IR. Francis Xavier Jacob is a Senior Analyst with the Energy Commission of Malaysia. His immediate last post was as the Director of Energy Management and Industry Development in the Commission. He has been with the Commission and the then Department Of Electricity And Gas Supply since 1991. The Commission, among other things, regulates the electricity and piped gas industries in Malaysia

Prior to this, he was with the Public Works Department Malaysia, where he was involved with the design and project management of public electrical installations. He was also, for some time, involved in the maintenance aspects of these installations.

The focus of the company is predominantly the management of electrical infrastructure assets. Initially, from where we came, the public electricity providers, the distribution network operators were most of our customers. Now, we also do things in the water and gas industries, applying the same techniques for investment appraisals...and we work in the rail industry and the petrochemical industry too, predominantly with the condition assessment tools that we produce. So our offering is about 1/3 products, 1/3 technical services, and 1/3 technical consultancy.

Q:

They’re looking at a much larger reduction than the 20% they’ve committed to. That is driving many initiatives in the energy sector. There are lots of initiatives in place to replace heating by oil and gas, and lots of studies are being done to incentivise and to understand how to get those into the market place to reduce the hydrocarbon burden. There are lots of projects going on to understand the use of electric vehicles, to try to incentivise the use of electric vehicles and there are subsidies avaialble for the purchase of such.

It is to reduce the carbon burn. Essentially the drivers are mostly the government, which is putting things in place. But through one of our projects, the electric government project,

Yes, there is. And we’ve managed to engage them in a very different way. Our project aim, when we started out, was to have a number of clusters of electric vehicles on the same low voltage feeder, i.e. getting people who live in a community together, all wanting to have electric vehicles.

No, but I can understand why you might think that because electric vehicles could cause problems on the low voltage network. The reason why we’re wanting to do it is to demonstrate a patented technology that EA has produced, which enables connecting electric vehicles and charging them under the existing low-voltage network, without having overloads. That’s part of the trial that we’re doing. We believe that for these people, most of the charging will be done when the vehicles at home at night. That’s when the max load will take place.

So it’s the range-anxiety that causes people to charge more frequently than they actually need to. What research has shown is that for most people, a single charge a day is perfectly adequate.

Yes. So there’s an education process that comes from how we managed to get so many people for our clusters. Currently we’ve got 2,000 people interested and we’ve got the potential for 60 clusters. The problem now, is that the project can only have a maximum 10 clusters. When we went for the project, many people felt we wouldn’t manage to get the clusters because other people and big companies had tried and couldn’t quite do it. For example,

We are partners. They provide the electric vehicles. Well, they are selling the electric vehicles to a leasing provider. This is all being done as a commercial operation. There’s a little subsidy is provided very much as a commercial proposition.

Here’s a question: Why would Nissan, a big multi-national car manufacturer, want to work with EA Technology, a small company in the northwest of England? Again, we used social media. We wanted to talk to, we found where they were going for conferences, engaged their interests and discussed things directly with them at the conferences. Soon after, we became partners.

Q:

Sure. It is half a billion pounds in value, to be expended carbon technologies on electricity networks.

Distribution network operators all over the world want to keep the lights on. They don’t like things that cause the lights to fail. Those that are regulated get penalised, so they’re incentivised to make sure it doesn’t happen. But it also makes them the type of people who are very risk-averse. Why would the network operators take a risk to put things on the network that could cause it to fail?

In order to manage the load on the networks, when the networks get to its thermal limits, the control room will call on the building management system to reduce its energy usage, by turning off things that are not critical at the time. Yes. The company lets you collect points and gain rebates and also send you offers for things which are customised to what you have been buying. They have categories of people for that. It’s very cleverly done. It can be done by studying a small group of people in similar demographics and their buying patterns, and extrapolating from there.

WE can be magnanimous and happy engineers if we seek to better ourselves and care for the community. This is an issue close to my heart. For the longest time, I’ve always felt that our calling to be engineers is meaningless if we are not able to give back to our own community.

I think that the best way for an engineer to make good uses of his/her knowledge and skills is to do things that will place to live in tomorrow.

Doing things for the community will help an engineer receive the highest form of respect and recognition and enhance one’s integrity which is so important for wealth and career development.

