out of nowhere that you keep checking your watch. The ‘yakeen

hai’ (keep the faith) line gets too preachy and monotonous towards the end and the constant references to Gandhi could have been trimmed. Tubelight is neither a war film, nor a family drama between two brothers. It struggles to find its own identity and by the time you manage to give it one, the end credits are rolling on the screen. Music was a major letdown for me with just the Radio song being somewhat hummable.

“There is no genre I cannot do!” - Navv Inder So far he has been known only for his completely different combination of mixing urban and desi music in the chartbusters, Wakhra Swag and Att Tera Yaar. Both videos, incidentally, have garnered over 80 million views on YouTube. Navv Inder is basking on the afterglow of his new song, which, in his own words is “unlike anything I have done before.” The new age performer launched ‘Tu Meri Ki Lagdi’, in association with Times Music a month ago, calling it a “tribute to all my female fans”. Written by Navi Kamboz and composed by Mr Nakulogic, Tu Meri Ki Lagdi, with its folksy-meets-urban vibe has struck a chord across age groups. “Yes, people would say Tu Meri Ki Lagdi is a different song from my previous singles. It is meant to be different! I want to explore all genres of singing. I wanted to break the myth that Punjabi music is only on high scales and notes. I have sung in a very low scale here. The song has a lilting score and a softness and the music isn’t what one expects out of a typical Punjabi song,” said Navv Inder, about his latest single. Not one to bask in the glory of past laurels, the urban desi singer is all set to launch his version of ‘Yaar Bolda’ - Surjit Bindrakhiya’s iconic chartbuster. Here is Navv Inder, talking about his journey and his plans… You sang ‘Wakhra Swag’, what is so different about your swag? Navv Inder: An MBA in Finance, I chose to follow my inherent passion and favoured music over number crunching. Close on the heels of Wakhra Swag, my breakthrough single in 2015, I released another chartbuster, ‘Att Tera Yaar’, that has crossed 15 million hits on Youtube (and still counting). A lot of people say my voice and songs are the right mix of modern sounds and folk notes, but I only make sure I am true to my own self when it comes to my songs. My songs are a way to introducing myself. The lyrics have to make sense to me before I can expect others to make sense of them. It is perhaps this philosophy that drives me to keep doing stuff that is different from what my contemporaries and peers are doing. I am not in any race or competition. I am flying in a different sky and my aims are different. There is no club, no place in the world where people do not dance to Punjabi beats. I want to take that pride to the next level. I want to prove that there is no genre I cannot do. If I did a Wakhra Swag, an Att Tera Yaar and a soulful tribute to Bhagat Singh, I also sang a soft romantic ballad, ‘Tu Meri Ki Lagdi’, sung in low notes. I am also going to be releasing a few songs mixing Punjabi with a lot of international musical genres. I hope to be able to release a song in every musical genre conceivable - but sung in Punjabi or Hindi. Who inspired you? Navv Inder: My tabla teacher in 8th grade, Jagan Sir, was the first one to tell me that my voice had a distinctive tonal quality. He encouraged me to pursue singing as a career, saying I could go a long way. I think my impressionistic mind took the remark seriously and I can never repay what I owe him. Anything worth achieving has its own share of struggles. I have had my share too. I have learnt from my mistakes and also learnt to be a bit more worldly wise. I was too naïve when I started out and released my first song, Wakhra Swag. My philosophy has always been to do what is ‘right’ rather than what will ‘sell’ or is

popular. My way to live has been constantly to be in ‘chardi kalaan’ - moving forward, forever buoyant. I only started singing 3-4 years ago, but the kind of love I have got from my

How accepting do you think the audience will be to this kind of music ? Navv Inder: The audience today is definitely receptive. The tech revolution has definitely had a huge role to play in exposing people to different kinds of music from all over the world. They may take a bit of time to appreciate different sounds and music. I grew up listening to the legends of Punjabi music - Gurdas Maan Saab, Babbu Maan and others in the midst of folk music and songs.

