The four new prelates are Rt. Rev. FrancIsco C. Bettencourt, pastor of Santo C.hristo Church, Fall River, Rt.. Rev. Raymond T..Considine, pastor of St. William's Chur~h, Fall River, and Diocesan Director, of the Propagation of the Faith