Why the urban community? It has the most opportunities and visibilities. The urban population in Malaysia about 72.8% in 2011 and increasing rapidly.

WORKING WITH CITY HALLS

If you are concerned about the practicality of this action, take heart in that IEM has already laid the foundation, at least within the Klang and Kinta valleys.

IEMsignedaMemorandumofUnderstanding(MoU)with Majlis Bandaraya Petaling Jaya (MBPJ) in September and Majlis Bandaraya Ipoh in December, 2013. The reception from the two city halls has been beyond our expections.

IEM members in these two locations can now volunteer or provide services to be part of the many initiatives to solve the problems of an urban society.

Within a month of the MBPJ MoU, we jointly organised a consultative forum on Urban Transportation, held at the PJ Civic Center and attended by over 200 people including community representatives.

Meanwhile, MBI is looking forward to IEM conducting

Static Electricity –Understanding and Controlling Hazards

ON 7 November, 2013, EETD organised an evening talk on “Static Electricity – Understanding And Controlling Hazards” at Wisma IEM C&S Lecture Hall A. It was attended by 42 participants.

This evening talk was made possible as Mr. Grant Bowman of Newson Gale was in Malaysia and was willing to share his expertise on the subject of static electricity with our members.

Mr. Bowman talked about how static electricity is generated and hazard recognition in an explosive environment in certain high risk industries such as paint, sugar industry etc. He stressed on the importance of static electricity control at these sites with risk mitigation to be deployed such as good grounding and bonding to discharge the static charge effectively. There was a video presentation on some case studies and static charge incidents

He said there were international standards and guidelines available to the industries such as new IEC 6007932: Explosive Atmospheres-Electrostatic Hazards, Guidance, NFPA 77 –Recommended Practice on Static Electricity. He then focused on available solutions to reduce static charge in the system via certain static clamps and monitoring static devices.

One-Day Seminar on MS IEC 62305 Series: Protection Against Lightning

A seminar on MS IEC 62305 series: Protection Against Lightning, was co-organised by the Electrical Engineering Technical Division (EETD) and Pekat Technology Group of Companies on 29 October, 2013 in the C&S and TUS Lecture Rooms, Wisma IEM, Petaling Jaya, Selangor.

Pekat Technology Group arranged and fully sponsored all 3 specialist practitioners in lightning protection and earthing design. They were Mr. Khan Wai Mun (Ray), Mr. A. Samad Khan and Mr. Kuan Lung.

Mr. A. Samad who is from UK, was appointed by the British Standards Institute to represent United Kingdom as its principal expert on CENELEC and IEC committees involved in lightning protection. The seminar was attended by 96 participants.

The primary objectives of the seminar were to enhance the participants’ knowledge of protecting structures against lightning and improving engineering skills in formulating,

reliable protection against lightning in the context of electrical system reliability, business continuity and standard: Protection Against Lightning.

Also discussed were key changes in the MS IEC 62305 series with BS 6651: Code Of Practice For Protection Of Structures Against Lightning, which was the lightning protection standard for Malaysia up to year 2008, where it was superseded by MS IEC 62305 series. BS 6651 was withdrawn and superseded in September 1999 by EN IEC (IEC) 62305 series.

Mr. Roger Wong commenced with introductory comments, followed by Mr. Wee ChekAik, Group Executive Director of Pekat Group of Companies, who introduced the speakers’ engineering and technical backgrounds as well as their experiences.

Mr. Kuan continued from Mr. Ray’s presentation and discussed MS IEC 62305 (BS EN) Part 1, Part 2: Risk Management and Part 3, highlighting the major differences between MS IEC (BS EN) 62305 series and BS 6651: Code Of Practice For Protection Of Structures Against Lightning, which was the lightning protection standard used in Malaysia up to year 2008. Then it was superseded by MS IEC 62305 series.

The discussion here was very in-depth but theoretical, due to time constraint. Feedback from the participants was that the lightning risk assessment should be complemented with a workshop with case studies. Design methods discussed were the rolling sphere method and its variants: Angle of protection and mesh method, all of which were based on Faraday cage protection principle.

