It’s looking like game time.

The National Football League’s Green Week ahead of Super Bowl LV kicked off on Anna Maria Island, where divers cleaned an offshore reef.

Divers from Force Blue — a nonprofit that retrains former special operations veterans and combat divers to assist in marine conservation efforts — removed almost a ton of debris Jan. 25 from the Spanish Rocks Reef offshore of Holmes Beach with the help of NFL Green, the Tampa Bay Super Bowl LV Host Committee, PepsiCo and The Florida Aquarium.

Florida Fish and Wildlife Conservation Commission officials supervised the divers from two vessels and helped haul heavier debris to shore so it could be sorted by volunteers.

Recovered debris included lengths of rope, piles of plastic and stacks of abandoned crab traps with the occasional sea urchin hidden inside and in need of return to the Gulf of Mexico.

The Florida Aquarium and the Hillsborough County School District will repurpose some debris into educational artwork for an exhibit at the aquarium.

Force Blue team member Steve “Deadpool” Grewell, who assisted in organizing and deploying the dive teams, told The Islander that he helped point the cleanup to the island’s shores.

“I actually dove this site last June just having fun, but I saw all the ghost traps, nets and ropes,” Grewell said. “So, I actually scheduled a dive to clean it up last August.”

Infighting leads to admission, blackmail accusation on county dais

George Kruse accused Carol Whitmore Jan. 26 of blackmailing him to influence his votes in an ongoing dispute over Manatee County administration.

Both are elected at-large members of the Manatee County Board of Commissioners.

Kruse, elected in November 2020, leveled the accusation during a board meeting at the Bradenton Area Convention Center in Palmetto.

He read from a prepared statement, admitting to a “short but nonetheless real affair” in 2020 and then alleged that Whitmore knew about the extramarital relationship and set out to manipulate his commission votes by acquiring photographs of him and the other person in the affair in a public place.

“I believe her intention for obtaining the pictures was to use them to manipulate votes on this board.

As my wife knows about it and it is in fact over, the only blackmail she could hope to achieve would be the public embarrassment that would inevitably trickle down to my 11-year-old daughter and my 14-year-old son. This is how far I believe she’d go to retain power and destroy fellow commissioners if she doesn’t get her way,” Kruse said during the meeting, which was broadcast on cable TV and YouTube.

The accusation came during a discussion over a meeting that occurred Jan. 22 between Kruse and Whitmore. The meeting was noticed and did not violate the Sunshine Law. But Kruse said he found the meeting to be inappropriate and followed his accusation of blackmail with a motion to fire county administrator Cheri Coryea, blaming her for scheduling the meeting and calling it a scheme to embarrass him over the affair.

Whitmore, during the Jan. 26 meeting, said she is “an old island hippie” and insisted she does not act with malicious intent or seek to deceive anyone.

Responding to the allegation of blackmail, Whitmore said, “I just want to be very clear, again, for the

said she did not set out to use evidence of Kruse’s affair as leverage.

She also denied Kruse’s accusation that she spread the photos on social media.

The events of the Jan. 26 meeting led the League of Women Voters of Manatee County to issue a call for action.

“The important business of the county is being hobbled by reopening prior discussions on matters of little substance,” the statement read. “Write your commissioners and let them know of your concerns and demand they perform their duties in a constructive, proper and functional manner.”

Whitmore announced she had hired an attorney to represent her with regard to the blackmail threat.

Code compliance, police enforce mask mandate in HB

A new normal has become the standard on AMI. The city of Holmes Beach is enforcing its mask mandate as an influx of visitors flock to the area from other parts of the country.

City officials unanimously voted Jan. 12 to extend the mask ordinance.

“We want everyone to know that wearing a mask has been proven to help,” Holmes Beach Police Chief Bill Tokajer said Jan. 19.

“So we continue to make it mandatory and we continue to rely on our business owners to ensure people are wearing masks.”

The virus spreads through proxTokajer imity with people within 6 feet and public health experts, since last spring, have urged people to wear face coverings and maintain their distance.

Tokajer said code compliance and the police department conduct weekly walkthroughs at city businesses to check that people are complying.

And most are, according to Tokajer.

“If somebody walks into places like Publix or Walgreens without a mask, somebody says something to them and they say, ‘Oh, I’m sorry’ and put the mask on that is offered to them,” he said.

The city first approved an emergency order mandating face coverings when social distancing cannot be maintained, with exceptions, June 25, 2020.

The order was extended as the pandemic continued.

“I think everybody predominantly wants to stay safe and keep themselves healthy as well,” Tokajer said.

“We have been showing our presence throughout the community,” Thomas said. “We stop at all the plazas and businesses.”

He asks business owners to place signs at entries directing people to maintain the U.S. Centers for Disease Control and Prevention guidelines, including stay-

ing 6 feet from people with whom they do not live and wearing a face covering.

He said the city has provided masks to people without their own coverings.

“If we happen to see someone walking into an establishment without a mask, we let them know about our ordinance and offer them a mask,” Thomas said.

“We haven’t had anyone fight us or complain about doing it this way and it has been a great situation for our city. People feel safe.”

The next round of local funding through the Coronavirus Aid, Relief and Economic Security Act is on the way.

Manatee County commissioners unanimously voted Jan. 26 to extend a CARES Act funding agreement with the state through June 30 and request an additional $14.5 million in COVID-19 relief funds for redistribution.

County economic development official Karen Stewart told commissioners the county needed to extend the agreement and submit a spending plan by Feb. 5 to continue receiving relief money.

cine distribution and COVID-19 testing; • $1.25 million to reopen the “Open Safe” grant to provide 250 businesses up to $5,000 for sanitation supplies, personal protective equipment and signage; • $500,000 for a new mortgage assistance program for up to 75 people; • $750,000 for nonprofit food distribution programs to residents; • $4.2 million to reimburse hospitals for losses due to the temporary prohibition of elective services, as well as PPE; • $500,000 to reimburse 100 nonprofits with up to $5,000 for certain pandemic-related expenses; • $1.3 million to help fund the opening of public schools.

Stewart said the plan also included $1 million to help small businesses economically recover from the effects of the pandemic, but the cycle would not include any businesses that already received funding

through the grant program.