It has been a very fruitful journey that has only left me richer in experiences, friends, learning and of course gratitude. I am more aware now of how people can be and therefore want to focus only on my particular brand of music. That is the one thing I am confident about because it is nothing like what is being churned out on a daily basis my performers, musicians and rappers. Coming to your latest project, Yaar Bolda is such an iconic song. How are you revisiting it? Navv Inder: For me, Surjit Bindrakhiya ji is a legend - and I am sure there are many others who feel the same way. His voice texture, proper pronunciation of even theth Punjabi words, his attitude and the way he conducted himself - wow, I could just go on and on! Right from Gabru Gulab Varga to Dupatta tera satt rang da and Jatt Di Pasand - I cannot think of any song of his that I have not literally grown up with. So my version of Yaar Bolda is a distillate of how this legend has inspired me. The only similarity is perhaps the hook phrase or word Yaar Bolda. We have changed it completely even in terms of the lyrics - which have been written by Navi Kamboz. Even the music, done by Mr Nakulogic, is a contemporary hiphop beat that is a combination of low notes and high notes. I really have worked very hard on this song and I sincerely hope people will like it and Bindrakhiya saab will bless me from wherever he is. And I would like to let you in on the real inspiration behind me wanting to do Yaar Bolda again. I was once humming Surjit Bindrakhia’s Yaar Bolda walking with my brother, and these youngsters came up to me and asked me to sing the song for them and translate it. It was a very happy experience for me. It was then that the idea of doing a contemporary Yaar Bolda occurred to me.

I love the sounds of traditional instruments - like tumbi or sarangi or algozey - and have always made sure that my songs incorporate them. Having said that, I love listening to

Chris Brown and Drake as well. Perhaps this is the confluence I am aiming at, with my music. My music is something that is rooted in tradition and yet contemporary. So I think it does appeal to a large spectrum of listeners. What are your future plans? Is an album on the cards? Navv Inder: This has been a very busy year for me and I hope to keep it that way. I am hoping there will be a song almost every month from me. Besides Tu Meri Ki Lagdi, there’s lots of very different work coming out. I want to do all that is possible for a singer to do! I have only just started, to be honest. But I am happy I am already creating new things that are good enough to inspire people to ape my work. The idea is to keep experimenting and not get confined to a single stereotyped slot just because it is commercially viable. I want to better myself with each song that I do. This has been a very busy year for me and I hope to keep it that way. I am hoping there will be a song almost every month from me. If I do an album, it will be a mix of all that I can do and more. So don’t expect just a club song, or a folk ditty or just EDM. I would present my album as all of me! Where do you see yourself five years from now? Navv Inder: May be holidaying on my yacht somewhere in the Mediterranean (laughs)! But on a serious note, wherever I am or whatever I will be doing, it would be nothing short of the best. Second is not an option for me! When do you plan to come to Canada and perform? Navv Inder: Whenever you invite me! I love Canada and have lots of fans that I am really eager to meet.

SHOCKING! Lisa Ray Has Another Health Scare After Surviving Cancer Lisa Ray beat cancer but she has now had another health scare. A few days ago, the Canadian-born beauty was admitted to the Breach Candy hospital and her husband, Jason Dehni, rushed to be by her side. The actress who has worked in both Indian

and international projects, was shooting in Mumbai when she complained of acute stomach pain. The ache soon became unbearable and the actress was rushed to the hospital. Turns out, she reached the hospital just in the nick of time because she was diagnosed with appendicitis. And Lisa Ray was then wheeled in for an emergency surgery. Lisa underwent surgery some two weeks ago and is now recuperating. The green-eyed beauty, born to a Bengali father and Polish mother, was diagnosed with cancer in 2009. Multiple myeloma, a cancer of the white blood cells is a disease which is difficult to beat but Lisa survived it. The 45-year-old, splits her time between Bangkok, where her husband is based, and Mumbai. Lisa was spotted at the age of 16 by a talent scout while on a vacation in India, her father’s native country and created a stir with her advertisement for Bombay Dyeing which saw her in a racy swimsuit. Leading Surrey realtor wonders about the effectiveness of BC’s foreign buyers tax Fraser Valley Real Estate Board President Gopal Sahota says it’s tough to tell how effective the foreign buyers tax has been, since it was introduced last summer. Sahota told the Surrey Board of Trade’s annual general meeting, people are still finding loopholes in the tax. He says one example is people purchasing property through relatives. “It was implemented last year when the market was easing off in July/August and the following months the market did slow down but this March the markets picked back up again and it continues to rise in the Fraser Valley here.” Sahota says the tax was not thought through enough by government, and more time was needed before it was implemented.