Then he talked about the protection of electrical installation, complimented by BS 7671: Chapter 44: Protection Against Voltage Disturbances and Electromagnetic Disturbances or IEE Wiring Regulations (MS IEC or IEC 60364 series), which were harmonised to IEC 60364, against electrical transient (surge) due to lightning activities by surge protective device (SPD). The characteristics of SPD complying with MS IEC 61643: Low Voltage Surge Protective Devices (SPD) series and the coordination of SPD protection at various sections of low voltage electrical installation were discussed in detail.

Technical Visit to Westports Malaysia Sdn Bhd

ELECTRICAL ENGINEERING TECHNICAL DIVISION

THE Electrical Engineering Technical Division (EETD) organised a technical visit to Westports Malaysia Sdn Bhd (Westports) at Pelabuhan Barat, Pulau Indah, on 29 November 2012.

The visit was led by Ir. Mohd. Hafez Iskandar bin Jusoh, Maintenance Engineer of Westports Malaysia Sdn Bhd and the Co-opted Committee member of EETD. There were 30 participants from the various divisions such as EETD, Chemical Engineering Technical Division and Mechanical Engineering Technical Division.

The participants boarded a coach that left IEM headquarters in Petaling Jaya at 8.30 a.m. and arrived at Westports an hour later. Some came in their own transport.

At the conference room on Level 16 of the Tower Building, the delegates were given a warm welcome by Ir. Mohd. Hafez Iskandar and Ir. Lam Sing Yew, the Chairman of EETD.

The session started with a corporate video presentation by Mr. Ethan Chua, the Marketing Manager of Westports. The delegates learnt about Westports and the nature of its business. The session ended with Q&A.

Ahmad Damanhury, the Head of Department of Port Projects, who was assisted by Mr. S. Veerakumar S. Subramaniam from Maintenance & Repair. An introduction to current Westports projects, especially land reclamation activities in order to build and lengthen more wharves, raised many questions from the delegates about the technology used. The presentation on equipment such as

Quay Cranes (QC), Rubber Tyre Gantry (RTG), Unloader Cranes (ULC), stackers and other types of port equipment as well as their maintenance also proved interesting. The

Next was the highlight of the visit, the site tour to the wharf to witness the real port operations. The bus ferrying the delegates was escorted by the Port Police and Ir. Mohd. Hafez Iskandar turned “tour guide” to explain the surroundings and various on-going activities.

All delegates were given the opportunity to hike up one of Quay Cranes to a height of more than 40 meters. For they were all delighted for the experience.

Talk on “Transforming Construction Practices Through Statutory Improvement – ACT 520 Amendment 2011”

CIVIL AND STRUCTURAL ENGINEERING TECHNICAL DIVISION

IN conjunction with the 27th C&SETD AGM, the IEM Civil and Structural Engineering Technical Division organised a talk on 20th July, 2013 at IEM, Petaling Jaya which was attended by 101 participants.

The speaker, En. Hj. Abdul Razak bin Husin, began his legal practice at Messrs Shearn & Delamore before joining the Judicial and Legal service. He is currently the General Manager of Enforcement Division, Construction Industry Development Board (CIDB) of Malaysia.

En. Hj. Abdul Razak started the talk with a brief overview of the construction practice, the laws governing the construction industry, the functions and the authority of CIDB, its enforcement power and impact on the Malaysian Construction industry.

The lecture started with an introduction to the various legislations regulating the various phases along the Construction Supply Chain – from Project Development Inception Stage, Land Conversion, Planning Permission, Building PlanApproval, Procurement Process, Construction Process and Building Delivery to Extension, Renovation and Demolition Works stages. The related Acts and Bylaws at the various Supply Chain Stages and namely CIDB Act 520 were highlighted.

The major issues in the Construction industry, such as Quality, Cost, Time (delay completion), Health and Safety were explained. The ultimate goal and objective of the Amendment Act 520 is to achieve Quality Construction Output by controlling the three variables namely Management of Contractors, Materials and Workmanship. Besides levy, delegation of power, compound and the enforcement aspects, the amended Act 520 also seeks to register construction personnel, put emphasis on the Contractor’s responsibilities and regulate the Quality and Safe Construction Works and Standard of Workmanship and Materials.

He explained the publication on the Code of Ethics for Contractors and discussed the issues relating to the implementation of the minimum wages for the construction sector. He also highlighted construction related injuries and deaths as well as illustrated unsafe work practices and work related accidents with the help of site photographs and case studies. The recurring subject of unregistered workers at the construction sites was also raised up by CIDB.