“We have served more than 1,000 businesses through the business grants in the first three rounds,” Stewart said. “But there are so many companies who have never been able to complete their application, get through the process and be able to receive the funds.”

“So, we want to make sure they have an opportunity,” she continued.

The county will take applications for funding throughout the month.

Steward added that county staff improved the application and review processes, providing detailed instructions for completing application forms she said many people found confusing.

Rental assistance offered County commissioners also unanimously approved a resolution establishing guidelines to apply for funding through the federal Emergency Rental Assistance Program.

Vaccinated islanders maintain ‘social responsibility’

They all agree they were fortunate.

And each feels a social obligation to protect those who have not been inoculated against the virus, as well as concerns over the effectiveness of the vaccine as variants circulate.

A handful of Holmes Beach residents were among the first locally to receive both doses of the Moderna vaccine — the next step in the fight against the spread of the coronavirus.

“My husband happened to be on the mymanatee. org website the morning they rolled out 300 vaccines,” Zan Fuller said Jan. 28 of the Manatee County website.

“We happened to be among the lucky ones.”

The first rollout occurred Dec. 29, 2020.

“We had the shot the next day,” Fuller said. “I have to say, it went flawlessly.”

She said the car lineup at the county public safety center in Bradenton moved fast, with facilitators assisting the drive-thru process and nurses and others overseeing recipients of the shot during a 15-minute waiting period to watch for reactions.

Two doses — about 28 days apart — are required for the Moderna vaccine to be effective, according to the Department of Health-Manatee County.

Fuller said she and her husband received their second shots Jan. 26.

“There were a lot more people,” Fuller said, adding the location changed to Tom Bennett Park, also in Bradenton. “But it was still very well organized.”

“Even though we’ve been vaccinated, my husband and I would not go anywhere without a mask,” Zan Fuller said. “We must lead by example and stay the course. And it will be even harder to tell what is safe as more people get vaccinated, versus who isn’t.”

Imagine the shock and fury in the Manatee County commission chambers when the Jan. 26 meeting commentary turned to an announcement of an illicit affair, followed by an apology and an accusation of blackmail.

I got a laugh when I saw a reference to the meeting in Joe McClash’s online newsletter.

Writer Dennis “Mitch” Maley referenced the meeting debate had “devolved into an ordeal so sordid you could almost hear fans of the old ‘Jerry Springer Show’ whooping it up on couches from Holmes Beach to Myakka City.

In all honesty, there were enough smears and attrition and erosion of morals to fill Springer’s TV hour, so much that maybe radio host Howard Stern would like to get in on the act.

It was Bradentucky at its finest — or, more properly, its worst. It was a down-and-dirty mud wrestling match — Commissioners George Kruse vs. Carol Whitmore. And it wasn’t pretty.

It was, however, indicative of our political culture.

People seem willing to shout, confront and ride on the nerve edge of caustic national politics. Virus tensions also fall along the political divide and anxiety and fear rise to the forefront.

It’s hard to know if a passing car, honking in traffic, is going to signal “hello” with a wave, or “screw you” with a one-finger gesture. It makes you cringe.

This past week the owner of Ginny’s and Jane E’s Island Bakery, Cafe & Store defended the store on FaceBook after asking for the removal of a caustic, verbally abusive man who refused to wear a mask.

Simply put, people who want to buck the safety guidelines need to go someplace far from Anna Maria Island to put up a fight. That’s not how we do business here. This is the birth of island time, and business operators have the right to refuse service to those not wearing masks.

I don’t know anyone who wouldn’t want their customers and staff to have the very best, safest, cleanest, healthiest experience possible at their business.

We’re struggling through a pandemic — and we can’t risk losing civility.

So don’t put blame on anyone — especially staff — who contracted the virus — it could hardly be deliberate and it is an incredible hardship.

And try to ignore partisan politics at work. Why bring that baggage to AMI? Please, leave the “Proud” message on the hatrack at home and let’s work on preserving civility.

• The Florida Department of Community Affairs ordered a judge to mediate a complaint brought by the Concerned Citizens for Manatee County against the Bradenton City Commission and alleging the city did not follow its comprehensive plan when it approved an 898-unit condominium project on Perico Island.

• The U.S. Army Corps of Engineers asked Manatee County officials to stop issuing dock permits for single-family homes pending the appeal of a lawsuit brought against the Corps by the Save the Manatee Club. A judge upheld the lawsuit, which claimed more docks mean “more boats and more manatees run over and killed by boats.”

• A Manatee County Area Transit spokeswoman said approval of a fare-free island trolley would come from the Florida Department of Transportation within a few weeks, but trolleys wouldn’t be ordered until the DOT approved the project.

Sexual misconduct allegations resurface against island pastor

Concerns over an island pastor’s alleged actions at a former parish in Texas have surfaced in Holmes Beach.

The Islander received a Jan. 26 email from a community member regarding the Rev. Czeslaw “Chester” Domaszewicz’s transfer from the Diocese of Dallas, where allegations of sexual misconduct have been reported for a number of years.

Twins Myrna and Michaela Dartson, 52, allege the priest sexually harassed them when they were young adults attending St. Peter the Apostle Catholic Church in the 1980s, as reported by the Dallas Morning News in 2018.

The Dartson twins accused Domaszewicz of grabbing at their bodies and clothes and making inappropriate and suggestive comments toward them during his 1986-90 tenure at the Dallas church.

The Dartsons reported Domaszewicz’s behavior to the Diocese of Dallas in 1989, but the diocese didn’t investigate the matter until 2002 — and didn’t report

Cleanup volunteers sought

Keep Manatee Beautiful is seeking volunteers for cleanup efforts, including at Coquina Beach in Bradenton Beach.

A beach cleanup is planned for 9-11 a.m. Saturday, Feb. 6, as part of KMB’s “1st Saturday Cleanups.”

The nonprofit will set up a table near the trolley loop at the county park for volunteers to register and get work assignments.

Additional cleanups will take place at other locations throughout the year, including boat ramps, parks and waterfronts.

Island cleanups include Bayfront Park in Anna Maria July 3, Manatee Public Beach in Holmes Beach Nov. 6 and Coquina Beach Dec. 4.

it to law enforcement until the story reached the press in 2018.

