"In more practical terms, this means that labor and management, having become unduly suspicious and distrustful of one another's motives, are being strongly tempted to rely on economic force and political pressure and on public relations stratagems and propaganda gimmicks as a substitute for good-faith collective bargaJning and labor-management cooperation." .
