Suburban brothel ‘hole not plugged’ DAVID HAXTON Brothels masquerading as ‘home occupation’ are still a possibility under the current version of the Proposed District Plan (PDP), councillor K Gurunathan says. “Despite the independent review of the PDP and council’s adoption of Option 4, nothing has changed in this area. “Brothels will be able to operate in residential areas if the current PDP is adopted.” He said, when he raised this matter in October last year, council’s planning staff said brothels appearing under the guise of a home occupation activity were unlikely.

“No evidence was given as to how staff came to that conclusion. “The word unlikely also means it can still happen. “While the independent review had led to changes to some aspects of the PDP, this hole has not been plugged.” He said the Option 4 PDP process will allow brothels to be established in residential areas next to family homes and schools just as home-based businesses like hairdressers, dressmaking and dog grooming. “After I alerted the community in October 2013, council’s sustainable development manager Jim Ebenhoh [who has since left the

council] said, ‘Council believes it unlikely that easily identified, home-based brothels will appear in residential areas as a result of them being permitted, if the change is adopted’.” Mr Gurunathan said, “This council view was not evidencebased and confirms the introduction of suburban brothels by stealth. “While it can be excused as an unintended consequence before, the fact that we had voted for Option 4 in July this year without plugging this loophole can lead to the conclusion that it’s now intentional. “The general public should have the right to make

submissions to stop this. “I call on those who do not want brothels to become a permitted activity next door or by their local schools to make submissions. “Council has a duty to help progress these submissions into the PDP process. “The public also have the right to ask individual councillors if we intended to introduce brothels by stealth when we voted for Option 4,” he said. Council’s environmental planning manager, Darryl Lew, said, “This issue, along with all the other submission points, will be addressed through the PDP hearings process.”