By that time, Domaszewicz was at St. Bernard Catholic Church in Holmes Beach. He has been assigned under the Diocese of Venice since 1991.

The Dallas Police Department subsequently opened an investigation into the allegations, prompting the Diocese of Venice to place Domaszewicz on administrative leave while its Dallas counterpart investigated.

Nothing came of the police investigation and Bishop Frank Dewane of the Diocese of Venice wrote a letter dated July 3, 2019, to the St. Bernard Parish clearing Domaszewicz and ending his administrative leave.

“The review board informed me that there was ‘no basis for recommending the priest’s exclusion from the ministry.’ I concur,” Dewane wrote. “Therefore, Father Chester will return to assume his duties as Pastor of St. Bernard Parish.”

He also wrote that Domaszewicz “denied any wrongdoing.”

Domaszewicz did not respond to a Jan. 28 call from The Islander.

He remained listed Jan. 30 as pastor on the diocese

and St. Bernard Church websites.

Dewane’s letter did not provide insight into the investigation and the Diocese of Dallas did not respond to a Jan. 29 call from The Islander asking for details.

The Catholic Church has been accused of knowingly covering up many sexual abuse charges brought against members of its ranks.

To combat those accusations, Catholic leaders in Texas released in 2019 a list of almost 300 clergy members “credibly accused” of sexually abusing children since 1950.

The Diocese of Dallas listed 31 clergy members among those “credibly accused” of sexual abuse.

Domaszewicz was reportedly not included on the list because the Dartson twins were 19 years old — a year older than the cutoff age of 18 — at the time they alleged sexual misconduct.

Diocese of Venice assistant communications director Bob Reddy declined to comment Jan. 29 on the history of sexual abuse in the church.

Center of Anna Maria Island aims to bring back concerts No dates are set but the Center for Anna Maria Island is amped for the Bradenton Area Convention and Visitors Bureau concert series.

A 2020 series ended abruptly in March, with closures due to the coronavirus pandemic.

The center and BACVB still hope to stage concerts featuring “legendary recording stars of the 1970s and ’80s this calendar year,” according to a news release.

Holmes Beach, county continue beach parking discussions

“What is the magic number?”

This was the question asked by Holmes Beach Mayor Judy Titsworth to Manatee County staff about required beach parking to sustain renourishment funding from state and federal agencies.

During a Jan. 26 city commission meeting, Titsworth told commissioners she met the week prior with Cheri Coryea, county administrator, and Charlie Hunsicker, county parks and natural resources director, to discuss concerns about on-street parking reductions that could affect beach renourishment funding.

“It was a very friendly, great meeting,” Titsworth said. “I was able to tell them what our real concerns were.” She said the county asked for an additional 750 spots “to bring it back closer to what it was.”

In late April 2020, Holmes Beach commissioners agreed to a plan proposed by Titsworth and Police Chief Bill Tokajer that involved removing more than 1,000 on-street parking spaces to help with resident complaints of noise, trash and parking problems caused by a daily influx of day-trippers.

Additionally, Anna Maria and Bradenton Beach officials reduced on-street parking.

When Holmes Beach reduced on-street parking, Titsworth and Tokajer met with Hunsicker and Coryea to discuss renourishment parking — a requirement for multimillion-dollar state and federal funding to replenish eroded beaches — and settled on 500 spaces when 378 were required.

However, Hunsicker said in December 2020 that the city must include more parking near beach access points to qualify for funding.

Titsworth said she told the duo that if the county persisted in endorsing public beaches in Holmes Beach, it should consider infrastructure.

She said holiday weekends lead to excessive traffic and crime.

“I said you can’t continue to push them down into residential neighborhoods,” Titsworth said, citing St. Petersburg, which has open and permit parking in residential neighborhoods.

Holmes Beach commissioners approved a “parking by permit only zone” in July 2020.

HB commissioner appointed league president

Hard work pays off.

During a Jan. 26 city commission meeting, Holmes Beach Commission Chair Jim Kihm, who serves as the city’s legislative delegate to the ManaSota League of Cities, said he was appointed league president in January.

“It couldn’t have happened to a better man,” Titsworth said. “You are doing a great job there.”

The ManaSota League of Cities comprises nine

members, each representing one of the nine municipalities in Manatee and Sarasota counties. Members meet bimonthly to discuss issues affecting the cities and the protection of home rule.

He said the league is working on legislative support for home rule, short-term rentals and water and air quality in the 2021 session that begins March 2.

“Those are the league’s priorities and I think that meshes very well with the city of Holmes Beach,” Kihm said.

Kihm was elected to the city commission in 2017 and reelected in 2019, when he was appointed chair.

“We had a great discussion. Unfortunately, they hit a wall, although it was a kind wall,” Titsworth said.

“I want to have a really good relationship with them.

But they need to come up with other options instead of spreading it into our neighborhoods.”

Improvements schedule oK’d

City commissioners Jan. 26 unanimously approved the second public hearing and final reading of a 5-year schedule of capital improvements in line with the city’s comprehensive plan.

The city must annually update its schedule of capital improvements, and an updated stormwater improvements schedule also was included in the plan.

City planner Bill Brisson said the city is required by the state to include the Manatee County School District’s school capacity-program, adopted each year by the school board.

Both the CIP and school district elements must be consistent with state law and the city’s comp plan.

The city must submit the plan for review by the Florida Department of Community Affairs.

Holmes Beach rolls toward ‘boots’ for multiple violations

Others were made for locking.

Holmes Beach city commissioners Jan. 26 unanimously approved the first reading of an ordinance to use wheel-locking devices — also referred to as “boots” — on automobiles owned by repeat parking violators who have not paid fines.

The city already used the devices for illegally parked golf carts, as those vehicles are not registered, so tickets could not be issued to owners.

Previously, Police Chief Bill Tokajer said there are about 25 people with multiple unpaid city parking violations. He said the ordinance does not allow HBPD to take further action until someone has received 10 tickets.

He recommended Jan. 26 that the city charge $50 to remove a boot.

