County repeals mask mandate, island cities adjust By ryan Paice islander reporter
The county face mask mandate didn’t last long without fines for enforcement. Manatee County commissioners voted 4-3 Sept. 29 to rescind and repeal the mandate adopted in July that required people to wear face masks inside businesses when they couldn’t maintain at least 6 feet of social distance and allowed for fines to prevent the spread of the novel coronavirus. Commissioners Vanessa Baugh, Priscilla Trace, Stephen Jonsson and Betsy Benac, who previously supported the mandate, voted to rescind the mandate. Commissioners Carol Whitmore, Misty Servia and Reggie Bellamy opposed the motion. The vote followed Gov. Ron DeSantis’ decision Sept. 25 to issue an emergency order to enter phase 3 of the state’s reopen-

As the weather cools, Holmes Beach is heating up. The city has the lone contested election on Anna Maria Island. Requested mail-in ballots are in hand, and the time has arrived for voters to choose among four candidates to fill two commission seats on the dais. Election Day is Nov. 3. Mayor Judy Titsworth, elected in 2018, is running uncontested and again will assume the mayoral seat.

Holmes Beach City Commission candidates — incumbents Pat Morton and Kim Rash, former Commissioner Rick Hurst and newcomer Jayne Christenson — participated Sept. 30 in a League of Women Voters of Manatee County forum via Zoom. Following candidate introductions, each shared their backgrounds and moderator Alice Newlon, league president, asked several questions, allowing each candidate one minute to answer. Newlon asked what is required to balance the interests of the residents, businesses and tourists in the city. Hurst responded that the city must bring stakeholders together in meetings “to come up with sound, out-of-the-box ideas.� He said the city has established more laws and ordinances through the challenges it faced, rather than speaking with people to find answers. “I think there are better solutions out there than what we’re doing right now,� he

In April, the U.S. Centers for Disease Control and Prevention issued guidance on preventing the spread of the virus, stating that “masks are recommended as a simple barrier to help prevent respiratory droplets from traveling into the air and onto other people when the person wearing the mask coughs, sneezes, talks or raises their voice. This is called source control.� The CDC recommendation is based on what scientists know about the role respiratory droplets play in the spread of the virus that causes COVID-19 paired with evidence showing masks reduce the spray of droplets when worn over the nose and mouth. Morton said the commission does hear from stakeholders, but sometimes people do not like the responses they receive. “I could not do this by myself,� he said. “I rely on my fellow commissioners, as well as listen to our citizens, business people and visitors for solutions.� Rash said visitors to the city must be informed they are staying in a residential community and should be apprised of regulations before or upon arrival. “I think the residents are adjusting to what the difference was 20 years ago,� Rash said. “And I think the residents are educating themselves on how to deal with vacation rentals and find balance.� Christenson also said the issue is “a balancing act between three different types of stakeholders.� “I have a strong business background, which provides me with those tools needed TurN TO HB HOPeFULs, Page 3