As for the local housing market right now, he says the demand for Surrey real estate is “remarkable”, with detached homes selling in an average of 24 days. He says the average price of a house in Surrey now is just under 1-million-dollars; in South Surrey the average price is 1.5-million.

Nearly three years after settling into his first home, a Nova Scotia man can finally enjoy his backyard knowing that he actually owns it. Ryan Manning of Salmon River has spent the past nine months trying to figure out how he bought a house only to discover its backyard, shed and part of the deck technically belonged to someone else.

“[It] feels 10 times better to know that something that’s been going on for so long has finally come to a resolution and one that I can live with.” Manning bought the duplex — a foreclosed property at 8 Miller Rd. outside Truro — in September 2014 and moved into the fixerupper. Last fall, a stranger named Cory Wood knocked on his door and told Manning he didn’t own the backyard, the shed or part of his deck. Wood offered to sell it to him. Manning was shocked because the property was fenced and the listing’s realestate agent had told him the fence was his boundary. The original listing also included a picture of the backyard. He was even given

Even so, a huge shift in business tenancy is expected as the region experiences something it has not seen before: an office-tower building boom much of which is speculative construction rather than for specific committed tenants. “This is kind of uncharted territory for Vancouver,” said Mehdi Shokri, a principal with the capital markets team at Avison Young. “But I don’t see a big disaster occurring.” The Credit Suisse tower is only the most visible and furthest along of a second wave of new office towers planned for Vancouver and some key suburbs. A first cluster of towers – some two million square feet – was built downtown in the past three years. Another 11 office developments are proposed within blocks of Credit Suisse’s Exchange tower at Howe and West Pender streets, even while the office-vacancy rate in the region continues to inch up as a result of the first wave of building. But commercial brokers say the city is not about to be populated by ghost towers.

Other associated fees were also handled by the law and realestate firms. “I am unbelievably happy about that,” he said. “I’m just glad I can move on. I don’t have to have this burden anymore in my life.” Sharon Corcoran, owner of ReMax Fairlane Realty, said she’s never experienced a situation like this. “I would like to offer one great takeaway lesson for buyers of foreclosed properties or all properties for that matter: it is always in the buyer’s best interest to have a surveyor’s location certificate prepared before closing their transaction.” At the time of the purchase, Manning’s lawyer recommended a survey but indicated in a letter that a title insurance policy was an alternative. Manning opted for the insurance, but when the trouble started he discovered the policy only protected the lender. Manning isn’t the only person to encounter the same problem with the property. Wood also thought he’d bought it complete with the backyard only to find out later he hadn’t.

A prominent West Vancouver realtor is facing allegations of professional misconduct in a Real Estate Council of B.C. disciplinary hearing. Shahin Behroyan, a top-selling realtor in Western Canada and former B.C. Young Liberal vice-president, is alleged to have caused his client in a West Vancouver property sale to agree to pay a bonus of $75,000, “without … informed consent, contrary to his duty to act in the best interests of his client and/or to avoid conflicts of interest.” North Shore realtor Teresa De Cotiis is also alleged to have committed professional

misconduct in the case, which was to be heard last week, but has been postponed. De Cotiis told Postmedia that she has no comment on the misconduct allegations against her. The disciplinary hearing is separate, but related to, a B.C. Supreme Court case that Postmedia has reported on. In the civil case, Behroyan alleges that North Shore realtor Reza Mousavy defamed him in Facebook posts referring to the West Vancouver property sale. “There is no merit whatsoever to the (Real Estate Council) allegations against me, and I look forward to the upcoming hearing where the facts will completely vindicate me,” Behroyan said in an email to Postmedia on Monday. “I sold a difficult property for full price that the previous agent, Mr. Mousavy, was unable to sell after nearly four months as the listing agent.” The council’s allegations state that in November 2014, Behroyan represented to a client in the sale who is only identified as “H.G.” that the bonus “was required by the representative of ” the prospective buyers, and the bonus was needed “in order to secure an offer.” Behroyan also failed to disclose to H.G. that he had signed a form indicating he was to provide services to the prospective buyers of H.G.’s property, and he “expected to receive or did receive one half of the selling agent’s commission,” the hearing notice alleges.