The city’s parking ticket system program notifies an officer if someone has more than one ticket. Officers could place the device on a vehicle that has been ticketed more than three times. The device would be

removed after the fine is paid, Tokajer said.

City attorney Patricia Petruff asked Tokajer to clarify if someone with three or more tickets — paid or unpaid — would get booted.

Tokajer said the ordinance should only stand for people with unpaid tickets.

“Our intent is if they have unpaid tickets, three or more, then we boot them,” he said.

Petruff said the ordinance should be amended to include the violator has “three unpaid tickets or he has, for whatever reason, refused to appear before the special magistrate.”

The special magistrate is an attorney hired by the city to resolve code disputes and set fines.

In November 2020, the commission agreed the measure should be retroactive to Jan. 1, 2020, to include people who have incurred multiple violations.

The second public hearing and final reading will be at the city commission meeting at 6 p.m. Tuesday, Feb. 9, with Zoom teleconferencing instructions provided on the meeting agenda, which will be posted to the city website at holmesbeachfl.org.

Sun to rise on Easter service

Even when times are tough, the sun rises.

Holmes Beach commissioners Jan. 26 agreed to Bradenton Beach Mayor John Chappie’s proposal for the Kiwanis Club of Anna Maria Island’s annual Easter Sunrise Service at about 6:30 a.m. Sunday, April 4, at the Manatee Public Beach, 4000 Gulf Drive.

A motion for a temporary use permit was approved 4-1, with Holmes Beach Commission Chair Jim Kihm voting “nay.”

Stipulations — including social distancing of 6 feet, face coverings, temperature checks and set points of entry — were included in the approval.

The annual service draws more Chappie than 1,000 people to the beach. And, with the exception of 2020, due to concerns over the spread of the novel coronavirus, this will be the 57th year for the service.

“We understand either way you would go,” Chappie began his presentation. “We are living in a different time now.”

He said U.S. Centers for Disease Control and Prevention guidelines would be maintained.

Donations from the event help to award scholarships and benefit island churches.

Commissioner Carol Soustek said she agreed with the event as long as people monitor and follow CDC guidelines.

“This is very, very spiritual,” she said. “I think it is very moving and it would be very good for people to go to it.”

Chappie said volunteers from Kiwanis would help with social distancing and masks.

Commissioner Terry Schaefer asked if police assistance or cleanup would be required. Chappie said, “no,” that people clean up after themselves, volunteers help out and previously there were no problems.

Holmes Beach Police Chief Tokajer agreed.

He said officers could cover the event and enforce social distancing and masks as people arrive — from appointed entryways and from the beach.

However, Kihm said he could not support the event due to concerns over the pandemic.

“I hate to be the bucket of cold water,” he said, adding that he attended the event seven years in a row, but felt this year it could lead to further spread of the virus.

He said the county is rolling out its vaccination program and many people remain vulnerable.

“I think it important that we conduct this,” Schaefer said. “I think there is a real appetite throughout our community to return to functions that are meaningful and safely conducted.”

Mayor Judy Titsworth said she supported the event.

“I think it’s important right now,” she said.

Commissioner Kim Rash said an outdoor service could help eliminate crowding inside churches, helping lessen the spread of COVID-19. Some island churches are conducting in-person worship but with restrictions on attendance, including reservations.

Basket benefit at St. B

The Women’s Guild at St. Bernard Catholic Church canceled its annual fashion show due to the coronavirus pandemic but the group is celebrating with a new seasonal fundraiser.

The guild is selling raffle tickets for the “Valentine’s Basket Bonanza,” which features baskets filled with gifts and goodies. Each basket is valued at $100 or more.

Tickets can be purchased following Mass through Feb. 14 at the church, 248 S. Harbor Drive, Holmes Beach.

The baskets will be raffled at noon Sunday, Feb. 14.

While Kihm promoted temperature checks at entries, he said it is too soon to hold such a large gathering.

“There is a risk there and that is just not something that I am comfortable in supporting at this time,” Kihm said. “It’s a great event, but, personally, I have reservations about it. My opinion is, it’s going to be a mass gathering. And even though you ask people to maintain social distancing, when they’re approaching the venue, I’m not sure how many people are really cognizant of how close they should get to any other person.”

fISH stymied, seeking revenue to replace festival income

Time to get creative.

Members of the Florida Institute for Saltwater Heritage — a nonprofit group focused on maintaining Cortez’ commercial fishing culture — met Jan. 18 to brainstorm fundraising ideas in the wake of the Cortez Commercial Fishing Festival’s cancellation.

Ideas included a boat raffle, T-shirt sales and ad campaigns.

The festival usually takes place in February but was called off due to the coronavirus pandemic. The proceeds from the annual event are FISH’s primary source of income.

The group has enough funding to cover its overhead this year, as well as put on the 2022 festival, said FISH board member Jane von Hahmann.

However, the group could find itself in a difficult situation if the money is exhausted.

“We have the funds to do the festival again, but we don’t even know what our festival will look like the next time it happens,” von Hahmann said. “There is an arduous COVID festival process — masks, social distancing, transportation. And all of our volunteers are older. So what happens to our workforce? We want to protect them.”

Inclement weather also poses a threat to festival profitability and has led to lean budgetary cycles.

With such uncertainty, FISH is motivated to pull in whatever revenue it can in 2021.

Von Hahmann said the group plans to increase community outreach and develop online donations.

In years past, festival revenue facilitated the purchase of land for creation of a 100-acre preserve east of the fishing village. A piece of the budgetary equation is paying off the mortgage on the “doughnut hole,” land in the center of the preserve that FISH acquired separately in 2016.

FISH also must pay down the mortgage on Fishermen’s Hall — a former church the group uses for meetings, office space and rental space for weddings and other events at 4515 124th St. W. Another major expense is the insurance on the hall and the preserve.

FISH relies on donations, volunteers and fiscal responsibility to operate.

“We don’t have a single paid person, no paid staff,” von Hahmann said. “It’s the only thing that’s allowed us to stay alive.”

for 2021 expenses and the next festival will come from a reserve fund.

FISH’s focus is to protect the preserve, a site that has bordered an important fishery for hundreds of years. The site was threatened by development until the group intervened.