In summary the concluding pointers are:

1. Uphold and upgrade quality work and the use of standard construction materials for the industry as per the laws enacted for the said purpose,

2. Registration, Training and Regulation of the workforce (including contractors) in the Malaysian Construction industry,

3. Emphasise work safety requirements as safety is an investment rather than a cost element,

4. The investigative and enforcement powers of CIDB by Act for the Regulation of the work on site and the use of Standard Construction materials.

The Civil and Structural Engineering Technical Division registered a note of thanks to the Speaker and moderator Ir. Oon Chee Kheng with a token of appreciation.

Professor Dominic Foo Visits Institution of Chemical Engineers (IChemE)

THE chairman of Chemical Engineering Technical Division (CETD), Professor Ir. Dr Dominic Foo ChwanYee, visited the IChemE headquarters at Rugby UK on 12 November, 2013. Professor Foo was welcomed by IChemE Deputy Chief Executive Justin Blades and Communications Manager Matt Stalker. Topics discussed included the cooperation between IChemE and

the two organisations earlier this year. Prof. Foo also met with Catherine Cliff, the Managing Editor of IChemE, to discuss on-going cooperation on

Foo is also Subject Editor (Clean Technology) for the IChemE Transactions (Part B) – Process Safety and Environmental Protection, where he handles several special issues for the journal.

Ir. Prof. Dr Dominic Foo is Professor of Process Design and Integration at the University of Nottingham Malaysia Campus, and the Founding Director for the Centre of Excellence for Green Technologies. He is a Fellow of the Institution of Chemical Engineers UK (IChemE), and 2012/3 session Chairman for the Chemical Engineering Technical Division (CETD) of IEM. Professor Foo is the Chief Editor for IEM Journal and Subject Editor for Transactions of IChemE Part B. He is the winner of the Innovator of the Year Award 2009 (IChemE), Young Engineer Award 2010 (IEM) and Outstanding Young Malaysian Award 2012.

Mesmerised by the Northern Lights

DURING our journey to the Nordic countries in autumn 2013, my wife and I were extremely lucky to witness the natural phenomenon known as the Northern Lights which had lately attracted the attention of many people in our country. We saw this not once but three times!

Northern Lights, also known as aurora borealis, is a natural light display in the sky particularly in the Arctic region, caused by the collision of energetic charged particles with atoms in the high altitude atmosphere. The charged particles originate in the magnetosphere and solar atmosphere.

the island of Lang yain Norway, at latitude 69°, i.e. well above the Arctic Circle. We had arrived in the town after a whale-watching excursion in Andenes and the owner of the convenience store in the bus terminal got us a cabin within our budget in his friend’s campsite located 1½km from the town.

Three nights earlier, the Northern Lights was observed here but the sky was so full of clouds that we went to bed that night without any hope of seeing that natural phenomenon. However, when I woke up after midnight to relieve the pressure in my bladder, I casually took a peek out of the window and saw many stars – an obvious sign that the sky had cleared up. I immediately opened the door, stepped out and looked up. Lo and behold, there was the Northern Lights. I quickly woke my wife and we spent more than one hour in the cold enjoying the magical display.

Four days later in Troms (about 70°N), after an was

right in the centre of the Northern Lights band and therefore, was one of the best places to observe the phenomenon. He advised us to cross the bridge and look for a place with less light pollution as this would improve our chances of seeing the Northern Lights. As the sky was clear that day, we heeded his advice and walked overto the other side of the fjord after dinner. We had wanted to visit the unique Arctic Cathedral near the bridge, but it was closed. We hung around there until about 10 p.m. and were duly rewarded for our patience with a dramatic display of mesmerising

Again, there was a clear sky that day. When I stepped out on to our hotel balcony at about 10.30 p.m. and looked up, I was so happy to see the Northern Lights again. My wife and I quickly put on warm clothes and we walked about 1km to the nearby lake as there were no street lights there. The magical light show in the sky became better and better as time went by and we left reluctantly only because our feet had become numb from standing on the cold grass for a prolonged period of time.

From our 3 encounters with the Northern Lights, I can safely conclude that if the 3 following conditions are all present, one has a very good chance of seeing it: (1) near or above the Arctic Circle, (2) a clear sky, and (3) a dark sky.