In a B.C. Supreme Court civil claim related to the same deal, Behroyan alleged that Mousavy defamed him by distributing several social-media posts in January, and the posts harmed Behroyan by saying he was deceptive, corrupt, greedy, uses dirty money and also is a “stinking cabbage” and a “contaminated product of Islamic Ayatollahs.” In a filed response, Mousavy says he did not defame Behroyan. A trial is set for September. Mousavy’s response says that he was the first agent hired by Hamid Gamani-Esfahani to sell 2108 Kings Ave. in spring 2014. The property was not selling quickly, and GamaniEsfahani was under financial pressure, Mousavy’s response says. So prominent Chinese and Persian realtors were referred to sell the property, including Behroyan, and Mousavy sought a referral fee. According to Mousavy’s response, he was later contacted by Gamani-Esfahani, and informed that in November 2014 Behroyan had told Gamani-Esfahani that another realtor, later identified as De Cotiis, had a buyer willing to pay GamaniEsfahani his full asking price of $2.698 million. But “the presentation of the full price offer was conditional upon the payment of a $100,000 bonus to Ms. De Cotiis. After the sale was completed, GamaniEsfahani paid a bonus of $75,000 to Behroyan, “and not Ms. De Cotiis, contrary to the representations,” Mousavy’s response says. Mousavy’s response in the defamation case also deals with allegations that he made social media posts claiming the Lower Mainland real estate industry is poorly regulated and full of corruption, and that deals that allegedly cheat clients are covered up. Mousavy’s response says that in the summer of 2016 he witnessed deals that he believed were unethical, and he was “dismayed over the methodical payment of secret commissions akin to the one” alleged in the 2108 Kings Ave. property sale agreement. Mousavy’s response says that he “was outraged at the lack of industry oversight,” and in frustration he started to post about other realtors on Facebook. Later that summer, according to Mousavy’s response, he received emails from a lawyer for the B.C. Real Estate Council raising concerns about the Facebook posts. According to the response, one email from the council’s lawyer stated that Mousavy’s “dispute with Mr. Behroyan over the referral fee appears to be contractual in nature. … (T) his is a matter for the courts and not within the jurisdiction of the Council.”

Warren Buffett’s company buys into troubled Home Capital Group Home Capital Group Inc. shares surged higher Thursday on news that the troubled mortgage lender has arranged $400-million in equity investments and other financial support from companies run by famed billionaire investor Warren Buffett. A subsidiary of Berkshire Hathaway, Buffett’s main company, will also also provide a new $2-billion line of credit on better terms than an expensive cash infusion provided to Home Capital by one of Ontario’s large pension funds. “We believe this represents a turning point for Home Capital as we look to restore investor and depositor confidence in the company,” Home Capital interim chief executive Bonita Then said Thursday in a conference call with financial analysts. Home Capital shares were up $4.06 or more than 27 per cent to close at $19 on the Toronto Stock Exchange. The stock plunged below $10 a share for several weeks after customers started withdrawing their deposits from deposit accounts that Home Capital uses to fund its mortgage lending. That followed allegations that Home Capital misled investors in its disclosures. However, Home Capital agreed last week to settle both the Ontario Securities Commission allegations and a class-action lawsuit. While the investment from Berkshire Hathaway can be seen as a vote of confidence, it is acquiring its shares in Home Capital at

a significant discount from where they are trading today and with certain approvals required. Under the agreement, it will make an initial investment of $153.2 million for 16 million Home Capital shares at a price of $9.55, representing a 19.99 per cent stake in the company, subject to approval by the TSX. Berkshire Hathaway has also agreed to make a second investment of $246.7 million

for nearly 24 million shares at a price of $10.30, which would take its stake in Home Capital to 38.4 per cent, subject to shareholder approval. The Berkshire credit facility will charge a slightly lower interest rate than charged by the Healthcare of Ontario Pension Plan. The interest rate will initially drop to 9.5 per cent and then to 9.0 per cent, after the initial investment closes. HOOPP’s interest rate has been 10 per cent. The Berkshire Hathaway agreement comes a day after Home Capital Group said it was selling $1.2 billion in mortgage assets to KingSett Capital, a private equity firm focused on real estate.