FISH recording secretary Karen Bell estimated about 40% of residents south of Cortez Road in the village rely on commercial fishing. For them, development would have been devastating, as preservation means more fish in Sarasota Bay. “The preserve is one of the few remaining mangrove forests left in Sarasota Bay,” said Bell, who owns AP Bell Fish Co., Star Fish Co. Market and Restaurant and a share of Tide Tables Restaurant. “There are 70 acres of mangrove that protect juvenile fish. So it’s really important to the bay and to the Gulf as a whole.”

Since making the final payment on the preserve in 2005, FISH’s main priority has been restoring the land to its natural state.

Securing funds for the project has been a long and tedious battle, said von Hahmann.

of land — things like land contouring, cutting new channels, removing mosquito ditches and construction waste,” von Hahmann said. “We’re environmental, we’re taking care of land. And that’s harder to get funded.”

To achieve restoration goals, FISH has partnered with the Florida Fish and Wildlife Conservation Commission, National Oceanic and Atmospheric Administration, Sarasota Bay Estuary Program, Southwest Florida Water Management District and Manatee County government.

Though there is uncertainty about revenue sources, von Hahmann is confident FISH will find a way.

“As a village that has been around for 135 years, we Cortezians definitely know how to persevere,” she said.

The preserve can be accessed from two locations.

There is a pedestrian path from the Cortez Cultural Center, 11655 Cortez Road. Or visitors can park in the lot adjacent to Cortez Kitchen and cross a foot bridge on foot at the south end of 119th Street West.

Restaurateur appointed as college trustee Gov. Ron DeSantis has announced the appointment of Anna Maria Oyster Bar owner John Horne of Bradenton to the State College of Florida-Manatee-Sarasota District Board of Trustees.

The appointment is subject to confirmation by the Florida Senate.

Horne is president of the AMOB restaurant group, which he’s operated since 1996. One of the restaurants is in Bradenton Beach on the Historic Bridge Street Pier.

Horne, according to a news release, also is a leader of the Florida Restaurant and Lodging Association and member of Leadership Florida and the Manatee Chamber of Commerce.

He earned his bachelor’s degree in administrative management from Clemson University.

‘Hybrid meetings’ in HB to minimize virus risk

Seats were filled on the Holmes Beach dais for the first time since March 2020.

But most of city hall was empty Jan. 26, except for some staff members.

Gov. Ron DeSantis’ executive order allowing electronic meetings expired Oct. 31, 2020, leading to a change for the city.

At the Jan. 26 city commission meeting, Chair Jim Kihm said a “recent legal opinion” stated that the governor requires a quorum present in city hall for meetings to take place.

He said if a commissioner has a health concern that would limit attendance in chambers, that is OK, but a quorum of at least three people must be present for a meeting to be conducted.

Kihm said future meetings will be “hybrid,” with staff and commissioners in chambers and others participating via Zoom technology.

Previously, meetings were held via Zoom, with no one attending at city hall.

Temperatures were taken Jan. 26 for each person present and Kihm asked people not speaking to wear masks.

Also, commissioners maintained 6 feet of separation, according to social distancing guidelines from the U.S. Centers for Disease Control and Prevention.

CoVID test at AM city hall interrupts business

Business at Anna Maria City Hall was anything but usual Jan. 26 after an employee notified Mayor Dan Murphy of a positive COVID-19 test.

The employee, who had been out of work for five days, notified Murphy the evening of Jan. 25, the mayor said Jan. 27 during a phone call with The Islander. To protect the employee’s privacy, Murphy declined to release identifying information.

The mayor instructed employees who had been in contact with the virus-infected employee not to return to city hall without proof of a negative COVID-19 test.

Included among the contacts at city hall was Murphy. All tested negative and returned to work between late-morning and early-afternoon Jan. 26, the mayor reported.

“I think we took the appropriate actions quickly,” Murphy said.

Additionally, a historic preservation board meeting scheduled for 10 a.m. Jan. 26 was canceled as a precaution. That meeting had not been rescheduled

by The Islander press time.

This was the first known case of an employee at city hall testing positive and Murphy said he’s certain the virus was not contracted at work.

“We have kept vigilance up and that’s probably why this was the first case,” the mayor said.

City hall remains open for business by appointment only and for scheduled meetings. The doors are locked, requiring a visitor to be let in by an employee — and then only after a temperature screening.

Additionally, all areas of the building are sanitized daily and, in compliance with a city mandate, face masks are required to be worn at all times.

Trawler fuel tank missing, cleanup continues Cleanup continues on the wreckage of a shrimp trawler that sank Jan. 8 a couple of miles offshore of Anna Maria Island.

A critical piece of the ship is missing.

Tarpon Springs-based Florida Dredge and Dock and Palmetto-based DiveCom Marine recovered all but one diesel fuel tank from the Warrior, a trawler owned by the Tampa-based Versaggi Shrimp Corp., according to insurance adjuster Arthur “Art” Whiting from Harden Marine Associates of Tampa.

Whiting told The Islander Jan. 26 the first steps in clearing the wreckage were to minimize pollution by containing spills and recovering tanks.

However, after failing to find the last tank after weeks of searching, Florida Dredge and Dock’s barge returned to Tarpon Springs the week of Jan. 18 to reconfigure its load to best salvage valuable equipment from the vessel’s sunken hull.

“We’ve shifted from the search phase to the recovery phase,” Whiting said. “Most of the operation now is going to focus on the removal of the wreck at the main site and the recovery of items that have been tagged by the dive team.”

He said the barge was set to wait out a storm front in Tarpon Springs and would return to salvaging the wreckage the first week in February.

In the meantime, Whiting said there is a contingency plan for the recovery of the final fuel tank.

“Basically, if someone starts smelling diesel fuel or sees a plume or the tank, then we’ll come down and capture that,” Whiting said.

The wreckage cleanup and recovery efforts have been supervised by the U.S. Coast Guard.

The person, a repeat violator, was given a notice to appear and issued a trespass warning. Shortly after, the officer saw the person camping nearby. The individual was arrested and transported to the Manatee County jail.

Anna Maria magistrate levies fines

Anna Maria’s special magistrate issued fines in three code enforcement cases Jan. 28 at city hall.

The magistrate’s agenda included review of four alleged vacation rental violations. One case was postponed and three cases proceeded with violations. None of the parties were present.

Jennifer Fulmer of Tampa owns 302 Gulf Blvd., which Stephanie Janney, city code enforcement officer, said is being used as a vacation rental.

Janney said Fulmer did not pay a $412.08 annual fee or file registration renewal paperwork in compliance with a March 2020 email from the city to rental property owners and management companies.

Also, Fulmer failed to respond to a notice sent last July, neglected to schedule an annual inspection and did not provide an exterior sketch of the rental property, all required by city code.

The Fulmer case was on the agenda Oct. 29, 2020, when it was postponed to Jan. 28.

Fulmer did not attend and did not respond to two certified letters from the city.

Special Magistrate Gerald T. Buhr ordered Fulmer to pay the outstanding vacation rental fee, as well as a $150 administrative fee.

He gave Fulmer three business days to comply or face a $250 daily fine until compliance and be consid-

ered a repeat offender for future violations.

Stephen Houghton Hays is the owner of 8710 Gulf Drive, a property managed by Duncan Real Estate, according to city records.

Hays also was scheduled to appear in October 2020 at a hearing for failure to renew his rental registration and schedule an inspection.

Janney said Hays renewed the property registration and paid the fee in October. He scheduled an inspection but canceled the appointment.

Buhr ordered Hays to pay a $150 administrative fee within three business days. Failure to do so would incur a $100 daily fine and Hays would be considered a repeat offender for future violations.

In the third case, Janney said Ronald Jay Lewis and Carolyn Jean Lewis, owners of 227 Willow Ave., failed to renew their rental registration and schedule an annual inspection.

A certified letter sent to the couple’s Lakeland address was returned and there was no response to an email sent to the address they previously provided.

A $150 administrative fee and order to comply within three days was issued by Buhr, along with the threat of a $250 daily fine if they failed to comply.

Buhr also upheld fines for two violations issued to motorists who had failed to park with all four tires off the pavement as required by city code except where marked.

Anna Maria explores potential charter amendment

The next review of Anna Maria’s city charter may come two years ahead of schedule.

City commissioners Jan. 28 discussed possibly amending the charter via ballot initiative during the next general election to require special elections to fill vacancies for elected official posts.

The charter is akin to a constitution for the municipal government.

The mayor appoints a commission of five residents to review the document every five years. The most recent charter review was conducted in 2018.

However, Commissioner Jon Crane sparked the conversation at a recent meeting when he called for the city to implement special elections to fill vacancies instead of relying on commission appointments.

Several commissioners have been appointed to the board in recent years, including Amy Tripp, Doris “Deanie” Sebring, Joe Muscatello and Mark Short.

Crane, who ran unopposed for his seat, said the appointment process deprives citizens of a vote for their representatives. He said the city should amend the charter to require special elections to fill any vacancy

with a remaining term longer than six months.

If a commissioner leaves a post within six months of a term’s expiration, the commission would appoint a successor.

Short, who served on the last charter review commission, said the review board did not discuss changes to the manner in which the city fills vacancies.

City attorney Becky Vose said the city could make the change via ordinance and a ballot initiative in the next city election, leaving approval to the electorate.

She offered to draft an initiative to discuss at the city’s next meeting at 2 p.m. Thursday, Feb. 11, at city hall, 10005 Gulf Drive.

In other matters …

The city commission also: • Held first readings for two ordinances that would prohibit certain vehicles on beaches and require property owners to give neighbors notice of upcoming construction work; • Unanimously approved a resolution establishing 2021 registration fees for vacation rentals; • Discussed enforcement measures to combat increasing complaints about dogs on the beaches.

officials cut ribbon, release redfish at preserve celebration

Here’s an example of bigger is better.

The Manatee County Parks and Natural Resources Department celebrated the completion of the Robinson Expansion Habitat Restoration Project Jan. 29 with ribbon-cutting ceremonies for the Canopy Zone — a rope playground — and the release of 2,000 juvenile redfish into preserve waters.

Parks and natural resources director Charlie Hunsicker led the ceremonies.

Manatee County commissioners, including George Kruse, Carol Whitmore, Reggie Bellamy and James Satcher, attended, as did state Rep. Will Robinson, R-Bradenton.

The preserve is named for Robinson’s father, Bill, who died in January 2020. Among his accomplishments, Bill Robinson Sr. is credited with a role in the establishment in 2008 of Robinson Preserve, where he owned hundreds of acres of farmland that were destined for a golf club and residential development.

At the first ceremony, Kruse gave opening remarks and cut the ribbon.

“Robinson Preserve is … a testament to how much we in Manatee County care about our quality of life, care about our environment and care about the preservation of our land,” he said.

Plaques were handed to those involved with the project, including employees of Stantec, the engineering services company that assisted with environmental construction and designed the Canopy Zone.

At the second ceremony, Damon Moore, parks and natural resources division manager of ecological and marine resources, spoke about the partnerships behind the project.

“That’s what allowed this landscape to change” he said, adding that growing fish supports the ecosystem and the economy.

Robinson cut the second ribbon.

After speeches about the restocking effort from Coastal Conservation Association executive director Brian Gorski and Duke Energy Florida vice president of government and community relations Melissa Seixas, Robinson and his children walked with Seixas to the water to release the first redfish.

From there, volunteers from CCA scooped fish from the tanks into bags and kids carried the bags to the water.

The $5.65 million, 135-acre project began in 2012.

Weeks before kickoff, a whole lot of Super Bowl action took place in Tampa Bay. The Chiefs will take on the Buccaneers in Super Bowl LV at Raymond James Stadium Sunday, Feb. 7, and the NFL fielded volunteer teams in Tampa Bay weeks ahead of the big game, including on Anna Maria Island.

The week beginning Jan. 25, the NFL launched Green Week, a partnership with the Buccaneers, the Tampa Neff Bay Super Bowl LV Host Committee and a host of corporations and community groups to promote environmental awareness and stewardship.

The first of the Green Week efforts took place Jan. 25 on Anna Maria Island, just offshore and slightly south of the Manatee Public Beach at the Spanish Rocks Reef.

The effort brought together divers who retrieved marine debris and discarded fishing gear from the waters in and around the reef and spread a message: About 640,000 tons of fishing gear is lost in the oceans each year, creating dangers for marine life.

The marine debris retrieved from the reef was to be sorted for disposal or repurposing, including incorporating some of the items into artwork for The Florida Aquarium.

Elsewhere in Florida, the NFL Green teams worked nature.

Enhancing redfish stocks

The juvenile redfish released at the preserve were reared in Citrus County at Duke Energy’s Crystal River Mariculture Center, a marine hatchery that has cultivated and released more than 4.1 million fish and crustaceans into the Gulf of Mexico since 1991.

Including those released at Robinson Preserve, the Coastal Conservation Association and Duke Energy have sponsored the introduction of 38,000 juvenile redfish into Gulf tributaries to rebuild the species’ population following red tide events in recent years.

By selecting dozens of Gulf redfish for breeding stock, biologists ensure their offspring are genetically diverse and native to the waters they will inhabit.

The goal is to kickstart the spawning cycle, according to Florida Fish and Wildlife Conservation Commission biologist Corey Anderson.

“We hope some of these fish become big enough to head out to the Gulf to spawn,” Anderson said. “Their eggs will drift back inshore and the cycle will begin again.”

Continuing the work, the NFL also plans to partner on an effort in the Withlacoochee State Forest in Brooksville, planting 5,500 trees — 100 for each Super Bowl. The reforestation will help restore the natural longleaf pine, sandhill ecosystem in a treasured place — one of the World Wildlife Fund’s “10 Coolest Places You’ve Never Been in North America.”

Young gymnast flies high, heads to state championships

Here’s something to flip out about.

Gymnast Isabel Stasny recorded the highest score of any level 4 competitor at the Sand Dollar Invitational meet in Orlando Jan. 24. Her next stop is the Spring Florida USA Level 1-5 Gymnastics State Championship in Wesley Chapel on Feb. 6.

Isabel is the daughter of teacher Rebekka and charter Capt. Danny Stasny, The Islander fishing reporter.

They live in Bradenton.

Isabel, 10, has been practicing gymnastics for about five years.

“I think she was 5 or 6 when she went to a birthday party and was playing around on gym equipment,” Rebekka Stasny said. “They asked if she had done gymnastics before and we had never thought of it, but she has always been a natural gymnast.”

In 2018, Isabel began training for competition at Lakewood Ranch Gymnastics, where she practices four times a week.

Isabel competes on a compulsory team with six other girls. In compulsory gymnastics, every athlete must complete a standardized routine in four events: the bars, beam, floor and vault.

This form of competition is tougher, according to LWRG compulsory director Caroline Fratto, who is one of Isabel’s coaches.

“When everyone is doing the exact same routine, you can’t hide your weaknesses,” Fratto said.

Of all the events, Isabel says the bars are her favorite: “I like the bars because I think I have a lot of power

and I’m able to do more things. And I like swinging on them.”

That power paid off in a big way at the Sand Dollar Invitational, where she scored a 38.375 out of 40 points.

“Izzy had a great meet,” Fratto said. “Her vault was one of the best she’s done all year. She has a lot of power, and it’s hard to be powerful but look controlled.

But she’s improving and working on that.”

The invitational is a statewide meet and Isabel’s performance bodes well for her chances at the state championships, where she will compete against about

“I’m excited because I’ve been working hard all year long and now I can show what I’ve been doing,” she said.

Isabel’s participation in gymnastics has led to benefits outside the sport.

“I feel like gymnastics can help with school,” she said. “Once you get to know your coach, you can discuss things, and once you get to know your teacher, it’s the same thing.”

Gymnastics also taught her how to be resilient.

“In school, you can’t just say, ‘Oh, I’m not going to do this.’” Isabel said. “That rule also applies to the gym. Even if you’re hurt somewhere, if you have a bruise, you still have to push through and do the skills.”

Fish between cold fronts for inshore, offshore pelagic bounty

Anna Maria Island anglers will find the fishing good between cold fronts.

On calm days, venturing into the Gulf of Mexico provides great action for a variety of species.

Fishing around structure — reefs, wrecks and ledges — can yield many Key West grunts, as well as sheepshead, flounder, mangrove snapper and hogfish.

Stasny You also can count on some porgies and many catch-and-release gag grouper to come to the party.

Live shrimp on a bottom rig is resulting in steady action.

And, if you’re in the right area, you might see a bite on every drop, a bite that has fish fry written all over it. The sheer abundance of fish coming to the hook can result in a bountiful harvest.

If you want to stay closer to shore, you’ll find action along the island beaches.

Casting pompano jigs tipped with fresh-cut pieces of live shrimp yields the action. Pompano — the targeted species — are being caught with some regularity.

Mixed in are whiting, black drum and sheepshead.

And, if there are any jack crevalle or ladyfish in the vicinity, you’ll be hooking into them — they can’t resist a jig.

Also, if fishing the flats in the back country areas is your passion, try drifting over the deeper grass flats of Sarasota Bay. Small jigs tipped with shrimp are attracting pompano and juvenile permit that lurk and feed in the grass.

You’ll also encounter jacks, bluefish and Spanish mackerel.

Plus, if you’re lucky, you’ll stumble across large concentrations of catch-and-release spotted seatrout.

The fish love to bunch up in the sandy potholes found on the deeper flats. If you find them, there’s a good chance you’re going to find a bunch. If you hook into a couple, then quickly and quietly drop anchor and work the area.

The team of Eric Lawson, Scott Mitchell, Bill Shuman and Mike Schroeder matched the 2-over-par 34 carded by Ken Butler, Al Carr, Hoyt Miller and John Purcell to finish in a tie for second place.

Meanwhile, center sports on hold The outdoor sport leagues at the Center of Anna Maria Island in Anna Maria were pushed back a week to give the fields a rest and a chance for some newly sown rye seed to take root.

Youth football was to resume Feb. 2, followed Feb. 3 by adult soccer and adult football.

He wanted a big jack crevalle on his fly for his 85th birthday on Jan. 26. “Luckily, we were able to make it happen!” said his guide, Capt. David White of Anna Maria Charters. Meserve caught the jack on a Clouser minnow, an artificial fly, in Tampa Bay.

I’m seeing Key West grunts, sheepshead, flounder, porgies and hogfish reeled up by my clients, as well as numerous catch-and-release gag grouper about 15-20 inches.

Moving inshore along the Gulf beaches, I’m finding good action on permit, whiting and sheepshead.

All three species are being caught in the same areas.

So you never know what’s going to grab your bait.

Lastly, I’m catching catch-and-release redfish around residential docks. The bite is occurring during the coldest days of the fronts. It’s a great way to duck out of the wind and get a bite.

On days when the seas are calm, Capt. Jason Stock is venturing offshore with clients where bottom fishing with live shrimp or live shiners is resulting in numerous hookups on mangrove snapper. Some lucky anglers are hooking into snapper up to 9 pounds.

Other catches offshore include limits of red grouper, as well as hogfish. While targeting the red grouper, Stock is seeing an occasional true black grouper — an exciting catch.

Meanwhile, Capt. Aaron Lowman is working the nearshore ledges and other structure in the Gulf of Mexico.

Using live shrimp as bait, Lowman is seeing a variety of species being reeled up, including Key West grunts, mangrove snapper, hogfish, porgies and catchand-release gag grouper.

In areas about 3 miles out from shore, Lowman is putting clients on tripletail when they come up on any sort of floating debris.

On windier days, when fishing in the Gulf is futile,

Lowman is finding action in the canals around residential docks. Casting live shrimp is yielding sheepshead, black drum and catch-and-release redfish.

Capt. David White is guiding trips to the Manatee River.

Live shiners as bait are attracting slot and overslot catch-and-release snook. The bite occurs on the warmest days between the cold fronts.

While on the river, White also is finding large jack crevalle taking anything put in front of them. This gives him a chance to put fly-fishing clients on the schools.

The 10-15 pound jacks will put the most experienced fly fishers to the test.

White also has been plying the waters of Tampa Bay, where sheepshead, black drum and catch-andrelease redfish round out the bite for his clients. Live shrimp is the bait of choice, although some of the reds are coming to the fly rod.

Hamilton Brown at the Rod & Reel Pier says sheepshead are the primary bite in Tampa Bay at the north tip of the island.

With strong winds and choppy conditions, the sheepies are really on the feed. The bite presents a great opportunity for those who want to fish, but can’t get out in a boat due to rough conditions in Tampa Bay. What’s better is the sheepshead really turn on when it’s cold and rough. For bait, live shrimp, fiddler crabs and sand fleas are working well. Mixed in with the sheepies are some black drum and whiting.

Chamber steers trolley money to nonprofits

And the winner is ....

The Anna Maria Island Chamber of Commerce drove its trolley campaign over rough terrain in 2020, but generated enough revenue to help some community groups.

Nine nonprofits got a boost during a chamber celebration in Cortez Jan. 28, receiving Save the Trolley Giving Back Program grants.

The grants totaled $23,531, an amount chamber president Terri Kinder said was less than the 2020 awards due to the coronavirus pandemic. The chamber did not disclose the amount of individual grants.

The grant funding comes from advertising sales — signs on the fare-free trolleys — operated by Manatee County Area Transit.

Through a contract with the county, the chamber runs the ad campaign to make up a budget shortfall and keep the trolleys operating.

At the end of the county fiscal year, which is Sept.

30, the overage in revenue from the ad campaign is set aside for awards to nonprofits.

In 2020, MCAT recorded more than 311,000 riders on the trolleys. However, there were months, due to the pandemic, when operations were curbed, which reduced ad revenue.

Still, there was funding for nonprofits that also faced obstacles during the health crisis. The chamber announced the grants during a networking event at the Seafood Shack in Cortez, including: • The Anna Maria Island Concert Chorus and Orchestra will use its grant to hire a soloist;

• The Anna Maria Island Historical Society will landscape its museum grounds, 402 Pine Ave., Anna Maria; • The Anna Maria Island Privateers will promote scholarship fundraising with an updated website and marketing tools; • The Artists’ Guild of Anna Maria Island will use funds for gallery renovations; • The Kiwanis Club of Anna Maria Island will sponsor an Easter Sunrise service; • The Rotary Club of Anna Maria Island will fund an ongoing Anna Maria Elementary Peace, Conflict Resolution and Good Citizenship program; • And the Center of Anna Maria Island plans to promote cleaner waters around AMI. Representatives from the above nonprofits attended the celebration. The chamber also awarded grants to All Island Denominations and the Anna Maria Island Art League.

Chamber board member Karen LaPensee said AID will use its grant money to fund a summer food program and provide holiday meals to those in need.

She said AMIAL will use its grant for virtual programming and an updated website.

Since the first trolley grant was awarded in January 2014, the chamber has presented $398,000 to nonprofits, Kinder said.

She declined to disclose how many applicants sought grants in the latest round of funding.

2 new to tourist council

The Manatee County Tourist Development Council was set to meet Feb. 1 with new members — and less island representation.

County commissioners Jan. 26 appointed Rahul Patel, owner of Ellenton’s Red Roof Inn, along with Bradenton Mayor Gene Brown to fill two vacancies on the TDC. As the county’s largest municipality, a seat on the TDC is guaranteed for Bradenton’s mayor or other city elected official appointed by the mayor.

The seat Patel filled is reserved for an owner or general manager of a hotel or motel short-term accommodation subject to the county’s 5% resort tax.

The seat previously was held by Barbara Baker

Patel was selected from a field of five “great candidates” to provide “geographical balance” to a board with an already strong Anna Maria Island representation, Elliott Falcione said Jan. 26 during a phone call with The Islander. Falcione is the executive director of the Bradenton Area Convention and Visitors Bureau.

A TDC meeting was to be at the Bradenton Area Convention Center, 1 Haben Blvd., Palmetto, as The Islander went to press.

Agenda items for the meeting included a 2020 social media recap and state of tourism report.

Additionally, Falcione was to request council sponsorship for a PGA tournament in east Manatee.

The next TDC meeting will be at 9 a.m. Monday, April 19, at the Bradenton Area Convention Center.
